HCBOS resolution defends Second Amendment rights By Jim Ridolphi for The Mechanicsville Local HANOVER -- Hundreds of gun rights activists packed the Hanover County Courthouse last Wednesday in support of a measure adopted by the Hanover County Board of Supervisors endorsing and protecting Second Amendment rights and declaring the county’s intent to oppose any changes to gun laws by a Democraticallycontrolled General Assembly. The resolution, which passed by 5-1 vote, stopped short of declaring the county a Second Amendment sanctuary, but clearly expressed the board’s view involving proposed gun law changes in the General Assembly in the new year.
Hanover is one of several local jurisdictions that have passed similar resolutions. The efforts are a response to the newly Democraticcontrolled Virginia House of Delegates and State Senate and announced plans to beef up backWYATT ground checks and limit magazine loads. Classroom violence addressed again Bourassa abruptly resigns By Jim Ridolphi for The Mechanicsville Local ASHLAND -- For the second consecutive month, the husband of a Hanover County teacher appealed to Hanover County School Board members to address the issue of classroom
violence against teachers. Clifton Parker previously recounted episodes of violence and personal attacks against his wife waged by a student in her class, and expressed his frustration at the lack of action by school officials regarding the assaults. “I don’t understand why the administration would ignore teachers with multiple master degrees and
not follow their recommendation for troubled students,” Parker said. “I’m shocked that Hanover County Public Schools does not have a Health and Safety policy, and it seems the policy is get back to work — no compassion or asking if you are OK,” Parker said. “My next door neighbor was see VIOLENCE, pg. 12

Snowflakes stir thoughts of younger days
Celebrating what is good and true in U.S.
By Melody Kinser Managing Editor or those of you who may not understand (or even ever heard of) the concept of a coal camp, it can be explained simply. Coal companies built houses, stores, and sometimes schools near mining operations. And, yes, they owned them. My dad was one of the few fathers in our neighborhood who was not a coal miner. He did a two-year stint in a mine that, sadly, exploded in the early 1960s, entombing most of the men he had worked with underground. He moved on to become employed by the local electric utility as a lineman. Family was a big part of my youth in Hedgeview, also known as 15 Camp because the No. 15 Island Creek Coal Company mine had been located there.

What was especially great about life in a coal camp was the number of kids in my age range. Being outdoors was a given -- regardless of the weather. When that first snowflake appeared, we were ready to bundle up and engage in throwing snowballs at one another or challenging teams in building the biggest and best snowman. A big smile crosses my face as I think back to such an enjoyable and carefree time. That’s at the heart of being a child -- enjoying life to its fullest and that includes diving into a pile of snow. Being outside with our friends and sharing fun times and making memories are precious. One of those neighbor friends recently passed away, prompting me to think back on all the good times I had in Kathy’s big yard. Whether it was playing volleyball, dodgeball or whatever yard game, her yard was the gathering place. When a significant amount of snow fell across the yards, snowmen seemed to pop up every-
where. And there was considerable time involved in creating the perfect snowman. I’ve often thought about the pros and cons of today’s technology when it comes to children. When I was a kid, we had cable TV -- and that meant three channels: ABC, CBS and NBC. That’s all there was at the time. I appreciate the memories that coal camp provided, because of the friends I made and still have. Regardless of the holiday or event, we were a group. While my great-nephews are often attached to their versions of iPads, their parents have encouraged them to enjoy the outdoors -- and they do. Here’s my advice -- and it applies to all ages -- get out and throw a snowball or build a snowman when that first significant snowfall occurs. Trust me, you’ll either be flooded with memories or start making some.

