Student nursing program revamped By Jim Ridolphi for The Mechanicsville Local Assistant superintendent Daryl Chesley outlined a plan that would realign the county’s student nursing program with a stated goal of achieving better results for students who complete the course. Dr. Cathy Seal said the county’s program no longer paralleled the course of study at J. Sargeant Reynolds Community College, and fewer and fewer students were taking and passing the LPN entrance test. The readjusted curricula means courses now taught in the 11th grade will be offered in the 12th grade, and students will proceed to JSRCC to complete LPN training and certification prep. “With the proposed changes,
students will still be in a position to complete the LPN licensure,” superintendent Jamelle Wilson said. “The attraction for the school division is that it allows students to mature one more year before that licensure happens. It provides students who are juniors a certification that they can have under their belt for employability.” Students will receive a Certified Nursing Assistant that provides graduates with employable credentials upon graduation. Chesley said nursing jobs are some of the most abundant opportunities in the region, and CNAs also are in demand. “We see this as a win-win,” Wilson said. “When we introduced the program in 2003, we see NURSING, pg. 5

For the third consecutive year, Hanover County Public Schools has been selected to receive the Distinguished Budget Presentation Award, the only national awards program devoted to governmental budgeting. Chris Sorensen, director of Budget Development and Risk Management, received a Certificate of Recognition for Budget Presentation (20122013) from the Government Finance Officers Association of the United States and
Canada (GFOA), a nonprofit association serving more than 17,600 government finance professionals throughout the continent. The award submission met the highest principles of governmental budgeting and received a “proficient” rating for serving as a model in the following four categories: a policy document; a financial plan; an operations guide; and a communications device. see BUDGET, pg. 4

rennan Sigel, a modern global studies and International Baccalaureate (IB) psychology teacher at Atlee High School, recently received a special surprise at the Atlee/Lee-Davis football game as she was presented with a car to use during her reign as the Hanover County Public Schools 2013 Teacher of the Year. Michael Patrick, general manager of Patrick Buick GMC, presented Sigel with a car of her choice prior at the Atlee High School football game on Nov. 9. Sigel has been a member of the Atlee staff since 2003 and has received several awards during her tenure at the school. She was named New Teacher of the Year for Atlee during her first year and was the school’s nominee for Teacher of the Year in 2007. Sigel has been recognized as a Hanover Honored Educator for three years. In 2009, she was a finalist for the R.E.B. Award for Excellence in Teaching. Sigel has taken her leadership abilities beyond the classroom as an active volunteer with the Virginia Center for Inclusive Communities, a nonprofit that promotes understanding and respect on issues of diversity. The organization works with all ages throughout Virginia and has enabled Sigel to utilize her skills as an educator through train-

Martin’s boosts Christmas Mother fund Martin’s Food Markets customers and associates helped brighten the holiday season for Richmond and Williamsburg families in need by donating $102,350 through this year’s Share a Holiday Meal. The donation supports Christmas Mother campaigns in Chesterfield/Colonial Heights, Hanover and Henrico, Salvation Army Central Virginia Command and Salvation Army of Williamsburg. “Since Martin’s started participating in the Share a Holiday Meal campaign in 2010, more than $280,000 has been donated to assist thousands of families across Central Virginia during the holidays,” said Jim Scanlon, regional vice president. “Thank you to our customers and associates for such overwhelming generosity year after year.”

With budget season fast approaching, School Board members heard requests from several groups, including the Hanover Professional Educators Association, which urged the board to explore teacher raises at the first available opportunity and maintain class sizes in Hanover schools. A group of parents and students from the Maggie L.
Walker Governors School urged the board to maintain funding for the school during the public comment period of the Dec. 11 meeting. Jim Woodward of the county’s Lacrosse Association asked the board to consider making girls and boys lacrosse a Virginia High School League (VHSL)-approved sport for the 2013-2014 season. There are lacrosse clubs at each of the county’s four high schools and Woodward said it’s time for the programs to take the next step. He emphasized the current proposals require no funding from the county and all costs would be absorbed by players and parents. “If the community can’t support it, then cancel it,” Woodward told board members. Guns a familiar theme in many conversations
Proffers — what’s not to like?
Still gathered around my cousin’s dining room table after a traditional Christmas dinner, the conversations were varied. But, as has become all too familiar following the horrific incident that occurred at Sandy Hook Elementary School on Friday, Dec. 14, talk turned to guns. My cousin, who just so happens to be a minister, recently had completed a gun safety course with his two sons. They have become certified and have been licensed to carry them. Having been exposed to guns — and the safety precautions that must be associated — all my life, it didn’t come as a surprise that these family members, who all reside in North Carolina, had decided to go through the proper course and obtain weapons in a fully legal manner. There was no debate — and there are some others in my family who are vehemently opposed to having guns in the house. My father had at least one rifle and I really don’t know how many pistols. He had been with the Military Police in what was the U.S. Army Air Corps (now the Air Force) in the mid-1940s. He had been raised on a farm in West Virginia, so I expect he already had a good handle (no pun intended) on how to use any government-issued gun when he signed up to serve his country. And then there was my maternal grandfather who slept with a big rifle beside his bed. His rifle was visible, but we were taught — and most certainly adhered to — not to get near Grandpa’s gun. And I don’t know of any occasion when a grandchild dared cross that line. Dad was a member of the National Rifle Association, which always makes the headlines when a tragedy takes place. The organization has a large, strong and loyal membership — and I don’t believe for a second that any one of them agrees that weapons should be placed in the hands of those with evil intent. While my cousin and his sons have taken the proper steps to carry a gun, I’m still trying to decide between a pistol and a taser. But, no worries — I hope I’m not in the position to have to use a weapon. I also am smart enough to know there’s always that possibility and it’s best to do it legally. Melody Kinser

