Golf carts OK’d for use on some county roads

Wegmans gets DEQ permit for planned distribution center By Jim Ridolphi for The Mechanicsville Local RICHMOND -- Following two public hearings and a special meeting, the Virginia State Water Control Board has approved a Water Protection Permit for a planned Wegmans Distribution Center situated on a 219-acre site located off Sliding Hill Road near its intersection with Ashcake Road. Nearly 30 speakers opposed to the project’s location and impacts on the community expressed a myriad of concerns at the more than nine-hour meeting, but in the end board members accepted the recommendation of the Virginia Department of Environmental Quality (DEQ), and in a close 4-3 vote issued the permit. DEQ officials said the applicant had sufficiently addressed required issues and met all agency requirements and minimized surface water impacts. “The fact that we issue our VWP permit . . . is not going to mean that this project is going to go forward,” said SWCB member Tim Hayes. “It just means that we’ve checked the state end of it, and there are still a number of issues that the (U.S. Army) Corps (of Engineers) and Hanover County have to deal with before this can go forward.”

Rod Morgan has been involved in the effort to stop Wegmans from building on the Sliding Hill site near the airport, told SWCB members that Wegmans did not diligently explore other location options in the area and had developmental plans for two of those alternative sites, including the Archie Cannon site near Ashland. While Wegmans said the Ashcake Road site was chosen because it disrupted the least amount of wetlands and other environmental concerns, Morgan said that decision was based on one thing: money. “Cost is the only difference in these sites,” he said. A well-informed and organized group of speakers centered their remarks around three essential areas that included what opponents called a flawed process of identifying affected wetlands on the proposed site and the failure of DEQ to conduct a proper review of the application. DEQ officials said almost 500 comments opposed to the project had been received while only three messages of support were received. ASHLAND -- That pesky walk to your neighbor’s house could get easier with a new ordinance allowing golf carts on some rural public streets passed by the Hanover County Board of Supervisors last week. Whether to allow the carts on Hanover streets is a decision left to the neighborhoods affected and must gain approval by the board of supervisors, and 75 percent of residents must approve the practice before a community can apply for the designation. The measure also does not affect large residential communities located within the Suburban Service District and only applies to neighborhoods in agriculturally or rural conservation zoned areas. Red Cross needs healthy blood donors following winter storms Contributed Report news@mechlocal.com RICHMOND — Record-breaking cold and winter storms across much of the U.S. have had a significant impact on blood and platelet donations. The American Red Cross is urging healthy individuals, especially those with type O blood, to give now to ensure blood products are available for patient emergencies when help can’t wait. Extreme winter weather has forced the cancellation of hundreds of Red Cross blood drives in about 30 states and caused more than 15,000 blood and platelet donations to go uncollected. In Virginia, over 300 units of blood have gone uncollected after multiple blood drives were canceled across the Commonwealth. Every day thousands of patients rely on lifesaving blood donations. The need for blood is constant, even during snowstorms and the COVID-19 pandemic. To help ensure lifesaving patient care isn’t impacted, individuals are urged to make appointments to donate in the coming days and weeks by downloading the Red Cross Blood Donor App, visiting RedCrossBlood.org, calling 1-800-RED CROSS (1-800-733-2767) or enabling the Blood Donor Skill on any Alexa Echo device. Tina Rocco knows first-hand how important it is to have blood on hospital shelves. After welcoming baby Gemma by cesarean section, she began hemorrhaging badly and was rushed back into the operating room. “I was later told it was several pints of blood and an amazing doctor that saved my life,” Rocco said. “That allowed me to hold my first daughter and go home all together as a family of three.” Before that day, Rocco hadn’t known anyone who needed blood transfusions. Now, this grateful mother says, “You truly never know when you, or someone you love, might need it.”

