Cash proffer policy stirs new debate

Budget plan: real estate tax intact

By Jim Ridolphi for The Mechanicsville Local Less than three months after eliminating Hanover County’s cash proffer policy, the Board of Supervisors deferred action on a measure that would have reinstated some of those levies targeted for road improvements. The proposal, that establishes baseline figures for cash proffer guidance, cleared the board’s Community Development Committee by a 2-1 vote, but found the going much tougher in front of the full panel. Public Works director Michael Flagg and Planning director David Maloney presented the Business and Residential Development Road Improvements Transportation Policy that, in essence, restores proffers on some residential development in the county. For developments with less than 50 lots, that cash proffer see PROFFER, pg. 18 `

County Administrator Cecil R. “Rhu” Harris Jr. presented the Hanover County Board of Supervisors with a budget proposal of $372.6 million during the Feb. 27 meeting.

County Administrator Cecil R. “Rhu” Harris Jr. presented a $372.6 million budget that contained few surprises last Wednesday to the Hanover County Board of Supervisors. The proposed budget maintains the county’s 81 cents per $100 of assessed value real estate rate, but features slight raises in county water and sewer charges and represents an overall increase of $1.3 million over last year’s budget. The General Fund bud-

get is actually decreased by 0.2 percent. The increases in county water rates are estimated to add about $2 to each bill, and sewer rates are projected to increase each bill by about $.75. The board will consider the budget proposal during a series of departmental presentations leading up to an April 3 public hearing date. Following the public hearing, supervisors are scheduled to adopt the 2013-2014 plan during see BUDGET, pg. 24 `

Six-year-old Jacelyn Shaffer of Mechanicsville went from store to store, inviting each to partner with her in giving back to the community by donating food to Hanover Safe Place. Her father, Kurt Shaffer, said she walked away with more than 60 boxes of cereal, a great sense of pride and satisfaction that she will be helping lots of families in need. Hanover Safe Place is a nonprofit organization that is committed to promoting freedom from Domestic Violence and Sexual Assault. “As parents, we greatly appreciate the values that Girl Scouts is instilling in Jacelyn at such an early age,” Kurt and his wife Jenny said. “These are life lessons that build her character and strengthen our community. We are thankful for her Girl Scout troop leaders Kelly Pace and Sandy Fisher for volunteering their time for such a worthy cause. Our gratitude also extends out to all the local stores that donated, but especially to assistant manager Shane Goins of the Mechanicsville Walmart.

Stand up and be proud of your country

| Reader Views

Are you patriotic? Most will automatically respond “Yes.” And, one would hope they are being honest in that assessment. On Feb. 23, this writer who will readily admit to still being a kid at heart (it’s that Peter Pan never grow up mentality) went to the circus. Yes, surrounded by children of varying ages and their parents, I was in the front row and excited about what was to take place. It was an awe-inspiring moment when a noble horse entered into the Richmond Coliseum with the U.S. flag being carried by its rider. The ringmaster asked the crowd to join him in singing our National Anthem. OK, I can’t sing. Never claimed I could. Never will say I can. But, when I’m asked to join in on “The Star Spangled Banner,” the lyrics emerge. While the words are stirring and emotional, I will sing — albeit softly — to one of the most significant songs ever written. As the horse galloped around the ring, one couldn’t help but notice the number of people who, while standing, appeared motionless — even bored. Unbelievable! Worse yet, many failed to put their hand over their heart as we sang our nation’s beloved anthem. I don’t care what your politics or beliefs are. When “The Star Spangled Banner” is performed, you show respect. Acknowledging its relevance to our country is a given. This is a no excuses situation. Too often, the freedoms we enjoy and the sacrifices many have made throughout the years are taken for granted. With age, I suppose, comes the reality and true meaning of being patriotic. Here’s one American who will stand proud and sing. Feel free to join in and be thankful you have the opportunity and privilege. In other news, Del. John Cox, R-55, has opted not to seek re-election. Last Thursday, he talked about that decision and his plans for the future. We will detail his story in next week’s edition. We’ll stay tuned to the buzz about who wants that seat in the Virginia General Assembly. Things may get interesting as election time nears and the campaigning gets into full swing. Melody Kinser

Supporter urges Bolling to endorse GOP nominee Ever since Bill Bolling’s first state Senate campaign in 1995, I have worked in some way on all his campaigns in general elections, primaries, and conventions. In his 2005 campaign for lieutenant governor, he was regarded as well to the right. Fast forward just eight years and he is now seen as a moderate insider. Bill Bolling has not changed. I share the lieutenant governor’s frustration in the midstream change in nominating process. With the deck stacked against so much Bill Bolling, I was ready to help him defy the odds at the convention. I understand why he felt the need to drop out late last year. As one of his more consistent supporters, I encourage the lieutenant governor to abandon all talk of an independent bid for governor and to endorse the Republican nominee. Third-party bids always end badly for Republicans. Such a bid would divide the Republican Party to such a degree it could jeopardize the down-ballot statewide contests, even the Republican majority in the House of Delegates, and far beyond this cycle. If Ken Cuccinelli proves to be as disastrous as the lieutenant governor suspects, he should keep his powder dry this time, running in 2017 as the “I told you so” candidate. If he plays it smart, he will have the gratitude of Republicans everywhere regardless of this year’s outcome and I will be the first one to campaign for him once again. Even if Ken Cuccinelli is not the ideal candidate, making it easy for Terry McAuliffe is a ticket on the Titanic. Nat Atkins Mechanicsville

