Citizens weigh in on Clay, Gandy consolidation By Jim Ridolphi for The Mechanicsville Local ASHLAND— It’s no secret that a number of Hanover County schools are housed in aging buildings, and renovating or replacing those campuses has been the focus of school officials and has been identified as a long/term goal. Last May, the district hired an outside consultant to prioritize and evaluate those needs and three schools rose to the top of the most needed list. Those schools included Washington Henry, Battlefield Park and Henry Clay Elementary Schools.
The Hanover County School has announced a plan that would close Henry Clay Elementary School in Ashland and consolidate it with a new John Gandy campus near the Randolph-Macon College campus.
RRMM Architects provided cost and construction options for 10 schools, but these four represented the most critical needs regarding renovation or replacement. Hanover County School Board members and offi-
cials toured those campuses in September followed by a workshop session where the panel decided to take the first step in a long and involved process to address aging facilities. “We discussed those three schools at our workshop, trying to come up with a consensus on those three — what did we think as a board and what made the most sense,” chairman Bob Hundley said. They announced a plan that would close Henry Clay Elementary School in Ashland and consolidate it with a new John Gandy campus near the Randolphsee CONSOLIDATION, pg. 4

Macon College campus. Last week, the board held a community meeting outlining the timeline and factors that influenced their decision, and asked for input from the public regarding the consolidation. A packed house responded and listened to a detailed explanation of the process that eventually placed Henry Clay and Gandy at the top of the replacement list. John Clark of RRMM said the limited size of the Clay site, approximately 10 acres, would not accommodate a replacement project and students would require a transfer to other schools during the construction period, an estimated two years. Clark said the Clay gymnasium is in bad shape, and wood frame construction, some of it from the 1930s, has outlived its

usable years. While Clay has a limited footprint, Gandy has room for expansion and enough space to allow construction of a new school while students attend the existing facility, eliminating the need for modulars or transfers to other schools. While Gandy was not included in those top four identified schools, Clark said the campus style footprint and outdoor canopies raise safety and security concerns and recommended consolidating the two schools and closing Henry Clay. The current Capital Improvement Plan includes funding for a new elementary school beginning in 2022. During a public question and answer period, some attendees asked if some of those identified schools could remain safe in those impending years.

HOLIDAY READY!
Terry Stone, assistant superintendent for Finance, said the county will continue to provide maintenance and improvements at those campuses and dismissed any student safety concerns. “There are no safety issues at any of our schools,” Stone said. “We would never have students in a building that wasn’t safe.” Another inquiry focused on the significance and future of the John Gandy name — and if it would be retained on the new buildings. “I have no argument with that whatsoever,” Hundley responded. “I don’t think we have any desire to make that change,” “Nor do I,” Dr. Michael Gill, superintendent of Hanover County Public Schools, replied. “I think it’s an important consideration.” Gandy is the only campus in Hanover County named for an African American and formerly served as the county’s lone African American school. Stone said maintenance issues and resulting work orders increase each year at Clay and the school is plagued with water leaks and other issues. The outdated kitchen also is challenging, and the entrance to the school is not handicapped or ADA (Americans with Disabilities Act) accessible. Gill said the building had “reached the end of its useful life” as a school. He noted that the consolidation would result in no loss of jobs for current employees. Stone said the consolidation would allow Ashland elementary students to attend the same school, improving transportation efficiency and better vertical planning for teachers. Class size will not be affected. What might be next for the historic building is anyone’s guess, but Hundley said the board is interested in its preservation. That see CONSOLIDATION, pg. 15

