community for bicyclist and pedestrians. Despite his optimism, getting through government red tape can be frustrating. “I’ve only been on the board since January, but I discovered that everything takes so long, it’s a process,” Hilton said. “Government is slow.” The Bicycle and Pedestrian Commission came into the year with three main projects in mind: revitalize Gourmet Alley, install bike racks downtown and build a BMX pump track. Early this summer the city approved a onetime expenditure for the installation, but in recent
months the project seems to have slipped through the cracks at city hall. “I think we were the only commission to actually bring forward any projects,” Hilton said. “When Gabe Gonzalez presented other city projects, ours was listed as an outside request. We had to ask to be involved in the budget process. When we asked to be involved, all the other departments had turned their ideas in for finance. When we finally got the opportunity, everything had already been submitted to other departments." The idea for the bike
racks was sparked by the gift from Sunrise Rotary members. Problems arose almost immediately. Their desire to put Sunrise Rotary’s logo on the bikeshaped rack conflicted with the city’s downtown sign ordinance. “If they wanted to have their logo in the front spoke of the rack, that would be considered a sign that's against the current code,” Hilton said. “To change the code the city would have to run through the process of getting staff time, public hearings and posting it in the newspaper and get all of that approved by the city council.”
Today the City of Gilroy is looking for 21 applicants to the 15 various city boards, which aside from the Bicycle and Pedestrian Commission includes the Planning Commission, the Arts and Culture Commission and the Historic Heritage Commission among others. For more information visit cityofgilroy.org/148/ Boards-CommissionsCommittees. While the commissions and boards serve in advisory roles only, they provide an essential conduit between the city's government and the people. ➝ Bike, 16

People in Gilroy neighborhoods may be allowed to use radar guns to monitor and report traffic violations in their neighborhoods, the City Council suggested Monday. After an hour-long
discussion about people speeding and cutting through neighborhoods, endangering children and pedestrians, the council voted unanimously to have the city staff come up with clear policies to calm traffic in problem areas. “I’d like the city staff to look into Citizen Speed Watch Programs, like what’s being done in Rockville, Md. and Cheyenne, Wyo.,” Mayor
Roland Velasco said. “This is about empowering the citizens to get a radar gun and get trained on it.” “The staff gets a lot of calls from residents every week and traffic and speeding and right now the city lacks a policy to directly handle that,” said transportation consultant Gary Black, who was one of a panel of people to address the council, along with Interim
Traffic Engineer Michael Fisher and Public Works Director Girum Awoke. “As I read through this staff report one of the things that really jumped out at me was the fact that many of the traffic calming is reactive to accidents that have already happened,” council member Dan Harney said. “A lot of the issues that have come up are because residents have brought it to
our attention. I would like to see something done before someone gets hurt or killed.” In June the city entered into a contract with Hexagon Transportation to examine what nine other Bay Area communities in the area are doing to tackle their traffic issues. Those include more ➝ Traffic Calming, 16

Gilroy biz cleans rivers and streams FILTREXX USES BIODEGRADABLE MESH TO REMOVE POLLUTANTS FROM WASTE WATER By Bryce Stoepfel Reporter
Bryce Stoepfel
A new Gilroy business is doing its part to help the environment by using nature to help nature. Filtrexx, an Akron, Ohio-based company, recently held its ribboncutting ceremony and is hitting the ground running, pumping out thousands of yards of products that use a composted material to help clean waste water. With quick access to their media, organic materials used in the manufacturing of their product, Gilroy was a natural spot for Filtrexx’s 12th location because it’s near supplier Z-Best Products, which is owned by Zanker Recycling. “Our business is based around treating and cleaning storm water,” said Regional Sales Representative Bryan Hofmann. “We do that by putting the treated composted material into a SiltSoxx and we put the SiltSoxx around inlets, construction sites and industrial sites. As water flows through the SiltSoxx on the site, the material inside it cleans the water on site.” By using the polypropylene mesh or cotton mesh SiltSoxx manufactured by Filtrexx, businesses can remain environmentally compliant by filtering out harmful waste products that would otherwise enter natural water resources. With the help of Filtrexx products, runoff dirt, oils, grease, heavy metals are caught before they can wreak
havoc on the environment. Once the job is completed, the SiltSoxx degrade naturally on site. “We use composted wood chips, which go through a heating period which kills the bacteria and weed seeds,” Hofmann said. “We need it to treat water.” The SiltSoxx cost $2.50 per foot for the 8-inch diameter product, or $250 for 100 feet of product with an installation cost of $1 per foot. “Our customers are in the construction trade, industrial metal recyclers, waste management transfer stations like the San Martin Transfer Center,” Hofmann said. “Anyone that has a storm water permit with the state needs to test water for certain types of pollutants and they are potential customers.” Filtrexx was started by Rod Tyler in Akron, who sold the company in 2014 to Conwed Plastics, which was bought by SchweitzerMauduit International Inc. for $295 million in cash in December 2016. SMW is a publically traded company on the New York Stock Exchange with sales of over $400 million in 2016. Filtrexx accounted for approximately $38 million in sales in 2016. With a plant manager, three other employees, an outside sales force and a technical representative, Filtrexx manufactures its products in its spacious location on Automall Parkway. The company has ample room to expand its operations, which also include the manufacturing and installation of StormEx Catch Basin Filters and their Living Walls. For the Living Walls, they use a composted growing material which they also use for streambank and shoreline restoration. Filtrexx’s living walls are

growing enclosures with racks of plants and are equipped with hoses for watering. These easyto-maintain structures, which add an instant greenspace for homes or offices, cost $100 per square foot. A four-foot-by-eightfoot display model in Filtrexx’s office would cost $3,200. Filtrexx will install whichever plant the customer the desires to grow in the Living Wall. Filtrexx is donating a living wall for the Gilroy Chamber of Commerce’s office. More business news Gilroy is opening its first

