‘I’m here to stay’ says Wild Bunch’s Maraval Asian action stars prove Triple Threat BY LIZ SHACKLETON

Arclight Films is launching sales at AFM on action film Triple Threat, starring three of the hottest action stars in Asia: Thailand’s Tony Jaa, China’s Tiger Chen and Indonesia’s Iko Uwais. Jaa recently starred in Furious 7 and will appear in xXx: Return Of Xander Cage. Chen starred in Keanu Reeves’ Man Of Tai Chi and Uwais came to fame through Indonesian action hits The Raid and its sequel. Written by Dwayne Smith and to be directed by Chad Stahelski (John Wick), the film follows a Chinese martial artist who goes to Mexico on a mission to rescue his ex-wife from drug cartels. The film is produced by Beijingbased Kungfuman Culture Media and Arclight chief Gary Hamilton’s new production venture Hamilton Entertainment. “Putting together three iconic Asian action superstars is a dream come true,” said Kungfuman Culture Media CEO Sylen Hwa.

Wild Bunch co-chief Vincent Maraval has denied rumours he is on the verge of departing the Paris-based film company he helped found more than 15 years ago. The veteran sales champion has been heavily involved in setting up Wild Bunch’s Los Angeles-based offshoot Insiders and related sales outfit IMR — a joint venture between Insiders and MadRiver Pictures — over the last 18 months. His resulting absence from Wild Bunch’s Paris HQ has stoked suggestions he may be planning to cut

Salt shakes out sci-fi Peripheral UK sales outfit The Salt Company has boarded director Paul Hyett’s sci-fi conspiracy thriller Peripheral for international sales. Hannah Arterton stars as a writer who enters into a Faustian pact with her publisher. Convinced to use new smart-editing software, she stumbles on a conspiracy of social control and finds herself going head to head with an artificial intelligence. Producers on the feature, which wrapped in the UK this week, are

loose from the company and transfer to Los Angeles. But speaking to Screen International during AFM, Maraval said nothing could be further from the truth. “I’m spending more time in Los Angeles than Paris at the moment but I have no plans to move there,” he said. “Wild Bunch still pays my salary and I have no personal shares in Insiders. I can’t say I will be with Wild Bunch for life but I have no intention of leaving. There would be no upside for me.” Maraval launched Insiders in 2015 in response to Wild Bunch’s

The company is now more focused on building the slates of its distribution outfits in France, Germany, Italy and Spain with a long-term goal of building a sizeable, all-rights pan-European library. “My passion is international sales,” said Maraval. “The creation of Insiders enabled me to carry on that passion within Wild Bunch.”

Baron Cohen laughs up Klown BY JEREMY KAY

Sacha Baron Cohen revealed more detail on his upcoming Klown comedy remake in Friday’s buyers’ presentation hosted by Annapurna International, which one buyer described as like sitting in on a comedy show. The UK superstar regaled attendees with a range of observations, including the sartorial tastes of some in the room, before turning to his remake of Mikkel Norgaard’s Danish hit. He rattled off a wishlist of A-list

cameos for Klown that includes at least three of Hollywood’s leading male actors. None of the names had been officially attached at time of writing. Norgaard will direct the remake and work closely with Baron Cohen from an outline, which would appear to leave plenty of room for improvisation. Annapurna is financing and Megan Ellison will produce with Baron Cohen, Todd Schulman and Scott Stuber. CAA packaged the project and represents US rights.

Fox International Productions has optioned multiple language remake rights from Buenos Airesbased FilmSharks to the hit 2016 Argentinian comedy That’s Not Cheating (Permitidos). Ariel Winograd’s original film starred Lali Esposito and Martin Piroyansky and was produced by Nathalie Cabiron’s Tres Planos Cine. Fox will handle all international sales on the story, about a couple who hatch the idea of a ‘one-night pass’ at a dinner party, allowing each person to hook up with a celebrity. The notion becomes reality when the man meets the celebrity of his dreams. Buena Vista distributed That’s Not Cheating in Latin America and reported 350,000 admissions across the region this year. Patagonik, the powerhouse producer behind Winograd’s No Kids as well as A Boyfriend For My Wife, took a coproducer role on the original. FilmSharks chief Guido Rud is in town talking up a slate that includes Inseparables, Marcos Carnevale’s Latin remake of French smash Intouchables, starring Oscar Martinez, recent Venice best actor winner for The Distinguished Citizen.