Treasurer accepts donations for the county’s coffers In the Feb. 20 issue of The Local, Christiane and Max Riederer wrote at great length to urge the Hanover County Board of Supervisors to raise real estate taxes “back to at least their pre-2006 level.” The Riederers hastened to add that they “were willing to pay the additional taxes” to see Hanover County Public Schools funding increased. It is an attitude that The Local assures me is shared by many here in the county. As the parent of a child entering the Hanover County Public Schools myself, it saddens me to learn that the Riederers — and anyone else in Hanover County who feels

that they currently keep too much of what they earn — are laboring under the misapprehension that they must wait for a summons from the Board of Supervisors to turn over more of their wealth. For those of you apparently untouched by the economic contractions of the past five years, and who are itching to pay whatever bill our unelected and unaccountable Hanover County School Board wishes to submit, I have good news: nothing is stopping you. According to T. Scott Harris, Hanover County Commissioner of the Revenue, the county is allowed to accept voluntary contributions to its coffers. One simply makes out a personal check to “Hanover County Treasurer” and writes “donation” on the memo line. Now, since I know those clamoring for property tax hikes will want to be the first in line to volunteer, here is the address: M. Scott Miller, Hanover County Treasurer, P.O. Box 200, Hanover, VA 23069. And as those same people are all-too-comfortable with getting their hands on other people’s property, they are welcome to use my pen. Joseph Pierro Mechanicsville

The Center for Creative Development Inc. presented “The Meeting by Jeff Stetson at Hanover High School on Feb. 23. In 1987, playwright Stetson penned “The Meeting, which imagines what would have happened if Dr. Martin Luther King Jr. and Malcolm X had met to discuss the issues of their day. “I think King and Malcolm realized that they needed each other and this play is a way to educate the public to both sides of the coin, Tony Cosby said. For the past six years, Cosby has been performing in productions of “The Meeting and he has been re-enacting King’s speeches for more than 30 years. The performance also featured Toney Cobb as Malcolm X and Ted Moody as Malcolm’s bodyguard. St. Elizabeth’s Gospel Choir entertained the audience prior to the one-act play.

The Hanover Humane Society is trying to find homes for this dog and cat. Boots is a male border collie mix born in 2007. Hanover Humane took him in from another local shelter in February. He is energetic and friendly. He is good with other dogs and very friendly to people. The fee to adopt Boots is $150. He is neutered and up-to-date on all his vaccinations (DHLPP, Bordetella and Rabies). Boots is on heartworm preventative and has bee microchipped. He comes with a month of free pet health insurance. Marco is a young male tabby, who is spunky, fun and affectionate. He was born in March 2011. He has been in a loving foster home and enjoys the company of other feline friends. Marco has an assertive play style. He likes to chase, ambush and wrestle and needs a confident friend who enjoys doing the same. He would probably do okay with a nice, friendly dog, as well as older children. He just moved to the adoption center at PetSmart’s Virginia Center Commons location so people can see his handsome face and hopefully give him a chance at a loving, forever home. Marco has been thoroughly tested and vaccinated. He is neutered and microchipped. The fee to adopt him is $85. Anyone interested in Boots or Marco may e-mail info@hanoverhumanesociety. org or call the kennel at 804-798-8248 to arrange a visit. The kennel is located at 12190 Washington Highway in Ashland.

Church team ministers in poor Jamaican areas

W

hen Pastor Ed Vinson from Hanover Evangelical Friends Church was approached to lead two pastors’ training schools near Montego Bay, Jamaica, he said he could hardly refuse the opportunity to serve and equip in that way.

Vinson, Linda Cumby, Bob and Janice Bullock and Cathy Vinson headed to what would become an encouragement/compassion/pastors’ equipping school ministry week. Rest was limited for the five as they traveled to multiple areas per day, many remote areas of poverty. These

Bob and Janice Bullock, left and right, are shown speaking to the nun/ director of the hospice.

Though it had been years since Hanover Friends had sent a team to Jamaica, a few others quickly caught the vision for going and the plans grew. The team became five as Pastor

visits included two incredibly-impoverished elementary schools in which they delivered handmade dresses, t-shirts and shorts for the students, Teen Challenge, a hospice center mostly for Aids patients, a Christian

deaf school with dorms, along with churches. The pastors’ training drew leaders even outside of their denomination.

When they prepared to leave, it was with invitations for speaking engagements upon returning. Each team member was pulled in

his/her unique offers to serve the Lord Jesus. These ranged from engaging and teaching children through song and Bible story, equipping church leaders with the Scriptures’ Canon and identity of Jesus, drawing while stories told, organizing meals, handouts and supplies, lifting and reinforcing makeshift flipcharts and easels, even caring for neglected dogs. Hanover Evangelical Friends Church is planning a team to return for a VBS-Construction-Pastors’ School in July 2014. Two barrels for donations are being delivered to be filled with specific needs in the meantime. Information submitted by Cathy Vinson.

Relay For Life celebrating 19 years in Mechanisville Contributed Report news@mechlocal.com Relay For Life of Mechanicsville is celebrating 19 years. It was nearly 20 years ago that a small group of residents from Mechanicsville decided to get together to make a difference in their community: to raise funds and awareness to fight cancer by participating in the American Cancer Society’s Relay For Life. Relay For Life started in 1985

Limited time and quantity

with just one man and a quest: to raise money for research to find a cure for cancer. Dr. Gordy Klatt walked and ran for 24 hours on a track in Tacoma, Wash., raising $27,000 to help the American Cancer Society. Little did he know that first step would lead to an event that is held in more than 5,200 communities and in more than 20 counties with more than 4 million people participating each year.

So what does the money that Relay For Life raises really do? The most obvious thing Relay For Life does is to raise money to fund research to beat this non-discriminatory disease. As a result, the American Cancer Society provides more birthdays. But not only does the money go to support cancer research, it also supports those that are see RELAY, pg. 22 `

Veterans of Foreign Wars Battlefield Post 9808 in Mechanicsville recently ensured that firefighter/medic Rochelle Gerber and District Chief Steve Taylor were acknowledged for their service to the citizens of Hanover. Gerber was named an EMS (Emergency Medical Services) Provider of the Year and Taylor was named Firefighter of the Year. The VFW manages the Emergency Responder Awards Program annually and the ceremony and presentation is described as “a very tasteful and appropriate affair. Taylor and Gerber said they were honored for their great skills, their achievements and performance with Hanover Fire/EMS. Taylor’s long history and leadership role with Henry Volunteer Fire Company Station 6 was referenced. Gerber was commended for her “excellent patient care skills and her consistently great management of emergency calls. Shown are, photo at left, Gerber, left, with Mike Boehme, a VFW official, and, photo at right, Taylor earns honors from VFW Post 9808.

