Harris’ final budget met with praise Plan includes raise for employees, support for public safety, human services, education By Jim Ridolphi for The Mechanicsville Local

Jim Ridolphi for The Local

County Administrator Rhu Harris, left, and Col. David R. Hines, sheriff, presented their budgets to the Hanover County Board of Supervisors last Wednesday.

HANOVER -- County Administrator Rhu Harris probably can’t remember the last time he received a standing ovation on completion of a budget presentation to the Hanover County Board of Supervisors. But that’s exactly what happened as he concluded an outline of the 2021 proposal, and a packed house stood and applauded. While Harris downplayed the emotion surrounding his final budget, others took time to note the significance of the farewell

presentation. Board chair Bucky Stanley, Beaverdam District, said replacing the 37-year veteran won’t be easy, especially considering Harris’ experience in financial planning. “This is Rhu Harris’ last budget presentation, and I want to tell you that you are the reason that Hanover County is in such good financial shape,” Stanley said. “I want to thank you and it’s been an honor working with you. It’s going to be a tough task to find the person who will follow you.” But it was strictly business for Harris

who outlined a budget that includes a 2 percent raise for county employees and supports public safety, human services and education needs. With increases in home values, personal property and sales taxes, revenue streams increased from last year, a factor that allowed Harris to present a balanced budget minus an increase in the county’s real estate rate of 81 cents per $100 of assessed value. That good news was tempered with see BUDGET, pg. 4

Superintendent’s budget gets unanimous approval By Jim Ridolphi for The Mechanicsville Local ASHLAND -The Hanover County School Board unanimously passed superintendent Michael Gill’s recommended 2021 budget that provides a 2 percent increase for all employees, enhances bus driver compensation, and funds employee healthcare insurance costs.

Also identified in the capital portion of the adopted budget is funding for 17 vestibules in Hanover County Public Schools’ campuses that will enhance safety and funding for a new elementary school that replaces John Gandy Henry Clay elementary schools. The plan also continues a five-year technology plan that provides laptops to all middle school students this fall, and

In other matters, the school board unanimously passed a revised equity policy that outlines a desire for full and fair treatment for all county students and illustrates the system’s desire to serve all students without regard to special circumstances. dozen speakers who expressed support for the policy, while only two speakers objected. When the 60-minute public comment period ended, chair John Axselle said the board would be taking action on the policy later that evening, but told the audience that changes to the proposal had been made. significant reductions in state funding, a challenge that further challenged and increased the local funding share. “A primary challenge is that the Governor’s budget did not include pay raises for teachers, deputies and other positions supported by the state,” Harris wrote in a pre-budget letter to the board. “This has required us to step forward with local money to ensure that our valued employees receive a pay increase this year” The total for the 2021 all funds budget is $499.1 million, a 1.4 percent increase from the current budget. The General Fund portion of the proposal is $276.9 million or a 3.7 percent increase from this year amounting to $9.8 million.

This year’s school budget increases by $4.3 million or 4.7 percent, but funding from the Commonwealth increased only $245,000, the lowest in four years. “This is the smallest increase we have seen . . . and, frankly, barely qualifies as an increase,” Harris said. The increase allows the continuation of a technology upgrade that includes laptops for middle school students next year, and also addresses a salary compression issues. Dr. Michael Gill, superintendent of Hanover County Public Schools, will present the Hanover County School Board’s adopted budget this week along with other department heads. Col. David R. Hines, sheriff, presented his 2021 budget following Harris’ presentation, which included a request for 7.2 positions that is fully

funded in Harris’ proposal. This will allow two additional deputies at a pair of Hanover schools. Fire Chief Jethro Piland presented his department’s request for 2021 that included funding for the 12 firefighters hired last year to supplement coverage in the Mechanicsville area. The five-year proposed CIP includes funding for new fire station in the Mechanicsville area as well as a new fire truck. While residential property rates remain unchanged, slight increases in water and wastewater rates, amounting to an average bimonthly increase of $4.77. Steve Herzog also outlined the Public Utilities budget for 2021. Other departments, including schools, will present their budget requests this week.

The people who leave a lasting impression By Melody Kinser Managing Editor ave you ever had someone in your life who was always there when you needed advice or guidance about your career plans? This is certainly an individual outside of your family who has followed a similar path. Sadly, a week ago, one of my mentors passed away, leaving a void in my life. Raamie Barker was my second managing editor at my hometown newspaper. He also recommended that I succeed him when he accepted a significant position in the administration of Gov. Arch Moore in 1985. I learned of his death Sunday night, Feb. 6, but could not find the words to express the loss I was feeling on social media. I did compose a post on

H

Monday. However, sometimes it’s difficult to find the words to describe the influence someone has had on you. Raamie encouraged me to take a leap of faith and leave my hometown for a seven-day-a-week newspaper in the southern part of West Virginia. As opportunities presented themselves, I always contacted him to get his opinion about a job. His support was steadfast and unwavering. He was always honest as we would discuss pros and cons. Without a doubt, he considered what move would be in my best interests. He left newspapers in 1985, primarily remaining involved in politics. I learned a lot about the ins-and-outs of politics from him. We didn’t always agree (some “discussions” became a bit loud), but he never dismissed what I had to say.

