The city council has extended the deadline for applying for boards and commissions into next year, after a record low number of people showed up to apply for the jobs last week. According to Mayor Roland Velasco, there has never been such a dearth of applicants for the various boards and commissions. “People are busy,” Velasco said. “Work, family and other commitments may prevent someone from applying. If you want to make Gilroy great, you have to participate.” He said Gilroy also has more committees than some other cities and that might be thinning the number of applicants. Bike and Pedestrian Commision Chairperson Zach Hilton offered another reason why participation levels are low. “It’s because it’s not a local election year,” Hilton said. “It’s also because some of the commissions and committees don’t do a good job sharing with the public who they are and what they do. They also don’t participate more publically with the city council. You can look at the city council website and see their minutes, but very few have a strategic plan where you can see

The newest employee at Gilroy’s Hilton Garden Inn never sleeps or eats. And with the opening of the latest Star Wars movie this week, he’s bound to have plenty of young fans. He’s a three-foot-high, 100pound robot named Archie, who delivers room service food and items to guests and he looks a lot like R2D2, only quieter. He navigates elevators and threads through guests walking around the halls or lobbies of the 137room, four-story building. Right now he delivers packaged products, but the plan is for him

to have cooked panini sandwiches before too long. “You can tell when kids are checked into a room,” said Mary Pastorini, the hotel’s director of sales and business development. “They keep calling and ordering stuff so they can see him get on the elevator. They love him.” Archie is the brainchild of a San Jose CEO, Steve Cousins, PhD, and other engineers from renowned robotics think tank, Willow Garage, who started the hotel robot company Savioke in 2013. The company calls the robots, Relay. The company’s founders came up with the name while gazing out a window at an oak tree, a “savvy oak,” which is how the name is pronounced. Savioke launched the first Relay pilot in August 2014 at the Aloft

Since 1982, the Gilroy Foundation has awarded over $7.4 million in grants and scholarships. Foundation grants have made a positive and powerful difference in every sphere of life in the Gilroy community: strengthening our schools, improving health, appreciating the arts, enhancing technology and protecting the environment. The 2018 Grant Cycle opens on Dec. 1 and closes on Jan. 31, 2018. All registered nonprofits, GUSD schools, and Gilroy City program are eligible to apply for a Gilroy Foundation grant that will serve the Gilroy community. To apply, download a current grant application, available at www.gilroyfoundation.org. Grant application, supporting documentation and copies must be submitted to the Foundation by posted mail, postmarked no later than Wednesday, Jan. 31. Organizations are notified of their status by the end of March. Grants are awarded at the Annual Meeting and Charitable Giving Program in April. When NFL dreams ended for Gilroy entrepreneur Benjamin Pope, 32, a new one began. He would help Gilroyans get food without leaving their homes or desks. “I was sitting on the couch rehabbing from an ACL injury last December and that’s when I came up with the idea,” Pope said. A year later, Gilroy GO, an Uber-like food-delivery service, was up and running. It hasn't been easy for the former semi-pro football player. “When you have a new startup, it’s not easy; you need to sacrifice a lot of time,” Pope said. “I didn’t have a summer. I didn’t have holidays. I was in my studio working on two laptops to get this done. I underestimated how much work it would take. In the next couple of years, I would like to find time to sit down.” For a $5 delivery fee, Gilroy Go delivers for Station 55 Authentic Mexican Food, A-Jay’s Cheese Steaks and First Street Coffee House. “We’ll deliver to everyone and everywhere in Gilroy,” Pope said. “It's the

first of its kind in Gilroy and I’m proud to be one of the few black business owners in town.” Indeed Pope has no time to relax, working three days a week as a nursing assistant as well as driving for both Uber and Lyft along with raising a 5-year old daughter. The dream is worth the work however and Pope is working to make Gilroy Go pop. “What makes Gilroy Go special is that you’re going to get your food fast, it’s going to be clean and it's going to be accurate,” Pope said. “It’s faster than GrubHub and we’re working to make Gilroy our own. Gilroy has never had something like this.” Pope spent a year, building a brand, the technology and running through hoops to get his business license from the city. After obtaining his business license, Gilroy Go has been delivering food for a month. With $3,000 in sales so far and three drivers, Pope’s young business is growing. “A logo can say a lot and I wanted everyone to know exactly what we do when they see ours,” Pope said of Gilroy Go’s logo, a sprinting bulb of garlic. The app, built on a platform by the German-based tech company Ordering.co is sleek and easy to use. “It costs $33 a minute to talk to them,” Pope said of building the app. “From January to December, I’ve