OPINION | The Local Views From the managing editor
State’s ‘Move Over’ Law must be followed by all By Melody Kinser Managing Editor
D
riving on Pole Green Road in Mechanicsville on the way to work early last week, I noticed blue lights ahead and slowed down. Two vehicles in front of me -- we were in the right lane -- just kept going without acknowledging there was a Hanover County Sheriff ’s Office deputy along the side of the highway. I checked the left side view mirror and immediately moved into the left lane. This is second nature as a driver of 46 years. Virginia has in effect the “Move Over” Law, which, according to the Virginia Department
of Transportation website, states that “upon approaching a stationary vehicle that is displaying a flashing, blinking or alternating blue, red or amber light or lights,” drivers shall: On a highway having at least four lanes, at least two of which are intended for traffic proceeding as the approaching vehicle, proceed with caution and, if reasonable, with due regard for safety and traffic conditions, yield the right of way by making a lane change into a lane not adjacent to the stationary vehicle or, If changing lanes would be unreasonable or unsafe, proceed with due caution and maintain a safe speed for highway conditions.”
A single violation of the “Move Over” law is punishable as a traffic infraction. Subsequent violations may be punishable as a Class 1 misdemeanor.” All drivers should be mindful of what is taking place beside the roadway. Lives are lost by the reckless and careless actions of some motorists. We shouldn’t have to be reminded to be attentive to people and their vehicles by the road. I’ve seen the blue lights of law enforcement cruisers flashing, as well as triangles behind cars and trucks denoting an emergency. Too many people are in a hurry or dis-
tracted on the phone or, worse yet, texting. Slow down. Obey the traffic signs and signals. And watch out for others. You aren’t the only driver on the road, and it’s literally a matter of life or death when we get behind the wheel. I was frustrated last week when I saw the two vehicles maintain their speed as they approached and went by the deputy. Fortunately, neither lost control -- but you never know what might happen in an instant. It’s a simple concept with life-changing consequences. If you see blue lights or a vehicle by the highway, slow down and move into another lane. Save a life.
Season of giving includes remembering year-round charities By Jim Ridolphi Contributing Columnist The overzealous and anxious Christmas decorations that adorn all of our shopping areas are a sure sign that the holiday season is upon us. Almost every retailer in America will soon be reminding us that it’s the time for giving, and the true spirit of the season lies wrapped in tiny shiny boxes or in new automobiles wrapped with big red bows. The true spirit of giving lives in
the numerous charities that perform year-round good deeds but depend on the kindness of spirited shoppers to provide the bulk of their annual donations. It seems many do take that spirit of charity and giving quite seriously, and provide what they can for those less fortunate. It appears the sound of jingle bells and Christmas carols reminds us to think of others and dig a little deeper to help the downtrodden. The whole atmosphere is a signal of a society that cares, that answers

the call of those in need, and is aware of those who may be suffering especially at this time of year. But, this story is not about those 99 percent of human beings who feel the spirit or recognize the need. No, this tale takes place in the minds of the few in our world who see every kindness as an opportunity to exploit or get rich quick. A trio of above described individuals hatched a scheme during the holidays last year that left hundreds of innocent contributors scratching
their heads and wondering exactly how low people can stoop so low. A couple paired with a homeless man to tell a heartwarming holiday story that netted the trio more than $400,000 on a GoFundMe page. The woman told newspapers and television stations how the homeless man gave her his last $20 after she ran out of gas and he spotted her on the side of the road. She asked for donations to obtain housing and a car for the down-onhis-luck good samaritan. Hundreds

donated immediately and the account expanded during last year’s holiday season. Turns out the couple did meet around the time of the contrived incident, but the actual get together took place at a New Jersey casino, where police say the scheme was devised. Days later the GoFundMe account was established and the money began pouring in. The couple made appearances on television, including Good Morning America. Because there is some justice in this world, the trio’s undoing came at their own hands. It seems the threeway split was the root of a dispute that finally resulted in the homeless man suing the couple for his share of the money. Police say the fraud would have likely not been discovered had the suit not been filed, alerting officials. The homeless man said he didn’t get his cut, and investigators found little of the money remained, the bulk of it spent on gambling, new cars, see GIVING, pg. 8

expensive handbags and fancy trips. Police said people who donated to the GoFundMe will be reimbursed, so that’s one of the few positive results of this story. Oh, yeah, there’s also the fact that the trio are charged with felonies that could net them five to 10 in prison. And one more thing, they’ll probably spend quite a few holiday seasons behind bars. And, finally, when they are released, they will have to repay every penny of the ill-gotten gains. The damage from acts like this especially selfish and egregious betrayal is the
damage down, although immeasurable, to the thousands of people who do have a story to tell and may need a helping hand. Most of us won’t let the bad actions of a few tarnish the spirit of the season, or charity in general. But, sadly, a few will be reluctant to believe the next heartwarming, tear-jerking story. It’s our good nature to rise above, forget and forgive and continue to do the right thing. That’s the way most of us are wired. As for that trio in New Jersey, who knows or cares what could have gone wrong to produce such a vile and deceitful result? But, they’ll have some time to ponder the question.

