OUR STORY
Master Builders Victoria (MBV) represents approximately 6500 stakeholders from across the building and construction industry. These include large and small builders, tradespeople across the domestic and commercial sector, apprentices, suppliers, and manufacturers. MBV is a Public Company Limited by Guarantee, a Registered Training Organisation and a Registered Organisation (RO).

As an RO, our member elections are conducted by the Australian Electoral Commission, which ensures legitimate representation from the diverse sectors within our industry. With more than 145 years of experience, MBV continues to deliver meaningful industry representation through effective engagement and feedback from our Board and Council of Management, committees, and members more broadly. MBV is committed to the delivery of improved practices across the building and construction industry to promote a better-built environment for all Victorians.

A message from our
PRESIDENT AND CEO Just like 2019-20, 2020-21 has been another challenging year for everyone involved in the Victorian building and construction industry. As ever, MBV has been proactive in ensuring our members’ voices are listened to and we have continued to support our industry’s best interests in our advocacy to governments and policy makers. The COVID-19 pandemic, combined with the constraints of the ongoing supply chain challenges, have made it another testing 12 months. Despite all these challenges and the uncertainty posed by a series of lockdowns, our members have demonstrated tremendous resilience and determination to get on with the job and keep Victoria moving. MBV proudly represents more than 6500 members across our state.
As you would expect, it’s been another busy 12 months for our hard-working MBV team. Some highlights for 2020/21 included: MBV’s advocacy, once
again, ensured that Victoria’s building and construction industry largely remained open with minimal issues during the pandemic.
With MBV’s voice and advocacy capabilities reliant on our strong membership base, the growth in our membership numbers was once again welcome during this financial year.

MBV further advanced its
work on diversity, equity and inclusion to ensure everyone in our organisation has access to the same opportunities to thrive and progress. This included Cultural Awareness Training to increase our understanding of Aboriginal and Torres Strait Islander people who have graced our land for millennia. We know that the continued uncertainty of the COVID-19 pandemic, together with the added challenges of managing lockdowns, has not been easy. With building and construction supporting

We have exciting plans to revamp our member magazine and will continue to be on the front foot when it comes to pro-active media engagement to highlight the good work of our members and our strong advocacy to government.

MEMBER SNAPSHOT Membership numbers and revenue grew during 202021, reflective of the changing building landscape through the uncertainty of the COVID-19 pandemic. Today, MBV represents more than 6500 members across the state. With our voice and advocacy capabilities reliant on our strong membership base, the growth in membership numbers was once again welcome during the financial year. Just as importantly, our membership retention rate also increased during this time.
Our membership base continues to represent the entire industry, comprising residential and commercial builders, trade contractors, specialists, consultants and manufacturers and suppliers. Our offices throughout the state, including in regional Victoria, allow us to maximise our reach to members, ensuring we can help them wherever they are working.
MBV recognises that while members are our core customer, we have a broad range of important stakeholders, including government, consumers, and the media. Each of these groups play a vital role in helping us support the booming Victorian building and construction industry.

More than 4300 members used our popular eContract product, with nearly 21,000 eContracts purchased in 2020-21.
During 2020-21, the hardworking team at MBV provided specialist advice, support, and branded products and stationery to accommodate changing workplace restrictions imposed due to the COVID-19 pandemic.

CORPORATE
GOVERNANCE
At MBV, we are committed to establishing and maintaining high standards of governance. MBV views governance as a critical strategy towards our long-term success and ensuring that we continue to deliver the best value for our members. Our governance framework is constantly being reviewed to ensure that we model best practice and reflects our status both as a Registered Organisation under the Fair Work Commission and Registered Organisations Commission, and as a Registered Training Organisation under the Australian Skills Quality Authority. Even during uncertain times, such as operating through COVID-19 restrictions, MBV acted quickly and adapted swiftly to continue meeting our regulatory requirements. 12
MBV was one of the few Registered Organisations which was able to hold an election in 2020, in accordance with its regulatory obligations under the Fair Work (Registered Organisations) Act 2009. The 2020 elections were also the first time that MBV’s elections were held by the Australian Electoral Commission (AEC). The election report provided by the AEC found no irregularities or issues with MBV’s processes, which was a testament to MBV’s tireless efforts in maintaining a high standard of governance. MBV is also committed to an ongoing process of continuous quality improvement. We are in the process of introducing new governance models and frameworks, which will help further align

our business operations to better serve our members. In collaboration with our Board, Council of Management and the expertise of external governance consultants, MBV is undergoing a thorough review of our Constitution and our governing policies to ensure our management of governance, risk and compliance is of the highest standard. MBV acknowledges that the strength of our Board and Council lies in its composition and dynamics, as well as each Board and Council Member’s individual performance and contribution. To maintain a high standard of governance, our Board and Council Members underwent a thorough induction process to ensure that they were better equipped to provide effective governance oversight at MBV.
On 1 January 2021, the Victorian Building Authority introduced its first Code of Conduct for Building Surveyors to improve safety and oversight in the building and construction industry.