Where are lotto $$ for schools? This is my take on the “fees” to play sports and several other comments recently made about the Hanover County Public Schools budget. There are a lot of unemployed citizens right now, and they are not just in the “lower income levels!”

$99,339 year and teachers at $49,110 year average pay. That is almost $10,000 year more for principals and $2,000 to $3,000 year more for teachers than the counties that have a population two to four times more than Hanover. Hanover County has a population around 100,000 residents to Chesterfield’s 394,000 residents. Hanoverians pay more not just to school employees but the county administrators. Hanover County Attorney makes $249,387 year. Chesterfield’s County Attorney makes $ 196,043 year, Richmond’s City Attorney $180,000 and Henrico $211.181. Also, our county manager makes $238,100 year. Not to mention the perks and extras they receive. Why? Chesterfield and Henrico have almost four times more taxpayers and could pay more tax money than Hanover County. Instead the taxpayers in Hanover are paying more for the same services. Again, why? I am sure they are all qualified but a county of 100,000 residents should be paying a lot less. It’s apparent the Hanover County Board of Supervisors is not looking out for the best interests of their residents/taxpayers to authorize such large salaries. Upon reading the newspaper it appears that Hanover County Public Schools employees have nothing to complain about. They are the highest paid school employees in this region on average. As for the argument that you get what you pay for is not cutting any more. Just place an ad that the county is looking for a county attorney and/or a county administrator and I will bet you will get hundreds of applications of qualified people at a lot less money. As a Hanoverian, I don’t need a tax increase on my prop-

A lot of middle class people also hahe lost their jobs. The unemployment office expects you to use your precious gas to drive all over town going into offices to seek employment. Grocery prices have hiked up to an unbelievable level. Gas prices are soaring. How do you expect an unemployed person to afford gas to go job hunting, pay a mortgage, pay bills, pay car payments and insurance, buy groceries and, oh, by the way, we are now going to charge you to let your student participate in sports! What happened to the lottery money that is supposed to be allocated to the schools? When I was in school, our teachers taught six classes of 25 to 30 students per class. There was never an issue of classroom overcrowding. There was discipline in the classroom as well as in the entire curriculum day at the school. The teachers taught respect from the students. Somehow the school systems in that era managed to control the budget without putting the burden on the parents.

erty or any other tax scheme. The Board of Supervisors needs to cut the county’s budget accordingly as pay checks are decreasing in the private sector due to ObamaCare and more federal and state taxes coming soon, not to mention gas and groceries sky rocketing prices. Private sector employees might get a small percent salary increase if any at all. The last thing Hanover taxpayers need is a tax increase from their elected officials, the stewards of our tax money. It is evident that the taxpayers in Hanover County are over-taxed to be able to pay such outrages salaries. We need a serious tax cut on property taxes and cuts in other areas. Markham gets for life for killing estranged wife As he lay bleeding on the floor after murdering his estranged wife and leaving her boyfriend for dead in the closet where the two tried to hide from him, Ryan Markham urged police to “just let me die.” That was June 2, 2012. On Tuesday, Feb. 26, Markham stood before a packed courtroom of some 200 people, equally divided between his supporters and the loved ones of his victims. And he wept. Bending over at the waist and for a moment placing his head on the table

Harris berated Markham for apologizing to virtually everyone but the woman he killed, for disregarding the law by violating the protective order his wife had obtained against him, and for a killing so premeditated that he had told a waitress earlier in the day to watch the news because of the mayhem he was about to cause. Sentencing guidelines ranged from a low of just more than 25 years to a high of just more than 42 years. But Harris said the crimes called for a severe departure. Markham pleaded guilty to murder, aggravated malicious wounding

in front of him, Markham begged family members to care for his two sons, apologized for having “fallen short” of his family’s hopes for him, expressed sorrow for the man in the front row whom he had shot six times, and celebrated his discovery of God’s grace. And turning to Hanover County Circuit Judge J. Overton Harris, Markham said: “Your honor, I’m nothing but a man. I’m far from perfect. I deserve to be severely punished.” Harris sentenced Markham, 33, to two life terms and an additional mandatory eight years for using a firearm.

Preservation Virginia will hold a community meeting at 7 p.m. Thursday, March 7, at St. Paul’s Episcopal Church at 8050 St. Paul’s Church Rd. in Hanover to talk about Scotchtown, Patrick Henry’s home. Organizers said Scotchtown, considered one of Preservation Virginia’s invaluable sites, needs public input to learn about the history and programs available. Residents are invited to come to the meeting and share ideas about how Henry’s home can elevate awareness of the region’s history, develop new partner-

ships, and tell the story of preservation in Hanover County. Anne Geddy Cross, president of Preservation Virginia, said, “We are looking forward to new ideas as we continue to preserve, promote and interpret this national treasure.” She said she has been receiving calls from concerned citizens asking if Scotchtown is closing or being sold. “This is absolutely not true. We want to engage more of the public from all over the county with Scotchtown and are looking for new ideas for programming and partnerships, etc.” Geddy Cross said they chose to conduct the meeting

in Hanover “in hopes of having people from all parts attend the meeting.” Scotchtown is best known as the home of Patrick Henry during the tumultuous years leading up to the American Revolution. It was at Scotchtown that he formulated the ideas of his famous “Liberty or Death” speech and it was from the house that he rode to St. John’s Church in Richmond on March 23, 1775, to deliver it. Scotchtown was built around 1720 by Charles Chiswell. It was acquired by Preservation Virginia in 1958. The house has been restored to its appearance during Patrick

