The City of Merritt is restarting its alternative approval process required to borrow up to $2.2 million for the second phase of its fire hall expansion over the holiday season. On Nov. 28, city council unanimously approved opening up a new, 36-day window to vote against the project between Dec. 15, 2017 and Jan. 19, 2018. Corporate officer Sean Smith recommended the process be extended four days to compensate for the three business days city hall will be closed during Christmas. Earlier this month the city botched the alternative approval process due to a clerical error. By law, the city is required to start from scratch to rectify the situation. Contrary to the requirement under the community charter, elector response forms that should have been available to the public when the notification phase began on Nov. 2, were mistakenly withheld by staff until the 32-day window to vote against the project started on Nov. 10.
The provincial Ministry of Municipal Affairs and Housing subsequently contacted the city and advised that the process would have to start over. As a result, anyone who already submitted a form will need to send in another one. “With a process like that, which is a legal process, you need to make sure everything is done exactly right so that it can’t be challenged,” chief administrative officer Shawn Boven told the Herald. A public notice will be issued on Dec. 7 and again on Dec. 14. Forms will be available at city hall and online for download beginning next Wednesday. Forms can be obtained before Dec. 15, but cannot be submitted to the city until the approval process begins. Coun. Linda Brown said she’s heard complaints from a couple people who are upset the process is starting over, as they are going on vacation over the holidays. “It affects our snowbirds. They had the forms with them or they tried to vote before and they couldn’t, and a lot of them

Smith said the city will accept scanned copies of the form via email, and advised everyone who had previously submitted a form that they will have to resubmit a form. Restarting the process won’t cost the city anything aside from the price of additional advertising, Boven told the Herald. Boven said he doesn’t think many forms were received, but there were people who recently came to city hall looking for them who were told the
process was restarting. He said he’s not sure how many people requested forms before they were made available. “I find [the error] a little bit perplexing because this isn’t the first time we’ve done a reversal process,” Coun. Mike Goetz told the Herald. Anytime a municipality plans to incur debt for more than five years it is required to put the project to a community referendum or alternate approval process before adopting a loan authorization bylaw. If the city collects “no” signatures totalling more than 10 per cent of the
local electorate, the borrowing bylaw to finance the fire hall expansion would not move forward unless a referendum overturned the result. With an estimated 5,560 residents over the age of 18, according to the 2016 Statistics Canada census, 556 votes are needed to stop the bylaw from moving forward. If permitted to proceed by the alternative approval process, council will move towards adopting a bylaw which will see the city borrow $2.2 million from the municipal finance authority over a 25-year period.
Co-operation key to eradicating invasive plant species in the region The provincial government touted the success of a $2.2 million program aimed at eradicating invasive plants in the Thompson-Nicola region, which began earlier this year. Since the program was announced in the spring, more than 1,300 kilometres of forest service roads in the Thompson-Nicola region have been surveyed and treated in an effort to stem the growth of spotted knapweed and other invasive plants, stated a press release from the Ministry of Transport and Infrastructure.

Knapweed can reduce the amount of food available for rangeland animals by up to 90 per cent in a given area as it crowds out native plant species and forage grasses. Thompson-Nicola Regional District’s chair John Ranta said previous programs aimed at eradicating invasive species were “hit and miss,” despite the efforts of land owners. “The Ministry of Transportation and Highways would do something over here, the TNRD would do something here, [Forests Lands and Natural Resource Operations] would do something over there, and it wasn’t co-ordinated,” said TNRD Chair John Ranta
when the program was launched in the spring. Private property owners, explained Ranta, “could do the work to eliminate the weeds on their property, but if you’re adjacent to a highway and the Ministry of Transportation isn’t doing anything on the roads or right of way, then you’re just going to get re-infested again.” A report from the provincial government in March suggested that part of the funding will go towards establishing a “Centre of Excellence” in Merritt, which will pioneer “innovative ways to combat invasive plants in the region and … restoration of lands following treatment.”

