What is a Visual Memory Aid? A Visual Memory Aid is storage place for newborn ideas and concepts. During a good brainstorm or envisioning session, participants see new connections and come up with new ideas. They can see these ideas in front of them. New ideas are very volatile, it's hard to capture them or transfer to people who were not present during the brainstorm session. A week later, the ideas often have faded out of our memory. We recall a vague notion of a good feeling and positive energy but we cannot easily reproduce what we had in mind. The Visual Memory Aids contain everything that can help remember and capture the energy of what happened during the international meetings: sketches, impressions, opinions, quotes and ideals. The Visual Memory Aid is a place where concepts and images are structured further and made communicable. The Visual Memory aid is also a place to storage the Music story and a way via which we can spread the story. Therefore, all the separate Visual Memory Aids are collected and one overall overview/journey has been made of it.

INTRODUCTION During the kick off MUSIC meeting in Rotterdam MUSIC cities met for the first time. All showed their committed to apply Transition Management (TM) and use GIS as a tool to make progress in their quest to meet their climate targets. Five months we meet again. What has happened since? How and in which context did each city apply TM and GIS? What is the next step? What are the objectives for November in Aberdeen? These are the main questions the thirty participants covered during this intense two day Music Partner Meeting in Luxembourg City.

GHENT TEAM IS FRONT RUNNER AS IT CARRIED OUT THE FIRST ARENA AND COULD REFLECT ON THIS EXPERIENCE
‘Ghent’s specificity lies in the production of energy on its territory. This production is based on coal for one plant, on gas for two others and on waste for one plant providing steam to a hospital. There is also green electricity being produced. The graph of the different sectors shows the variety of demand devices and of energy carriers to be provided for each type of devices.’ Notes Ulrich

‘Aberdeen’s overview on the graph included statistics on the import sector, on the transport and commercial sectors. Some figures: 47 % of the imports are from Natural Gas; 65 % of energy demand comes from the residential sector and 19 % from the agriculture sector.

Aberdeen has an important agriculture sector which makes it distinctive to other MUSIC partners. The number of daily commuters was mentioned as an important issue and an opportunity to reduce the CO2 emissions. A Combined Heat and Power (CHP) plant is also seen as an opportunity.’ Notes Ulrich
‘ Five stocks have been quantified during the first step of analysis. The question is now : how are they going to develop? Growing, shrinking, totally disappearing ? Now what is the urge ? Today Montreuil is a fragmented city, in transition....’ (Notes Montreuil)
‘Montreuil is fully covered with urban areas, except for a couple of parks. The western part is covered with old buildings (19th century) whereas the eastern part is characterised with social collective housing from the 1960s. Montreuil imports gas for collective housing and other demand devices across the demand sectors. Electricity from nuclear power plants is also imported for all sectors.

But Montreuil also exports electricity from solar panels. Montreuil identified as the main sectors concerning CO2 emissions reduction the residential heating systems (biomass, co-generation), the energy efficiency of housings (refurbishment), the raising of awareness among the population on the use of energy and, finally the reduction of car use (alternative modes).’ Notes Ulrich

‘Ludwigsburg has a CHP plant running. Besides they export electricity from various sources: solar panels, wood chip power plant, biogas, geothermal (combined with CHP) and waste power. The residential sector represents as much as 45 % of the demand and the industry 12 %. Demand services in terms of heating and cooling were identified as the main “hot spots”.

‘Rotterdam produced one map and two graphs. One graph for the urban area itself and one graph for the harbour. 83 % of the overall city energy consumption is taking place in the harbour. 63 % of the dwellings are from social housing companies, which facilitates the dialogue on the technical evolution of the buildings.
From the harbour there are huge heat losses coming from the petroleum refineries and the energy industry. Transport is the second sector in both urban and harbour areas. Rotterdam gave on the graph the details on the five main categories of the industrial sector within the urban area..’ Notes Ulrich

LOOKING FORWARD GIS - The main objectives of Aberdeen is to use GIS for interpretation of social deprivation. - Gent hopes that the GIS model developed within the MUSIC will help to detect more business cases for CO2 reduction. - Ludwigsburg is still finding out on how to use GIS in MUSIC. - The GIS project work for Montreuil is to setup a GIS architecture itself that can be used by the city administration and the public. A request from Montreuil is to set up a model of transportation modes. - Rotterdam and Gent would like to work closer together on a sustainability index and how to measure progress over the years.

1 HOW NEW ARE THE PERSPECTIVES YOU DEVELOPED THE THE TM ANALYSIS?
Derk Loorbach is a specialist in societal transitions. He has compiled information from interviews. There are a couple of rules: all here as individuals, frontrunners within your organizations, you have been handpicked open creative dialogue. ‘Urban unsustainability lock-in. All sustainability problems are interconnected. Persistent problems: how do we get people involved? Why don’t the alternatives that are out there break through? We believe the real problem is institutional. We need to look differently at this problem. Not optimize the current optimization strategies. From a historical problem you see that in the 1950s and 1960s, the problems weren’t wicked: there was consensus on the solutions and consensus on the nature of the problem. A ‘command and control’ government to deal with this. In the 70s, there was more discussion on what the problems and solutions exactly are. The market was seen as a method to figure out the best reaction to problems: ‘laissez-faire’ government. Currently: as many definitions of problems as there are people, for solutions as well. Markets might optimize and create efficiency, but also lead to more consumption. So now we are thinking on the role of government, governance. Need a policy transition: the current way of governance is part of the problem.‘

Derk has tried to trigger us. What needs to be done for sustainable development? What can make you more effective in your practice? Next time: our understanding of what makes change in society, from this understanding how we can be more effective and be part of this movement. Some clues are: do you really see what is happening and where the energy is? Think of projects that were effective in reaching this energy. Arena zero took place and was attended by 30 people. The next step is the establishment of a project team and the development of a vision for Ludwigsburg in 2050. ROTTERDAM: tapping into social energy to densify and green the inner city! Not focus on energy alone but put energy in a wider perspective. First TM arena took place. With the arena the city explores its new role : from initiator to facilitator. The arena process will be linked to Rotterdam contribution to the Architecture Biennale 2012. MONTREUIL: test ground for local democracy and sustainability! With the arena process we experiment with new participatory processes. This RICH city with a fertile ground for innovation can become a NICHE city for the rest of the country. GHENT: time for action!. We organized six successful transition arenas. As a result we now have five Climate Working Groups exploring concrete actions. The environment department can not implement the projects on their own: other departments will also undergo TM exercise. We are extending our network. ABERDEEN: oil and gas city explores renewable energy! There is a need for a bigger sense of urgency to move away from oil and gas. First arena organized with a small and energetic group.

ARENA PROCESS CONCLUSIONS All cities have embedded and kicked off their arena process. They are in the process of validating their transition analysis together with frontrunners, or are already co-creating their visions for the future! Frontrunner Ghent has already launched its transition agenda and is exploring how how to activate their network. The cities expressed a need to substantiate and visualize the TM visions with concrete data and tools. Examples are energy maps, renewable energy scans and abatement cost curves. The IGUESS system can assist to produce these data. The coming half year, the DRIFT team will move from a coaching to a monitoring role. The DRIFT team will collect the lessons learnt from the different cities and their context and improve the TM methodology.