The family was raised in the Jehovah’s Witness faith, with which

Pope no longer identifies, and this led to family struggles. They grew up and went their separate ways, but have recently come back together in San Jose. Football was and remains one of the loves of Pope’s life. Between 2009 and 2016 Pope played defensive end, linebacker and running back and

coached for semi-pro football teams including the San Jose Hawks. While Pope still loves to talk football, a huge Raiders fan, his second ACL tear put his football career on the sideline. Fearsome on the gridiron, Pope works fulltime marketing Gilroy Go to local businesses. He works

Starting in January it will cost 50 cents more to take a Valley Transit Authority express bus one way, $20 more for a monthly pass and $220 more for a yearly express pass. But there’s some good news: Some youth fares will drop on buses and light rail. Single bus rides go from $1.75 to

$1; a day pass goes from $5 to $3 and a 12-month pass goes from $495 to $330. Light rail day fares will jump from $6 to $7 for adults and a monthly pass will go from $70 to $80. Youth light rail fares drop from $5 to $3 and a monthly pass drops from $45 to $30. Effective January 1, customers will get twohour fares that include free transfers by using

a Clipper card or VTA’s mobile fare app, EZfare. OPINION LETTERS Cannabis operation draws upon business, medical experience

Bicyclists and pedestrians made great strides in Gilroy this year

H

ere’s a year in review that all Gilroyans should be proud of. Our City of Gilroy Bicycle Pedestrian Commission has taken part in many aspects for change and advocacy. For the first time we created a Strategic Plan. It’s our guiding document and changes throughout the year. It allows new commissioners to come on board and get caught up before their first meeting. It’s a great tool for longterm sustainability for the commission and allows for transparency. We have created all our written documents you can see at http://www.cityofgilroy.org/280/ Bicycle-Pedestrian-Commission We collaborated with the Public Art Committee for bike racks and the Parks/Rec Commission for an outdoor BMX track, dirt and asphalt pump track. We participated in Santa Clara County’s “Let’s All Go to The Park” series, the Library Bike Fest and Fix-It Station and Silicon Valley Bicycle Coalition’s annual Bike to Work and Bike to School days. We participated in the budget process. We submitted our top three projects and aligned them with the city council’s top five strategic plan goals. The Artistic Bicycle Racks for Downtown were selected and the city will install four of them early next year throughout the downtown. Gary Walton, the President of the Gilroy Downtown Business Association, is donating a Bike Fix-It Station and Pinnacle Bank donated funds for an additional artistic bike racks in front of its bank. We will be doing some public outreach to collect funds for additional artistic bike racks. We have a monthly award. It’s a great way to interact with public, recognize those that strive to make Gilroy a better place in regards to Bike/Ped activities. We worked to ensure transportation projects include Complete Streets, which include bikes and pedestrians, and we believe, should be a way of life and not chosen just for specific projects. We have plans for the first on-street

bicycle corral, which could be planned for bike racks or a bike share program like LimeBike and Ford GoBike. We currently have 60 bicycle parking spots downtown and we could reach a total of 380. Safe Routes to School is close to our hearts. We participate in planning meetings, bike trains, and walking school buses, bike rodeos and Walk & Roll Wednesdays. We have asked the city staff to utilize us when providing staff reports on property developments with regards to Safe Routes to School and not solely rely on “how they will drive a car to school.”