Recently in The Mechanicsville Local two accounts of the paperboys appeared -- one by Jim Ridolphi and the other by John Hopkins. They reminded me of the Norman Rockwell era. Both stories were true. Both stories were different. Having been a paperboy, I could identify with things from both stories because I started newspaper delivery at age 8. Good memories of the past, reminding me of the wonderful maturing experience that this job had for thousands of boys. Thank you, Jim and John, for writing about that character-building experience. Sadly, we must say goodbye to the 20th century; that is history. All that was good and right in those days are gone -- just like the bicycle paperboys. Welcome to the 21st Century with “instant information”, fast food, and “expert hypercritical analysis”. Every matter known to mankind is now in our hands through “smart phones”. Our nation is so divided that even these two paperboy stories can divide Americans: probably did! We have been taught to look for wrong and evil. Then perfect all transgressions through public shame. These very simple accounts of the paperboys are great examples of how we can get back to celebrating what is true and good about America.. Consider this: Both accounts are true, and both are different, and both accounts are valuable. The founding fathers of this great nation understood respect and civility. fell short in their opener. Sure, the loss was disappointing, but also provided a glimpse of what this year’s version of a tried and true style of football could achieve. The early season challenges continued at Buckingham, and the Bulldogs escaped Dillwyn with a tough win, and an attitude emerged from a group of players who refused to lose and committed to get better each week. By midseason, even the naysayers knew Goochland was attaining powerhouse status, making short work of most of their opponents. For me, I was convinced after a trip to Greene County where the Bulldogs faced Blue Ridge in what must be one of the most beautiful settings for a high school football game imaginable. They made a statement in that idyllic setting. As the weeks progressed, the Bulldogs were reaching a

late season level that convinced all who were close enough to notice that this team had the character and commitment to exceed all expectations for a team making its first appearance in Class 3 football postseason play. They left no doubt in the first round of the playoffs, dominated a tough opponent in round two, and won a regional championship on their third outing. What remained was a trip down Interstate 95 to take on what many described as an invincible opponent in Hopewell. Some of the predictions were gloomy. The prognosticators made the mistake of shortchanging and discounting the character of this team and its coaching staff. They didn’t realize what some described as luck or breaks were situations created by a tenacious group of Bulldogs that graciously accepted those miscues and promptly turned them in to touchdowns. That’s not luck,
my friend, that’s talent. So, I was surprised to read one account of Saturday’s game that referred to Goochland’s first half domination of the Blue Devils as a series of bad breaks for the home team, and more a case of good luck for the visiting Bulldogs. I didn’t see it that way. I saw a team that removed all doubt as to whether they belonged and led a state championship team for most of the game, finally losing to an all star effort by a talented group of Blue Devils. And, it’s not so much the loss that disappoints me. It’s that feeling of coming so close and what could have been for this group of deserving athletes, that sticks in the gut. They fought as hard as any group of Bulldogs I’ve covered to accomplish the results they achieved. In the end, reflecting on this season brought me to the realization that this team was special, a blend of experienced seniors and up-and-coming underclassmen and women
who gelled to create a magical journey. Following the loss, Coach Alex Fruth told an emotional group of Bulldogs it was an honor to lead them this season, and reminded the team that this is not the toughest loss they’ll face as life progresses. He’s right. Sooner than they realize, the memories of this season will provide a sense of pride and accomplishment, and a snapshot of some of the happiest days of their lives will replace the disappointment on the bus ride home from Hopewell. Fruth also thanked his seniors who have, in four seasons, played about five seasons worth of football, achieved unparalleled success and continued a tradition of excellence for the Bulldogs. He reminded the returning players of something that remains, even after a tough loss — the hope and redemption of next season. Do you believe?

The documentation provided on BoardDocs and in the Resolution pointed out that this amount has not changed since 2003 and that Henrico and Chesterfield counties and Richmond City School Board members earn more -- in the case of the first two counties, significantly more. However, as board member Sue Dibble pointed out, these comparisons are not necessarily appropriate: The data is listed in the order of area, annual salary, number of students, number of schools, number of members, elected/appointed, and cost per student. Hanover -- $8,000; $18,000; 25; 7; appointed; $0.44. Richmond City -- $10,000; $24,000; 40; elected; $0.42. Henrico -- $19,359; $50,000; 72; 5; elected; $0.39.
Chesterfield -- $17,549; $61,000; 64; 5; elected; $0.29. Currently, Hanover County pays the most per student for appointed members to support significantly less students/ families. As well, we’re one of only a handful of counties left where board members are appointed and not elected -- which means less time and money by the board member to secure their position. If this proposal is approved by the Legislature (step 1) and then the board itself (step 2), it’s a dramatic increase and not at all warranted. What additional services could be provided in the preschool program or special education or school supplies and technology as opposed to this excess? I understand the sentiment of board member John Axselle that no employee would stay in a job for 13 years without a