The MUSIC team from CRP Henri Tudor is complete! The data inventory is almost finished and the development of the IGUESS system has started. Ulrich gives a brief demonstration of how it might look like. => Pilot cities are needed for case study models!
GIS TM WEDDING VOWS: GIS and IGUESS can provide and process concrete data and information about the city to obtain new insights and new information. GIS can help TM to present ideas and results on the internet. GIS can help in answering what-if questions (what if we make half of the roofs in our city green roofs?. GIS can help to visualize possible future visions.

CONCLUSIONS FROM I-GUESS TO WE-GUESS ‘We are going into a very good direction. Everyone is taking ownership of the process. GIS will be the right tool to answer the questions we have. It can also be used for policy development and policy decisions (...) We are happy with the meeting and the engagement between GIS and TM. Good to see that people can see the potential now of GIS as it is becoming more real.’ Main theme for Ludwigsburg: marriage! Moving from two separate methologies (TM and GIS) to a joint effort – this could also help the practical implementation. KEEP THE SYSTEM AS SIMPLE AS POSSIBLE AND AS COMPLEX AS NEEDED. WE CAN ENCOURAGE COMPETITION BETWEEN THE CITIES!
OIL CITY EXPLORES RENEWABLE ENERGY ABERDEEN TM: Oil and gas industry has influenced the city development in many ways- in terms of housing, transport infrastructure, expanding. Expectation is that Aberdeen will continue to expand. Social cohesion is a problem. The poorest and the richest groups in the UK live in Aberdeen. The arena flags complacency and inertia and a blame culture: there is no sense of urgency to think about other economic sectors then oil and gas. The city council is held responsible for all bad decisions. Aberdeen is running its 3rd arena. The frontrunner buy-in and attendance is limited. GIS: Demonstration of web based system with all kind of information about energy use in Aberdeen. Examples on how information from other departments can be integrated in the heat mapping model. Possibly a special map will be made for the MUSIC project. TE(*): Installation of photovoltaic cells on Loirston Primary College, which is part of a bigger program in Scotland. Urgency is that the councils needs to cut energy costs (forced by UK law). The innovative part is that private actors are involved which install the solar panels. The project is innovative and large scale (easy to replicate). The delivery is going to take place in early 2012 and expected to be completed in march 2013. (*) Project framed as transition experiment.

ABERDEEN IS KEEN TO FURTHER DEVELOP SUSTAINABILITY IN THE CITY, ESPECIALLY SAVING MONEY ON HEATING IS A PRIORITY FOR ABERDEEN.
ROTTERDAMMERS MAKE THEIR OWN CITY. ROTTERDAM TM: Facing the economic crisis, Rotterdam is looking for a new role- from blueprint thinking to facilitation. The arena focuses on the inner city of Rotterdam, which has only 5 percent inhabitants. Densifying and greening the inner city in Rotterdam is a priority. The project is a showcase for the Architecture Biennale in 2012. Several pre meetings with families, entrepreneurs, creative industries have been held. GIS: The main goal is developing tools for measuring sustainability in urban planning. Measuring data, data gathering, analyzing and visualizing tools are missing- this gap can be filled with GIS. A decision support system needs to be developed- how much does one project contribute to, for example, reducing the heat island effect? TE: Sustainable area development: new approach to area development: multi-actor and creating value (more then money!). How to develop an area in such a way that it is popular and will stay popular in the coming 15 years? Available funds are decreasing, new kinds of funding have to be explored based on values for the future.

FROM TALKING TO DOING GHENT TM: The story of the arena is well documented and serves as the basis for climate action plans. We learnt to walk a double path- doing things and reflecting. GIS: Some challenges : renewable energy scan does not generate new data and the survey is not finished yet so there is uncertainty about the quality of the GIS layers; there is a high workload; define better what is needed for GIS. Ghent wants to make energy maps. There is a demand to substantiate the TM vision with (GIS) tools. TE: After the TM arena process, five persons offered to be an activator of a concrete project: Blue economy; Organic waste treatment; and Growing your own crops in deprived areas. MONTREUIL TM: Montreuil en transition: opportunity to bolster the external part of the Climate Plan. Blog: people can also contribute through the blog. First arena in November, next arena will be in January 2012. TM gives the opportunity to experiment with new participatory processes. GIS: Choice who will host the GIS platform (SICIM). Database will have to be built. Selected case studies: solar cadastral, heat island effects, fuel poverty. Partnership agreement on Urban Heat Island (UHI) with Department de Seine Saint Denis and the Provence University. Main output will be data. TE: Positive energy school: target zero energy, zero carbon and zero nuclear waste. Straw is being used for the isolation between the walls. Renewable oils will be used in order not to be totally dependent on photovoltaic and to tackle the peak moments of energy usage. Natural lightning determines the size and location of the rooms. The school challenges: tax system, building certificates and PV subsidies.

ENERGY IS TOP PRIORITY LUDWIGSBURG TM: Interviews with 30 people, good mixture. In interviews a clear sense of urgency came up. Big highway is a problem- traffic. First arena took place last week. Energy is one of the main priorities. Inner city is also priority- what is the heart of Ludwigsburg? GIS: New basic information (examplesL map of gas distribution and maps of green roofs, map of CO2 vulnerability and heat hotpots and soil erosion). For 2011-2012 we plan to have a thermal and hyper spectral flight of the city. A tool is needed to connect information (energy consulting tool). TE: Community Centre Sonnenberg is a new sustainable community building in a deprived area. The new building will be very energy-friendly. Citizens will be informed about energy-saving measures- increasing awareness is a challenge in this deprived area. Several projects are taking place to upgrade this area.

CITY PLANS ROTTERDAM: Second TM arena on December 8. GIS information will be used to improve our story with facts and maps. Architecture Biennale 2012 will be one week before our meeting in Ludwigsburg- outcomes can be shown. Make a link with economic indicators- include them in the sustainability index. MONTREUIL: More arenas! Coming January next arena. GIS: important to see that something real is coming to us. Easier to know how we can participate in it. GHENT: GIS: catch up and stalk some people. THE ID-BOOK IS A PRACTICAL TOOL TO CAPTURE IDEAS. IT IS A TEMPORARY STORAGE PLACE FOR IDEAS, PRESENTED IN A VISUAL AND EASILY TRANSMITTABLE MANNER. ‘The ID-BOOK is a storage place for newborn ideas and concepts. During a good brainstorm or envisioning session, participants see new connections and come up with new ideas. They can see these ideas in front of them. New ideas are very volatile, it's hard to capture them or transfer to people who were not present during the brainstorm session. A week later, the ideas often have faded out of our memory. We recall a vague notion of a good feeling and positive energy but we cannot easily reproduce what we had in mind. The ID-BOOK contains everything that can help remember and capture the energy of what happened in the brainstorm: sketches, impressions, opinions, quotes and ideals. The ID-BOOK is a place where concepts and images are structured further and made communicable. In the ID-BOOK all ideas are good. PREPARATION CREATIVE PHASE By now the MUSIC cities all have embedded the transition arena within their organization. Transition teams have been established, frontrunners have been interviewed and the first arenas have taken place. As soon as the transition analysis is validated and the frontrunners share a sense of urgency, it is time to make the shift from the analytical to the creative phase. This creative phase requires a different mode of facilitation and a different mode of interaction. The objective is to tap into the power of imagination and allow for a free, fun, associative interaction. The ideas will not appear right away in a structured manner: they will emerge. It is the task of the transition team is to capture the ideas with the most energy and to make them communicable. These ideas can gradually mature into new images of the future, transition paths and transition experiments.

