Temporary berms constructed along Guichon Creek in Lower Nicola were ripped out on the order of the provincial government this week. The dikes were placed along Guichon Creek to mitigate the effects of the surging creek last spring, but were not built up to engineering standards, stated the Ministry of Forests, Lands, National Resource Operations & Rural Development (FLNRO). Michael Owen, professional engineer with Associated Engineering (BC) Ltd. confirmed crews were on site on Nov. 14 to remove the berms. While some frustrated residents challenged workers on Tuesday night, he said things settled down as of Wednesday morning. “We are co-ordinating, talking with all the residents that have berms on their private properties,” he said. “There are a few options being presented to them about building their own protection measures or temporary works in the future within the regulations, so we are working on it.” Andy Shindler is one Lower Nicola resident who wanted to see the berms stay. “I think personally they should do some more reinforcing on the temporary berms that they have because now they have them in place, why not use that?” he asked. “You have to start establishing banks and get the vegetation to grow there and the only way you are going to establish banks is even putting more rip rap along the banks they have established and get vegetation growing there.” Concerned residents gathered at the Lower Nicola community hall on Nov. 6 to express concerns and ask questions to a group of presenters involved with the Guichon Creek watershed and the removal of the berms.

Trevor Bohay, the regional water management section head with FLNRO was one such resource at the gathering. He explained the provincial government is mandated to remove the berms because they were not engineered to standard. “It is for the protection of the public so they do not become what we call orphaned dikes,” he said, explaining that as years go by people forget the berms are not engineered to standard and experience a false sense of security. “We have so much experience with these orphaned dikes being left and then causing problems — they really do need to come out.” Bohay told the Herald the temporary berms go in quickly when floods hit, as the regional government is responsible for protecting their citizens during emergencies. In 2017 the berms were constructed from dredged material from the creek, as emergency workers attempted to maintain channel capacity as Guichon Creek brought down gravel from upstream, said Bohay. These loosely consolidated piles of gravel were 90 per cent eroded during 2018 flooding. In 2018, workers sourced better materials for emergency berms, but the materials were placed with speed in mind due to the nature of the emergency. “The flooding happens so quickly. In fact, it is probably
flooding all around them as they are putting the temporary berms at Guichon Creek out,” Bohay said. A properly engineered dike could theoretically be put in, but Bohay said that can take up to a year and could cost millions of dollars. “They would usually be three to four times higher than the berms that in there right now, and six to eight times wider,” he said. Should a proper diking system be installed, it would encroach upon many of the homes built along the creek, said Bohay. Some of the homes would even need to be removed. “Nobody would even have a view of the creek at that point, you would be behind this huge berm.” Shindler said he sees debris in the river as another issue. “My biggest concern is if they don’t remove all of this debris out of here it will jam up in that bridge and it could just be major,” he said.
Guichon Creek study commissioned by provincial government The ministry of transportation is another branch of provincial government eyeing the Guichon Creek watershed. Flooding over the past two
years in the Nicola Valley has inspired the ministry to take a closer look at how highway infrastructure has been impacted. The goal is to determine what would be required to protect the ministry’s infrastructure on Guichon Creek. In 2017, the flooding of Guichon Creek impacted the ministry’s bridges on Highway 8 and Marshall Road. In 2018, flooding occurred again and large quantities of sediment were transported by the creek and deposited at the Highway 8 bridge, cutting off access along the route. The ministry undertook significant emergency work during May 2018 to keep water flowing under the bridge, and to protect it from erosion. According to a representative from the Ministry of Transportation and Infrastructure, the study will include a hydrology and geomorphology assessment to evaluate the watershed, land use, historic flows, and determine sediment sources and peak design flows which will consider the effects of climate change. While the report will focus on government infrastructure, the report will be shared with the Lower Nicola Indian Band and the TNRD to potentially assist in developing a comprehensive flood plan for the area.

