cuss his office’s budget proposal, the issue of staffing took center stage. In referring to an old fiveyear plan, he asked that the board work with him “to develop a plan to unfreeze the seven

frozen deputy positions within the Sheriff ’s Office and adopt a new five-year staffing plan that is sustainable.” “I would be irresponsible to stand before you today and proclaim that we are 20, 30 or even

40 officers short,” he added. Hines said his office is operating with staffing levels between 2006 and 2007. “Over the last several years, to prevent greater budget cuts and layoffs, we worked closely

with Mr. (County Administrator Cecil R. “Rhu” Jr.) Harris and his staff to freeze positions,” the sheriff continued. “Across the county there are officially 12 frozen positions in Public Safety

will graduate from Hanover High School in June. He loves history, German and politics and loves a good debate. Andrew enjoys graphic arts on his Mac and even has a small online graphic arts business. He is the artist behind the great event t-shirts that are given to all who attend our events. Andrew loves to vacation at Smith Mountain Lake and likes to fish as much as he can while there. He also loves going to Disney World and the parks there. His favorite is Epcot, where he likes to eat his way through the different countries. He has attended Cool Spring Church since the age of 3 and is a leader and active participant in the student ministry there. His faith is the most important thing to him. Andrew has a heart for missions and has had the opportunity to do some great things. He was part of a mission team that hosted a camp for Navajo Indian children in Flagstaff, Ariz.; he participates each spring in a 30-Hour of Famine that raises money for world hunger; he has travelled to Washington, D.C., and downtown Richmond to hand out backpacks to the homeless community, filled with food, clothing and Bibles; he has been a group leader in Vacation Bible School for the last seven years and has designed a number of their VBS t-shirts; he has been a coach for Upward Flag Football and assisted his uncle in coaching his cousins Upward Basketball Team as well. Another of Andrew’s loves is cooking, more specifically, all things “BBQ” and all things cooked on a smoker. He loves to come up with rubs and marinades for meat and is in charge of the preparation of the Thanksgiving turkey each year. Cooking utensils and gadgets are regularly found among his Christmas and birthday presents. His mother, Carice Smith, said “Andrew has a dedicated and great group of friends and family members that support and encourage him (and us) daily … although I think he is the encouragement and inspiration to us.” “He continually has a smile on his face and a cheerful disposition that never falters even when things get rough,” he added. “And they do, a common cold can easily last a month for him, a common cold can be life-threatening and it’s like nothing you

or I experience when sick. A few years ago before facing major surgery, he told his grandmother that if something happened to him he wasn’t worried, ‘I know where I’m going, why would I be scared. Amazing. isn’t he?” His mother also said Andrew “really is a true fighter that never really stops fighting ... and neither will we. It has been amazing the last 13 years to experience the support, awareness and attention that has been brought to SMA, but until a cure is found and no parent has to count their child’s life in months we will fight on!

FightSMA Mechanicsville “Our family wanted to do something more for a disease that had no cure or treatments available,” Carice said. “SMA is a little-known killer that does not get much federal funding or the awareness it needs. The task has been left to the families and friends of these amazing, inspirational fighters to get the awareness and funding so desperately needed.” In 1998, Andrew’s family, along with a team of dedicated volunteers (including family, friends and even some of his teachers), began supporting the organization, FightSMA (www.fightsma.org) and coordinating events for the Mechanicsville chapter, furthering the mission, “To strategically accelerate the search for a treatment and cure for Spinal Muscular Atrophy.” FightSMA was started in 1991 by Joe and Martha Slay, parents of another Andrew fighting SMA. It is headquartered in Richmond. In 20 years, it has increased to 17 chapters across the country and one in Canada. Andrew’s first fundraiser, the “Help Andrew Strike-Out SMA Bowl-A-Thon” was such a huge success that they continued it for eight more years and raised more than $350,000, collectively. Carice said, “It was supported and embraced whole-heartedly by the staff, students and their families at Rural Point Elementary and Oak Knoll Middle and the community at large. It became a highlight of the year for many living in Mechanicsville and embodied the true meaning of ‘school and community spirit’ with many pitching in to make it the huge success that it was.” As part of FightSMA’s efforts at gaining awareness and research dollars for SMA and along with families from all across the country, Andrew and his family travel to Washington, D.C., each spring to lobby for the passing of the first-ever SMA