Hong Kong stars Miriam Yeung and Shawn Yue are reuniting for Love Off The Cuff, the third instalment in Pang Ho-cheung’s hit series about a star-crossed couple. Pang and Subi Liang’s Making Film Productions is again producing for Media Asia, which is launching sales on the film here at AFM. The first two award-winning films in the series were hits across Asia. Love In A Puff (2010) introduced the couple Cherie and Jimmy who meet over a cigarette in the street after Hong Kong has banned indoor smoking. The follow-up, Love In The Buff (2012), sees the couple break up and reunite in Beijing. The third instalment follows the couple to Taiwan and sees their relationship tested when Jimmy’s childhood friend asks him to donate sperm for her artificial insemination. Currently shooting in Hong Kong and Taipei, the $12m film is scheduled for delivery in spring 2017.

Corsan chief denies bankruptcy challenge BY GEOFFREY MACNAB

Monaco-based Paul Breuls, founder and CEO of sales and finance outfit Corsan, has denied the troubled Belgian company is teetering on the brink of bankruptcy. This week, the backer of Emperor, Killing Season and Third Person lost protection from its creditors having previously been safeguarded through local law. On Monday, the commercial court in Antwerp concluded the arrangement should be terminated

immediately, citing the company’s restructuring plans as “neither clear nor credible”. Speaking to Screen International, Breuls has revealed his lawyers are appealing the court decision and claims Corsan can avoid bankruptcy. During the appeal process, he expects the company to be able to trade as normal and the protection from the company’s creditors to be reinstated. Corsan asked for protection from its creditors in June. The company’s troubles reportedly

Buyers enter LevelK’s Cave Danish outfit LevelK has sold Norwegian action thriller Cave to Spain (Film Buro), Japan (At Entertainment), France (Swift Distribution), China (Jetsen Huashi Cultural Media), South Korea (JoyNCinema), Turkey (Sinema TV) and Iran (21st Century Pictures). The deals follow the recently secured pact for North America and Latin America with California Filmes. Writer-director-producer Henrik Martin Dahlsbakken’s third feature, shot on location in Norway and Mexico, follows a group of former elite military operatives who set out to explore an uncharted cave system. KNOCK, KNOCK French actor Omar Sy (Intouchables) stars in Dr Knock as a conman doctor who, to improve his earnings, convinces the healthy inhabitants of a small French village they are suffering from previously undiagnosed illnesses. The feature, which is in post-production, is a big-screen revival of French playwright Jules Romains’ 1923 satire Knock. Jetavana makes youth Dream come true BY LIZ SHACKLETON

Beijing-based Jetavana Entertainment is tapping into a new popculture trend in China with cyberpunk fantasy Dream Breaker, starring hot young talents Chen Duling and Song Weilong. Cult Japanese film-maker Sion Sono is artistic consultant on the film, directed by Beijing Film Academy graduate Han Yan and produced by Chai Tao. The story follows a young girl who is trapped in an illegal VR game. The film addresses a new youth trend in China, Er Ciyuan (literally ‘two-dimensional’), which is heavily influenced by sci-fi fantasy, Japanese manga and games. “The Chinese audience is getting younger and changing very fast,” said Jetavana founder Ivy Zhong. “One of the reasons the box office slowed down this summer is that there were too many romantic dramas. Now the youth audience is looking for something more high concept.” Jetavana, which is co-producing with Chinese star Tong Dawei’s production company T&G Entertainment, built 10 sets for the production in the city of Chongqing. The film is in post-production with release scheduled for mid2017. Jetavana is planning to develop the film as a franchise.

Full Moon Empire founder Charles Band is at the market touting an extensive slate of genre titles led by market debuts Killjoy’s Psycho Circus and Puppetmaster: Axis Termination. Killjoy’s Psycho Circus screens today and marks the latest in the horror franchise starring Trent Haaga as the killer clown. Puppetmaster: Axis Termination recently wrapped production and is due for delivery in January. The latest episode in the long-running fantasy series stars Paul Logan and Tonya Kay. Rounding out the slate are horror titles Ravenwolf Towers in post and the completed project Trophy Heads. “We have eight active franchises and just finished shooting the 11th Puppetmaster movie,” Brand, a 40-year veteran of the business, told Screen International. “We have the largest fantastic and horror library on the planet.”