Henry’s life and is open for tours seasonally. Visitors can explore the grounds, listen to a cell phone tour, enjoy the birding trail, shop in the museum store, or participate in one of the site’s many hands-on classes and special events. Preservation Virginia, a private nonprofit organization and statewide historic preservation leader founded in 1889, is dedicated to perpetuating and revitalizing Virginia’s cultural, architectural and historic heritage. said tonight, the $2,300 is a number that we all know, and we all realize that’s our base rate per house. With that in mind, I can’t see the need to have a cash proffer policy when we just finished saying we are going to evaluate each one individually,” Hazzard said. County Attorney Sterling Rives said a policy was necessary for several reasons, not the least being the legality of defending a set policy as opposed to an ad hoc process. Beaverdam representative Aubrey Stanley said he suggested not gutting the proffer policy entirely back in November, and was open to a re-examination. He acknowledged the county’s previous proffer policy was over-expanded at its $19,000-

plus price tag. “At the time, I was hoping we could go halfway, leaving some for schools and some for transportation. I was concerned at the time about the road proffers I’d made in my district,” Stanley said. “I thought this (the policy) was moving forward.” Rives said a policy was necessary for several reasons, not the least being the legality of defending a set policy as opposed to an ad hoc process. Maloney said the policy is designed to make the assessments more equitable, and, in most cases, reduce the road portions proffer. “Through this policy, we’re not looking at increasing anybody’s proffer. Flagg said the policy is only a “starting point” and it establishes a set of guidelines for developers. Board vice chair Sean Davis chaired the committee and said the policy was “commonsense collaborative guideline.” “It’s not perfect and not exactly what I envisioned,” Davis said, adding that the measure would “expedite the process and let people know where they landed.” Hazzard, also a member of the committee, said the flexibility in the base number exemplifies his belief that no cash proffer policy is necessary. “Based on just what you’ve

Kaitlyn Sorensen received the Silver Award, the highest award a Girl Scout Cadette can earn, on Jan. 31. Her achievement was celebrated by Troop 280 and friends at Gather and Glaze in Mechanicsville. Kaitlyn’s project was to increase awareness of the need for books for low-income children in the Richmond metropolitan area and to provide donations to support this need to CMoR (Children’s Museum of Richmond). She led multiple badge and project discussion sessions in return for the opportunity to collect used books. Her own personal love of reading motivated her throughout this project where she was able to successfully collect and donate 2,075 books to the CMoR Book Bank. Kaitlyn is a seventh grader at Oak Knoll Middle School and her Girl Scout Troop is sponsored by the Fairfield Presbyterian Church.

“Prior to the recession, we were able to invest in our employees with competitive salaries and benefits, pay increases and educational assistance. Unfortunately, this proposed budget does not include any compensation increases for our employees but will reinstate the career development programs so that we can remain competitive with our peers and demonstrate to our employees the value we see in their professional growth.” Citing the delay in capital improvement projects for the past four years, Harris said it’s time for the county to draft a plan to address long-term technology and construction projects such as libraries, courts and

an April 10 meeting. Declining revenues for the fourth year in a row made balancing this year’s budget challenging, but Harris said economic indicators point to a recovering economy. The news regarding the tax rate was tempered by the fact the proposal contains no raises for county employees, including teachers, and no additional funds for the school system. The county administrator said that’s a trend he’d like to reverse, but tight budgetary restraints wouldn’t allow it. “Of course, It’s something I would have liked to do,” Harris said.

schools. Harris said the past four years of declining revenues also prompted cuts in county services, many of which he wants to restore. “While I would like to begin restoring selective levels of service, at our current tax rate we can only maintain what we have until our revenue growth is more significant and sustainable,” Harris said. Real estate revenues are down, while sales tax revenues show slight increases. The county’s five-year economic forecast indicates a slowly recovering economy, with a recovery for real estate expected in 2015. Working with less revenue has become standard operating procedure for county officials, and Harris said declining revenues would have required an 8 cents increase in the tax rate to accommodate the depleted funds. More than half of the county departments are showing decreases from last year, while increases at other departments are minimal. A large chunk of the increased spending is slated for public utilities upgrades required by federal regulations. A number of audience members, including Hanover County School Board members and Hanover County Public Schools administrators, did not have the opportunity to speak at the meeting since the budget was an agenda item. Chris Pace, a member of the leadership team at Friends of Hanover Schools, said he was disappointed with the tax rate proposal. “To have the public outcry that we had and not even to consider a tax rate increase is a disgrace,” he said following the board’s decision to advertise the

current tax rates for this year’s budget. Those pinning any hopes on a change in the tax rate occurring after their public hearing had those expectations dashed by the timetable. Harris said the county has traditionally adopted a tax rate by mid-April, and said the treasurer needs time to print and mail county assessment bills. Supervisors chairman Canova Peterson said the board could change the tax rate following a public hearing on April 3, if members were so inclined, but that seems unlikely with the time schedule. “Yes, but you run it into a big time restraint,” County Attorney Sterling Rives said. While a change downward in the rate requires no public hearing, an increase in the rate would require another public hearing. Rives said the budget must be approved by April 30. Chickahominy District supervisor Angela Kelly-Wiecek said the schedule did not allow time for any changes the board might suggest. “Tonight, we advertise the rate for going forward, and we can decide on rates that are less, but we cannot decide on rates that are more,” she said. “In previous years, haven’t we given ourselves a little room so that if we see something in the detailed presentations that disturbs us or causes us to pause that we have some room to move on that? Would that not also give our citizens greater ability to come forward and tell us what they think?” Contained in the proposal are funds to restore three unfunded positions in the Sheriff’s Office, but funding for the agency remained basically level.