Treatment Acceleration Act introduced into Congress in 2007 by co-sponsor U.S. Rep. Eric Cantor, R-7. Andrew has met Congressman Cantor, former U.S. Senators George Allen and John Warner, as well as former U.S. Rep. Patrick Kennedy. He also has met with health-care staff members of U.S. Sen. Jim Webb. While the bill has not yet passed, it has dramatically increased awareness of SMA among lawmakers and is directly responsible for the increasing attention SMA is receiving from the National Institutes of Health (NIH). “The bill has had a tremendously positive impact to date,” Carice said. “Our efforts have secured 118 co-sponsors in the House and 21 co-sponsors in the Senate and is responsible for the opportunities that are emerging to engage the NIH even more deeply in the effort to find a treatment for this disease.” Progress as a result of FightSMA’s efforts include: Funding researchers at academic institutions and biotech corporations in the United States, the United Kingdom, France, Italy and Canada. Attention has been brought to the disease through national and local media outlets. SMA research serves as a foundation to help advance research for about 20 other diseases, including Alzheimer’s, Parkinson’s, ALS (Lou Gehrig’s) and Muscular Dystrophy. Significant strides have been made in the care of children living with SMA with the publication of the “Standard of Care for SMA,” enabling all parents the tools and resources they need to properly care for their children. In anticipation of a viable treatment, doctors are pushing for newborn screening for SMA to become routine. FightSMA also supports the “FighterMom” program, which is designed for any parent facing the challenges of raising a child with a chronic or life-threatening illness by equipping them with the tools and resources they need to effectively fundraise, lobby for federal dollars, advertise and a host of other helpful hints and is an invaluable tool and free guide to everyone. “Thanks to the many dedicated and committed friends, family members and the Mechanicsville and surrounding communities, FightSMA Mechanicsville is truly making a difference in the lives of these valiant fighters and will not stop until Spinal Muscular Atrophy is a disease of the past,” Carice said.

Historian to address R-MC graduation Civil War historian Dr. James “Bud” Robertson Jr., Randolph-Macon College Class of 1955, will be the commencement speaker for his alma mater at 10 a.m. on Saturday, May 28, in the R-MC Frank E. Brown Fountain Plaza on the campus in Ashland. The announcement of Robertson’s address was made last week by R-MC president Robert R. Lindgren. “We are thrilled that Dr. Robertson will serve as our speaker during this important time in Virginia’s history, the 150th anniversary of the Civil War,” Lindgren said. “He is one of the most distinguished historians of the Civil War, but to R-MC, he is family and we are excited to welcome home this notable alumnus.” Robertson is the recipient of every

major award given in the Civil War field. His biography of Gen. “Stonewall” Jackson, Stonewall Jackson: The Man, The Soldier, The Legend (Macmillan, 1997), won eight national awards and ROBERTSON was used as the basis for the mega-movie “Gods and Generals.” Robertson served as the chief historical consultant for the film. He has authored or edited more than 20 books, including Civil War! America Becomes One Nation, General A.P. Hill, and Soldiers Blue and Gray. Robertson is the executive director of

the Virginia Center for Civil War Studies at Virginia Tech in Blacksburg. According to Tech, Robertson’s Civil War Era course attracts 300 students per semester and is the largest of its kind in the nation. He is a charter member of Virginia’s Civil War Sesquicentennial Commission, which was created by the General Assembly of Virginia. Born in Danville, Robertson earned a bachelor’s degree in history from Randolph-Macon College in 1955 and master’s and doctoral degrees from Emory University. In 1980, he was awarded the Honorary Degree Doctor of Letters from R-MC. He also has received an honorary degree from Shenandoah University.