Harassment concerns on a walkway between the Railyard Mall and the Nicola Valley Museum is an issue the City of Merritt is looking to address. “It’s a situation where some people are being harassed when they’re going through there — some seniors that are going shopping, people that want to go to the museum or to Gillis House — and it’s a bit of a concern,” said Merritt Mayor Neil Menard. The issue of people loitering on that walkway was brought to council’s attention via a letter from museum president Tom Edwards included in the Nov. 14 council agenda. In the letter Edwards writes the

Big money, local elections Bold new reforms have swept away “big money” from local politics, TOM FLETCHER restoring grassroots B.C. democracy VIEWS for next fall’s province-wide elections for municipal councils, school boards and regional districts. That’s what the B.C. NDP government wants you to believe, anyway, as their amendments to municipal and school board election laws take effect this week. Donations from corporations and unions are banned, and everyone is limited to a maximum $1,200 per year donation to any candidate or slate of candidates. In terms of the direct writing of cheques from property developers and unions to their favourite candidates, this is certainly a welcome step. The B.C. Liberal government started in 2016 with spending limits, and the NDP has taken it to the next level. As with many things in B.C., there is an urban scene and an entirely separate reality for smaller communities, particularly those “beyond Hope.” NDP governments tend to develop rules that work for urban regions and show little understanding of the rest of B.C. The Agricultural Land Reserve is an example of this, and these local election changes are another. The B.C. Liberals pushed to raise the individual contribution limit from $1,200 to $5,000, but that was defeated by the NDP-Green coalition. The opposition argued that most municipal candidates don’t even do fundraising, they simply finance their own campaigns, and $1,200 doesn’t go far for advertising in even a medium-sized community.

A Home Rule Bill might have let the two countries take their distance peacefully and gradually, while retaining close links — or maybe not, but it was worth a try. Instead came the Easter Rebellion of 1916, the Irish War of Independence, the partition of the island between the independent Republic and Northern Ireland (part of the UK), the Irish Civil War and three decades of terrorist war in Northern Ireland that only ended 20 years ago. Well, the Conservatives and the Unionists are back in coalition now, and another war is brewing on the border between Northern Ireland and the Republic. At the moment

In principle, Britain flouncing out of the EU shouldn’t hurt anybody except the British themselves, but the UK’s Irish border is a nightmare. Prime Minister Theresa May has sworn a mighty oath that the United Kingdom will leave both the ‘single market’ and the customs union, but that will turn this ‘soft’ frontier into a ‘hard’ EU border with a non-EU country: border guards, customs checks, passports, queues and all the rest. What made the Good Friday peace agreement of 1998 possible was the promise that the border between the two Irelands would practically disappear, which allowed the Catholic nationalists of the Irish Republican Army (IRA) to believe that their war had not been just a futile struggle that killed 3,000 people. They could dream that with all the coming and going across an open border, the two parts of Ireland would grow closer and eventually reunite. Recreate a hard border and they will feel cheated. Not all the militants of the IRA will

pick up their guns again, but some almost certainly will. It was very hard to stop the first time, and there is no particular reason why a renewed war couldn’t last another thirty years and kill thousands more. Presumably Theresa May does not want to see this, and the EU recently offered her a way out. If you must go, they said, then leave the inner Irish border open and put your customs and immigration controls between Northern Ireland and the rest of the UK (which are conveniently separated by the Irish Sea). Northern Ireland would remain in the EU’s customs union and nobody would be stopped at its land border with the Republic. Customs and immigration checks would only happen at Northern Irish ports and airports, when people or goods have crossed or are going to cross the Irish Sea. It makes as much sense as anything can within the context of Brexit — but May has to reject it. She must reject that offer because she lost her parliamentary majority in the election she needlessly called last June, and remains in power only thanks to the votes of the Democratic Unionist Party — i.e., the hardline Protestants of Northern Ireland.