School budget, proffers top Davis town hall meeting Contributed Report news@mechlocal.com Sean Davis, who serves as vice chairman of the Hanover County Board of Supervisors and represents the Henry District, recently updated many issues facing citizens in a town hall meeting. On Jan. 29, more than 175 residents attended the meeting at Rural Point Elementary School. “While we are the best county in the nation, we are certainly not immune to the effects of this prolonged economic downturn.” Davis said. A presentation on cash proffers was included in the session, with Davis saying he is one to take on tough issues and he wanted to clear the air on what

he called “a lot of bad information.” “We eliminated the current cash proffer policy. The system was so broken that it couldn’t be fixed. We directed the county administrator, the county attorney and the staff to bring us a plan to address the current levied cash proffers,” Davis said. “We are close to having a recommendation. This is the course that we charted on Nov. 29 and it is the course we are on now.” “We are taking a detailed and systematic approach to addressing this issue,” he added. Davis also gave a detailed explanation of the newly created Reserve Capital Improvement fund. “The creation of this fund allows us to address the capi-

relationship came after a three-year separation, financial difficulties, custody issues, the death of Sabrina Markham’s father, a foreclosed home, and Ryan Markham’s emotional problems as he struggled to make support payments and put in long

tal improvement needs without raising taxes on the citizens. It was simply a sound fiscal move.” He said school-related concerns also were addressed. Among those speaking about the matter were teachers, who said budget-related issues topped their concerns. “There is no doubt that we have the finest schools around and Lisa [his wife] and I thank you all for your service. This is a fact,” Davis continued. “Now, while I can’t look back and focus on the future at the same time, I do need to know how we have found ourselves with some of the issues that our students, teachers, parents and principals are facing,” he said. “Did we not focus on priorities

too far and the board asked staff to find a way to eliminate or renegotiate the cash proffers already in place in an expedited fashion. “What we have here does more than we asked for,” Peterson said. “This is dealing with setting up new proffers. I’m not going to put any lipstick on it. This is a cash proffer policy that you’re recommend-

ing to us tonight.” He acknowledged the proposal does provide the county with a means of working through those outstanding proffers and said he could support that portion of the proposal. “I have a real problem reinstituting a long-term cash proffer policy, which we all determined is not an appropriate way of raising funds from our com-

munity,” Peterson said. He expressed a concern that this policy could go the way of the old policy with increased levies each year, and said the idea of “government creep” caused him pause. Flagg said his department was trying to define a “universe” and establish baselines with the proposal. Chickahominy representa-

tive Angela Kelly-Wiecek also noted the need for a set of rules and said this proposal accomplished that goal. “I see this partially as a way to assist our staff and to offer them some measure of understanding and protection,” KellyWiecek said. Peterson said assuming proffers are the only way to raise revenues is misguided.

“There are many different ways to fund this that includes all of our citizens,” he said. “Then, why didn’t we raise the tax rate?” Kelly-Wiecek asked. “We’ve got to have an honest conversation.” That conversation will continue at the board’s March 13 meeting after Cold Harbor representative Elton Wade moved for a deferral.

aged 10 through 12. She made a note of the date to take a test online, then completed the 30 timed questions on a variety of subjects on Oct. 30. Two weeks later, she learned she’d been picked to audition in New York City with 21 other kids on Dec. 2.

“It’s very nerve-wracking,” Vessels said of the audition experience. At that level, potential contestants are judged not just on their smarts, but on their personality and screen presence. “You just hope that you can get picked, that you said the right thing, that you

had a good personality.” Vessels told them all about herself – her age, her interest in writing and art, her love of learning new words and her hope to eventually be a phenomenologist, or someone who studies unexplained phenomena in nature. At that audition, Vessels and the other hopefuls from across the eastern United States and Canada were told they’d hear back from the folks at Sony Pictures Television after Christmas. And then the waiting began. “Oh, it sort of nags at you

every day,” Vessels recalled. Throughout the long month she waited for the call, Vessels’ thoughts returned often to her hopes she’d be picked from the thousands of game show hopefuls who were waiting for the same call. When the phone rang on Jan. 4, Vessels saw “Sony Pictures Studio” on the caller ID. Her mom, Janeen, sent her out of the room while she talked to the game show representatives. When Xan returned, she got the good news. “I sort of freaked out a little,” Vessels said, laughing. Vessels and the 15 other contestants who were picked to appear on the show were flown to Los Angeles, all expenses paid, with one chaperone each. Vessels’ grandparents and two uncles flew out, too, turning the weekend before the taping into an impromptu vacation. The family hit all the hot spots: the Getty Museum, the Griffith Observatory, the Walk of Fame, the Hollywood sign. On Monday morning, the time came to get down to business – Vessels and the other contestants had to be awake, fresh and ready to roll in their hotel lobby at 7:30 a.m. From there, they boarded a

bus to the TV studio, where they went through makeup, practice rounds and recording promos for Kids Week. Taping of games began at noon, but Vessels was in the last round of competition, at about 3 p.m. “The game was very fastpaced and you had to have quick reflexes,” said Vessels. Her mother added that the timeline plays out very much like viewers see on television – the whole match took about 25 minutes. The kids stand on stools that come out of the floor behind the iconic Jeopardy podiums to give them the boost needed to make up for their short stature, Janeen noted. Contestants on Kids Week, set to air July 29 through Aug. 2, get to keep their winnings. There are minimum prizes of $15,000 for first place, $2,000 for second place and $1,000 for third. Vessels won’t say how the game went, but will say she’s glad she had the experience. “I feel pretty proud of myself that out of thousands of people I was one of the 15 that got a chance to be on the show,” Vessels said. “And it could look good on a college application.”

looking at a process whereby any road proffer would actually be decreased,” he said. Supervisors chairman Canova Peterson and Hazzard said the cash proffer policy places the burden on too few when it comes to development. Peterson said the plan goes

No fencing with questions of safety at RIR By Charlie Leffler cleffler@mechlocal.com The devastating crash during the season-opening NASCAR Nationwide race at Daytona International Speedway has initiated questions of spectator safety nationally. Over two dozen race fans were injured by flying debris when the car driven by rookie Kyle Larson flew into the protective fencing. The residual impact of that incident at Daytona was felt at every race track across the country and attention has not only become focused on how such an event could occur but if it could happen elsewhere. Accidents are an everyday part of NASCAR and wrecks at the longer superspeedways often result in mechanical carnage. However, it is extremely rare when such events carry into the realm of bystanders. At Daytona, parts of Larson’s car traveled either through or over the protective fencing with disastrous results. Remarkably, no one was killed and none of the 12 drivers involved were injured in the crash, including Larson, who climbed from his Chevrolet which had nothing remaining beyond the fire wall. The odds of everything aligning perfectly to create the outcome at Daytona are astronomical. Nearing the finish line, the tight pack of competitors was driving four wide on the steeply angled track. The wreck began

