Greyhound to end western routes Citing a decline in ridership, the transport company will cut nearly all routes in B.C.

B.C. Minister of Transportation and Infrastructure Claire Trevena said the provincial government will be talking with other service providers, the private sector and local government in an effort to find ways to create intercity transportation. “In the meantime, I hope that other local, private operators will see an opportunity to bring a badly needed service to the parts of the province most affected by Greyhound’s decision,” Trevena said. She added that Greyhound did not inform the provincial government of its plans to shut down. “At no point did Greyhound reach out to me or my staff to have a

Online conversation on solutions to keep people connected — something I would have expected, given their long history in this province,” Trevena said. The company announced on Monday that it is ending its passenger bus and freight services in Alberta, Saskatchewan and Manitoba and cancelling all but one route in

B.C. — a U.S.-run service between Vancouver and Seattle. Last December, when Greyhound applied to the province’s passenger transportation board for route reductions approval, it said it had lost $70 million in the previous six years and ridership had dropped by 46 per cent in B.C. The company said routes are

expensive to operate and it was being impacted by competition for passengers from ride-share programs, airlines, personal vehicles and government-funded bus and rail lines. In shutting down, the company is blaming a 41 per cent decline in ridership since 2010, persistent competition from subsidized national and

inter-regional passenger transportation services, the growth of new low-cost airlines, regulatory constraints and the continued growth of car ownership. The cancellations are scheduled to take effect Oct. 31.

NICOLA VALLEY NEWS TRANS MOUNTAIN

Camp construction to begin within months Cole Wagner THE MERRITT HERALD

With all of the necessary environmental permits now in order, construction on a workers camp near Merritt could begin within six months. The camp is expected to house about 350 people working on the Trans Mountain expansion project, one of five such camps scheduled to be constructed in B.C. In addition to the workers’ accommodations, the Chutter Ranch site near Quilchena would include a construction yard and a 20-acre pipe

yard. While plans for the camp had been announced well over a year ago, construction on the site itself

was delayed as the B.C. Environmental Assessment Office (EAO) had yet to give the camp the necessary stamp of approval.

The office has since accepted a workers’ accommodation strategy from the company, which means “all provincial Environmental

Assessment Certificate conditions related to construction of the camp have been met,” explained a spokesperson for the Ministry of Environment in an email to the Herald. Twinning the B.C. section of the Trans Mountain pipeline will begin in the North Thompson by this fall, the company says in its latest six-month work schedule filed to the National Energy Board. Work is underway along the entire line from Edmonton to Burnaby to set up temporary construction yards and camps with worker accommodation and construction offic-

es, as well as pipe stockpile sites in Valemount, Blue River, Clearwater, Merritt and Hope. Spending on the project has resumed after Prime Minister Justin Trudeau announced in May the federal government is buying the project assets for $4.5 billion,

to ensure the twinning of the 65-year-old pipeline that delivers synthetic heavy crude and refined fuels from the Alberta oil sands to B.C. and Washington state refineries. With files from Tom Fletcher/Black Press

COURT REPORT

Pair acquitted of firing shots on residential road Michael Potesio KAMLOOPS THIS WEEK

Two men have been acquitted of firing multiple gunshots at a group of men intent on fighting them on a residential street in Merritt last year — but they were found guilty of possessing weapons. Michael Drynock and Kleon Pop faced multiple charges in connection with the April 22, 2017, incident, which took place in the 2500-block of Coldwater Avenue.

But they were found not guilty of both reckless and intentional discharging of a firearm. In rendering the verdict in B.C. Supreme Court in Kamloops on July 4, Justice Dev Dley found that one of the two men fired the gun, but couldn’t determine beyond a reasonable doubt which one of them pulled the trigger. Drynock was convicted of assault, possessing a firearm contrary to an order and carrying a concealed weapon — a

knife with brass knuckles. Pop was convicted of uttering threats, using a firearm while uttering threats, possessing a firearm contrary to an order and possessing a concealed weapon, which was an extendable baton. The trial spanned two weeks between the end of May and early June, with prosecutors calling 28 witnesses to the stand.