Red Cross antibody tests will be helpful to identify individuals who have COVID-19 antibodies and may now help current coronavirus patients in need of convalescent plasma transfusions. Convalescent plasma is a type of blood donation collected from COVID-19 survivors that have antibodies that may help patients who are actively fighting the virus. Plasma from whole blood donations that test positive for high levels of COVID-19 antibodies may be used to help COVID-19 patients. COVID-19 antibody test results will be available within one to two weeks in the Red Cross Blood Donor App or donor portal at RedCrossBlood.org. A positive antibody test result does not confirm infection or immunity. The Red Cross is not testing donors to diagnose illness, referred to as a diagnostic test. To protect the health and safety of Red Cross staff and donors, it is important that individuals who do not feel well or believe they may be ill with COVID-19 postpone donation. Residents of that 150-year-old community said the distribution center would further infringe on an area that has been ignored for decades. Del. Elizabeth Guzman, D-31, said those residents have long raised concerns regarding their community, but often those complaints fall on deaf ears. “No one is listening to their words,” she said as she urged the board to delay a vote on the permit. “We must do the work and have the hard conversations. I stand with the people of Brown Grove and I’m here to elevate their voices,” she said. In addition to the infringement on their historic neighborhood, Brown Grove residents have pointed to recorded oral histories that include burial sites located on the property and the existence of an old school.

A footprint of the old Brown Grove School has been discovered and will be preserved, and Wegmans’ officials said a plan to relocate any remains discovered is currently under review. Patricia Hunter-Jordan, president of the Hanover NAACP, said the project will have a disastrous effect on the Brown Grove community and urged the board to deny the permit. Charles Morris is the greatgrandson of the founder of Brown Grove and said his community was “excluded from the decision-making process.” Jamie Robb, DEQ Water Program manager, said they made every effort to raise awareness regarding the upcoming process by contacting church and community leaders. She said a conference call was held with Brown Grove representatives to make them aware of upcoming meetings and public comment opportunities. Take advantage of the food distribution programs By Melody Kinser Managing Editor ell-known Mechanicsville resident Marshall Johnson sent an email last week that immediately got my attention -- mostly because I was surprised at the subject matter. He has been working with he described as a “small food distribution program in Highland Springs.” According to Johnson, 35 to 50 people were receiving assistance twice a month before COVID-19 reared its ugly head. Since the coronavirus has become part of our daily conversation, Johnson said the pro-

gram has been serving about 16 people. With the impact COVID-19 has had on employment and other day-to-day routines,, I would expect the number of those needing food supplies would rise. School are trying to retain some form of normalcy -- and continuing to provide meals. But it does seem odd that during a time of worrying about paying the mortgage, rent, utilities, etc., that more people aren’t turning to the welcoming arms of food distribution centers and food banks. Several such agencies and nonprofits are located throughout the county.

Johnson also noted that the Northwestern Institute for Policy Research “estimated that before the virus, food insecurity in Virginia was reported at 9%. Now it has jumped to 22%.” That is sad and troubling. He also pointed out that other agencies have food for those in need but they too have seen a drop in requests. It is puzzling. “Why can’t or won’t people get out to request food?” Johnson asked. “It is available. Where are the people?” I can only echo his questions and hope those of you who need help will answer by reaching out to available sources. We listed

Going back in time thinking about traveling Petersburg Pike By Jim Ridolphi Contributing Columnist Long before Interstate 95 was envisioned and a toll road from Richmond to Petersburg was completed, there was something called the Petersburg Pike. As a small child, the 20-mile journey seemed like it took much longer, but a trip down the Pike was always exciting and presented a collage of 1950s Americana. There were several water parks located along the route that always

intrigued with their towering white sideboard fronts. Moore’s Lake and Lake Chesdin were always filled to capacity on hot summer days, and we marveled at what looked like a small rollercoaster that evoked a chorus of screams from its riders. The two-lane highway was dotted with buildings that had seen better days and there wasn’t a sign of what we now call chain establishments. We would measure the trip by routine highlights we had encountered on many past trips to visit rela-

tives in Petersburg. There were what we called reindeer that roamed the grounds at the Bellwood Defense Center. North of Bellwood, an old bridge crossed a small creek where families often stopped and picnicked on a small collection of tables referred to as Wayside Parks. Shortly up the road, Mr. Peanut stood in front of a Planters Store and waved to passing cars, perhaps the first incarnation of the spinning signs or gadgets that now beckon us to stop and spend money.