A wreck during the season opening Nationwide race at Daytona International Speedway left 28 fans injured when Kyle Larson’s car flew into the protective fence strewing parts into the stands. The incident opened questions about safety at other tracks around the country including Richmond International Raceway, above. While such accidents are extremely rare, being prepared is they key and RIR continually reevaluates its safety plans and equipment.

when Regan Smith moved to block Brad Keselowski. The two made contact and began to slide sending the rest of the drivers into a chaotic scramble to avoid a collision. As a result, Larson T-boned the side of Keselowski’s car and went into a spin setting up a nearly head on collision with Brian Scott and Justin Allgier. It appears that

The Mechanicsville Local March 6, 2013

impact began the disintegration of the front end of Larson’s car, sending one tire rocketing skyward. Likewise, the angle of the track, multi-car turbulence and speed propelled Larson into an airborne spin. The car then struck the fence at the crossover gate, which is arguably the weakest point in the barrier because there are no high tension support cables

running though that area as elsewhere around the track. The fencing tore away under the full weight of the car and the configuration of the gate area may have contributed to the further disintegration of Larson’s front end sending debris flying into the stands. While scrutiny was placed on how the injuries occurred, less attention was focused on

the actions of the track’s emergency response team and the fact that, for the most part, the fence did was it was supposed to do; prevent the car itself from reaching the seats. While one tire and smaller parts did injure spectators, the engine and major front end components of Larson’s vehicle were stopped just inside the fence area. Richmond International

Raceway president Dennis Bickmeier was in Daytona but had left the track before the accident occurred. Watching the replays on television, Bickmeier’s thoughts gradually turned to Richmond. “Everything goes through your mind,” he said. “If I were back here, knowing all the preparation that our team goes through in regards to handling a major incident like that.” Bickmeier said it was such preparation that prevented the outcome of Daytona from being much worse. “I know that the medical personnel, the track workers, got a lot of praise for how coordinated the effort was, the work they did to get to the injured parties and everything. That makes you feel good. The things you practice and train for and put in place really did work.” While accidents happen every week in motorsports, it is extremely rare when fan injuries are a result. Nine spectators were injured in 2009 when the car of Carl Edwards flew into the catch fence at Talladega in an accident similar to Daytona. In the 1990s, six fans were killed in two separate accidents involving high speed racing. Three spectators died at Charlotte during an IndyCar Series race in 1999 while the same number of fatalities occurred in a 1998 CART U.S. 500 race at Michigan. see FENCE, pg. 35 `

Sports drives both fans and local business

the area through RIR Cares. Likewise, the Flying Squirrels works with local schools and Sports Backers promotes youth programs. Yet, much of what each sports business does is more community based.

R-MC wins NCAA opener 69-60 By Charlie Leffler cleffler@mechlocal.com The Randolph-Macon College Men’s Basketball team took advantage of 84.6-percent shooting from the foul line, including 6-for-6 down the stretch to capture a 69-60 victory over Stevens Institute of Technology in the first round of the 2013 NCAA Tournament on Saturday afternoon in the Bronx, NY. The win assured R-MC of their sixth consecutive 20-win season. Senior forward Lamar Giggetts led all scorers with 19 points in the contest while sophomores’ Marcus Badger

and Connor Sullivan added 14 and 10 points respectively. Sophomore Joe Hassell and junior Andre Simon scored nine points each. The contest marked the second consecutive game senior center Dylan Cole has not played due to an ankle injury suffered in the Old Dominion Athletic Conference semifinals. R-MC head coach Nathan Davis lists Cole as day to day. However, Davis is pleased with how the other Yellow Jackets have stepped up in Cole’s absence. “I think they’ve been playing well, Akeem (Holmes) and Dre (Simon) and Joe; see NCAA, pg. 35 `

“For the three of us, we’re looking for people to get outdoors and spend time with their family,” Papierniak said. “Whether you’re going to run a race, watch a race or watch a ballgame, any of those things it’s about spending time with family.” As such, the trio draws huge numbers to the Richmond area which, in effect, helps to drive local businesses. Each sports property presents a unique and successful strategy to involve the pubic. Besides being a host for baseball, the Flying Squirrels has developed one of the most successful Kids Clubs among professional sports. “It’s free to join and we have right now about 25,000 members,” Papierniak said. “It’s larger than almost any club as far as kid’s clubs that I know of whether that’s major or minor sports. I don’t know if there’s a bigger one out there.” A kids club with 25,000 members attracts many times that number of family members to the

Richmond area. For two weekends a year, RIR puts on Virginia’s largest sporting event drawing international media coverage through NASCAR. The immediate residual effect is business increases for area hotels and restaurants, but the track also invests back into the region through what they call Own the Home. “That strategic initiative is really about engaging the local community and our connectivity to the local community, not just on the charity side, but spending money in the community,” Bickmeier said. Over the past 15 months, RIR has completed nearly $10,000,000 in capital improvement projects with 80 to 90 percent done by local contractors. They also recently changed over to a local advertising agency. Likewise, the track started promoting the area to fans the minute they arrive in town through greeters and signs at the airport, rental car counters and local restaurants. “We draw

a lot of tourism and we draw a lot of people from outside the region,” Bickmeier said. “When they come here we want them to know they’re in Richmond and they’re in a big event.” Bickmeier also pointed out that the NASCAR races present far more important prospects for local economic leaders. “It’s a good opportunity to show people who may be interested in relocating their business here what we have to offer from a sport and entertainment standpoint as well,” Bickmeier said. “If you look at the sponsors of our cars, they’re Fortune 500 companies,” he added. “The CEOs of those companies come to the races because they want to see what their investment is doing on the race track. They’re here. You have them captive, take advantage of that opportunity to showcase our area.” Often overlooked is the economic impact and business opportunities created by Sports Backers events. The Ukrop’s Monument Avenue 10k draws 40,000 runners and their families to the Richmond area each year. Likewise, in its fourth year of existence, Dominion Riverrock has become the nation’s largest outdoor lifestyle event, drawing