Photos popped up on Facebook on Monday, Feb. 7, of Raamie with Bobby Kennedy. He was involved on the state level in Kennedy’s 1968 presidential bid. That may have been what triggered his long-time interest in politics. As a matter of fact, at the time of his death, he was serving as mayor of the little town where he was raised in our home county. When I finally arrived in Hanover County (I had a goal of getting as close as possible to Richmond as my sister’s health was failing), I thanked Raamie and Earl Lambert, who taught me more about newspapers than anyone, for helping me reach what I found to be my destiny. My heart aches for Raamie’s family. He so loved his wife, children and grandchildren. Godspeed, Raamie. I am blessed to have had you in my life. You did make an impact.

Would people really say what appears on message boards? By Jim Ridolphi Contributing Columnist A friend is tasked with coming up with a unique and catchy phrase each week to adorn a sign outside of his church. It’s one of many billboards that allow people to express their own brand of enlightenment or redemption, delivered with a smile. “Fight Truth Decay” was his team’s message for this week and is especially

timely, but it’s only one in a long series of witticisms they’ve displayed over the years. Some of the things I’ve seen on the side of the road, in the words of Gary Busey, you wouldn’t want to paint on an overpass, but I always appreciate a dose of down-home humor delivered on a sign with movable letters with no apostrophes. I often think that some of the authors regularly publish thoughts on

these original message boards that they might not normally express. For example, I’m not sure the guy who wrote “My wife says I never listen to her, or something like that” would vocalize that same thought at dinner with his spouse. And, sometimes, these signs convey timely updates that otherwise might go unnoticed. A Baptist Church posted, “Whoever stole our AC units, Keep one. It’s hot where you’re going.”

Another church sign sternly warned, “Honk if you love Jesus. Text while driving if you want to meet him.” El Arroys in Texas has become nationally known for its posts on a small sign outside its restaurant. They’ve taken a philosophical approach to movable wit stating, “Life is just a series of obstacles preventing you from taking a nap.” Another see MESSAGE, pg. 8

Resident: county derelict in school funding Budget season is here and yet again there are insufficient revenues to fund our vital public services such as schools, Fire/EMS, social services, and public safety. I participated in the Hanover County School Board’s Public Budget Hearing on Jan. 28, and -- while I have questions about the six behavioral support positions -- my greater concern is that the budget as a whole is deficient of funds and that it was presented in the context of state funding woes but there was no mention of local funding woes. Certainly, Governor Northam’s budget for education is insufficient (as I was quoted in the Richmond TimesDispatch). In addition, there is no state funding program for school facilities in Virginia; localities are on their own and they absolutely should not be. However, localities also bear a great deal of responsibility for funding their schools, and Hanover County has been especially derelict in its duty to raise revenues and hence miserly in its funding of public services. The reason Hanover’s share to the state has increased is not because the Governor decreed it so; Hanover property values and taxable assets have increased in value. Hanover is wealthy and can afford to adequately fund its services. In 2007, the Hanover County Board of Supervisors lowered property taxes to the lowest in the region, as a temporary measure, and then made those cuts permanent. What does this mean for schools? In the context of this year’s budget, our schools have “refocused existing resources” to add a handful of muchneeded positions, small salary increases for our teachers and bus drivers, as well as some further progress towards see LETTERS, pg. 8

reducing salary compression. However, other needs continue to go unmet. To list just a few examples: z Despite public outcry in recent years, our elementary schools are still lacking bus aides, nor is there enough special education support, including one-on-one aides for highneed students, which spreads the aides too thin and cause case managers to miss plan-

ends up in a cone.” Another vet wrote, “Free belly rubs with exam. Sorry, Pets only!” And some signs fall into that too much information category. “Septic tanks pumped, swimming pools filled. Not same truck” conjures up a vision most of us could live without. Those roadside signs are

a part of Americana that we mostly take for granted. But, let’s face it, we’ve all chuckled at some of these messages as we drive along a highway. It reminds us that most of us have opinions and there is a variety of ways to express them. While many of us would not want our printed words posted on the side of a roadway, it’s impor-

tant to appreciate the thought and effort behind these posts. And it’s also encouraging to note that in a world where Facebook and Twitter seem to rule the day when it comes to personal interactions, signs that allow changing messages are making a comeback. Some even appear in digital displays offer the same options, but,

personally, I prefer the uneven spacing, misspelled words and the sometimes errant W replaced with an upside down M of the message board variety. Maybe it’s the small town in me that still enjoys an original thought placed strategically so everyone in the neighborhood sees it, or appreciates a thinly veiled message on morality or

eternal life scrolled in stenciled letters. Yes, I suppose it’s true that all of us have an opinion, and somehow it makes all of us more emboldened when we get the opportunity to express it. Lest we forget the famous words of Simon and Garfunkel; “the words of the prophets are written on a subway wall.”