Since their inception in 1991, the almost automatic revenue source for Virginia localities has been an integral resource in communities’ abilities to improve infrastructure to meet growing economic development needs. It’s an evolution of a philosophy that incorporates the belief that developers should pay for additional costs associated with increased development. It’s not rocket science and easy to see that increased development, both commercial and residential, requires additional services from the county, sometimes including roads, fire stations, schools and libraries. For more than a decade, Hanover has collected the levy on rezonings for new housing lots. Currently, the proffer on a new home in Hanover County was almost $20,000 before supervisors nixed the whole program in November — which leads us to the current debate surrounding the controversial issue of proffers and how to replace the revenue. And that leads to questions regarding the process and how exactly the county arrived at its current situation. A committee formed to study proffers in Hanover recommended the removal of the program. Some blamed proffers for a decreased housing market in the county and others said the payment made affordable housing more expensive for first -time homebuyers. Others claimed the tax unfairly targeted a specific group of citizens, developers and homebuyers. All of these arguments are legitimate, but those who question the process of how the program was removed also have valid concerns. The program was eliminated at a meeting that was labeled a “workshop” with no public comment allowed. County Attorney Sterling Rives explained that no public hearing was required to eliminate the program. While that is surely sound legal advice, it’s also true there’s nothing in the code that would have prevented the supervisors from holding a public hearing on the matter. It’s also troubling that plans to replace the lost revenue were not thoroughly vetted, shared and discussed before the vote to end the program. At the workshop, guarantees were made that the proposed replacement plan utilizing a reduction in school debt would fund the education portion of the proffers. School officials claim it will affect their operating budget and require them to deal with about a half million dollars more of debt for 2012-2014.
Seems like that would have been a reasonable discussion for those two parties to engage in before the proffers program was removed. Fact is, it’s unclear where the actual numbers will wind up, and how the removal of proffers will affect county revenue and eventually, county taxpayers. And, that’s problematic with tough economic challenges facing Hanover in the upcoming budget season and increasing demands on county services. Removing the program without a studied alternative revenue source seems a bit like placing the cart before the horse, and eliminating the public from the process lacked foresight. Opponents of the proffer system had plenty to complain about. It’s a system that had troubling aspects from its beginning, not the least being the guise that it was a voluntary contribution. The figure has steadily increased since the county began collecting it two decades ago, and Hanover boasts the largest figure in a metro area where most localities collect the fees. And it also seems reasonable that new growth should bear the brunt of the cost of the improvement needed to accommodate those new developments. Whether or not proffers is the way to achieve that is a legitimate debate for citizens to engage in. Perhaps, a more deliberate timetable with more economic impact study, extended input from the school system and a vigorous public opinion session could have avoided the controversy that now surrounds the recent actions of the board. The board’s action leaves little confusion as to proffers in Hanover County — they are officially eliminated. How to replace the revenue remains an ongoing question. Cash proffer policy clarified (Editor’s note: The following was submitted by W. Canova Peterson, who represents the Mechanicsville District on the Hanover County Board of Supervisors.) A cash proffer policy for Hanover was adopted in 1990 with an initial proffer of $1,878 per home that increased to $19,503 over the succeeding 20 years. Approximately $24,000,000 has been collected over that time with the largest annual amount being just over $2,000,000 in 2003. Average annual collections have been in the $1.2 to $1.3 million range. The policy was initiated based on the belief that the additional tax would discourage new residential growth and provide funds for future capital facilities without cost to existing residents. What was not considered is that a major portion of those new homes were for our own children, grandchildren and parents downsizing. These are the people who were being penalized just to stay in their home county. Many of our children have had to leave Hanover to find an affordable first home. Consider the fairness issues related to cash proffers: ✓ Proffers applied only to homes resulting from a rezoning. By right construction and citizens who live in the Town of Ashland paid nothing, but had equal impact on infrastructure. Only 80 percent of new homes had to pay and, based on the 2 percent growth rate, the annual burden fell on only 1.6 percent of our citizens. ✓ One size fits all affects the least well off the most (proffer was 2 percent of $1,000,000 – 10 percent of $200,000). A proffer could have been the dif-
ference when a young teacher or deputy could not qualify for a mortgage. ✓ Artificial inflation of home prices increased taxes for all. Realizing the inherent problems and unfairness related to the cash proffer policy and the need to be able to fund future infrastructure needs, the Board [of Supervisors] formed the Cash Proffer and Capital funding Committee at a public meeting in June to explore other options. The committee consisted of members from all walks of life with one member being appointed from each district, two at large, two from the Planning Commission and two supervisors. Only three members had any direct relation to the residential building or development community. Beginning in July, the committee held eight public meetings in which they educated themselves and explored alternatives to proffers and funding approaches. These meetings were well attended by members, staff and several citizens. As the meetings progressed, the members found themselves in full agreement on all issues except one. That was regarding the amount of funding that would need to be identified to replace proffer funding if proffers were to be deleted or reduced. The majority of the members felt that they needed to identify funding to replace the funds currently resulting from proffers (approximately $1.3 million). The minority felt that alternative funding should equal staff projected revenues of $10 million if the cash proffer policy were to be revoked. This disagreement resulted in the committee reporting back to the Board of Supervisors with a recommendation endorsed by a 7 to 4 vote. Board of Supervisors members did not
participate in the vote. The committee brought its recommendation to eliminate the cash proffer policy and to implement an annual vehicle licensing fee of $10 per vehicle to the Board of Supervisors, in a public meeting, on Nov. 14. Dissenting members also provided their thoughts to the Board of Supervisors in a separate communication. The Board of Supervisors listened to both sides of the issue and all agreed with the minority opinion that additional funding resources needed to be provided. The additional funding identified turned out to be the very funding that the citizens of Hanover approved in bond referendums several years ago when they chose to issue them for capital improvement projects with the knowledge that their property tax rate would increase around 10 cents to cover the additional debt service. This resulted in the current 81 cents per $100 tax rate. The Board of Supervisors recognized that the funds approved by the citizens were specifically approved for bonding capital improvement projects. It was noted that the funds required to retire those bonds would be decreasing over the next 20 years and that the difference between current debt reduction spending and decreasing debt service costs could be captured and reserved in a fund dedicated for future capital improvements. By reserving these funds in the new Reserve for Capital Improvement Projects fund, the Board of Supervisors respected the integrity and intent of the previous bond votes by Hanover’s citizens. The funds reserved in this manner will exceed an annual average of $9,000,000 and is within $1,000,000 of the staff
estimated requirements of $10,000,000 even if the $10 auto licensing fee is not approved. In addition, these funds can be used for any critical capital funding project, whereas proffers were restricted to uses addressing increased capacity issues only. This approach assures funding for future infrastructure needs without the need of proffers, it does not touch operational funding of schools or other departments, it requires no increase in tax rates and it improves the very basis of our AAA bond rating. It is simply the right thing to do and a win-win situation for all Hanover citizens. W. Canova Peterson Mechanicsville
Voluntary Cash Proffers I would like to comment on the recent decision by the Hanover County Board of Supervisors to eliminate the Voluntary Cash Proffer Policy and the negative letters and editorials that have appeared in the local paper. It would seem that fact has given way to misleading interpretation. This action by the Board of Supervisors is a good thing for county residents, not a bad thing. I have watched this unfold as a concerned citizen from South Anna District. All eight Proffer Committee meetings – for a total of 16 hours – were open to the public. The report of the Proffer Committee was presented at a Board of Supervisors meeting in November, posted on the county website, and reported in the media. received input from hundreds of citizens pertaining to this issue. It was not until then it was considered by the Board of Supervisors for action in accordance with procedure at its November meeting. There was no sudden rush. While I respect the opinions of others and commend someone taking the time to write a letter, it also is important to remember that the merits of an action aren’t determined by tallying letters or editorials. Our elected supervisors are offering leadership in these difficult financial times to guide the county. I wanted to share some facts about the Voluntary Cash Proffers that offer background as to why they were eliminated. As in all things, time will tell if the change in the policy has produced the envisioned
results. In the meantime, I invite you to consider the following 10 points: 1) Cash proffers were paid by the home owner, not the developer, builder or land owner. This cost was included in the construction of the home and was a component of the building cost just the same as a roof or foundation. 2) Most home owners obtain a mortgage to buy their home. A 30-year mortgage, including a cash proffer of $19,503 will add plus or minus $9,000 interest in the life of the loan, now making the cost $28,503. This was an enormous burden to the home owner. 3) A senior home owner downsizing, moving into a smaller new home, condo or townhome would pay a cash proffer on the unit even though they may have no children in schools (these proffers were negotiated in a few cases).