Students learn to rock job interviews BOOT CAMP FOR JOB SKILLS AIDS STUDENTS AT GILROY, CHRISTOPHER HIGH SCHOOLS Bryce Stoepfel Reporter
Brad Kava
SHAKE LESSON Students at Christopher and Gilroy high schools took seminars in how to shake hands,
how to dress and how to be careful on social media at an event sponsored by the Chamber of Commerce and GUSD called ‘Rock the Mock.’ Then, they did mock job interviews.
important to be able to help them gain experience and get other the nerves that go with interviewing. A lot are not sure of what to do, but when they get into it they know we won’t bite their heads off, so they can relax.” The importance of good interviewing skills will become imperative as students prepare for college entrance interviews or to help prepare them for upcoming part-time jobs. For Mendoza, the experience has made her feel much more confident as she prepares for her future. “I have much more confidence now and I feel much more prepared,”
Bryce Stoepfel
Remember that feeling heading into your first job interview? The panic? Dread? The confusion and uncertainty? Did you have any idea what you were doing? If so, you’re like millions of Americans who stumble into job interviews. To help prepare for this critical skill, the Gilroy Chamber of Commerce and the Gilroy Unified School District organized “Rock the Mock,” an interview preparation boot camp for students held at Christopher High on Thursday and Gilroy High on Friday. On Thursday at Christopher, about two dozen Gilroy professionals met to volunteer their time and expertise to conduct 30-minute mock interviews with students with prepared questions designed to mimic real life interview scenarios. The students began their day with job training workshops which included and a short handshake how-to, instructed by John Hennelly the Chief Administrative Officer at St. Louise Regional Hospital, a lesson regarding social media, how to dress for success and how to be prepared for interviews.
For many students, Rock the Mock was their first job interview. Some were a bit more experienced, having worked part time jobs, but the experience helped to expand on how to properly interview and it helped to illuminate what to expect. “It was great,” said Giselle Mendoza, 18, a senior at Christopher. “I now have a new perspective and I learned there's a lot of different things I can do.” Rock the Mock was started to address concerns from the business community about how many students weren’t prepared to enter the job market and that many had no idea how to conduct an interview. Now in its fourth year, this program was inspired by a similar program that was being used by the Morgan Hill Unified School District. At the close of each interview, students spent five minutes with their interviewers to give feedback on what went well and what didn’t during their interviews. “I learned a lot of things that I wished I would have known before,” Mendoza, who currently works at In-N-Out Burger, said. “I think more freshmen and sophomores should do this.” Former Gilroy City Council Member Terri Aulman served as one of the volunteers. This Rock the Mock was her fourth in as many years. “I thought it was very well done,” Aulman said. “I love interacting with students and I think it’s

OPINION LETTERS Help fill the tanks of people in need
Gilroyans? What should we call people who live in Gilroy?
N
ot a week goes by that someone doesn’t complain about our use of the word Gilroyans to describe the people who live in Gilroy. Yeah, it’s not a word that most people would use in conversation, but newspaper writers need abbreviations to fit into headlines and simplify the language. We can’t say people who live in Gilroy or Gilroy residents every time we talk about people here. Thus, the shortening. “It sounds like people from another planet,” wrote one critic. “Can’t you find a better word?” asked another. “That’s not a real word,” said a third. New Yorkers, that sounds right. Californians, the same. But what do you do with people from Gilroy, Morgan Hill or Hollister? We threw it out to readers on our Facebook page for suggestions and comments. “It appears the people who are originally not from Gilroy are the ones who complain the most about everything in Gilroy. Stick with Gilroyans. If they don’t like it... too bad,” wrote Al Castro. “I see nothing wrong with being called a Gilroyan, I’ve been one for 30+ years now and it’s never been an issue. What do the people who complain about the name suggest instead??” said Stacey Silkwood Aviles. David Alameida had some much appreciated suggestions: “ I’ve never heard any demonym other than Gilroyan. Sounds fine to me. No idea what other nearby citizens call themselves but here’s what i come up with off the top of my head: -Morgan Hillers -San Martinians -Salinites -Watsonvillains -Hollistonians What we really need is a good demonym to describe a resident of the SF Bay Area. Bay Arean sounds really awkward, especially if you’re white.” Ow, but love the creativity.
We imagine we’d hear some real complaints if we followed Adam Hollman’s suggestions: “Gilroidians, Hoe-villians, and Morgan Hill Billians.” Richard Place has a by-the-book suggestion: “Hollister resident, Gilroy resident and Morgan Hill resident. Scrap abbreviations and read up on manners.” Paul Welka is thinking out of the box: “Rename Gilroy to what it was originally: Pleasant Valley. Refer to someone who lives there as a resident of Pleasant Valley.”
Hollister resident, Gilroy resident and Morgan Hill resident. Scrap abbreviations and read up on manners. “Garlic heads and mushroom heads,” suggests Miley Arellano. “Gilroyans is perfect—Morganhillians works!” says Carmen Marcela Ramos. Bada bing from Brent Jenkins: “I call people from Morgan Hill ‘Yuppies’.” Morgan Hill took another sling and arrow from Diane Kannely Britt: “Hollisterites and morgan hillbillies oh sorry Morgan Hillians.” John Alan Kroeger shows some local pride: “As a 5th generation GILROYAN, I don't see the problem..... it's what I've heard my whole life.” “I transplanted here 15 years ago and I am a proud Gilroyan!,” said Jan Bernstein Chargin, who seems like she’s lived here forever, with all of her local activities. “Hey people who live in Santa Clara are Santa Clarans I have no problem with being a Gilroyan, have lived here most of my life,” wrote Mary Jacinta Silva.