While I appreciate the number of residents who participated in the Public Comment portion of a recent Hanover County School Board meeting, I was vastly disappointed by how few stayed for the rest of the agenda. I don’t know how many in this county are aware that the school board held a vote to begin the process to increase their own salaries.

board would not support and oppose efforts to infringe on the rights of gun owners and would endorse no effort to change the current guarantees under the Constitution. “Passing laws that would come after law-abiding citizens gun rights just isn’t right. If legislators want to get tough, they need to get tough on crime, they need to get tough on the drug activity and related crimes right here in the Richmond area,” Wyatt said before introducing the resolution. Wyatt recognized Col. David R. Hines, sheriff, for keeping the county’s crime rate the lowest in the region, and maintaining a safe environment for its citizens. He emphasized the need to lessen the criminal element regionally, and noted gun restrictions would not achieve that goal. “Taking one’s second amendment rights, in my opinion, won’t have much impact on violence,” the soon-to-be 97th District delegate said. Last week’s session was Wyatt’s final meeting as a supervisor. Wyatt read the resolution, which listed the large number of Hanover businesses involved in some form of the firearms
industry, noting these businesses provide firearm safety as well as tax revenue for the citizens of Hanover County. One of those affected business owners said impending changes to gun laws by the General Assembly could seriously impact his Ashlandbased holster and training business, Blue Line LLC. Owner Ken Delano said limiting magazine sizes and other proposed measures could affect his sales. “I make holsters for civilians, federal officers … nationwide, based right here in Ashland. Half of the holsters we sell are for weapons that hold more than 10 rounds,” Delano said, referring to potential restrictions to magazine capacities. As an Ashland resident and 22-year police officer, Delano said he feels under-represented when it comes to gun rights, citing Ashland Supervisor Faye Prichard’s dissenting vote on the resolution. He said he also recognizes a threat to his business if new restrictions are passed. “Our business is going to suffer a huge loss when this thing passes,” Delano said, referring to the magazine restrictions proposed by Gov. Ralph Northam. “It’s going to be very much hampered if these restrictions pass,” Delano said.

Wyatt’s resolution clearly stated the county’s opposition to those proposed restrictions. “I move to adopt a resolution to protect one’s Second Amendment rights,” Wyatt said. Beaverdam Supervisor Aubrey “Bucky” Stanley asked why the term “sanctuary” did not appear in the lengthy resolution. “I got 159 emails on this issue and every one of them except one had sanctuary county in it,” Stanley said. “I’m just wondering why we can’t put sanctuary county in it, a place of refuge, protection and safe haven.” Wyatt explained the process of compiling a resolution among seven members was challenging. “It’s tough when you have seven individuals and you are trying to get the document created and across the finish line,” Wyatt said. Even with the term sanctuary lacking in the final document, Wyatt said the document offers strong guarantees. “That particular word is not in it, but, after consulting with the county attorney, this does have teeth,” Wyatt said. Prichard said she could not support the resolution, citing a separation in duties of state and local government. “In the past this board has refused to vote on things
that were not under our purview because we don’t want the state to vote or interfere in things that are in our purview,” Prichard said. “I highly support all peoples’ businesses in the County of Hanover. I believe in your Second Amendment rights,” she added. Noting that Virginia is a Dillon Rule state, Prichard voiced her dissent. “For the reason we live in a Dillon Rule state and my respect for the role of state government and the role of local government, I cannot support this.” Wyatt said the latest state election where Democrats took control of both state houses has “consequences” and urged supporters to voice their opinions at the polls. “I hope every individual in here votes. They’re coming, folks,” Wyatt said. “You better get engaged, join your civic groups, get in your local political units, and talk about it in church because this is going to a very different Virginia from what we are used to in years past,” he concluded.

