Members of Boy Scout Troop 706 were the guests of the Montpelier Ruritan Club at its June meeting. Afterwards, the Boy Scouts performed their annual flag retirement ceremony. Two local county deputies, J.P. Baynes and T.W. Payne, also were guests. The club had collected over two plastic tubs filled with flags that need retiring. The Scouts read from a retirement script they had prepared and led those assembled in the Pledge of Allegiance. Joining in the retirement ceremony was club member and World War II veteran Claude Lowry, who placed several flags in the retirement pit. The pit was built as an Eagle Scout project by one of the troop members in 2020, and will be used for all future flag retirement ceremonies. World War II veteran and Montpelier club member Claude Lowry is shown retiring an American flag with the assistance of Scoutmaster Harold Scills.

ASHLAND -- Two Hanover County School Board members will be attending their final meeting when the panel assembles for its regular session this month. South Anna District representative Kelly Evko and Cold Harbor board member Norman Sulser will be making swan
song appearances as two new members prepare to assume their duties on July 1. Steven Ikenberry and Bob May will represent the Cold Harbor and South Anna districts, respectively, when the board meets in July. Sulser is wrapping up his second eightyear session on the board. Coupled with 24 years of service as a Hanover County
reserve deputy, Sulser said it was time to spend more time with his wife, Mary Wallace, and family. “I felt like 40 years was enough for any citizen to serve,” Sulser said in a recent interview. “It felt like the right time to step down.” In addition to assisting in guiding the school system through some of the most
challenging times in recent history due to the pandemic, Sulser also has been involved in a number of important decisions during his past two terms. He advocated for Hanover County to join many other districts in establishing an Advance College Academy, a program that offered juniors and seniors the opporsee SULSER, pg. 9

Wearable robot helps people walk again Contributed Report news@mechlocal.com RICHMOND – Sheltering Arms and Sheltering Arms Institute are enhancing their rehabilitation programs by now offering the EksoNR™ robotic exoskeleton to help patients who have experienced neurological illness or injury learn to walk again. Sheltering Arms Institute is the first inpatient rehabilitation hospital in Virginia to have an EksoNR clinical program. The Sheltering Arms outpatient location in Hanover also has acquired an EksoNR, providing hospital patients the opportunity to continue using the device on an outpatient basis as they progress in their recovery. Each year, nearly 60 million people suffer from acquired brain injury, 15 million suffer a stroke, and as many as 500,000 experience a spinal cord injury (SCI). EksoNR is the first exoskeleton approved by the FDA for use with stroke and spinal cord injuries and the only exoskeleton with FDA approval for use with acquired brain injury patients. “The EksoNR offers many unique benefits to our patients who are relearning to walk, as the device promotes early mobilization and can help improve gait speed and distance, which are critical factors for optimal recovery,” said Amber Walter, PT, DPT, NCS, clinical science manager at Sheltering Arms Institute. The wearable robotic device offers patients upper trunk support and the opportunity to practice over-ground walking early on in their recovery process, retraining the brain and muscles how to properly walk again. This cutting-edge exoskeleton technology helps patients re-learn correct step patterns, weight shifting, and posture. Additionally, this device has shown promising results in walking speed, endurance, lower extremity strength, and functional mobility for persons with spinal cord injury. Clinical evidence suggests that including EksoNR gait training in inpatient rehabilitation for stroke improves independence in functional mobility.

Most patients take an average of 400 steps during first-time training in the device, including 48-year-old Calesta “CW” Saunders Jr., who suffered an anterior spinal cord stroke in February. “I woke up in the middle of the night with abdominal pain,” Saunders said. “Within 20 minutes, my legs were completely numb.” The spinal cord stroke left Saunders in a wheelchair, paralyzed from the waist down and unable to walk. Then he began using the EksoNR. It was the first time he took a normal step since the stroke. Within just three weeks, he was able to lift his legs, wiggle his toes, and crawl and has his sights set on walking again see ROBOT, pg. 4