POOL CHOSEN AS CENTENNIAL PROJECT On July 1, 2017, Canada celebrated its sesquicentennial — or 150th — anniversary. One-hundredand-fifty years worth of history is a lot to remember — so each week in 2017, the Herald will run this special section to remind you of the remarkable accomplishments, important historical figures, and maybe even a few fun facts you might not have known about our country. This week in Canadian history: Nov. 30, 1924:
HANDS (FULL) OF HOPE The fifth annual Hands of Hope food drive was a roaring success, as volunteers collected more than 5,800 pounds of food in support of the Nicola Valley and District Food Bank’s Christmas hamper program on Nov. 26. Food bank manager Elissa Barron said the total is still being tallied as donations continue to trickle in this week. Barron extended her gratitude to area-businesses — Royal LePage, Starbucks, Yaki Joe’s, Q101 and Brambles — as well as the volunteers who spent a rainy Sunday afternoon going door-to-door to collect donations. “It wouldn’t have happened without each and everyones help,” said Barron. subsidy. They’re also not interested in extending tax credits to people who donate to local election campaigns. Municipal Affairs Minister Selina Robinson gave a curt response to this when the changes
were introduced in October. Local governments have never had any public subsidy or tax credit, so that’s why they don’t now.

May cannot defy the DUP on this or her government will fall — and the Conservatives would probably lose the subsequent election, putting her nemesis, the dreaded Labour leader Jeremy Corbyn, in power. However, if May insists on leaving the EU customs union,
there will have to be a ‘hard’ border — and if there is, says Ireland’s Prime Minister Leo Varadkar, he will veto any negotiations between the EU and the UK on a free trade deal after it leaves the Union. Theresa May is finally cornered, and the United Kingdom may end up ‘crashing out’ of the EU with no deal at all. The UK can then spend the next decade trying to renegotiate on less favourable terms the 59 trade deals it now enjoys with other countries as a member of the EU — and, more likely than
not, dealing with a renewed IRA insurgency in Northern Ireland. Or May could aim for a deal that keeps the UK in the customs union. Then the border would remain open, and there would be no Irish veto, and a reasonable deal on post-Brexit trade would be possible. But that would split the Conservative Party, and avoiding that is far more important to her than all these other issues. The Radio Corporation of America carried out the first successful wireless transmission of photographs by radio from London, England, to New York, United States. The wireless transmission was made possible through the use of technology developed by Canadian inventor William Stephenson. The photographs transmitted by radio featured individuals, government documents and a short text with a Chinese proverb meaning “a picture is worth a thousand words.” William Stephenson invented the wirephoto, a radio facsimile method of transmitting pictures without telephone or telegraph wires (the precursor to the fax!), while studying engineering at the University of Manitoba. Stephenson enlisted with the Canadian military engineers in 1914 and joined the Royal Flying Corps in 1915. He moved to the United Kingdom in 1921, where he developed and patented his inventions. Code-named “Intrepid,” the Canadian inventor will be in charge of a British counterespionage network during the Second World War. Thanks to Library and Archives Canada for this excerpt. The money flowed like water going into a pool. And that’s just where it was going. For in the space of five short minutes, $20,000 and more were offered in donations towards Merritt’s centennial project of a heated swimming pool. This was what happened at the end of a hectic meeting last Thursday in which more than 300 citizens packed the basement of the Grasslands Hotel. In an unparalleled display of community spirit, the citizens first of all made it clear they wanted a swimming pool and then set about backing up their claim with immediate pledges of financial assistance. Commented Mayor Allan Collett, who chaired the meeting: “I’ve never come across $20,000 being raised any easier in my life.”

A storage trailer in an RV park off Neilson Street was engulfed in flames when Merritt firefighters arrived on scene at about 4 a.m. Sunday (Nov. 26). “The building itself was pret-

Hazardous material spill closes Highway 5

A semi-truck carrying a corrosive liquid caught fire in the southbound lanes of the Coquihalla Highway on Nov. 28. The route was closed in both directions between Merritt and Hope for the majority of the day as cleanup crews attempted to stem the damage after approximately 20,000 litres of phenol formaldehyde resin spilled onto the road and into a ditch. An update posted to the web by B.C. Spill Response stated that Emergency Environmental Response Officers were deployed to the scene to assess the damage after the highway was closed shortly after 9 a.m. “The product is contained within a 40 foot stretch of ditch in a natural depression,” stated the web update. “[Crews] are planning to berm the ditch and use a poly liner to keep the product contained.” The highway was reopened after 5 p.m., though a lane closure was still in effect on Wednesday morning.