ning time and lunch. z Course offerings at the high schools are limited, i.e., many courses are offered on the books in theory but not in practice. For example, students at Lee-Davis High School are told if they want to take Calculus BC, they have to drive themselves over to Hanover High School and miss part of their next class in the process. z Physical education classes in the middle schools have 40 to 50 students in each of them, causing management

problems, and students to have to either sit around and wait their turn, or get hurt as they crowd onto the gym floor to play massive-sided games. z Other elementary and secondary school class sizes are too large and teachers have insufficient planning time. z The budget for FY 2020-2021 supports the assignment of Chromebooks to all middle-schoolers and I assume the same will happen for the high schools the following year. However, all families will be required to pay heavy fees to support this initiative and our aging schools in need of replacement, especially lack the wifi and electrical infrastructure needed to support a oneto-one device initiative. Having all of our students’ online will literally fry those schools’ circuits. In the bigger county picture, many students lack broadband internet access where they live and, as such, won’t be able to complete certain assign-

ments outside of school. z John Gandy and Henry Clay Elementary Schools will receive much-needed replacement by 2023, but there is no plan, physical or financial, to replace the other schools that have been identified by the 2018 Capital Planning Study as being in dire need of replacement (Battlefield and Washington Henry Elementary Schools and LeeDavis and Patrick Henry High Schools) and renovations (Beaverdam, Elmont, Mechanicsville, and Pearson’s Corner Elementary Schools). Adequate state revenues and funding would help to alleviate the under-funding of our schools, and other public services, but the Hanover County leadership needs to take responsibility for their role in our funding deficiencies and raise more revenues themselves. We need to finally correct the promised-to-be temporary property tax rate decrease

from several years ago. We need a plan to fund a much more robust and aggressive school facilities replacement plan and schedule. We need to rally members of the public around a meals tax, which is 50% borne by folks who live outside of the county. Finally, we need leaders who are honest about the dearth of local funding and the long-term damage it’s causing and who stay focused on doing what’s best for those they are supposed to serve: the citizens of Hanover County. Rachel Levy Ashland

center is situated in the wrong place. Period. There is no denying that fact. During the Feb. 6 informational meeting at Oak Knoll Middle School, citizens needed to vent and ask questions. That important part was too long delayed by a rehash of the zoning history of the parcel, the planning process and timeline and a presentation on Wegmans’ history, business philosophy, and philanthropy. The flier of questions and requests distributed by the Fox Head residents contained wellexpressed concerns regarding legitimate issues. It would have been a much more suitable agenda for the evening. Without a doubt, the imposition of a distribution center on this parcel poses problems. But, unfortunately, this is a perfect storm of 25 years in the making: a pre-zoned parcel with outdated proffers,

was a devoted wife, mother and grandmother. Her positive outlook in all situations along with her incredible generosity made her special. All who knew her were truly blessed. Her home was always open to family, friends and neighbors alike. She never hesitated to welcome someone in for a cup of tea and her signature homemade cookies. She enjoyed baking for and playing board games with her children and grandchildren. She also loved reading and made full use of the local library in all the towns she lived. Bernice was an ardent crafter who enjoyed sewing, painting, cake-decorating, jewelry making, and plastic canvas. She made the wedding cakes for all three of her daughters. After her children were grown Bernice discovered quilting and pursued the hobby with enthusiasm, even taking the time to teach her granddaughters and others to quilt. Her quilting friends brought much joy to her life. She was an active member of the Richmond Piecemakers and served as its president for a number of years. Her family treasures the many quilts and

wall hangings she made for them. The family would like to extend their sincere thanks and gratitude to the caring staff of Hearthstone Manor where Bernice lived for nine years. A private family memorial service will be held at a later date. Memorial contributions are not necessary, but if you wish to do so, please consider the Alzheimer’s Association.

Pets of the Week Photos submitted by Andrew Hodnett

The Hanover County Pound, located at 12471 Taylor Complex Lane in Ashland, has wonderful pets available to a good home. General, Animal ID # 572039, is a 2-year-old male neutered pitbull. He has had his first set of vaccines and is Heart-worm test negative. General has had quite the transformation since he arrived to the shelter before Christmas. He arrived with a bad case of demodex mange and had no hair on most of his body. Fast forward to now. He has had several visits to the veterinarian for treatment and he looks like a brand new dog! General is a sweet boy that loves people. He has lots of playful energy. General does very well on a leash. He will benefit having lots of play time in a new house. Max, Animal ID # 574005, is a 3-year-old male domestic short-haired feline. He has had his first set of vaccines and is FELV/FIV test negative. Max has only been in the shelter for a few days now. He came in as a stray. Max looks to be an outdoor cat, but he is well litter-trained. He is friendly and sociable. Max enjoys playing with his cat toys. He should be able to make the transition to indoor living with ease. He will make a good companion. For more information on these great pets, as well as the many more still in need of homes at the Hanover County Pound Facility, call 804-365-6485 during the day. The hours are 10 a.m. to 4:30 p.m. Monday through Friday and 10 a.m. to 3:30 p.m. Saturday. The facility is closed on Sunday and county holidays. You also can visit the website to see other animals available for adoption at http:// hanovercounty.gov/Animals/Adopt-a-Pet/.

