King County Equity Impact Review

When Metro makes major service changes, it will conduct an in-depth, projectspecific equity analysis using the most current data analysis tools and information. The Equity Impact Review (EIR) process merges empirical (quantitative) data and community engagement findings (qualitative) to inform planning, decision-making, and actions that affect equity. Each project will establish equity-focused goals to guide service planning, scenario development, and engagement—a process derived from the County’s Equity and Social Justice Strategic Plan. The goals should target specific outcomes for the project, trade-offs, and accountability to equity and social justice in the planning and decision-making processes. The project team will analyze quantitative and qualitative data to measure the project’s success in meeting the established goals. The Equity Impact Review is designed to be an iterative and evolving process; as new methods and data become available, the EIR process will find ways to consider new information.
