1. Background Strengthening institutional capacity at national and regional levels to address climate change adaptation and mitigation has become one of the key activities of UNEP through networking approach as well as utilizing network as a vehicle to disseminate information, knowledge, and best practices. The United Nations Environment Programme (UNEP) is fostering generation and exchange of knowledge, and best practices on climate change adaptation and mitigation as well as making scientific information and knowledge available for informed decision-making and integration of climate change into development processes. In 2009, the United Nations Framework Convention on Climate Change’s Expert Group on Technology Transfer recognized that current vehicles for technology development and transfer are inadequate to achieve a broad diffusion of climate adaptation and mitigation technologies. Current efforts to strengthen research and development (R&D) capabilities in developing countries are also insufficient. Meanwhile, UNEP has also gained knowledge and experiences as well as identified challenges during implementation of network activities in different regions. Based on UNEP’s recognition, importance and urgency of addressing challenges related to climate change and its two decades of experience with regional and global networks in climate change and related areas, it has setup the Southeast Asia Knowledge Network of Climate Change Offices (SEAN-CC) with financial support from Finland. 2. Description of the project SEAN-CC is a regional network of National Climate Change Offices of the ten ASEAN countries designed to actively support its members in order to achieve the following objectives: Regional exchange of knowledge and lessons learnt with the aim to improve the development and implementation of climate policies domestically Facilitate and enhance the implementation of COP decisions at the national level Foster South-South collaboration amongst the members The project is supported by the Government of Finland and its secretariat is serviced by UNEP. The SEAN-CC Secretariat provides regional level support to SEAN-CC members through regional networking, knowledge sharing, technical support, institutional strengthening of Climate Change coordination structures, direct and indirect capacity building, as well as responses to specific national requests. The latter programme is referred to as “National-level Activities” and aims at supporting country-led initiatives as a response to direct requests from the 8 network participating countries that are eligible for this programme. In order to implement activities approved by the SEAN-CC Steering Committee at the last meeting in September 2013, SEAN-CC requires the services of a consultant.


3. Responsibilities A consultant will be hired by UNEP to support the implementation of SEAN-CC project activities as approved by the SEAN-CC Steering Committee. The consultant will be based in the UNEP Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand, and under the overall guidance of SEAN-CC Project Manager based in Paris and direct supervision of Regional Climate Change Coordinator based in Bangkok, will carry out activities as follow: 1

1. National Level Activities Program [estimated time share : ~ 40%]: Facilitating the timely and quality implementation of national level activities by: - Providing technical support to network member countries as needed, - Identifying implementation partners and experts as relevant, and - Ensuring good coordination, monitoring and reporting functions for this program; 2. Online Knowledge Platform [estimated time share: ~ 20%]: - Developing content and uploading material to the SEAN-CC website, - Coordinating with third party (web agency/consultant or similar), and - Proposing, developing and/or implementing new approaches and tools (e.g. synergies with other knowledge platforms, webinars, etc...); 3. Sustainability Task Team [estimated time share: ~ 15%]: - Conducting research, compiling information and drafting reports for the SEAN-CC Sustainability Task Team; 4. Reporting / M&E [estimated time share: ~ 15%]: - Preparing regular SEAN-CC updates for dissemination to Network members and other outreach material, - Developing and compiling M&E end-of-meeting questionnaires and 6-monthly project beneficiaries surveys, and - Providing input to SEAN-CC Annual Progress Report to its donor; 5. Miscellaneous [estimated time share: ~ 10%]: - Any other task as required to provide support to SEAN-CC team in ROAP 4. The consultant will be based in the ROAP, UNEP, Bangkok , and may need to undertake missions to network member countries as and when need arises. 1

Estimated time shares for each group of activities are indicative and provide for a general goal over the whole contract period and are expected to vary significantly on a monthly basis depending on changing priorities 2

Results achieved will provide for a short description of the specific outputs delivered under each of the 5 groups of activities and a link or annex with those. For examples: “Philippines national workshop on NAMAs prioritization held on [date]: draft report in Annex 1”, “New section developed on SEAN-CC website, and content developed presenting national level activities information: www.sean-cc.org/nationalactivities”, etc..)

6. Qualifications Education • •

University degree in a field related to environmental sciences or natural resource management, economics or development. A post-graduate degree and/or additional training and qualifications in a relevant field are an advantage.

Work Experience • • •

At least 4 years professional experience in environmental management, climate change or related activities in the government, CSO/NGO and/or international organizations; Broad understanding on climate change issues and of economic development levels of the different countries in ASEAN as well as important environmental issues in the region; Proven experience of interacting with government officials in developing countries on environment related topics/projects, ideally via network mechanisms in view of leveraging and sharing individual country experience and tapping into the expertise of peers and promote south-south cooperation; English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of a national language spoken in the Southeast Asia region would be an advantage; Understanding and experience with UN Programs, their development and implementation activities is an advantage.

NB: In consideration of the urgency to fill in the post, selected candidate may be accorded some flexibility, to be agreed with UNEP, to initiate work in his/her current location for the early part of the contract to enable incumbent to properly arrange and prepare the move to Bangkok office.