We have a monthly award. It’s a great way to interact with public, recognize those that strive to make Gilroy a better place Gilroy will have Measure B funding for bike/ped education and encouragement of approximately $39,000 annually. We have started the conversation within the city departments and the school district to come together as one for the best ways to allocate these funds. We have remained focused on creating Gilroy as a walkable community. We worked with VTA to get 10th Street at the train tracks into the Pedestrian Access to Transit Plan. On sidewalk signs you’ll now see Bike Wrong Way for those bikes riding against traffic. We are the only city in the county that doesn’t have a green bike lane policy and implement green bike lanes. We are currently drafting one up for the city. Buffered bike lanes can be done with striping such as on Welburn Avenue and bikers can be protected when parked cars are moved out into the street and the bike lane is between the cars and the curb on busy streets. Other physical barriers can be used as well but it’s more cost effective to use parked cars.

The High Speed Rail project (HSR) is suffering delays, cost increases, and unmitigated damage to farmland, suburban and urban land values. The route from Gilroy to Merced passes through Pacheco Pass, requiring the construction of multiple tunnels at the cost estimated at up to $14,400,000,000 (that’s $14.4 billion). With wildfires burning, years of drought, crumbling infrastructure and increasing taxes to pay for it all, do we really need a HSR between the Bay Area and LA (that also passes through Merced, Fresno, Bakersfield.). Gilroy should listen to its voters The City of Gilroy public information office has contacted me regarding the results of the “Emergency Marijuana Ordinance” and the upcoming “Marijuana Ordinance” that goes into effect Jan 1 2018. The city council vote was unanimous on both measures 7-0 and 6-0 with Paul Kloecker being absent on the latter. Gilroy voters passed the State referendum 58 percent. off and whacks me in the back of the head.” A similar argument online, albeit non-physical, that ballooned into a series of altercations on the Gilroy Neighborhood Watch page on Facebook became a rallying point for the birth of Gilroy Pride, a group led by Freda Kogan, her daughter Rachel Kogan, Tanya Stumpf and Jean Batt, a Gilroyan who goes by Donny Mirassou when in drag. “Randomly someone on the Gilroy Neighborhood Watch asked if Gilroy was ready for pride and some of the responses were just disgusting,” Stumpf, an LGBTQ ally and married mother of two said of the group’s founding. “All I saw was Freda’s name over and over, saying ‘you’re wrong’, that ‘you don’t understand.’ In the end, she said, ‘let’s start a group.’” Rachel is a national honor student, a competitive choir member, soonto-be pre-med student who is still weighing which of 11 potential universities to choose. She, like Freda, is unafraid to speak up for what she believes, even when she must remind her mom that she can speak for herself. Like mother like daughter, they’ll let you know exactly what they think. Gilroy Pride’s formation came shortly after the reformation of a Gay-Straight Alliance at Christopher High which was supported by LGBTQ San Francisco, South County

Christopher High School student with a punky halfshaved head haircut. She’s also the president of the Christopher High, GayStraight Alliance and she won’t hesitate to stand up for what she thinks is right. She does it despite a long history of being bullied, culminating in being chased onto a sidewalk by a truck driving classmate. “We roasted the school board,” Rachel said speaking of a contentious school board meeting where she, Freda and other allies excoriated the Gilroy Unified School District for not adequtely defending LGBTQ students from bullying. “We each had two minutes to talk and we each went up there and went after them.” It wasn’t the first time that members of Gilroy Pride engaged in verbal spats with members of the community. At a Coffee With the Mayor in September, the group intended to introduce Gilroy Pride to the city but instead got into a fight over the treatment of the homeless population of Gilroy. “All we were saying is that just because someone doesn’t have a home that doesn’t mean they switch species,” Freda said of their interaction with Gilroyans during the Coffee With the Mayor meeting. “This lady behind us was getting into it with Rachel and I told her, ‘don’t get in arguments with ignorant people.’ So this lady just hauls

