Four in the running discuss experience, cityhood, development Sel Richard Staff writer District 1 supervisor candidates fielded constituents’ questions Thursday night at a League of Women Voters of El Dorado County forum at the Norm Rowett Pavilion. Incumbent John Hidahl, El Dorado Hills Community Services District board President Ben Paulsen, attorney and former EDHCSD board member Wayne Haug and former District 4 Supervisor Ron Briggs spoke on issues ranging from cityhood viability, land use, taxes, campaign financing and personal vision. Hidahl opened by citing his 41 years in local government, ranging from roles on the El Dorado Hills Fire Board, the Area Planning Advisory Committee, EDH Community Council, EDHCSD, EDH Incorporation Committee and EDH Action Committee.
Small business owner Paulsen brought up his local government experience within the EDHCSD. As a director he serves on the Parks and Planning Subcommittee as well as several ad hoc committees tackling local issues. An El Dorado Hills resident since 1967, Haug shared a simple message: SOS EDH (Save Open Space in El Dorado Hills). As a fiscal conservative his said goal is to assure the county stays on budget. He also promised to donate his supervisor’s salary to the EDH Promise Foundation for the preservation of open space. “I will not accept donations, but I will accept your vote,” he quipped. Although Briggs has been a county resident for 48 years, he moved to El Dorado Hills only five years ago. The only District 4 supervisor to be reelected in the last 35 years, Briggs told the crowd n

yan Sumida is the definition of a go-getter. He obtained his Boy Scout merit badges in record time and at age 13 is one of the youngest Scouts to complete his Eagle Scout project. The Golden Hills School student told Village Life the idea for his project was literally right under his feet. Ryan takes part in the Garden Enrichment program at the El Dorado Hills school and knows firsthand how muddy the garden area gets after it rains. The condition of the garden is what Ryan said he thought kept many students from taking part in this educational and fun outdoor elective. His love of the outdoors and being a Scout also inspired him to enhance the garden area, with the hopes of attracting more students to the program. His idea was to create a pathway
leading directly to the garden, giving students and teachers a clear path so they would avoid walking through the muddy field. In addition, he decided a bench should be added to make the garden complete. He started the project by watching tutorials he found online to learn some of the building basics. He also spoke to Dick Welch from Ponderosa Landscaping, who shared suggestions and tips on how to get the project completed. Using funds he earned from recycling donations, Ryan purchased his needed materials — decomposed granite and flagstone for the path, 2x4s and stain for the bench. An Eagle Scout also must be prepared to manage a group as part of their project. Ryan said he looked to other leaders to emulate when it came time to supervise the building of the bench and n

Fourth-graders get Gold Rush lessons Sel Richard Staff writer

olling Hills Middle School eighth-graders hosted their third annual Gold Rush Fair, teaching younger students about the many groups that migrated and settled in the West during the 1800s. “Fourth-graders are learning about Gold Rush history, which overlaps with the unit we are studying, so they make the perfect audience,” teacher Kara Randall said. American studies teachers Randall and Eric Perkins supervise the event. In the past fourth-grade students walked from their school site, but this year Rolling Hills Principal Debbie Bowers agreed to cover bus costs to transport kids. Feb. 7 fourth-graders from Oak Meadow, Silva Valley and Valley View elementary schools arrived to see presentations on 49ers, Mormons, missionaries, African-Americans, pioneer women, Chinese, explorers and Californios. Because of smaller class sizes and limited material available, the presentation on California Indians was cut. “It also represents the most difficult topic for our students to research. The atrocities the California natives faced during the Gold Rush have been compared to a genocide,” Perkins explained. “Groups in this situation, especially non-English speaking groups, are often underrepresented in the historical record.”

Hot topics All candidates were generally in favor of cityhood. Hidahl, Paulsen and Haug shared concerns about the financial viability of incorporation. Regarding campaign funding, specifically from developers, both Paulsen and Haug told the audience they are self-funded. Hidahl said he will not accept donations from developers but has accepted small donations from residents. Briggs said he spent approximately $140,000 of his own money during his 2006 campaign and is self-funding this goround. Regarding his reelection for the District 4 seat, he admitted, “I received $25,000 from Parker (Development). After I was out of office AKT & Associates contacted me and asked if they could help me reduce my debt and gave me $10,000. “By the way, I’m voting no on everything Parker has,” he added. Parker Development’s proposed Central El Dorado Hills Specific Plan was a hot topic and prompted several questions. Paulsen, Haug and Briggs came out strongly opposed to any rezone of the old executive golf course whereas Hidahl acknowledged that he would consider the CSD’s fallback position of purchasing 45 acres of the parcel as opposed to the entire 98 acres. “There may be a partial re-zone that might be a compromise that could be in the best interest of the community. But the current proposal that is before us, I cannot support,” he clarified. Hidahl called attention to the El Dorado County General Plan that specifies that 75 percent of growth should happen over community regions like Cameron Park, Shingle Springs and El Dorado Hills yet to date,