Even with the highlights, we always greeted the wall of illumination of a Peoples Drug Store at Belt Boulevard with a sense of relief as we entered the city. If you lived in Richmond during that era, there were two prominent lights that defined the city’s skyline. One was a small rotating red light that sat atop the MCV Hospital, a waring to pilots to avoid the, at the time, tallest building in the city. The other illuminating landmark was a large neon sign that sat on Belle

Isle adjacent to Hollywood Cemetery. The Climax Ginger Ale sign was a sure sign that home was minutes away, and the short trip across the old Lee Bridge never seemed to last long enough for us to admire the work of art for an appropriate period. The clock atop the sign was always correct, and the neon bubbles that made the sign come to life seemed close enough to pop. When the company that owned Climax closed, the sign was changed to a nondescript version sponsored by a local cigarette company. By the time the old Climax sign went dark, the Pike also was undergoing a change as the once-brisk traffic that included out-of-state travelers trekking to and from Florida slowed to just a trickle of local commuters. Small family-owned motels were transformed into less than seedy accommodations and those lakes closed their doors as neighborhood pools and trips to the beach took preference. Board to see the Brown Grove community and acknowledge their existence and to not compound decades of environmental racism by disregarding their input and concerns,” Morgan said. “It is never the wrong time to do the right thing.” Weedon Cloe said the impact of locating this operation near an historic community has serious implications. “The siting of a large and arguably obtrusive

distribution center within and adjacent to a vibrant community founded by emancipated peoples that has continued to exist despite historic fragmentation is irresponsible at best.” Also frequently referenced during the public comment period that extended more than four hours was a requirement that potential developers explore alternative sites that produce less impact on wetlands and other

criteria when developing on a site that contains surface water issues. Many opponents contend there were other sites available for the project, and costs associated with those alternatives were bolstered to eliminate them from consideration. “The applicant looked at five sites in Hanover County,” said Robb. “Staff reviewed each alternative to determine if they met

the need, determine what the amount of surface water impact would be, and whether the alternative was practicable taking into consideration costs, logistics and technology.” Dan Aken, director of Real Estate for Wegmans, explained how the Rochester, New Yorkbased firm landed in Hanover. “We actually looked at 15 to 20 locations in both Virginia and North Carolina and had incentive offers from six different locations,” Aken said. “At the same time our logistics team was running analysis on where the best

reminders of those past family trips. Most had disappeared, the victim of years of neglect. The old bridge that crossed the Appomattox River upon entering the city seemed almost unsafe and definitely uncared for as I drove up the small entrance ramp. I stopped near the old train station and spotted an older man reclaiming old bricks from a fallen building. I asked him what happened to the big trunk that once sat atop the bridge proclaiming Petersburg the home of Seward Luggage. “That’s been gone for years,” he said. “I’m surprised anyone would remember that.” Two iconic signs, one located at either end of the Petersburg Pike, are now only memories, and I can’t remember the last time I was near the old Lee Bridge area. DAY, Lois B., 89, of Mechanicsville, passed away February “to determine what would be a workable approach here in Hanover.” The county was fortunate to have neighboring counties that have enacted golf cart ordinances and researched that legislation before arriving at a suitable plan for the county. A draft ordinance was prepared and presented to the committee for consideration. “This creates a process that will allow the use of golf carts on certain county roads,” Walter said. The ordinance restricts the use of golf carts to areas zoned A-1, A-2, AR6 and RC and use is prohibited within the

Suburban Service District. The ordinance defines community as a community marketed as a single neighborhood, and carts would not be allowed in designated parts of any community. “The current proposal is that our larger residential subdivisions with higher traffic and density would not be eligible. Walter said communities like Bell Creek, Kings Charter and Ashcreek would not be eligible for golf cart use. “The request has to be presented by at least 75 percent of the property owners in that

HILL, Andrew “Drew” S., 50, of Knoxville, Tenn., passed away on February 23, 2021. Drew was born on January 30, 1971, to Robert S. Hill Jr. and Pamela S. Hill in Richmond, Va. Drew graduated from Clemson University in 1993 with a B.S. in Civil Engineering. Drew was preceded in death by his mother, Pamela; and his sister, Kimberley. Wesley was a cook in the Army and served in Berlin after the Korean War, where he met and married his beautiful bride, Gertraud. Upon returning to Studley, Wesley worked many jobs, most of them servicing farm equipment. He knew the farms, farmers and their equipment from all over the countryside like the back of his hand. He worked for Producers Cooperative, Mechanicsville Equipment and B&B with a partner and friend, just to name a few. Wesley loved to share his extensive knowledge of farm equipment with others and had a passion for collecting antique farm equipment. He spent many hours in the Lee Davis High School vocational shop helping the students work on and learn more about engines and equipment. He will be greatly missed by all those who knew and loved him. The family would like to give a special thanks to Edith and Diane for taking care of Wesley and an extra special thanks to Joyce, for excellent care and feeling like a member of our family now. community and the applicant has to pay for the erection and maintenance of all VDOT (Virginia Department of Transportation) required signs. Once that process is received and analyzed, a public hearing with the board of supervisors is scheduled. “Should the board make a decision that golf carts can be used safely, then that request is then reviewed by VDOT,” Walter said. They are responsible for ensuring sight distance or determining what road characteristics could cause problems for the operation of carts. Once that approval is obtained, the use of golf carts on certain roads is allowed. Even with the approval, Walter said there are limitations on the ordinance. It can only be applied to roads with speed limits of 25 mph or less and the operator of the cart must have a valid driver’s license. In addition, the vehicle must display a reflective trian-

