Rockville station OK’d for 3 jobs By Jim Ridolphi for The Mechanicsville Local
Jim Ridolphi for The Local
Hanover Fire Chief Jethro Piland told the Hanover County Board of Supervisors that he needs three fulltime temporary positions to staff the Rockville Fire Station at minimum levels of full coverage. Supervisors provided the $84,000 request to fund the positions for the remainder of the fiscal year.
HANOVER — For years, volunteer chapter enrollment numbers have decreased at Hanover’s Fire Station #9 near Rockville. The latest tally finds the number of active volunteers at four, and the group decided at its November meeting to dissolve the company effective January 2016. “Back in October we had a leadership change where the district chief resigned after being a member of the organi-
zation for 25 years,” Fire Chief Jethro Piland told the Hanover County Board of Supervisors last week. “There was no qualified eligible volunteer that wanted to take a leadership role as district chief.” Piland said members of that group expressed concerns that the station could meet the needs of the community with its current volunteer staffing. “They’ve been having staffing problems since 2003,” he said. “Their numbers have

School board may raise the bar on grades for student athletes By Jim Ridolphi for The Mechanicsville Local ASHLAND — A committee studying academic requirements for student athletes in Hanover County issued an initial report last week examining the pros and cons of changing the current policy.
County athletics operate under Virginia High School League (VHSL) rules that allow students who pass five classes the previous semester to participate in sports. A Hanover County Public Schools study group comprised of students, coaches, athletes, teachers and other stakeholders is considering a 2.0 grade point average minimum requirement
for students to participate. “This is an issue that has many layers,” said superintendent Michael Gill as he told Hanover County School Board members more information and a recommendation regarding the issue would be forthcoming next year. The group compiled detailed comparisons of Hanover’s current policy versus new guidelines
installed in Henrico County and other localities. Hanover and Chesterfield counties currently are the only regional systems adhering to the VHSL standards. The group noted that in three of the four see GRADES, pg. 4

dwindled down based upon age.” That prompted Piland to request three temporary fulltime positions at the station. The problem is not unique to Rockville or Hanover for that matter. It’s a national trend that is resulting in communities struggling to provide 24hour coverage at local stations. The three new positions would allow the county to staff the station with two employees seven days a week and roundthe-clock. “The Rockville Fire Station is extremely important to FireEMS. It serves the far western portion of our community,” Piland said. The station’s houses one of the county’s largest tankers with a capacity of 2,000 gallons. That unit serves the entire western portion of the county. There are currently three full-time paid employees at the South Anna Station, and Piland said Goochland’s Rockville unit is willing to assist. He noted that the career staff from the Centerville Station has been moved to the Goochland County courthouse area. The neighboring county’s volunteer fire stations are facing the same challenges

as Hanover. “They are willing to help us, but their help is limited in nature,” Piland said. Piland did not discount the years of service the volunteer company provided. “Even though their corporation is dissolved, we will always welcome volunteers in the Rockville area.” In the past 15 months, Station #9 has responded to 518 EMS calls, 183 fires and 51 vehicle accidents. The $84,775 request funds the three positions through this fiscal year, and Piland told supervisors at last week’s meeting that he will seek to make the positions permanent in the upcoming 2017 budget. For the past several months, volunteers have handled the call load with assistance from other stations. The career staff currently mans the station eight hours a day, five days a week and volunteers pick up the slack evenings and weekends. “There are times on weekends when they are just not available, or they are not capable, according to their own admission, that they want to enter in a burning building at the age of 65. “This will enhance our staffing scenario by providing two responders (firefighter,
EMT) there seven days a week that will meet the needs of the emergencies,” Piland said but noted this as a “stop-gap measure.” He explained the station would need to be fully staffed at some point to allow full coverage. Currently, three people are required to operate the fire truck, but the two on duty can operate the ambulance and tanker. Also at last week’s board meeting, a rezoning allowing a 42-lot development located west of Ashland off U.S. 54 was approved unanimously. The single-family homes sit among 268 acres that once comprised part of the Luck Dairy Farm. The board also approved a proposed car wash at the intersection of Beechwood Center Road and Sliding Hill Road on 1.5 acres. The meeting also marked the final chapter in the 24-year tenure of Cold Harbor District supervisor Elton Wade. Wellwishers gathered for a reception preceding the meeting held in honor of Wade and also retiring Ashland and twoterm representative Ed Via. Both members said they are looking forward to retirement, and received kind wishes in comments expressed by their colleagues.