More than 300 eighthgraders prepared for the event by researching, building displays, donning costumes and some even brought treats for their young pupils. “The research is always the most challenging part for our students,” said Perkins. “In the age of Google, they expect the internet to give them answers. To do our best to prevent that we introduced certain websites for them to use.” Perkins also credits librarian Lois Deathridge with hand-selecting books for the students to study. The final two days prior were spent in dress rehearsals, presenting to each other. In years past the students were required to present to their class. “The kids hated it,” revealed Randall, which led to the idea of presenting to smaller groups and
ultimately bringing in the elementary schools. “They are so much different when they present to the fourth-graders,” she said, noting the uptick in interest and enthusiasm when faced with the task of teaching their younger cohorts. Young students rotated from station to station, rapt and taking notes as they listened to the culmination of the eighthgrade projects. “I think they like it. I think they’re learning a lot,” eighth-grader Rachel Potter said. Her fellow presenter Lily Zeff told Village Life she enjoyed her teaching role. “They really like touching the objects at the end,” she noticed. Amelia Gao said she was concerned that perhaps they didn’t tailor enough to their young audience. “I don’t think they really understood

some of the words.” But the fourth-graders were all smiles. “I liked the 49ers and the gold pans,” said Silva Valley student Alex Kreuzer. Ilyana Lampe was impressed by her young educators. “The Mormons group was nice to us and asked us questions about what we learned,” she said. “They showed us what they were like at the time and how they are today.” Young and old alike did plenty of learning. “Don’t lean on the table, don’t sit on the table and don’t chew gum,” were some of the pointers Perkins shared with his class about appropriate presentation etiquette. “We are always impressed by how our eighth-grade students rise to the responsibility of teaching fourth-grade students,” he said.
Continued from A1 El Dorado Hills alone has incurred 85 percent of the growth in the county. “We’re way out of balance with respect to our General Plan,” he said. When asked what changes they would like to see in the Planning Department, Haug replied, “If this thing (CEDHSP) does go through, I’m prepared to sue.” Briggs and Hidahl both referred to leadership change and, in addition, Hidahl spoke of cultural change, indicating that he has begun both in his current term as supervisor. “The current director of Planning and Building has done a number of things to start turning the department around,” he said, referring to recently enacted policies. Road maintenance funding was also of interest. Hidahl explained that the county was told funding would be twice what was actually received and admitted that the subdivision shere he lives was one of the limited areas where funds were used. “We need
to find a way to acquire more funds to actually do road maintenance given the disrepair of our roads,” he said. “We all know that the state has a bait-and-switch type of process.” As for working with the other four supervisors, Haug reminded the audience that El Dorado Hills has three districts touching it. “We could be the three supervisors who make things happen in this county.” Briggs and Hidahl both indicated the importance of building relationships. Hidahl touted the special meeting in El Dorado Hills held for the CEDHSP development, the first in recent history and well-attended by more than 400 residents. “There’s nothing like sitting in a group of people who are all commenting on a project to better understand what the issues are.” In closing, Briggs told the crowd, “I’m very effective as a supervisor. I get things done.” He also referred to $33 million owed to property owners for illegally collected fees through the Mitigation
Fee Act and said he would initiate a refund program if elected. Hidahl maintained he achieved all his original campaign goals, including three successive years of a structurally balanced budget, preservation of all open space in El Dorado Hills and many new choices for senior housing in the community. He said he’s fighting to restore the capital improvement projects, removed in 2015 by other supervisors, to fund road improvements primarily on Green Valley and Bass Lake roads. Paulsen’s closing statements focused on augmenting the power of El Dorado Hills within the county. “If we don’t have the representation of a city or a CSD that can actually move in the areas that we need to, then our best move is to move to the county,” he said. Haug closed with his motto of SOS EDH and reminded the crowd of his vow to refuse any campaign donations. “You won’t see any of my signs littering the landscape of El Dorado Hills,” he assured.