gle-shaped slow moving sign to alert other vehicles. Golf carts can only be operated from sunrise to sundown on approved roads. Walter said the county will establish an application process that will screen the requests and forward them to the board of supervisors for a public hearing. Mechanicsville supervisor Canova Peterson had questions regarding enforcement of the ordinance. “Let’s say a 15-yearold takes off with a golf cart thorough the community and something happens,” Peterson said. “Who would be responsible — the 15-year old or his parents and who would enforce it?” Walter said the sheriff is responsible for enforcing code violations and liability involved with an accident would fall to the parents if a minor was involved. The means of enforcement are the same as for any vehicle on state roads, and prohibited violations such as driving under the influence remain in place for golf carts. Davis said the ordinance was narrowly crafted to fit the needs of Hanover County. “It has a

very high threshold. Seventyfive percent of the neighborhood has to agree to have it even come before the board,” Davis said. “This is designed for the larger agricultural neighborhoods, AR 6, the RC neighborhoods with wide streets.” He said the ordinance presented for approval was two years in the making and required extensive planning and research. Davis credited Walter for his efforts in drafting an ordinance that fit the county’s needs. Jim Bryant, a resident of Hickory Hill subdivision in the Beaverdam District, expressed opposition to the proposed ordinance. “We do not need golf carts and utility vehicles to be on public roads, at all,” Bryant said. “They are unsafe and not designed for that.” Bryant said residents currently ride around his neighborhood on ATVs, golf carts and other types of utility vehicles including motorcycles. “It’s really a bad situation. It’s not safe.” The ordinance passed 6-1 with Bucky Stanley, Beaverdam District, casting the dissenting vote.

Ashland Museum talk focuses on Secretariat, Meadow Farm Contributed Report news@mechlocal.com ASHLAND -- In partnership with the Ashland Branch, Pamunkey Regional Library, the Ashland Museum will present a virtual History Talk – by Zoom only -- at 7 p.m. on Thursday, March 25, 2021. The program is free, but reservations are required. Kate Tweedy, daughter of Penny Chenery, the owner-manager of 1973 Triple Crown winner Secretariat, and granddaughter of his breeder Christopher Chenery, will

explore how Meadow Farm, now the Meadow Event Park, came to produce the greatest racehorse of the 20th Century. Chris Chenery was raised in Ashland and attended Randolph-Macon College before going to New York to make his fortune. In 1936, he established a racing stable on his ancestral farm, The Meadow, in Caroline County. His daughter Penny Chenery led the stable to win the Kentucky Derby twice, in 1972 and 1973. Penny was played by Diane Lane in the 2010 film Secretariat. Kate, an Ashland

resident, author of Secretariat’s Meadow: the Land, the Family, the Legend, grew up admiring her family’s horses and has shared their story at venues all over the country. A reader asks why the Moon appears sometimes higher in the sky than the Sun and other times lower. Answering that will lead us also to understand even more about the cycles of solar and lunar observations. Let’s start with Sun and Earth. Our rotation axis is tilted with respect to the plane of our orbit. (All of the planets orbit within a few degrees of that plane, called the ecliptic.) Earth’s equator is tipped 23.4 degrees from the ecliptic, which also marks the apparent path of the Sun across the sky over a year. It drifts about 1 degree east every day, giving us our year of about 365.25 days. The “.25” is the reason for leap years every 4 years, and the “about” is why only century years divisible by 400 are leap years. That tilt of the equator is responsible for

