Col. Chris Pappas III will assume command of Marine Corps Air Station Cherry Point from Col. Philip J. Zimmerman during a ceremony at Building 1 here at 9 a.m. today. During the course of his tenure, Zimmerman said he did his best to take care of the service members and civilians Col. Pappas aboard the air station amidst the challenging times the Marine Corps is facing economically during the draw down and sequestration. “There have been some challenges, but they are no tougher than challenges the Marine Corps has gone through in the past,” he said. “The furloughs, sequestration and Continuing Resolution have made the problem a little bit harder, but not impossible.” Zimmerman will move on to duties as the officer in charge of Marine Corps Activities Guam. “It is a bittersweet feeling because I’ve been here for so long,” said Zimmerman. “I am going to miss the staff, Marines and Sailors. They have been the biggest part of my success. They are the ones who carry out the mission and posture the air station for the future.” Pappas comes to the air station from the Pentagon where he served as the chief of directorate of Joint

Cherry Point’s Facility Response Team underwent annual training Aug. 1216 at Slocum Creek to assess its readiness to respond to hazardous materials spills. The FRT consists of members from the Environmental Affairs Department, Fire Department Station 2, Facilities Maintenance Department, the Navy boat docks, and Fleet Readiness Center East. The training included practicing communication, boat safety, and oil spill recovery and prevention. It ensures installation personnel are prepared to respond to spills and take immediate action to minimize effects on the environment. “The purpose of this is to meet the requirements of the Marine Corps Order P5090.2a, the Clean Water Act, and spill prevention control and counter measures requirements,” said Timothy O. Lawrence, the spill and response program manager for Cherry Point. During the training, the FRT identified spills, made appropriate notifications, ensured safety in affected areas, stopped the source of the spills and executed proper containment and recovery procedures. “We also are training to protect the environment from water-borne oil spills,” said Lawrence, who is also a professional environmental engineer with the Environmental Affairs Department.

Marines and Sailors with Marine Transport Squadron 1 conducted hoist training Aug. 15 at Outlying Landing Field Atlantic with the HH-46D Sea Knight search and rescue helicopter dubbed “Pedro.” Eight crewmembers participated in the exercise to familiarize themselves with active hoist operating procedures. “The flight went well today,” said Capt. David R. Crookham, a search and rescue helicopter pilot with VMR-1. “It’s always good to do these types of training because this is a very difficult job.” The training is crucial for VMR-1 personnel because of their status as one of the last two active search and rescue squadrons in the Marine Corps. The other is located at Marine Corps Air Station Yuma, Ariz. The training was also used for a newer crew member to receive hands on training and earn qualifications for hoist deployment and recovery, gear-toground personnel qualified. “It was a good eye opener for the trainee,” said Petty Officer Second Class Adam J. Woolley, a corpsman with the squadron. “He got to see how much skill and practice it takes to get proficient at

After a review of Department of Defense benefit policies following the Supreme Court ruling that Section Three of the Defense of Marriage Act is unconstitutional, and in consultation with the Department of Justice and other executive branch agencies, the Defense Department will make spousal and family benefits available no later than Sept. 3, regardless of sexual orientation, as long as service member-sponsors provide a valid marriage certificate. Entitlements such as TRICARE enrollment, basic allowance for housing and family separation allowance are retroactive to the date of the Supreme Court’s decision. Any claims to entitlements before that date will not be granted. For those members married after June 26, 2013, entitlements begin at the date of marriage. For civilian benefits administered government-wide to federal employees, the Department of Defense will follow the Office of Personnel Management and the Department of Labor’s guidance to ensure that the same benefits currently available to heterosexual spouses are also available to legally married same-sex spouses.
The Installation Personnel Administration Center started a new initiative called “Ask IPAC Cherry Point.” The new initiative, which began Monday, will allow Marines and their spouses to email questions regarding unusual administrative issues. Users can expect a response from a subject matter expert within 24 to 48 hours after questions are submitted. This should prevent unnecessary trips to IPAC to get questions answered. If action is required after questions have been answered, Marines must still visit IPAC to fill out a personnel action request. Marines and their spouses can send questions via email to CHPT_IPAC_OMB@usmc.mil.
U.S. flags at all government facilities, including military installations, will be flown at half staff through Aug. 25 in honor of retired Gen. David C. Jones, the former chairman of the Joint Chiefs of Staff. Jones served longer than any predecessor on the Joint Chiefs, first as the Air Force Chief of Staff and then as chairman from 1978 to 1982. Near the end of his second term, he recommended a reorganization of U.S. military commands, moving to strengthen the chairman’s role while curbing rivalry among the services. Many of his suggestions were included in the 1986 Goldwater-Nichols Department of Defense Reorganization Act, which streamlined the military chain of command.