OBITUARIES | Death Notices & Funerals PAMELA KAY “PAM” ALLSBROOK Pamela Kay “Pam” Allsbrook, resident of The Currituck House in Moyock, North Carolina, formerly of Mechanicsville, went to be with her Lord on Monday, November 26, 2018, at the age of 76 years. Pam was born on February 2, 1942, to Wilbur and Mildred Allsbrook in Scotland Neck, North Carolina. The oldest of five children, during high
school Pam played the clarinet and drums in band, sang in glee clubs and church and, at only 5’2” tall, managed to make the varsity basketball team – all while consistently earning straight A’s. She also represented her class at Girl’s State. She attended East Carolina University in Greenville, North Carolina. Pam served as church secretary at various churches in North Carolina and Virginia and also worked at the Baptist
State Convention. She retired from G.E. Corporation in Richmond. Pam’s life revolved around her family. Her siblings’ children became “her children” and she loved them as if they were her own. She devoted her life to serving her Lord through her church, as a Sunday School teacher, leading her Bible Study Class and, as many described her, as a true Prayer Warrior. Pam’s powerful soprano voice was a true gift and she loved

C-feds, Cavs earn split decision on court By Dave Lawrence and Chip Brierre Mechanicsville Local
CENTRAL GARAGE – Even though Lee-Davis and King William lay in different counties, and the teams play in different classes, the two school communities take seriously any chance to earn bragging rights over the other for the forthcoming year. This year, the Lee-Davis boys are the ones who can do the talking, dominating Cavaliers with an 86-49 thrashing of their hosts. Three Confederates scored in double figures, one of whom – Elijah Jones – recorded a double-double with a game-high 20 points and 12 rebounds. James Wallace had 16 points and Adonis Johnson 10, while Devin Christian recorded 11 assists. “It’s a different team,” said Lee-Davis head coach Chad Bishop. “We finally have seniors and juniors all across the board. … These guys have played really well all summer. A couple of guys playing at a high level of AAU – we had a lot of guys play AAU. It’s just a different mentality.” For King William, their problem was less with mentality than with conditioning. Many of the team’s members play football, and they were not able to start getting into basket-

ball shape until after the team was eliminated in the Region 2A semifinals by Goochland on Nov. 16. “They shouldn’t even be on the floor,” King William head coach Joe Harper said of the returning football players. Harper said the lack of practice led to 31 costly turnovers against the visiting Confederates. “Lazy passes, silly passes, shots from 3-point range that lead to fast breaks – that you have no chance of making – not knowing situations, not rolling properly, not boxing out; it’s a total, complete breakdown on our part and they took advantage of everything that went wrong,” he said. While Lee-Davis won convincingly, Bishop wasn’t completely convinced by the Confederates’ play. “We have to run our stuff,” Bishop said. “For whatever reason, in these first two games, we really haven’t. We’ve been relying upon our God-given talents and that’s not going to cut it if we’re going to do special things.” Still, he’s very happy with much of what his team members do. “Playing together, this is one of the tightest groups I’ve ever had in all of my years, previous to Lee-Davis and here,” Bishop said. “They truly, truly love each