our seasons. We have summer in the northern hemisphere when our part of the globe is tilted toward the Sun and winter when tilted away. (It’s not our distance from the Sun – we’re actually closest in January and farthest in July, though the southern hemisphere can claim some influence from distance.) The Sun stays on the ecliptic, crossing the equator going north at the March equinox and going south at the September equinox. The Sun is over the Tropic of Cancer at the June solstice and over the Tropic of Capricorn at the December solstice. The Moon’s orbit is tilted 5.145 degrees from the ecliptic. This is called its obliquity. The lunar orbital period is 27.322 days measured relative to the stars, and 29.53 days if measured between Full Moons. This causes the obliquity with respect to the equator to vary between 18.28 and 28.58 degrees, and this is why you see it sometimes higher and sometimes lower than the Sun. The points on the intersection of the lunar

orbit and the ecliptic are called nodes, and the line through Earth which connects the nodes is called (wait for it!) the line of nodes. If Sun and Moon are at or within a quarter degree of the same node we have a solar eclipse. When they are at opposite nodes or within a degree of lining up there we have a lunar eclipse. Lunar eclipses are “easier” because Earth is four times the diameter of our Moon. These patterns are predictable (and were calculated as far back as ancient Babylon!) and the pattern repeats every 18 years, 11 days, eight hours. This Metro Creative Connection is called a Saros cycle – NASA publishes an almanac of every total or partial solar or lunar eclipse and where they are visible over the five millennia between 2000 BCE and 3000 CE! It’s the size of several phone books, for those of you who remember phone books! Lunar phases for March: Last Quarter on the 5th, at 8:32 p.m.; New Moon on the 13th, at 5:23 a.m.; First Quarter on the 21st, at 10:41 a.m.; Full Moon on the 28th at 10:14 a.m. All times

are Eastern Standard. Mercury is in the predawn sky for the first part of the month. Jupiter and Saturn are also visible low to the southeast. Venus is closer to the Sun and not visible in the glare. It’s not at conjunction, but the ecliptic is making a shallow angle to the horizon so that Venus rises at essentially the same time as the Sun. Mars is to the south at sunset and will set around 1 am. An overhead look at mid-March reveals a mostly empty sky at zenith. The likely unfamiliar constellations of Lynx and Leo Minor are in that direction, but there are no bright stars to grab your attention. Brighter and more familiar asterisms lay tens of degrees below zenith. Gemini are high (about 70 degrees) to the southwest, marked by the “twins” Castor and Pollux. Below Gemini we bid farewell to Orion and all the familiar bright stars in that constellation and those around it. To the south-southeast we find the sickle shape of Leo, with bright blue Regulus joined by the red planet Mars. Ursa Major (including the Big Dipper asterism) is high to the northeast, and Capella marks the constellation Auriga to the northwest. Staff Report news@mechlocal.com RICHMOND -- Governor Ralph Northam recently announced the leadership and members of a new advisory committee charged with making recommendations on culturally relevant and inclusive education practices in Virginia’s public schools. Chief Ken Adams, Virginia Tribal Education Consortium, Chief Emeritus, Upper Mattaponi Indian Tribe, is serving on the Culturally Relevant and Inclusive Education Practices Advisory Committee was established under House Bill 916, sponsored by Del. Mark D. Sickles, and Senate Bill 853, sponsored by Sen. Jennifer Boysko during the 2020 General Assembly session. The legislation directed the Virginia Department of Education (VDOE) to select the committee’s members, and tasked the advisory panel with reporting its recommendations to Governor Northam, the Board of Education, and the chairs of the House Committee on Education and Senate Committee on Education and Health, by July 1.

“Inclusive and culturally relevant learning environments are vital to creating equitable pathways to success for all Virginians,” said Governor Northam. “The work of this committee will advance our ongoing efforts to tell the complete and accurate story of Virginia’s complex past, improve our history standards, and give educators opportunities to engage in important conversations and lessons with their students.” “When we teach an honest narrative of our past, students better understand their place in history and are equipped to work toward a better society,” said Secretary of Education Atif Qarni. “This committee will build on the work of the Commission on African American History Education to ensure the content taught in Virginia classrooms is accurate and inclusive of perspectives which have been historically marginalized.” The committee is being led by three co-chairs: Sen. Boysko, Arlington County Superintendent and Board of Education Member Francisco Durán, and Virginia Commonwealth University School of Education Dean Andrew Daire.