With hope, shot marks beginning of the end By Roslyn Ryan Richmond Suburban News (Editor’s note: The following appeared in The Goochland Gazette on April 22, 2021. Managing Editor Melody Kinser is out of the office this week and we considered this editorial column worthy of sharing with our readers.) hile there a plenty of things I’m wimpy about (roller coasters, spiders, horror movies) getting a shot has never been one of them. And yet last weekend, as I sat on a little folding chair in the gymnasium of Virginia State University waiting to get my first dose of the COVID-19 vaccine, I found myself getting just a tiny bit misty. It wasn’t from fear, just to be clear. From the time my husband and I arrived at VSU for our appointments—which had been set up easily online and then confirmed via text—each step of the process seemed to have been designed to ensure a calm, orderly, stress-free experience. At every turn a smiling, professional healthcare worker (many of them, I suspect, volunteers) was there to guide you. It was so efficient, in fact, that

I’m not sure I even stopped walking until I was directed toward that chair and sat down. I did have a moment then, as I waited for my shot, to pause and look around the cavernous room. “So this,” I said to myself, “is how this whole thing finally ends.” As I’ve said several times before, my family is among the lucky ones: We didn’t lose anyone. And while my heart certainly broke again and again over the last year for those who lost loved ones to COVID-19, I can only remember crying one time. It was over a photograph of factory workers lining up to cheer on the truck drivers who would deliver the first doses of the vaccine to front line healthcare workers, those incredibly brave men and women who went out and fought so hard every day to save lives. I teared up then, I think, because the image felt like the first ray of sun after a long, dark winter. After so much uncertainty, pain and fear, there was finally something to celebrate. Now, as a smiling nurse asked me which arm I preferred her to jab, I couldn’t help but feel that same familiar lump in my throat. In the gym that afternoon were people of dif-
ferent races, ages and cultural backgrounds. We were liberal, conservative, white collar, blue collar and everything in between. And yet there was no doubt that, no matter our differences, we had all been through this same terrible, unforgettable, lifealtering year together. And now we were finally coming out of it — together. Before I even knew what had happened, the nurse had finished her task, patted my shoulder and wished me a nice day. I found my husband and we waited the required 15 minutes for observation. All around us people were coming and going, moving through the process with ease thanks to the army of workers and volunteers. As I speak with Goochland residents who have attended clinics in and around the county, I have heard again and again the same kind of story about their experience: Fast lines, compassionate volunteers and very few complaints about any of it. If we could go back and find a way for all of this never to have started, I’m sure every one of us would. Luckily, however, I’m not sure I could think of a better way for it all to end. Study proves Blacks more likely to be targeted I would like to respond to (the many) op-eds by Daniel Corso, but I will direct my response primarily to his claim that there is little evidence of systemic racism within police departments in our country. First, to his “proof” from Bureau of Justice Statistics report, I have to wonder if he actually looked at the study. In the national BJS 2018 study, https://www.bjs.gov/content/ pub/pdf/cpp15.pdf , its highlighted findings include: “When police initiated the contact, Blacks (5.2%) and Hispanics (5.1%) were more likely to experience the threat or use of physical force than whites (2.4%) . . .” That means if you’re Black in the U.S., you’re more than twice as likely to be treated or threatened with violence by the police than a white person. Citing not one more piece of evidence, Corso illogically concludes “there’s a preponderance of evidence” to refute the claim of systemic racism in policing. He says Derek Chauvin is just a bad apple, we should forget it, and be happy Blacks and whites “stand in line together” now. He makes no attempt to speak to systemic racism. Statistics aside, people cannot deny what they have seen and continue to see over and over and over through actual footage -- that, in general, Black people are treated with much more hostility by police than white people. Does every video clearly show abuse by police? No. Do all police treat Blacks poorly? Of course not, but we’ve seen too many incidents with our own eyes to not be skeptical anymore, and to not question all the processes that come together to allow such violence to occur see LETTERS, pg. 8