ASHLAND – It’s hard to imagine a more exciting finish. The women’s swim teams of host Randolph-Macon and of Catholic University entered the final event of the Yellow Jacket Invitational at Collegiate School Aquatic Center Saturday tied for first place in the points standings. Both teams had two relays in the final heat of the final event, the 400-yard freestyle relay. Whatever was to happen, it was likely to be close. And it was. Catholic University’s two relays finished second and eighth. The Yellow Jackets’ two relay teams finished third and sixth and, in the end edged Catholic by two points, 1,563-1,561, for their first Yellow Jacket Invitational win in seven years. “When you’re tied going into the last relay, you can’t make motivation like that happen unless it’s actually taking place in a meet like this,” said Randolph-Macon head coach Brent Kintzer. Catholic got a two point edge from it’s A relay team, whose second-place finish yielded 56 points compared with the Yellow Jackets’ 54 points for a third-place finish. The B relay teams are what made the difference. The sixth-place finish earned Randolph-Macon 48 points, while Catholic’s eight-place finish yield just 44. The four-point swing there gave the Yellow Jackets the two-point win. The Randolph-Macon A team was composed of senior Kata Kylliainen, junior Kacey Pool, freshman Lauren Simonson and freshman Maggie Cooke. The B team was composed of sophomore Grace Dave Lawrence/The Local Landolt, junior Abbey Crank, Top, Randolph-Macon’s Lindsei Hamilton swims to victory with a 2:11.71 finish in the women’s freshman Jordan Shearer and 200-yard butterfly in the Yellow Jacket Invitational at SwimRVA Saturday. R-MC defense regroups against Generals By Rob Witham For the Mechanicsville Local
ASHLAND – Walking into the locker room at halftime Wednesday night at Crenshaw Gymnasium against Washington and Lee, not only trailing by five points, but seeing a “45” on guest’s side of the scoreboard, there were questions that needed to be answered by Randolph-Macon’s men’s basketball team, the 17th ranked team in Division III. “To score 45 against us – and I know what they do – we were really disappointed in our efforts defensively,” said Yellow Jacket head coach Josh Merkel. “Not disrupting them enough, not enough pressure. So, yeah, we really challenged them at the half, and to our guys’ credit, they answered that challenge.” The Yellow Jackets held the Generals to 31 second-half points, including a stretch of seven minutes without a score, as Randolph-Macon built a cushion and held off a late Generals’ charge for an 84-76 victory in Old Dominion Athletic Conference play. Coupled with a 79-68 win at home over Emory and Henry Saturday afternoon, RandolphMacon stays unbeaten in both the ODAC at 3-0 and overall at 9-0. Grayson Midulla (Glen Allen) led the Yellow Jackets with 18 points against Washington and Lee, shooting 8-for-13 from the field. The senior noted the Generals’ first half performance, matching the Yellow Jackets with seven 3-pointers, and saw what needed to be changed. “They were really comfortable making threes, both [Roy] McMillan and [Kevin] Dennin, so we just had to heat them up, put a lot more pressure to the ball, and make the shots tougher for them,” Midulla said.

35 percent in the second half. A William Brueggeman jumper with 10:05 remaining cut the Yellow Jacket lead to 61-58.