I went to fill my gas tank and was struck with sadness, knowing that the sudden increase in prices from the new gas tax will be devastating for children with cancer and their families. It’s already exhausting and expensive for parents to drive a child with cancer back and forth to treatment in Palo Alto and San Francisco. These price hikes make it even harder. Right now, Jacob’s Heart is providing comprehensive support to 327 children and 1,418 of their family members. Because of lost wages from caring for a seriously ill child, the majority is living at or below the poverty level. As the holidays approach, let's do something extraordinary. Let's fill each family's gas tank and provide rides for families who don't own a reliable vehicle. Together, let's make sure every child gets to treatment, and no one misses a medical appointment. Here's what you can do: Make a donation and we’ll give a pre-paid gas card directly to a family. (We give gas cards of $25 and $50 and provide rides to treatment for families without a reliable vehicle.) Next time you go to the gas station, remember a child with cancer and purchase pre-paid gas cards. Deliver or mail the cards to the Jacob's Heart Family Center: 680 West Beach Street, Watsonville CA 95076, and we'll get them directly to families. Go online and purchase a pre-paid gas card. Send it to us either online or by mail. (If you use Amazon, remember to go to Amazon Smiles and select Jacob’s Heart. Hint: Safeway gift cards can be used for either gas or groceries.) When your tank is empty and gas prices are up, getting a child with cancer to treatment is even more difficult. We can help! Let’s fill tanks with gas...and love. Thank you, Lori Butterworth Founder and Executive Director
Deficit? What deficit? Back when Obama was president, Republicans complained about the deficit. The question was always, "How are we going to pay for it?" But now we have a Republican president who wants a huge tax cut for the rich that will raise the deficit trillions of dollars and no one is talking about the deficit anymore. When it comes to the super rich getting what they want the rules are different. Marc Perkel Gilroy
A Salute to Veterans Since the election last November, Americans are experiencing, with more frequency, encounters with people who have extremely different opinions from their own. However, when it comes to the men and women who valiantly serve our country, there is rarely disagreement that they deserve our support for the sacrifices they and their loved ones make to defend our country and the principles on which it was built. It is more important than ever that we stand steadfast as a nation to support military personnel during and after their service, and it was almost 100 years ago this November, in 1918, when the events of World War I provided the basis for what is now known as Veterans Day. Noting the 11th hour on the 11th day of the 11th month, an agreement to cease fire was declared between the Allied nations and Germany in Compiegne, France, bringing to an end the Great War. Originally known as Armistice Day in recognition of this interruption in the war, the observance was formally declared a federal holiday in the United States in 1938. Extending the holiday to honor all military men and women after World War II and the Korean War, it was officially renamed Veterans Day in 1954. As we celebrate Veterans Day this year, I hope you will join me and express gratitude to our service women and men who dedicate themselves on our behalf to protect our great country. It is because of our confidence in them that we live without the fear of invasion or harm to our families as we go about our daily lives. To all of you who serve, you have my thanks and appreciation. I salute you and hope you stay safe. Bill Monning State Senator

and distribution centers have eyed the valley for growth, according to organizers. “Most of these efforts have been thwarted, but the valley is still under threat,” according to CGF. “The Moore Foundation grants are far-reaching in helping to achieve a strong conservation outcome.” The Moore Foundation’s Environmental Conservation Program “balances long-term conservation with sustainable use” in an effort to “protect critical ecosystems.” The program has distributed nearly $1.4 billion across 1,125 grants. A large contingent of conservationists kicked off a campaign Nov. 2 to permanently preserve Coyote Valley—which serves as a buffer of open space between Morgan Hill and San Jose—from the threat of future development. Backed by an environmental conservation grant from the Gordon and Betty Moore Foundation, a coalition led by the Committee for Green Foothills and Greenbelt Alliance has set out to defend Coyote
Valley’s natural resources, including flood control, wildlife habitat and rich farmland. “We are on a mission to save Coyote Valley from sprawling development,” said Megan Medeiros, executive director of CGF. “We know San Jose and Silicon Valley residents are with us. We’re very grateful to the Moore Foundation for their support in helping us to mobilize action to preserve this remarkable place.” Located within the southern reaches of San Jose down to the northernmost parts of Morgan Hill, Coyote Valley has been targeted for the expansion of the City of San Jose since the 1970s. L
eanore May Vlastelica, known to most of us as Lea (pronounced Lee), passed on October 26, 2017 in San Jose, California. Lea passed, as she lived, in accordance with her wishes and without prolonged illness or pain. Lea has lived in Gilroy, CA for the past four years, though she spent over 50 years in San Jose, CA, as well as ten years in San Luis Obispo, CA.
Lea, the widow of Ronald Vlastelica for 44 years and life partner of Stan Zafaran for 19 years, was the loving mother of five children, ten grandchildren, eleven great grandchildren, and three great-great grandchildren. Lea was born as Leanore May Russell in Goodyear, Arizona as the eldest of two daughters of Darce and Nellie (Brown) Russell. She spent her first 13 years between Arizona and the greater Salinas area. She attended both San Jose High School as well as San Jose State University (College) Lea was a committed citizen of the world and was very active in a wealth of efforts and charities. These commitments ranged from building St John Vianney’s school and parish, to driving the creation of Happy Hollow Park, the education and awareness program for the Happy Hollow Zoo, and her many years in running the San Jose State Foreign Student House. She gave of herself to all those she knew. Lea was also an avid life-long learner. Lea never stopped loving to read, discussing those books, and traveling the world to learn, experience and understand new things. Lea was a firm believer in making the world a better place, through both actions and funding (time and/or money) of those organizations that improved the quality of life for both people and animals. Her insights, passion for all living animals, protection of our environment and world, generosity to countless charities to improve Native Americans, disadvantaged women and children will be sorely missed. In her memory, if you wish to offer donations versus flowers, please do so towards one of her favorite charities: WorldWildlife Fund, SouthWest Indian Council, or Ocean Conservatory. The family thanks you in advance for your contributions. Ron, Lynn, Rich, Greg and Linda Vlastelia. Online condolences at www.habingfamilyfuneralhome.com