There’s no shortage of activities available here The calendar is full this week in Hanover County. Activities kicked off yesterday evening with the 2011 Hanover Legislative Reception at the Richmond Times-Dispatch at Atlee Station. This annual event is presented by the Greater Richmond Chamber and the Hanover Association of Businesses and Chamber of Commerce. At 7:30 p.m. tomorrow, the Ashland Musical Variety Show will open at the Blackwell Auditorium on the campus of Randolph-Macon College. The show continues at the same time on Friday and Saturday. So enjoyed the 2009 edition — and variety is the key word in this show. There is literally something for everybody. Sue Forbes Watson and Lorie Foley head up this Ashland tradition. On Saturday, the Mechanicsville Ruritan Club will sponsor its 31st Annual Shuknpul at the Courthouse Ruritan Park in Hanover. So, if you like oysters and tractor pulls, then this is where you want to be. Gates open at 11 a.m., with the Shuknpul being held from noon to 5 p.m. Food will be served from 1 to 3 p.m. That evening, the Miss, Junior and Little Miss Mechanicsville Pageant will get under way at 6 p.m. in the auditorium at Atlee High School. Doors open at 5:30 p.m. The Pamunkey Junior Woman’s Club sponsors the annual pageant The contestants appear on Community, page 9. . With spring’s arrival, keep a close watch on our Calendar section for the many events for all ages that will be taking place. And, before you know it, we’ll be getting ready for the 2011 Hanover Tomato Festival. The date this year is July 9, with the festival running from 9 a.m. to 4 p.m. at Pole Green Park. Page Wilson, radio host, passes away at age 56 By Randy Hallman Media General News Service Talk to those who knew Page Wilson, and the theme emerges. He loved his music, but he loved people even more. He spent his life helping other musicians and anybody else who needed a hand. Miah Page Wilson was found dead at his Hanover County home Tuesday. Police said Mr. Wilson died of natural causes. He was 56. Mr. Wilson had been the host for his “Out of the Blue Radio Revue” for decades, most recently at central Virginia’s public radio station, WCVE. In addition to providing exposure and support for musicians, he was a master of ceremonies and organizer for festivals and benefits. A singer-songwriter, Mr. Wilson was a masterful guitarist and had a powerful bass voice. He had toured with his own band, Reckless Abandon, and played and sang with others. His brother, Paul D. Wilson of Hanover County, said Mr. Wilson was always a friend to struggling musicians. “He would try to bring them to the public and let them hear their music. He was looking for the up-and-coming musi-

cian, trying to be a star — or the dropped-out musician on the way down.” Musician Janet Martin of Richmond said Mr. Wilson supported her music from the beginning of her career 16 years ago. “He reached out to me and invited me to come on his program,” Martin said. “He always supported me 1,000 percent.” He called Mr. Wilson’s death is “a tragic loss for the Richmond music community, for the radio community and for myself personally.” Mr. Wilson attended the University of Richmond but left in the 1970s. He spent time in Nashville, Tenn., his brother said, but found the music scene there too commercial. Eventually, he came back to Virginia. “I used to tell him that’s how you paid the bills — commercialism,” said Paul Wilson. “But that just wasn’t his approach.” Tim Timberlake, a former radio host for a popular morning show in Richmond, was a longtime friend of Mr. Wilson’s. He said Mr. Wilson’s radio show was “theater of the mind” that created the illusion of an at-home gathering of musicians. “It was like people sitting around the kitchen table at his Chickahominy Swamp house, eat-

ing, drinking, talking and playing music.” Kevin McGranahan worked alongside Mr. Wilson on the radio show and at venues such as Richmond’s Irish Festival and the St. Baldrick’s benefit at which Mr. Wilson annually shaved his long hair to support cancer patients. On his radio show, Mr. Wilson said he promoted “purebred American mongrel music.” McGranahan said that term took in a wide swath — country, bluegrass, zydeco, rock’n’roll, folk. Mr. Wilson struggled financially and physically himself in the past few years. Martin and many other musicians and friends held a 2008 benefit concert called “Party for Page” to assist their longtime patron. Even then, when his fortunes had turned for the worse, he was thinking of ways to help others. At his insistence, 10 percent of the event’s proceeds went to Positive Vibe Café, which provides employment for the disabled. In addition to his brother, survivors include a daughter, Virginia Blue Wilson of Hanover; another brother, Stephen L. Wilson of Richmond; and a sister, Laurann Whetham of Luttrell, Tenn. Plans for a memorial service have not yet been made, Paul Wilson said.