Ralph Northam announced last week that Wegmans Food Markets, a grocery retailer with stores throughout the Northeast and mid-Atlantic regions, will invest $175 million to establish a full-service, regional distribution operation in Hanover County. Virginia successfully competed with North Carolina for the project, which will create 700 new jobs. Located along Sliding Hill and Ashcake Roads in Ashland, the new campus will allow the company to expand its distribution network on the East Coast and accommodate its growing retail footprint. The announcement follows a recent domestic marketing mission where the Governor met with Wegmans real estate and development officials at the company’s headquarters in Rochester, New York. “It’s a significant win when a business decides to create 700 full-time, well-paid jobs, and we are proud that a company of Wegmans’ stature

Supervisors defer action on site plan for Cedar Lane project By Jim Ridolphi for The Mechanicsville Local HANOVER -- A site plan for a proposed industrial park located at the intersection of Route 1 and Cedar Lane will receive additional scrutiny and consideration by the Hanover County Board of Supervisors. Last Wednesday, the panel deferred action on a site plan appeal filed by the Chickahominy Falls Association for 30 days allowing Phase 1 developer Scannell Properties to meet with the developer to resolve pending issues. It is unclear if preliminary land clearing at the site would continue while a dispute involving the number of entrances is resolved. The 118-acre tract was rezoned in 2015 utilizing the county’s newly approved Strategic Zoning Initiative, a program that allows county landowners to rezone property making it more marketable for commercial and industrial investors. Members of the Cedar Lane Coalition formed to fight the site approval, an action they claim does not conform to original plans for the project. Initial drawings located four
entrances to the proposed project, one on Route 1 and three situated along Cedar Lane. But, the approved site for Phase 1 of the project lists a sole access point along Cedar Lane and no entrance off Route 1. That proposed driveway is adjacent to the entrance of Chickahominy Falls, an age restricted agri-based community located off Cedar Lane. About 65 residents reside in the community scheduled to include about 400 homes when completed, and many said it wasn’t the Cedar Lane entrance that was of concern, but the lack of access on Route 1. Residents said the elimination of that entrance equates to Cedar Lane becoming an industrial entrance servicing as many as 400 trucks per day utilizing the proposed warehouse that as yet has no identified occupant. The Coalition and Chickahominy Falls developer Roger Glover contend the approved site plan does not comply with the original proposal and asked supervisors to review that approval. ing room, and many spoke in favor of a deferral, allowing the parties to attempt resolution and providing supervisors with more time to study the proposal. Ron Andrea, a Chickahominy District resident, listed his objections to the pending project. “This project was approved based on a misrepresentation of development facts. Therefore, you folks need to put a stop on the whole thing and review the whole thing,” he said. Diane Collins, a Chickahominy Falls resident, said her concerns were focused on the ability of first responders to access Cedar Lane.

