INTRODUCTION & CONTEXT


LETTER FROM THE PRESIDENT Now more than ever, the Memphis Medical District is vital to Memphis. As a center for healing, teaching, research, and innovation, more than 30,000 people work, lead, live and learn in the District on a daily basis. Over the past few months the District has also become the front line of our community’s response to COVID-19. The resiliency and dedication of healthcare workers, first responders, and supporting businesses and industries has been both comforting and inspiring. But the Memphis Medical District is more than medicine. In the past few years, the District has seen growth in real estate development, small business, parks and public spaces, transit options, and cultural activity. Spaces have become greener and more people-friendly, and commercial corridors are becoming more active. In 2019, the District welcomed Orion Federal Credit Union’s headquarters, Wonder/Cowork/Create, Chef Tam’s Underground Café, and more than 10 other new neighborhood-serving businesses. Renovations on future restaurant, residential, and retail locations are underway with even more 2020 openings planned. Thousands of people gathered in the District for live music, fitness programs, neighborhood festivals, and the launch of BOXLOT, in the Edge. The launch of the Groove commuter shuttle has increased connectivity and mobility options for employees and students. MMDC’s partnership with the City of Memphis and Downtown Memphis Commission resulted in safety and aesthetic improvements along the MLK corridor. Additionally, through strategic economic development programs with our anchor institutions, we are seeing a 60 percent increase in local and a 175 percent increase in diverse procurement. This is due to intentional efforts to build stronger relationships between the institutions and local diverse businesses. The District is a rising real-estate market, with increasing development activity and interest. At the end of 2019 there were more than $4B in recently completed or planned institutional, public, or private sector investments on the board. In response to this growth, the distinct neighborhoods that make up the Medical District are stronger and more active. MMDC is supporting this momentum and helping to make the District more vibrant through our partnerships with dedicated residents, community partners, and stakeholders. As we look ahead, we must be aware of how the post COVID-19 world will impact how we live, work, and play. MMDC is committed to working on how public spaces are designed and used, how small businesses serve their customers, how institutions provide their core missions, and how the needs of residents, employees, and students are changing. Fortunately, the people and the instituitions in the Medical District are agile and resilient. Together we are figuring out this new landscape. I’m thrilled by the progress we have made over the past four years but know that there is still so much work to be done. At MMDC we are focusing on how to identify, attract, and align resources for the District, and facilitate the economic expansion and community wealth-building that accompanies thriving places. We are looking forward to working with you in 2020 and beyond.

ANCHOR PARTNERS An effort of this magnitude is only successful because of the collective support, engagement, and collaboration of the District’s major anchor institutions. Anchor Partners collectively represent over 20,000 employees, 7,000 students, 300 acres of property, and have $2.7 billion in operating budgets with $3 billion in planned expansions. MMDC’s Anchor Partners choose to engage communities in a number of beneficial ways—as sources of jobs, procurement centers, and real estate investment—to foster more inclusive growth in the District.

2019 HIGHLIGHTS


ACTIVATION OF HEALTH SCIENCES PARK

Health Sciences Park (HSP) is a core public space in the heart of the Memphis Medical District. From Fridays in HSP lunchtime events, wellness programs like Goat Yoga and Zumba, and imaginative art installations, MMDC activated the park through an array of free public events and programs. These collaborations engaged and connected students, employees, neighbors, and visitors. With park and pavilion enhancements underway, Health Sciences Park will continue to serve as a platform for a vibrant public life in the District.

The MLK Avenue Streetscape project is MMDC’s third phase of streetscape enhancements completed in partnership with the City of Memphis and Downtown Memphis Commission. This project creates a safer and more accessible street for all users (transit riders, bikes, cars, pedestrians) with a variety of new features, such as high visibility crosswalks, dedicated bike lanes, narrowed vehicular traffic lanes, pedestrian bump outs, and a traffic diverter at Linden Park. The project corridor also includes amenities like bike racks, bike repair stations, benches and trash and recycling receptacles, plus an artistic median installation by local artist Anthony Lee.