time and time again. George Floyd’s murder was the straw that broke the camel’s back and opened people’s eyes. A recent egregious example of institutional racism was the family that was informed by police their loved one died in an automobile accident. Police video from the incident -released under FOIA -- reveals a much more sinister cause of death at the hands of officers. Systemic racism in policing does not just refer to police officers’ direct actions. In this case, many layers of people at the department facilitated the cover-up. The fact that many urban cities have police departments whose officers (mostly white) don’t reflect the population they serve (largely Black) is another common institutional issue within policing. What about many states’ laws that allow an officer to respond with deadly force if she/he thinks their life may be in danger? That’s a system that has lets murderers in uniforms off too many times, as we’ve also seen too often. Many people were shocked that Derek Chauvin was found guilty, not because he didn’t seem guilty, but because white police tend to be found innocent in a racist system. The argument could be made that systemic racism begins in schools. I recall clearly my Northern-raised mother being dismayed when my older brother, a student in a Richmond school, came home with a history lesson about the Civil War. “It’s a completely different story!” she exclaimed with shock. States more factual? Not necessarily, but it goes to show that we who have been raised in the South may have been given a slanted view of events that whitewashed slavery. I graduated college summa cum laude but never even heard of Emmett Till until a couple years ago when I happened to see a documentary about him. When schools perpetuate the idea of greatness connected to men who fought, literally and figuratively, for the owning of other persons, that’s systemic racism. As an older white female, I’ve had multiple instances with police officers in my life, and none of my interactions has been objectionable, and I am appreciative of officers’ willingness to risk their life in their line of work. But when we live in a culture where Black parents have to have “the talk” with their children about the dangers of interactions with police officers, there must be reform. Mr. Corso quotes Abe Lincoln and JFK, praises MLK Jr., and berates “progressives.” That strikes me as ironic because all three were regarded as frighteningly progressive in their day. I will end by reminding Daniel Corso, who bemoans the fact that the Pledge of Allegiance isn’t recited in schools anymore (is that a fact?) that, in it, we Americans pledge “liberty and justice for ALL.” Nancy Patterson Glen Allen

again when we will see articles in the newspaper, internet or TV, “Child dies in hot car”. It sickens all of us. A human being strapped in a car seat and has its brain cooked in a 125-degree environment is heart-wrenching. Of course we hear, “It was just an accident”. “I forgot because I was late for a meeting”. “I just went into the grocery store for just a minute and starting talking to a friend and lost the track of time”. Ladies and gentlemen, there is no such thing as “an accident”. Because of our action, the result was not what we had intended but it still happened. When a person takes the responsibility to provide the safety and well-being of another, that is that person’s sole responsibility and if he or she fails to fulfill that responsibility, he or she must be held accountable. No excuses, don’t try to whitewash it, it was a failure and that failure must be addressed and consequences must be administered. If you see a child or pet in a vehicle alone, call law enforcement immediately. The air in a vehicle can reach 125 degrees in just a few minutes. When calling the authorities, give the license number, make of vehicle and color. Try to observe the vehicle from a safe distance until law enforcement arrives. A possible solution is to have a mechanism attached to a car seat that will automatically sound an alarm when the driver’s door is opened. A child dying because someone failed to fulfill their ultimate responsibility in assuring the safety and well-being of that child is inexcusable and severe consequences should be administered. tunity to gain college credit for courses during their final two years of high school and graduate with both a high school degree and an Associate’s Degree. “Most of the school systems in the metro area and other parts of Virginia already had the ACA and Hanover did not,” Sulser said. “It took 18 months to convince the superintendent and board to set up the program where students could complete two years of college while in high school and earn an Associate’s degree from Reynolds Community College.” Sulser said another accomplishment was the redistribution of students that equalized enrollments at some county schools. “I identified the problem that our newest high school, Hanover High School, was at only at 65% capacity while LeeDavis and Atlee were bursting at the seams,” Sulser said. “I was able to get the board (on a 4-3 vote) to set up a citizens’ committee to study the issue. The committee determined Hanover High School was underutilized and they made numerous recommendations to correct the problems.” Sulser said the adjustments were successful. “The recommendations were adopted and Hanover is now at 95% capacity.” An example of the revised recommendation was that students in new subdivisions in the Atlee attendance zone would attend Hanover. Another logistical problem addressed during Sulser’s tenure was the problem of health students traveling to Hanover High School and then returning to their home school that evening. “Using my 12 years of experience teaching at Lee-Davis, I saw how disruptive it was
to have Lee-Davis students leave and travel to Hanover High School for health-related courses (EMT, nursing, dental assistant, etc.) and then return the same day to Lee-Davis High School,” Sulser said. “I recommended that students taking medical courses be full-time students at Hanover High School regardless of where they lived in the county and this was implemented in a very successful fashion.” During Sulser’s tenure, the board initiated a new grading system that mirrored other districts and was more closely aligned with college scales. “I identified and led the charge to have Hanover adopt a similar grading system as neighboring counties so that our students were not at a disadvantage in getting into college and earning scholarship money,” he said last week. The retired teacher and Treasury agent said the board also took action to tighten requirements for out-of-county residents to attend school in Hanover. “I identified that Hanover County failed to have a policy on how to handle students from neighboring counties who were illegally attending a Hanover school without paying the required fee, which resulted in losing hundreds of thousands of dollars with the result that Hanover citizens were paying for the illegal students.to be educated here,” he said . . . “This new policy was adopted that included an education and enforcement effort. We set new standards, which included that the prospective student/parent must show ownership of property or a rental agreement plus other evidence,” he added. Irma Lee attended Mary Washington College and secretarial school in Washington, D.C. and was a beloved wife and mother who was blessed with a 72-year marriage to her recently departed husband, Lloyd Marvin “L.M.” Jewell Jr. They lived in the Lottsburg area of the Northern Neck, both early in their marriage, and returned to enjoy their extended and productive retirement. Irma Lee and L.M. raised their children in the Mechanicsville area, where they had a good life and many friends. The loves of her life were the Hokies, the Yankees, flowers and decorating. Family