COUNCIL CUTS Winter powwow
Merritt city council voted 6-1 in favour of granting an in-kind extraordinary grant worth about $1,100 to the Winter Celebrations Powwow Committee to rent the Merritt civic centre from Dec. 15 to 17 for the 8th annual event. Only Coun. Linda

New software The recreation and facilities department is getting new management software. In a report to council
director Lee Nelles said the current computer program no longer has technical support provided by the parent company, making the purchase of a new system necessary. About $18,800 is being spent of a budgeted $30,000 for the software. Council approved the purchase unanimously.
Signs removed Three “No Parking” signs erected on a dead-end street in Diamond Vale have been removed almost as quickly as they were put up. The city installed the signs earlier this month on McLean Place in response to a concerned resident who feared ambulances and fire trucks would
not be able to properly navigate the residential road when cars are parked on the street. Mayor Neil Menard said he examined the street and the request seemed to make sense given how narrow the road was, but it turned out the representative didn’t have the support of the community. The city spent approximately $500 to put up the signs.

Cents fortunate to earn another weekend split Ian Webster THE MERRITT HERALD
For the second weekend in a row, the Merritt Centennials played just well enough to split their pair of games against BCHL opponents. After being thumped 7-2 on the road by the West Kelowna Warriors at Royal LePage Place on Friday night, the Cents returned home Saturday and managed to rebound for a 3-2 overtime win against the visiting Trail Smoke Eaters. It was Brendan Schneider who got the Centennials to extra innings versus the Smokies, scoring the equalizing goal with just 2:22 remaining in the third period. That set the scene for Henry Cleghorn’s thrilling overtime winner, at 3:07 of fouron-four play. It was just Merritt’s second OT victory in five tries this season. Up until the third period, the Smoke Eaters had been the better of the two teams,
and full value for their one-goal lead. Had it not been for netminder Austin Roden, the gap on the scoreboard might have been greater. Centennials’ head coach and GM Joe Martin said sometimes a few big plays decide hockey games, and that’s what happened on Saturday night. “When you’re not playing the greatest, a few players can make the difference,” the coach said. “Austin came up big for us early, and we got a couple of key goals late.” Martin was very happy to see the OT winner go in. “Just a great effort by Zach [Zorn] to keep the puck in, and then get it to Henry. It was a confident play,” he said. The night before, Martin said his team failed to respond when things went a bit south for Jake Berger in net. “[Jake’s] bailed us out many times in the past. We owed him one, but it didn’t happen.” The Cents will look to build on Saturday’s

Not sure the Centennials had any business winning this one, but, boy, did they need the victory in a big way. The Smokies had four APs in the lineup and still dominated for two periods (outshooting the Cents 24-10). Another sparkling effort by Austin Roden between the pipes is all that kept Merritt in the contest. The home team finally woke up in the third, and was rewarded with a big-time break — Brendan Schneider burying a gift off the glass for the equalizer with just 2:22 remaining in regulation. Fittingly, the OT heroes were best friends Zach Zorn and Henry Cleghorn — the former tenaciously working the puck off the sideboards to the latter, who put the winner away in style. Something to build on.