county high schools surveyed by Jennifer Grief, director of accreditation, only nine fall athletes did not meet the 2.0 benchmark. The committee identified advantages of raising the bar, including an emphasis on academics versus sports, the motivation the requirement might supply students to work harder on their grades, and improved preparation for college. In addition, the committee said the new program would require coaches and teachers to pay closer attention to students/ athletes. But, there also are drawbacks. Some students could be excluded from participation in sports, and the policy focuses on sports and ignores other extracurricular activities. They also noted the possibility of increased complication with the GPA requirement and the need for another level of “data tracking.” Lee-Davis High School athletic director Tripp Metzger served as J.R. Tucker’s AD when the county instituted 2.0 and said the transition was easy thanks in large part to the presence of an academic advisor. The group stressed the see GRADES, pg. 15

Paying it forward: a reward year-round A recent stop at one of our local convenience stores proved to be a wonderful start to a work day. With a sweet treat (albeit not needed) in hand, yours truly was getting money out of my purse to prepare to check out. The woman in front of me turned and said, “I’ve taken care of it.” A bit startled, and pleasantly surprised, I repeatedly thanked her and told her she would be blessed — because I certainly had been by her kind and generous act. Unfortunately, no one was behind me in the line or I would have followed suit. A simple gesture made a huge difference to this writer. If each of us did this — even once a week — what a rewarding experience it would be. I know that act of generosity was a great way to start the day. And then there are those who we don’t want to insult but want to help if they appear in need. Last week, a gentleman was seated outside a business at an early hour and the temperatures were frosty cold. Not wanting to offend or hurt his feelings in any way, I said, “How are you doing?” He said, “Fine, and you?” I followed with “Cold morning to be sitting outside.” Having no knowledge of whether he was homeless or in need, I was trying to get some sort of clue about offering aid. Without hesitation, he said he was waiting on a ride. A pleasant exchange provided an answer about his circumstances. As he sat there waiting, a couple other people passed by and spoke to both of us. Now that’s another good way to start the day. I thought: “Life in Mechanicsville is pretty good.” These folks were strangers to me, but, nonetheless, had a smile and a greeting on a cold December morning. That’s what I like about (despite the increasing growth and development) what I consider small town life. Back to the original topic. The next time you’re in a convenience store or drive-thru lane at a fast food restaurant, think about the person behind you. Without a doubt, your kindness will make a difference. Whether it’s Christmas or the middle of July, being generous is a yearround reward. Let’s all pay it forward. Melody Kinser

With twins, it’s love times two By Jim Ridolphi Contributing Columnist I’m not sure how the magical bond between twins actually works, but I can attest to its reality. It’s a subject I’ve witnessed firsthand as I’ve watched my twins, Jack and Emma, as they’ve progressed through childhood, much of it spent joined at the hip, so to speak. At first glance, the two seem as different as night and day, but it doesn’t take long to detect a special bond that allows them to communicate almost telepathically. Looking at them, you wouldn’t
even know they were twins. Emma is tall and strong, adventurous and curious, and approaches life as a wonderful journey with new experiences and all of life’s joys awaiting. Her energy and zest for life is infectious, but her kindness and pureness of heart are the things that make a parent thankful each and every day. She has an unbridled love for all animals, and spends her free time on weekends volunteering at the local ASPCA. Jack is one-half Emma’s height, and, as years have progressed, the dif-
ference is more noticeable, to everyone except them. Jack is studious and quiet, deliberate and determined and tenacious. Every task is performed to the highest level, and no detail is unimportant to his detailed eye. He is neat and organized, punctual and efficient in everything he pursues. For the past five years, Emma and the rest of our family have dealt with Jack’s medical challenges after his diagnosis with Multiple Dystrophy. It’s affected almost every aspect of our lives with the distinct exception see TWINS, pg. 8