The 2021 Atlantic Hurricane Season got underway on Tuesday, June 1, and the Federal

Emergency Management Agency (FEMA) joined state and local partners in encouraging individuals, families, businesses, and communities to begin preparing for hazardous weather that may result from hurricanes and other tropical systems. Disasters don’t wait; we’ve already seen the first tropical cyclone of the Atlantic season -Tropical Storm Ana. The threat of hurricanes and other tropical systems has already arrived. “It is not uncommon for residents of the Mid-Atlantic to think hurricanes and tropical systems are unlikely to impact them where

Marjorie Tucker, who is lovingly referred to a “Grangre,” by her grandchildren and greatgrandchildren, recently celebrated her 100th birthday. She has two children, six children and 15 great-grandchildren. She has lived in the same house for 70 years. Until the COVID-19 pandemic, Mrs. Tucker rocked babies in the nursery of Fairmount Christian Church in Mechanicsville. She attends Sunday services every week and continues to knit with a church group on Monday morning. She also attends Bible Study on Wednesday. Mrs. Tucker is a member of the Forever Young group and Friendship Morning Circle.

Guided walking tours of Woodland Cemetery offered Governor appoints Ashland Contributed Report news@mechlocal.com ASHLAND -- The Ashland Museum will offer the second of two guided walking tours of historic Woodland Cemetery at 6 p.m. on Thursday, June 10. Susan Tucker, Woodland Cemetery administrator, will lead a tour. Ashland did not have a cemetery prior to 1862. As soldiers were dying in makeshift hospitals around town, land was needed for a cemetery. Citizens and Confederate officers purchased land outside of town and established Woodland Cemetery. With property purchased from Betsy Hogg
Tinsley, a free Black woman, the small burial ground expanded, and, in 1876, the Virginia General Assembly granted a charter to Woodland Cemetery. Ground penetrating radar in 2015 established site of the first graves. Discrimination. Allen is an assistant professor of History and Robert Francis Engs director of The Lemon Project: A Journey of Reconciliation at William & Mary. Kinney is a distinguished professor at Virginia Union University. Alan Abbott has been reappointed to the Virginia Aviation Board. He is the owner of TeamLogic IT.

Those uniform infractions, according to Sulser, included some players not tucking in jerseys during the game. “Basically, the players were allowed to ignore the VHSL rules and thus were taught a life lesson that if you do not like rules then ignore them or make your own,” Sulser said. The veteran board member said he believes school board members should have the right to express opinions. “I would like to encourage school board members to share their own personal opinions and thoughts with citizens and news media as they have a legal right to do so.” Looking back, Sulser said he was honored to serve on the board and the students of Hanover County. “I always was looking for ways to improve our schools for our students,” he said. It has been my policy that you should always speak up for what is right even if you are standing alone.”

