INTRODUCTION

6


Background Worldwide there are different government systems, but the complexity of all the current systems still cannot ensure democracy, transparency and justice. Citizens cannot trust their hierarchic government, so, thanks for Internet development and cyber technology, more and more have the opportunity to express their opinion in terms of political issues. However, how to ensure outcome quality of political decision-making, is still under consideration. Our aim is to design a solution-oriented democratic system includes interdisciplinary contexts such as digital, physical, acoustic, physical, and architectural, so that citizens’ collaboration can make right decision for their own future.

PROBLEM DEFINITION Nowadays because of globalization, a civic context is more complex, driven by history, people, mobility, cultural dynamics and infrastructure. To analyze these mix-cultural issues in depth, our initial research contains sound, technology, digital democracy, legislation systems in four different countries from our group members’ own background, and local models of civic contexts: parliaments, councils, court houses, social housing, sports facilities. Finally, we defined 5 basic problems in current legislation system and government.

Cherani Square The name of our new democracy system comes from a precedent, Cheran, the town that threw out police, politicians and gangsters in Mexican. In our new democracy every citizen can become an expert if they meet certain criteria. Experts with enough knowledge can make political decisions together for people, and only if the majority admits their final outcome though digital referendum can their decision be sent for legislation, So that we can ensure quality of public decision-making.

PROPOSED SOLUTION - DETA In our new democracy, there is no job as politician. Voting is compulsory for citizens and experts all come from different professional fields and have their own work. Experts should do volunteering work two days a week, and their company should pay them the same as their daily work and the operation of the public system.

Key Technology - Blockchain For voting we use the BLOCKCHAIN technology to increase trust from an election, to make it more secure and transparent. The system uses existing technology such as a client server architecture integrated with a blockchain system to ensure transparency, security and auditability, which can be achieved without sacrificing privacy for voters.

SPACE DESIGN - COMPONENT Expert Chamber Expert Chamber, in the middle of the public space, is semi-open. When it is closed, experts vote in it, and it is open for public twice a week. Different from current places of assembly, there are no chairman in the middle of the chamber. Form of the appearance should follow function, and impress citizens friendly with “openness�.

Collaboration Space Our physical platforms are collaboration space, where both experts and citizen have the freedom in a particular space to work together. This space is for innovation and inspires curiosity, so that citizens feel encouraged to actively participate.

Thinking Rooms According to classification of different political issues, thinking rooms is private for experts in different professional fields to discuss and collaborate together. It is surrounded by public space and accessible.

Public Square Public Square is an open space and can be used flexible and fluid as public forum. People can see what happened with experts and voting, because Public Square is connected to expert chambers and thinking rooms.

For Expert Chamber

Glass is the best material and impresses us with a feeling of “openness”. For expert chamber we use transparent glass so that citizens can track every voting even the doors are closed for interior acoustic attention. While for thinking rooms mirror glass can provide privacy for focus discussion.

Rotatable structure of the glass doors ensures semipublic space. During open days twice a week, expert chamber is open for exhibition and citizens’ participation, while when it is closed, all the experts from different fields can collaborate together, discuss together and vote for citizens they represent.

Switchable Glass For Thinking Rooms Switchable glass provide an opportunity, that even though thinking rooms is private for discussion, experts still have a screen or a window and show their work to citizens.

The trellis supports an aerial sound system, which spans the 4,000 fixed seats and the 95,000 square-foot Great Lawn accommodating an additional 10,000 people. This sound system enhanced sound equally over both the fixed seats and the lawn creating the effect of reverberation.

The main material design language of this precedent is glass and flexible configuration options for seating and floor space for 269 – 450 people. The high and zigzag ceiling with its structure gave us huge inspiration.

Key Tech Flexible Screen Flexible screen ensure that the screen in the middle of the chamber can be rolled into a scroll during open days. Because there is no chairman in the middle during voting, we still need a screen in the middle to show final outcome of voting, but during open days it can disappear so that nobody pay attention to the middle, and everyone can discuss freely.

Transparent Screen With transparent screens we can take use of rotatable doors. When experts vote for political issues, the space keep openness and every citizen can track voting process. However, during open days the space keeps open and the transparent screens can show outcome of political affairs and citizens can also interact with the screens to express their opinion.

Thinking rooms surrounding expert chamber seems like collaborating hands, to show public innovation and cooperation. The acoustic frame connects thinking rooms and expert chamber, and meanwhile provides high acoustic quality in the open public square but not seems like a boundary and doesn’t break “openness”.

FURNITURE DESIGN– ERGONOMICS Because it is for collaboration for citizens, the basic dimension should be suitable for comfortable long-term work. Dimension of the table ensure primary work zone and part of secondary work zone. 3 people can seat comfortable in it.

Easy to Get On Rotatable table ensure that there is no hinder when people get on the furniture.

Multi-function Because of Omni-directional wheel and modular shape, it is movable, and different combination of the furniture can be suitable for different scale of communication. And rotatable shelter can protect people from sunshine and rain.

Acoustic Privacy Embracing shape provide acoustic privacy, so that people can focus on their own communication, however, there is still an open direction for people who want to track voting process in expert chamber.