The cost is $80 per player. The registration deadline is Monday, March 2. insufficient planning foresight regarding juxtaposition of light industry to residences, and citizens unaware of or inattentive to the implications of poor land use planning decisions. Needed now is a meaningful discussion between Wegmans and citizens on mitigation of environmental, traffic, and safety problems. Also brought up in the meeting was an additional situation that never fails to feel nefarious: the closed-door prenegotiations between county government and potential business clients. If I heard correctly, this practice “protects the company. From what? This secrecy destroys trust between citizens and government. The practice may be legal, but it is unethical. Pattie P. Bland Beaverdam

Conservative: more stand up to progressives I feel compelled yet again to respond to a “letter to the editor published in your Feb. 5 edition. The letter was written by Dr. Richard Ryder. I’m amazed that it took him four columns to express his dislike for President Trump. I’m sure that after the president was vindicated in the Senate impeachment trial he has even more hate and vitriol for anyone willing to listen. I don’t have any letters before or after my name. I’m just a regular guy. No pedigree to reinforce my intelligence or impress others. Fortunately, there are more and more conservatives like me that are beginning to stand up to progressives and the progressive ideology that is destroying the nation. In his letter, Dr. Ryder references his Senior Officer

status and becoming privy to information regarding Dick Cheney and Halliburton. Dr. Ryder, what did you do about it when you found out? Were you as indignant and outspoken about it then as you are now? Did you raise your hand? Maybe that would have been inconvenient. I too became aware of Cheney’s misdeeds as well as the misdeeds of the George W. Bush Administration and was incensed. As a result, I voted for Barack Obama. Here was a man that could really impact the nation and an underserved segment of the population. What a dismal failure. He was a failure to the nation and to those that had such high hopes. Along comes Trump. Everyone in organized politics dislikes him. He is being mistreated and disregarded in public. That is exactly why more and more American patriots are supporting him. We feel as though we have been mistreated and disregarded by the same folks. He is shaking up organized politics. He is shaking up the status quo. It is exactly what the nation needs to restore faith in the system. Is he perfect? No, he is human. Did he need to get involved in politics and endure the constant abuse? No, he was already independently wealthy. What is the motivation of the career politicians that dislike him so much? What do they fear? Is their world of self-serving interests being shaken up a little? Dick Cheney’s dip into the trough is miniscule compared to what other career politicians have done over the years. In all things, follow the money trail -even when ideology is involved. I continue to be amazed by the number of folks that begin invoking the Constitution and how it was disregarded during the House impeachment process. Did the House provide the President due process? No, they refused witnesses, they

refused representation, and they refused the Republican minority the opportunity to question the witnesses brought forth by those seeking impeachment. Does that sound Constitutional or equitable? Please stop invoking the Constitution only when it is convenient to your cause. George F. Will’s (2019) remarks regarding Daniel J. Boorstin’s book “The Genius of American Politics: “Considered in the second decade of the twenty-first century, as we stand on the dark and bloody ground of today’s political contentions, Boorstin’s book remains interesting, but primarily as a period piece. It is a shard of America’s now shattered consensus. Or, more precisely, it is a document from the calm before the storm of the conservative counterattack against progressives’’ complacent assumption that their ascendancy was secure. (p. 156,157) I’d like to suggest that more folks read George F. Wills’ book “The Conservative Sensibility. It provides a non-biased history of the Constitution, politics, and developing ideologies. Eric L. French Mechanicsville

Jerry Deans writes book about how to deal with grief By Melody Kinser Managing Editor ECHANICSVILLE – Jerry Deans and his wife Patsi have experienced more heartache than most will know in a lifetime, but, rather than let the pain consume them, they help others who have suffered a major loss or losses. For 15 years, Jerry and Patsi have led the Grief Support Group at Cool Spring Baptist Church, welcoming everyone in the community. They meet at 5:30 p.m. on the second Sunday of the month at the church, located at 9283 Atlee Station Rd. in Mechanicsville. For more information, call the church at 804-746-0800. Jerry has written “Lost But

In over 30 years, the couple has endured: The loss of their 16-year-old daughter. The loss of their first granddaughter. A spinal cord injury of one of their three sons. Substance addiction of another son. Jerry’s 21-year battle with prostate cancer “If I asked you, ‘Have you ever spent time in the wilderness?’ ” Jerry said, “Most would respond, ‘Nope ... always lived in civilized society’.” Then he asked, “Have you endured a wilderness life experience? One that took you into unknown, uncharted territory where you found yourself stripped of your belief that you are in control of your life.” According to Jerry, “There

are many different kinds of wilderness experiences; loss of a loved one, job or maybe a diagnosis, injury or addiction.