IN THE CREATIVE PHASE OF THE ARENA PROCESS WE ITERATE BETWEEN GENERATING, PRESENTING, CONSOLIDATING AND STRUCTURING IDEAS FOR THE FUTURE. The transition team can emphasise that new future ideas do not immediately have to be checked on feasibility. It is more important that those who propagate them are excited about the ideas and that the other arena members can understand the idea and can associate further with the idea. In practice it is the enthusiasm generated during the presentation which has a steering effect on the choice which ideas will be developed further. Experienced facilitators continuously tune in on the energy and enthusiasm that comes with an idea. If an idea catches on and the arena members can visualize it, it gives a common sense of direction. In the arena process, the brainstorming phase continues until the ideas meet and can be structured into desired perspectives of the future, transition goals and transition experiments. ABOUT CONNECTING... Dear MUSIC team, This fourth MUSIC Partner Meeting was all about connecting. We re-connected together: we gave each other updates on outcomes of the transition arenas and the practical applications of IGUESS and ETEM. We connected GIS, transition management and the investment projects. We established the link between the transition management arenas and the Future Conference to be held in Ludwigsburg. We explored how we can connect with other cities and organisations during the Mid Term Conference in Ghent in November. And we touched up on our role a frontrunners related to implementing new ways of working within our own organisations as we have been practising in the MUSIC project. We hope that this digital memory aid will help you reconnect with the main aim of this meeting: get a common sense of the possibilities of GIS and Geo computation for energy transition planning and the development of CO2 emission reduction strategies; sharing views of the future emerging in the arena processes. HOW CAN GIS HELP TO GET A SENSE OF THIS FUTURE?
ARE WE ON THE RIGHT TRACK? LUDWIGSBURG ‘Threehundred years ago a duke decided to have a hunting lodge in the middle of a forest. Then for private reasons he decided he wanted to live there. The new lodge grew into one of the largest Baroc palaces in Europe. Around this palace grew the city we call Ludwigsburg. Compared to more established surrounding cities as Stuttgart, Ludwigsburg has always had to face the existential question:’why Ludwigsburg?’. As it never could take for granted that people would keep living in this city, heavily relying on attraction of power residing in its palace. Still today the city of Ludwigsburg questions itself: are we on the right track?’
We hope that perspective and practices of transition management and the visualization and modelling power of GIS will help frontrunners in this beautiful city explore new possibilities regarding more sustainable energy systems, whilst staying connected with the present and the past of the city.

HELPING LUDWIGSBURG... THE FUTURE CONFERENCE The city government of Ludwigsburg wants to organise a new edition of the “Future Conference”. This local conference will focus on the questions: What are the successes of the last three years? Are we on the right track and what to do in the coming three years?

The aim is to have 300 people attending. There is a special need to reach specific target groups- especially those groups that are not automatically interested to participate. The MUSIC team was asked to think along and generate ideas for the organisation and the participation process, connecting the TM process to the conference.

Who is we? Why one track? Reformulate the question from: ‘are we on the right track?’ to ‘are the people & city government on the right track’ There is not one track to the future. To answer this new question participants need to share what their track is towards the future. The synthesis could be to find out how different tracks can reinforce each other and towards what type of futures they can lead. Show people the complexities of decision making- giving them virtual votes and a virtual budget can help them to take responsibility to prioritise options. Acknowledging the difficulty to involve particular communities to such a event, start scouting community leaders now. Prepare and train them to participate during the venue. Phone Apps, Pop-up shops, Neighbourhood leadership programs could be of help. The Future Conference is a great opportunity to give the frontrunners from your TM arenas a stage to share their practice and views in a World Cafe or Open Space setting.

The building will contain a district centre, a kindergarten, a kitchen that will prepare meals for elderly people and a help centre for the citizens. The building has an innovative combination of geothermal heating and CHP as well as the intelligent heating net with decentralised storage possibilities. It is part of a larger social renovation programme for the neighbourhood. It is planned that the centre will open in November 2012.

THE GIS PLAN: DEVELOPING iGUESS http://iguess.tudor.lu The integrated Geospatial Urban Energy Information & Support System (iGUESS) is being developed to reduce CO2 emissions and to help developing renewable energy transitions.

Henri Tudor will develop different modules to compute renewable energy potentials (solar, geothermal, wind), energy savings potentials, fuel poverty visualisation as well as the urban heat island effects or the visualisation of green roof potentials. These modules are linked with an overall emission calculator (ETEM) to explore future developments and potentials in an urban area.

is a decision support platform providing access to distributed data sources and analysis&modelling tools through a single web-based interface; provides access to tools that compute renewable energy potentials and other spatially bound mitigation action potentials. These potentials maps are fed into an energy model (ETEM) to find the best combination of planning actions subject to a set of objectives (e.g. emission targets) and constraints (e.g. budget), helping urban planners to decide when, there and on which technologies to invest and install; builds on open source software technologies, providing transparency and access to other modelling and planning tools which respect open software standards; is modular so that a new module can always be built in; interface is a web-based GIS, which facilitates the comparison of different models runs; incorporates uncertainties associated with input data and modelling results into the decision support.
EXPLORING MORE CITY EXCHANGES
GIS <=> TM<=> PILOT The pilots are transition experiments in itself- working with multi stakeholders in implementing innovative energy measures in public buildings. On a very concrete level, information on energy saving (visualised with the help of GIS) and the visions developed within Transition Management can be presented to a wider audience in these buildings (e.g. an exposition in the district centre in Ludwigsburg). => At our next partner meeting in Ghent, we will organise a special session about the pilots, to exchange more on the TM aspects, the tendering procedures, the participation process and other interesting topics.

PLANNING TOWARDS GHENT ROTTERDAM: ‘Actually we don’t know yet- we need to reflect a bit what is strategically the best way. We finished the arenas. We just had our peak moment at the Biennale. Our big question is: how can we use the 1,5 year ahead and use MUSIC as ‘breaking iron’ within own organisation and in the city? What will happen after MUSIC? Preparing that from now on. We will also work on the sustainability profile and will have a lot of work to do on the GIS content.’ MONTREUIL: Arnaud will be back to manage the TM process; four more TM arenas are planned. The school building (innovative pilot) will be almost finished. GIS: ‘share it with arena members. Using GIS for the city.’

SHARP, SHOW, GO4IT AND MOST SUSTAINaBLE... Dear music team, MUSIC’s final 1.5 year of implementation is coming up. A lot has happened since the start of the project in 2010. In this partner meeting, we consolidated what we have achieved so far, looked ahead at what we still want to achieve in our final year, and celebrated our results. Please find in this memory aid some of the key findings of our partner meeting. This meeting was less about discovering the potential of TM and GIS and more about leveling. We tried to get a good and concise understanding of the journey every city went through. Thank you for being sharp in your presentations and discussions. We encouraged and helped each other to understand how we could further harvest the results of GIS and TM apart and together. The city plans prove that you have aspirations for 2013. Go4it! Ludwigsburg Style: Ludwig und Ludwiga TM: TM is an interesting new participation method. First phase of TM is finished5 arena’s this year and a Future Conference. Vision made by frontrunners- “Ludwig und Ludwiga for a sustainable Ludwigsburg” How can it continue? How can we realise some of the ideas of the frontrunners?
“Some ideas were really new! The city learnt how to deal with ‘difficult to handle’ people with good ideas. The arena was the right spot for them!”
GIS: First modules are ready. ETEM to be used for CO2 monitoring. We would like more support for the connection to the Ludwigsburg system. The wind, solar cadastre, geothermal and voltovoltaic modules are all interesting for us! Our district centre building co-financed by MUSIC will open at the beginning of 2013!

