New bill would remove, replace Texas’ stringent voter ID requirements Bill would accept wider range of voter ID forms Megan Hess

Texas has historically been among the states with the lowest voter turnout. In the 2014 midterms, Texas finished last in voter turnout with 28.3 percent of the voting eligible population, according to the United States Election Project. The state has increased turnout by 18 percentage points since then, but despite the surge to 46.3 percent in the 2018 midterms, Texas still lagged behind the national average of 50.1 percent. Some say this meager percentage is due to age demographics or less competitive races, while others believe it is a result of Texas’s restrictive voter ID laws. Austin Representative Celia Israel challenged these laws when she introduced Texas House Bill 526 last December. This bill would eliminate Texas’s strict photo ID requirements to vote, instead requiring voters to present a voter registration certificate at the polls.

This proposed bill follows a lengthy battle surrounding Texas election law. In 2013, Senate Bill 14 took effect after being passed in 2011 by a Republican majority Legislature. It required voters to present a government-issued photo ID such as a driver’s license or passport to cast a ballot. However, this law was found to be in violation of the Voting Rights Act by the 5th Circuit Court of Appeals because of its discriminatory effect on Black and Hispanic voters.

In 2017, the Texas Legislature passed Senate Bill 5 that somewhat relaxed the stringent ID requirements. Voters now have the option to present other forms of ID such as a utility bill or a paycheck and sign an affidavit declaring “reasonable impediment” explaining why they do not have and cannot reasonably obtain an approved photo ID.

The penalty for falsely claiming a reasonable impediment is up to two years in jail, which critics say could intimidate or confuse voters. House Bill 526 would ditch the reasonable impediment forms and instead require a voter registration certificate at the polls. Voters would also be able to present a wider range of alternate identification forms including a bank statement, citizenship papers and any form of identification with the voter’s photo on it. In this new bill, a driver’s license or state ID can be expired for any amount of time, as opposed to the four year maximum of Senate Bill 5. Proponents of House Bill 526 say it will make it easier for historically disenfranchised groups to cast their vote.

“Voting in Texas is really complicated,” said sophomore and Political Science major Valerie Kauffman. “We have a lot of students who may not have state identification. I’m in support of this bill because it would give more people access to vote and allow more Texans to have a voice in their government” House Bill 526 was referred to the House Committee on Elections on Feb. 20.

document redesign On the next page is a flyer designed to advertise upcoming events for a student organization that is poorly designed and difficult read. The new flyer is more reflective of the organization's tone and takes advantage of a hierarchy of information, making the text on the page more easily digested.

original document This flyer was created to be displayed at the PRIDE table at an involvement fair to advertise events coming up that semester. The original flyer is difficult to read, and the important information is hard to find because everything is centered on the page. This flyer uses orange and blue to create a stark contrast, but the colors are so saturated that they are hard to look at. The rest of the text is in a small, difficult to read font. It is not immediately clear what information is most important or what the reader should look at first.

redesigned document The new flyer puts the most important information at the top of the page, separated by a colorful line. The header and the bubble of information at the bottom are the only elements centered on the page. Each event on the flyer separates the title from the date from the event description in order of importance. The mood created by this combination of colors is more fitting for the organization they represent. They are bright, but more subdued than the original. The new flyer uses the same contrasting orange and blue, but in a way that is more inviting to look at for the reader.

personal preferences palette This handmade collage of found color samples is an expression of my particular style. I prefer blacks, grays and subdued, earthy greens. However, you will still find a few hints of bold red and bright creams, where the design becomes more unpredictable. The muted, cool shades combined with touches of bright, warm colors is representative of my personal character. I am focused and mellow with touches of brightness that make me who I am.

About me my story

I am a passionate student who is highly involved on campus and in my community. An adept communicator and an enthusiastic learner, I am always striving to overcome new challenges. I study Political Science and Writing and Rhetoric at St. Edward’s University where I am a student leader in on-campus organizations. I value precise, thorough work and the ability to adapt to new situations. When creating my brand, I took most of my inspiration from the outdoors and combined nature with clean, bold design.
