2023 THE ICRC IN BANGLADESH evsjv‡`‡k AvBwmAviwm

Habibur, whose leg was amputated following an accident, is back on his feet. The Centre for the Rehabilitation of the Paralysed (CRP), with help from the International Committee of the Red Cross (ICRC), provided Habibur with a prosthetic leg. The 40-year-old also received a cash grant to expand his grocery store. With a new profitable business, Habibur can now provide for his family and ensure a proper education for his children.

The ICRC and the Bangladesh Red Crescent Society (BDRCS) provide cash grants to diverse communities in the Chittagong Hill Tracts to help improve their living conditions and ensure sustainable livelihoods for all.

Living in camps and without any source of income, many people displaced from Rakhine struggle to meet their daily needs. The ICRC, along with BDRCS volunteers, regularly distributes relief supplies and household items to help the community.

Farmers from the host community in Tumbru, Bandarban, are highly dependent on water canals for agricultural activities during the dry season. As part of its cash-for-work activities, the ICRC helps keep the irrigation canals clean so that farmers have constant access to water. This benefits the community and helps those who engage in this activity earn an income to provide for their families.

The ICRC’s mobile medical unit provides several healthcare services including primary healthcare consultations, rapid response to health emergencies, health promotion, mental health and psychosocial support and referrals in Tumbru (near the border with Myanmar) for displaced people from Rakhine and the surrounding host communities.

For people living in Tumbru near the border with Myanmar, access to quality health care remains challenging. The ICRC, the main humanitarian actor intervening in this area, provides primary healthcare services to displaced people from Rakhine and the host community through its mobile medical unit. It also provides mental health and psychosocial support services for people living in this area.

The Emergency Department of Cox’s Bazar District Sadar Hospital provides essential medical care for both the local community and people displaced from Rakhine. It is the major referral centre for seven health complexes in Cox’s Bazar District. With help from the ICRC, the Emergency Department has been treating around 300 patients per day over the past years.

BDRCS volunteers, with the support of the ICRC, regularly organize hygiene promotion activities for people in the Chittagong Hill Tracts to raise awareness on good hygiene practices.

The ICRC and the BDRCS help communities in the Chittagong Hill Tracts and Cox’s Bazar area by improving access to water and sanitation and by organizing training sessions to promote good hygiene.

Posters explaining the symptoms of scabies and preventive measures on display at a national workshop for developing a protocol to tackle scabies in prisons. These posters were distributed in 68 prisons across Bangladesh as part of an awareness programme initiated by the ICRC, together with the Communicable Disease Control (CDC) department of the Directorate General of Health Services (DGHS) and prison authorities.

The ICRC conducts regular visits to detainees to improve their conditions, in support of the prison authorities. As part of this support, it has facilitated the construction of a consultation room for female detainees at Chattogram Central Jail to ensure medical confidentiality and privacy. The ICRC has also distributed infection prevention and control materials to limit the spread of Covid-19 or other infections among the sta and detainees.

The ICRC trains BDRCS volunteers to provide e cient services for the Protecting Family Links (PFL) programme. This programme helps to trace missing people and seeks to re-establish family contact among people separated by conflict or other situations of violence.

ICRC and BDRCS organized a round table on safer access towards humanitarian action in Chattogram. The discussion focused on identifying barriers to safer access to areas of humanitarian concern and people in need and on finding ways to increase the safety of BDRCS sta and volunteers when carrying out humanitarian activities.

15 August (Tuesday): National Mourning Day

The ICRC and BDRCS work closely to provide aid such as food, healthcare services and livelihood support to people a ected by violence, displacement or natural disasters. The ICRC continues to support the BDRCS in organizational development and to train volunteers in skills such as first-aid.

More than 80 law students from 27 universities across Bangladesh took part in the 13th Henry Dunant Memorial Moot Court Competition on international humanitarian law (IHL). Organized with the Independent University, Bangladesh, in Dhaka, the competition helped raise awareness of IHL and develop advocacy skills among young law students.

The ICRC supports national authorities to promote and implement humanitarian law and other relevant norms within domestic laws and policies. It promotes the teaching of IHL and humanitarian principles in universities and other academic institutions. Additionally, it encourages religious circles and scholars to explore similarities between IHL and corresponding religious norms.

Participants of the Armed Forces War Course 2022, o ered by the National Defence College, Dhaka, at a training session on operational planning conducted by the ICRC. The ICRC regularly organizes training sessions for military and paramilitary forces to promote IHL.

The ICRC works closely with Bangladesh’s military and paramilitary forces on the promotion of IHL and its integration into their training programmes and policy. It also works with law enforcement agencies to strengthen compliance with basic humanitarian principles related to the use of force and firearms and the code of conduct for law enforcement o cials.

A contemporary art installation and exhibition on “Humanitarian Principles: Here and Now” highlighted the ICRC’s humanitarian engagement in Bangladesh since 1971 through multi-media information and photographs. The Embassy of Switzerland in Bangladesh, the ICRC and the Liberation War Museum of Bangladesh jointly brought this exhibition to Dhaka and Cox’s Bazar.

The ICRC regularly meets with people from communities a ected by conflict to understand their needs and share information about its mission and mandate and ways for communities to access humanitarian services. It also engages with both national and international media regarding the ICRC’s humanitarian work in Bangladesh.

The ICRC helps the Centre for the Rehabilitation of the Paralysed (CRP) in Savar and Chattogram provide quality services to people with disabilities across Bangladesh, including those displaced from Rakhine. It provides material and technical guidance and supports partners in promoting the social inclusion of people with disabilities through sport and economic empowerment activities.