All of these and many others change our lives as we have come to know them. If you have undergone a significant loss or tragedy you already know why I describe them as wilderness experiences. We find ourselves in a place that is totally unfamiliar. We have no previous experiences to guide us through this territory, no map, no handbook, no survival guide.” In the wilderness, he said he and Patsi have faced serious problems previously unknown to them, while struggling to manage day-today. “We are ambushed with emotions that come out of nowhere when we least expect them and at an intensity we have never before experienced,” he continued. “Those feelings and our reactions to them bring with them problems of their own.” Jerry said he and Patsi feel as though they have been “stripped of any sense of control or notion of well- being, we can no longer convince ourselves that the world is safe and predictable.” He said an “overwhelming vulnerability descends upon us like a dense fog, limiting our ability to see clearly. We find ourselves wandering in circles thinking the same thoughts and feeling the same feelings over and over and getting nowhere.”

Photos courtesy of Jerry Deans

Jerry Deans is shown in the photo at left; the book cover is above.

Their experiences, he continued, have made them “feel alone and isolated, somehow cut off from even our closest loved ones and friends. We want to find our way out of this desolate territory quickly -- the sooner, the better. But there is no quick and easy way back. So, we trudge forward with growing despair, searching to find a way out of the wilderness.” Jerry added, “The wilderness is much closer than we think. It can be right outside our door or descend upon us at our next doctor’s appointment. It can come unexpectedly in the middle of the night. We have no control over the events that thrust us

into the wilderness.” He said he believes “we can control how we respond. We have a choice. Will we allow these events to destroy our faith, our hope and our ability to go on living and loving those around us? Do we spend the rest of our lives asking ‘Why Me?’ and resenting the unfairness of life? Or do we do the work that grief and loss requires of us ... the really hard work. And ask the better question: ‘What Now?’ But who do we ask that question to.” Jerry and Patsi are believers – “that there is a loving God who seeks to heal us and guide us through the wilderness. He wants us to draw

closer to him and learn to rely on Him rather than ourselves. If we do, the wilderness can positively transform our lives forever.” Jerry refers to his book as a survival guide, a handbook for wilderness walkers. He is straightforward in how difficult the journey has been for them. Yet, he is able to offer practical steps and actions in order “to hold on to hope and allow God to lead us home. Home will never be the same as it once was. It can actually be better ... even in the face of our losses.” “Lost But Not Forgotten” is available on Amazon and at Books Beads and More in the Village of Mechanicsville. Jerry said he will be scheduling a book signing in the near future.

These four questions encourage us to apply principles of truth, justice and caring regard for our neighbors in our relationships with each other. The 4-Way Test asks us to consider these four questions when making decisions about what we think, say or do … 1. Is it TRUTH? 2. Is it FAIR to all con-

cerned? 3. Will it build GOOD WILL and BETTER FRIENDSHIPS? 4. Will it be BENEFICIAL to all concerned? The essay must not exceed 300 words in length. dents” and omitted the identified groups. Some members of the Community Equity Committee were disappointed the changes were finalized. “We came up with a thoughtful . . . policy and we did think about whether or not we should include the groups and finally thought why wouldn’t we,” said committee member Peggy Lavender. “i’m disappointed.” NAACP president Robert Barnette also serves on the equity committee. “Despite overwhelming and intense support from the public, the school board changed the equity policy that the Equity Advisory Community Committee drafted over a series of meetings,” Barnette said after the meeting. He said he was not aware of any changes being made to the document. “The Equity Advisory Community Committee was told

that the school board would vote to approve the policy as drafted. As a member of the Equity Advisory Community Committee, I felt the school board should have given the committee a chance to review their changes.” Barnette said the many speakers who supported the policy also were not aware of any changes. “Citizens were commenting on the policy that the committee presented in draft form not the changed policy the school board watered down. As a member of the Equity Advisory Community, I was disappointed and felt that we were used.” When asked why the public was not made aware of the changes to the proposed policy before commenting, ohn Axselle said, “We couldn’t address it until we got to the actual policy and it came up on the agenda. I wish I could have.” He said the changes could not be included in the agenda packet because of time limita-

tions for public advertisement of the proposed policy, and said the board made the revisions “over the weekend.” He explained the reason for the change. “We said why don’t we just say all because that’s what we intended,” Axselle said. “ To clarify, the proposed policy introduced at last month’s meeting states, “To that end, the division superintendent and all employees will create a barrier-free educational experience for all students that accepts and acknowledges their individuality based on race, ethnicity, socio-economic status, cognitive/physical/ emotional abilities, English language fluency, gender religion, sexual orientation and gender identity, and other personal characteristics.” The approved policy omits the second portion of that sentence and ends with “for Jim Ridolphi for The Local all students.” Yvonne Gibney, who has served as legal counsel “When we say all, we mean all,” Axselle for the Hanover County School Board, attended her said following the meeting. “When we start final meeting last week. Superintendent Michael Gill presented her with bouquet of flowers and plaque of see APPROVAL, pg. 20 appreciation for her service.