Holiday Parade. The sometimes controversial group got only love in its debut. District Attorney Johnny Gogo and the Gilroy Police Department. The group’s reformation became necessary as LGBTQ students at Christopher High became increasingly marginalized. “When I was a freshman at Christopher High the atmosphere was so accepting,” Rachel said. I didn’t come out myself; I was outed. I was so scared, but it was such an accepting community when I was a freshman. Over the years I saw it decline into a toxic and hateful atmosphere. I saw people that I knew put themselves back into the closet because they became more and

more afraid of what people thought of them.” The Christopher High Gay-Straight Alliance folded after Rachel’s freshman year due to lack of participation. Without the unifying presence of the club, many LGBTQ students became increasingly isolated. “It got worse to a point where I was the victim of three separate LGBTQ hate crimes and when that got out the toxicity at school only got worse,” Rachel said. “I said to myself that I had to do something before I left school before it got any worse.” Rachel did not have a

dramatic, made for television, coming out story. Rachel’s ‘mom, I think I like girls,’ announcement was met with, ‘I know.’ Rachel’s parents knew she was gay when she was 3-years-old, turning her revelation into a confirmation. Progress has slowed in recent years however and the path out of the closet for many LGBTQ teens has become fraught with difficulties. “People think that when teens come out as LGBTQ that being gay is the sole part of their being,” Rachel said. “I encountered a lot of that when I came out. Me being gay was the only thing that people wanted

to talk about. I like math, I like science and I’m in the choir. There’s so much more to my personality than being gay.” Part of the Christopher High Gay-Straight Alliance is to break the stigma that sexuality defines the person. To help diversify the conversation, the Christopher High Gay-Straight Alliance hosts gatherings, like bowling at Gilroy Bowl and a party at Green Glaze Pottery Studio. The gatherings offer a small degree of normalcy for several LGBTQ teens struggling to balance their identities with their family’s expectations. ➝ Pride Parade, 17

OBITUARIES June 7, 1947 - November 30, 2017

D

r. Daniel W. Gregg, a veterinarian in Morgan Hill since 1976, passed away on November 30, 2017. Daniel was born June 7, 1947, to Warren and Irma Gregg. He grew up in Storm Lake, Iowa where he met his future wife, Jeanne Saathoff. They married in 1970, and the following year Dan graduated from Iowa State University College of Veterinary Medicine.

Dan first worked as a veterinarian in suburban Chicago, then moved to the East Bay where he was the surgeon in a busy small animal practice in San Pablo, California. He opened the Morgan Hill Animal Hospital on Monterey Road in early 1976. During his 32 years in business Dan employed several associate veterinarians, and in his final years of practice, his brother, Dr. Stephen Gregg often worked with him. He was voted The Times Best Veterinarian every year the award was given, including in 2009, the year he retired. Until the 101 freeway was completed to San Jose, local veterinarians took all their own emergency calls, working nights, weekends, and holidays. Dan organized the small animal veterinarians in Morgan Hill, San Martin and Gilroy into a rotational shared emergency coverage, which freed up their “off ” hours -- especially in the days before cell phones. Dan was an active member of the community, serving on a variety of non-profit boards and committees. He held many positions in Rotary, including president. Dan began scouting as a den leader and continued, becoming an assistant scout master in Troop 799. He was the finance chairman of the Magic Ship of Christmas for many years, and continued his work in scouting long after his son had moved on to college. Dan is survived by his wife, Jeanne, son David, daughter Andrea and husband Sergio Guajardo, and three grandchildren. He is also survived by brother Dr. Richard Gregg and wife, Sarah, brother Dr. Stephen Gregg, sister Patricia Barr and husband Dr. David Barr, as well as many other relatives and friends. A Celebration of Life honoring Dan will be held January 13, 2018 at 11:00am in the Hiram Morgan Hill room of the Community and Cultural Center in Morgan Hill. In lieu of flowers the family requests donations be made to the Morgan Hill Rotary Foundation, PO Box 283, Morgan Hill, CA 95038.

onna Lee Benz at the age of 82 went to be with the Lord Jesus and her beloved husband John Mark Benz on Thursday, November 16, 2017. She is dancing on the streets of gold and with the love of her life. Donna Benz, a longtime resident of Morgan Hill, was born and raised in Dinuba, CA.