VIEWPOINT EDITORIAL

Howling on Greyhound There will be only one Greyhound bus route left in Western Canada after Oct. Cole Wagner 31 — a COLE’S NOTES VancouverWashington trip that will do little to no good for the people in rural B.C. who rely on the coach service for their transport needs. Over the years in Merritt, I’ve frequently relied on the bus service to provide me with a ride down the Coquihalla when winter conditions turned the highway into a skating rink. Though I’m eternally grateful for the skilled drivers who navigated white out conditions on my behalf while I slept, I’m also aware that the service — particularly in Merritt — was far from perfect. Anecdotally, we’ve heard stories from locals who have been left at the pickup point, waiting for a bus that never comes. Problems with the service were exacerbated when the company closed its doors at the Wagon West travel plaza. Enough Merrittonians rely on the service to transport themselves around the region to visit family and friends, or access services that aren’t available in Merritt. The end of the Greyhound service will be a major inconvenience to them, but it also presents an opportunity for someone to fill a much needed gap in the transport network. A government-run bus service connecting Prince George to Terrace has proven popular and effective at reducing the risk of travel to at-risk populations. Something similar could be developed to connect Merritt to Kamloops, or to the Fraser Valley. Not only would it benefit those without a car, but also those of us who would like to have a beer or two with dinner before hitting the road.

No turning point yet in Brexit debate Even with Donald Trump scheduled for a brief visit to the United Kingdom this week amid massive protests, it’s still ‘all Brexit, all of the time’ in the sceptred isle — and the GWYNNE DYER long struggle over The international the nature of the STAGE deal that will define Britain’s relationship with the European Union post-exit allegedly reached a turning point last weekend. “They had nothing else to offer. They had no Plan B. She faced them down,” said a senior government official about the hard-line Brexiteers after Prime Minister Theresa May got them to sign up to a so-called ‘soft Brexit’ at a crisis cabinet meeting last Friday. But the armistice between the ‘Leave’ and ‘Remain’ factions in her fractious Conservative Party lasted less than 48 hours. On Sunday morning hard-line Brexiteer David Davis, the ludicrously titled Secretary of State for Exiting the European Union, reneged on his short-lived support for May’s negotiating goals and resigned in protest. Then Foreign

Sales Associate Michele Siddall sales2@ merrittherald.com

MERRITT HERALD 2090 G

Secretary Boris Johnson followed suit, claiming that May’s plan meant “the (Brexit) dream is dying, suffocated by needless self-doubt.” The sheer fecklessness of the ‘Brexit dream’ is epitomised by Johnson, who first compared May’s negotiating plans to “polishing a turd,” then came round to supporting them for about 36 hours, and finally resigned, saying that they would reduce the UK to a “vassal state” with the “status of a colony” of the EU. Yet at no point in the discussion did either of them offer a coherent counter-proposal. And what is all this Sturm und Drang about? A negotiating position, devised by May with great difficulty two years after the referendum that yielded 52 per cent support for an undefined ‘Brexit,’ which could never be accepted by the European Union. Its sole virtue was that it seemed possible to unite the ‘Leave’ and ‘Remain’ factions of the Conservative Party behind it. But the unity imposed by May broke down before the weekend was over. All four of the great offices of state — prime minister, chancellor (finance minister), foreign secretary and home secretary (interior minister) — are now held by Conservative politicians who voted Remain in the referendum. Yet they are unable to persuade their party to accept even a ‘soft Brexit’ that preserves Britain’s exist-

ing access to its biggest trading partner, the EU. The Brexiteers’ power lies in their implicit threat to stage a revolt that overthrows May, fatally splits the Conservative Party, and precipitates an early election that brings the Labour Party to power. They may not really have the numbers to do that — it’s widely assumed that a majority of the Conservative members of parliament secretly want a very soft Brexit or no Brexit at all — but May dares not test that assumption. So, horrified by the prospect of a Labour government led by Jeremy Corbyn (who is regularly portrayed by the right-wing media as a Lenin in waiting), the Conservatives are doomed to cling desperately to power even though they can probably never deliver a successful Brexit. And the time is running out. The United Kingdom will be leaving the European Union on March 29 of next year whether there is a deal that maintains most of its current trade with the EU or not. In practice, the deadline for an agreement is next October, since time must be allowed for 27 other EU members to ratify the deal. If there is no deal, the UK simply ‘crashes out,’ and chaos ensues.

