Hanover County makes real estate tax relief available for residents who are elderly or permanently disabled and who have a net worth of $200,000 or less, and combined household gross income of $52,500 or less.

The application period for the upcoming year began Jan. 3, 2022. The deadline is March 1, 2022, for the relief to be applied to the tax bills due (first half) on June 5, 2022.
Applicants must be 65 years old or permanently disabled and must own or partially own the property and have lived in it on Dec. 31, 2021. If the applicant is in a hospital or extended care facility, he or she may still qualify as long as the house is not rented or leased.
The $200,000 net worth figure does not include the value of the house and up to 10 acres around it.
The home’s owners can have a combined gross annual income of up to $52,500 and still qualify. The income of relatives living in the home is counted except for the first $10,000 of the relative’s income, which is exempted.
If an applicant qualifies for 100% tax relief, they pay no real property taxes on that qualified parcel. The discount percentage is based on a sliding scale of the total income.
About 1,250 households currently participate in Hanover County’s tax relief for the elderly and disabled program. The average tax savings is about $1,200 for those households; about 35% of the participating households pay no county real estate tax at all as a result of the program.
Because of this program, qualifying Hanover County residents had their real estate taxes reduced by about $1.5 million last year.
Disabled applicants must provide certification of disability. This can be a statement from the Social Security Administration, a statement from the Veterans Administration, a statement from the Railroad Retirement Board or a sworn affidavit from two medical doctors.
Once an application is on file, only an affidavit is needed for the following two years, unless there is a significant change in income or net worth. A new application is necessary only every third year. All information on the application is confidential and is not open to public inspection.
Remember, applicants must sign up by March 1, 2022, for the relief to be applied to the real estate tax bills that will be sent out later this spring and which are due (first half) on June 5, 2022.
“This is a great program designed to help those taxpayers who most need the help,” said Scott Harris, Hanover’s Commissioner of the Revenue. “We invite all residents who think they might qualify to call our office.”

Atlee’s Foreman running to Southern Cal

MECHANICSVILLE — When you entered Chickahominy Middle School on the evening of Dec. 15, 2021, you were greeted with a table filled with masks.
In this COVID-19 age, this was not unusual. However, the masks themselves were much different. Attendees could choose from three sets, each proudly showing the logo of a finalist for the collegiate choice of, perhaps, the greatest track and field student-athlete in Atlee High School history: Jada Foreman.
Family, friends and teammates chose the mask representing which school they believed Foreman would select: The University of Virginia, The University of North Carolina or The University of Southern California.
After a host of current and former coaches lavished praise on Foreman, who watched humbly on stage with her family, she stood, unzipped her jacket, and unveiled a sea of red.
The Trojans of USC were the winners in a sweepstakes whose prize is a multi-talented, multifaceted athlete whose natural abilities have been cultivated into a special package, whether running, jumping or both.
It didn’t start that way, as a story was told of a very young Foreman choosing to hide under bleachers or in the bathroom rather than fulfill her practice commitments.

cried at every single practice,” Foreman recalled. “But it got me here, so I guess it’s okay.”
The road to a scholarship became a reality early in high school after she captured her first Virginia High School League (VHSL) state championship. Running is certainly in her blood, and something she hoped to continue in her postAtlee days. Now, the opportunity was there.
But that road wasn’t easy. While Foreman makes her performances seem effortless, from the hurdles to the high jump, it’s the mental game, unseen by spectators, that presents the greater obstacles.
“With track being such a mental sport, and me having mental blocks, sometimes just little things, it can be hard,” Foreman admitted. “That comes with the sport, and I just push through it. My coaches help me through.”
Now, with her decision to attend Southern California, winners of the last three Pac12 Conference championships dating back to 2018, comes the realization that her network of supporters and coaches will be some 3,000 miles away. Did that fact make her decision any more difficult?
“After I finished all my visits, we sat down, and we all knew that (USC) was the place for me, so I cried, my mom cried,” Foreman explained. “We knew it was the best place to grow, not just as an athlete, but as a student, too.”
The Foreman family will likely begin racking up frequent flyer miles later in 2022, and, who knows? It’s going to be an exciting decade in Los Angeles, as the Games of the XXXIV Olympiad are scheduled to begin in July 2028.
“I’m going to take it one step at a time, and see where I am around that time,” Foreman said when asked about the prospect

of representing her country in the same city as her collegiate home. “If it happens where I could compete in the Olympics, then definitely.”
But first things first, which includes the ongoing indoor track season, followed by outdoor track in the spring, which, a year ago, saw Foreman go to the Class 5 State Championships as the lone representative from Atlee, score 43 points on her own, and almost win the state title by herself. Midlothian won the crown with 44 points.
Foreman has set goals in different events and wants to savor the waning days of her Atlee career before her next chapter lands her in California.
For now, Jada is a Raider. Soon, she will “fight on” as a Trojan.