She is survived by her daughter Markly Benz Machado and husband Manny Machado. Grandchildren Master Sergeant Tristan Ross AkinoBenz, Rachelle Akino and Ruby Machado. Great Grandchildren David Akino, Julian Machado and Jaxson Machado. She leaves behind her sister Betty Pipkin. The two sisters were nearly inseparable and where one was the other was there too. Donna will be forever remembered by her numerous nieces, nephews and extended family and dear friends. Donna enjoyed road trips and camping with her husband and sister Betty as well as attending many family reunions. She took pride in her home and loved to sit on the porch and enjoyed the beauty of her country life and all the natural creatures that roamed her property. She also loved and was so proud of her grandchildren. Donna was the true Proverbs 31 Woman of Noble Character. A woman of exterior and interior beauty, dignity, faithful, helpful, noble, provider and strong wife, mother, grandmother, greatgrandmother, sister, auntie and friend to many. A celebration of life will be held sometime after the New Year. Memorial may be made to the American Heart Association or American Lung Association in her honor.

obbie Lorraine Reyes, age 71, passed away surrounded by her loved ones on November 22, 2017. She was born October 14, 1946 in Dallas, Texas to Arthur and Mary Terry. She lived there until the age of six, when her parents decided to move to East Wenatchee, WA. Soon after the passing of her father, when she was twelve, the family moved to Anaheim, CA. Bobbie continued to live in Southern CA until 1981, when she and her husband Simon moved their family to Morgan Hill, CA. Bobbie began her remarkable career with the State of California in 1968 as a Secretary with the Department of Consumer Affairs. Throughout her career she worked in a variety of different departments and positions and after 35 years of service for the State of California, she retired as a Hearing Officer for the Labor Commissioners Office. Bobbie was an active member of Southridge Church in San Jose. She lead women’s bible studies, loved to sing in the choir, and up until she could helped in the nursery. Bobbie was a very loving, kind, compassionate person who will be missed greatly by many friends and family. Preceded in death by her husband Simon D. Reyes. She is survived by her sons Kevin Reyes and Eric Reyes and daughter Christina Reiman, her grandchildren Kodi Reyes and Mateo Reiman, her sister Mary Alice Miller and her brothers Lee Terry and Gene Terry and her godchildren Alexis Rossette and Carmelo Rossette. FedEx uses seven Relays in its TechConnect repair facility to move high-value parts between technicians, allowing them to focus on their repair work instead of constantly getting up to go get parts. In a FedEx store in Manhattan, Relay ferries customers’ phones in need of repair from the front of the store to a repair facility in back They can deliver anything that fits in the top compartment. At the Hilton, a guest calls the front desk, where clerks stock it with requested

items and send it on its way. You don’t have to tip it, although one person left a dollar in the box. When the sandwich service is done, it will cost $10 for a panini, bag of chips, water and a cookie. “Kids love it,” said front desk clerk, Linda Salinas. “Older people always ask the same question, ‘Isn’t it going to put people out of a job?’ But it doesn’t. We still have to be here to fill it and it saves us from having to walk away from the desk. We can get more work done.” The robot, named by hotel owner Ken Edwards for Indiana basketball coach Archie Miller, is programmed to call the room when it arrives.

NOTIFICATION OF PACIFIC GAS AND ELECTRIC COMPANY’S REQUEST TO INCREASE RATES FOR ENERGY STORAGE APPLICATION (A.17-12-003)