Maryland. The old house was big enough for several families to gather and enjoy the peacefulness and solitude of rural, at that time, Maryland. It always seemed pleasantly different, almost foreign, as we settled in, and the clean cool air was a welcomed respite from hot and humid days and nights in Montgomery, and, later in life, Richmond. While it might seem hard to imagine today, the highlight of our weekend was always a road trip that included a pic-
nic lunch. The destinations were foreign and exotic to me and my cousins, but the picnic lunch that always accompanied had become predictable and well-anticipated. Preparation for the outing began the day before, as my grandmother butchered and fried dozens of pieces of chicken in a huge cast iron pan on the stove. The aroma was almost too enticing to endure, but not tempting enough for any of us to enter Nannie’s domain as she performed her magic. That might explain why I’ve not met a single person in my family who has her recipe

for fried chicken. While the chicken cooked, she prepared several pans of homemade rolls, the kind that tasted just as good cold as they did when heated. The next morning, we carried out numerous boxes of food and loaded them into the several cars that would transport over a dozen anxious travelers on our journey. The destinations were varied but many times included historical sites like Harpers Ferry, Antietam or Gettysburg, and also included places like Beverly Beach or Cowen’s Gap. drove the lead car, searched and always found a wayside park, usually located beside a stream. Wayside parks were then well-maintained and clean spots to picnic. It was there the true brilliance of Nannie’s work was fully exposed, laid out in plate to bowl fashion that filled the top of one picnic table. We waited impatiently for the nod to proceed and formed a small line, paper plates in hand. Drinking iced tea from a large thermos jug or grabbing a bottle of cola from a Scotch cooler may seem like small pleasures to today’s generation, but the memories of 8 PM

sitting at a picnic table and eating Nannie’s fried chicken and rolls still seem like, to me, the perfect start to the season. We would sometimes fall asleep on the ride home and would awaken as folks grabbed those boxes, much lighter than earlier in the day, and moved them back to Nannie’s kitchen where she’d gather the remains and put them on plates for a late night buffet in her large dining room. The next day we’d ride our bikes to the small downtown area and watch the parade, a sure sign that Memorial Day weekend was indeed coming to an end … and summer was

beginning. I wish I could fry chicken like my grandmother and I also hope my children will always enjoy the peace of mind and enjoyment that a simple picnic lunch can provide. I’m also aware that wayside parks, for the most part, no longer exist, and eating by the side of the road with strangers is probably not my kids’ idea of a meaningful outing. But, remembering those days gone by somehow documents their importance and ensures that someone will, hopefully, recall those seemingly more peaceful days of road trips and Scotch coolers.

Weis, Pfab claim Region 4B singles titles By Rob Witham for The Times-Dispatch MECHANICSVILLE – One faced an old rival, while the other, once a freshman phenom, stared across the net to find an heir apparent. Though the final scores suggest an easy Thursday for Jacob Pfab of Powhatan and Raine Weis of Hanover, both expressed relief as well as exhilaration after winning the 2021 Region 4B singles tennis championships at Hanover High School. Pfab, a junior, took a 6-2, 6-0 victory over Hanover’s Ethan Belote, using a dominant run late to grab the first set, then surviving six tiebreakers in the fourth game of the second set to help seal his first region championship. “He didn’t make any mistakes, he didn’t have any weaknesses,” Belote said of Pfab’s performance. “He was fast, had strong ground strokes, he’s just an all-around great player.” For Pfab, who remembers losing two of three matches to Belote when both were freshmen in 2019, the long journey through a COVID-cancelled season to a region championship was very consistent. “To be a good tennis player, you know, you’ve got to put in the work,” Pfab said. “You can’t just come out here expecting to be a good tennis player when you don’t put in the work.” Pfab’s power played a major role in winning eight of the into a 6-2 victory. Hawk, Patriot keepers stay busy in 2-2 draw By Dave Lawrence Sports Editor MECHANICSVILLE – Advance word was to expect a good match Wednesday night when Patrick Henry’s boys soccer team traveled to Hanover for a match between what are arguably the county’s top two teams. By the time the final whistle blew after two halves of regulation play and two overtime periods, it was evident the match had lived up to its advance billing. Both sides fought hard in a physical match, determined to not let the other earn bragging rights. Hanover scored its two goals in the first half. Patrick Henry scored its goals in the second half. No one scored in overtime as the teams ended the evening in a 2-2 draw. “It was an excellent game,” said Hanover head boys soccer coach Laurent Body. “The first half we dominated most of the game. We couldn’t [capitalize] on our opportunities, so that let them stay close. . . . Then, when they came back from the halftime break, they were on fire. They were excellent, pushing, pressing us. They pushed