It’s proven that drivers speed up between stop signs if the stop signs are placed there only to control speed.
Council votes to slow growth until general plan is done CITY PLANS COULD BOOST SMALL UNITS By Bryce Stoepfel Reporter
Gilroy put the brakes on growth Monday when the City Council voted to stop issuing building exemptions until after it finishes writing the general plan, which will outline how the city should look in the future. “People are upset about the rapid pace of growth and I hope I have taken a small step to slow down the growth in Gilroy,” said Mayor Roland Velasco. “Residents are upset about the traffic and the impact on our schools. It's a quality of life issue. Once the general plan is completed, we can have a conversation on the overall growth rate in Gilroy.” Building exemptions are required for any residential construction project larger than four units. The council voted 5-2 to quash exemptions and slow development. Councilmembers Peter Leroe-Muñoz and Fred Tovar voted in favor of extending the exemption and allowing continuing development. “We are under tremendous pressure to keep building from developers and the state to meet the housing needs in the Bay Area,” wrote Mayor Roland Velasco on Facebook Tuesday. “We need to stop now and allow the city to complete the general plan. Then we can have a debate about future housing growth. It's a small victory but a step in the right direction.” The general plan is expected to be finished in 18 months.
“There are hundreds of housing permits already allocated and in process of being built, now is the time to pause and take a breath,” Councilmember Cat Tucker said. “There is no need to extend the RDO (Residential Development Ordinance) for another two years.” Councilmember Leroe-Muñoz believed it would have been wise to wait until the general plan was completed before the city made a final decision whether to extend or decline the RDO. In other growth issues, the council voted 4-3 to instruct city staff to prepare an ordinance that would allow accessory dwelling units—known as Granny Units—up to 600w square feet with the provision that the owner of the property lives in one of the units on the property. Councilmembers Cat Tucker, Peter Leroe-Muñoz and Fred Tovar voted against the ordinance. Councilmember Tucker was supportive of accessory dwelling units but believes the 600-square-foot restriction is inadequate to keep up with building costs. “I agreed with the planning commission's recommendation of 800 square feet,” Tucker said. “Staff wanted 600 square feet which I think is too small. The cost to build is high, so I think bigger is necessary.” Councilmember Leroe-Muñoz also agreed that a 600-square-foot restriction would not adequately address the city’s growing need for housing. “A lot of the people with accessory dwelling units are growing families,” Leroe-Muñoz said. “Recognizing the reality of the housing need in Gilroy, the 600-square-foot
limitation is too small.” Following changing state laws about the regulation of accessory dwelling units, commonly known as granny units elsewhere, city staff presented changes to the city code that would pertain to parking, size of the units, sewage and water connections and the approval for the building of the accessory dwelling units. The new law also allows for accessory dwelling units to be half as large as the main dwelling unit with a limit of 1200 square feet. “This is an opportunity to create an accessory dwelling unit section that is more comprehensive, inclusive and in compliance with the new state laws,” said city planner Sue O'Strander. Currently, the City of Gilroy limits accessory dwelling units to 600 square feet, with 12-foot ceilings, with one bedroom with one parking spot. By amending the city’s current standard for the size of accessory dwelling units, the city stays in compliance with state law while further solidifying its current standards. Homeowner who wish to add an accessory dwelling unit need to obtain approval from the city. This changed with the passage of Assembly Bill 2299 and Senate Bill 1069, which eased regulations to alleviate a statewide shortage of housing. “One thing to keep in mind is that we don’t collect impact fees for dwellings under 600 square feet,” O'Strander said. “For a new accessory dwelling unit, that could range from $34,000 to $48,000 depending on whether it’s on a flatland plot or a hillside plot.”
Dear Red Phone, The intersection of Wagon Way and Lone Deer Corner is one car-too-close away from an accident. Cars travelling north on Lone Deer mostly will turn left on Wagon, and they will often short the corner. Those driving eastbound on Wagon are likely to encounter a car on their side of the road. I've nearly Call (408) 842-9070 been hit head on three or four times, or at or email redphone@ least close calls. Often the other driver looks gilroydispatch.com. at me like, "Yeah, what's your problem?” Well, my problem is that we drive on the right side of the road here in Gilroy! When I'm making that left onto Wagon, I make sure I swing way out, so that I can continue on the right side of the road on Wagon. Which is why we need a roundabout there. At least a "mini-roundabout"!
T
hank you, good caller, for alerting us to this Wild West of an intersection where those following the traffic rules may be jeopardizing their lives. Red Phone checked in with Michael Fisher, our interim city transportation engineer at the city of Gilroy to see what can be done. Fisher was quick to sympathize, saying that some people are in a hurry to get home or to go to work and often speed through intersections and cut corners when making turns. "Roundabouts, like the new ones installed on Santa Teresa, are huge capital investments costing thousands of dollars and won't be a practical solution," explained Fisher. "If speeding is the root of the problem we may be able to consider one of several options: 1) Enforcement (meaning traffic cops), 2) Hardscape (a small, concrete traffic circle) or 3) Street striping (to help drivers stay on their side of the road). Readers should note that we do not have a precedent for option #2, and solutions such as this would need to be vetted through our final traffic calming policy which is still in-progress of being completed.”
Good caller, it turns out that not only is your question important, it is also very timely. The City Council studied the traffic problems Monday (see page one story) and is working on solutions to be followed up in its next meeting. Fisher drove out to Wagon Way and Lone Deer Corner to meet with our good caller and assessed the situation. Here is what Fisher concluded: “We’d like to try adding striping to this corner to see if this will help keep drivers in their lane. We are planning to send a striping crew out sometime after the November 13 council meeting, hopefully within a few weeks of that time. The city already has some high priority striping projects on the schedule that need to be done first but since the corner of Wagon Way and Lone Deer is a small project, will do our best to fit it in. Our good caller will be glad to have this corner improved with the striping. “Although this job is ‘small’, I hope that this corner can become the next priority in order to prevent a serious accident from happening."