4) A family living in another county with three children in school decides to buy the existing senior’s home because they need more space. They paid no cash proffers. Their three children will impact Hanover schools. 5) A home that cost $500,000 paid the same proffer as a condo that cost $200,000. 6) Cash proffers were not part of the General Funds, they were put in a separate fund with restrictions enforced by state legislation as to how they could be spent. 7) Cash proffers increased assessments on existing nonproffered homes due to assessments on proffered homes. 8) Cash proffers are statelegislated as “voluntary.” 9) Cash proffers are different from general proffers. General proffers are negotiated with the applicant and the county planning department to reduce the burden a development may impose on the community and may include land donations for infrastructure as well as voluntary cash donations. 10) The Town of Ashland, as a separate locality, does not participate in the county’s voluntary cash proffer program, which was designed to alleviate the impact of new citizens on the county’s infrastructure. Although town residents do not pay the county’s voluntary cash proffers on new construction, all town residents benefit from the county schools, libraries and fire and emergency services and parks and recreation. I try to live as God would have me to live, and, in return, He has truly blessed me, more than I can ever be blessed. He has been with me in good times and bad. Blessed me with a wonderful wife who has stood by me during 27 surgeries, good times and bad. No greater gift from God than a good Christian woman. They caught so much criticism from around the country that they moved to reinsert the words but needed a two-thirds majority to make the change. Many voiced their approval. But when he asked all opposed to say ‘no,’ I watched in horror and absolute disbelief at the deafening roar as delegates rejected including any mention of God’s name. After the mayor called for two more votes, each with the same results, opponents shouted in protest as the mayor wielded his gavel and declared it approved.” We need leaders who believe in the sanctity of life, and who defend and fight for God’s definition of marriage between one man and a woman. ATKINS, Sandy Lynn, 44, of Mechanicsville, went to be with the Lord on December 25, 2012. She was preceded in death by her father, Charles Atkins III. She is survived by her mother, Janice Snead, and stepfather, Cecil; her son, Justin Atkins; and his father, John Duesing; a twin daughter and son, Angela and Anthony Montalbano, and their father, Joseph; two sisters, Wendy Sawyer (Bill) and Cindy Wright (Robert); two brothers, Charles Atkins and Robert Atkins (Lee); and numerous nieces, nephews and friends. Her children were the loves of her life. Sandy was employed since 2003 at the Woodfin Oil Company. Sandy loved life and lived it to the fullest. A memorial service was held on December 29 at the Mechanicsville Chapel of the Bennett Funeral Home, 8014 Lee-Davis Road.
CLANTON, James K., 65, of Glen Allen, formerly of Tappahannock, died Monday, December 24, 2012. He was the owner and operator of Plastic Lumber Specialties, Inc., located on Brook Road in Glen Allen. For many years, Mr. Clanton was active in the banking business. He was a former vice president of Bank of Essex in Tappahannock, and later served as branch manager and loan officer for Dominion Bank, Heritage Savings and Loan and Pioneer Mortgage. James was preceded in death by his wife, Carolyn Downer Clanton; and his parents, Jesse Roland and Edith Rogers Clanton. He is survived by his three daughters, Christian Clanton McCord of Ventura, Calif., and Emily and Mary Clanton, both of Richmond; two grandchildren, Lily and Noah McCord. Benjamin Simpkins Simpkins, Benjamin Temple “Ben”, 91, of Mechanicsville, passed away peacefully on December 20, 2012, to be united with his Heavenly Father and reunited with his beloved wife, “Sweetsie”. He is survived by his devoted daughters, Betty Funai (Eddie), JoAnn Simpkins, and Sandra Snead; his loyal brother, Joseph (Gracie); grandchildren, Eddie Funai, Tina Brock, Kim Yauger, and Benjamin Snead; five great-grandchildren; one greatgreat-grandchild; many nieces and nephews; and “Champ”. Ben was a proud WWII Navy Veteran and was dedicated to the VFW and Lions Club. He was well known in and loved Hanover County. He lived a fulfilling life spending time with his family. Charlie Woods possessed an enthusiasm for life that will live on in all those who love him. In addition to his sons, Charlie is survived by his brother, Robert Woods, of Florida; and a daughter-in-law, Caitlin Woods (Nathan), of California. Charlie’s presence will be dearly missed by countless friends, neighbors, and fellow parishioners. For nearly 30 years, Charlie enjoyed music, worship, and friendship as an active member of The Church of The Creator in Mechanicsville. Over stew pots, in Richmond, fly fishing at Shrine Mont retreat, and meals on his back porch, Charlie always has shared stories and laughter with hundreds of friends. His interests were many, making it natural for Charlie to