Massachusetts; and brother, Malcolm Spicer of Richmond. She is also survived by 21 nieces and nephews and numerous great-nieces and nephews across the country. A proud and patriotic veteran, Margaret enlisted in the Women’s Air Corps of the United States Air Force in 1950 and served as an Inventory Management Specialist, an Air Force recruiter and a First Sergeant during her 24-year career. She retired from Hickam Air Force Base in Hawaii and continued work as a federal employee in supply logistics for another 20 years. She golfed with and lived among many friends in Waianae, Hawaii, where “Sarge” was an active member of the American Legion, the West Oahu Federal Credit Union Board, the Waianae Neighborhood Board, the Waianae High School PTA and as proprietor of the Lobby Shop in the Hawaiian Princess in Makaha. Visiting Aunt Margie in Hawaii became a rite

of passage for her nieces and nephews. Margaret returned to the mainland in 1997 to enjoy her retirement and be closer to family. She enjoyed cooking and feeding people, so helped friends by volunteering at food and beer festivals. She had many friends at the Ashland Moose Lodge, where most of the world’s problems were solved over a Miller Lite. For the last five years, she lived in the Armed Forces Retirement Home, the “Old Soldier’s Home,” in Washington, D.C. While leading the way for other women to serve in the military, Margaret never married or had children because the terms of her service prohibited it. Wonderful friends filled much of the space in her life. The family will receive friends from 10 a.m. to noon on Monday, February 24, at the Atlee Chapel of Woody Funeral Home, 9271 Shady Grove Road in Mechanicsville, Virginia. tion zone. While stopped for a red light, I counted about a dozen pieces of construction equipment. The most I remember being used at one time is four, aptly manned by five or so construction workers. I don’t sense any urgency in the work. I hope this work proceeds as swiftly as possible to restore this intersection to normal traffic flow. I hope the contact for this project contains a penalty clause that notes, if the May 2020 completion date your article noted is not met, the construction company will receive some type of meaningful penalty. From the progress I have seen to date, my guess is that the roundabout will be completed ’round about December 2020. John Wetlaufer Sr. Mechanicsville

identifying . . . you are going to inevitably miss some.” “If you think back 15 years ago, some of those identities weren’t there,” Axselle further explained. “When you say all, 15 years from now, there will be new identities that aren’t here now that could be included. That’s the real reason we started looking at it and decided why to say all.” In another matter, school attorney Yvonne Gibney attended her final school board meeting last week and was awarded with a bouquet of flowers and plaque of appreciation for her service.

Two one-act productions will share the bill that night: Murder at the Banquet, by Robert Lavohn (Pioneer Drama), and Hairball, by Lindsay Price (Theatrefolk). Mae Fleming, student director of Murder at the Banquet, chose her one-act both for its comic appeal and its interactive quality. Hairball is a series of vignettes related to hair. The middle school cast will be performing their show earlier in the day as well for the annual Hanover County One-Act Play Festival, held in Richmond. Student director Brooke Foster considers Hairball a terrific vehicle for middleschoolers to gain ensemble-acting skills and engage in creative collaboration. Information submitted by Penelope Fleming.

Doswell, at the board meeting in Richmond. As the organization’s District 8 director, Pemberton represents Farm Bureau producer members in Albemarle, Fluvanna, Goochland, Greene, Hanover, Henrico and Louisa counties. He chairs the VFBF Dairy Advisory Committee and is vice chairman of the organization’s Legislative Advisory Committee. A third-generation farmer, Pemberton is president of the Hanover County Farm Bureau and a member of the Virginia Agribusiness Council and U.S. Coast Guard Auxiliary. He also is chairman of the Hanover-Caroline Soil and Water Conservation District board. With 129,000 members in 88 county Farm Bureaus, VFBF is Virginia’s largest farmers’ advocacy group.

Mechanicsville. The class is for adults 18 and over and is an extension of the NorthStar community that also meets at 6 p.m. Fridays at the church. The Christian 12 Steps and Biblical wisdom are the basis of study and discussion to learn about God’s place in our lives. All are welcome. Raider wrestlers prevail in Hanover quad By Rob Witham For the Mechanicsville Local

MECHANICSVILLE – Match after match, cheer after cheer, it became increasingly clear Wednesday night at the annual county wrestling quad that Atlee wrestling is for real. The Raiders completed a sweep of their county brethren, defeating Lee-Davis 48-30, Hanover 46-31, and Patrick Henry 51-18. “We were a little banged up. This time in the season can be rough,” said Atlee head coach Gabe Lavey, who had three starters unavailable for the meet. “But we had kids to step up. Ryan Blostac stepped up, got two victories.” For Blostac, it’s his first varsity season. The ability to create such depth is, many times in wrestling, the difference between being able to make a deep postseason run, and not. Atlee’s dual with Hanover started well, but wins for Jack Epperly, Christopher Halsey, Simon Siler and Sean Klump gave Hanover a 31-12 lead. But the Raiders won the final six matches, led by pins from James Haynie, Evan Buchanan and Alex Frowert that sent the Raiders surging ahead for the victory. The Hawks went 1-2 on the night, defeating Patrick Henry 51-26 while falling to host LeeDavis 46-32. Head coach Jason Smith, while hoping to earn victories, is looking at the bigger picture. “It’s an exciting rivalry. It hurts a little bit coming up short to Lee-Davis and to Atlee,” Smith explained. “Wrestling is a difficult sport. It takes a while to get the hang of it. We’re constantly working to get better, and we’re moving in the right direction. Come regional tournament, I think we’ll be okay.”