Montreuil Style: 300 actions! TM: Montreuil has a local climate plan- 65 actions, aim is 20% CO2 reduction in 2020. Arena process helped to activate key actors to implement this plan. Montreuil was looking for new ways of local democracy, new ways of citizen participation. There were many dialogues, but often very boring. The TM process has a different approach. A group of 15 persons is coming to the arenas. 3 more arenas are planned- final one in May 2013. How do we transform the current 300 actions into a few operational projects? What will the arena become?
GIS: We work in partnership with other organizations. We will especially work on Urban Heat Island effect. We have set up a data base and a Map Display infrastructure.

rotterdam style: seven strategies TM: We worked on a vision for the quality of life and densification for the inner city. In Rotterdam only 5 % of the inhabitants live in the inner city- densification is needed. How to do that in times of crisis? We did mapping and brought together people in 3 arenaâ&#x20AC;&#x2122;s. This led to 7 new strategies for densification and 7 for greenification. First arena: government bashing. Second arena: ideas. 3rd arena was a matchmaking session between government frontrunners! We presented our strategy at the International Architecture Biennale in Rotterdam 2012. This changed the way of thinking of the local government. We need to take this to city level- one step further. Maybe we can use this approach to other sustainability initiatives.

GIS: We performed energy mapping. The solar module has been developed. Next step is to do an energy mapping for other energy layers in Rotterdam. We will continue the work on the sustainability profile in Rotterdam. This shows for each neighbourhood the positive and negative aspects. It provides reliable data and information. We will use this to accelerate the processes.

ghent style: a new way of organizing participation Eurocities award Ghent has won the 2012 Eurocities award (theme: cooperation) for the Climate Alliance! Click here for movie.
TM: MUSIC helps us with HOW to do it. Many former participation projects failed. Now a new arena process was started by the University of Ghent and we have a new city council with an ambitious policy plan for the coming years.
It produces a lot of follow-ups: a mobility arena, some climate working groups, a new arena process, initiated by the University of Ghent and we have a new city council with an ambitious policy plan for the coming years.The sustainability policy we had will be continued- we are glad about this! Many ideas and expectations from frontrunners. How do we handle this? What is our role as local authority? How to choose between tools? When are we successful? Are the results in balance with the inputs? When is TM successful? And what do you do after? How to upscale? How to interest bigger business? gis: Ghent is using GIS to map opportunities at urban scale.

POSSIBILITIES OF GIS for URBAN PLANNERS Rotterdam used GIS and data to feed the TM process with objective information We use our sustainability data for prioritising. Example Rotterdam South district : problems with water; at the same time not enough recreation areas. So a solution could be to create a water square or water garden.
“IGUESS aims to quantify results, to inspire and to explore what potentials are out there”.
“GIS is only been used by cities for 20 years now. It is difficult to predict how this will develop further, there might be technologies 10 years from now that we can not predict”
The main conclusion regarding the GIS and TM relation talks is that we can now all show the possibilities of GIS to urban planners and more important, to non-planners and other stakeholders.
“The big question for Rotterdam is: How do we perform right now? If you can’t measure it, you can’t manage it! There are already many tools around building, area and urban level. Cities also have a lot of data about safety, health, social welfare etc…”
The aim of IGUESS is to provide modules to find solutions. The main question answered by each module is: “Tell me when and where in my city I can install PVs, drill for heat, have urban heat island effect. We want to link the modules to an energy scenario tool (ETEM). This is a tool to explore urban development scenario’s, for example on reduction of CO2 emissions.

Ghent uses GIS to have a geographic view on energy; To have better informed decision making. We have various maps with data for energy reduction potential and wind energy potential. Next steps: showing all these data in a user friendly environment.

GIS FROM A TECHNICAL APPROACH TO A MORE POLITICAL/ URBAN PLANNING APPROACH We need to talk to the people we are providing services for. Now the technicians are talking to each other. How can we use this tool to present the information to other people? In October we met in Luxembourg: we formulated questions about what we want to use the information for. What has happened since? We need to talk to non-technical people. Otherwise we cannot find answers to these questions! The conclusion of our discussion is that the information provided should answer the following questions: 1. What potential carbon savings will be done on aggregated city/district level? answer: the model can make an estimate. 2. How much will it cost? answer: the model can make a fair guess. 3. What are different scenarios? 4. How does my city perform compared with other cities?

DRIft: bringing TM into the urban environment With MUSIC, DRIFT expected to develop TM for the urban context. MUSIC turned out to be a rich variety of experiences in 5 different contexts. Working with cities helped DRIFT to understand how TM works and how to make it work. We synthesised the approach and lessons in the TM in Urban Context Guidance Manual. This is a collaborative evaluation version. => Everyone is invited to comment and give feedback! The coming year our priority is Monitoring and Evaluation and finding opportunities to disseminate this way of working.

WHAT HAS BEEN THE IMPULSE? You can consider an arena and the launch as a temporary impulse for innovation. The icon projects [transition experiments] and the transition agenda are frames for innovation. They are not always meant to happen literally as long as the ideas create momentum for change. The aim is to give direction to new thinking and action and open new interaction between policy officers and society. The after arena phase is about maximising the impact of this impulse into concrete action and policy before it dies out.
how big do you feel the arena impulse has been in your city? Give a rating between 0 and 100% and explain how you are using the impulse. Ghent 20 % Impact is big in terms of new ways of policy making, reaching wider audience is just starting. Montreuil 5% We havenâ&#x20AC;&#x2122;t launched the transition agenda yet. The energy of the frontrunner is high (99%). Frontrunners are acting as a group and want to make their arena process visible and develop common projects. Ludwigsburg 15 % and rising We started low and the arenaâ&#x20AC;&#x2122;s were good impulses. It became clear we should fill a gap: more PR for what the city is doing because often people expressed that they were not aware of what the city is doing. Aberdeen 20% Just started to promote the MUSIC project in Aberdeen. Arena participants were very vocal, high enthusiasm and high commitment. Our councillor is one of the frontrunners. Rotterdam 50% We started in 2007 with Climate Initiative and widened to climate adaptation. 80.000 people visited the Architecture Biennale, were we launched our findings.

words of advice in the fishbowl LUDWIGSBURG: How to select ideas for projects? We have a lot of great ideas- but we can not do them all. DRIFT: If there is not enough energy to do it, then donâ&#x20AC;&#x2122;t do it. Prioritise with the group. If actions are important but there are no people to do this, you know you need to look for new partners. PEPIK: Iconic projects can serve as frames of innovation- Maybe they will never be realised, but they are a vehicle for communication and innovation. MONTREUIL FRONTRUNNER: Montreuil was a horticultural city- now we are working on urban agriculture. Levelling mutual expectations (TM team and frontrunners) is important. Structuring the arena in terms of mandate and power. GHENT: We are struggling. We do not want to create another structure, but some structure might be needed. MONTREUIL: There is a tension between representative democracy versus participatory democracy. TM is challenging representative democracy. What about the legitimacy of our frotrunners?

