Rs. 2 Lakh Crores Allocated for Metro, Railway and RRTS in Union Budget 2021-2022

Union Finance Minister Nirmala Sitharaman delivered her third Budget speech in the Lok Sabha on Feb 2, 2021. The finance minister focused on the sustainable development of railways and metro projects.

The Budget has given much-needed impetus to Metro & Railway sector that will create a unified market in India for seamless movement of passengers across the country.

This year’s Budget has almost lived up to the expectations, both sector i.e Railway and Metro This time the government has allocated approx. 2 Lakh crores.

Rs 1,10,055 crore have been allocated to the Railways, ofwhich Rs 1,07,100 crore is for capital Expenditure with a promise to complete 100% electrification of broad gauge routes by December 2023.

Following the example of Delhi where the metro rail has become the lifeline of the people, the Budget has emphasized the development of metro rails in the PPP mode in different parts of the country.

FM Nirmala Sithraman stated that a metro rail network of 702 km is already operational pan India and another 1,016 km of the metro rail and RRTS network is under-construction in 27 Indian cities. Metro Lite and Metro-Neo technologies will be deployed to provide metro rail systems in Tier-2 cities and the peripheral areas of Tier-1 cities, at much lesser costs with the same experience, convenience and safety

Finance Minister Nirmala Sitharaman has made various announcements in her budget speech. Here are the major highlights announced for Metro & Rail sectors:-

RailwayBudget 2021-22

1. Indian Railways has prepared a National Rail Plan for 2030. The plan is to create a futureready railways system by 2030.

2. Western DFC and Eastern DFC will be commissioned by June 2022.

3. Arecord allocation of Rs 1,10,055 crore to be provided for Indian Railways, out ofthis Rs. 1,07,100 is for capital expenditure only.

4. Railways will monetise Dedicated Freight Corridors assets for operations and maintenance after commissioning.

Zone wise RailwayBudget Allocation

Eastern Railway gets Rs. 2520.70 crores

Developmental projects. The total plan outlay for the year 202122 is 10.86% higher than that of last year’s fund allocation. Last year, the budgetary allocation was Rs. 2273.69 crores for Eastern Railway. For 2021-22, the fund allocation is Rs. 2520.70 crores.

Southern Railwaygets Rs. 3855 crore

Indian Railways received the highest ever Plan Capex of Rs.2,15,058 Crores this year with Rs.7,500 Crores from internal resources, Rs.1,00,258 Crores from Extra budgetary resources and Rs.1,07,300 Crores as Gross BudgetarySupport.

Western Railwaygets Rs 7288 Crore

As per the Pink Book for Railways, Western Railway has received a total gross outlay of Rs 7288 crore for the financial year 2021-22. This amount is 3.5 % higherthan last year’s allocation.

According to a press release issued by Shri Sumit Thakur – Chief Public Relations Officer of Western Railway, gross outlay of Rs. 7288 crore has been made for Western Railway in the budget 2021-22, while in the previous year budget, Rs. 7042 crore was allocated for WR. The Net Outlay for the year 2021-22 is Rs. 4374 crore.

Metro projects Budget 2021-22

1. MetroLite and MetroNeo will be introduced in Tier 2 cities and peripheral areas ofTier 1 Cities.

2. Rs. 63000 crores for Chennai Metro phase-1

3. Rs. 14,788 crores for Bangalore Metro Phase-2

4. Rs. 5,976 crores for Nagpur Metro Phase-2

5. Rs. 2,092 crores for Nashik Metro Phase-1 The budget has given Chennai Metro the highest amount among all which may further help the metro corporation to speed up the development ofthe project.

Kolkata Metro gets a 38% increase in budget 2021-22

In the 2021-2022 Union Budget, 38 percent more allocation has been made for Kolkata Metro projects in comparison to the previous year’s budget Allocation. Shri Manoj Joshi, General Manager, Metro Railway, who is also holding the additional charge of General Manager of Eastern Railway has informed this at a virtual Press Conference held on 08.02.2021.

Rs. 520 crores have been allocated for Noapara to Barasat via Bimanbandar Metro project that will be planned to commissioned within the next two years.

Rs. 350 crores have been allocated for Joka – Esplanade Metro project. In which Joka – Mominpur via Taratala stretch of this project targeted to commission within next two years

Rs. 350 crores have been allocated for Kavi Subhas to Science City (8.6 kms long) stretch of Kavi Subhash to Biman Bandar via Rajathat project.

Necessary funds have been allocated for smooth execution of last part of the tunneling work of EastWest Metro between Esplanade and Sealdah (800 metres stretch).

RRTS Project Budget 2021-22

Rs. 4472 crores allocated for India’s first RRTS Project

In 2020, Rs. 2,487 crores were allocated to NCRTC, this year the Budget allocation received is near to double what was allocated last Year.