someone please take down those inane yellow signs that presume to be infomercials? As misinformed political sound byte notices, they only serve to demonstrate a complete misunderstanding of the truly critical challenges that face the country and face our leaders who have to make difficult decisions during these trying times. Otherwise, they also serve to demonstrate a complete lack of understanding of both domestic and foreign policy. One of my favorites was the veiled attempt to compare Watergate to the recent events in Benghazi. “No one died at Watergate . . .” A more accurate comparison would not be Watergate but Beirut, Lebanon, and the death of more than 200 of our Marines in an absolute failure of our foreign intelligence. Gee . . .who was our President then?! My second favorite is something to the effect of “U.S. Best Health Care in the World . . . past tense.” Well, doesn’t matter how good it is if you can’t afford it. I’d like to know just how may TEA Partiers actually write the monthly premium for their company employees and have experienced double digit increases for the past eight years and longer. The increase in health care costs simply is not sustainable. And, finally, my absolute favorite was the interview with the Tea Party congressman who says they “were not elected to raise taxes on anyone” in response to negotiation discussions. The impact of which would be an increase in taxes for everyone! What does “TEA” stand for again?? If the TEA Party wants to meet once a month at some disclosed location, go ahead and look out for the black helicopters that are watching your every move. Practice your myopic joint paranoia safely out of the view of normal people and our children. The election is over. It’s been demonstrated that y’all are com-
pletely out of touch with reality and looking for simple solutions to complex problems. Take the signs down and stop embarrassing yourself. (“Take the government out of our Medicare”?!) Let knowledgeable people try to come up with true solutions to the serious issues of the day. And, above all, stop wrapping yourself in the nation’s flag. If Republicans do note cede to his demands, Obama is willing to let everyone’s taxes go up and to cut $1 trillion from the budget, a disproportionate amount of which will come from defense. Were Obama sincerely interested in solving America’s fiscal dilemma, this would not be his stance. He continues to make campaign appearances claiming that these higher tax rates are needed to lower the U.S. deficit and cut the national debt. Nothing could be further from the truth. The amount of revenue collected by the Internal Revenue Service as a result of such a tax rate increase would fund U.S. federal spending for less than nine days.