the calm, cool, collected sophomore guard Buzz Anthony who stepped to the free throw line three times in the final 33 seconds, connecting on six consecutive attempts to help seal the win. “That kid has made 20 in a row to end practice since day one,” Merkel noted of Anthony and his work ethic. “Some days he’s in here quite a bit, because that’s not an easy feat. But he’s worked hard, and really prepared hard.” Another Yellow Jacket, Corey Bays, led the way in the Saturday win over the Wasps, nailing six treys en route to a 22-point afternoon. Midulla hit a 3-pointer in the final seconds of the first half to give Randolph-Macon a 36-31 advantage. Emory and Henry got as close as three at 64-61 with 6:15 left in the game, but a pair of Bays free throws ended a quick 7-0 run and the final serious Wasp threat. Anthony finished with 17 while Midulla scored 15. Former Atlee standout Jarris Hendricks scored six points with six rebounds, two steals and an assist in 37 minutes for Emory and Henry. With a date looming out of conference at No. 22 Christopher Newport Saturday in Newport News, Merkel is hoping to see the first complete performance from his squad just before breaking for exams. “Everyone has to be locked in to bring what they bring to the team every night,” Merkel said when asked about the array of talent on his bench. “Let’s say somebody doesn’t have the right mentality, someone decides to take a night off, we’re not going to do as well. It’s a great luxury, but we need everyone to bring their skills to the table.” Rob Witham can be reached at sports@mechlocal.com.
Ross steps up to lead R-MC women to win By Rob Witham For the Mechanicsville Local
Rob Witham for The Local
Randolph-Macon’s Michal Ross drives down court in the Yellow Jackets’ 58-55 ODAC win over Lynchburg Thursday night.
ASHLAND – Trailing 53-52 with 3:10 remaining at Crenshaw Gymnasium Thursday night, the RandolphMacon women’s basketball team called timeout, collected themselves, and turned to the night’s go-to player. It was not Kelly Williams. Hampered by a Lynchburg zone which place a 6 foot, 3 inch forward at, and sometimes past, the top of the key, the Yellow Jackets found junior swing player Michal Ross more than ready to accept the challenge and lead her Yellow Jacket teammates. “Coach is always telling me, you know when Kelly is getting double-teamed, with me coming off the bench, I need to be that spark,” Ross said after scoring a career-high 28 points in a 58-55 victory over the Hornets to stay unbeaten in Old Dominion Athletic Conference play. “I need to be the next option.” Ross nailed a jumper out of the timeout, but Emily Elliott’s basket just 29 seconds later gave Lynchburg a 55-54 advantage. The score remained into the game’s final minute and, when Kelsey Wisner missed a 3-pointer with 40 seconds left, it seemed the Hornets were in prime position to steal the win. Ross, however, had steal ideas of her own, taking the basketball away from Elliott in the backcourt and laying it into the bucket with her left hand, not her natural hand, for the score that gave the Yellow Jackets the lead for good. An Elliott drive toward the basket on a designed Lynchburg play that worked to perfection earlier was defended in the paint by Ross. Freshman Lauren Lewis, fouled with one

tenth of a second left, hit two free throws for the final margin. Ross, who nailed a 29-foot 3-pointer at the buzzer to give Randolph-Macon a 48-44 lead after three periods, acknowledged it seemed to be her night. “I’m surprised they didn’t call a foul, honestly,” Ross said when asked about the big steal. “I’m finishing [the layup] on the left side, and I’m praying to God I can make this. I hit a buzzer beater, a left-handed layup, I was feeling myself tonight.” With Lynchburg entrenched with the idea of making someone other than Kelly Williams defeat them, and with Charlotte Woods battling foul issues, it was the perfect time for Ross to step up and take over. While the Yellow Jackets were playing the second conference game in as many days, after a 58-45 win at Shenandoah in Winchester Wednesday evening, that offered no excuses. “I thought that we prepared pretty well for Lynchburg,” said head coach Carroll LaHaye. “We knew exactly what their offense was going to do, and I thought we did a pretty decent job of defending that. When they got their shots off, it was because we let up a little bit.” The Hornets only made four 3-pointers, but three were from reserve Lizzie Davis, one to open the second half to erase a two-point Yellow Jacket halftime lead. Molly Shephard led Lynchburg with 12 points, while Kate Kolb added 11 off the bench. Williams was able to battle against a pair of defenders as tall as her for an 18-point, 17-rebound night. In spite of the unique challenges from the Lynchburg zone, Lewis and Wisner combined for 12 assists. see ROSS, pg. 24

other, and that’s a great thing to come to work every day to practice and see a bunch of guys who care about each other and want to win for each other.” Cavs win friendly rivalry MECHANICSVILLE – The relatively young rivalry between King William High School and Lee-Davis High School continues to cement its foundation in the Mechanicsville community. Friday night in girls’ basketball action, the Cavaliers’ fullcourt pressure bottled up the Confederates, 49-45, to grab hold of bragging rights for the

next year. “Definitely something that me and my team have been wanting to do since the start of the season,” said senior King William center Jamie Hooper. “You can still hear us in the locker room celebrating.” DeeDee Temple and Channing Pitts led the charge offensively for King William (2-1) with 11 and nine points respectively. The Cavaliers’ trailed 16-12 after the first quarter. Lee-Davis (0-2) got a big boost from Kaylee Gray in that opening quarter on the fast break, finishing with a teamhigh nine points. Once the second quarter began, the Cavaliers got back to their full-court press and

