East 7th Street connects downtown St. Paul with the eastern side of St. Paul, passing uphill through Dayton's Bluff neighborhood before joining with Phalen Blvd. With goals of enhancing the economic, social and physical prosperity of the area through design, St. Paul's City Planning Dept. and the Dayton's Bluff Community requested assistance with the planning process for East 7th Street. Using best practices from Complete Streets, the Metropolitan Design Center conducted an analysis and proposed several design alternatives presented here.