On a personal note Dear Music PARTNERS, It was good to meet you again! Nice to hear your stories and nice to see that our international network has become so productive in its connections, exchanges and tangible results that we can extend our project. With GIS we are really bridging the gap between researchers and practitioners. We are building new tools that can actually be used in practice. It is nice to see that applying transition management was a rich personal learning experience and that cities now embrace transition management and make it their own. Please find in this digital memory aid an impression of the inspiring presentation of Flor Avelino on power in transition processes; an overview of the agreed iGUESS tests; a first reflection on the learning and results of the transition arenas; and some notes and pictures of the Montreuil experience (passive school, murs Ă pĂŞches, Mozinor Launching event and dialogue with madame Voynet). We conclude with the proposed schedule on the way ahead.

storytelling: once upon a time Storytelling is a powerful tool to share experiences and results. Thank you for updating each other in such a lively way. Frontrunners are setting the agenda and you have become frontrunners yourselves doing a lot of work with only few resources!
Rotterdam
We’ve seen a lot of spin off, participating in the MUSIC project creates space. It has given a boost to the GIS work in our organization and the relation with policy making. We have been able to develop a sustainability profile with 100 indicators, to score a neighbourhood on sustainability. We have become a frontrunner ourselves. Other organisations are very interested in what we are doing, they want to cooperate with us and look at our studies. This positive energy also generates a lot of work. The next phase is that we want to move from facilitating others to real co-creation.
Aberdeen
Once upon a time in a far away land called Aberdeen there was a little girl called Aberdeena. Aberdeena was a sad little girl as everything she touched turned into carbon emissions, which made the future climate uncertain. One day she met a group of wise frontrunners who told her of a vision where the things she touched no longer turned into carbon emissions: ‘Aberdeena, we are the wise frontrunners and we have a vision of a bright future with diverse opportunities, green and beautiful landscapes, with proud and happy citizens who are life long learners and travel around on zero carbon space scooters.’ (…)
Ghent Ludwigsburg
Since the Future Conference Ludwig and Ludwiga have a vision for 2050. Our mayor is ambitious and this is challenging. We could really see how transition management is hard in terms of capacity and that frontrunners have different ideas. This story has a happy ending: the district centre has opened: beautiful and wonderful in the heart of the suburb. Many citizens will come there- children at the daycare, seniors, etc. It is a great opportunity to bring the energy theme to this area.
Once upon a time we started a project on transition management and we did not know what was ahead of us. We were walking in the dark. Looking back it has been very interesting (…) Conclusion: With the experiments, we did not land yet where we want. It was hard work, and it is a good thing that the virus is spreading! Higher authorities are also noticing this now- The Flemish Government has asked the City of Ghent as frontrunner to join the transition process in Flanders.

Who has the power in your transition? on power
Flor Avelino has very clearly explained to us who has the power in societal transitions. With her self-containing framework in innovative power, transformative power, consolidating power, niches radical niches, extrinsic and intrinsic motivation she captured our imagination! What power do we use? Often we feel powerless facing institutions. This is because they outlast us. But from a transition perspective, institutions referred to as â&#x20AC;&#x153;the regimeâ&#x20AC;? have the capacity to reproduce structures and ways of doing and thinking. The niches have the capacity to innovate. Most of us in the MUSIC network feel we have transformative power. As a niche-regime we can connect niches with the regime! Our secret is that we are intrinsically motivated. What power do you use? On what level do you operate?

The Montreuil Experience Montreuil is a surprising French city. Next to Paris it has its own identity, its own way of doing things. In the 17th century poor wine farmers managed to climb the social ladder by adopting very innovative production methods for fruit trees. For decades the peaches of Montreuil were of legendary fame. After this technological and social transition Montreuil became an industrial city. During the firsts 70 years the communists where in
majority and â&#x20AC;&#x2DC;solidarityâ&#x20AC;&#x2122; became a way of life. Since 2008 Montreuil has a green Mayor, the formal minister of ecology Dominique Voynet. We witnessed the launch of the Montreuil transition arena in a very symbolic location: the dismantled revolutionary 3D industrial site Mozinor which has now become a hot spot for up-cycling. The challenge in Montreuil is to link social sustainability with ecological sustainability.
The story of the Montreuil Music Team One upon a time a group of marvelous people called frontrunners launched an urgent story on climate change in Montreuil. 20 people came together, discussed and reached a shared vision of our city which can be can summarized by the words diversity, proximity, citizenship and green awareness and experimentation. Our ideas spread over Montreuil and met a fertile ground in the strong community life and network. One by one, the frontrunners created a network of people and associations inspired by transition at local level. The seeds were planted and fortunately, ideas became projects and the gardeners launched many initiatives. We are very proud of our frontrunners. And our story is not finished, it is only just beginning. Our transition agenda opens an outlook on how to implement the transition in Montreuil. It reveals a path to transition and resilience, a way we have to go through. This project has raised more questions than answers!

visiting the energy passive school The positive energy school is the Montreuil CO2 reduction project showing how we can do things differently. The school is a wood building with straw (and cork) wall insulation and a plant oil heating system. What is special is that building the school was a cooperation between landscape designers and architects. The building was placed in the middle of a garden. It was not simple because the space was limited. Environmental issues: water, energy, building materials.

“I have been an activist for ecology since I was sixteen. For activists, sometimes it is really difficult- but we believe in what we are doing. I like being honest and telling the truth. Montreuil is a city with big contrasts. The environmental challenges are also social challenges. Montreuil sometimes feels very lonely, most policies in France are national policies, and they often do not match with the local situation and needs. Many people with a minority background come to Montreuil. They want a better life for themselves and for their children; they want to enjoy the lifestyle the age of industrialisation has brought forward. (…) We have the principle of “the polluter pays”, but in practice the people who buy organic foods and drive a hybrid car end up paying more. And poor people cannot even afford this. This is not right.”

Different scenario calculations for e.g. different Solar PV technologies can be viewed next to each other in a map comparison window. Furthermore, iGUESS provides a tool to develop CO2 emission scenarios which link to the city maps for renewable and saving potentials. The scenario results can be visualised as graphs in time and scenarios can be compared. iGUESS provides tools to estimate, visualise, compare and assess results for renewable energy and energy savings potential and consequently CO2 emission reduction within a city. These tools can be used at different points in time during the urban transition process.

September: Henri Tudor will prepare iGUESS so that it will be stable and easy to use. Cities will prepare the required data sets for their specific tests. October: first test phase with all MUSIC Cities during an intensive period of two weeks. a good discussion on fuel and energy poverty All cities are very enthusiastic about having fuel poverty as a common topic to discuss over the next months. Allthough only Aberdeen has a clear definition the other cities would like to learn from Aberdeen and expect to improve their own definition of fuel/energy poverty.
SLIDER TOOL
The use of a slider tools in iGUESS was suggested as a very useful tool for scenario testing. A slider prototype had been developed for the Solar PV module. For Fuel Poverty, a slider would be used to visualize the impact of income and fuel changes on the map of fuel poverty. A set of common 3 to 4 parameters should be defined with all cities.
background Initially Ghent city council wanted to map social sensitivity to energy spendings and compare it to the condition of the building stock. Seven layers of information are available for social sensitivity: life expectation, schooling, unemployment, health, income, neglected district, energy spendings â&#x20AC;&#x201C; including budget meters. These layers should be weighted into one sensitivity function. Rotterdam has not started to work on Fuel Poverty yet but is going to develop a definition soon. Income, cost of living, and cost of energy will be introduced. Aberdeen city council has started to work on fuel poverty with CRP Henri Tudor as the lead city for this module.The method envisaged by Tudor, based on the relevant information and data supplied by Aberdeen, is the following. The income (average income, income categories) is supplied at the intermediate geography level while informations gathered at the address level concern the number of rooms and the technology used for space heating at the household level.