2917423-01

By Charlie Leffler cleffler@mechlocal.com Athletics is often considered an important part of life for fans living in Central Virginia, however, sports are rarely thought of as a driving force behind area businesses. An early morning meeting of the Hanover Business Council, on Thursday at Randolph-Macon College, did it’s best to persuade local businessmen and businesswomen of the later. Richmond Flying Squirrels General Manager Bill Papierniak joined forces with Richmond International Raceway president Dennis Bickmeier and Sports Backers Director of Sponsorship and Development Jeff Fitch to conduct a presentation on why sports are an important economic factor throughout the area. The charity work of each Richmond sports business has been evident for years. “All of our properties do a great job of in-kind donations as well as monetary donations,” Bickmeier said. Last year RIR alone donated approximately $400,000 to nonprofit organizations throughout

65,000 people to the area. “By and far sports tourism is the primary draw of overnight visitation in Richmond,” Fitch said. Sports Backers also played a major role in Richmond being voted as the best city in America for outdoor enthusiasts by Outdoor Magazine last October. Fitch pointed out that such results make a major impact on companies when it comes to thoughts of relocation. “Quality of life and the opportunities for employees to be active and to live an active lifestyle, to live a high quality of life, is one of the things that determine where they either want to grow their business or place their business,” he said. Each of the three sports business leaders also indicated local sports tourism will grow further when the Washington Redskins move their training camp to Richmond. “There’s a lot of opportunities and I think we’ll just scratch the surface this year,” Bickmeier said. While sports provide a relaxing escape for all involved, their residual impact on the local economy cannot be overlooked.

Local trio takes VIS state basketball titles

Photos by Charlie Leffler/The Local

By Dave Lawrence For The Mechanicsville Local After the end of last year, three Hanover County basketball stars, with promising high school careers ahead of them, left their respective schools in search of greater opportunity. They cashed in guaranteed local star status for new schools, new teams, new challenges, a lot of optimism and a lot of uncertainty. Two of the players, Nick Douglas and Justin Peebles, left Hanover High School for Christchurch School in Middlesex County. The third, Raymon Minor, left Patrick Henry for Benedictine. Both teams cleaned up in the Virginia Independent Schools last week, winning upset victories Saturday to claim their respective division state titles. Douglas and Peebles played most of the second-seeded Seahorses’ 57-49 overtime victory over top-seed Virginia Episcopal to claim the VIS Division II title. Minor likewise played most of the game in the fourth-seeded Cadets’ 62-56 victory over No. 2 Bishop O’Connell. Both games

34

were played at Virginia State University. All three had the potential to be the big stars at their respective Hanover County schools, but all three sought environments that would push them to become even better. “I looked into Christchurch academically and for basketball. I just decided it was the best spot for me,” said Douglas. “At Christchurch you have your own dorm with a parent. They make sure you are doing your work. It’s more structured than a normal public school. It’s a better fit for me.” Minor, a football and basketball standout at Patrick Henry, was also interested in a more rigorous environment. “I just wanted to go somewhere to better myself,” Minor said. “At PH, they couldn’t really get me where I wanted to be, so I had to transfer. I still love everybody there. They still come to support me – my coach comes to support me. … It’s all good.” Minor could have been a senior, but is repeating his junior year at Benedictine. The goal, for him and the others, is to get better prepared for college

The Mechanicsville Local March 6, 2013

A trio of Hanover County basketball players transferred to private schools last fall and reaped the rewards on Saturday. Former Patrick Henry standout Raymon Minor, (32) above left, along with Hanover standouts Nick Douglas, (5) left, and Justin Peebles, (15) above, made major contributions as their respective teams won VIS state companionships at Virginia State University. Minor and the Benedictine Cadets knocked off #2 seed Bishop O’Connell for the Division I title while Christchurch, with Douglas and Peebles, upset Virginia Episcopal for the Division II state championship.

and more. “It’s harder classes, pushing me every day,” Minor said. “It’s really college classes, getting me ready for college, SAT classes. … I’m around good people, an all-boys’ school, military. If I want to go into the Army or whatever, I can go there.” Douglas and Peebles transferred to Christchurch together with Manchester’s Devin Robinson. Ironically, Peebles’ journey began when he met

Seahorse coach Ben Thompson at a tournament at Benedictine. “Coach Thompson talked to us after the game,” Peebles said. “I looked into [transferring] immediately after. [Douglas] was already looking into it before me. … His dad told my parents about it and we decided on it together.” All three had to get used to sharing the spotlight on their new teams. “Their roles definitely

changed coming in,” Thompson said of Douglas and Peebles. “It’s tough at first, but they gradually accepted their roles. Both of them were big-time scorers, I guess, at Hanover. Then to come here and sacrifice a lot for the betterment of themselves and for the betterment of a team and a team goal was huge. They’re reaping the benefit right now.” The transfers have had significant impact on their respective teams’ fortunes. Robinson led the Seahorses with a double-double – 21 points and 11 rebounds. Douglas and Peebles both helped keep the ball moving on offense and combined for eight of the Seahorses’ 26 rebounds. Minor led the Cadets with nine rebounds and scored eight points. Benedictine coach Robert Churchwell III said the Minor’s

impact was “huge.” “He’s an incredible player,” Churchwell said. “He’s working hard, getting better every day. He’s a leader out there.” While Hanover managed to reach the Central Region playoffs this year, the Hawks were knocked out in the first round. Patrick Henry did not survive the Colonial District tournament. Going from teams with fairly dim postseason chances to state champions was quite a change. “It’s crazy. We had a good team,” Minor said. “[Patrick Henry] won districts one time, but not a state championship. It’s my first time coming to a state championship, first time making it to the playoffs in football.” But it was a good change. “I’m just glad we won a state championship,” Peebles said.