Nicola Valley Search and Rescue (NVSAR) is out over a thousand dollars worth of equipment after thieves cut a fence and dragged search and rescue gear through the mud during two breakins over the weekend. The theft was one of multiple break-ins reported in a 72-hour span over the long weekend, as thieves hit local businesses as well as the search and rescue compound. Merritt RCMP Const. Dunsmore said the first incident took
place on the morning of Nov. 9. “The gate had been cut in the back and there was a hockey bag full of our gear that was left at the bottom of the hill,” she said. “I think they weren’t able to drag it [because] it was too heavy and that hill is pretty muddy and slippery. So we got some of those items back.” RCMP fixed the fence and locked everything up, but the following morning they came back to discover the fence had been cut again. “We could follow the marks — they dragged
one of our stretchers down the road and they had it all wrapped it up with a lot of our gear,” she said. While the association was able to retrieve some items, Dunsmore said the thieves managed to walk away with a mapping computer, swift water gear and emergency equipment including two of the group’s main first aid kits. “We can’t respond to a call without our first aid gear, so until we can replace it we will have to make other arrangements,” she said. responded to a call from Mario’s Towing on Nov. 12, after employees discovered several vehicles in their compound on Nicola Avenue had been searched through. “Suspects forcibly entered the property then rummaged through several vehicles on the property, stealing items and in one case smashing a window to gain access to the interior of the vehicle,” Staff. Sgt. Lorne Wood told the Herald. A black 1995 Nissan Maxima was later reported missing. Elsewhere on Nov. 11, a woman was charged with breaking

and entering, among other offences, after causing damage to the Grand Pub and Grill and tripping the building’s alarm system. Merritt RCMP responded to a triggered alarm at the establishment after 11 p.m., and discovered the suspect was still inside the building. A local woman was arrested by police shortly after. On Tuesday, Merritt RCMP also received a report that thieves had broken into Reliable Towing over the long weekend. At least six vehicles were rummaged through.
Crown counsel has approved a charge of driving without due care or attention against a 67-year-old Merritt man who hit a 92-year-old female pedestrian
earlier this year. The fatal accident took place on March 2 at the intersection of Granite Avenue and Voght Street near the Merritt post office. “There were several witnesses on scene, we did a thorough investigation and this is the result

Flips bad for senior care This column has been hard on the B.C. NDP government’s favours to big labour TOM FLETCHER in recent B.C. weeks. Their VIEWS union monopoly on public construction is a discriminatory sell-out that will be costing taxpayers for years to come, and the likely elimination of secret ballot votes is another bid to protect unions that are dwindling away in today’s global economy. But this week I’ll offer my appreciation to Health Minister Adrian Dix, who has won a battle he has been fighting for more than a decade, restoring union successor rights for employees of senior care homes and related jobs. This is to end “contract flipping,” where one contractor takes over from another and gets out from under the union agreement, usually with the Hospital Employees’ Union or the B.C. Government Employees’ Union. Here’s how BCGEU president Stephanie Smith explained the problem that has plagued one of the lowest-wage, female-dominated employment groups in the province since 2002: “The practice of contract flipping typically involves mass layoffs and forces workers to re-apply for jobs that they have, in many cases, already been performing for years. When this occurs, existing collective agreements and union representation are not carried over, and contracts offered by the new service provider typically offer lower wages, reduced benefits and weakened rights for employees. In short, contract flipping is a strategy for suppressing wages and weakening employee rights in the workplace.”

What happened to the copies that President Erdogan sent to the United States, France, the United Kingdom and Germany? Lost in the mail-room, no doubt, or maybe just lying unopened on somebody’s desk. Or perhaps the Turks just didn’t put enough stamps on the packages. “We gave them the tapes,” said Erdogan on Saturday. “They’ve also listened to the conversation, they know it.” But still not a word out of Washington or London acknowledging that they have heard the recordings, and French Foreign Minister Jean-Yves Le Drian denied that France has received a copy. When asked if that meant Erdogan was

lying, Le Drian replied: “It means that he has a political game to play in these circumstances.” Like most Western politicians and diplomats, he is desperate to avoid calling out Saudi Arabia’s de facto ruler, Crown Prince Mohammed bin Salman, as a murderer. The French have a highly profitable commercial relationship with the oil-rich kingdom, mostly selling it arms, and they don’t want to acknowledge the evidence on the recording (which may directly implicate the Crown Prince) because it could jeopardize that trade. Erdogan was furious when the French foreign minister issued his denial, and his communications director insisted that a representative of French intelligence had listened to the recording as long ago as Oct. 24. But it was all just ‘he said/she said’ stuff until Canadian Prime Minister Justin Trudeau blew the game wide open on Monday. Yes, Trudeau said, Canadian intelligence has the recording, and he is well aware of what is on it. In fact, Canadian intelligence agencies have been working very closely with Turkey on the murder investigation, and Canada is “in discussions with our like-minded allies as to the next steps with regard Saudi Arabia.” Why did Trudeau come clean? One popular theory is the nothing-left -to-lose