This was a good moment to reflect on the TM-process; since all 5 cities have now (almost) launched their transition agenda. What are the results? What lessons can we draw from our experiences – for future projects and for colleagues in our own or in other cities? What criteria would you use to assess the process? transition management; has it changed you? The Transition Management-approach broadened the climate teams by involving stakeholders and other departments. It makes a new network with new connections, and helps to close the gap between knowing and doing. The main promise of transition management can be summarized as: you are not doing it alone. The TM-approach is about learning, and learning is changing, we ended with the question did this process change the way you think or the way you work? The answer is: yes!
19 Coming up Project extension: we will submit a proposal to Interreg for an extension. More details and guidelines will be sent by Rotterdam. Submission deadline is September 6. Update & Extension What happened since our last meeting in Montreuil? How are you going to use the extension? What is happening around you?(Governmental participation, GIS tooling and transition management)
Ludwigsburg: How do we get the GIS results to the council, so that they can use it for planning? We were very busy with an energy exhibition in our city, where our energy city map and the outcome of the transition arenas were presented. During the extension we want to revive the transition arena and include scenario’s in our GIS energy map.
Rotterdam: We are frontrunners! Cities such as Amsterdam and The Hague and other organizations approach us because they are very interested in what we do. Our solar potential module is now available online in our Energy altas. The module helps us to understand how the information from the GIS tools can be used at policy level. We organized a GIS stakeholder meeting. Conclusion: the city provides general overview information and intermediary organizations tailor it for citizens. During the extension we will further connect to the people what we have developed, the people we are doing it for!

Update & Extension Aberdeen: There is now more consciousness about a post carbon future for Aberdeen than when we started. We have prepared the launch of the transition agenda planned for the 4th of December. Sustainable Aberdeen summit: We plan to use the MUSIC methodology for other types of policy development as well. We can now apply TM methodology for our Covenant of Mayors local sustainable energy action plan.

Montreuil: Do we have to institutionalize the arena with the city as facilitator? In October we had a big MUSIC festival with workshops and conferences to work on our seven transition agenda projects. During the extension we want to transform the arena in a sustainable local council. We will have local elections in March 2014 so the next months we will be fairly quiet. Results of the local elections might have an influence on the project. MUSIC agenda should be on the political agenda of the next Mayor to ensure financial and human resources. The construction of our positive energy school is progressing, another positive energy school will be built in Montreuil.

Update & Extension Ghent: we now focus on making both building renovations and mobility more sustainable. The new city council has budgeted to do this. After the climate and the mobility arena we have started a similar approach on district level with more concrete outputs. The arena at the city level was too abstract. It worked for policymakers but not for citizens. Our external supplier did some work on the web-services, we have a lot of data but we can not get it transferred to Luxembourg, we have some frustrations about this! Let’s solve it together. DRIFT: Transition thinking is becoming mainstream… But the words do not always mean the same…Transition washing? Our focus was and is dissemination (ICLEI’s “Resilient Cities” conference (Bonn) “Together in Transition” conference (Climate Alliance), The Hague), monitoring, evaluating and updating the TM guidance manual! We want to use the extension to involve more cities and to develop training formats.

Transition Management = STRUCTURE FOR CREATIVITy We reflected on the role of frontrunners in an arena versus the role of local government. Ideally an arena process provides a structure to capture the creativity of frontrunners and bring it into the regular policymaking processes through the transition agenda and transition experiments. The arena is a safe space to explore and interact. What happens after the arena is different in every context. After the arena, the arena group can have many different roles such as expert team, think-tank, do-tank, movement or the arena can simply dissolve. What would be a good role in your city?
There is no recipe for these big societal challenges. It takes courage from civil servants to get involved in such processes.

SHARING POSSIBILITIES TO FIND NEW OPPORTUNITIES EXAMPLE: GIS STAKEHOLDER MEETING rotterdam
Let us try to understand how Rotterdam organised its GIS stakeholder meeting as we are looking for stakeholders for the iGUESS tools. The workshop was part of formal series of meetings between the city and external stakeholders (Kennismotor). We expected that different stakeholders wanted these tools in different forms. The coordination was done by a multi disciplinary team with energy experts, GIS experts, city planners etc. 33 people showed up. We had a good discussion on the use of our data and instruments. What we have learnt is that: â&#x20AC;˘ it is important to publish our data in a attractive visual manner. â&#x20AC;˘ it is all about engaging people in the concepts behind the tools and showing the possibilities.
Why: present several GIS based tools developed by Rotterdam in the scope of the MUSIC project to see what usage they see.
A follow up meeting is needed in a smaller setting with external stakeholders (knowledge institutes, intermediate parties, housing corporations).
How: Plenary session on the overall picture of the energy modules, two workshops (one on solar potential/energy savings potential and one on decision support), plenary feedback, network lunch. External moderator.

We presenting the tools and asked: is it appealing, and how can we help you further? We hoped to find out what business questions are out there which the city administration can facilitate. Invitations strategy: Internally; director sent email to all colleagues, colleagues could subscribe via website. Externally; parties received email invitation, which was sent to specific persons. Sometimes we followed up by phone. We asked the stakeholders which other stakeholders would be interested- we got a board full of post-its! We now have a better focus on who are going to use these results and in what form. For instance we (the municipality) do not need to make very accurate calculations on an individual level (household). There are other parties who can do this better. A large added value was assigned to pictures on district or neighbourhood level where several instruments are integrated. These could serve as input for integrated policy making.

Waifer was one of the organisations that were invited to the GIS stakeholder meeting in Rotterdam. Waifer is a private company proposing new ways to make existing housing more energy efficient, comfortable and valuable. When is the information needed?
What information is required? For the participants to the Transition Management arenas, it is crucial to understand which possibilities arise from a spatial analysis of the city, e.g. where to install PV panels, where renovation of buildings is most needed and finally, what would be the consequences of major investments in those different aspects of energy transition. Therefore a tool like iGUESS provides several levels of information and establish the link between opportunities in space and their potential impact at the city level.
In the problem statement phase the arena will identify which modules in iGUESS are important to follow. The city council will have already chosen a number of modules to develop.

Who makes the link? The link between the group of participants and iGUESS should be made by a city officer involved in the process from the beginning. The process here includes the Transition Management as well as the development of iGUESS for the city.
The collective vision would translate into CO2 emissions targets. A difficulty however at this stage is foreseen: the vision making can relate to an assessment of CO2 emissions after a process of translation from qualitative to quantitative information.
The backcasting exercise is about identifying threats and opportunities in the way from the collective vision back to the present situation of the city. These paths can be translated in iGUESS through share of CO2 emissions across sectors.
The basket of actions can be applied and tested with the iGUESS tool. These actions are short-term, mid-term and long-term strategies with the potential to improve climate performance of cities via the progressive build-up over time.

DISSEMINATION THROUGH LUXEMBOURGISH STAKEHOLDER MEETINg
During the international partner meeting we invited local stakeholders to listen to the methodology and the results of the MUSIC project. As a result the Climate Alliance invited DRIFT and Tudor to give a workshop on the MUSIC approach to Luxemburgish municipalities and stakeholders. The regional collaboration ProSud showed interest in using iGUESS and Transition Management in a regional context. Transition Minette is very interested in further engaging with the MUSIC project.