Finally Open The Longhouse Restaurant, one of Gilroy’s oldest and most popular joints, finally reopened last week, 16 months after it suffered serious fire damage. Owner Danny Maroudas and his daughter, Christina Smith, are hands on in the kitchen and front of the house. Not only is it a diner, but it has a bar in back that hosts parties. Maroudas has owned the place at 8195 Monterey St. since 1977.
NOT SO FAST The Gilroy Planning Commision pushes back on a recommendation by city staff to forbid commercial marijuana sales in Gilroy. Many asked, “why not?”
Planning Commission favors cannabis sales ADVISORY GROUP SUGGESTS KEEPING POTENTIAL INCOME By Bryce Stoepfel Reporter
The Gilroy Planning Commision bucked the city staff ’s recommendation and opened the door to possible recreational cannabis sales in Gilroy. In a 5-1 vote on Nov. 2, with Tom Fischer voting against it, the commission decided not to strengthen
anti-marijuana laws before the state legalizes the herb, classified federally as an illegal drug, Jan. 1. "The people have voted," said Commissioner Sue Rodriguez, in reference to the passage of Proposition 64 in November, which was supported by 56 percent of voters. "I would be more comfortable making this a ballot issue." Citing the potential of tax revenue, members of the Planning Commision, which is an advisory board, were unwilling to forego what
many believed to be a financial windfall. Planning Commission Vice Chair Rebeca Armendariz noted that a majority of Gilroyans voted for Proposition 64. "It was approved by every single precinct in our city," Armendariz said. "I think it makes much for sense to tax and regulate this rather than banning it. We can vote to move forward and not go backward to the days of Reefer Madness. I think it would be a much better idea for law enforcement to focus on opioids and methamphetamine."

Pink Mystery In its first week open, there was a strange sight at the Longhouse Restaurant, a pink child’s car parked as if it was full-sized. Employees finally moved it, when no child came out to claim it.