“If you bow at all, bow low.” (Chinese Proverb) In a military culture, it’s easy to fall into a habit of offering and receiving military courtesies in a manner that is more perfunctory than sincere. This Chinese proverb challenges that bad habit. Offering proper respect is a sign of professionalism, and is a sincere acknowledgment that we are but small parts of a much greater organization. That respect goes both ways between officers and enlisted. When an enlisted Marine salutes an officer and the officer returns that salute, proper courtesy is given. But, within that courtesy are implied promises. The Marine is acknowledging that the President commissioned this officer with the authority to send that Marine into harm’s way to protect the interests of our
country. By that salute the Marine offers herself or himself up to the needs of the nation through instruction by that officer. A smart salute communicates enthusiasm and pride in serving. It shows respect for the President’s trust in that officer. An officer, likewise, has a responsibility to return that salute equally smartly with gratitude and humility. That officer acknowledges responsibility for the safety and well-being of that Marine. The officer is promising to take care of that Marine and not to frivolously shed that Marine’s blood for no purpose. The implied promises exchanged in saluting are beautiful. Those who offer courtesies out of habit, or to avoid punishment, miss the point of military courtesies entirely. Offer and receive them proudly. Wherever you are in the rank structure, your role is important and valued. Be proud of what you do by being professional.
Happy birthday Cherry Point The Marines, Sailors and civilian Marines of Marine Corps Installations EastMarine Corps Base Camp Lejeune join me in congratulating Marine Corps Air Station Cherry Point on your 72nd anniversary on Aug. 18! This year you continued your exemplary support to the 2nd Marine Aircraft Wing and tenant organizations, while sustaining and improving an already excellent relationship with the eastern North Carolina community. Perhaps one of the most visible symbols of that support was provided by Marine Transport Squadron 1, whose HH-46 search and rescue helicopters are a frequent sight around local communities as it conducts ancillary missions in support of the United States Coast Guard and local law enforcement. Search, rescue and medevac missions provided life-saving support to 29 people, which contributed to yet another award from the chief of naval operations. The air station Environmental Affairs department continued its trend of excellence with environmental quality and restoration projects that earned two prestigious awards from the secretary of the Navy. Additionally, MCAS Cherry Point was recognized as only the third Marine Corps installation to be certified as a stormready military installation by the National Weather Service due to its continual efforts to meet federal guidelines for the protection of the service members, civilian Marines, and families who live and work on the air station. Your legacy of excellence continues and you should be tremendously proud of all that you accomplished. You have my very best wishes for continued success in the years to come.

Cpl. David B. DeMartino joined the Marine Corps knowing he wanted to pursue a field in mechanics. Working with his recruiter and researching open positions, DeMartino finally found a job that piqued his interest, aviation mechanic. As a helicopter mechanic with Marine Light Attack Helicopter Squadron 467, DeMartino inspects and maintains helicopter airframes and airframe components. He works on AH-1W Super Cobras, UH-1N Hueys and recently began maintaining UH-1Y Venoms. “I fix discrepancies like removing rotor blades, gear boxes and repairing engine components, along with monitoring flight controls and fuel cells on the aircraft,” he said. DeMartino also supervises junior Marines and helps them advance their abilities with the aircraft and their careers in the Marine Corps. “My favorite aspect of the job is teaching the younger Marines,” he said. “I know they will take my place one day and I want to see them be able to do the job and do the job right.” DeMartino has worked both day and night shifts with the squadron and says Marines on both shifts are as close as any family. “The missions on the crews are different,” he said, “but the bond is still there.”

Many Marines consider their fellow service members brothers-in-arms; however, two Marines currently deployed to Afghanistan with 2nd Marine Aircraft Wing (Forward) bring new truth to that statement. Sgt. Ray C. Littles Jr. helped to re-enlist his brother, Cpl. Aaron J. Littles, at Camp Bastion, Helmand province, Aug. 10. The brothers share experiences based on their military service allowing them to inspire each other to reach for greatness, said Aaron, an aviation ordnance systems technician with Marine Aviation Logistics Squadron 40. “My brother and I have always pushed each other to accomplish goals and the Marine Corps is no different,” said Aaron. “We keep each other on our toes and constantly work toward the next goal whatever it may be.” The two enjoy being forward deployed together because it allows them to look out for one another just as they did growing up, said Ray, an administrative clerk with 2nd MAW (Fwd.). “Being here with my brother helps because I know that my ‘Ace’ is close-by,” said Ray. “I know that if I need him, he is only a few miles away vice thousands of miles. Being in the same (area of operations) also allows me to be one of the first to know if he is safe, and if he needs my assistance.” Competitive spirit during adolescence has since developed into professional encouragement toward advancement, said Ray. “My brother was always my rival through my teenage years,” said Ray. “Now that we are both in the Marine Corps, we constantly push each other to be the best. It was a great feeling to present my brothers re-enlistment. He is a good Marine with great potential and the Corps needs more NCOs like him.”