Weather can’t put chill on hot Patriot team By Weldon Bradshaw For the Times-Dispatch MECHANICSVILLE – Rain. Yes, much rain. Cold. Yes, again. High 30s cold. A bit of wind, too. Hey, does high school football in February get any better than that? Maybe not, if you’re the Patrick Henry Patriots, who began the second year of the Ken Wakefield-era with a bang. Not so much, though, if you’re their counterparts from Atlee who came out on the short end of a 25-0 verdict Friday night in the coronavirusdelayed season opener for both teams on the Raiders’ home turf in eastern Hanover County. “Honestly, we’ve been preparing for this since day one,” said Jayden Mines, a 5-10, 175-pound sophomore whose quickness, speed and craftiness despite the conditions resulted in two touchdowns. “We’ve been out there until 7 at night, freezing, raining, snow on the ground, mud, everything. “This [the game-time weather] really doesn’t faze us.” The Patriots, 10-4 and a Class 4 state semifinalist last year, jumped to a 13-0 firstquarter lead and maintained the momentum. After Shamar Williams returned the opening kickoff 15 yards, they traveled 67 yards on eight plays, the last a 31-yard Jordan Allen-to-Zeik Williams connection at 7:41. The drive, which featured

said. “I reversed field because everybody had overrun me. I knew the corner on the right loves to cut, so I had to jump over him.” Mines’ final TD, at 0:29 of the third quarter, came from 14 yards out, also on 23 Blast. Patriot boys, Hanover girls win regional track titles By Dave Lawrence Sports Editor Hanover County had a good day Saturday when Region 4B indoor track and field teams were finally able to gather at Louisa County High School on Feb. 23 for the regional championships. The repeatedly delayed event got a break from the weather and local teams took advantage of it, with Patrick Henry, Mechanicsville and Hanover taking the top three spots, respectively, in the boys championships and the Hawks winning the girls title, with the Patriots finishing fourth and Mustangs fifth. “The kids really performed well,” said Patrick Henry head indoor track and field coach Scott Brown. “I was really excited by the performances they put on.” The Patriots benefitted from excellent teamwork, both overall and in specific events. Patrick Henry had a number of winners, but its biggest boost – on both the boys and girls side – came from its relay teams. A Patriot team of Jonathan Burnap, Jordan Allen, Brandon Atkins and Alex Davis won the boys 4x400-meter relay in 3:37.86; Burnap, Davis, Luke Taylor and Trevor Mason combined for a win in the boys 4x800 relay in 8:33.86. The latter relay team is emblematic of the teamwork

that led to the Patriots’ success. “That 4x800 group that we have . . . they’re just workhorses. They feed off each other. Hawks tame Mustangs in overtime By Dave Lawrence Sports Editor MECHANICSVILLE – When Sam Rogers graduated from Hanover High School, the Hawk football team had a strong winning tradition. He had played a huge role in building that tradition. But, in the years since he walked on at Virginia Tech and his former head coach, Josh Just, left, Hanover had struggled on the gridiron. In his first game as Hanover’s head coach, Rogers and his players made significant progress toward instilling a victor’s mindset. After a difficult first half against visiting Mechanicsville in which the Hawks fell behind, they regrouped, tied the game in regulation, then won in overtime 20-19. “Our team is getting used to learning how to win. It’s a team that hasn’t won much the past three years,” Rogers said. “You could see that on display in the first half. We were moving the ball fine then, when you get close to striking distance, you

have mental mistakes. “We had a talk at halftime. I said, ‘Hey, you guys are right there. Just finish. Finish the deal.’ They found a way in the second half.” Hanover also made some adjustments at halftime. They had hoped to pass more, but the miserably cold rain made it difficult to get a good grip on the ball while passing or receiving. So the Hawks focused more on running in the second half, and their offensive line wore down the Mustang defense. The conditions posed a challenge for both teams’ kicking games. Mechanicsville had its two point-after attempts blocked. Hanover’s only pointafter attempt bounced off the upright back onto the field, and a Hawk two-point conversion in the second half fell short, leaving the game tied 12-12 at regulation. Mechanicsville went first at overtime, starting at the 10-yard line and scoring on a 4-yard run by Avant Johnson. This time, Charles Rohr’s point after was good, and Mechanicsville led, 19-12.