Wishlist and suggestions • I would like to see more tools in the interface (buffer tools). • I would like to see a flowchart of the methodology. • What I learnt is the connection between the tools, there is a concept behind it. The concept behind it and the products that can be delivered must be more clear, if you want to promote iGUESS. • We would like more documentation on a technical and detailed level. • For intermediate end users, we need a preamble or lighter training. There are a couple of audiences which require different sets of training. • It requires a stand-alone training module.
We will use the extension to make the iGUESS system more accessible for urban planners and GIS experts. Citizens and decision makers would not run modules but explore results and associated opportunities. iGUESS is a tool that is running in the background. The outputs can be used and presented in different forms, settings, systems and languages. The cities should bring the data to a next level if they need them in a more appealing way.

7. What iGUESS activities are planned for the extension?
1. The quality of source/input data depends on what cities are able to deliver. Data quality checks wonâ&#x20AC;&#x2122;t be made but it should become clear from the documentation which data are required and at which resolution and format. The model results are scientifically validated and are or will be published in peer reviewed scientific journals. 2. Almost all of the data you can access, except the base/background layers, such as Open Street Map and Google. The data is accessible via web services (WMS, WFS, WCS) and can be loaded into other web interfaces or desktop GIS tools.. 3. Yes, it is there and available, but it depends on the cities if all data is also accessible to the public. 4. Currently, you cannot interactively add information to a map in iGUESS. You can load additional maps by providing them as a web service and prepare them outside of iGUESS. We might have some interactive features in the future where you can directly add information. For now it has not been a priority. 5. Models: we have documentation on each modeling procedure. If a model has not yet been published in a scientific journal we will publish it under peer review. So that the method is transparent and scientifically proven. Currently, we have drafts for publication on Geothermal, Energy savings, Solar, iGUESS software architecture, GHG tool. 6. We will finish the geothermal, energy savings, fuel poverty, urban heat island and GHG tool for iGUESS March 2014. Energy consumption and savings has been partly implemented. The Geothermal module started with web implementation. Fuel poverty is currently a developping methodology. The wind module is on hold for now as no further capacities are available. The GHG tool still needs some finalisation in the excel tool and is going to be implemented into the web interface from April onwards so that we can finish it by middle of next year. But cities are able to use the excel based tool already in parallel so that scenarios can be developed. 7. The extension focusses mainly on making iGUESS more accessible to the user and improve interactivity with tools. Further training will be done and documentation will be improved. We also aim at more dissemination. A plan should be developed on how to proceed with iGUESS after the MUSIC project.

Tudor has a clear interest in continuing with iGUESS with the MUSIC cities and also include new cities. Tudor will also use iGUESS in other projects to guarantee further funding and development. A small fee might have to be applied for maintenance in the future and additional budget is required if a city would like to implement something new. But this will be further developed in a dedicated exploitation plan. 8. The methodologies are flexible enough to use one module for all cities. Tudor tested this already with the Solar irradiation and PV potential modules and can show that it works for Rotterdam, Aberdeen, Ludwigsburg and for testing purposes in Luxembourg. As soon as Gent and Montreuil have higher resolution LiDAR data available it would work in the same way for these cities. The next tests will be the energy consumption and savings module which will be applied to Gent, Aberdeen, Montreuil, Ludwigsburg. Data sets will have to be checked still but it seems that some cities are able to apply the module already right away. The geothermal module can be applied in a similar way if horizontal drilling is possible and temperature gradients from the geological services are available. 9. From development to maintenance- when the MUSIC is over will the lights be turned off or still be on? Answer: Tudor will continue with iGUESS and maintain it, trying to get new cities and also use parts of the core iGUESS technologies in other projects so that a constant development is guaranteed. Tudor is currently developing ideas on how to release some important parts of the software as an open source project so that the open source community will also be involved in further development of core technologies. 10. The system and guidelines will be provided in English, as has been agreed in the project earlier. But the cities can translate documents and guidelines if there is a need for it. Can the cities help with translating? Answer: yes. 11. Right now the security is not optimal; what we will have in place is someone who is in charge of approving users. Also, a user can only log in to his/her associated city and cannot necessarily log in to other cities. Nevertheless, a user can look at maps of another city if the city has made these maps publicly available with the publish check box under the data manager.

GIS PROGRESS TOWARDS next INTERNATIONAL PARTNER MEETING in ghent Collecting user stories: The approach should be less formal, less technical (see Rotterdam example). The aim is to engage with possible stakeholders (data manager, a small transition group, an energy expert, a special citizen). How can you use the existing tools? Please donâ&#x20AC;&#x2122;t come up with a wish list for improvements but a list of stories of potential new user practices. Take for example an energy expert in the city. What does he want? What kind of products does he want? How does he want to get this? Write this down in a simple story. The different user stories will form our the test cases.
Every city has its own Henri Tudors liaison to ensure communication does not stand in the way of making progress in the city. The main two objectives is to collect users stories of iGUESS tools and to make progress with the implementation of iGUESS in each city. The Ghent partner meeting is a last opportunity to finetune the iGUESS tool through the MUSIC project. It is up to every partner to organise its own GIS stakeholder meeting. What are the needs of potential stakeholders, and what do we need to do to realize these needs? Generate as many user stories as possible and then we have test cases.

Rotterdam: We need to do another workshop with stakeholders to get more insights in real questions and real needs. We are now in the phase of getting an external view. We need to advertise and go on a road show!

2 Dear MUSIC guests, and hello MUSIC-friends! First we would like to thank Attie, Ronald, Roland, Bart, Dries, Ward, Micha el and Raymond for their contribution to our 8th and final international partner meeting of the Music project. The next time we meet all together will be at the final conference in Rotterdam in 2015! One way of looking at the Music project is that we pioneered in what now often is referred to as big data and big society. We mobilized creative frontrunners in transition arenas to imagine and experiment with new sustainable futures in their cities. With the iGuess tools we showed how various GIS related data collected by cities can support decisions to invest in energy saving and sustainable energy production. In this digital memory aid we show: • how each city team is pioneering in a different context • how Bart from Ghent inspired us to think in terms of Apps • how easy it is to become a certified iGUESS trainer • how we are documenting our transition management proces • how our guests see themselves use the iGuess tools • how we could finish the Music project with a big bang Jeroen, Lucrèce and Mieke thank you once more for the hospitality! BIG DATA Big data is a blanket term for any collection of data sets so large and complex that it becomes difficult to process using on-hand database management tools or traditional data processing applications. Pioneering in different contexts All five participating cities share the ambition to meet the European 2020 climate targets. These anecdotal news facts give an idea of the different contexts the city teams operate in. w.studioliaan.nl @Aberdeen. The MUSIC project has won a Scottisch green apple award. The local press called a scandal as they understood the council officials were joining a “MUSIC festival” during their working hours. Soon 19 hydrogen busses will be operating in Aberdeen.
@Rotterdam has a new city council broadening the sustainabiliy agenda with social issues. At the same time funds have been cut. The MUSIC team is now searching for creative solutions and more cooperation with citizens and other institutions.
@Ludwigsburg. In 2015 the exhibition about energy savings and the MUSIC project is moving to the same building as the public library to inform more citizens. The final publication is coming soon together with Ludwig and Ludwiga! In autumn restart of TM process with as theme ‘green & ecology.’
@Ghent. City council gives additional budget of €17 million for climate investment. The effects of climate arena are still expanding. The arena on mobility is a big success and and generates huge public attention with the livingstreet.