Qube Wire to take digital cinema package online BY ANDREAS WISEMAN

Digital cinema outfit Qube Cinema is to launch Qube Wire, an online digital cinema distribution service aimed at doing away with digital cinema package (DCP) transportation. Targeted at the international film business, Qube Wire is billed as a secure service to issue key delivery messages

(KDMs) and digitally transport DCPs to cinemas. The service will offer industry online access to more than 120,000 screens around the world that are reachable via the platform, built through partnerships with international digital cinema companies. Other patent-pending features rolled out include the ability

to assign movie rights to specific territories and enforce multi-level approvals for KDM requests. The service went through a beta-testing phase in India this year including a trial on the Indian film Kabali. Its commercial launch is due in the first quarter of 2017. Co-founders are Senthil Kumar and Jayendra Panchapakesan.

South Korean sales agent United Pictures has sold sports drama Split, starring Yoo Ji-tae, to Lemon Tree Media for China, Associated Euromedia for Turkey and Cai Chang for Taiwan. The film, which is scheduled for Korean release

this month, has also been sold to MATV for pan-Asian TV and Encore for in-flight rights. Yoo’s credits include Park Chan-wook’s Oldboy and Hong Sang-soo’s Woman Is The Future Of Man. Directed by Choi Kook-hee, Split follows a bowler struggling

to pay off his gambling debts. The film is produced by Opus Pictures, one of the three partners in United Pictures, along with BK Pictures and Zip Cinema. United Pictures is also selling Kim Taeyun’s New Trial and Kim Bonghan’s Ordinary Person.

AFM BRIEFS Dark lights up Reason8 UK sales outfit Reason8 is at AFM with US crime thriller Dark Meridian, in post-production. The film charts the story of a New Orleans detective who is caught between two criminal factions while on a stakeout. The company also has crime thriller Women from director Anton Sigurdsson and supernatural action film The Fallen. Reason8 was set up by former AV Pictures executive Anna Krupnova and Denis Krupnov, formerly of the Caparo Group.

Archstone casts Shadow Archstone Distribution is at the market with The Shadow Effect. The sci-fi has its market premiere at AFM and stars Jonathan Rhys Meyers as a scientist researching waking dreams. Status Media produces and brothers Obin and Amariah Olson direct. Archstone’s slate includes market debuts Dead Awake and Kill Or Be Killed.

Macao’s tourist organisations and hotels offer packages that include festival accreditation

A new voice in Asia With Marco Müller as festival director, the inaugural International Film Festival & Awards Macao (Dec 8-13) intends to make a big splash. Wendy Mitchell reports

T

he inaugural edition of the International Film Festival & Awards Macao (IFFAM) can take advantage of Macao’s singular position in the world: this autonomous territory sits on the western side of the Pearl River Delta in China; it is also just 64km from Hong Kong. So a film event in Macao can offer unique insight into the Chinese audience and market without having the restrictions that come with actually being in China. It is no accident the festival will last six days (December 8-13). Organisers are taking advantage of the fact every Chinese citizen can visit Macao for up to seven days per year. So Macao’s tourist organisations and famed hotels are offering packages that can include film festival accreditation. “At least half of our audience is the mainland China audience,” says veteran festival head Marco Müller, who serves as Macao’s festival director. “We want to strike a balance with the mainland China audiences and the Macao audience. And Hong Kong is only a 55-minute ferry

away so we expect some audience from there, too.” Film-makers and industry will get to see how their films play to a mainland Chinese audience, and there will also be key Chinese-language media in Macao. “You create top visibility for the kind of singular films that have a chance in the greater Chinese market,” says Müller, who has been one of the festival circuit’s greatest champions of Asian cinema for decades during his years at Venice, Locarno, Rome, Rotterdam and, in 2015, as an advisor to Beijing International Film Festival. Crossing cultures But Macao is not only looking towards China. The festival aims to be a gateway to east Asian cinema while also connecting film culture globally. point to the film programme is the Crossfire strand, which will screen 12 non-east Asian, non-US genre films selected by a dozen major east Asian film-makers. For instance, South Korea’s Park Chan-wook selected Nicolas Roeg’s 1973 classic Don’t Look Now; Japan’s Sion Sono picked Terence Fisher’s 1958 Dracula; and Hong Kong’s Johnnie To chose