To ensure that MBV continued to meet its governance and regulatory requirements, we engaged an external legal firm to conduct a comprehensive legal review of the impact on MBV’s subsidiary, MBA Building Services Pty Ltd (MBABS). As a result of the independent legal review, the MBV Board and Council made the decision to instruct MBABS to cease the issuance of any further building permits, with effect from 1 July 2021. However, MBV continues to provide support to MBABS to meet its existing obligations. As a result, MBABS is well placed to provide ongoing support to existing building permits until their completion. Even though this decision was not taken lightly, MBV considered its commitment
to ensuring good governance and regulatory compliance as its highest priority. As part of good governance, MBV is strategically aligned with the Workplace Gender Equality Act 2012 to promote and improve gender equality for both women and men. MBV voluntarily applied for the Employer of Choice for Gender Equality (EOCGE) citation with the Workplace Gender Equality Agency as we believe that gender equality is critical to MBV’s success, and diverse perspectives will continue to lead to higher levels of creativity, innovation, and organisational agility. As an EOCGE citation holder, we will continue to ensure that we reflect best practice in workplace gender equality, and in turn promote leading practice initiatives within MBV.

PEOPLE & C As a key influencer in the building and construction industry, it is vital that MBV continues to lead the discussion on diversity, equity, and inclusion and empower people to build a better future.
Diversity encompasses all the things that make us who we are. It is the combination of our differences that shape our view of the world, our perspective, our lived experience, and our approach.
Diversity is what makes each of us unique and includes our backgrounds, personality, life experiences and beliefs.
MBV understands we can be diverse, yet to realise our aspirations, we must invest and commit to leading

cultural practices that foster inclusion. At MBV ‘inclusion’ means that our team members with different identities feel welcomed, respected, connected, progressing and have real and sustained opportunities to contribute to the success of their teams, our organisation, and our industry.
ULTURE We understand inclusion as a call to action and commit to investing energy and resources to leverage diversity to create a fair, healthy, and high performing organisation.
We recognise that advantages and barriers exist for our team members that are from diverse backgrounds, and that, as a
result, we don’t all start from the same place. ‘Equity’ implies giving as much advantage, consideration, or latitude to one party as it is given to another. At MBV, we are committed to embedding equity into our organisation and people processes to ensure our team members have access to the same opportunities to thrive and progress.

The building and construction industry relies on the fostering and development of new projects, and with this, we believe it is important to pay our respect to this land and our First Nations people. Further, MBV is conducting Diversity, Equity and Inclusion training focusing on foundational awareness and inclusive leadership. In addition, MBV has continued reviewing how we can impact Building Equality Recruitment Standards within our industry. MBV had a 50 per cent increase on tickets sales for our International Women’s Day event, with 300 attendees [limited due to COVID-19] in only its second year. Our keynote speaker was Dr Niki Vincent, Victoria’s first Public Sector Gender Equality Commissioner. MBV is a leading organisation, with an influencing voice to members and our industry. Given this, it is vital that MBV continues to have the appropriate conversations about diversity, equity, and inclusion and provide our sector with the necessary tools, and ultimately empower people to build a better future, not only via programs and training, but in how we act and behave.

MBV has been vocal to Government, and in the media, regarding reduced capacity in supply chains for building products. This has been a very real problem across our industry throughout 2020-21, not only across Australia but overseas as well. On behalf of our members, MBV asked the Victorian 16
Government to request that the Commissioner for Better Regulation and Red Tape Commissioner investigate the issue of building and construction material shortages. MBV has continued to work with the Commissioner in the development of the report, which is expected to be released towards the end of 2021. Despite the impact of COVID-19, the MBV team was able to engage with both the Department of Environment Land Water and Planning (DELWP) and the Victorian Building Authority (VBA) to support those practitioners registered as a Domestic Building Manager (DBM), so that they could continue to work and transition their registration to another category as the DBM

category of registration will cease as of 30 June 2022. On behalf of members, MBV contributed a submission and these recommendations have the potential to move our industry forward. MBV successfully delivered the Green Living conference online last year. The theme of this conference was Energy Efficient Housing. The conference broadly looked at real world performance and benefits of high-performance housing; building affordable zero energy homes; improving energy efficiency compliance and engaging with home buyers. Speakers included: Dr Trivess Moore from RMIT, Dean Morrison from Arden Homes, Daniel Pleiter South East Councils Climate Change Alliance, and representatives from DELWP.

INDUSTRY-LEAD 2020/21 saw Master Builders Training Institute (MBTI) transition to virtual delivery throughout COVID-19 lockdowns for many of our programs, including those offered by the Building Leadership Simulation Centre (BLSC), RTO, Careers and Builders Registration area.

Throughout 2020-21, MBV was on the front foot keeping members informed of industry news, issues, opportunities, and training which again proved effective during the ongoing COVID-19 pandemic. Members received regular weekly emails to guide them through the changing COVID-19 landscape
and update them of our continued advocacy to the government. Our timely and responsive communications using tailored bulletins, social media, media releases and website updates kept members up-to-date and informed on the latest restrictions and changes.

