“I’ve seen some pretty shanty places,� he says. “I know plenty of people who live in garages. I know one guy who lives in a closet . . . yeah, a closet.�

Backlogged Besides fulfilling its end of the bargain with UCSC and “improving the housing stock,� as Rebagliati and Rotkin put it, another major reason city leaders are keen on the law is that it would pay for two more code enforcement specialists and a clerk to help whittle down the estimated 400 to 1,000 uninvestigated complaints that have accumulated despite the efforts of the city’s two current specialists. Inside the planning office on Church Street, three massive file cabinets hold hundreds of open complaints in heavy red paper folders, stacks of which are also spread across the cubicle desks of Code Compliance Specialists Linda Garner and Paige White. “We really have no idea how many open cases there are,� admits Rebagliati, opening the heavy-duty cabinets to show the looming workload. “There are a lot of property owners who aren’t up to code.� Even though the law has passed and is just waiting for confirmation and implementation, ads for what planners characterize as substandard housing options—tiny shared rooms, converted garages and such—are still easily found on Craigslist. One ad offers a “shared garage space� in Seabright for $500 a month. Another lists a “dining room converted to a bedroom� on Felix Street for $750. At noon on a Saturday, Robert Rhoades, the tall, ruddy-faced landlord who placed the converted dining room ad, pulls up in a black Lexus to show the room to two students and a parent who showed up for an open house. “You can’t come,� he says when he learns I’m a reporter, but not before promising that once the rental inspection law is in place, he’ll “pass the cost on to the tenants.� Shortly afterward, the ad on Craigslist has been taken down. Landlords and privacy rights advocates will likely continue to rail against the law. They may even sue the city, as groups in Buffalo and Milwaukee have done after similar laws passed in those cities. If it’s able to keep one extra set of drug dealers from practicing carpentry, however, Rotkin says it’ll be worth it. “That house is a disaster,� says the mayor. “It’s a great example of why we need this law.� 0

E DOESN’T EVEN TRY to pretend that he’s not enjoying it. Jake Gandolfo is making his way through the Felton Farmers Market on a savagely hot Tuesday, me half a step behind, scribbling and plying him for information about the next few episodes of MasterChef. Did he win? Did he get the boot? He’s giving up nothing. “Me?� he asks, his eyebrows shooting up over the top of his blue mirrored shades. “Yeah, I know everything. It’s like, you know, when you’re a little kid and your parents tell you you don’t know everything? Well, I know everything.� And he’s happy with the outcome? “Yeah, I’m happy.� He heads off toward the peach stand and I follow, parsing that last bit for tone and inflection. He emphasized the pronoun ever so slightly, as in, “Yeah,

I’m happy.� But was it “I’m happy, but the douche who took second isn’t�? Or was it “I’m happy, even though I didn’t win, because I’m not an asshole�? or was it “I’m happy, because six months ago I was driving a backhoe and now I’m on TV and 5.5 million people watch me every week�? Of the dozens of amateur chefs who started in the latest Fox reality cooking show, the 39-year-old Felton resident and former construction worker is one of 11 who remain. The winner gets a quarter of a million dollars and a cookbook deal. On Wednesday, Sept. 15, three episodes from now, we’ll know who that is. Whatever happens, Gandolfo will still have his star power. He cuts quite the figure with his straw cowboy hat, long goatee and black sleeveless T-shirt showing off his tribal tattoos. A beefy guy, he moves with the slight swaying gait seen in more exaggerated form in sumo wrestlers. You can feel people looking

at him out of the corner of their eye. He just looks like somebody. He’s also determined to be somebody in the culinary world. He quit his job running heavy equipment just before heading to L.A. to tape the show in April. Since the series started airing on July 27, he’s been a tornado of self-promotion, throwing viewing parties at the Crow’s Nest, Clouds, in Napa and in the East Bay. An old family friend flew him out to Connecticut to cook for 300 people. He’s started a catering and private chef business, Custom Culinary Concepts. “In talking to my friends from the show it seems like I’m being the most proactive out of everybody because I’m a self-made guy. I’m not gonna sit around and wait,â€? he says. “I’m a shucker and a jiver and a go-getter, and I’m gonna make it happen.â€? ¨

This past weekend he won Best Tri Tip and Grand Champion Overall for the first annual Santa Cruz Rib Cook-Off in San Lorenzo Park. This Wednesday, Sept. 1, he’s throwing a viewing party at, appropriately enough, Jake’s on the Lake in Tahoe City, where he married his wife, Erin Buchla, three years ago. The show airs on Fox this Wednesday at 8pm. “And, the good Lord willing, we’ll be back to Santa Cruz after that,� he says coyly. “If I move forward after the show.�

A typical example comes in Episode 4, as Jake is acing the Mystery Box Challenge with his double-cut pork chop. Three-star British chef Gordon Ramsay, the brutal Simon Cowell of the judges, once again expresses his amazement that Jake is not an oaf. RAMSAY: There’s something really nice

about the way you work. I expected you to be clumsy. You build office blocks. You’re on construction sites, for God’s sake, but you walk around a kitchen with great finesse. It’s like watching a swan glide across a pond. It’s unique. A big swan. (Laughter.)