Last August the tempestuous Crown Prince killed all future trade deals with Canada, pulled thousands of Saudi Arabian foreign students out of Canadian universities, and generally showered curses on the country after Canadian officials called for the release of detained Saudi campaigners for civil rights and women’s rights. Canada’s bridges to Saudi Arabia have already been burned, according to this theory, so Trudeau felt free to say the truth. But he’s not really free: Canada still has a $13 billion contract to build armoured vehicles for Saudi Arabia that the Saudis might cancel, and this is a real contract, not one of Trump’s fantasy arms sales. Maybe Trudeau is just braver than the others, but his purpose is clear. He waited more than three weeks after getting the recording for the “like-minded allies” to agree to a joint policy towards the murderous prince — nobody believes Khashoggi could have been killed without Mohammed bin Salman’s consent — and then he spilled the beans. Of course all the major NATO governments have the recordings.

They were just dithering over what to do about them, and Trudeau decided it was time to give them a push. Good for him, but what exactly can they do about Mohammed bin Salman’s crime? It almost certainly was MbS (as they call him) who ordered the killing. Since his elderly father, King Salman, gave him free rein to run the country less than three years ago, he has become a one-man regime. Nothing happens without his approval, least of all the murder of a high-profile critic in a foreign country by a 15-strong Saudi hit squad including several members of his personal security team. No Western leader (except perhaps Donald Trump) will be seen in public with MbS any more, foreign investment in Saudi Arabia this year is the lowest in several decades, and
the price of oil is falling again. So he has to go, if it’s still possible for anybody in Saudi Arabia to remove him from power. But that’s the big question. The Saudi royal family is no longer a tight, united body that can just decide MbS has to go and make it stick. It’s a sprawling array of people many of whom scarcely know each other, and without the agreement of King Salman any smaller group within the family that organized a coup against the Crown Prince would almost certainly fail. So he may go on for while despite the disaster of his military intervention in Yemen, his pointless, fruitless blockade of Qatar and even this ugly murder. He wouldn’t be the only killer in power. But the bloom is definitely off this particular rose. Gwynne Dyer’s new book is ‘Growing Pains: The Future of Democracy (and Work)’.

Health Minister Adrian Dix righting a wrong From Page 6 Dix introduced legislation last week to repeal two provisions that survived the B.C. Liberal government’s long court battle with the HEU, making employees “second class citizens” as contract-flipping contin-
ued into this year. “There are care homes such as Inglewood on the North Shore and Nanaimo Seniors Village that have seen their contracts flipped multiple times,” Dix said. “In other words, work is contracted out, the
workers come together, they organize a union, they negotiate with the employer, in this case the contractor. Then the contractor is changed, salaries are reduced and they have to go through the process again and again and again.” I recall the bitter debate when this move was made by a newly elected Gordon Campbell government with an overwhelming mandate, the NDP reduced to two East Vancouver seats. Fixing the world’s wicked problems Editor, My daughter is soon to complete her master’s degree in international development with a focus on environmental studies at the University of Ottawa, and over the years we have had many discussions about the challenges our society faces. Our family believes that proportional representation holds great promise as a modernization of our democracy that will help society rise to these ‘wicked problems.’ Arend Lijphart, professor emeritus at the University of California, has studied political systems around the world for many decades. His research findings include the fact that countries that use proportional representation tend to have better health and education programs, and they score higher on the Yale University Environmental Index. Moreover, per capita GDP is generally higher in countries that use PR systems. This is because legislation and policy is developed more thoughtfully as compared to first past the post, which tends to result in costly pendulum swings in policy that is driven more by lobbyists then by the needs of citizens. Citizens, both young and old, are more politically engaged in countries that use proportional representation because they know their vote counts. Not only is voter participation higher, but also there is more dialogue and serious discussion about policy that is best for the majority rather than the partisan ‘idea bashing’ so common in first past the post countries (i.e. Trumpism). Of the 80 countries that use proportional representation none have ever gone back to first past the post. We need proportional representation and smarter government to solve big societal problems not only at a provincial level but on a national and global level as well. Voting for proportional representation is an opportunity for B.C. to pave the way for the rest of Canada. We hope you will join our family by voting YES for proportional representation. Take for example the awful excuse for a ‘debate’ between Premier John Horgan and Liberal leader Andrew Wilkinson last week — our provincial politics shouldn’t be restricted to two guys yelling over top of each other about who is or isn’t woke. - Editor B.C. Liberal MLA noted that under generous contracts signed with the previous NDP government, an HEU employee was entitled to a paid day off to take his or her dog to the veterinarian. No one at that time anticipated the repeated use of contract flipping in senior care homes, just as no one anticipated the sale of Retirement Concepts, a Vancouver-based chain of contract care homes, to a state-linked Chinese
company that’s acquiring prime real estate around the world. What the Campbell government should have seen coming was that this crackdown on a ballooning health care budget came at the worst possible time for senior care. Baby boomers are stepping down, and breaking down, in huge numbers, and there aren’t enough people who will take care of them under the working conditions they face. Seniors Advocate
Isobel Mackenzie put numbers to it in B.C.’s first comprehensive survey of seniors homes last year. It showed that most don’t meet the province’s standard of just over three hours care per resident, per day. Help in the bathroom is one of the biggest shortages, and Dix estimates that another 900 care aides are needed to reach the standard. Not enough people are willing to do this job, and long-term workers are retiring themselves.