Sergio Leone’s The Good, The Bad And The Ugly (1966). “I wanted to make the point that genre cinema is not just east Asian genre cinema or American genre cinema,” Müller explains. “By talking over the years to film-makers, I did remember that there were films that stayed as a reference for them.” For the 2017 festival, Western film-makers will pick east Asian films that have inspired them. IFFAM is organised by Macao Government Tourism Office (MGTO) and the two-year-old non-profit Macau Film & Television Productions and Culture Association (MFTPA), with government support and sponsors including Macao’s notable casino companies such as Galaxy Entertainment Group, Sands China Limited, Wynn Macau Limited, MGM and luxury hotel The 13. Müller’s decades-long connections are serving the festival well. For this inaugural year, IFFAM has recruited an impressive group of advisers: Chinese producer/director Huang Jianxin, South Korean producer Oh Jung-wan, Olivier Pere from Arte France Cinema, US producer/director/screenwriter James Schamus, Hong Kong producer Nansun Shi, Portuguese producer and programmer Luis Urbano and former Fortissimo chairman Michael J Werner. Müller also tapped into his frequent collaborators for the programming team: Lorna Tee as head of festival management, plus Deepti D’Cunha, Shan Dongbing, Marie-Pierre Duhamel, Sandra Hebron, Diego Lerer, Tomita Mikiko and Alena Shumakova. Industry veteran June Wu is spearheading the Industry Hub (December 9-11) and will host forums, project meetings and networking events. Competition titles were still under wraps as of press time, but the judges confirmed include Shekhar Kapur (Bandit Queen, Elizabeth) who will serve as jury president in the inaugural year. Müller says Kapur is the perfect kind of film-maker to represent the crossover that Macao is hoping to inspire. “Shekhar Kapur has the combination of the two worlds,” he explains. “He’s an Indian director and a Hollywood director and he’s shooting a big UK TV series [Will] in the UK.” The other strands of the programme will be out-of-competition titles and galas; Hidden Dragons (contemporary Asian genre cinema); and Best of Fest Panorama (hits from major international festivals). The Macao local audience usually goes for starry blockbusters, but Müller and his team hope to also develop more cinephile experimentation especially among university students. Says Müller: “We are really gambling on that s kind of audience.” ■

IN FOCUS US TAX INCENTIVES

Something to bank on? The tax incentives offered by many states provide US-based productions with a valuable source of support. But shifts in policy have led to uncertainty about the future of some schemes. John Hazelton reports

F

rom a global perspective, the US came late to the tax incentives game. But by the end of the 2000s, more than 45 of the nation’s 50 individual states — from tiny Maine in the east to cinematic California in the west — had incentive programmes designed either to lure ‘runaway production’ back from Canada and Europe or at least keep the states concerned competitive with their domestic neighbours. In the past half-decade, however, the state incentive count has fallen to around 36. And the programmes that remain have come under scrutiny from politicians, public policy think tanks and academics. Most recently, research from the University of Southern California has claimed that film incentives produce only short-term wage gains, little job growth and no change in market share. “The incentives are a bad investment,” says the research’s lead author Michael Thom. “States pour millions of tax dollars into a programme that offers little return.” The Motion Picture Association of America (MPAA) has called one of Thom’s studies “false and misleading” and the result of “academic malpractice”. But that has not brought an end to the incentives debate.

The most established and heavily used state incentive programmes — offering credits ranging from 25% to 40% — include those in Louisiana and New Mexico, both now key hubs for independent production; New York, where, thanks largely to an influx of television series, state production spending has increased 55% in the past five years; California, where the state’s original eightyear programme is set to generate about $5.5bn in direct spending; and Georgia, where a five-year push for studio projects has made the state the third busiest production centre in the US, with more than $2bn in direct spending in fiscal 2016. Tax credit experts suggest that from a state’s point of view, the crucial measures of an incentive programme’s success are its return on investment (ROI), its effect on tourism and its ability to create long-term local jobs and the long-term spending that goes with them (photo ops for local politicians with visiting movie stars may be another factor). For producers, of course, the most important consideration is the size of the incentive, whether it comes in the form of a rebate, a transferable tax credit or, as it does in New

York, New Mexico and a majority of states, a refundable tax credit. “It all depends on how the numbers work,” says Vans Stevenson, the MPAA’s senior vice president for state government affairs. “The incentive is the first thing the overwhelming majority of producers look at when they’re trying to make a location decision.”