Holiday hours for county listed HANOVER -- Hanover County government offices will be closed Monday through Wednesday, Dec, 23-25, for the Christmas holiday and Wednesday, Jan. 1, for New Year’s Day. Trash and recycling centers operated by the Hanover County Department of Public Works will be closed on Christmas Eve and on Christmas Day. The centers also will be closed on New Year’s Day. Branches of the Pamunkey Regional Library will be closed on Christmas Eve, Christmas Day and New Year’s Day and will close at 3 p.m. on New Year’s Eve. Everything is free and open to the public. “I am especially excited to bring this program to Hanover County,” Sottong said. “As a library representative, board member of Goochland Powhatan Community Services, member of the Goochland County Public Schools Youth Mental Health Task Force, and founder of Goochland ParentNet, I am highly invested in the effort to promote youth mental health and suicide prevention
resources in Hanover County.” She continued, “We have developed a new partnership between Hanover CARES and the Montpelier Branch Library, designed to bring information and resources to our Hanover neighbors. Patriots boys, girls sweep Confederates By Dave Lawrence Sports Editor ASHLAND – Patrick Henry’s boys and girls successfully defended their home court Friday, sweeping visiting LeeDavis on the first night of crosscounty basketball matchups in Hanover. The Patriot boys, despite some of them not-quite having their sea legs because of Patrick Henry’s long postseason football run, handed the Confederates a 69-35 defeat, while the Patriot girls won 53-35. Despite the seemingly lopsided margins, there was quite a bit of scrappy play by both teams in both games. Lee-Davis won many battles for the ball, especially in the paint, but, once won, the Confederates often struggled to get it in the net. Not so with Patrick Henry. The Patriot boys were led by Jordan Morris with 12 points and Myles Derricott with 10. Logan Nuckols led the Patriot girls with 24 points. In the nightcap, it looked as if the Lee-Davis boys might run away with the game at the start. Patrick Henry had possession at first, but a pair of Patriot turnovers led to a pair of Confederate baskets. But Patrick Henry settled down, and, once the Patriots began running their offense, the machine started its unstoppable momentum.

“They were a little bit amped up. I got them a little bit fired up in the locker room,” Patrick Henry head boys basketball coach Randy Anderson said of the team’s pregame preparations. “We came out a little too excited and wasn’t really concentrating. But when we got settled in, and the patience kicked in, we were able to execute.” A slow start doomed LeeDavis in the girls game. While the Confederates managed just 4 points in the first quarter, the Patriot girls kept steady, taking a 19-10 lead into intermission. But in the third quarter, the Patrick Henry offense took off – without the help of Jessica Osuanah, a leading scorer and dominant presence inside who was injured in the off-season and has yet to fully return. “We’re not sure when she’s going to be back and 100 percent and healthy,” said Patrick Henry head girls basketball coach Phil Cobb. “So there’s no excuses. We can’t make excuses for ourselves. We all have to collectively step up. Without her, we’re not a super-tall team. “Tonight was a great example. Lee-Davis had some decent size … and collectively we did a decent job of rebounding the basketball.” The Confederate girls were led by Maddie Butler with 11 points. Lydia Elkins chipped in an additional 10.

MECHANICSVILLE – Up nine points at the start of the fourth quarter, the Hanover Hawk faithful believed that their boys would pull off the victory on Atlee’s court Friday night. The Raiders had other ideas. With the score 39-30, Atlee went on a 9-2 run to over take Hanover, then, with 1:21 left in the game and the score knotted at 45, Atlee’s Cameron Mays hit a 3-pointer to give the Raiders the lead for good as they finished with a 55-48 win. “Tonight our defense got us going and I think hopefully they see that and that will spring us forward,” said Atlee head coach Rally Axselle. The boys game was one of runs. After slow starts in the first quarter, Atlee got it going in the second quarter. The Raiders went on a 10-2 run, pushing the lead to 24-15. Before halftime, Hanover managed to cut the lead to 6 points after being down by 11. Hanover got off to a hot start in the third quarter when the Hawks opened up a 32-26 lead. Guard Charles Rohr and guard Jack Belcastro both shot 2-for-2 from the 3-point line as they keyed the early 12-0 run. Defensively, Hanover dominated in this quarter as they held the Raiders to 4 points. “We talked about making the extra pass,” head coach Darren Thornton said. “We saw a lot of guys open. ... We started making those passes and taking those looks.” Senior Tyler Warren led the Raiders in their resurgent fourth quarter with 9 points punctuated by a huge dunk late in the fourth to push Atlee’s lead to 3 points. ter was the defensive effort by Atlee. Axselle credited the defensive success to changing the scheme and “trapping a little bit,” giving Hanover a different look. “When they came out in the third quarter they attacked us and we were on our heels,” Axselle said. “We put in some players that haven’t really played that much this year and they gave us a big boost off the bench.” Hanover lost its first game of the season as Atlee won its first. So far, Atlee has found itself in close games and the Raiders hope to carry on the “defensive success” moving forward as they host Glen Allen next. Hawk girls dominate In the girls game, Hanover dominated a turnover-plagued Raider team as the Hawks prevailed 54-15. Turnovers hurt the Raiders early: after the first quarter, Atlee was down 9 points. Despite the vocal support of the Raider faithful, the turnovers would continue as Atlee fell steadily behind. Hanover had its own problems with turnovers. Both teams opened the game with a pair of turnovers on consecutive possessions. But the Hawks started gaining momentum offensively in the second and third quarters in which they outscored Atlee 32-12. “We live and die on the defensive end, our kids played fantastic, I thought, on that end of the floor,” said Hanover head coach Mike Rohr. Offensively, Hanover was led by Madison Muller and Julia Mardigian. Muller finished with 15 points and Mardigian finished with 10. see SURGE, pg. 24

