W
hile it may seem complex, insurance is really quite simple: The payments (or premiums) of the many, pay for the losses of a few. Your premiums go into a large pool, if you will, at your insurance company. The claims of the few are paid from that pool. Because there are more people contributing to the pool than there are making claims, there is always enough to pay the claims – even large single claims like when someone is permanently disabled as a

result of a car collision, or many smaller claims like those resulting from a natural disaster. (The 1998 ice storm that hit parts of Ontario, Quebec and New Brunswick resulted in an estimated 700,000 claims for damage totalling $1.4 billion.) However, large disasters (such as the ice storm) do come close to emptying the pool.

Even when the pool comes close to emptying, there is another pool
from which insurance companies can draw to pay claims. Some of your premiums are used by your insurance company to buy reinsurance – insurance for insurance companies. Sometimes losses are so big – like those resulting from an earthquake – that there is no way an insurance company can cover the costs. Reinsurance is an extra layer of protection against large losses.

In 2005, insurance companies paid more than $21 billion in claims while taking in $35 billion in premiums. The difference between the premiums and claims, in this case $14 billion, is used by the companies to pay salaries and taxes ($6.2 billion in 2005), and to cover the overhead costs (such as electricity bills) of running a business. It is also used to pay the administrative costs of settling a claim.

one year at a time. Your premiums and the premiums of others are based on how much money the insurance companies think they will need to pay the coming year’s claims. Your premiums do not build up over the years – unlike the premiums for some types of life insurance.

Within reasonable limits, some of which are prescribed by law, your premium is calculated to reflect the probability that you will make a claim – that is, that you will draw funds from the insurance pool. Those who are unlikely to draw
from the pool pay less than those who are more likely to draw from it. Insurers take many factors into consideration to determine the likelihood that you will make a claim. A common misconception is that a policy holder who has never made a claim should pay less, little or nothing for insurance. While it is true that past claims history is important, a more reliable indicator of how likely a person or business is to make a claim is the statistical group to which he/she/it belongs.

Insurance companies generally do not make money on the premiums gathered from policyholders.
Insurance pays for only those types of losses described in your contract. It is very important that you read your policy and/or talk to your insurance representative about what you are covered for and what you’re not. Insurance will not pay for every problem that you may encounter, nor is it a maintenance contract. Insurance is generally intended – and priced accordingly – to help policyholders cope with the financial consequences of unpredictable events that are “sudden and accidental.” If, for example, you live on a floodplain by a river, flooding of your property in the spring is not sudden or accidental; it is inevitable and, therefore, uninsurable. The Insurance Bureau of Canada offers information for consumers to help make them aware of their insurance needs and assist them in understanding the types of insurance available. They are the national industry association representing Canada’s private home, car and business insurers. Ingredients: • 2 onions, chopped • ½ tsp (2 mL) each dried oregano and salt • 2 cloves garlic, minced • 2 cups (500 mL) cooked chicken, diced • 2 cups (500 mL) sliced crimini or white Canadian mushrooms • 2 cups (500 mL) shredded cheddar cheese • 1/3 cup (75 mL) low-fat sour cream • 2 tbsp (25 m L) vegetable oil • 2 cups (500 mL) mild or medium taco • 2 tsp (10 mL) chili powder sauce • 10 medium flour tortillas Directions: 1. In large skillet, cook onions, garlic and mushrooms in oil over medium-high heat, stirring frequently until softened; abou t 5 minutes. Add chili powder, oregano and salt; cook for 15 seconds. Remove from heat. Stir in chicken, ¾ cup (175 mL) of cheese and sour crea m; mix well. 2. Spread ¾ cup (175 mL) of the taco sauce in 13x9-inch (3 L) baking dish. Spread about ¼ cup (50 mL) filling dow n centre of each tortilla; roll up, folding in ends.

ast summer was a hot one for most, and especially so for those living without air conditioning. I broke down and bought an air conditioner, but I rented for years without it, and there were certainly a few rough summers in the city. In one of my homes, we avoided using the oven for most of the summer months. I never thought to question whether or not my landlord could legally let our unit reach such unbearably hot temperatures. Now that it’s officially fall and the weather is changing, the new concern for renters is the upcoming winter season. A landlord is legally required to keep their rental unit at a habitable temperature — but that temperature varies from city to city, and has different laws attached to it.

Minimum temperature: Landlords must provide heat in a residential unit between September 15 and June 1. The temperature during these winter months must be a minimum of 21 degrees Celsius. If the tenant controls their own heating and chooses to keep the unit under the required minimum, they are allowed to do so. Maximum temperature: There is no bylaw that indicates a maximum temperature that rental units may reach, but in section 38 of Chapter 629 of the Toronto Municipal Code, it states that, “All air-conditioning systems shall be operated from June

2 to September 14 so as to maintain an indoor temperature of not more than 26 degrees Celsius.” The 26-degree maximum only applies if you have air conditioning, though.

Minimum temperature: In Edmonton, this issue falls to Environmental Public Health. Just like in Toronto, if you have control of your heating system, you can set it to whatever temperature you like. If you do not control your heat, your landlord is essentially responsible for maintaining a minimum temperature of 22 degrees Celsius from September 1 to May 1. According to the Alberta Health Minimum Housing and Health Standards, all heating facilities must be capable of reaching and maintaining a temperature of 22 degrees Celsius. Because of this wording, a landlord could technically argue that they do not need to set the temperature to 22 degrees Celsius, but it is generally understood that it is the expected temperature. There is an exception to this rule when it comes to certain buildings, “When the outside temperature is colder than the winter design temperature as referenced in the Alberta Building Code (97) Section 2.2.1.1 and Appendix C, then the Executive Officer may permit an indoor temperature of less than 22°C (71°F) but greater than 16°C (60°F).” Maximum temperature: There is no maximum temperature that a
Minimum temperature: In Vancouver, you can turn to Standards of Maintenance By-Law No. 5462 for an answer, “Heating systems shall be maintained in a safe and good working condition so as to be capable of safely attaining and maintaining an adequate temperature standard, free from fire and accident hazards and in all residential accommodation capable of maintaining every room at a temperature of 72° Fahrenheit (22° Celsius) measured at a point five feet (1.52 m) from the floor.” Maximum temperature: There is nothing noted about maximum heat, but if ever you felt the heat made your unit unlivable, section 32 of British Columbia’s Residential Tenancy Act does indicate that, “A landlord must provide and maintain residential property in a state of decoration and repair that complies with the health, safety and housing standards required by law.” You might be able to argue that, were you to experience intense heat, that it does not comply with the province’s health standards, but the climate in Vancouver doesn’t lend itself to that being too likely a possibility. ■ — Jackie Marchildon
