We as humans only have so much control over our situation- and weather conditions can very rapidly affect how we are able to live. The division of water use is going to be split between the environment and farms and the people who are going to use it in their everyday lives. When people brush their teeth and leave the water running the entire time in order to rinse off the brush, it actually wastes a lot more liquid than they may realize. Therefore, turning the faucet on and off in order to meet need is much better than running it the entire time.