Dead animals on roads in Hanover County I’m not sure the sheriff should be handling this situation. I am almost sure though that it would come under Hanover County Public Schools. We have signs around the state (Deer Exiting) to give the animals a safe crossing. Never do you see flattened animals at those signs. I hear we have the best schools in the nation and so a deer has no excuse for not being able to find and read the “Deer Exiting” sign. A deer that can’t read can contact the supervisor for his district; the supervisor can put him in touch with a Hanover County School Board member and for a little doe, or even a buck or two, get him into a school. Spotlight should be placed on Hanover County schools A current film, “Spotlight,” portrays the efforts of the Boston Globe’s “Spotlight” investigative team to expose the sexual abuse of children by priests in the Boston Archdiocese. The movie is heart-breaking from both the tragic impact on victims and in the undermining of the Catholic Church. The Globe’s Spotlight team should take on Hanover County. Not for any accusation of sexual abuse but, well,
take a moment and read the rest of this article. On June 9, 2015, a courageous young student from Hanover High School stood before the Hanover County School Board. This young lady explained, from prepared notes, about the departure of seven teachers from Hanover High. She went on to quote comments made by these teachers after resigning from the school system: A 10-year teacher:”… dreaded coming to school …” An 11-year teacher: “…150 students … too many …” A teacher-of-the year; “… Hanover (County) left its teachers behind …” A parent with children in the school then spoke and reinforced the young lady’s remarks. She mentioned how it appeared that complaints from someone on the Hanover County Board of Supervisors had led to numerous suspensions (five was the number mentioned) of teachers. see LETTERS, pg. 8

The Hanover County Pound, located at 12471 Taylor Complex Lane in Ashland, has two wonderful pets available to a good home. Doodle, 423073, is a (estimated) 2-year-old male pit bull. He has had his first set of vaccines and is Heartworm test negative. Doodle has been at the shelter for a month. When he first arrived, he was very timid. Since then, he has really improved his sociability around people. Doodle gets along very well with other dogs that he plays with. He also does very well on a leash. Doodle would love to go home with you today. Myrtle, 420643, is a (estimated) 11-month-old female domestic short-haired feline. She has had her first set of vaccines and is FELV/FIV negative. Myrtle has been at the shelter since late October. She is a very sweet cat. She loves to lounge on her pillow bed and observe her surroundings. She gets along well with other cats and people. Myrtle also is litter trained. She would make a great house cat. At a subsequent board meeting a dozen or more high school students signed up to speak during the Public Comment portion of the meeting. After several students spoke, the school board interrupted the students and denied them further opportunity, claiming that the remarks were repetitive. That denial of speech was quite a civics lesson for those students about our First Amendment. You will find only a brief mention of these events in the school board minutes. But they were made to the board by people who were very concerned about public education in Hanover County. To my knowledge, the school board took no action with regard to these public

comments. The board has never responded to these concerned students. There is a storm brewing in Hanover County Public Schools that may, in time, seriously affect both our students and the school system itself. The public is uninformed of the very nature of this situation. And, apparently, no one on the school board or in the school administration is willing to examine this unfolding tragedy. The exodus and suspensions of high school teachers at Hanover High has remained hidden from public view. The classroom incidents (these were not behavioral matters) that led to these suspensions were, according to multiple sources, considered unacceptable to a few individuals. Their complaints, from a couple of students and one
politically-connected family, resulted in the teachers being kicked out of the classroom. There is no information that school officials defended or supported their teachers. On the contrary, it seems school officials responded to highpowered pressure and pushed through the suspensions. Members of the board of supervisors, namely Sean Davis, WayneHazzard and Canova Peterson, have shown outrage when viewpoints that were unfavorable to the United States were discussed in the classroom. These gentlemen would, it seems, prefer to have our high school students stuffed in a box and then sealed with glue and tape. They would not want students to hear anything that originated outside that box! These powerful BOS members have a right to their opin-
ion. But do members of the BOS have the right to shut down and intimidate teachers, to disrupt classrooms, and to dictate what literature and art work will be used? Overall, the school system officials have responded by saying “Yes.” The school board, as usual, has remained silent. Most parents, with a few exceptions, are either oblivious to the facts or do not wish to become involved. There is HCPS policy on controversial material but it is not being followed. And, even worse, the policy effectively throws a wet blanket over any teacher who wants to help students gain a better understanding of the world and develop critical thinking skills. Is “Fahrenheit 451” right around the corner? When
of one, the bond between Jack and Emma and their connection as twins. As a parent, you take the most valuable pleasures from the most insignificant aspects of your children’s lives. I treasure those moments when the smallest things can bring the most influential contentment to a parent watching a child. I feel that way when I watch Emma and Jack. They have become so connected and close, and Jack’s “little” sister has his back as he meets the enormous challenges of living with MD. When Jack drops something on the floor, Emma retrieves it for him. If a pesky step is an obstacle for Jack, Emma helps him over it. She carries his backpack, opens his drinks and protects him in every way she can. She has taken that special bond between twins and taken it a step further. Realizing that Jack has evolving limitations with his mobility, Emma is patient and
deliberate in her commitment to making sure Jack’s life is full and safe. We don’t use the word caregiver around here, because I’d like to think we all care for each
But, Emma has assumed a role she cherishes as Jack’s best friend and protector. And the feeling is mutual. More times than not, the first question I field from Jack on a daily basis is “Where is Emma?” I’m not sure if the connection is totally twin-related, or the result of a caring and compassionate heart that refuses to give up or give in to the immense challenges of Jack’s condition. Either way, it does a heart good to see the dedication and love displayed by a twin for her match, and offers me the peace of mind that knowing Jack will be cared for can provide. I’ve often heard twins described as a double dose of joy, and those blessed with the combo know it’s an accurate observation. Watching Jack and Emma together exemplifies a bond that reflects true love in its most pure form. And, I’m lucky enough to be close enough to marvel at the results.