You could probably organize a drinking game around Jake’s bleeps. In fact, the only person who swears more than he does is Gordon Ramsay. 7ZVjXdje HXgZZc I^bZ Jake’s been a favorite from the get-go, and he gets lots of screen time. At random moments, like when the group is standing on the beach at Camp Pendleton, learning that they’re going to cook for 150 Marines, the camera zooms in on his face. This phenomenon may have as much to do with Jake’s penchant for colorful language as with his look. He’s a character. In Episode 1, Jake introduces himself memorably, in classic Santa Cruz–speak. JAKE: I want to say to the other people in the competition to bring it. Because I am [bleep] for real and it is on like Donkey Kong, you know? I am definitely here to compete.

Later, in Episode 5, he gives his opinion of the Team Red’s burger, which is beating his Team Blue’s burger in the Truck Stop Challenge. JAKE: That burger I just tasted was gross. To me, it was [bleep] gross. It was a [bleep] burger slathered in barbecue sauce and raw bacon.

You could probably organize a drinking game around Jake’s bleeps. In fact, the only person who swears more than he does is the show’s alpha, the hotheaded Ramsay. Here he is on the subject of Jake’s surf ’n’ turf, Episode 2. RAMSAY: I’m sorry. A surf ’n’ turf is

about a good quality cut of beef, it’s about filet against big lobster tail. We’ve got great scallops and [bleep] beef, a garnish, we’ve got overcooked rice, [bleep] pea purĂŠe. No. Back in Santa Cruz, Gandolfo recalls a little shock in the studio with the Donkey Kong comment. That dissipated as the producers realized what they had on their hands. “They got a taste of my flavor and my flurry and then it was like, Jake can say whatever the fuck he wants,â€? he says. Tony Carbone, the good-natured Boston waiter who was eliminated in Episode 5, was Gandolfo’s roommate during the taping and got to know him well. “What you see is what you get with Jake,â€? Carbone says. “He’s a lovable guy. I think America loves him, as they should. He’s not throwing punches. But he’s not putting up smoke screens, either. He’s just Jake being Jake.â€? Gandolfo tells another story that sounds like foreshadowing. When he went for the screening, he was doing his bit with a producer and his assistant, just yammering on. “And they’re just doubled over and he keeps going up to her and putting his folder over his face and talking to her. And I’m like, what’s he saying? And he goes, ‘I’m telling her you’re gonna be a star.’ What more can you ask for than that?â€?

Oh, and the Food There’s one other reason to suspect Gandolfo is at least headed for the Top 4. The judges like his food. A lot. His egg dish was pronounced “perfectly wellâ€? constructed. He placed in the Top 3 in the pork chop Mystery Box Challenge. He was among the three finalists in the Cupcake Challenge. And he smoked all the other contestants last ¨