Merrittonians over the age of 55 could soon have a brand new housing option in town. ASK Wellness Society is set to receive $4 million from the provincial government to build a 40-unit senior’s housing complex in downtown Merritt. In a news release issued Nov. 13, the provincial government declared 4,900 new affordable mixedincome rental homes will be built in 42 communities across the province. The new homes are designed to address the need for affordable housing across a range of income levels. “Years of inaction on the B.C. housing crisis left families struggling to get by and unable to get ahead,” Premier John Horgan said in the release. “These new, affordable rental homes are an important step toward
addressing the housing crisis and giving families in every part of the province a break from skyrocketing housing costs.” ASK Wellness’ executive director told the Herald the three-storey, 25,500 square foot building in Merritt will contain 10 studio units, 26 one-bedroom units
and four one-bedroom wheelchair-adaptable units. “The costs to build right now are very high. It is very difficult to build anything, frankly. But we are looking at an estimate of around $250 per square foot,” Bob Hughes said, noting they will be financing the project. Hughes confirmed the new development will be in downtown Merritt. They are hop-
ing to break ground in October of 2019. “It always takes longer than you expect but our hope is that we would be in occupancy for November of 2020,” he said, adding the development will help fill a housing void in Merritt. “There’s just nothing out there — it is amazing,” he said. “When someone asks me what housing is needed I just say ‘Any.’”

The Merritt post office has already been closed once due to rotating strikes and further delays to mail delivery in the region are possible as Canada Post continues to negotiate with its unionized employees. As of Nov. 14, the Canadian Union of Postal Workers and the Crown corporation had failed to reach a deal to end rotating strikes which have closed post offices and distribution centres across the country. Postal workers were on the picket line in Merritt on Nov. 8 and 9, along with about 200 Canada Post employees across the B.C. Interior. The strikes hit Vancouver over the long weekend, temporarily shutting down the Pacific Processing Centre where 1,600 people work. The union and the postal service have been unable to reach a new collective agreement in 10 months of negotiations since the deal for rural and suburban letter carriers covering
8,000 members, expired Dec. 31, 2017, and the contract covering about 42,000 urban workers expired on Jan. 31, 2018. The union is unwilling to sign a contract that does not address the health and safety of postal workers, said CUPW Local 758 vice-president, Patricia
Nauss. “A lot of our carriers are working 10 to 12 hours a day, forced overtime, injuries — you can only do so much,” she said. Canada Post stated they remain “committed to the bargaining process” in a news release issued on Nov. 8. “The Corporation has made significant offers to CUPW that include increased wages, job security, and improved benefits, and
it has not asked for any concessions in return,” it reads. In their statement, Canada Post also warned of delays in mail delivery due to the rotating job action. “The union’s escalating strikes continue to cause backlogs in our national, integrated delivery network,” the release states. “Mail and parcels will not be delivered or picked up in impacted areas while the union continues their strike activity.”