Husband-father in liver transplant defines hero (Editor’s note: The following was submitted by William M. Wood Sr., who wanted to share his family’s story about love. When his wife Susan needed a liver transplant, their son, William M. “Billy” Wood Jr., was a perfect match and gave his mother life, just as she had done for him.) The word hero is a small four-letter word; but, it means so much to so many in very special ways. We associate the word “hero” with our firefighters, police officers, first responders and military personnel. They are heroes for their dedication, bravery, sacrifices and for the things they do to protect us each and every day. When firefighters go to work for their shift, there is a risk of not returning home afterwards. Every time police officers put on their uniforms, their lives are at risk. Military

Mrs. Cochrane taught Sunday School, sang in the choir and served in the Woman’s Missionary Union. She was an active member in various organizations, including the Tuckahoe Woman’s Club (President 1978 to 1980), The Woman’s Club, Rockville Woman’s Club, Richmond Artists Association, Rappahannock Art League and a founding member of the Tuckahoe Artists Association. As her centennial birthday approached, she had prepared a one-woman art show for The Virginia Museum of Fine Arts for her January 30, 2016, celebration. Mrs. Cochrane acted as a member of The Council and a VMFA Board Member. Her charitable donations are far-reaching but she was most notably connected with Tabernacle Baptist Church, Virginia Museum of Fine Arts, and Lewis Ginter Botanical Garden’s Rose

the pros and cons of setting a 2.0 (C average) benchmark for students to have the privilege to participate in sports,” Sulser said in a written statement. Sulser said he also was impressed with the high number of Hanover athletes who are already meeting and exceeding requirements not even in place. “These results are a testament to our coaches and teachers and everyone in our educational system who have done such a great job to motivate our students.” Last year, about 40 percent of Hanover students participated in sports.

It was lights, camera, action recently at the Ashland Visitors Center alongside an illuminated downtown as a production crew was in town shooting a one-minute holiday vignette for Amtrak. In addition to the Ashland portion of the production that featured brothers reunited by the train during the holidays, the crew spent a day at Union Station in Washington, D.C., shooting other similarly themed parts. The message is being emailed to Amtrak customers for the a holiday. Production of the one-minute spot takes around three days. Olson 1to1, an advertising company from Minneapolis, Minnesota, supervised the shoot, assisted by Rickshaw Films. Members of the production team are from left, Todd Gratz, director; Dominic Howes, executive producer; and Joel Weber, director of photography.