Despite a slow start, falling behind 2-0, and taking six of the seven penalties called in the second period, the Cents were trailing only by a goal after 40 minutes and still in this one. Then the proverbial roof fell in. Three West Kelowna tallies early in the third — in a span of three minutes and 14 seconds — chased Jake Berger from the game and the rout was on. Merritt’s trips to the sin bin kept happening. The most telling statistic in this forgettable game: West Kelowna two goals on 12(!) powerplay opportunities; Merritt zero for four. Talon Zakall
Last week, 15-year-old defenceman Talon Zakall was in town practising with the Merritt Centennials for a few days. Born and raised in the Nicola Valley, Zakall played all of his minor hockey in Merritt until last season when he suited up for the tier 1 bantam Kamloops Jr. Blazers. This season, Zakall is enrolled at the Yale Hockey Academy in the Fraser Valley. He plays on the Academy’s Elite 15 team in the Canadian Sport School Hockey League (CSSHL). In 20 games so far with the Lions, Zakall has netted four goals and added 13 assists for 17 points (good for fourth in scoring amongst all defencemen in the 11-team league). Centennials’ head coach and GM Joe Martin said that bringing in players of Zakall’s age and calibre for a look-see during the season is a regular occurrence with nearly all BCHL teams. “You want to keep an eye on what’s out there,” said Martin. “Talon’s having a good season at Yale. I talked to his coach, [former Centennial] Derry Menard, and he said that he’s really been enjoying coaching Talon, and likes the way he’s playing and progressing.” Martin went on to add, “Earlier this season we had [current Centennial] Nick Wick’s younger brother, Garrett, up here, and right now we have a pair of players from Hazelton in for a few days. Frazer Dodd is playing for the 100 Mile Wranglers of the Kootenay International Junior Hockey League this season, and is currently the team’s second-leading scorer. Seven members of the Nicola Valley Skating Club took part in an Okanagan interclub competition in Kamloops on the weekend. The three-day event was held at the MacArthur Island Sports Complex. Twelve-year-old Emma Sowpal finished eighth in the STAR 4 U13 girls’ free program and 13th with her bronze interpretive solo. “Emma skated really well in a very close, tough field,” said NVSC head coach Diana Lorenz. “She earned a silver rating for her performance and skating skills.” In her very first
competition, 14-yearold Isabelle Heard also achieved a silver rating with both her intro interpretive solo and STAR 2 Girls (13 and over) performance. Sarah Parno and Abby Thoms, both 10, competed in the STAR 3 Girls (10 and under) category. The two girls each achieved a bronze rating for their free programs, while Parno earned silver for her elements and Thoms a bronze. Chloe Hughes, 11, also competed in the STAR 3 girls event, but in the 13 and over category. She finished with a silver standard. Finally, young Marissa Ouimet, 11, and Jayda

Bantam Rec Merritt’s two bantam rec teams placed fourth and seventh in their home tournament on the weekend. The Murray GM Jr. Cents finished with a 2-3 record following a narrow 4-3 loss to Kamloops in the bronze medal game. Their other defeats came at the hands of Penticton (4-2) and Kamloops (5-1), while they were victorious over Langley C5 (6-0) and Hope (7-1). On the other side of the draw, the Alpha Design bantams went winless until their final outing — a 6-3 victory over Hope. Additional losses came against
Nicholls (3g), Connor Kaboni (2g, 1a), Bianca Cavaliere (2g), Cortez Charters (1g, 1a), Zach Dixon (2a), Connor Ashley (1g), Taylor Shackelly (1g), Arwinaya Johnny (1a) and Jayden Etchart (1a). Aldergrove won the tournament, defeating Penticton 5-4 in the championship game. Peewee Rec Two goals and an assist by Noah Lara paced the Joco Transport peewees to a 4-2 win over Ultimate Hockey & Skate in an all-Merritt showdown on Sunday. Other Joco scorers were Brysen Pinyon and Simon
Cisco. An assist was awarded to Isaac Asselstine. Finding the back of the net for Ultimate were Tristin Harasym and Wade Rauch, assisted by Owen Bateson. On Saturday, the Joco team travelled to Lillooet and came away with a 3-2 victory. Cisco, Asselstine and Brooke Gray took care of the scoring for the Jr. Cents. Jacob King picked up both wins in net for the Joco Transport team. Midget Rep The Tracker Sportswear midget reps avenged an earlier 11-5 loss to Chase with a 5-3 win on Friday night in Chase. Connor Ouellet paced the Tracker attack with a hat trick, while Anthony Tulliani and Marco Camastro each scored once. Assists were awarded to Darius Sam (2) and Liam Kelly.

Bernice was predeceased by her parents Al and Katherine Mullins and great nephew, Dylan Sahara. She is remembered for her love of traveling, long drives, picnics, music, stopping to smell the flowers, socializing, researching her family tree, and most of all being around her family. A family gathering will be held later next summer in Merritt, BC where she will be laid to rest at Pine Ridge Cemetery.