The Raiders were led offensively by Kelly Ayer, with 7 points. “I feel like we’re probably a little tight, you know, it’s a little extra with Hanover,” said Atlee head coach Michael Rawlings. “We’ll play better.” Defensively, Hanover forced 29 turnovers, leading to easy baskets in transition. But Atlee forced its share of turnovers with 13. The win on Friday marks the fourth consecutive win for Hanover on the early season. Patrick Henry wrestlers win Patriot Revolution By Rodney Robinson For the Mechanicsville Local ASHLAND – After the 285pound championship match, the last match of the day in the Patriot Revolution Invitational at Patrick Henry High School Saturday, Patrick Henry wrestling fans stuck around to learn which team claimed the championship. After a successful day on the mats, many believed that Patrick Henry had a great chance of finishing first. And once Caroline was presented with its second-place trophy, the Patriot faithful began cheering and jumping with excitement as it dawned on them the host team finished first. Then the announcer officially announced the winner: Patrick Henry, in fact, had won. “They came in here as a young team, not having winning first place in a tournament yet and they came out here, knew what they needed to do,” Patrick Henry head coach Jeremy Smith said. The Patriots tallied 191.5 points, with Caroline a close second with 182. Midlothian finished third with 174.5 points, followed by Charlottesville (94), Goochland (72), Monacan (38) and Meadowbrook (20). Fourteen Patriots finished in the top four. Linus Stansbury (120 pounds), Justin Morgan (138 pounds) and Jack Fox (160 pounds) won their respective weight classes. Johnathan Eicher (third place in the 152pound division), Stansbury and Morgan each had three pins for the Patriots in an impressive performance at the invitational. the Patriots’ third-place finishers were Blake Deschamp (113 pounds), William Werner (170 pounds), Lorenzo Vertelotti (182 pounds) and Alex Clough (195 pounds). Contributed Report news@mechlocal.com RICHMOND -- Virginia State Parks are recruiting outgoing, adventure-seeking, hard-working people to serve as 2020 crew leaders in the Youth Conservation Corps program. Each summer, YCC engages 200 young people in state parks throughout Virginia, accomplishing projects such as trail maintenance, basic construction and beautification of the parks. Crew leaders manage these crews. Applications are accepted until all Bourassa, whose term expires in 2022, took the leadership reins in January and also served as CodeRVA vice chair, and as a member of the Finance Committee and Joint Education Committee. In a statement released Friday afternoon, Bourassa said, “It has been my sincere honor to serve on the School Board, and I am grateful to Mr. Peterson and the Board of Supervisors for this opportunity. I have been fortunate to work collaboratively and strategically with my fellow board members on many positive and meaningful accomplishments during my tenure, and I will miss them,” Bourassa said He also acknowledged the dedication of staff and administration. “I will also miss Dr. Gill and his staff, who dedicate their hearts and souls to meeting the complex and ever-chang-