without judgment of other shelters’ policies, keeps animals in their care for the life of the animal, and — although they never stop hoping the right family will come long for each animal — it isn’t a bad life at all. Meet Dazzle and Kallie Sue. These two ladies have lived most of their lives at the HHS kennel. They are available for adoption but for various reasons have not found a home outside the kennel. It could be that they will be among the few who will call the kennel their forever home. Dazzle is a beautiful 11year-old shepherd mix who was born in August 2004. She came to the kennel from Richmond Animal Care and Control as a 6-month-old stray who had been hit by a car. She had an injured leg, which healed well over time
in a foster home. She stayed in foster care for four years before being returned to the kennel when her foster mom could no longer keep her. Because she’s big and strong and doesn’t much like other animals, Dazzle has been passed over by many families. She is a loving dog with people, and, as she slows down in her senior years, would make a wonderful companion for the right person. For now, though, she’s very happy getting her daily walks with volunteers whom she repays with big slobbery kisses. Kallie Sue, the snow white pit bull, also born in August 2004 lived with Dazzle in foster care for those same four years. Kallie was born completely deaf, a condition people are reluctant to take on. But never believe the adage that you can’t teach old dogs new tricks. Over the last couple of years a volunteer has worked with Kallie to teach
her sign language. She’s very smart and has picked up signs right away. Kallie is very affectionate and would like to be a big silly lap dog. She’s selective about other dog friends, but could very likely do well with a dog playmate in the house — as long as there’s a nice tall fence. You see, Kallie can jump very high and once she’s gone she can’t hear her name being called to come back. So why, when it seems there isn’t hope for adoption, do the people at Hanover Humane keep working to find homes for these seemingly unwanted dogs? Just meet Sam, Kia, Champion and Tiny. All four of these wonderful dogs spent a very long time at the kennel and all four now have their forever homes, with just the right fit. Help Hanover Humane this holiday season by considering adoption or making a charitable donation to pro-
vide continued care for the animals in Hanover Humane’s Adoption Program. For information on adoptable animals at the Hanover Humane Society, visit the kennel on US 1 in Ashland, go to www.hanoverhumane.org or email adoptions@hanoverhumane.org. The Hanover Humane Society is a 501(c)(3) nonprofit entity established to promote humane treatment of animals. Established over 29 years ago, Hanover Humane continues with its mission to help homeless cats and dogs by providing veterinary care, food and shelter until forever homes may be found.

HERO Continued from pg. 9
I feel some veterans have been overlooked for their sacrifice, dedication and bravery; especially our Vietnam veterans. We give metals, awards and special recognition to these heroes for their service. This recognition is a good thing and we should never stop or ever forget what these people do every day so that we can be safe and free. Still, with that being said, there is another hero that has slipped through the cracks of our society. This hero is an organ donor or the family dealing with the death of a loved one who makes the decision to donate their loved one’s organs. My story is about the “living” organ donor and my per-
sonal experience with this special breed of hero. Living organ donors may live in your community, go to your church, work with you at your job, or even coach your children in various activities. In most cases, no one knows what these people have done for their loved ones, friends, or in many cases, strangers in need. But, I know because I have first-hand experience. I’m a retired firefighter for the City of Richmond. In 2000, my wife Susan was diagnosed with Primary Sclerosing Cholangitis, a rare form of liver disease that damages and blocks the bile ducts. This disease progresses slowly; but, by 2009, things had gone downhill fast and Susan was in desperate need of a liver transplant. Finding a living donor

would be Susan’s best chance for survival. Our son, William M. “Billy” Wood Jr., who at that time was a firefighter for the County of Hanover, turned out to be a perfect match. Billy did not hesitate to step up and become his mother’s lifeline, her organ donor, and our own personal hero. I don’t think that organ donors are not recognized for a lack of compassion, but because of a lack of knowledge. For the most part, the people who really know what these heroes have done are their families, friends and medical staff. Each donor has to be a match with the recipient. They have to go through a complete physical, series of tests and a mental evaluation. This process generally takes about three weeks. When the unthinkable happens to our firefighters or police officers, it happens quickly and is unpredictable. No matter how much training or precaution was taken, it can’t stop these situations. A living donor is told the

risk, what to expect and how long recovery time can be. The doctors are up-front and don’t hold back on the risk involved. Donors fully know what they will go through and what risks are involved. Silent heroes in the organ transplant process are the living donors’ spouses and other family members that fully support their decision to go through the surgery and are there to assist them with their recovery. During the transplant surgery to remove part of Billy’s liver, his surgeon, Dr. Robert A. Fisher, had to stop the surgery after finding an artery behind Billy’s liver. Dr. Fisher did not come to Susan or me, instead he went straight to my daughter-in-law Sandi and explained that continuing the surgery would be more complicated and there was now a serious risk to Billy’s life. Sandi knew that Billy was the father of their only child, and that they wanted to have more children in the future. But, Sandi also knew how

We need to get more information to the public about organ transplants. We need to give more honor and recognition to organ donors; these unsung heroes are living everyday lives side by side with us each day. At this time, I give thanks to my own personal heroes. Thank you to all the medical professionals and their staff for everything they have done for my family. It all started with the Study Program that Susan was in for 10 years that was headed by Dr. Velimir Luketic. When a liver transplant was needed, we were sent to see Dr. Robert Fisher (surgical director). From that point our lives were turned around. But, we were given an enormous amount of hope from all the doctors, surgeons and medical staff we talked with. The coordinators stayed on top of everything; they set up the necessary tests, got the blood work done and continually explained to us what was going on. We thank God that these people have the dedication and work ethic to learn the skills to be able to do the things they do to save lives. The people at the VCU Medical Center transplant unit are the very best of the best! Personally, I like the old name for MCV: the “Miracle College of Virginia.”