Rain can’t put damper on big Hawk victory PH softball gets win for seniors By Dave Lawrence Sports Editor MECHANICSVILLE — Rain drenched Hanover’s field Wednesday night when the Hawks hosted Patrick Henry, but not in time to drench the Hawks’ parade of hits and runs. The Hawks racked up 11 hits in a 9-0 win that was called in the top of the sixth inning because of heavy rain. Nolan Williamson accounted for most of Hanover’s run production, going 4-for-4 with a double, three RBI and two runs. Seth Keller wasn’t far behind, going 2-for-4 with the big blast of the night – a tworun home run – and a double. “I just reacted to the pitch,” Keller said of his home run. “I saw the spin as it came out of [Patrick Henry pitcher Ben Williams’] hand. I knew it would drop in the zone and put a good swing on it. . . . It was a good pitch – a tough pitch to swing at.” The ball took off on a high trajectory right off Keller’s bat. Still, he wasn’t sure if it would clear the fence. “I had no clue it was going over,” Keller said. “I was yelling across first base. I was, like, ‘Get out! Get out!’ I had no clue until I saw it going over.” A platoon of three Hanover pitchers no-hit the Patriots. Keller started, going three innings and earning the win. umpires halted play. Even after Keller’s home run, it looked like it might be a close game. The first two Patriot pitchers, Patrick Brizendine (two innings) and Eoin Rossman (one inning)
held the Hawks to two runs. Williams struck out two in the fourth and kept Patrick Henry within reach. But the Hawks blew the game open with two outs in the fifth. Charlie Rohr walked.
Owen Deshazo and Chase Hustead followed up with backto-back singles with the latter one bring Rohr home. Keller walked to load the bases. top half of the inning completed, but as field conditions deteriorated and the radar looked unpromising, the umpires wisely said enough. Patriot seniors lead way to win ASHLAND — The seniors led the way on their special night as Patrick Henry’s softball team bested visiting Mechanicsville 4-1 Wednesday. Seniors from both teams were honored in a pregame ceremony. The Mustangs had four: Sydney Gentry, Carly Harding, Sheridan Lambert and Karla Mehlbrech; while the Patriots had three of their own Haillie Street, Emma Keys and Riley Dull – all three of which were greeting enthusiastically by the
home crowd as they walked onto the field with their parents. All three Patrick Henry seniors contributed in the win, starting in the bottom of the first when Street led off with a walk and stole second and third. Keys reached after getting hit by a pitch. Next up was Dull who, on her third pitch, popped up into first-base foul territory. Mustang catcher Maddie Goad made the catch, but no one came up to cover home plate and Street tagged up and raced home for the first Patrick Henry run. Keys moved up to third on the same play. Junior Jamie McElroy came up next in the clean-up spot and hit a sacrifice fly to right field that scored Keys for the Patriots’ second run. Mechanicsville created some excitement in the top of the third inning. With one out, Kendall Wilkinson hit a double down the left-field line. Kylie Lamberth was next up, and she hit a fly ball to center field, where Street made the catch. Wilkinson tagged up and charged for third, but Street threw a strike to third baseman Braelynn Blackstone, who made the tag to complete the double play. The Patriots responded with more excitement in the bottom of the inning. Street drew a oneout walk, but was out at second on a fielder’s choice by Keys. With two outs, Dull worked up to a 2-2 count before driving the ball deep to right field for a two-run homer that put the Patriots’ up 4-0. Mechanicsville outhit the Patriots six to two, but solid Patrick Henry pitching – Dull finished with 12 strikeouts – and defense sealed the win. Training will be held weekly with two Saturday sessions. The Hanover CASA program trains, recruits, and supervises volunteers to advocate for the best interests of abused and neglected children involved in the Juvenile and Domestic Relations District Court process. CASA Volunteers come from all walks of life. They have a variety of professional, educational and ethnic backgrounds. No special experience is required to become a CASA Volunteer – just a desire to advocate for children in our community. Potential volunteers have extensive prep-
aration for their role through a 40-hour training program. CASA Volunteers are appointed by the juvenile court judge and spend an average of 10 to 15 hours a month working on a case. Support for all CASA Volunteers is offered by program staff, as well as through ongoing training. The Hanover CASA Program serves the Juvenile and Domestic Relations Courts in both Hanover and Caroline counties.