That a former construction worker with no formal culinary training knows how to sear a halibut and prepare a cream sauce that doesn’t break might come as a surprise to many, but not particularly to Gandolfo himself. He started cooking at the age of 5 with creations like Ants on a Log and Ritz crackers with peanut butter and chocolate chips. “I’d put it in the fridge, and it was chilled, so it’s official,� he says. “I mean, that’s pretty good for 5 years old.� Back in Connecticut, where Gandolfo lived until coming out West and finding Santa Cruz in 1993, his “hunter-gatherer� family canned vegetables and bought steers and hogs to butcher for the winter. “We were poor. It was about supplementing our income, and it really tightened up in the winter. But what a way of appreciating ingredients.� As time went on, he kept cooking and barbecuing. He still uses a cast iron skillet that he first used in 1978 to cook venison while ice fishing. Gandolfo’s success doesn’t much surprise his wife, Erin Buchla, who realized early on in their courtship the seriousness of his hobby. “I’ve never seen anyone just sit on a couch and read a cookbook from start to finish. And that’s what he did, just reading and reading and reading. I have a huge collection of cookbooks, and he got through half of those.� Incidentally, she doesn’t know how he did on the show, either. “When Jake came back he wanted to tell me and I said, no! Don’t tell me! I had to tell him, ‘It would take a couple of glasses of wine and a couple of girlfriends and this is out. Do not tell me because I will spill the beans!’� Right now the two are reveling in their plans for the future. Gandolfo is eager to get the private chef part of his business going. Buchla says they’ve long dreamed of a bed and breakfast, only with a “Jake and Erin� twist. Week by week, it gets a little closer. “I have an amazing opportunity,� Gandolfo says. “This gift has been placed in my lap.� ‘MasterChef ’ airs Wednesdays at 8pm on Fox. O IT TURNS OUT that the Beach Boys, despite widespread rumor, are not actually suing yeowling bimbo Katy Perry for the line “I really wish you all could be California girls.� What they should sue her for, really, as forefathers of the summertime jam, is unleashing such a nauseating hit song on the American public. While the Hollywood blockbuster season for movies is getting smarter (Inception, The Kids Are All Right), “summertime jams� are increasingly the radio equal to Hollywood blockbusters—i.e., full of blatant dippiness and cheap thrills designed for how awesome it makes you feel. But Perry’s “California Gurls,� which has spent so much of the summer topping the charts, does not make me feel awesome. A rant against friends who suffer from diarrhea of the mouth (“Talking like a jerk/ Except you are an actual jerk�), the track explodes three minutes in with thick analogsynth blasts and dirty, dirty high-hats, owing to Talking Heads and Freddie Mercury while paving nine minutes of a future disco. That’s just one. From Inglewood, Cali Swag District brings us the dancecraze “Teach Me How to Dougie,� a razor-thin hip-hop hit hanging on an infectious, simple beat that first made waves in underground circles late last year. Capitol Records cleaned out the

bad words and rereleased it this May; it still sounds ultrafresh, and continues to inspire uploaded dance videos of 4-year-olds dancing the dougie in the driveway. Dancing finds a lonely space in Robyn’s “Dancing on My Own,� an instant contagion advisable to avoid if you don’t want it stuck in your head for the next month. Cribbing Billy Idol’s “Dancing With Myself � concept, the song finds Robyn (a former Swedish teen-pop star whose new album opens with a song titled “Don’t Fucking Tell Me What to Do�) self-assured on the dance f loor even while the object of her affection goes home with someone else. And Lord, the hooks are insane. Is there any hit more tailor-made for

summertime status than “Tightrope,� by Janelle Monae? A rebuke to haters through deft dance moves and killer cadences sung in Monae’s Aretha-like voice, the song tacks on two minutes of call-and-response shouts, horn riffs, ukulele breaks and strings well past the usual three-minute mark; it’s also the rare song with a Big Boi verse where the Bog Boi verse isn’t the highlight. Listen to it once and be transformed. Transformation is the game on M.I.A.’s new album, nowhere more so than in “Steppin’ Up,� with its rhythmic cacophony of lugnut drills; it manages to make the ridiculous phrase “subba-sub-a-sub-sub� sound ill. Similarly, sampling Annie Lennox’s “No More I Love Yous� is a terrible idea on paper; Nicki Minaj owns it for “Your Love.�

(“Bloody hell,� M.I.A. recently quipped, “Nicki Minaj runs things.�) Minaj has been a prolific filthy-guest-verse rapper in the past, and if the slow burn of “Your Love� earns some overdue recognition, it will have justified its existence. But no summertime jam this year fills the role like “When I’m With You,� by Best Coast, a.k.a. Bethany Cosentino. Cosentino loves cats, smokes weed and has a drummer who routinely wears a bunny suit; she’s also written the carefree beach party hit of the year. If the Beach Boys can shake any money out of Katy Perry, they’d be wise to kick a chunk to Best Coast for keeping their California dream alive—the sunsets, the sand, the surf and the salvation of sloppily swapping saliva. HERE ARE cult bands, and then there are cult bands. Fans of the Ramones or the Misfits, for example, may treat them like cult bands, quick to point out that they were so far ahead of their time that the mainstream simply didn’t know what to do with them until long after they were gone, when they were vindicated by a rise to legendary status. But it’s fans of bands like the Call that truly feel the pain of knowing their musical heroes have no hope of ever really getting the recognition they deserve, and are in danger of being lost to pop culture history altogether. In Michael Been’s case, it either makes it better or worse that one of those fans was Peter Gabriel, who once called him “the future of American music.� But when Been died last week of a heart attack, he wasn’t dazzling fans of the Call, the band he formed in Santa Cruz in 1980, with a new album—in fact, the band hadn’t