The MBV team was also able to respond to hundreds of questions through social media as they helped members navigate the pandemic. MBV proactively engaged the media to publicly communicate our position across a range of issues, which further enhanced MBV’s reputation as the leading industry voice.
MBV CEO Rebecca Casson appeared in more than 100 radio, television, print and online interviews which further enhanced our organisation’s position with government and consumers. MBV’s sustained media profile throughout the COVID-19 pandemic has continued to play a key role in helping to keep many of our members open for business.

EVENTS In a year disrupted by COVID-19, MBV continued to provide relevant information and much-deserved recognition to our members through our events, online webinars, and popular award programs: 3393 attendees across
MBV events and webinars. More than 550 projects
were entered across all Building Excellence Award programs. More than 440 apprentices
were nominated by their TAFEs and employers in the 2021 Regional Apprentice of the Year Awards and the State Apprentice of the Year Awards. Apprentice Carley Attard
took out top honours after winning the 2021 State Apprentice of the Year Award (pictured). MBV had a 50 per cent
increase on tickets sales for our International Women’s Day Breakfast with 300 attendees [limited due to COVID-19] in only its second year. Our keynote speaker was Dr Niki Vincent, Victoria’s first Public Sector Gender Equality Commissioner.

Project: Melbourne Park Redevelopment Stage 2 Rod Laver Arena, Melbourne Designer: Jonathon Gardiner Photographer: Peter Clarke, Peter Clarke Photography Website: lendlease.com/au The Rod Laver Arena refurbishment is a key part of the Melbourne Park Redevelopment, a threestage masterplan project built over 10 years. The critical decision was made to keep the arena open whilst construction occurred. Constructing in a live environment meant minimal impact on events held in the precinct and continued economic benefits from Melbourne Park events. The refurbishment of this icon included a new patron entry, reorientation of the arena entry, securing the loading dock, parking for up to 24 semi-trailers, upgrading and enlarging artist dressing rooms, and introducing a large-scale restaurant experience and rooftop bar. Additional challenges included increasing the rigging capacity for shows from 30t to 100t with a removable rigging system, converting the arena from full seating to concert mode in four hours with the introduction of 1200 retractable seats; and upgrading and making compliant critical safety aspects of the arena. The project was not without its challenges; however, Lendlease engaged with and supported the stakeholder teams to achieve a fantastic outcome sports and concert fans will appreciate for years to come. Project: Jan Juc Designer: NAA Studio Photographer: Willem-Dirk du Toit Website: cjhenderson.com.au C J Henderson are a small boutique building company that pride themselves on retaining the highest standards of workmanship and flexibility through the construction period to ensure their clients get the product they deserve. For their Jan Juc project, key considerations in construction had to be worked through to manage the multiple junctions between old and new, for a seamless transition and relationship. The design documentation specified key alignments of rooflines, walls, pitching points and internal timber linings between old and new. A datum line was set up to carry the existing floor and roof levels through the building, while the ceiling was pitched exactly from this datum line with highlight glazing starting from the existing ceiling. The connection between the new garage and existing roofline had to be married, along with the courtyard and west elevation of the building. Master Builders Victoria | 2020-2021 Annual Report

BUILDING INDUST The Master Builders Victoria Foundation was established by MBV with the aim of giving financial support to people wanting to develop their skills and careers within the building and construction industry. Since it commenced allocating scholarships in 2010, the Foundation has provided financial assistance to nearly 200 individuals completing studies to enter our industry or seeking to enhance their technical, business and leadership capabilities. The Foundation helps to build a stronger, more skilled industry by attracting more diverse talent and supporting our leaders of the future. The Foundation currently provides financial assistance to individuals through three scholarships: 1. The Early Career Scholarship – available to individuals undertaking a pre-apprenticeship, apprenticeship or further training in a construction or related field, such as plumbing, carpentry, plant machinery that supports studies as well as the purchase of equipment. 2. The Career Advancement Scholarship – for those pursuing an above 34

RY FOUNDATION Certificate 3 level or approved professional development in a construction or related field. 3. The Leadership Scholarship – supporting people with an aim to be a leader and a pioneer within the industry, including those undertaking tertiary studies and research trips, domestic and overseas. The scholarships are available to those studying an approved course provided by TAFEs, RTOs, and universities. The Foundation Board assesses all applications received and awards the scholarships on merit and need. In addition, the Foundation provides bursaries and prize money to support other agencies that have a Master Builders Building Industry Foundation Award – Winner Sandon Jennings with Alan Stockdale.

In addition, the Foundation provided a $3,000 prize for the State Apprentice of the Year Awards. As an independent registered charity, the Foundation relies on donations to be able to achieve its overall vision of ‘building tomorrow’s leaders – today’. In 2021/2022 the Foundation will embark on a broad marketing and promotion campaign to encourage more industry partners and members to make tax-deductible contributions and expand the reach of the Foundation.
Without these funds I simply would not have been able to undertake the course given the financial hardships from COVID. It gave me the confidence I needed to pursue this career. The validation I felt to be a recipient of the Foundation was a real boost and gave me the final push I needed. Team Member Locations The COVID-19 pandemic has highlighted that we can successfully connect with our members in a variety of ways, and especially through virtual technology.
