Power of Choice starts December 1
From 1 December 2017, all new electricity meters for residential and small business customers in NSW, ACT, SA and QLD will need to be digital meters. Power of Choice is a suite of reforms to National Electricity Rules designed to encourage energy consumers to make more informed choices about how and when they use electricity.
There are a number of changes to electricity metering as a result of Power of Choice.
From 1 December 2017 all new meters installed (including replacements) must be smart or digital meters (Type 4), and all new meter installation requests (including alternations and replacements) will be managed by Retailers, not ActewAGL Distribution. ActewAGL Distribution no longer installs new electricity meters.
Currently electricity distributors arrange your new connections. From 4 December, all new connections will be performed by Meter Providers on behalf of retailers. A Meter Provider is a contractor who’ll install, operate and maintain meters on behalf of retailers and their customers.
New accredited roles have been established in the electricity market (Metering Coordinators, Metering Providers and Metering Data Providers) to undertake metering installations. The process of installing new meters will be the responsibility of Retailers. The Retailers will engage their Metering Coordinator(s), whom in turn will arrange with a Metering Provider to perform the actual metering works.
Electricians installing meters from 1 December 2017 must have a current unrestricted ACT electrical licence with a licence endorsement to perform interval metering work (contact Access Canberra for more details), and must perform the work for a Metering Provider (contact your Retailer for more information).
ActewAGL Distribution’s Electricity Service and Installation Rules have also been updated, and new training is available for the electricians installing meters and working on the ActewAGL Distribution network boundary.

As a result of recent regulatory changes, you can now contact ActewAGL to organise both your gas connections and electricity meter installations through our dedicated local ActewAGL New Connections team.
What you need to know:
Retailers are now responsible for electricity metering instead of electricity Distributors.
All electricity meters installed post 4 December 2017 will be a smart meter, and ActewAGL will arrange this installation for you – not your Distributor. You’ll pay $0 upfront for new electricity connections with ActewAGL. We’ve removed the upfront metering charges that you currently pay to the Distributor.
We have a dedicated New Connections team who are locally based to serve you.
In the ACT, a Request For Service (RFS) still needs to be completed and sent to the Distributor to run the electrical services to the property.