Parent creates school danger There ought to be a law against stupid, especially after what I saw this morning (March 11) in front of Stonewall Jackson Middle School. As I was in the turn late waiting to enter Stonewall from Lee Davis Road, I witnessed a parent, in the same turning lane, let their student get out of the car. The student exited the car on the driver’s right side directly into the traffic lane with cars coming from the direction of Lee Davis, and then the student walked between the cars in the turning lane into the traffic lane for cars coming from the direction of Pole Green Road. Thank goodness Mr. (Elton) Wade was holding that traffic so the turning lane could enter the Stonewall driveway; however, this driver was holding up everyone in the turning lane to pull off this stupid move. How inconsiderate this driver was of everyone else. I think Mr. Wade was just as dumbfounded as I was to witness this. What an example of just what you shouldn’t do to set for your child. How do you expect your child to do the right things when you don’t? I hope in the future you come to your senses and pull into Stonewall to release your student. Janice Clark Mechanicsville

People will stand and fight The argument of not wanting a shutdown of the government is so weak. If we are concerned about Social Security and Medicare, if we are concerned about interest checks to China, if we are possibly concerned about

the arts and national parks staying open, if we are concerned about our VA (Veterans Administration) benefits not being paid ultimately, if we are truly concerned about all of those things, then the Republicans should right now be drafting a separate bill to continue all of those things. These are items that are not only popular, but most of which might be necessary for the federal government to function. We should have that bill passed now, so that those monies can continue to flow. The rest of the garbage needs to be out and it needs to be stopped. If this means shutting down 50 percent or 75 percent of the government, then so be it. I am sick and tired of all the “dog and pony shows” that I have been watching from the GOP and others, talking about the fear which they all have of an Obama veto. I would submit to the GOP that the American people will stand and fight for those willing to stand and fight. And the American people will quickly fire any cowards for whom they originally voted. Osmanagich has authored 10 books about ancient civilizations and narrated a 12-epizode documentary “Search for Lost Civilization” for the state Bosnian television FTVBiH (2007). The documentary was based on his book, Civilizations Before the Official History (2005), and filmed in Peru, Bolivia, Easter Island, Costa Rica, Mexico, United Kingdom, France, Germany, Malta, Egypt, Jordan and Lebanon. In 2005, Osmanagich discovered the first pyramids in Europe near the town of Visoko, near Sarajevo, BosniaHerzegovina.

In 2008 in Sarajevo, he hosted an archaeological conference, which fueled controversy about his discovery dividing the archaeological community. Excavation on the vast complex has been ongoing and run by his nonprofit “Archaeological Park: Bosnian Pyramid of the Sun” Foundation since 2006, compiling more and more evidence to validate his claims. To date, the excavation has yielded five pyramids of various sizes, as well as a vast labyrinth of underground tunnels and a pyramid that is 30 percent larger than the largest structure on the Giza Plateau. Hickory Hill K-9 Rescue in Ashland now has help in protecting dogs against canine influenza virus (CIV), a highly contagious disease that spreads easily from dog to dog, especially those in close proximity. The shelter received a grant for the vaccines as part of a Petfinder.com Foundation program to build community immunity against this respiratory infection. The foundation partnered with Intervet/Schering-Plough Animal Health, a global animal health company and makers of the NOBIVAC(r) Canine Flu H3N8 vaccine, to fund the grant. Because CIV is relatively new, most dogs have not built up immunity to the disease. Dogs can get the disease by being exposed to those that have it, as well as playing with toys or drinking from bowls used by other dogs. People can also unwittingly spread the germ if they come in contact with infected dogs. “Shelters and rescue organizations are often the first places that new diseases already in the community become evident. Dogs come in from the community and are released back into it, and often move to and from states with confirmed cases,” Liz Neuschatz, director of the Petfinder.com Foundationm said. “Canine flu can be a real problem for shelters, where one sick dog can cause an outbreak through an entire facility. Across 350 Goddard Schools nationwide, more than 40,000 children will help spread the message that by working together, each one of them can make a positive impact toward a sustainable future. Ashland photographer receives state honors Ashland photographer Jessica Robertson recently received the award “Best Portrait of a Woman” for an image entitled “Hallelujah!” of Virginia Shelton. Robertson, of Jessica Robertson Photographic Artistry, participated in the Virginia Professional Photographers’ Association’s annual convention and print competition, which was held Feb. 26 through March 1. As part of her professional development, Robertson submits prints for judging. In addition to the Shelton image, Robertson’s Portrait of a Pet captured second place and was selected for a “Judges Choice” award. That image fea-

