Q&A with Maureen McEnearney Dunn & David Howell Six months ago, you said the biggest story in the Washington, D.C. Metro area real estate market was inventory. What is it now?

Maureen It is still inventory, or more precisely, the wide variations in the availability of homes on the market. The region’s economy is strong and so is the real estate market, but the dynamics are profoundly different in every area. David Since the big Amazon HQ2 announcement in November 2018, there has been a 60% drop in the number of homes on the market in Arlington and the City of Alexandria. The drop isn’t because of accelerated demand – there are simply fewer homes coming on the market. But just across the Potomac, inventory in Washington, D.C. is 15% higher. In the Maryland suburbs, inventory is about 10% lower.

What does this mean for buyers and sellers?

Maureen They have to do their homework and have a great agent who really knows the hyperlocal markets. The strategy a buyer has to employ is different in Arlington than it is in Montgomery County, and pricing and marketing strategy has to be different for sellers too. David There have been some fundamental shifts in inventory not just here but nationally – people are simply staying in their homes longer than they used to. But for those who want or need to sell, this is a great time to do it. As frustrating as it might seem for buyers, historically low mortgage interest rates should be a motivator. Patience is a virtue, and there are still great opportunities for buyers.

Alexandria, Virginia The real estate market has had a little more than a year to absorb the impact of the Amazon HQ2 announcement in November 2018 – and it has been significant despite that fact that the real Amazon hiring boom hasn’t really started in earnest. Here’s a quick recap of the numbers for the second half of 2019: The shortage of available inventory simply drove the number of unit sales down 16.4% in Alexandria, but that shortage also drove the average number of days a home was on the market before going under contract down significantly, from 35 days in the second half of 2018 to just 20 days in the second half of 2019. Anxious buyers also paid much closer to list price – 99.2% compared to 97.3% a year ago. And here’s one very local example of how much impact low inventory has: There were almost 40% fewer home sales in Arlandria, but they sold in an average of just 12 days and for 3.5% above list price! But the real story has been the enormous shift in the market since the Amazon announcement. As the chart below indicates, the number of available homes on the market has dropped significantly while contract activity has remained solid – but flat. From January 2014 until the HQ2 announcement, there was an average month-end inventory in Alexandria of 443 homes. Since then, the average has dropped to just 171, a drop of over 60%. Yet contract activity is little changed despite the Amazon buzz because there have been so few homes on the market. Averaging 212 contracts per month in the same period before the announcement, the average in Alexandria since the HQ2 announcement has 210 homes per month – essentially, no change. We expect to see very tight supply for the foreseeable future, which is great for sellers and a bit challenging for buyers.

Arlington County & Falls Church City, Virginia As we stated in the Alexandria review, the market has had a little more than a year to absorb the impact of the Amazon HQ2 announcement in November 2018 – and it has been significant despite that fact that the real Amazon hiring boom hasn’t really started in earnest. First, a quick recap of the numbers in Arlington and Falls Church City: The number of closed sales in Arlington dropped 14.4% because of very low inventory (more on that in a moment) and the average number of days a home was on the market before going under contract dropped from 42 days in the second half of 2018 to just 26 days in the second half of 2019. The average sales price rose 5.6% and homes sold on average for 98.7% of their original list price. That’s 1.4% better than the second half of 2018. Although unit sales were down throughout the County, tight inventory contributed to some real hot spots. The average time a home sold in the Fairlington/Shirlington area was on the market was just 10.7 days, and they sold for an average of 101.3% of their list price. In Falls Church City, the number of sales dropped 20% – but bear in mind that there are typically only about 100 sales in the City every six months, so a change of a handful of sales makes a big percentage difference. Perhaps the best indication of the health of the market is the fact that homes sold a full percentage point closer to the original list price. And, as we noted in the Alexandria review, the real story has been the seismic shift in the market since the Amazon announcement. As the chart below indicates, the number of available homes on the market has plummeted. From January 2014 until the HQ2 announcement, there was an average month-end inventory in Arlington of 525 homes. Since then, the average has dropped to just 225, a drop of almost 60%. Yet despite the excitement of the coming Amazon avalanche, contract activity is little changed. Averaging 240 contracts per month in the same period before the announcement, Arlington has seen a modest decline to just 220 homes per month. It’s hard to buy with so few choices, and we expect to see very tight supply for the foreseeable future. Fairfax County Steady as she goes – mostly. Fairfax County’s real estate market in the second half of 2019 was remarkably similar to the second half of 2018, with the exception of the number of available homes on the market. The average number of days a home was on the market before receiving a contract was unchanged – 32 days in the second half of 2019 and 2018. The average sales price rose a healthy 5.4%, and homes sold a little closer to their original list price in the past six months than the same time period in 2018 – 97.6% in 2019 versus 97.0% in 2018. As one would expect in such a large County, some areas fared better than others. Although Springfield had a 6% drop in the number of homes sold, the average days on the market dropped from 26 to 20, and homes sold for an average of 99.3% of list price, up from 97.9%. That drop in sales was because of the lack of inventory – and more on that in just a moment. Chantilly, Annandale, Burke, Clifton/Fairfax Station, Great Falls, Herndon, Lorton and McLean all had healthy increases in the number of homes sold, but that didn’t necessarily translate into shorter time on the market. Local conditions vary widely! There is a downward trend in the number of homes on the market – not as steep a drop as in Arlington and Alexandria, but a drop nonetheless. In the 58 months prior to the Amazon HQ2 announcement there was an average of 3,000 homes on the market in Fairfax County. In the 14 months since that November 2018 mark, the average has dropped to just 1,850 – a 38% decline. Contract activity is essentially unchanged – a monthly average of about 1,300. So, demand remains strong and stable in the face of dropping inventory, and we expect to see this continue through all of 2020. Loudoun County, Fauquier County & Prince William County All three jurisdictions of Northern Virginia’s outer suburbs had a good second half of 2019. Here are the highlights: Prince William County Unit sales rose 4.2% in Prince William, with Gainesville contributing a 16% increase in their sales. While the days on market for homes sold didn’t change much – 33 days in 2019 compared to 32 in 2018 – the overall average sales price rose 5.6%. And homes sold 0.5% closer to their original list price. Woodbridge continues to have the largest number of sales in the County, accounting for 43% of all activity. And while Prince William’s inventory of homes is lower, its drop has not been as significant as its neighbors. Fauquier County Although Fauquier is the smallest and most rural of these three areas, it once again had the best market performance. There was a 27% increase in the number of homes sold, and the average sales price was up 5.6%. Fauquier does not have the same inventory challenge as Loudoun and Prince William, with almost the same number of homes on the market as last year. Loudoun County The number of homes sold was up almost 6.25% compared to the first half of 2018, and that’s a nice turnaround from the 7% drop in the first half of the year. The average number of days a home was on the market before going under contract dropped from 38 days to 34, the average sales price rose 4.7% and homes sold just about as close to list price as they did in the second half of 2018. However, Ashburn had a 15% drop in the number of unit sales in the second half of the year, but that’s entirely due to the lack of inventory. There has been a consequential drop in the number of homes on the market in Loudoun County. As the chart below indicates, inventory has been trending downward for years, but the pace accelerated after the Amazon HQ2 announcement. In the almost five years leading up to the announcement, month-end inventory on the market averaged over 1,500 homes – and that has since dropped to an average of just 870. That’s a 45% drop. Contract activity hasn’t changed much as demand has remained strong. As noted in the other close-in Virginia jurisdictions, we do not see anything in the near-term that will reverse this trend, continuing to make this a great market for sellers.