GILROY DISPATCH

Library offers bike repair stations ➝ Bike, 1
“I wish I knew,” said Hilton when asked when the new bike racks would be installed. “We’re done with the traffic and bike plan; it’s finished. It needs to be presented to the city council to get their input, so it's not finalized. The Bicycle and Pedestrian Commission and the Downtown Business Association has approved it and it's gone through city planning.” The racks, designed by Dero Bike Racks, are to be customized and have been supported by Gary Walton of the Gilroy Downtown Business Association. John Buchanan, who was one of the main drivers behind the Downtown Paseo Project, designed the bike corral at the Gilroy Public Library and suggested Dero for the project. Walton, has pledged to donate a Dero Fixit Station, like the one that was recently installed at the Gilroy Public Library, to downtown Gilroy. The station, sturdily bolted into the ground, has all the tools needed to fix a bike and a pump for flat-tire repairs. Another priority for the Bicycle and Pedestrian Commission is to promote safety. For Hilton, aside from 1st Street, which he sees a being very dangerous until its repaved, Gilroy is a safe place for bicyclist.
Brad Kava
“It’s not like a ‘Mother, may I’ situation with the commissions,” Hilton said. If the commissions want to come up with their own plans and strategic goals, they can, they're allowed to and our bike commission is a perfect example.” Many of the commissions and boards are having difficulty meeting quorums. Aside from training on how to operate under the Brown Act, which guarantees the public's right to participate in government business, there is no additional training. For Hilton, his first year on the commission has been like a self-taught City Government 101 class. Hilton, by his own initiative, wrote the bike rack proposal for the city without being asked. Among the Bicycle Commission's challenges, working with the city has been hindered by a lack of available staff. In a document crafted by the Bike Commission that planned the installation of ten bike racks in the downtown, the total cost of approximately $7,500 was being offset by a $10,000 grant discovered by the commission. The commission offered to assist interim City Traffic Engineer Michael Fisher to write the grant, but the proposal was rejected by Kristi Abrams because city staff can only work on grants of at least $100,000.
FIX-IT Gilroy’s new fix-it station has a pump, tools, a stand to work on your bike and a QR link to videos to help you fix your two-wheeled vehicles. “I don’t feel uncomfortable in any part of the city, especially downtown,” Hilton said of the sharrows in town, which are street markings that indicate that indicate where bikes should travel. “Most of the streets are narrow enough that I’ll ride right down the center of the street and feel comfortable. You’ll be seeing more sharrows in town. Each time they redo the pavement, you'll see fresh striping.”
Despite these difficulties, Hilton feels that it's important to align the Bike Commission’s goals with those of the city. “With all three of those priorities, we listed what our strategic goals were and how they lined up with the goals of the city,” said Hilton, who would like to see the Bicycle and Pedestrian Commission's goals align with the city’s.
As of today there are 60 spots for bicycle parking downtown, but the Bicycle Commission has plans to bump that number up to almost 300 parking spots. The bike racks are designed to be flexible and will be able to be moved depending on where the greatest needs are. “Most of the time when you’re going to ride your bike to town, you’re going to stay there,” Hilton said.
Gilroy streets feel like dangerous racetracks ➝ Traffic Calming, 1
Those include more police patrols, speed humps, educational programs or a Neighborhood Speed Watch Program where citizens would be trained how to use speed guns among other measures to reduce traffic. But not stop signs. “The California Manual of Uniform Traffic Control specifically mandates that stop signs cannot be
used to mitigate traffic,” Black said. “That’s because unwarranted signs create other problems. It’s proven that drivers speed up between stop signs if the stop signs are placed there only to control speed.” The three main criteria the city will examine when determining calming traffic needs are speed, the volume of cars and if there have been five or more preventable accidents at the site within three years
Black also laid out the process a citizen would need to follow to initiate a traffic study in their neighborhood. It would start with a formal request to the city followed by a neighborhood petition. The city would follow that with the collection of traffic data and city staff would determine what traffic mitigation the neighborhood should receive. To resolve issues the city
would hold meetings with the neighborhood to explore what would need to be done. Once the neighborhood in question is satisfied, a final decision would need to be decided by the city council and a trial or permanent solution would be implemented. For these solutions to work, there would need to be broad support within affected neighborhoods.
“We’re suggesting the level of support 60 percent of the neighborhood voting area and 100 percent approval of property owners with 100 percent of the proposed implementation device location,” Black said. “That’s very important because if nobody on the street wants speed humps on the street, we can’t do it. We can’t force something on anyone.”