taught the younger Scouts the ropes on how to build, sand and stain. With the help of 25 students, troop members and adults, the project took nearly two days to complete at a cost of about $2,500. “The kids and parents from Ryan’s troop clearly had a great time,” said enrichment teacher Matt Swain. “They worked hard and I’m sure each of us learned a lot.”
With the recent rain, Swain added, “Many people have praised the new, improved look of the garden and when I’m out there after a rain I’m grateful for the decomposed granite and flagstone surface around the raised beds. I’m particularly grateful that we were able to use materials that will both endure and be easy to maintain in the long run. Ryan’s generosity and efficient planning will add to a beautiful, effective garden for years to come.”
Even though the Eagle Project is the last project for a Scout to complete, Ryan said he isn’t ready to move on. Having been in the Boy Scouts since fifth grade, he said he enjoys the camaraderie and the environment and plans on sticking around for a while. “I want to help other troop members.” His one big take-away from his project: “I learned that it’s not easy leading a group of people but I am very thankful for all their help.”

A team from Ghidotti Early College High School from Nevada County also took part in the El Dorado County Decathlon held at Union Mine. Its scores were kept separate since Nevada County does not host a regional competition. The theme for the 2020 Academic Decathlon was “In Sickness and in Health —An Exploration of Illness and Wellness” and all of the United States decathletes studied the same material for tests in the areas of art, economics, essay, interview, language/literature, math, music, science, speech and Super Quiz. The Super Quiz was the final challenge for the students. Mountain Democrat Publisher Richard Esposito directed questions to the teams in a quiz-show format. This test of knowledge was enjoyed by a crowd at the Union Mine Theatre at the Mine. Ponderosa and Union Mine tied for first with 2,800 points each. Oak Ridge was third with 2,380 points and El Dorado was fourth with 1,680 points. Adam Hurst, an ORHS junior with the potential to be one of the team captains next year, said, “It’s exciting. I’m thrilled to carry on this tradition. I’d be excited to lead the team as captain.” Oak Ridge teacher and decathlon

Appreciation “The Academic Decathlon showcases a foundation of commitment, dedication and teamwork. Thank you to the students, educators and community leaders who make this a cornerstone event for El Dorado County,” El Dorado County Superintendent of Schools Dr. Ed Manansala said. The competition would not be possible without the dozens of volunteers who helped judge the interview and speech competitions held Jan. 29 at Union Mine High School. Many volunteers also helped during the day-long Feb. 1 competition and Placerville Kiwanis provided a barbecue lunch to keep the decathletes charged for the afternoon. “We appreciate all of our volunteers who donate their time to enhance this experience for our students,” Manansala added. Cheers to girl dads
I
n the wake of Kobe Bryant’s tragic death #girldad began trending online. Among his many accomplishments, the basketball legend’s proudest role was being a dad. He was vocal about his love of having all daughters, so much so that when teammates teased him last year when his wife Vanessa gave birth to the couple’s fourth girl, Bryant responded that he’d “have five more daughters” if he could. Fathers everywhere have been paying tribute to Bryant and his daughter, Gianna, 13, by posting their own pictures with their daughters. I also come from a family of four girls and so feel a special connection to this “girl dad” pride, but from the view of a daughter. Like Bryant, my dad may have felt outnumbered at times, particularly when we’d dominate the dinner table conversations, but I know he felt like a king. My dad’s younger brother and surviving sibling — their older sister died from polio when she was 4 years old — had only daughters as well. It warms my heart to think of my stoic, Marine Corps veteran grandfather dote on all six of his granddaughters. My sisters and I felt a sense of pride growing up with a dad who never vocalized that he’d want anything different than us. I had no idea it could be seen as anything but great to have all daughters until I was a little bit older and people, upon learning he had four daughters, would say things right in front of us like, “Your poor dad!” My sisters and I just looked at them and shrugged. We had no idea what they were talking about. As teenagers we might ask him from time to time, “Do you ever wish you had a son?” My dad always had the same answer: “No, and it wouldn’t have