recorded in 10 years. He wasn’t touring the stadiums that fans thought he deserved to be filling. Instead, the uniquely talented songwriter was doing sound engineering work for his son’s band, Black Rebel Motorcycle Club. Nothing against BRMC, but where was the music Been still had yet to make—a follow-up to the gorgeous sonic landscape of the Call’s 1984 album Scene Beyond Dreams? Or even something, anything, to piggyback on the brief boost the band got when Al Gore used “Let the Day Begin� in his presidential campaign? Because of Been’s local connection (and the Call’s connection to the Doobie Brothers), he’ll be remembered well in this area, at least. But his untimely death only underscores that his work never seemed finished. Certainly, it wasn’t supposed to end like this. Steve Palopoli

‘Animal Kingdom’ an impressive thriller 0G @716/@2 D=< 0CA/19

UPPOSEDLY, an Old West mountain man is listening to a recently arrived civilian describing the Apaches: “They don’t know the difference between right and wrong!� The Westerner replies, “Why don’t you wrong one and see what happens.� That story comes to mind when watching the tense Aussie noir Animal Kingdom by David Michod. The main character here is the softheaded, morally childlike J (James Frecheville)—a hulking sad sack with a dim constellation of acne around his downturned, too-small mouth. His mom dies of a heroine overdose, and he’s taken into the scary embrace of his Ma Barkerish grandmother (the incredible Jacki Weaver) and her brood of career criminals. J ends up caught in the war between the crooked Melbourne drug squad and the family. Casualties are mounting. One soldier in this fight is a police detective (Guy Pearce) of uncertain honesty. The nightmarish Ben Mendelsohn is the clan’s mastermind, referred to as “Pope.� Despite its undeniable force and often sensational acting, Animal Kingdom doesn’t really snap together. The pace is erratic, and it seems more so because of Michod’s choice of emphasis–what he includes and what he deletes. If there’s one thing most modern Australian films have in common it’s a

haze: a dreaminess, in which the harsh edges blur. It’s like the 1970s never ended there. The everyday critic proposes it’s the sun-blasted quality of Australia that filmmakers are trying to capture. That’s probably too easy, and it won’t wash because Animal Kingdom is set in Melbourne, a colder city. And there’s only one sequence that’s specifically out of the ring of suburbs, sinister motels and courtrooms. That sequence takes place when a wanted criminal makes a hopeless attempt to run out into the bush. Then the camera goes wide and shows us a traditional sunburnt Australian wideopen space, with no cover except for a couple of wide-apart trees. But here, when key characters make a turn from passive to active, you don’t feel completely prepared, even if the surprise works. You can sometimes feel left hung out to dry in mid-scene. Nevertheless, Animal Kingdom is an impressive thriller. The finale is a shocker. And if the movie raises more questions than it answers, it resolves the story of J with explosive emphasis. He’s a grown-up animal at last.

Jackson) and Christopher (Dwayne Johnson). Ferrell’s Allen is a socially awkward detective just looking to get through each day by handling the accounting side of police work. Wahlberg’s Terry provides the kind of extreme vexation that having to deal with Ferrell’s character on a daily basis inevitably leads to. Despite some excellent comedy pairing by the leads, Allen lacks the hilarious, goodnatured stupidity of, say,

a Ron Burgundy. Ferrell attempts to use more dry humor here rather than the outsized expressive comedy we’re used to seeing from him. (MM) @3AB@3>= (R; 101 min.) The Korengal Valley in eastern Afghanistan is the site where reportedly some 70 percent of the ordnance we’ve shot off has detonated. About 820 miles almost straight up from the U.S. base there is Restrepo Outpost, named for a slain soldier. It’s made mostly of plywood and surrounded by sand bags that just slow bullets down. Documentary makers Sebastian Junger and Tim Hetherington made 10 visits there over the course of a squadron’s 15-month deployment. Unlike the bruisers in a Hollywood war movie, the soldiers here look smaller than life. When they lose a comrade, they bawl unashamedly on the spot. Chau (Ellen Wong); he is more obsessed with Ramona Flowers, played by Mary Elizabeth Winstead, whose nationality (American), multicolored hair (mostly magenta or ultramarine) and romantic history make her seem exotic. Unfortunately, her ex-lovers are in league against him. Not a bad premise, just a bad carryon. Ultimately, I’m on the world’s side in re: Scott Pilgrim. The heavily cyber-treated visuals, from the winter exteriors to grungy basements, close in on you like the walls in an Indiana Jones tomb. At the very least, we should all meditate regularly on the play’s title, using it as a self-mocking mantra that dissuades us from committing the folly it describes.