important it was to Billy that he donate part of his liver to his mother. Without hesitation, Sandi told Dr. Fisher that Billy had put his faith in the Lord, and if anything happened to Billy to keep going on with the surgery. It took great courage for Sandi to make that decision! It’s a decision my wife and I couldn’t have made had it been our choice. In our case, the good Lord blessed us all. Billy underwent 14 hours of surgery and Susan underwent 12 hours. They each had 20 units of blood on standby. This is a reminder that we should all donate blood when there is a blood drive in our area or whenever we can. The other heroes in the organ transplant process are the surgeons, doctors, nurses and other medical staff that are there before, during and after surgery. Our living donors are truly unsung heroes. I wish there was more recognition for this elite group of people and that the public was made more aware of the need for donors. We have come a long way with the awareness of cancer, heart disease and diabetes, all of which are blessings. Maybe in our children or grandchildren’s future, there will be no need for organ transplants. But, for now, the only hope of survival for many patients is an organ donor.

Supervisors, legislators meet to review agenda By Ken Odor KOdor@mechlocal.com
Married 50 years
ASHLAND – Members of the Hanover County Board of Supervisors recently met with the county’s legislative team to examine Hanover’s legislative agenda and decide how best to move it forward when the Virginia General Assembly convenes early next year. All of the county’s represen-

Roy “Diggy” Dillon and Ann Catherine Reid Dillon were married 50 years ago this month at Black Creek Baptist Church, where they are still members today. Roy is retired from DuPont, and is now a Deacon at BCBC. Ann is a retired manager from Ukrop’s. They have a daughter, son-in-law and three grandchildren, all living in Mechanicsville.
County Board of Supervisors and head of the supervisors’ legislative committee, questioned legislators on several key issues, many of them appearing on the agenda for years. “There are two key issues we hope to address here today,” Kelly-Wiecek said. Those are changes to the Virginia Freedom of Information Act (FOIA) as it relates to body worn cameras. There are two

Coffee with a Cop provides a unique opportunity for community members to ask questions and learn more about the department’s work in Ashland’s neighborhoods. The majority of contacts law enforcement has with the public happen during emergencies or emotional situations. Those situations are not always the most effective times for relationship building with the community and some community members may feel that officers are unapproachable on the street. In the photo above, County Attorney Sterling Rives, from left standing, Sen. Ryan McDougle, Sen. Don McEachin and County Administrator Rhu Harris, seated, exchange pleasantries at the recent Legislative team meeting at Randolph-Macon College. items on our agenda regarding this.” Currently, Virginia code allows Virginia State Police to withhold certain data recovered from dash cams or body worn cameras even when FOIA requests are made in an effort to protect citizens’ privacy. Hanover supervisors asked its legislative team to support legislation that would amend

video because it contained one piece of personal information. Rives said those portions of the recording would have to be redacted. “I’m not sure this fixes your concern and could add a tremendous cost to the county and its sheriff ’s department,” McDougle said. “If you do this, someone is going to have to sit down and go through every request and make a decision.” McDougle suggested the county consider other fixes. Rives said other options had been explored. “We would be thrilled if you or others could come up with a greater protection than this. I’d be happy to work with all of you to accomplish what I think are our mutual goals.” Wholesale FOIA requests of body cam data and the associated costs have forced some localities like Seattle, Washington, to abandon its pilot program. Acknowledging the benefits of body cams — but also recognizing potential problems — McDougle said “there are a number of challenges” surrounding their use. The second major issue on the Hanover agenda, according to Kelly-Wiecek, is K-12 education. She recommended increased funding for education, including full funding for the Standards of Quality initiatives. “It’s certainly one of our top priorities,” McDougle said. “Hanover does a tremendous job with education. I think we have the best school system in the Commonwealth.” The team noted the recent success with the approval with Hanover’s Regional Governors School for Career and Technical Training, an effort sponsored by Del. Chris Peace. While local funding for education has increased, KellyWiecek state allotments have not kept pace. see AGENDA, pg. 28