caused havoc for Lee-Davis (0-2), forcing multiple turnovers and finishing the first half on a 13-7 run to retake the lead 25-23, one they would not let go of. “We tried to speed ourselves up instead of slowing the ball down,” said Lee-Davis Head Coach Alvin Puller. “We tried to run through the press instead of pass through the press and it caused us problems.” The Confederates made a late push in the fourth quarter, but the Cavaliers found their stroke at the free-throw line to stave off their rivals. King William did much of their damage there, finishing 16-of-32. “It is something that we’ve been trying to implement
As Ross led the way, others did their part, but for LaHaye, the total portrait was not enough, even in victory. “What I said to them at the end of the game was we did what we needed to do, but we should not be satisfied with that,” LaHaye explained. “We should be doing that from start to finish, and then we don’t have to worry about last-second plays and last second shots.”
throughout the years,” said King William head coach Kerry Johnson. “This is what these types of games are to us, work on our game so we can build and develop a better team as we get further down the lane,” The atmosphere was just as compelling as the contest at hand. For it being just the second week of the regular season, both school’s supporters showed up in numbers and camaraderie that added to the gym’s electric atmosphere. “It is calm rah-rah-rah,” says Coach Puller. “No fighting, no arguing, no bickering, it makes it a nice rivalry. Fire Marshal investigating fire at construction site MECHANICSVILLE -- The Hanover County Fire Marshal’s Office was called in Saturday night to investigate a structure fire in the 6500 block of Mechanicsville Turnpike in Mechanicsville. According to Battlion Chief Gregory Martin, who serves as public information officer for Chief Jethro Piland, crews located a single-story multi-business strip mall, which was under construction, with smoke and fire visible.

BETTY ANN LYNCH RUSK Betty Ann Lynch Rusk moved into her eternal home on November 21, 2018, at 8:25 in the morning. She made this move with the dignity and grace which characterized her life. She was a remarkable woman (Proverbs 31vs10-28) who brought dignity and pride to everything she undertook. The hallmark of her life was her service to her church and to her God. She sacrificed earthly rewards and treasures, so she could lay up treasure in the heavenly home to which she has now gone. The last few years of her life have been characterized by the debilitating illness Alzheimer’s.
“An aggressive interior search was completed and the building was determined to be clear of any persons,” Martin said. “The fire was quickly located, extinguished, and smoke removed.” Martin said, “Crews then verified the fire had been contained and ensured all adjacent businesses were safe.” The fire, reported at 10:07 p.m., was marked under control at 10:31 p.m. Martin said there was no injuries to
Betty loved visits from friends. Although she could no longer express herself verbally, a smile or the twinkle in her eyes let you know she was comprehending what was happenRUSK ing. The joy of her life was her service to Asheville’s First Baptist Church. She was secretary to five pastors, although some of them were interim pastors. She loved her work at FBC and considered it to be her life’s calling. Betty is survived by her husband, Orphas Dale Rusk; and several cousins and many friends here in Mechanicsville. Although we are grieved by Betty’s death, we know that in her father’s house are many mansions, and now one of them is occupied

by Betty. She is having a joyful reunion with her mother, Eva; her grandmother, Pearl; her sister, Martha; and a host of other friends who have gone on before her. Go in peace, Betty, may the Lord bless you, may the Lord make his face to shine upon you, be merciful to give you peace and welcome you into your eternal home. So, until we meet again Betty, save me a place at the supper table. I will be there soon. A memorial service for Betty was held at 11 a.m. on Tuesday, November 27, 2018, at First Baptist Church of Asheville. Rev. Leah Brown and Rev. David Blackburn officiated. Interment will followed at a graveside service at 2 p.m. on December 4, 2018, at Oakwood Cemetery in Richmond. Monaghan Funeral Home of Mechanicsville was in charge of arrangements. In lieu of flowers, memorials may be made to First Baptist Church, 5 Oak St., Asheville, NC 28801. Online condolences may be left at www. monaghanfunerals.com.