made a difference.” He made a point of teaching us to do the same things he would teach a boy. Some of our favorite family memories are how our dad taught us to water ski, snow ski, camp and fish. He taught us all how to drive and just before we turned 16 he made sure we knew basic things like how to check a car’s oil, its tire pressure and even how to change a tire. I guess it’s payback for all the showers and various girl events my dad wasn’t invited to, but now that my sisters and I have families of our own he hosts an annual “football party” for his sons-in-law and grandsons each January during the NFL playoffs. “No girls allowed,” he smiles, and we smile too. After having two sons and I was pregnant with my third child many people asked me if I wanted the baby to be a girl. It was so peculiar to me that people would assume that, especially when I thought about my own birth order as a third born. I could remember the special all-girls club I was in and thought it would be just as cool if I were to have all boys. Sure, it’s nice for parents to get to experience what it’s like to have a boy and a girl, but when I see a single-gender family with either all brothers or with all sisters I can’t help but feel a kinship towards them. It’s like I’m looking at a special club, a tribe of familiarity. Bryant’s sudden passing serves as another shocking reminder that life is indeed short, that even the strongest among us are mortal. I hope that parents everywhere continue to hold their kids a little tighter and to stay in the present with their kids and that fathers remember how very important they are in the lives of their children, be they daughters or sons. The human cost of AB5
M
ore than 300 independent professionals from across the state recently gathered at the California State Capitol to fight for their right to earn a living in California. Last year the state Legislature passed and Gov. Gavin Newsom signed Assembly Bill 5, a bill that banned most forms of independent contracting in California. The result was devastating. Many freelancers, gig workers, entrepreneurs and other independent professionals can no longer get paid for their work. With a single stroke of his pen, Gov. Newsom rendered countless Californians, spanning at least a hundred professions, unable to earn a living in our state. No law in recent memory has shattered the lives of so many people so quickly. Even Newsom’s own former deputy chief of staff, Yassar Ali, has called AB 5 “one of the most destructive pieces of legislation in the last 20 years.” The stories of those impacted by AB 5 are heartbreaking. Consider Esther, who describes herself as a proud, independent and selfsufficient senior who helps people who don’t speak English communicate with medical providers. She writes, “AB 5 leaves me out of work. It takes away my pride. It leaves me, and those I serve, completely unprotected and isolated.” Or consider John, a guest orchestral conductor, who just lost a job because of the bill: “$9,000 that would have put a dent in my student loans, or helped pay my insurance or paid for food and shelter is now gone — all because of AB 5.” Or Kathryn, who offers transcription services: “AB 5 has devastated my life. I don’t know how I will be
able to pay my bills now.” Or Lisa, a dance teacher and choreographer: “AB 5 will kill my livelihood of more than 30 years.” Or Michelle, a nail technician and widow who lost her home in the Camp Fire: “I am my sole provider and this bill will put me out of business.” Or Zenab, a mother and Arabic interpreter of 19 years: “I am no longer able to do what I love and no longer able to provide for myself and my family in California.” I am collecting these stories and sharing them with other lawmakers — stories of constituents who can no longer do what they love, offer a skill they have cultivated and carry on their life’s work. Among the law’s many victims are the most vulnerable members of our society: seniors, single mothers, those with health issues, caregivers, students, reformed convicts, people with disabilities — all of whom rely on the flexibility of independent contracting to tailor the demands of their chosen profession to the uniqueness of their personal circumstances. Assembly Bill 5 is an affront to humanist values and Gov. Newsom cannot deny its incalculable human costs. I am offering him a chance to make things right with urgency legislation to repeal the law immediately and restore the right to earn a living. The next few weeks will reveal whether our governor has the humility and courage to do the rarest thing in politics: Admit he made a mistake. It was an informative, well-organized and civil 90-minute opportunity to hear from all four candidates. It’s unfortunate fewer than 60 people took the time to hear directly from those running for office, especially considering the recent public outcry over the golf course rezone topic. I do not doubt Mr. Ben Paulsen’s sincerity in wanting to serve the community, but felt that he needed to display a better foundation of current and past issues of District 1. Mr. Ron Briggs certainly has experience, having served as a two-term supervisor in a different district; however, anyone who has accepted contributions from Parker Development in the past is someone we in District 1 cannot afford. His responses to questions, however, seemed to be so complimentary to the work and responses of John Hidahl it had me questioning why Mr. Haug would choose to run against Hidahl? Our district came together last time to elect a man of integrity who has volunteered on countless committees, councils and task forces over the past four decades to improve El Dorado Hills and help make it the incredible place it is today. He has also been instrumental over the years in helping to promote the preservation of open space and responsible growth. It takes three out of five votes at the county level to make significant decisions that affect our daily lives. We need John Hidahl to continue to work and fight for our district. I am confident that he will continue to use his experience, knowledge and understanding to navigate the complexities of decisions being made at the county level. Millennials will dominate the mortgage market in 2020 News release Markets in the south and west will experience the highest housing activity in 2020, as millennials move out of big cities in search of more affordable markets, according to experts who shared some of the latest industry trends during the recent International Builders Show in Las Vegas. “Millennials will dominate housing in 2020 and account for 50 percent of mortgage originations,” said George Ratiu, a senior economist at Realtor.com, adding that they will be leaving expensive metros for more affordable markets. “Millennials will be moving to mid-sized cities like Boise, Idaho; Tucson; Chattanooga, Tenn.; and Columbia, S.C. These cities offer good weather, sub-
urban downtowns and lifestyle amenities.” Looking at this key demographic more closely, Ratiu said: • 1-in-4 millennials have been looking for a home for more than a year. • 16 percent are searching for homes in urban areas. • 34 percent are looking for homes in the suburbs. • 45 percent are seeking homes in small towns and rural areas. Summing up his findings, Ratiu said that in 2020: • Millennials will demand an affordable product. • Mortgage rates will remain attractive. • Lesser markets will shine. • Baby boomers are not moving. Ali Wolf, director of economic research for Meyers Research based in Costa Mesa, also noted that boom-
ers are staying put. “Boomers (say) they are not selling because ‘we don’t need to.’ Only 17 percent of boomers are dissatisfied with their current home,” said Wolf. Other factors that are keeping boomers at home are that 23 percent have no retirement savings and 30 percent of those in the 62-66 age range have postponed retirement. As for millennials, they are also facing affordability and supply constraints. “Affordability is the biggest obstacle to buying a home,” said Wolf. “Only 5 percent of millennials want to rent. WASHINGTON, D.C. — As home prices continue rising faster than wages in a majority of U.S. markets, the National Association of Realtors and its 1.4 million members have made housing affordability a top advocacy priority in 2020. This topic was the focus of NAR’s second annual Policy Forum hosted last week at the National Press Club in Washington, D.C. “As America confronts low housing inventory and a persistent lack of affordable housing options, NAR was grateful to bring together some
— NAR Chief Economist Lawrence Yun of the brightest minds in our industry at today’s Policy Forum,” said NAR President Vince Malta, broker at Malta & Co., Inc., in San Francisco. “With housing affordability set to be one of the defining policy issues of this decade, it is imperative for NAR — along with economists, lawmakers and other industry stakeholders — to lead discus-
sions that will generate solutions to these far-reaching problems.” Earlier this year NAR Chief Economist Lawrence Yun released a report showing that major U.S. metro areas where housing affordability has worsened over the last five years have seen a corresponding drop in job growth. Specifically, housing afford-
ability rankings have declined in 81 of 174 U.S. metro areas, while 34 regions are seeing job growth fall faster than the national average over the past five years. “Job growth has slowed in these areas in part because limited supply is making homes less affordable,” Yun noted. “As inventory continues to decline and affordability worsens, workers and companies are less incentivized to do business here.” Additional research conducted by Yun’s team and announced last week found that, from 1989 to 2019, 87 percent of home purchases in all major ■