Sustainability and credibility Other lures include adequate studio space, good local crews and, as in the case of Georgia, an incentive that has no project or annual caps and is payable on above-the-line as well as below-the-line spending. Perhaps most important are the credibility and sustainability — Louisiana’s incentive scheme has now been running for 14 years and New Mexico’s for 13 — that allow producers and financiers to bank, figuratively and literally, on tax credits. “There’s more value in a programme that has certainty at 20% than a programme at 40% that’s uncertain,” says Joe Chianese, executive vice president at incentive experts EP Financial Solutions. The production had expenditures of $122.5m and a payroll of $15.3m in the state, earning producers Summit Entertainment and Participant Media a total tax credit of $37.7m. Ant-Man Marvel Studios’ superhero film shot mostly in Georgia (with secondary locations in California), spending $106m of its estimated $142m budget in the southeastern US state and reaping an estimated tax credit of $32m. A Wrinkle In Time In preproduction, this Walt Disney Pictures family adventure is the first tentpole production selected for California’s new ‘2.0’ tax credit programme. With a budget expected to top $100m, the project has filed to spend $83.5m over 80 days

of shooting in the Golden State, hiring 378 local cast and crew members, paying $44m in below-the-line wages and receiving a credit of $18.1m. Terminator Genisys The fifth instalment in the Terminator franchise was mostly filmed in Louisiana (with additional shoots in California), spending $107.1m plus $14.4m in payroll in the state out of total production costs of $126.6m. The Louisiana shoot earned producers Paramount Pictures and Skydance $32.8m in tax credits. years include those in North Carolina, New Jersey, Michigan, Alaska and Florida. In some cases, the demise has been the result of external circumstances — such as the drop in the price of oil and gas that hit Alaska last year — forcing a state to rethink its budget. In others, politicians have apparently balked at funding a popular programme: the incentive that 10 years ago made Florida the third most active location in the US was repeatedly denied funding before being dispensed with altogether this past summer. Analysts say incentives are not necessarily a partisan issue, with opposition to credits being just as likely to come from Democrats favouring social programmes as from Republicans opposed to government spending. But programmes can become the victims of political change, as the New Jersey scheme was when a new governor took over in the state in 2010. The demise last year of the Michigan programme, which from 2008-15 offered the country’s most generous credit at 42%, was the result of structural defects, argues Kevin Klowden, executive director at Milken Institute’s California Center think-tank. “Michigan didn’t have much of an employment base in the entertainment industry to start with,” says Klowden, “and they didn’t incentivise building that up. They did incentivise building the studio space, but that process takes a few years and while it’s happening you need to be building up your crews and coming up with mechanisms for sustainability.” The evolution of Louisiana’s incentive

programme reflects some of the ways in which the climate for US incentives may be changing. The programme has allowed Louisiana to host $6bn worth of film and TV production since 2002, and in 2014 the state claimed $4.63 of sales for every dollar of tax credit awarded. But last year, because of a fiscal crisis caused by a drop in oil prices, the state imposed temporary annual and per-project caps on the credits. And this year, with local production spending down by around 80%, the state’s governor has called for a comprehensive review of the incentive scheme. “They just want us to be smarter about the programme,” says Louisiana Entertainment executive director Chris Stelly. The review, he adds, will involve “a deep dive into four key aspects: sustainability, predictability, better ROI and a greater statewide impact.” Responding to change The second phase of California’s incentive scheme shows how one state is adapting to changing conditions in an increasingly globalised film industry — conditions like the recent collapse of the pound, making UK production much more attractive to US producers, and the introduction by Dalian Wanda of a 40% rebate for shooting in China’s new Qingdao studio complex. launched a year ago, triples the size of the state’s annual incentive pool from $100m to $300m, designates funding pots for four different types of production and introduces a ‘jobs ratio’ selection formula to replace the original programme’s lottery system. California Film Commission executive director Amy Lemisch says the new programme “was designed to be highly targeted [on] those productions that were most likely to lead to access incentives elsewhere — the runaway projects.” And the four pots, Lemisch adds, create “much more certainty that funds are going to be available”. The new programme has attracted criticism from some independent producers, however, because it sets only 5% of its total funding aside for independent projects, compared to the 10% that was designated in the original programme (though because of the tripling of overall funding, the actual amounts assigned work out to $16.5m in the new programme and $10m in the old). The change in proportion, charges Independent Film & Television Alliance president Jean Prewitt, “was done in a late-night session. We were not asked about it or given the opportunity to argue about it. It was a very clear decision by the state to try to bring back blockbusters.” And that preference, Prewitt suggests, might not help achieve one of the goals usually cited for film incentive programmes. “Seventy percent of the film productions in the US are done by independents,” she says, “so a state that overlooks that statistic is overlooking how you would build up a true flow s of employment.” ■