Hall of Fame inductees surprised by honor By Rob Witham For the Mechanicsville Local MECHANICSVILLE – Many times, those who are most deserving of honor are the last to realize it. The overwhelming response to being honored with an induction into the 2020 Class of the Lee-Davis Athletic Hall of Fame was surprise. “Astonished.” “Are you kidding me?” But it was all true, as five graduates, representing five different decades, returned to the place of their academic and athletic glory on Friday night to be honored at a banquet filled with previous inductees, family, friends, great Italian food, and, most importantly, great memories. For current Lee-Davis teacher and head baseball coach Tyler Johnson, it wasn’t as much a return as it was a night off. “Usually, I do security at basketball games. I had to pull some strings with the principal to let me off the hook,” Johnson said with a smile. The 2005 graduate is the all-time leading scorer in LeeDave Lawrence/The Local Davis basketball history with From left, Kara Malloy Gallaher, Brad King, Tyler Johnson, Gerome Lewis and Kelly Heinz Frazier were inducted into the Lee-Davis Athletic Hall of Fame in a 1,390 points, holding school ceremony at the school Friday. The Class of 2020 brings the total number of inductees to 35.

records for free throws in a career, in a season, and a game. His jersey number, 22, was retired by the school. “Fifteen years ago? That’s crazy,” Johnson noted, asked about his biggest takeaway from his days as a student. “There was a sense of community, a sense of pride that everybody had playing for Lee-Davis. It was unbelievable for me to come through here.” For Charles “Brad” King, it was a return to a school totally different in scope from his playing days in the early 1960s. King, a three-sport athlete, let-

tered three years in football and baseball, was an All-Region football player, and later played at what was then Ferrum Junior College, where he was a part of their 1965 NJCAA national title team. “It was different. I went to Washington-Henry, and a lot of other people that I played ball with went to Battlefield,” King said, recalling a time when LeeDavis was still a new school, consolidating the student populations of other institutions. “When we merged, we had to see HALL, pg. 23

get to know a lot of new people. All of a sudden, you’ve got to learn the mannerisms of other people, that’s tough.” King was glad to know new people, one in particular. “If it wasn’t for Lee-Davis, I would have never met my wife,” King said, as Vicki went to Battlefield prior to the opening of Lee-Davis in 1959.

Kara Malloy Gallaher’s glory came, many times, all alone, running the race set before her. She won the Central Region championship in cross country in 1986, and three years later, was the Central Region champion in the 1000-meter run in indoor track. She amassed nine region titles overall, but, perhaps, her biggest contribution to Lee-Davis was blazing a new trail. “When I got to the first practice for cross country in

August, I waited around for the team, waited, and then I realized, there weren’t enough girls to field a team,” Gallaher remembered. “Now, I look at the team, and it’s so amazing.” Gallaher ran with the boys. Gerome Lewis was a man among boys. The 1972 graduate earned All-Region and AllMetro honors in football, and also left his mark on the track. Lewis, a veteran of the United States Navy, held the Lee-Davis record for the 400-meter run

for an incredible 44 years. “When I started playing football, I did not know what a football was,” Lewis recalled, earning a laugh from the audience. “My sister Vanessa told me, the football is the long one that looks like a foot!” Today, Lewis makes his mark as “G-Rome”, as he is called by his 6-year old grandson, who was in attendance. Kelly Heinz Frazier is the youngest inductee in the Hall of Fame’s history. From the

Class of 2012, Frazier’s work in the softball circle was legendary. One of the best pitchers to ever play in the Richmond area, she helped Lee-Davis make back-to-back Group AAA state championship games in 2010 and 2011, winning the title in their second attempt. Today, Frazier takes the lessons she learned on the softball team, and applies them in a different way, as a consultant with the government. Whether training or developing, Frazier

The Mechanicsville Local

remembers the lessons learned back in Mechanicsville. “Consulting is very much like a team sport in that every day is a new challenge. It’s never the same,” Frazier said. “The education I received at LeeDavis, many teachers forced us to think above what our classes were. They taught you how to think.” The Hall of Fame now numbers 35 inductees. Rob Witham can be reached at sports@mechlocal.com.

Patriots get much-needed wins at Lee-Davis By Rob Witham For the Mechanicsville Local MECHANICSVILLE – When you have to wait for a lot of your basketball team to finish playing football, it creates one small issue. Patrick Henry boys basketball had to push back a couple of early games on their schedule while the football team made a run to the Virginia High School League Class 4 state semifinal. Now, with the homestretch of the basketball regular season in sight, the Patriots began a stretch of six games in eight nights Friday in victorious fashion, defeating Lee-Davis 72-48 to sweep the season series from their oldest rival. Just over 12 hours later, the Patriots outlasted Thomas Jefferson 67-66 at the Monacan Winter Basketball Classic to even their record at 6-6. Jayden Mines repeated a 14-point performance from Friday’s win in Saturday’s triumph, while Tysen Brown registered a double-double logging 19 points and 14 rebounds. “You know never how teenagers are going to respond to adversity,” said Patrick Henry head boys basketball coach Randy Anderson, as the LeeDavis victory snapped a fourgame losing streak. “They were four tough losses, and I told them you’ve got to keep going. If you want to make a playoff appearance, every game has to mean something.” Lee-Davis (2-12) held steady with the Patriots early, but Patrick Henry extended a small first quarter lead into double digits in a second period where they held the Confederates to just 9 points. Mines began the second half with a quick 3-pointer to up the score to 39-21, and Lee-Davis never seriously threatened again. It was widely known that

Gene Foley, the first-year head coach at Lee-Davis, would have a big challenge ahead. Whether through graduation, transfer or injury, only one player on this Confederates team played varsity basketball last season.