One of the six projects will represent 20 MW of capacity and is intended to provide distribution reliability services. Related to this project, PG&E is requesting to collect a total of $4.5 million in rates from customers beginning in 2021 through 2022 to cover construction, operation and maintenance expenses. The request to increase rates for the remaining projects will be made in PG&E’s next Energy Resource Recovery Account (ERRA) application. The CPUC will review all of the storage contracts in a public process and decide whether the storage contracts are reasonable. BACKGROUND As part of the CPUC’s Energy Storage Procurement Plan, PG&E will secure energy storage resources to meet the state’s targets. The principles of this program are to reduce greenhouse gas, optimize electricity grid usage and integrate renewable energy resources. The amount of energy storage sought will increase every two years to allow for additional storage resources. By the end of 2024, PG&E will have a total of 580 MW of operational storage. If approved, the contracts in this application will count toward PG&E under the CPUC’s Energy Storage Procurement Plan. This application requests approval for cost recovery of the distribution reliability energy storage resource from all customers, including customers receiving energy through a third party. The costs for this resource will be included in utility charges for energy transmission and distribution services currently found on your energy statement. HOW WILL PG&E’S APPLICATION AFFECT ME? Most customers receive bundled electric service from PG&E, meaning they receive electric generation, transmission and distribution services. In this Application PG&E is requesting $0.2 million in 2021 and $4.5 million in 2022. If approved, the costs of the distribution reliability energy storage resource would be recovered in PG&E’s next General Rate Case. Based on rates currently in effect, the bill for a typical residential non-CARE customer using 500 kWh per month would increase from $110.77 to $110.81 or 0.4 percent. Actual impacts will vary depending on energy usage. HOW WILL PG&E’S APPLICATION AFFECT CUSTOMERS WHO BUY GAS FROM A THIRD PARTY? Direct Access (DA) and Community Choice Aggregation (CCA) customers only receive electric transmission and distribution services from PG&E. Within this category, residential customers will see an increase in rates. On average, DA and CCA customers will see a 0.4 percent increase to rates. Departing Load customers do not receive electric generation, transmission or distribution services from PG&E. However, they are required to pay certain charges as required by law or CPUC decision. Lionel Gonzalez

Gonzalez applied for the lone open seat on the Bicycle and Pedestrian Commision. An avid cyclist, walker and runner, Gonzalez was seeking a way to give back to Gilroy. Gonzalez's goal is to provide cyclists with safe and accessible routes to all destinations served by public roads, trails and public transportation.

Patricia Giordano

Giordano applied for the open seat on the Buildings Board of Appeals and one the seats on the Planning Commision. For five years Giordano has worked in the Planning, Building and Code Enforcement Department in San Jose along with 12 years experience in the buildings material industry. “One of my goals would be to make the process of obtaining a permit more streamlined and quicker for those who apply,” Giordano said in her application. “I would also like to see an online system where the community can research and/ or obtain copies of the previous documents and plans for projects.”

Lucille Reyes

Reyes has applied for one of the seats on the Housing Advisory Committee. Reyes has been a longtime homebuyer and former renter in Gilroy and believed the experience would assist her in the position. Reyes also volunteers at CASA, works as an advocate for children for over 20 years. Her goal is to create better housing in Gilroy and to clean up some of the city's neighborhoods. The city council will seat applicants at the Jan. 8 regular city council meeting. By far, the most sought over seats are on the Planning Commision, which had six applicants for two available seats. The Arts and Culture Commision, Historical Heritage Committee and Library Commision had no applicants. A potential bullpen of disappointed applicants to the Planning Commision may serve as a ready pool of choices for unfilled positions since unsuccessful applicants are not barred from accepting other positions should their first choice fall through. Applicants are not encouraged to serve on more than one board or commission due to time constraints. Aside from a shortage of applicants, some appear to be unprepared for the job. When applicants for the Planning Commision were asked by Councilmember Dan Harney if they had attended any General Plan meeting and how many, only incumbent Tom Fischer said he had, which called into question how prepared the applicants were for the job. The two commissions that promote art in Gilroy, the Public Art Committee and the Arts and Culture Commision, there was only one applicant, Judy Bozzo for six available seats. “Those commissions should be extremely worried because city staff has already said that they want to combine the two,” Hilton said. “This gives

Marques is the President of the Gilroy Tennis Club, the Monterey Bay Area Coordinator for the United States Tennis Association, Vice Chair of Gilroy Growing Smarter and is a member of the Design and Promotion Committee for Downtown Gilroy. Part of Marques’s motivation to join the Parks and Recreation Committee is concern over deteriorating safety at Gilroy parks due to increased instances of drug abuse and sales. “We will take the parks back and make it safe for families," Marques said. "That’s why I’m doing this."