@Tudor. iGuess tools are not as user friendly as we would like. There is half a year left to make it better. Tudor became a member of COST (European Cooperation in Science and Technology) and we have some TUDOR staff changes. Olivier and Chris are leaving the MUSIC project. Thank you Chris and Olivier!
@Drift. The new Transition Management guiding manual will be out soon. We are looking for opportunities to combine GIS / TM in arena’s. I see an opportunity for a new EU project...

Mining open data with apps @BartRosseau, E-strategist city of Ghent, shares his vision and practices with open data.w.studioliaan.nl
“everybody you know, knows something you don’t know.”
‘The premise of open data and co-creation is that you can use data to create a bottom up movement with citizens. If people share data, you can create new ideas. Open data can be an important tool in the development of smart cities.’ Bart organized a hackathon on the themes of health, sustainability and climate. He spoke with data owners and app developers about their data and the possibility to use it. Main lessons from the hackathon and open data: • The City of Ghent collects data worth mining. • Data should be combined with real time (sensor) data to make the app lively • Cities should invest more in data interfaces (API). It enables people to build solutions for themselves. • It’s OK that not 100% of the data is correct at this time. If the feedback loop is right, the data will improve by exposure. Barts message to the MUSIC team: ‘WE HAVE TO SEDUCE PEOPLE. I don’t know the difference between kilowatt hour etc. We should translate data to both money and the daily routines of people. Everybody wants to know: How do I perform compared to my neighbors? Do I pay too much? MAKE THINGS VISIBLE AND FEASIBLE!’
Example: The tree app The app shows information about the types of trees in the neighborhoods of the city. This app is useful for people with hay fever who are looking for a new house. They can see in which districts they should rent or buy a house to avoid certain types of trees.
Invent an app that makes you happy Inspired by Bart to get in an app state of mind, Pepik challenged all attendees to imagine a single function app that makes you happy. Throughout this memory aid we report on some hilarical and some high potential ideas. Up to you to decide what is what.

Intermezzo: Tribute 2 MUSIC Shortened speech of Tine Heyse, deputy mayor for Environment, Climate, Energy and Development Cooperation in Ghent, delivered in DOK..studioliaan.nl ‘During the last years, Ghent made a lot of progress in its climate policy. To be honest, five years ago, its ambitions were already clear, but the first instruments to tackle the climate challenges had to be developed yet…A massive part of the progress we made was initiated by the MUSIC project. The MUSIC project was launched at a perfect time for us. It immediately gave us a perfect opportunity to experiment. We experimented with energy maps in GIS (Geographical Information Systems) and with transition management to tackle the climate challenges we face. A new climate policy also means new instruments. One of those instruments we are really looking forward to is the translation of the climate theme into GIS. I think a lot more opportunities can be found within the GIS instrument. Such as the development of our vision upon district heating systems, or the development of a decision tree for house renovations.The collaboration with the MUSIC project was fruitful, we learned a lot, and the results of the project are worth it!’

Invented app: do i look good in this? The ‘Do I look good in this’app tells you if you look fat or thin in your new clothes. The solution to the famous issue that you don’t want to lie to your wife about how she looks.
iGuess iGuess is a framework to easily access data in order to make decisions. Data should be fed into modules, and data is combined into maps which tell you what is happening in the city. iGuess helps cities to develop new strategies, e.g. open data access to stimulate local economy (mobile apps, energy related services, Solar PV for social housing), strategic CO2 emission reduction scenarios, link social issues (fuel poverty) with renewables and energy savings.
Invented app: reduce fuel poverty. App which manages energy use in a household based on family members and habits like time to sleep. For example at 10 PM the APP tells you its almost time to sleep and you can turn down the thermostat.

Documenting the transition process Throughout the meeting Chris involved city teams to fine tune his documentation of the transition management process.

The objective is that the final version of the manual can be distributed widely, in 4 languages starting from September 2014. The evaluation report provides the analysis of the TM processes in the MUSIC cities (the basis), and will not be distributed widely. Please think on how you want to present the manual in your city!

Documenting the transition process (CONTINUED) “Cities are not always seen as reliable.” Transition management Transition management is thinking with people, instead of thinking for them. Not acting as a government to say ‘I know what is best for you.’ You want to make a change as a city and you have to give space to citizens to shine. The role of the government is changing. Transition management engages people by not approaching them with a readymade plan, but by really making the plan together, finding synergy between players and exploring boundaries. Overall outcomes of evaluating the transition management process in the 5 MUSIC cities: • Transition management as a Guiding perspective – with different pathways in the partner cities. • Transition management as giving an Impulse – for moving towards a sustainable future. • Transition management as Empowerment - enabling actors in the city.

INTERMEZZO: LIVINGSTREET Dries guides us through the â&#x20AC;&#x2DC;livingstreetsâ&#x20AC;&#x2122; of Ghent. With the help of the city, inhabitants of these streets temporarily block the way for cars and use the newly available space to live. The objective of the transition arena was to make the livingstreets the new norm in Ghent. Would you like to live in such a street? www.leefstraat.be
Invented app: (im)purity You can check in on locations in the city, like churches (pure) and bars (impure). Compete with your friends to see how pure or impure you are.
Invented app: pick-nap. The App shows you the perfect place to have a picknick and nap in the public space of the city. Is there shadow or water? Are there sheep?

How would you use iGuess? (continued) Which local stakeholders did we invite as our guests?
guestlist Attie Kuiken (Rebel Group) works with the city of Rotterdam on the data of solar energy. With the “Blaak in de Zon” project she is organizing decentralized sun projects. Roland van der Klauw (Waifer) stimulates customers to be more energy aware by providing information on energy savings. Ronald Dijkgraaf (Zon op school – Sun on your school roof) works with the city of Rotterdam to put solar panels on the roofs of schools. Ward Mouwen (E plus R) is an architect and advisor. He focuses on developing sustainable houses and the reduction of energy use in existing buildings. Raymond Hurson (SCARF) works on fuel poverty with the city of Aberdeen. Michael Casier (Eandis, energy and gas supplier in Ghent) cooperates with the City of Ghent on developing energy maps and identifying potential zones for district heating by mapping where energy demand is highest.
Invented app: IGUESS when It’s ready. You get all information of iGUESS in one app. You walk through the streets and you can see if there is district heating and solar potential. In the app you see which percentage renewable energy can be used.

Out with a BIG Bang: the final conference in Rotterdam We want to conclude the MUSIC project with a big bang. The date will be announced soon. The conference will last for 1,5 days. The day before we can organize an in depth workshop to share the experience of iGuess and Transition Management. The congress will be a cooperation between MUSIC & ARTS. We need to find the common ground between the projects. Combining the two events gives us a broader audience. It could be an opportunity to showcase sustainability projects, wider than the MUSIC project We can show we don’t stop but we continue with a MUSIC kind of work.

ABOUT THE ID-book ! PLEASE NOTE ! ‘The ID-BOOK is a storage place for newborn ideas and concepts. During a good brainstorm or envisioning session, participants see new connections and come up with new ideas. They can see these ideas in front of them. New ideas are very volatile, it’s hard to capture them or transfer to people who were not present during the brainstorm session. A week later, the ideas often have faded out of our memory. We recall a vague notion of a good feeling and positive energy but we cannot easily reproduce what we had in mind. The IDBOOK contains everything that can help remember and capture the energy of what happened in the brainstorm: sketches, impressions, opinions, quotes and ideals. The ID-BOOK is a place where concepts and images are structured further and made communicable. In the ID-BOOK all ideas are good. The ideas that generate most energy should be explored further.’