MLK AVENUE ENHANCEMENTS


RETAIL INCUBATION AT BOXLOT

BOXLOT, a micro-retail space and music lounge built from shipping containers, opened in September 2019 with two local retailers, Kickspins and Majik & Co. The purpose of this temporary activation was to transform a vacant parking lot and create an opportunity to incubate new retailers, while adding further energy and momentum in the Edge neighborhood. BOXLOT also connects established brands to District through pop-ups and unique retail experiences, such as the IKEA Lounge.

Betty Joyce “B.J.” ChesterTamayo of Alcenia’s is wellknown in the Pinch District – not just for her soul food, but for her soulful hugs. Ms. B.J. founded Alcenia’s over two decades ago, naming the restaurant after her mother and granddaughter. MMDC began working with Ms. B.J. in the spring of 2019 after she expressed a concern around potential displacement from her current location. MMDC has supported the implementation of new systems into her business – such as bookkeeping, developing a business plan, and consulting strategies – so that Alcenia’s is positioned to grow and remain in the Pinch for years to come.

ALCENIA’S RESTAURANT


MMDC, through its direct development arm, Medical District Development, LLC (MDD), partnered with the development group, Artifex, to begin work on a scattered site housing infill project. The project’s goal is to deliver 64 units of new, high-quality workforce housing in the neighborhood between St. Jude and Le Bonheur Children’s Hospital. As master developer, Artifex will guide a local cohort of emerging developers to execute the work, building new housing and increasing the pool of developers working on infill projects locally. MMDC is also connecting the project to investments from philanthropic sources interested in supporting workforce housing in close proximity to jobs.

RESIDENTIAL REAL ESTATE The North PoplarDEVELOPMENT Project

The North Poplar Project is a residential project that willl be built MEDICAL DISTRICT DEVELOPMENT on scattered lots throughout the North Poplar neighborhood of the Memphis Medical District. The project will produce 67 units of SUMMARY: PROJECTED TOTALS* high-quality, rental workforce housing that’s affordable to low- and RESIDENTIAL moderate-income households.

The mix of housing types in the North Poplar Project will be similar to the established, traditional designs in Memphis’s Uptown and North Poplar neighborhoods. The design will combine high-quality buildings with thoughtful siting and landscaping, to maximize the project’s contribution to the neighborhood.

MMDC’s Ambassador Team, responsible for keeping the Medical District clean and green, grew by 100% in 2019. With new routes in place, Ambassadors were able to clean more areas of the District and care for our planters and landscaping. They also assisted over 10,000 people with directions and information, providing hospitality throughout the District. Additionally, they emptied 7,500 trash and recycling cans, cleaned over 3,000 bus stops, and removed 600 instances of graffiti.

AMBASSADOR TEAM GROWTH


GROOVE SHUTTLE LAUNCH

MMDC partnered with Memphis Area Transit Authority (MATA) for a pilot launch of the Groove Shuttle, a commuter-transit route between Mud Island and the Medical District. The Groove Shuttle makes seven stops throughout the District from Harbortown to Southern College of Optometry, weekday mornings and evenings, and is free for Medical District students and employees. The Groove Shuttle is one of MMDC’s strategies to reduce the District’s high drive-alone rate, and to mitigate the financial and spacial demand for parking as we make spaces greener and more peoplefriendly. This high-frequency route has buses running every 15 minutes or less.

Hire Local is a partnership of the MMDC, participating anchor institutions, and local workforce providers in order to connect training, education, and employment opportunities to residents in and around the District.

HIRE LOCAL: LATASHA HARTWELL

Even with her certification and experience, Latasha Hartwell found herself consistently overlooked in her local job search process. After joining the Hire Local program last year, she was provided resources, coaching, and institutional connections. This support helped secure her a Medical Assistant position at Regional One Health with great benefits and a schedule allowing more quality time with her family.

Buy Local aims to increase local and diverse spending and make vital connections between District businesses and MMDC’s institutional partners. The inaugural Taste of the District event introduced purchasing teams at anchor institutions to the unique array of restaurants and food businesses in the Medical District.
