ongressman David G. Valadao, R-Hanford, honored the winner of the 2014 Congressional Art Competition with a reception at South High School in Bakersfield on May 5. Tanya Fuentes, a student from South High School, is the first place winner of this year’s competition. Her painting, titled “Joanna� is a portrait of her sister, who is currently serving in the U.S. military. Joanna attended at the reception. The Congressional Art Competition began in 1982 to provide an opportunity for members of Congress to encourage and recognize the artistic talents of their young constituents. Since then, more than 650,000 high school students have been involved with the nationwide competition.

YOUR GARDENING TIPS

Do your part to conserve water with these tips

T

his year has brought us some unusual challenges. It’s been a long time since we have seen such drought conditions in our valley. I think there is a real need for each of us to do our part to conserve the precious water we have. In Bakersfield, water rationing has not yet been set in place, so let’s start now and possibly avoid it all together. Here’s some tips on how to use less water this season: • Spring growth is crucial and plants are using the most water of the year right now. Make sure to water to a nice soak when you water but wait until the soil is dry below the surface to water again. There is absolutely no reason to water Garden columnist wet or even damp soil. All plants will benefit from drying out in between watering. By watering deeply, you can encourage roots down — consequently, the plant can go longer between waterings. • Mulching is another good way to help moisture stay in the soil. Adding mulch when you plant — and also as a top dressing — is of great benefit when trying to conserve water. Make sure, though, that when you “top dress” to keep the mulch away from the trunk of the tree or plant. I like to keep the mulch about six inches from the base of the plant. If you mulch right up to the trunk you run the risk of smothering your plants. This has the same result as planting too deep. A slow kill but, never the less, the plant ends up dying. • When planting new plants, branch out and try more drought tolerant

varieties. Robby’s Nursery specializes in varieties that thrive in our valley heat. Remember though, when you first plant anything it will take more water than after it gets established. There is about a month or two before the roots can start rooting into the native soil. The first season even a drought tolerant plant will need extra care. • When changing how you water, you must do it gradually. Plants need time to adjust and send down deeper roots. Watering longer and deeper will get those roots down but it does take time. Most plants will benefit from drying out and you will save water at the same time. • Always water once a day and only when the ground is dry. Early mornings are the best time to water because there’s less evaporation, not to mention sufficient moisture to see the plants through the heat of the day. Evening waterings can increase disease and insects and leave the plants at the driest point in the hottest time of day. • Finally, when planting pots, Soil Moist will help retain moisture and let plants go longer between waterings. It is best mixed with your potting soil. Remember though, don’t use more than the recommended amount, as it will push the soil right out of the pot. Hopefully these tips can help you to start conserving water. If each person saved even moderately we could make quite a difference. Water is so important in our state. It is our responsibility to not waste even one drop. Let’s all get on board and make some significant changes for the greater good. he High School Equivalency Program (HEP) at California State University, Bakersfield, is proud to announce that 63 students from Bakersfield and Lamont formed part of the HEP graduating class of 2014 during a ceremony that took place on May 3. HEP is an educational equity program designed to assist migrant and seasonal farm workers and members of their immediate families in completing their high school equivalency, and subsequently gain improved employment, begin post-secondary studies, or enroll in vocational training. HEP at CSUB is one of 45 HEP programs federally funded through a competitive grant process by the Office of Migrant Education at the U.S. Department of Education. Since its inception at CSUB in 2010, a total of 175 HEP participants have success-

fully completed the program. “HEP changes lives. But most importantly, it impacts the lives of each participant's family,” said Omar Correa, CSUB HEP program coordinator. “Our students see an immediate change. Participants interact with their children differently during the evenings because now they are able to sit at the table and do homework together. Young adults have a second opportunity to start their post-secondary studies after completing their high school equivalency.” CSUB HEP serves 80 participants and is the only project that offers an intensive, six-week summer residential program designed to accelerate a student’s high school equivalency completion and a transition into postsecondary education. HEP participants are enrolled at CSUB, Bakersfield Adult School, Bakersfield College, and Taft College. For information, call the HEP office at 654-6525.