Tax relief available for elderly and disabled Hanover County makes real estate tax relief available for residents who are elderly or permanently disabled and who have a net worth of $200,000 or less. The application period for the upcoming year begins Jan. 15. You must apply by March 1 for the relief to be applied to the tax bills sent out later this spring and due (first half) on June 5. Applicants must be 65 years old or permanently disabled and must own or partially own the property and have lived in it on Dec. 31. If the applicant is in a hospital or extended care facility, he or she may still qualify as long as the house is not rented or leased. The $200,000 net worth figure does not include the value of the house and
up to 10 acres around it. The home’s owners can have a combined gross annual income of up to $50,000 and still qualify. The income of relatives living in the home is counted except for the first $10,000 of the relative’s income, which is exempted. If an applicant qualifies for 100 percent tax relief, they pay no real property taxes on that qualified parcel. About 1,550 households currently participate in Hanover County’s tax relief for the elderly and disabled program. The average tax savings is about $956 for those households; about 40 percent of the participating households pay no county real estate tax at all as a result of the program. Because of this program, qualifying
Hanover County residents had their real estate taxes reduced by about $1.5 million last year. Disabled applicants must provide certification of disability. This can be a statement from the Social Security Administration, a statement from the Veterans Administration, a statement from the Railroad Retirement Board or a sworn affidavit from two (2) medical doctors. Once an application is on file, only an affidavit is needed for the following two (2) years, unless there is a significant change in income or net worth. A new application is necessary only every third year. All information on the application is confidential and is not open to public inspection.
Remember, applicants must sign up by March 1 for the relief to be applied to the real estate tax bills that will be sent out later this spring and which are due (first half) on June 5. “This is a great program designed to help those taxpayers who most need the help,” said Scott Harris, Hanover’s Commissioner of the Revenue. “We invite all residents who think they might qualify to call our office.” To apply, call the Commissioner of the Revenue at 804-365-6128. The Government Finance Officers Association of the United States and Canada (GFOA)hasrecognizedHanover County with a Distinguished Budget Presentation Award for its Fiscal Year 2011 budget. Hanover County has received this prestigious award each fiscal year since 1990 (23 consecutive years) “The award represents a significant achievement,” according to the GFOA. “It reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting.” In order to receive the award, the county had to satisfy national recognized guidelines for effective budget presentation.

Crisis assistance for heating equipment repairs offered The Hanover County Department of Social Services is accepting applications for heating equipment repairs through its Crisis Assistance Program. In order to receive Crisis Assistance, a heating emergency must exist. A “heating emergency” could
include lack of heat, imminent cut-off of utilities and inoperable or unsafe heating equipment. Crisis Assistance can include: ● Repair of heating equipment, and/or purchase of supplemental heating equipment or maintenance. ● Payment of utility security

Rabies clinic set Jan. 19 at East Hanover Rescue Squad All dogs and cats (including socalled “barn cats”) are required by law to be vaccinated for rabies at four months of age. You also must have tags and a valid license proving the vaccination. Hanover Animal Control makes it easy for people to get their pets vaccinated by holding rabies vaccination clinics throughout the fall and winter. Vaccines will be administered at a cost of $7 per dog or cat, less than you would pay normally when taking your pet to the veterinarian for a shot.
All clinics are from 9 a.m. to noon. They will be held at: ☞ Saturday, Jan. 19, at the East Hanover Rescue Squad at 8105 Walnut Grove Road in Mechanicsville. ☞ Saturday, Feb. 16, at the Montpelier Center for Arts and Education at 17205 Mountain Road in Montpelier. At each of these clinics, the veterinarian will administer the shots to the pet at your vehicle without you having to bring the animal inside. The vaccination is good for up to
three years unless the pet has never had a rabies vaccination before, in which case it is good for one year. Rabies continues to be a significant public health concern in Hanover County. This year, there have been 12 reported positive rabies cases in Hanover, including two incidents involving domestic cats. Other infected animals have included raccoons, skunks and a fox. The incidents have occurred throughout the county, in both subur-
ban and rural areas. The 12 incidences of rabies in Hanover so far this year is the fourth highest in the Commonwealth of Virginia. In the last three years, there have been 49 confirmed cases of animal rabies in the county, and a number of people have had to get expensive rabies shots after being exposed, largely to rabid cats. If you see any animal that is acting strangely or appears sick, report it immediately to Hanover County Animal Control.