tured 11 of Hanover resident Katie Spiegler’s golden retriever puppies. Robertson’s case, comprised of six prints, received five blue ribbons. Her blue ribbon winners — in the categories of Portrait of a Child, Portrait of a Woman, Portrait of a Pet, Portrait of a Bride and Illustrative — all feature her clients. According to Robertson, judging was strict this year, with only 17 percent of all prints submitted earning blue ribbons. There are 15 different categories in which works are submitted and each work is judged on 12 criteria: impact, creativity, style, composition, print presentation, center of interest,

The Southern District represents a 13-state area from Virginia to Texas. He then asked the supervisors for their help “in unfreezing the currently frozen positions within the Sheriff ’s Office.” The sheriff also offered a new five-year plan that he called “fiscally responsible as well as responsive to our citizens’ needs. This plan represents no new positions for the Sheriff ’s Office from 2008 through 2013 but simply the unfreezing of positions.” Hines also submitted to the board the results of a recent citizen survey. More than 98 percent of respondents “described Hanover County as a safe or very safe place to live. More than 97 percent indicated they felt safe or very safe within their immediate neighborhoods.” More than 97 percent rated “both the overall competence of the Sheriff ’s Office employees and the overall performance of the Sheriff ’s Office as excellent or good. Nearly 99 percent of the respondents indicated that their opinions were based on personal experience, observation or a combination of the two.” The county’s crime rate for 2010 was 964. Hines said the crime rate “is defined as representing the number of citizens victimized by an index crime per every 100,000 citizens. Our 2010 rate is a decrease of 9.1 percent from the 2009 rate.” He said that was the lowest since 1975. The clearance rate is 68.3 percent, Hines said, an increase of 2.2 percent from 2009.” Seventy-one percent of his office’s sworn officers are assigned to the Patrol Division “in some type of uniform position.” “It is not by accident or

by the lack of planning that our residents do see our officers as they travel through the county.” “While this deployment can be seen as intense from the perspective of a few,” Hines said, “we remind you our purpose is to deter criminal activity whenever possible and not allow crime to flourish.” Director of Finance Kathleen Seay said consumer confidence has started to move upward. General Fund revenues for FY12 are up 2.2 percent of $4.4 million. As for the sales tax revenue, Seay said, it was “one of the most significant early indicators of the recession, when we saw the decline at the beginning of FY09.” She said that FY11 “has been a welcome turnaround in that trend.” She said the county is “estimated to come in 6.5 percent higher than FY11 budget and 5.9 percent in FY12 budget. We’ve seen six months of increases consecutively this year.” Seay also said that federal and state revenues are well below 2009 and 2010 levels. The county does have $1.5 million in what she called an “economic downturn reserve” that was “generated by vacancies or operating savings.” Deputy County Administrator Frank Harksen, the former director of Public Utilities, said the department’s successes include e-reports for after-hours calls, the “Buy Local” promotion, enhanced customer feedback, e-notification for bills, fire meter usage analysis and large meter replacement. Challenges include new and more stringent regulations. In good news, Harksen said that all plants continue to perform at very a high level. For the second year, he said no increase in capacity fees is being proposed. With