OPINION LETTER

to the editor

Kids’ gesture deserves recognition

Another layer of green oversight

Editor, When the news of the horrific accident and loss of life in Humboldt broke, it was a shock that was felt around the world. The world responded but not in the way of our elementary students in our small town of Merritt. When I opened the paper that morning (‘Jerseys for Humboldt,’ page 3 April 19), and I saw all of you there wearing jerseys and with the names on your backs and the Broncos colours, I wept. You went above and beyond anything anyone could have imagined. So humble in a quiet way — lowering your heads in a minute’s silence in the shape of a heart — it was totally overwhelming and I am sure I speak for all of Merritt when I say this. With the help of your teachers and parents, you stepped up to the plate and hit a home run we will never forget. Thank you teachers for your help and guidance and to the parents for teaching their children others matter. What a good job you have done! The pictures and story are now on a desk somewhere in Humboldt. They were mailed away to the coach’s office in Humboldt the next morning. They are in someone else’s hands with a short note enclosed: “the elementary students in Merritt, B.C. are holding you now.” A note was not needed — the pictures spoke for themselves and you have sent a powerful message. Many are being healed because of you and Merritt is now holding you — our treasures. Donna Jordan Merritt, B.C.

Reason still has a chance to prevail From Page 6 The volume of trade in goods and services between the United Kingdom and the rest of the EU is so great, and the preparation for documenting the safety and origins of goods and collecting customs on them so scanty, that the new border would simply freeze up. That would cause great difficulty for many European enterprises, but for Britain it would be a catastrophe. As an example, two-fifths of the components for cars built in the UK are sourced from elsewhere in the EU. Yet most of the time available for negotiating a soft Brexit has already been wasted, and Britain still does not have a realistic negotiating position. This preposterous situation is almost entirely due to the civil war within the Conservative Party between the Brexit faction the rest. The only reason that there was a referendum at all was because former prime minister David Cameron thought that a decisive defeat in a referendum would shut the Brexiteers

up and end that war. He miscalculated. The Brexiteers spun a fantasy of an oppressive EU that was the cause of all Britain’s troubles and sold it to the nostalgic older generation, the unemployed and underemployed who were looking for somebody to blame, and sundry nationalists of all colours. They narrowly won the referendum with the help of a rabidly nationalist right-wing press, spending well beyond the legal limits in the campaign — and, it now appears, with considerable support from Russia. (The biggest contributor to the Brexit campaign, mega-rich investor Arron Banks, met the Russian ambassador at least eleven times during the run-up to the referendum and the subsequent two months.) There’s still a chance that reason will prevail before the UK crashes out of the EU, of course. But the odds are no better than even. Gwynne Dyer’s new book is ‘Growing Pains: The Future of Democracy (and Work)’.

TOM FLETCHER B.C. VIEWS

The B.C. NDP government is getting set to deliver on another key promise to its minority government partner, the B.C. Green Party, with an overhaul of environmental assessment. This is not to be confused with the federal government’s overhaul of environmental assessment, which layers more rules on new pipelines and brings back navigable waters legislation created for the age of paddlewheelers. At the provincial level, the B.C. government is looking to set up a new bureaucracy to oversee professional organizations, such as foresters, engineers and biologists, who have been deemed unable to adequately discipline their members for misconduct. Environment Minister George Heyman has quietly released a report on “professional reliance” that he commissioned to meet the terms of the governing agreement with the Greens. In NDP style, he stresses that more consultation will be carried out before legislation to change the system this fall. “Professional reliance” is the term used by the Gordon Campbell government in 2003 when it entrusted professionals with the technical details of

projects such as logging roads and mines. It was part of Campbell’s “core review” of government designed to streamline systems and remove duplication. Heyman hired University of Victoria environmental law professor Mark Haddock to survey the results. His instructions were to “review and address failures in the professional reliance model in B.C. so that British Columbians’ faith in resource development can be restored.” (Note this ‘loss of faith’ rhetoric was also used by a campaigning Justin Trudeau to set the stage for replacing the National Energy Board, because Canada’s environmental reviews aren’t long or thorough enough to satisfy the protest industry.) Haddock has a history of activism, working with EcoJustice, suing in an effort to stop projects including the Northern Gateway pipeline and Trans Mountain expansion. EcoJustice changed its name from the Sierra Legal Defence Fund, a spinoff of the Sierra Club, whose B.C. branch was run by Heyman before he went into politics. As noted by resource industry analyst Stewart Muir, Haddock published a paper in 2015 that essentially gave his recommendations in the 2018 report, before all the consultation he was paid to do. He concluded three years ago that what’s needed is “plugging loopholes, addressing conflicts of interest, incorporating better checks and balances, improving environmental performance, restoring government