Top sports stories of 2012 LaHaye’s 500th win and Legion perfect record mark top stories By Charlie Leffler cleffler@mechlocal.com It was a history making year for sports in Hanover County in 2012. The year was marked by record setting achievements and championships nearly won. It was a year of triumph, tragedy and heroism both on and off the field of athletic competition. As with any year there were highs and lows, trophies and losses, but overall it was a year that will not soon be forgotten. It is a virtual toss-up between the top two stories of the year. Both were history-making, record-setting moments in Hanover County sports. On January 13, 2012 RandolphMacon women’s head basketball coach Carroll LaHaye picked up the 500th win of her illustrious career when the Yellow Jackets defeated Roanoke 8270 in Crenshaw Gymnasium. With the win, LaHaye became just the 15th coach in Division III history to reach the 500 victory plateau and ranked her 12th among active D-III coaches. LaHaye also ranks in the Top-50 in wins among all NCAA women’s basketball coaches. However, the milestone was also marked by the difficulty of its achievement. Therefore LaHaye will always remember the moment for the honor of the recognition but also for the burden felt by her players to accomplish the mark for their beloved coach. LaHaye entered the season needing only six victories to reach 500 but it took Randolph-Macon 13 games to
achieve the feat. The weight of reaching the milestone was further emphasized compared to the team’s success afterward. After starting the season 6-7, R-MC went 8-5 after LaHaye’s 500th win. Because of that, it became a bittersweet moment for LaHaye. “That’s when it really hit me and became a sad moment,” she said prior to this season. “I thought they hid it pretty well in the beginning of the season. We coaches thought, ‘What’s going on? Just have fun, relax, let the game come to you,’ but they were not able to do that.
“I felt bad,” LaHaye said. “I felt truly sad for our team last year because they felt the pressure. I’m sorry that they had to experience that because it really was unnecessary. It didn’t have anything to do with them. They should have just been able to play the game, enjoy the game and if the victory came and it tallied to the percentage, fine.” Tying LaHaye for top story of the year was the remarkable performance of the Mechanicsville Post 175 baseball team. Post 175 regularly fields a highly competitive team but has never put together a championship squad that
could claim the District 11 title. Post 175 far exceeded that mark in 2012 becoming the first American Legion team in 38 years to finish the regular season without a loss. Mechanicsville faced few obstacles on the path to the history making mark out-scoring their opponents by a whopping 214-30. The team evenly composed to players for Hanover, Lee-Davis and Atlee, continued on undefeated and won their first District 11 title then advanced to the state tournament for the first time. “Coming into this season I knew
we had a great team,” shortstop Andrew Knizner said after the district championship. “Great players, great coaches, great fan support and great Legionnaires. We had big expectations and we certainly lived up to them.” Post 175 did not suffer their first loss of the season until the second round of the Virginia State championship. The loss dropped the team to the loser’s bracket where their season ended two games later. Though they did not accomplish their ultimate goal of a state title, they will go down as one of the best teams in Virgina Legion baseball history.

On Sept. 21, 2012, the Virginia High School League approved a new classification for the 313 public schools in the state. The plan, which was introduced in January, divided schools into six classifications based on enrollment. The realignment signaled the end of former regional divisions including the Central Region Championships, which will cease to exist at the end of the 2012-13 school year. Furthermore, the reclassification would nullify district championship tournaments, which would no longer to provide automatic qualifiers for the next level of playoffs in lieu of new conference championship arrangements. In mid-December the VHSL finalized reclassification plans placing Atlee, Lee-Davis, Henrico, Highland Springs, Deep Run, Douglas Freeman, Mills Godwin and Hermitage in Division 5A South, Conference 11. Matoaca, Meadowbrook, Prince George, L.C. Bird and Manchester will be members of 5A South, Conference 12. Patrick Henry will become a part of Division 5A North in Conference 16 grouped with Albemarle, Orange and Halifax. Starting in the fall of 2013, Hanover will be a member of Division 4A South, Conference 20 along with Dinwiddie, J.R. Tucker, Midlothian, Monacan and Glen Allen. Other notables in 4A North are Phoebus in Conference 18 and Powhatan in Conference 19. Armstrong, Petersburg, Hopewell, Thomas Jefferson, John Marshall, Huguenot and George Wythe will be members of 3A East, Conference 27 while King William and Maggie Walker join Arcadia, Nandua, Windsor and Bruton in 2A East, Conference 33. Goochland and Amelia are also a members of 2A East in Conference 34.