Garcia is the current chairperson of the Parks and Recreation Committee and is seeking to another term on the commission which began in 2011. Garcia’s volunteer experience includes work at the Garlic Festival, The Lord’s Table along with extensive volunteer work at school functions. Garcia is concerned with worsening safety at Gilroy Parks and has seen an increase in criminal activity at Miller Park. Garcia is a staunch advocate for the Youth Scholarship Fund and believes Gilroy parks should be for everyone. Nita Edde-Mitchell, Annie M. Tamarello and Catherine Cummins are the three applicants for the available seats on the Personnel Commision. Edde-Mitchell has worked

as a Nurse Administrator for the past 30 years and was at one time the Director of Patient Care Services for Cancer Care Associates in Fresno. Since moving back to Gilroy in 2011 Edde-Mitchell has a Director of Patient Care Services for three Gilroy hospice and home health agencies. Edde-Mitchell is also a leading member of the Gilroy Rotary, an active member of South Valley Community Church, a participant with the Oral Boards for the Gilroy Police Department and a graduate of Leadership Gilroy 2017. City needs people to make Gilroy great ➝ Commissioners, 13

the Watsonville Restoration Coalition Coordinator. Johanson is the current Chairperson of the Physically Challenged Board of Appeals and is seeking another term. The parent of a child with disabilities, Johanson is committed to advocating to ensure that all Gilroyans has access to everything part of Gilroy. The most highly sought over positions are for the Planning Commission which finds Chairperson Tom Fischer running for re-appointment along with newcomers James D. Fay, Sam Kim, Steve Seebart, Patricia Giordano and young Marine Corp veterans Omkar Ranade and Travis Belanger. Fischer, a 40 year Gilroy resident and the current Chairperson of the Planning Commission is seeking reappointment. Fischer also serves on the General Plan Advisory Commision, the Development Standards Task Force, the Citizens Advisory Committee for High-Speed Rail Downtown Area Plan, Community Working Group for High-Speed Rail and the Technical Advisory Group for High-Speed Rail and on the technical review and zoning review subcommittees of the Development Standards Task Force. Fischer has attended various city planning training workshops and has faithfully worked towards the fulfillment of the city’s general plan. Fischer is a retired plumber with 35 years experience in the construction industry with 17 years as a project manager and estimator. “When I moved here 40 years ago and the population was 14,000 and all the new people on the panel here think we still we have small town charm, so we must be doing something right,” Fischer said. With a background that includes a 20-year career of practicing transactional and general

corporate law, as well as working as a Chief Financial Officer, Fay hopes to work towards smart growth in Gilroy. “I would like to support the smart development of the city, enhancing the quality of life, safety, security and opportunity for its citizens and visitors,” he stated in his application. Fay’s qualities include strong listening skills, objective decision making that is both fair and open-minded. Fay has recently become active in issues surrounding the development of Hecker Pass and Gilroy Gardens and is hoping to both provide valuable input to the city council, but to also organize citizens. Seebart is a relatively new but active resident of Gilroy. Seebart was an active participant in the 2016 Gilroy Citizen Summit and has been the Chairperson of the Gilroy Historic Heritage Committee since April 2016. Seebart is a small business owner, a volunteer with the United States National Archives and California Genealogical Society, a board member of the Ponderosa PTA, little league coach in Sunnyvale and had previously served on the planning commission in Patton Township Pennsylvania. “While there is more to learn, these prior experiences provide me a good background in the forces driving Gilroy and reasonable measures we can take to manage our city’s future,” Seebart said in his application. Belanger, a five-year Marine Corp veteran with a background in economics, moved to Gilroy last year from Santa Clara and is seeking to make a positive impact on his new community. “My degree in economics helps me to understand the importance of maintaining supply and demand and to maximize benefits of a community,” Belanger stated in his application. “My service in the Marine