approvals where needed and thereby increasing public confidence.” Two major incidents are tied to this alleged loss of public faith. Critics of professional reliance point to the Mount Polley mine dam failure that spilled millions of litres of ground rock and water into Quesnel Lake in 2014. Of course that mine received its permits and was built in the 1990s, years before the Campbell government introduced the professional reliance model. The other project was a contaminated soil facility in an old quarry near Shawnigan Lake. Protest and legal action led by then-regional district director Sonia Fursteneau led to its permit being cancelled, not due to contamination (there was none) but because the paperwork and security deposit fell behind. Heyman and nowGreen MLA Fursteneau share their disgust at a revelation during a court challenge that a geologist who examined the quarry had a profitsharing deal with the developer. Apparently this may mean all geologists, foresters, engineers and so forth are shady characters who need an additional bureaucracy to police them. We’ll see this fall if the B.C. NDP government is going to tweak a system that has generally served the province well, or if the Ministry of Environment has become the political wing of the Sierra Club. Tom Fletcher is B.C. legislature reporter and columnist for Black Press. Email: tfletcher@blackpress. ca

MOUNTAINFEST GETS BACK TO COUNTRY When Tammy Monsees heard that Mountainfest was back, she purchased tickets right away. “People said it might not be happening, but I bought them anyway because we’re die-hards,” she explained from her camp next to the Coldwater River. In fact, Monsees used the festival weekend as an excuse to throw her uncle, Louis McIvor, a bachelor party since she’ll be his best man at the wedding. “We’ve been coming here since the festival started and we’re glad to have it back,” said McIvor, who claims to have started the notorious Campsite C. “[At first Camp C] was a place to go if you were looking to be loud and crazy, not a place for drugs.”

NICOLA VALLEY NEWS

Still room to grow for Bass Coast The Bass Coast festival featured more than 50 art installations, all of which were interactive. Dara Hill/Herald

From Page 3 “I’m sure they were respectful and gracious to the people of Merritt.” Her thoughts were echoed by Merritt RCMP Sgt. Norm Flemming, who told the Herald outside of a couple locals sneaking into the festival, there were no issues to note.

“It’s extremely well organized and efficiently run, I have to give them props for that,” he said. “They do a fantastic job of putting that thing together and they just seem to be right on top of everything so the number of problems we had on site were pretty much nil.” As for the future of Bass Coast, Comerford

said inviting more participants is not out of the question. “We are looking forward to more and more people enjoying and participating in Bass Coast,” she said. “We’ll never compromise on our core values of always having room on the dance floor and creating innovative creative experiences.”

NICOLA VALLEY NEWS FIRE FILES

Overnight blaze demolishes trailer The travel trailer was empty at the time of the fire, and all occupants are accounted for. Photo contributed Dara Hill THE MERRITT HERALD

A trailer at Merritt Beach RV park went up in flames overnight on July 9. Merritt Fire Rescue department responded to a call at approxi-

mately 11:00 p.m., fire chief Dave Tomkinson told the Herald. A crew of 20 firefighters attended and swiftly gained control of the fire. “What they found was a fully-engulfed travel trailer,” he said.

“It was for residential occupancy so people were living in it, but they weren’t there at the time. They were referred to Emergency Social Services who have provided personal disaster assistance for the next few of days.”

PROVINCIAL POLITICS

Which marijuana stores will survive? Tom Fletcher BLACK PRESS

A proliferation of pot store owners are getting ready for legalization in B.C., but they will have to wait a while to see if they can get a provincial licence. The attorney general’s ministry posted details Thursday of its requirements for cannabis retail licences, to be issued to qualifying stores in preparation for

the federal legalization of recreational marijuana sales in October. B.C.’s Liquor Control and Licensing Branch has been renamed the Liquor and Cannabis Regulation Branch in preparation for the new era, where Canada becomes the first industrialized country to make the product legal for adult use. Production and medical use of mari-

juana remain a federal responsibility. B.C. and other provinces are in charge of wholesale and retail sales, potentially including sales of homegrown marijuana if production is federally approved. Actual licence applications and fee amounts are not yet available, but prospective store owners are urged to study the details to see if they are ready to roll or one toke over the line.

Some rules for recreational pot: • Operating an illegal cannabis store before October doesn’t disqualify you from getting a provincial licence, but you must pass a background and criminal record check first. • Local approval is required for the province to consider a licence. Municipalities set rules on the number and location of stores and proximity to schools, and may decide they want only B.C. government cannabis stores or none at all. • Online sales will be allowed only for B.C. government stores. Medical cannabis will continue to be sold online only, by federally licensed producers.