On the diamond, no one produced better results in 2012 than the Hanover County Little League All-Star teams. The Mechanicsville Majors softball team, 9-10 baseball, Seniors baseball and Atlee Majors baseball teams all claimed District V championships. But the winning didn’t stop there. The Mechanicsville seniors baseball squad advanced to the state quarterfinals before seeing their season end. The Atlee Majors reached the state championship to play in one of the best title games in Virginia before falling to Great Falls 4-3 in two extra innings. It appeared the Mechanicsville 9-10 baseball team repeatedly found their backs against the wall but they also discovered the resiliency to bounce back and win. The 9-10 squad battled back out of the loser’s bracket to claim both the District V and Virginia state championships. Traveling to West Virginia for the Tournament of State Champions, Mechanicsville followed a similar path before falling in an extra inning semifinal game to South Carolina. Yet, the most impressive performance was displayed by the Mechanicsville Majors softball team. Mechanicsville breezed through the District V and Virginia state tournaments and entered Southeast Regional play on a 10-game winning streak, most of which were decided by the slaughter rule. During that stretch, Mechanicsville out-scored their opponents 125-6. In Southeast Regional play, Mechanicsville out-scored their first opponents 49-2 but suffered from as the result of one off game when it cost them the most. Having cruised to the elimination round, Mechanicsville gave up seven runs to North Carolina and their season ended with a single loss.

The ground game was king for local high school football teams in 2012 as area squads displayed unmatched success running the ball. Five local football players combined for an astounding 8,230 rushing yards over the course of the season. After missing his junior season to injury, Atlee’s Morris Jackson took everyone by storm in his final year of high school football. Jackson blew out of the gates against Patrick Henry amassing a daunting 311 rushing yards while scoring 42 points on seven touchdowns. Morris did not slow down until the Raiders’ season came to an end in November. By then he had rolled up a Central Region leading 2,027 rushing yards on 261 carries. In nine games Jackson averaged 7.8 yards per carry and 225.2 yards per game. Jackson also led the region in scoring with 204 points. But Jackson was only the tip of the iceberg. Lee-Davis’ Chris Simpson was not for behind. Where Jackson was a speedy slasher, Simpson was a grind it out runner who rolled up 1,968 rushing yards in 11 games, second highest in the Central Region. In 13 games, Hanover’s Lawrence ‘LJ’ Jones ran for 1,584 yards despite playing in a talented and diverse offense. Two senior quarterbacks also join the list for their incredible contributions to the game in 2012. In his final season at King William, quarterback Freeman McPhearson ran for 1,470 yards on 173 touches for an average of 8.4 yards per carry. Through 10 games, Hanover quarterback Sam Rogers had run for 732 yards. In his final three playoff games, Rogers was on path to match that mark carrying the ball for an addition 449 yards to finish the season with 1,181.
After falling in the state semifinals in two consecutive seasons, the Atlee girls’ volleyball team reached the state championship match in 2012. It was a bittersweet evening as the Raiders led two-time defending state champion Kellam 2-1 and found themselves one point away from claiming the state title. However, Atlee was without the services of Kayliegh Moody, who was lost to injury earlier in the match, and her absence in the middle was missed. Kellam’s state championship experience paid off down the stretch and they rallied on defense leading to the Knights’ 20-25, 25-19, 21-25, 2624, 15-2 victory and state championship. “We had them in that fourth set,” Atlee head coach Curtis Carpenter said. “We just couldn’t finish it.” Senior Hailey Brooks finished with 18 kills, 12 digs, eight aces and 17 assists. Teammate Karlie Suber had 15 digs and 12 kills and felt it was still a unforgettable experience. “Not many people can say they made it to the state championship game,” Suber said. “I can say I went to states and finished third twice and second. Not many people can say that. All in all, I don’t think I’m going to say ‘I have a state ring on my finger’, I’m going to say ‘we had a great season and I made some great friends.’” In mid December, Brooks who finished her senior season with 431 assists, 260 kills, 187 digs, 177 service aces, 22 blocks and a .525 kill percentage, was named the 2012 Gatorade Virginia Player of the Year. She also set a state record mark with 581 career service aces. Brooks became the second Hanover County volleyball player to win the award in the past four years. In 2008-09, Hanover’s Kristen Carpenter was also named Gatorade Player of the Year.