An infusion of provincial cash will ensure that students at the Nicola Valley Institute of Technology are training on the most up to date trades and technology equipment. The B.C. government announced it would be providing the Merritt school with

Logan Lake residents may soon be able to access real time updates about emergencies such as wildfires and road closures in the region, thanks to a new app being developed through the province’s Smart Communities pilot project. The district will receive $38,650 to develop the app, as one of four recipients of the Smart Communities grant. Port Alberni will receive $28,800, while Prince Rupert will receive $22,120 and Castlegar, Nelson, Rossland and Trail were approved for $40,000 under a joint proposal. First proposed by Dan Leighton, Logan Lake’s fire chief and emergency co-ordinator, the app will allow district employees to provide updates to locals during emergency situations such as wildfires. The Smart Communities pilot project was open to rural and First Nations communities with populations under 30,000. Ten proposals were received by the provincial panel. An evaluation panel reviewed each project proposal and scored them based on whether they met the definition of a smart community, addressed a local need, had consulted with residents and whether the initiative could be accomplished within a oneyear time frame.

The Merritt Centennials hope a fresh face will help the team solidify its command of top spot in the BCHL’s ultra-competitive Interior division. On Nov. 8, the Cents acquired Payton Matsui from the Central Illinois Flying Aces of the USHL. “We recruited Payton back in the spring last year, and committed to him then, but being American we wanted to see where he ended up,” said Joe Martin, Cents’ head coach and general manager in a news release. “He’s spent time with Central Illinois this season, but he made the decision to come here and approached his staff in the USHL to be moved to the Centennials.” Matsui’s offensive prowess could bolster the Cents’ potent scoring lines as they look to defend their lead atop the Interior division. The division has flipflopped in recent weeks as the West Kelowna Warriors chased the Cents. Both teams sat at
31 points heading into Nov. 14, but the Cents owned the tie-breaker thanks to a dominant performance against the Warriors on Nov. 11. What was supposed to be a hard fought battle between the Interior’s two top teams turned out to be a rout, as the Centennials trounced the Warriors
8-3 in a matinee game at the Nicola Valley Memorial Arena. Familiar faces for the Cents collected their usual share of points, as Nick Granowicz, Bradley Cocca and Mathieu Gosselin each had three points. Meanwhile, Joey Berkopec, Brendan Schneider and Jaydon Fetter each had a pair of points. Matsui collected his first BCHL point — an assist on Christian Sabin’s goal in the second period.

JOB OPPORTUNITY TRAFFIC CONTROL PERSON Job Posting Chief Executive OfďŹ cer The Upper Nicola Indian Band Corporation (UNIBC) is the main business arm of the Upper Nicola Band (UNB), and the vehicle for developing, investing and supporting UNB owned businesses and business opportunities, including interests of UNB in joint ventures and business partnerships. UNIBC is actively engaged in pursuing new business opportunities in residential, recreational, industrial and commercial sectors, on and off-reserve that will provide employment, knowledgetransfer and wealth to the UNB. Reporting to the Board of Directors of UNIBC, the role of the Chief Executive Officer is to develop, implement and manage the long-term economic vision and goals of the Development Corporation. Core Responsibilities and Performance Measurement • Business Planning: including business fundamentals (vision and mission statement, guiding principles, core business, SWOT and competitive analysis model, corporate citizenship, and environmental stewardship) 10-year strategic plan, 3 year business plan and financial forecasts, and annual work plans and budgets. • Opportunity Analysis: identify, analyze and recommend new business opportunities. • Marketing: developing and implementing a marketing/ branding plan to promote business opportunities and a sense of pride within the community that UNIB is a progressive and “for businessâ€? community. • Communication & Reporting: preparing operational and situational reports on a range of deliverables including budget, business opportunities, strategic business plans, land matters joint ventures and negotiations. The CEO will ensure a communication link with the City of Merritt and other business partners. • Legal: (a) ensure that all legal matters pertaining to UNIBC are compliant with federal, provincial, regional, and local governments’ laws (b) deal with designation votes, leasing, preparation of joint venture agreements and other business and commercial matters, in liaison with the legal counsel of UNIBC. Education • Minimum of a Bachelor’s Degree preferably in the Business or Management Administration. Knowledge and Experience • Management/ supervision of a company or project(s) in which there was a demonstrated ability to lead, analyse, plan and deliver profitable results in a timely and costeffective method. • Knowledge and experience in: o Marketing Programs o Feasibility studies o Negotiations and review of legal documents/ instruments of tenure o Financing strategies o Business analysis, start-ups and operations o Organizational design o Real estate development • First Nation work experience would be an asset Compensation Attractive salaries, benefits package commensurable with qualifications, experience and performance and similar First Nations opportunities.