But Hanover was to have its own chance at the 10. On third down, quarterback Levi Huesman scored from 4 yards out. And Rogers rolled the dice, opting to go for two. Huesman bounced out to the right side, outrunning the Mustang defensive backs and earning the Hawks the two points needed to win. “The joy those guys had after that last score, it was awesome,” Rogers said. “It was awesome to see, see that relief. They

Yellow Jackets power to win over Guilford By Rob Witham For the Mechanicsville Local ASHLAND – It didn’t matter that a steady rain hugged Day Field on the campus of Randolph-Macon College Friday night. After a 461-day wait since their last football game, the Yellow Jackets hit the field and took no prisoners. Aided greatly by a mistake-prone Guilford squad, Randolph-Macon took an early lead and steadily built upon it, pasting the Quakers 44-0 in the Old Dominion Athletic Conference opener for both teams in a truncated Spring 2021 season that serves as a replacement for the Fall 2020 regular season canceled because of the COVID-19 pandemic. The victory, the fifth in a row against Guilford, was powered by five successful trips to the red zone and two long touchdown passes from sophomore quarterback Presley Egbers to fellow sophomore wide receiver Zach Bowman. “That was the first time that we’d tackled anybody since the end of the 2019 season,” said Randolph-Macon head football coach Pedro Arruza. “We’re cautious right now about what to do with our players from the standpoint of how much tackling we’ve done. For months, their meetings and sessions were courtesy of Zoom. Their workouts were mostly individual. A muffed punt by Guilford to conclude their next possession placed the Yellow Jackets back in the red zone. Gavin Stone would nail a 35-yard field goal to make it 10-0. That set the stage for the decisive second period, where the Yellow Jackets found paydirt three times, the first an Egbers seven-yard run followed by a six-yard scamper by Nick Hale. Just before halftime, Egbers found Bowman, draped in coverage in the back of the end

zone, who hauled the ball in for a 32-yard score and a 31-0 advantage. The Quakers were in negative yardage territory for the first half, and ended the game with only 71 total yards as the Yellow Jackets substituted liberally on defense in the second half. The biggest play offensively came on the opening drive of the half when Egbers again found Bowman, this time for a 39-yard strike. The pass floated, causing Bowman to have to tap one foot with possession in the back of the end zone in front of Birdsong Hall to make sure the catch counted. Two Chris Vidal field goals of 40 and 35 yards completed the Yellow Jacket scoring. Whereas the skill positions on offense are populated by a who’s who of new starters and players in new positions, plenty of experience is under

on point after tries, also making his one field goal attempt. The victory was the 100th in the storied career of Arruza, now just five victories shy of the school record held by Ted Keller, Randolph-Macon’s head coach from 1964-1981. There is a mighty step up in competition this Friday when defending ODAC champion Bridgewater comes to Ashland for a 7 p.m. kick. Bridgewater outlasted Shenandoah 27-21 in their season opener Saturday. Arruza is hoping for a “normal” week, with no distractions, concluding in, again, the honor of running onto the field and competing. “Our focus is to improve fundamentally, but we’ll be ready to go,” Arruza said. In the 200, Allison Everhart, Natalie Culley, Morgan Pittman and Jordyn Dillard cut 1.14 seconds off their seed time for a 1:45.15 finish. Pittman, Allison, Cere Duplissey and Dillard finished the 400 in 3:49.73. Mechanicsville fielded a small continent – just two

boys – but one of them, Logan Deal dropped nearly a second off his seed time to win the 50 freestyle in 21.42. Deal also finished third in the 100 butterfly in 52.18 – another near-second drop off his seed time. Patrick Henry was led by a freshman – and its only girl at states – Amanda Barnard. Barnard won the 200 individual medley in 2:05.95. But her gutsiest performance came in her win in th3 500 freestyle. She took an early lead, spurred on by a equally gutsy challenge from John Handley’s Grace Morgan. Morgan stayed within a length of Barnard for much of the race, but Barnard reached down and found a bit more juice to increase her lead over Morgan at the end. By the time Barnard touched the wall for the final time in 5:05.28 – more than three seconds ahead of Morgan and 1.57 seconds ahead of her own personal best.

regarding the case have been met with resistance. Concerned citizen Chris French expanded on the wetlands delineation process and contended the current submissions may be incomplete, citing surface water impacts that extend beyond the Wegmans’ site. He also said this state permit should not be issued before a similar action is completed by the Federal government.