FENCE Continued from pg. 32 b

The odds of a similar accident occurring at RIR are exponentially greater than the those which created the perfect storm of a wreck at Daytona. Because of the narrower track, drivers in Richmond rarely force a fourwide pack heading down the front stretch. Likewise, because of the ¾ mile configuration, drivers rarely exceed 160 miles per hour. In recent history, the only accident to bring a car into contact with the fencing at RIR occurred during the September 2005 Busch Series race when Mike Wallace turned the car driven by Martin Truex Jr. onto its side along the back stretch. In that instance, both cars were coming out of turn two when Wallace forced Truex into the wall. Wallace’s car then continued to press against Truex until he was forced up the wall and onto his side, sliding the length of the back stretch. Though Truex’s car never became airborne, as it slid on its side, the front right tire did briefly connected with the fenc-

they’ve been playing well,” Davis said. “When someone goes down, someone else has to step up.” R-MC took an early 11-6 lead against Stevens only to see the Ducks rally to tie the game at 13-13 with under 10 minutes to play in the first half. However, the Yellow Jackets responded with a 22-13 run to take a 36-25 lead into the locker room. In the second half, R-MC continued to widen the margin, taking their biggest lead at 16 points with under 18 minutes remaining in the game. But the Ducks, from nearby Hoboken, NJ, refused to go down without a fight. Stevens battled back with a 21-4 run of

ing then bounced away and no debris appeared to reach the stands. Furthermore, because the accident occurred along the backstretch during a Busch Series race, the seats were unoccupied. If the Daytona accident brings about any changes in NASCAR they will not come overnight. “I think it’s prob-

ably going to be a little bit of a process,” Bickmeier said. “I think we’ve got to wait until our company and NASCAR look at what happened before we start hearing some things at the other tracks.” Late last week NASCAR was still investigating the Daytona accident and were in the process of reconstructing Larson’s

car, examining video replays and consulting fence experts to discover what went wrong. NASCAR announced they will have an evaluation completed in time to implement changes before their next superspeedway race at Talladega in May. They will then determine if changes need to made at other tracks around the country.

their own to tie the game 46-46 with 10:50 to play. Neither team yielded down the stretch as Stevens found an answer for every Yellow Jacket basket. Badger finally pushed RMC’s lead to three points, 63-60 on a jumper with 54 seconds remaining then along with Simon went 6-for-6 from the line to seal the win. “It was very physical,” Davis said. “I thought both teams competed and we fortunately made a few more plays down the stretch than they did.” With the win, the Yellow Jackets advance to the round of 32 and will travel north once again, to face Worcester Polytechnic Institute (WPI) in Worcester, Ma. on Mar. 9. WPI comes into the contest with a with a 26-2 record

and ranked #4 by D3hoops. com. Their two losses came in back-to-back games against Springfield and MIT, both of whom made the NCAA field. Over the course of the season, the Engineers played five teams in the tournament field. However, that group went 1-4 in the opening round. In comparison, RandolphMacon played seven teams in the field, which went 4-3 in the first weekend of play. Having played the fifth toughest schedule in the country could continue to pay dividends for the Yellow Jackets as they go further into the NCAA tournament. “I would like to think it helps as far as having played against good people, it’s nothing new,” Davis said. “It’s certainly easier and more convenient to play at

home but there’s not much you can do about it. You’ve got to go play.” As of Monday afternoon the R-MC coaches had not seen film of WPI but expected to receive the tapes by later in the day or early Tuesday morning. WPI is a very young team with only two seniors and two juniors. The Engineers play in the NEWMAC and are led by a pair of sophomore guards Marco Coppola, 16.0 points per game and Sam Longwell, 12.8 ppg. Junior forward Ryan Kolb averages 13.8 ppg and six rebounds. As a team, WPI shoots .454 percent from the floor and .375 from 3-point range while holding opponents to .405 shooting. R-MC had not completed travel plans for the nine hour trip to Worcester, Ma. and the

Bickmeier pointed out that safety in NASCAR is an ever evolving process perpetuated by events such as the accident at Daytona. Sixty years ago, the track in Richmond was surrounded by wooden fences which eventually evolved into metal guardrails. “From guardrails to a wall to a fence, a bigger fence, to a bigger fence, to an even bigger fence,” Bickmeier said. Most recently, Steal and Foam Energy Reduction (SAFER) barriers were installed along the backstretch at RIR following an accident that injured driver Jeff Gordon two years ago. “You plan and you prepare for everything but you learn every event, whether it’s your event or somebody else’s event,” Bickmeier said. “I think safety is always evolving.” Likewise, much of what track workers do goes unseen to the public or media. “Our guys inspect everything whether it be fencing, walking the track, the walls, whatever that is,” Bickmeier said. “So much of that goes undetected to the fans and the media but that’s what

our job is. Our job is fan safety. That’s what we do.” The track continually reviews and updates emergency measures to deal with incidents if they ever do occur. “We’re very coordinated with outside agencies,” Bickmeier said. “Putting these events on, people always look at it as two weekends a year. We work 365 days a year to prepare for those two races. “We don’t just pick up and do the same old stuff we did last year,” Bickmeier said. “We review last year and make improvements.” Last Sunday evening, NASCAR driver Tony Stewart made an unpublicized trip to the Halifax Health Medical Center to visit with fans that were injured in the Saturday race, which he won. Stewart’s victory lane celebration was highly subdued when he learned fans had been injured in the accident and he made the visit after being knocked out of the Daytona 500 early on Sunday. Stewart took exception to the incident being not only a driver but a team owner and the owner of Eldora Speedway in Ohio.

prediction of a midweek snow storm could complicate things further. “We’re still trying to figure that out,” Davis said. “We’re waiting on game times. We’ll probably have to leave on Thursday so we can practice on Friday.”