Cherry Point received a Site Excellence Award from the Office of the Undersecretary of Defense for Personnel and Readiness Aug. 14 for the outstanding performance and dedication by a team of civilian Department of Defense employees. The air station’s Defense Enrollment Eligibility Reporting System and RealTime Automated Personnel Identification System office was nominated for their use of resources, training and customer-focused process improvements. “I am overjoyed that we are being recognized for the hard work we do in here,” said Luann R. Corner, the supervisor for DEERS and RAPIDS. “I think we were presented the award because our customers saw what we were doing and how we exceeded in helping them.” The excellence award was for fiscal year 2012 and in that time Corner and her team issued 17,128 identification cards and have helped 30,962 people. “What’s really important to me is that you are trying to improve efficiencies and processes here,” said Col. Philip J. Zimmerman, the air station commanding officer. “I’m just happy to be here to rec-
ognize you folks for all the work that you do.” Cherry Point competed against all other Marine Corps bases and stations to earn the annual award. “We’re honored that out of all the sites in the Marine Corps, ours was recognized as the best,” said Kent T. Holtberg, a human resources assistant with the office. Zimmerman also took time to present Corner with a Civil Service Achievement Medal for her work. “Headquarters Marine Corps looked at the different sites and made the nomination for you,” said Zimmerman. “They recognized that you are not only meeting requirements but also that you are trying to make this a better office.” Corner’s accomplishments at DEERS and RAPIDS, which contributed to her receiving the achievement medal, included serving as the beta site test manager responsible for the successful testing of new software for two years. “We wouldn’t have been where we are without her guiding us in the right direction,” said Lateesha D. Taylor, a human resources assistant and coworker. “We feel great that she was honored with the medal. Now we can follow in her footsteps.”

Company remains vital to protecting coalition bases

PATROL BASE BOLDAK, Afghanistan - It’s an hour before sunrise and the Marines of Company F, 2nd Battalion, 2nd Marine Regiment, actively search through the debris scattered across the floor of an abandoned house. The light from their flashlights filter through the rooms as the Marines comb the darkness for any signs of terrorist activity. The smell of moldy straw lingers in the air as Cpl. Quinton McCloud and his military working dog, Zamp, search through a bundle of half-empty grain sacks stacked in the corner of the main room. Across the courtyard, Lance Cpl. Michael Stock swings his metal detector back and forth sifting through the trash inside one of the goat pens, beads of sweat rolling down his face. Two weeks ago, a sniper fired several shots at them from inside the compound as they patrolled nearby fields. The Marines believe insurgents have been using the house as refuge and now they are searching for any evidence that could prove it — a buried weapons cache or signs of homemade explosives. Staff Sgt. Javier Jimenez, the platoon sergeant, asks a few Marines to climb atop the interior compound walls to skim the top of the building. As they scan the rooftops with their flashlights, a glint beneath a tiny pile of dried poppy stalks catches their eyes. The Marines draw back the stalks and
discover three spent ammunition cartridges buried in the dirt. As they unearth the rounds and place them in an evidence bag, Jimenez radios to the rest of the company that the platoon had just found remnants of lethal aid. For the company, finding the rounds was a small victory: Operation Grizzly IV had just begun and they had found evidence they could attribute to insurgency. Fighting Insurgency Firefights and roadside bombs have dwindled in many areas of the Helmand province; however, not in Washer, a small farming community surrounded by a vast stretch of rolling desert. The Marines closely monitor the area around Camps Bastion, Leatherneck, and Shorbak because insurgent activity has continued to proliferate. Afghan National Security Forces have not established a permanent base in Washer so Co. F patrols the area to prevent insurgents from infiltrating the local community and attacking the bases. Since an attack on Camp Bastion in September 2012, Coalition forces here have expanded their reach into local communities surrounding the bases to prevent similar attacks. According to Capt. Andrew Nicholson, Co. F commander, his unit serves as the first line of defense in the area. “There are still individuals here in Helmand who want to do harm to coalition forces,” said Nicholson. “As a unit, our job is to prevent attacks from occurring at or
near the bases. We methodically focus our efforts on the local communities and conduct daily operations to prevent those attacks from happening.” Since the company’s arrival in March, the unit has consistently encountered resistance from insurgents. According to Cpl. Michael Emerson, a designated marksman with 1st Platoon, the unit’s operational pace is the reason for much of the fighting. “As a unit, we constantly have a presence in the local community,” said Emerson. “We have platoons patrol for days at a time and our persistent interaction in the community disrupts much of the enemy’s movement.” Operation Grizzly Co. F has become strategically important to Regional Command (Southwest). Over the last year Coalition forces have focused on building the Afghan National Army and police through security force assistance. Co. F is one of the few Marine Corps units in Helmand province still focused on counterinsurgency operations. Its Marines understand that insurgency is cyclical — lethal aid and personnel frequently flow in and out of areas. To combat this activity, the unit conducts operations like Operation Grizzly to locate caches of lethal aid and identify individuals connected to insurgent activities. The unit recently completed Operation Grizzly IV, where they cordoned and searched compounds, conducted day and night security patrols, and established an