French said he was contacted by Army Corps of Engineers officials and told they were implementing the National Environmental Policy Act (NEPA) “in order to review this entire process.” NEPA is a planning exercise that examines if federal actions impact the human environment that includes an impact study. “This is what should have happened from day one of this process,” French said. Even with the adjusted numbers, Aken said the Ashcake site was still the best selection. “The

other sites were determined to be too small, not zoned appropriately, or did not have adequate utilities,” Aken said. “One of the other driving factors in our decision making was to be within a certain proximity to a dense enough populate where we could fulfill the up to 750 positions.” Board member James Lofton asked if Wegmans considered other options since two of the properties contained on the alternative list are now deemed unavailable. One of those sites is slated to house the proposed Lowe’s Distribution Center and

the other has been zoned to exclude distribution centers. “We still have a real estate broker engaged with this process from the start and he has continued to comb through and find additional locations that would meet our business needs as alternatives, and ,quite honestly, we have not been able to find anything that is zoned or does not have the presence of wetlands on it that would be at least as impactful as what we are presenting today,” Aken said. “We have not been able to check all of those boxes.”

After more than four hours of public comment, the board heard a recommendation from DEQ recommending approval of the permit. Lofton motioned for to defer the decision pending the completion of the NEPA report, but another member explained that process can take months. “I have serious concerns about whether there are practicable alternatives and I have serious concerns about the delineation of the wetlands,” Lofton said.

He also expressed a desire to see the results of the NEPA report before considering an approval. Lofton tabled his motion allowing fellow board member Hayes to move for approval of the pending permit. “This project has been in the works for a long time,” Hayes said. “The staff has reviewed it extensively and has given us their recommendation. I make a motion that we accept the staff recommendation and see WEGMANS, pg. 26

approve the permit…. and all of the issues that we’ve heard today that are in the purview of the Corps and the County are still on the table.” Opponents said they were not surprised at the outcome, but were not expecting such a close vote, something they interpret as a good sign as their fight now continues with the Corps latest review. “This was always the likeliest outcome. The SWCB had a DEQ recommendation, and they almost always follow those. This is just one battle of the war. The next frontier is with the Corps of Engineers,” Morgan wrote on his FB page. Following the decision, French was also disappointed but encouraged by the efforts of an activated public that resulted in the closer than expected vote. “The majority of Board members ignored the vast body

of information uncovered showing the permit did not meet state requirements. What was not anticipated was how close the vote would be,” French said. “Those Board members who voted against the permit clearly showed deep concern that both DEQ and the Army Corps of Engineers failed to follow their own requirements and procedures. Their votes inspire those opposed to this poorly planned project.” French said the public will remain engaged as the NEPA review proceeds, and indicated the project still has some hurdles to clear. “Wegmans still has a steep hill to climb and this project is certainly not a done deal,” he said. “The Corps recently acknowledged they will begin an Environmental Assessment under the National Environmental Policy Act (NEPA), which must be completed prior to any permit issuance. This adds unanticipated time and delay to the project.”

In 2019, 49 bricks were dedicated to alumni, teachers and staff at the high school. The annual brick dedication program has contributed close to $20,000 to Hanover Education Foundation (HEF). The event was started in 2012.

Several fire departments respond to fatal blaze in Ashland Staff Report news@mechlocal.com ASHLAND – An early morning fire Saturday claimed the life of one resident in Ashland and left a family homeless. Hanover Fire-EMS Battalion Chief 402 was joined with crews from Ashland, Ashcake, Doswell and Chickahominy in responding to the blaze.

Upon arrival, they learned that one resident remained inside, with three making it out safely. Fire crews on the scene said the home did have working smoke detectors. A chaplain with Fire-EMS was on the scene to comfort the family. The American Red Cross had been notified to assist with accommodations for the

survivors. “We ask that you join us in extending our thoughts and prayers to the family during this tragic loss,” Battalion Chief Gregory R. Martin, public information officer, said, speaking on behalf of Chief Jethro H. Piland III. “We encourage you to have working smoke alarms on each floor of your home and outside each sleeping

Fluvanna man killed in crash HANOVER – A Fluvanna County man was killed on Monday, Feb. 22, in a two-vehicle crash around 5:53 p.m. in the 14600 block of Clazemont Road in Montpelier. Lt. James R. Cooper, public information officer for the Hanover County Sheriff’s Office, identified the victim as Joseph Anthony Field, 67 of Columbia. “The preliminary investigation revealed that a 2011 Jeep sport utility vehicle was traveling northbound on Clazemont Road, when it came around a curve, crossed the center double solid line and collided head-on with a 2006 Toyota sedan,” Cooper said. Field, driving the Toyota, was pronounced dead at the scene. There were no other occupants in that vehicle. “All five occupants in the 2011 Jeep sport utility vehicle were transported to the hospital,” Cooper said. “Three of the five occupants had serious but non-life threatening injuries.”