It was a stellar year for softball in Hanover County throughout 2012. Though highlighted by the Mechanicsville Majors softball run to the Southeast Regional, local high school teams also set a mark for excellence. County teams Patrick Henry, Atlee and Lee-Davis joined Cosby in the Central Region tournament while Hanover proved they were just as worthy of the feat. Over the course of the season, the Hawks were the only squad to defeat every team that reached the Central Region semifinals. Patrick Henry reached the region championship game but fell to Cosby 3-2. However, one week later the Patriots would get a rematch on a much bigger stage. Advancing through the state tournament, Patrick Henry reached the title game to find Cosby once again as their opponent. It was the third consecutive year and the fifth time in the past seven years that a Hanover County team had reached the state championship game; Lee-Davis (2010 & 2011). Hanover (2007& 2008). In one of the best state championship games ever played, Patrick Henry rallied from a 0-2 deficit to tie the game in the top of the sixth inning. The two teams battled through 10 innings before Cosby eked out the win 3-2. Nearby King William also turned in a stellar season on the softball field. The Cavaliers rolled out to a 22-0 start and did not stop until they reached the state semifinals in Salem. After giving up only six runs over the course of the year, King William surrendered four runs in a single inning to Eastside and found themselves trailing 5-0 in the sixth. The Cavaliers answered with a single run in the seventh but it was too little, too late as their season ended in their first loss.
In 2012, the senior class of the Hanover football team ended their careers as one of the best to ever hit the field. Sam Rogers, Mike Holland, Usman Mahmood, Lawrence “LJ” Jones, Clay Sorah, Andrew Knizner, Donte’ Haynesworth, Mason ‘Buzzsaw’ Bazala, Ian Ragland, Matt Duke, Dylan Jackson, David Cryster, Austin Hartness, Rene Arechiga, Maitland Wright, Stu Mains, Josh Hutto, Daniel Fogleman and Earl Ross gave every ounce of their will and abilities to make Hanover a winner over their four years of high school football, etching a career mark of 39-12. In their four years, Hanover went 7-4 in playoff games and over the course of their high school careers, the Hawks seniors outscored their opponents 1704-678. The group’s resume included three Central Region Championships, an undefeated 2010 regular season and a 2010 Capital District Championship. “Every senior on our team this year had a major role,” said Hanover head coach Josh Just. “You just don’t see that with senior groups. They’re over 20 deep and they all had a role, that’s just outstanding. When I think of character I think of these guys. They didn’t build it (character). They had it. “We were blessed to have so many great players on this team,” Just said. “I’m just sad that’s it’s over. I wish I could tell you something else, but I’m sad that it’s over.” For Rogers, playing alongside this group of classmates was an unforgettable experience. “These guys had a huge impact on me,” he said. “Every day the preparation they put into it. The hard work each and every day throughout the summer, throughout workouts it’s incredible the amount of time they put into it and obviously great rewards come out of it.”
The Hanover Country sports community was filled with mixed emotions in January of 2012. The murder of Atlee high school sophomore Brett Wells during a drug deal gone bacd became a further tragedy when Atlee senior basketball player Kevin Drayton Jr. became one of three young men charged in the crime. After a two-day trial in late October Drayton, Da’von Byars and Xavia Highsmith were convicted of first-degree felony murder in commission with an attempted robbery. They were also charged with conspiracy to rob, two weapons charges and aggravated malicious wounding. Sentencing is scheduled for Feb. 25, 2013. It was only a few days after the murder when the Hanover County sports community was reminded tragedy can also bring an uplifting outcome. A late night house fire on the campus of Hampden-Sydney College involved former Hanover football standouts and longtime friends Kirk Rohle and Benjamin Rogers. Rohle safely escaped the burning building, but fearing Rogers was still trapped inside, he ran back into the flames. Unknown to Rohle, Rogers had made his way safely out of the house. As the flames continued to consume the building, Rohle found himself trapped by burning debris and eventually escaped through a window. Rohle was flown to the hospital listed in critical condition after suffering burns on his face, back, hands and feet. After months of rehab, Rohle graduated and started his post college career. For his act of heroism, Rohle will be honored Jan. 18, 2013 with the NCAA’s Award of Valor as part of the annual NCAA Honors Celebration during the 2013 NCAA Convention in Grapevine, Texas.
The Lee-Davis girls’ basketball team earned the final slot in the Top-10 for their performance in 2012, not for how far they went but for how far the came. For immeasurable years, the Confederate basketball team was among the perennial bottomrunners of the Capital District. During their freshman year at Lee-Davis, seniors Trina Gardner and Logan Bryan were part of a team that won two games. In 2012, the Confederates won 13 regular season games to finish third in the Capital District race. “We went from two games up to 13 and it’s a tremendous change,” Gardner said. “Started out as a freshman and built it up to my senior year, actually being third in the district, that’s a huge, huge change.” For Bryan, the turn around did not come as a surprise. “I knew all the girls coming up (Stonewall Jackson Middle School) had great chemistry,” Bryan said. “It would take a couple of years, but by my senior year we would have great chemistry and be able to pull out the winning season.” Casey Price joined Gardner and Bryan during her sophomore year but she was well aware of the basketball team’s past. “It’s amazing,” she said. “I wasn’t a part of it but they talk about it and it’s definitely a driving force to come from that low to up here is a good feeling.” Though guaranteed a winning record for the first time in ages, Lee-Davis was not satisfied. In the Capital District Tournament, they defeated Henrico 60-54 to earn the team’s first trip to regoinals and a slot in the top 10 sports stories of the year. Lee-Davis finished the season with a 14-10 record including 9-5 in Capital District play, claiming wins over both rivals Hanover and Atlee.