Suburban Maryland The Maryland suburbs, in general, fared better than their counterparts on the other side of the Potomac in the second half of 2019. Montgomery County Units sales in the County were up 7.8%, a nice rebound from the 4.5% drop the first half of the year. The average number of days a home was on the market before receiving a contract was down about two days, and the average sales price was up 4.7%. Bethesda/Chevy Chase unit sales were up a very healthy 19% and the average sales price eclipsed the $1,000,000 for the first time. Likewise, Potomac/North Potomac fared well, with sales up 16%. As is true in the Virginia suburban markets, there has been a downward trend to inventory in Montgomery County over the last several years. Yet the drop has not been as pronounced, with inventory over the last 14 months averaging 22% lower than the preceding 58 months. Contract activity has not been impacted, perking along at a monthly average of 1,100 homes. This mirrors the national trend of lower inventory – people are simply staying in their homes longer. We do not see any trends that will bring any real increase in inventory.

Prince George’s County Unit sales were almost unchanged in the second half of 2019 compared to the same time in 2018, up slightly less than 1%. But fueled by the region’s best supply of more affordable homes, demand drove the average sales price up a very healthy 6.9% – the best in the metro area. The average days on market for homes going under contract fell slightly to 38 days, down from 41 the previous year. The Oxon Hill/National Harbor area had the biggest increase in unit sales, up 16%. Prince George’s County has more stability in listing inventory than Montgomery County. The average month-end number of homes on the market between January 2014 and the Amazon HQ2 announcement in November 2018 was 1,850. In the months since then, the average has been 1,700, just an 8% drop. But in that same time interval, contract activity has risen from an average of 890 homes per month to just under 1,100. That 21% increase is, by a considerable amount, the best in the region and reflects the attraction of that affordable inventory.

Washington, D.C. One of these things is not like the other. The real estate market in Washington, D.C. bore little resemblance to the region’s suburban markets in most key indicators. Unit sales were almost unchanged – down just 0.7% and the average number of days homes were on the market before going under contract was also virtually unchanged – less than one day shorter. In our suburban markets, the average days on the market vary widely from neighborhood, but in D.C. the range was very tight. All but two communities had average days on the market in the 30s – one was 27 days (Logan/Shaw) and one was 43 days (Georgetown/Kalorama/Cleveland Park). Homes also sold, on average, for 97.6% of the original list price in the second half of the 2019 and 97.4% in the second half of 2018. That stability is a good thing for D.C., because it has had the strongest, most balanced market in the metro area for years. The average sales price in The District was up almost 5%, climbing to $721,500 – by far the highest in the region. Two neighborhoods had average sales prices in excess of $1,000,000. Homes in Georgetown/Kalorama/Cleveland Park sold for an average of almost $1,125,000 while homes in AU Park/Spring Valley sold for $1,088,000. And while every suburban jurisdiction has seen a drop in inventory ranging from 8% to 60% (!), the number of homes on the market in D.C. has actually been rising slowly. Average monthend inventory over the last 14 months is 15% higher than it was in the previous 58 months – and that’s a good thing. Inventory has been incredibly tight relative to demand for a long time, and the rising inventory should help ease the significant upward pressure on home prices. And, while many of the suburbs have seen a drop in contract activity, D.C.’s has trended up almost 3% since the Amazon HQ2 announcement which had a game-changing impact in the Virginia suburbs. Washington, D.C. is well-positioned to maintain its top spot in the area’s real estate market.