Twenty-three teen writers from local high schools, middle schools, private schools and home schools submitted entries into the competition for a chance to win cash prizes. “We are very excited with the response we received from Hanover County students,” David Deal, executive eirector of the Hanover Tavern Foundation, said. “The purpose of the competition is to enhance students’ Virginia studies of the American Civil War during the Sesquicentennial Commemoration through a lens of the home front and the end of slavery,” Students were encouraged to explore Hanover County’s history to better understand the complexities of the Civil War. Entries examined the social impact of the Civil War on women and African Americans using events at and people living and working at the colonial-

era Hanover Tavern. First, second and third place awards will be presented to both middle school and high school winners on June 1. In addition to receiving Hanover Tavern Foundation memberships, first, second and third place winners will be awarded cash prizes of $250, $100 and $50, respectively, made possible by the donations of State Farm Insurance Company, Julie Whitaker Insurance Agency Inc. (agent) and Lin Campbell (agent).

On the website, it said his objective is to “protect the national parks in Indonesia from poachers.” The winner will receive $10,000 toward his/her expedition of choice. Trevor, 25, will be making on-air appeals to solicit votes. Another site involved in the project is natgeotv.com/ expedition. Those who vote are automatically registered for a fourperson, 10-day adventure to the Galapagos Islands, courtesy of National Geographic Expeditions. The announcement of the winner is scheduled for Thursday, April 7, during Expedition Week. The runnerup will receive $2,500. If he is successful in the voting, Trevor said he will “embark

on an expedition to the island of Sumatra in Indonesia to investigate three parks – all UNESCO World Heritage Sites – to find ways to help them protect the environment and wildlife.” He said he will work with scientists to pinpoint conservation strategies that help save critically endangered animals like the orangutan and sun bear. He said he also will document the work of the park rangers who dedicate their lives to protecting the parks. As a boy, Trevor said he “spent my days exploring the wetlands and hanging out at Poor Farm Park and other wooded areas in [the] Mechanicsville/Hanover area.” He is the son of Ian and Mindy Frost. His father owns EEE Consulting, an environmental consulting firm in Mechanicsville. Trevor said he is an explorer, field biologist, photographer and conservationist. He has spent the last five years working with scientists

and conservation groups to save endangered wildlife and wild places. He said he has led eight international expeditions to four continents, in places like Congo, Patagonia and the Canadian wild. In that time, he also has helped produce two films and launch several photo exhibits that have toured around the world. Trevor said he is most proud of his work with the International League of Conservation Photographers and a number of Canadian conservation organizations that together helped secure a permanent ban on mining in the Flathead River Valley of British Columbia. He lives on the James River in Richmond, where he grew up exploring the rapids and islands of the James River Park System the very place that he said inspired him to want to help better protect other parks around the world. He said one of his heroes is Ralph White, a park ranger,

park manager, naturalist and educator who is largely responsible for the health and success of the James River Park System. Trevor’s educational background includes attending Pearson’s Corner Elementary School and Chickahominy Middle School. When he was in the eighth grade, he left CMS at the age of 14 to take classes at J. Sargeant Reynolds Community College for two semesters. In 2002, at the age of 16, he became an Environmental Sciences major at VCU. While there, he traveled to Guatemala, Peru and Ecuador. He graduated with honors from VCU at age 20 in 2006 with a major in Environmental Sciences. During the summer of 2006, Trevor worked with Professor Don Young as a research assistant, studying invasive species on Virginia’s Eastern Shore and Barrier Islands. The fall of 2006 found him traveling across Africa South Africa to Ethiopia.

The following spring, he went on a mountaineering expedition with his father to the tallest mountain in the Americas. That was followed by six months of travel in South America. Trevor worked with the Wildlife Conservation Society on research study of jaguars and reptiles/amphibians. He travelled throughout the Middle East Syria, Jordan and Lebanon – in the winter of 2008. In March 2008, he was awarded a National Geographic Young Explorers Grant to explore caves in the Congo Basin of Africa. During the summer of 2008, he launched and completed a two-month exploratory expedition to find, explore, map, study and photograph caves in the Gabon part of the Congo Basin. He said he discovered the longest cave in Gabon. VCU was a sponsor for that trip. Trevor became employed in January 2009 with the International League of Conservation Photographers, a