Smart homes aren’t smart without fire sprinklers Protect everyone in your household from today’s faster, scarier fires Brandpoint Content Today there are many automated options that make homes more comfortable, energy efficient, cost-effective and safe. Reichardt, managing director at BTIG headquartered in San Francisco, said 8-out-10 private builders expect sales will rise in 2020. “Labor and land costs are their biggest worry,” he said. “Builders still appear cautious on pricing. Very few are raising prices aggressively.” Meanwhile, Reichardt said public builders account for 36 percent of all new homes in the U.S. market. (NAHB data show the top 20 builders accounted for 29 percent of all single-family starts in 2018.) Among the top 50 markets in the country, Reichardt said a public builder is No. 1 in terms of volume in 36 of these markets. Reichardt said that public builders are not looking to get into all markets but instead are focusing on local market share in the metros they are currently engaged in. nent, often a glass bulb that works like a plug. If a fire starts, the high heat from the fire, usually between 135-165 degrees Fahrenheit, breaks the bulb, allowing the water to flow onto the fire. Typically, only the sprinkler closest to the fire activates, not the entire system. Smoke from burnt food or smoking materials can’t activate the system, only high heat. The sprinklers are typically connected to the household water main. Where there is no city water supply or well water available, a tank and pump can be used for the water supply. Piping is hidden behind walls and ceilings. One or two sprinklers can usually protect an average size room. Home fire sprinklers are small and inconspicuous. There are several kinds of sprinklers made for residential use, some of which can be hidden behind cover plates. Some sprinkler companies will offer custompainted options to match your home’s decor.

Large open layouts (as opposed to smaller rooms with closing doors) also enable faster flashover during a fire.

And today 67 percent of households own a pet (APPA 2019). Two minutes is not much time for everyone to escape a deadly fire. Home fire sprinklers are dependable.