The Mechanicsville Local

Foley takes a long-term approach, and, despite the record, sees improvement, both now, and in the future. “Every day we come in, everyone is positive, and we keep working hard,” Foley said.

“Already we’re able to see when breaking down film, and seeing the stat sheets, we’re seeing the improvement. More rebounds, less turnovers, better free throw shooting. The little improvements that maybe the average

fan who doesn’t have access to all the numbers might not see, but we’re seeing it.” Kwadell McQueen and freshman Jordan Callahan led Lee-Davis with 12 points each. Mines was one of three Patriots

in double figures, joined by Aaron Brown and Jordan Morris, who each had 13 points. In the girls varsity matchup, Patrick Henry earned its 10th see PATRIOTS, pg. 25

Megan Mann brought Lee-Davis a championship, with a stunning 44 foot, 5.25inch hurl in the shot put. The Confederates had their share of top-five finishes as well. “Alli Crytser – one of the best runners in the country as a freshman, one of the best freshmen in the nation – ran a school record mile and 1,600[meter] on the way to the mile,”

said Hanover head coach Rich Firth. “She won the race going away and continues to win big races against top competition. She’s just something really, really special.” Firth has also been pleased with Joiner’s progress. “She ran just off her PR, a couple of tenths [of a second] off what she ran at states last year,” he said. “She’s well ahead

of schedule with states over a month away.” Lee-Davis head coach Neil Mathews said Mann was ready for a big throw in the shot. “She had a great series of throws throughout. I think the shortest she threw was 41-10 or something like that,” he said. “She seems to do quite well in the spotlight.”

Overall, I was pleased, and a little bit surprised by some of our younger guys stepping up and getting wins.” Owens and Sulser are sophomores, while Mesco and Sadler are juniors. For Lee-Davis as a whole, come postseason, it will be a new experience as they are now in Class 4 rather than Class 5. “It’s a new scene, and we don’t know,” Tinsley noted.

“We’ve seen some 4B teams during the year, but we’ve never wrestled in the postseason against them.” For Patrick Henry, the night was an expected measuring stick for head coach Jeremy Smith, a 2005 Lee-Davis graduate, looking to lead the Patriots to some of the heights experienced by their rivals. “When we came out, we were a little bit flat, but I was impressed in how we did in the

jump start. “We’ve been playing a lot more zone lately and I feel like we’re getting really comfortable with it. We’re doing a great job communicating so we’re not over helping and we don’t have two guys going to the basketball,” Atlee head coach Rally Axselle said. “Luckily, they missed some shots. I thought part of it was our defense and some of them they just missed.” Warren, Atlee’s senior forward, carried the Raiders offensively in the first half and helped get the team energized. He scored 11 of his game-high 19 points in the first half, including a pair of alley-oop dunks off assists from Nicholas Conway and Ralph Axselle. The Raiders led 30-8 at the halftime break. “Tyler [Warren] carried us in the first part and everybody fed off him and got some confidence going,” coach Axselle said. “[His teammates] know

they can count on him. They know every night he’s going to bring it.” Hanover rallied in the second half behind Jack Belcastro, who scored 9 of his team-high 14 points in the third quarter. The Hawks cut the Raiders’ lead to 15 by the end of the third quarter and got as close as 13 in the fourth. Ultimately, however, Atlee proved to be too strong defensively to overcome. The Raiders decidedly won the rebounding battle, which helped keep the home team from getting any closer. Warren secured 12 rebounds for Atlee, which got strong performances on the boards from Ryan Kochon and Kemondre Claiborne as well. Conway added seven assists and two steals and William Sutkus had 10 points for Atlee in the victory. Jonathan Howard can be reached at sports@mechlocal. com.

NATIVE Continued from pg. 15

others might laugh at, but covers landscapes and histories in the city of which even most New Yorkers are unaware. The movie is really about finding adventure in everyday things and places, learning history where you might not realize it exists, seeing the wonders of nature even in a crowded, concretecovered city, and finding that people have a lot more in common than the things that keep us divided. It has played to sold out crowds across the U.S. and Canada and will be opening in Germany and Austria next month. Green grew up in Ashland and graduated from Patrick Henry High School and the University of Virginia. He worked for several years as a licensed civil engineer until he realized that working behind a desk was not what he wanted to spend his life doing. In 2010, he left his job to walk 3,100 miles across the country, from New York to Oregon. The next year, he set off on the quest that this movie follows. Matt and Jeremy (the filmmaker) will speak and answer questions following each of the two showings.