SPORTS SHORTS Christopher ready for playoffs Christopher’s Ben Sanford threw for 238 yards and a touchdown in a 21-0 win over Monterey to officially bring its regular season to an end. The Cougars hold an 8-2 record and were 4-2 in Pacific Division play. The Cougars will now await their playoff seedings that could draw a home game next week to start the Division IV playoffs. Games across the Central Coast Section still have to play out and there are plenty of points still to be earned that could still upend the projected seedings. The Cougars will likely earn a No. 4 seed assuming nothing crazy happens in the final week. Branham will likely surpass Christopher for the No. 3 seed with a win on Thursday. Cupertino is 2.67 points back of Christopher to potentially drop the Cougars to a five seed, but the points might not be there to officially overtake Christopher. The playoffs seeds will be announced Sunday. Gilroy field hockey The Gilroy field hockey team advanced to the semifinals of the Central Coast Section playoffs with a 1-0 win over Los Altos thanks to a goal from Audrey Larson in the 11th minute. The Mustangs advanced to play Mitty Wednesday. The Monarchs handed Gilroy its only loss this season. The game was played after deadline for the paper. Follow what happened at gilroydispatch.com.
ON THE RISE Gilroy raises its helmets before the start of a game from ealier this year. The Mustangs are on the verge
of a perfect season, needing to defeat Watsonville to finish 10-0 heading into the Central Coast Section playoffs.
GILROY ON VERGE OF NO LOSS SEASON History could be in the making for Gilroy Thursday night in Watsonville as a perfect regular season is on the line against the Wildcatz. The Mustangs are 9-0 for the first time going back to at least 2000. With a 42-6 win over North Monterey County last week, Gilroy surpassed the
2008 mark of eight wins in a row to start a season. In the game, Brandon Weiler had three touchdown passes, two going to Braulio Rodriguez. Max Pierce, Christian Rodriguez, Joseph Barnes and Parker Wong all had touchdowns in the win as the Mustangs breezed by the Condors. The win secured a Pacific Division championship as Gilroy is assured to finish with no worse than a tie with Alisal. Because the Mustangs own the headto-head with Alisal, Gilroy will own the tiebreaker for the top seed in the division.
There’s a lot of questions that have yet to be answered for Gilroy beyond whether the Mustangs can finish with a perfect season. The Mustangs are gunning for a top seed in the Central Coast Section playoffs, which they will likely secure with a win over Watsonville. Out of Gilroy’s hands is whether the Mustangs will appear in the Division V or Division IV playoffs. The Mustangs are in a limbo zone between the two divisions and it will largely depend on who emerges from the Blossom
Valley Athletic LeagueSanta Teresa Division. On top of that, Santa Cruz upsetting St. FrancisWatsonville throws a wrench into the Division V playoff picture and helped to bump Gilroy up to Division IV, according to Prep2prep.com Standing in Gilroy’s way is a Watsonville team that is 6-3 overall, but has taken its lumps in league play, falling to Alisal and Christopher. The game is a make up when smoke forced the postponement from Oct. 13, pushing it back to this week. When things are rolling well for Watsonville,
things go well. The Wildcatz score 32.7 points per game in their wins. However, they are held to seven points per game in losses. Watsonville is coming off of a rivalry win over Pajaro Valley and is on the outside looking in for the playoffs. Gilroy is going to need to be careful it doesn’t allow the Wildcatz to get momentum as their season is on the line in the game, with a loss likely ending Watsonville’s season. Kickoff is scheduled for 7:30pm in Watsonville. Playoff seedings will be announced Sunday.
MEN’S BASKETBALL
High hopes for Gavilan Emanuel Lee Staff Writer
The lifeblood for any college sports program starts with recruiting strong talent—preferably talented individuals who happen to be high character players as well. First-year Gavilan College men’s basketball coach Dallas Jensen seemingly has the pieces in place to turn around a Gavilan program that has been a non-factor in the California Community College scene for decades. Case in point: the Rams went 3-1 in the NorCal Jamboree in late September, an early season preview showcase. Although the preseason Jamborees aren’t a tried and true predictor of in-season success, they do give a glimpse into the potential of a team. And that’s where devoted community
college hoops followers seem to be high on the Rams, who finished 4-20 overall and 1-11 in the Coast South Conference last season. Gavilan, which opens the season on Thursday in the San Jose City Tip-Off Classic tournament, has a nice blend of talent, with players who have prepped locally along with from out of state. Ja-Mont Wilson, a 6-foot-8, 230-pound sophomore post, will be an absolute load for opposing teams to handle down low. A transfer from Division II program Cal State East Bay in Hayward, Wilson is trying to regain the form he showed before a meniscus tear forced him to take a medical redshirt season two years ago at Cal State East Bay. Jensen said Wilson is drawing a lot of interest
from four-year schools, because of his ability to run the floor, rebound, block shots and score on the low block. Jensen is excited because in Wilson the Rams have a legitimate big man who has the potential to dominate a game. “Ja-Mont is a mismatch when he gets the ball 1-on-1,” Jensen said. “He got coached up well at Cal State East Bay, so if there is a double or triple team, he’s very efficient at finding the open man. He rebounds everything in sight and alters a lot of shots. He’ll be a force on both ends of the floor.” Gavilan has plenty of height on its roster, with former Christopher High standouts Takoda and Xander Bowers as part of a talented front court. The brothers complement each
other well on the court, bringing different skill sets to the squad. Takoda, a 6-6 sophomore forward, brings grit, toughness and great decision-making. “Takoda has been awesome,” Jensen said. “He can stretch the floor and knock down perimeter jumpers and the 3 (point) ball, and he’s always doing the right things on the floor.” Xander, a 6-7 freshman forward, is one of the most athletic players on the team, able to run the floor and beat opponents to the ball or to a spot. Jensen said he’s proud of Xander’s improved mental focus and work ethic, because the talent has always been there. “Xander is going to help us in a variety of ways,” Jensen said. “Seeing how he develops and the potential he has, it’s going
to be exciting if he stays focused.” In 6-6 sophomore forward Ken Modica and 6-3 wing Stephen Williams, Gavilan has a pair of experienced and older—literally—players. Jensen said Modica and Williams are both “23 or 24,” and the most successful teams at the community college level usually have players like Modica and Williams on their roster. Williams played at San Jose City four years ago, and is back and perhaps better than ever. Jensen said Williams is an extension of himself on the floor, a player who knows what the coach is trying to accomplish and relaying that message to his teammates. Read more at gilroydispatch.com