expeditionary patrol base. The two-day operation, much like the rest of the company’s deployment so far, involved harassing fire from insurgent snipers, including rocket-propelled grenades and machine gun fire. Once, a roadside bomb exploded and temporarily disabled a vehicle. Fortunately, no Marines were injured during any of the engagements. The operation proved effective. The Marines gained a large amount of information about insurgents from the local population, they discovered evidence of lethal aid, and one insurgent was killed during a firefight. The Future of Washer Nicholson said the end of the company’s deployment will mark the beginning of a new chapter in Washer. Plans for the Afghan National Army to assume responsibility for security here are in progress and Co. F will likely be the last Marine Corps unit to serve in its current capacity. Nicholson has faith the ANA will be able to maintain stability in the region and he knows the positive influence his unit had on Washer will be felt by the Afghans there long into the future. “As our time here comes to an end, our unit has a lot to be proud of,” said Nicholson. “The contributions the Marines have had on Afghanistan will be felt for generations to come. I couldn’t be any prouder of my Marines and what they have done for the security of Afghanistan.”

More than 230 members of Marine Wing Support Squadron 271 conducted training while supporting Exercise Eager Hawk Aug. 12-16 at Marine Corps Auxiliary Landing Field Bogue. The exercise offers the “Workhorse of the Wing” an opportunity to conduct high-tempo operations in an austere environment, practice core capabilities and establish a forward operating base. Pugh, MWSS-271 operations officer. “Field training offers the ability for us to identify strengths and weaknesses that is not possible in garrison training,” said Pugh. “We were able to evaluate and refine our practices as a squadron.” Pugh said MWSS-271 Marines’ hard work will pay dividends for the entire aircraft wing. “The training improved MWSS-271’s mission readiness and proficiency, which will improve the aviation ground support the squadron can perform in garrison or combat for 2nd Marine Aircraft Wing units,” he said.

Brandon S. Wilson, a crew chief with the squadron who helped train Jones. “Another thing is that the more we train, the more proficient we will be for search and rescue operations.” Proficiency and readiness is one of VMR-1’s main goals with every training exercise they conduct. “Skills are perishable. During the exercise, the team uses a boom, a temporary floating barrier that can reach up to 2,700 feet to contain mock spills, then used the Kvichak Marine Rapid Response Skimmer to clean it up. The Rapid Response skimmer is a boat that allows the Facility Response Team to filter oil and solid debris from the water, store it and transfer it for proper disposal. Since the last evaluation, the FRT has improved in every aspect and is working together better, which sets the conditions for efficient response, said Wallace.

Sofge wanted the service members to walk away from the training with two specific details in mind. First, if a Marine is a victim of a sexual assault, they must have the moral courage and trust in their chain of command to come forward. Second, Marines and Sailors must step up and eliminate sexual assault within all ranks of the Marine Corps. Defense Secretary Chuck Hagel announced seven new initiatives to strengthen and standardize the department’s sexual assault prevention and response effort Aug. 15. In a memo to the field, Hagel called elimination of sexual assault in the military one of the department’s top priorities.