WATER POLO
Future bright for Stangs water polo despite loss aptos—Gilroy saw its stellar season come to an unfortunate end as the Mustangs bowed out of the Central Coast Section Division II playoffs with a 14-5 loss to Sobrato. Gilroy finishes the season 18-5 overall after sweeping the Pacific Division. Coach Doug Pickford said it wasn’t so much an end but another step in the process to bring Gilroy water polo to the forefront. “They learned how to play the game and got themselves in great shape,” Pickford said. “Arguably, for the competition that they play at, they did absolutely spectacular. There are levels above where we’re able
to play at this point. ... It makes it hard to really compete at that level. This is not the end of Gilroy for sure. The assent of this group and the boys too.” Pickford pointed out that his top three scorers have more than 200 goals between them. The Mustangs fell behind early, going down 5-0 in the first quarter. Pickford was forced to call timeout within the first minute after Sobrato’s Helena Batey scored two quick goals. The Mustangs went down 7-0 in the second quarter before Erika Cates scored two goals to get Gilroy back to within five. But on the other end, Batey scored her hat trick
with two goals to start the quarter and scored her fifth in the frame as Sobrato took control at the half with a 10-2 margin. Things evened out in the second half as Gilroy limited Sobrato to four goals. Katelyn Brolin scored two goals in the second half to match Cates’. Dillania Barnett added a goal in the fourth quarter. Gilroy will get after it next season, but will have to do so without the three leading scorers in Brolin, Cates and Ashley Harding who are all graduating after this year. But the Mustangs will return two juniors, including the backup goal keeper. Plus Gilroy will have three freshmen returning along with a sophomore.
Christopher’s playoff win drought will continue until at least next season. The Cougars fell 24-26, 25-20, 25-19, 27-25 to San Mateo to bow out of the first round of the Central Coast Section volleyball playoffs for the fifth straight time. CHS finishes the season 14-18 overall and 4-8 in the Gabilan Division after falling to the Bearcats. The good news for the Cougars is how much experience some young players received Wednesday night. Christopher had nine underclassmen in its lineup for the Central Coast Section Division II playoff opener. “They fought hard, they played their game, and they showed up. The score just didn’t go our way tonight,” said assistant coach Ramon Rodriguez filling in for Brian Calimpong, who had to be out of town Wednesday night. “Sometimes that’s just what happens in this sport. I’m super proud. We built up to this moment and we did the best we could and I couldn’t be more proud of them.” Two of the Cougars biggest hitters against San Mateo are both sophomores, including standout Maya Tabron who had 10 kills, four blocks and two aces. Teammate Allison Duross also had 10 kills, three blocks and two aces. The problem was Christopher’s dynamic duo
couldn’t match the attack of San Mateo’s big three. Emily Savage had 19 kills, seven blocks and four aces. She was followed by Alexa Carreon who had nine kills and four blocks and Lexus Kato-Lagumbay had seven kills and six aces. Those three proved deadly as Christopher was on the cusp of breaking loose in all four of the sets before Savage, Carreon and KatoLagumbay got going. “To their credit, they had a lot of beasts out there. It wasn’t just one person running the show,” Rodriguez said. “They had a lot of different girls that did a lot of mixing it up and kind of throwing us off a little bit. I didn’t notice one person; I noticed quite a few.” The Cougars survived the initial barrage from the Bearcats in the opening game, overcoming an 8-0 scoring run late in the first set. Christopher led 17-13 in the opener after going on an 11-2 scoring run on the back of three Tabron kills, a Duross ace and a kill from Sydney Ogden. But the Bearcats rode the serving of KatoLagumbay who had three aces in the stretch. The Cougars rebounded with a 9-3 run capped with Amanda Catanzaro scoring an ace for the final point. It looked like Christopher would keep the momentum rolling, going up 4-1 early and 11-9 midway through the match.
San Mateo stole back the lead, going up 14-11 behind two kills from Kato-Lagumbay before Christopher went on a 9-4 scoring run. However, after taking a 20-18 lead, the Cougars couldn’t break the Bearcats’ serve. San Mateo’s Melody Shao served the Bearcats to a 7-0 scoring run to close out the set and tie the match at one. The third set proved to be Christopher’s worst, but even then, the Cougars had opportunities. Despite an early deficit, the Cougars forced San Mateo into mistakes and eventually tied the set at 12-all. But from that point, San Mateo out scored the Bearcats 13-7 the rest of the way, including two aces from Kato-Lagumbay, an ace from Savage to go with three kills. The Cougars went down fighting in the fourth set, taking a quick 10-4 lead behind the serving of Jackie Patane who had two aces, along with an ace and a block from Duross. But Savage led San Mateo on a 6-0 scoring run behind two aces. “A seven point lead, a five point lead, that’s a small gap. It’s pretty easy for a lot of teams to come back and it’s easy for teams to give up points,” Rodriguez said. “Yeah I was bummed, because seven points that’s a good lead. But when they came back I was like, OK, now we’ve got to play our game.” Read the full version at gilroydispatch.com

WATER POLO
Cougars end historic season at CCS Cheeto Barrera Sports Editor
But the Cougars didn’t let the deficit get to them. Christopher limited Los Altos to just three goals in the second half, forcing the Eagles into 12 turnovers in the second half. “Sometimes when you haven’t played a team before, you have to learn what their strong suits are and adapt. It took us a little while to adapt, but then we came back, played some good defense and put some goals on the board, so it was a good turnaround for at least the second half.” Chloe Kerzenknabe broke up the shutout with a goal to kickoff the third quarter. On the other end, however, turnovers plagued Christopher, who had 19 for the first half and 10 more in the second.
Cheeto Barrera
los altos—Sierra Ceballos literally came running to the Christopher girls water polo playoff game at Los Altos on Saturday. Ceballos came straight from her SATs to play in the game, arriving just minutes before warmups concluded. She responded with a hat trick for the Cougars, scoring three goals in the fourth quarter, but ultimately it wasn’t enough as Christopher bowed out of the Central Coast Section Division 1 playoffs with a 12-4 loss. Coach Kelly Coleman said the season really came down to how special the entire team was. “She was great and she’s a special player, but it’s the whole team that comes
together to make the three goals go in,” Coleman said. The Cougars finished 14-9 overall and 7-5 in Gabilan Division play to finish in third place and score a playoff berth for the first time in team history. “Last year we were last place in the league and this year we made third,” Coleman said. “The persevered through a lot of stuff and came together as a team, so I’m very proud. They did a good job.” Los Altos proved to be tough from the opening sprint. The Eagles went up 5-0 in the first and led 9-0 at the halftime break. Julia Santos had five goals in the first half and finished with eight for the game.