Sandra M. Fairfield’s children dedicated their sweat and effort to their father, an Army lieutenant colonel currently serving in Afghanistan, during Cherry Point’s annual triathlon Saturday. “The kids are out here running for Daddy,” she said. “He’s been deployed a lot so we’re spending time with family and traveling to keep us busy.” Fairfield and her daughter have participated in triathlons together in the past, but this year is different. Cherry Point Marine Corps Community Services added mini-triathlons for children ages 7-12. “I was looking for something that the kids can do on base,” said Berna Crosby, the special event coordinator for MCCS. “I thought a mini-triathlon would be a good way for them to get some exercise and see some of their friends.” Children ages 7-9 swam 50 meters, biked 1.5 miles and ran a half mile. Children ages 10-12 did double that distance. Contestants ages 13 and up competed in a 400-meter swim, 10-mile bike and 5k run. “This is my daughter’s second year and she loves it, especially knowing that her dad is proud of her,” Fairfield said. ”It’s amazing to see their little faces as they cross the finish line and that we can take pictures to send to her dad.” Families gathered around the finish line to see their little loved ones finish the triathlon. “I think it’s great that it encourages physical fitness in the young ones,” said Courtney G. James, whose 10-year-old daughter competed on Arapahoe Charter School’s team for the first time. “She loves it.” Overall winners in each age division received trophies, and every participant received a medal upon completion. Patrick Trabert took the men’s division, finishing at 56:43. Andrea Packard led the women with a time of 1:01:23. The fastest time for boys age 10-12 was 27:06 and for girls age 10-12, 20:25. The top time finisher for the boys age 7-9 hit the finish line at 14:09, and the girls age 7-9 champ crossed at 15:57. “It turned out to be an outstanding event,” said Crosby.

Marines, civilians and retirees raced to the flight line at Cherry Point to participate in the Sports Car Club of America autocross event Saturday and Sunday. The autocross event takes place four times a year throughout North Carolina. It is customized to promote safety on the road and allows participants a chance to let loose while racing time trials in vehicles ranging from station wagons to sports cars. Cones are set up throughout the flight line while racers follow a set path, maneuvering around them. This simulates road hazards that can show up unexpectedly. “This is a really great way to not only learn safe techniques for your vehicle, but to learn about all the different vehicles as well,� said Jen L. Krivohlavy, the Single Marine Program coordinator with Marine Corps Community Services. “Safety is our number one priority here.� For Krivohlavy, the safety course hits close to home and she recommends that everyone takes the course at least once.
In May of last year, Krivohlavy was on her way back from her first autocross event when a truck that was in front of her dropped three-inch steel plating, sending her vehicle airborne. With little time to react, she was still able to safely maneuver her car with techniques she learned at the event and escape uninjured. “This course really saved my life,� she said. “It really does prepare you to be safe on the road.� First-time participants are required to drive with an instructor to familiarize themselves with the course. Afterward, they have the option to drive by themselves. “I’ve been autocrossing for four years,� said Justin R. Arnette, an instructor with the SCCA. “There really are no words to describe this. One of the reasons we keep doing this is because it’s fun and exhilarating.� First-time participant Sgt. Sungmin Ahn agrees with Arnette about the feeling of being out on the course. “It’s a rush when you are out there,� said the powerline mechanic with Marine Tactical Electronic Warfare Training Squadron 1. “There really is no way to describe it unless you are out there for yourself.�

As a young child, Destiny V. Oakley found waiting rooms to be excruciatingly boring. Hoping to make that experience more bearable for young patrons of Naval Health Clinic Cherry Point, Oakley has begun an initiative to give children something constructive to do. â&#x20AC;&#x153;The project I did today was to earn the Gold Award which is the highest award in Girl Scouts,â&#x20AC;? said the now 15-year-old ambassador of the Girl Scouts of America. Oakley created a kidsâ&#x20AC;&#x2122; corner, which includes a colorful bookshelf stocked with books and activities in the Naval Health Clinic Cherry Point pharmacy waiting area. â&#x20AC;&#x153;I created it so that kids could understand the importance of reading and have something to do while they wait,â&#x20AC;? said Oakley. Oakley worked with the Cherry Point community and Girl Scouts for the equipment she needed to fully furnish the corner. â&#x20AC;&#x153;The books that filled the book shelf were donated by the Officersâ&#x20AC;&#x2122; Spousesâ&#x20AC;&#x2122; Club through the Whistle Stop Thrift Shop,â&#x20AC;? said Oakley. Oakley and her peers made an additional effort to furnish the corner by selling Girl Scout cookies. â&#x20AC;&#x153;My Girl Scout troops and I sold cookies to raise money toward buying different things for my project,â&#x20AC;? said Oakley. During the grand opening, Oakley received a visit from Navy Capt.