her work experience will serve as a tremendous asset in helping to make personnel decisions for the city. “I would like to participate and give back to the city I grew up in,” she stated in her application. “I feel my experience will provide me the tools to provide assistance and support to the City of Gilroy.” Cummins is a Human Resources employee with Santa Clara County who has extensive experience working with labor in public agencies. Cummins, who recently bought a home in Gilroy, believes she can provide a voice and represent the younger demographic in Gilroy. “I am committed to improving this process for public agencies that are often cumbersome and hinders efficient hiring and personnel practices that lead to issues with productivity and goal achievement,” Cummins said in her application. Tamarello is the current Chairperson of the Personnel Commision and is applying for her fourth term on the board. Tamarello is on the Board of Directors for the Gilroy Foundation, the Latino Family Fund Board, A St. Louise Hospital trustee, serves on the board of the Gilroy Hall of Fame and is on the Mayor’s Paseo Committee. Domingo Chavez and Martha Johanson are the applicants for the two available spots on the Physically Challenged Board of Appeals. Chavez moved to Gilroy a year-and-a-half ago and is dependant on a motorized scooter for his mobility. Chavez decided to apply to the board after experiencing barriers to accessibility on Gilroy city streets. “I decided instead of complaining about the problem I would do something about it instead,” Chavez said. Corp means that I’m a strong team player who can be counted on to get the job done.” Sam Kim, a former officer in the Navy, serving on board the USS Niagara Falls. Kim is the Chief of Information Technology for Santa Clara County. Formally a resident of Clark County Washington, Kim was a member of the county railroad zoning task force and served on the School District Board of Directors for 16 years. In Clark County, he also served as president of a neighborhood association, a member of the Rotary Club. It is Kim’s goal to ensure the quality of life in Gilroy while keeping good jobs in town while providing good affordable housing. “I live in a one bedroom apartment here in Gilroy and it’s shocking how much it costs,” Kim said. Omkar Ranade, a Marine Corp veteran, who wants to serve on the Planning Commision to help preserve Gilroy’s smalltown feeling. Ranade, a recent Gilroy resident and homeowner,

Bett, an award-winning drag king known as Donny Mirassou, is a trans man as well as a burlesque performer, a DJ and artist. Recognized as one of the cornerstones of Gilroy Pride, Donny graced the Christmas Parade dressed in drag. “Believe it or not, my baby boomer mom got me into drag when I was 14 years old,” Mirassou said. Mirassou has been doing drag ever since. She belongs to a group called the Night Flowers, a British term for alternative performers including drag, burlesque, sideshow geeks and many other performers who deviate from usual standards. “These aren’t the kind of acts you see on Drag Race; they stand outside the box,” Mirassou said. “I took second place in a state drag competition a couple of years ago which got me a lot of attention for a nationwide drag competition for the men's

Mirassou, platinumdyed hair, a painted on goatee, wearing a vest and tie with Halloween themed bats, is conspicuous compared to others seated on the outside patio. They are unafraid, unabashed and they are proud. “There’s no shame in our game,” Freda said.

Joe Barnes started wrestling at the age of 4 and took up football at 7. In each sport, the Gilroy High junior has made steady improvement, a testament to his talent, work ethic and mindset. It’s the latter in which Barnes displays a maturity not befitting of most teenagers his age. “I have an inner motivation to always improve because I know I

won’t be able to play sports competitively all my life,” he said. “I feel like if you give your full effort and put all of your heart into what you’re doing, you’ll get good results.” That mindset has helped make Barnes one of the best and most prolific athletes at Gilroy High in recent memory. Barnes, who started wrestling practice Monday, had a memorable season on the gridiron, rushing for 1,807 yards and 23 touchdowns while adding three more TDs receiving. Barnes averaged 7.3 yards per carry, consistently breaking tackles for a team that won

There have been times this season when Dean Tognetti felt like he couldn’t miss. The Christopher High senior combo guard has already amassed three 30-point games for a Cougars squad that entered the week with a 5-4 record, fresh off an impressive 61-52 comeback win over San Benito in the third-place game of the Bob Hagen Tournament at Gilroy High last Saturday. The Cougars trailed by eight points early in the third quarter

before unleashing a monster comeback, outscoring the Haybalers 36-19 the rest of the way to win going away. The 5-foot-9, 145pound Tognetti had 17 points on a near-perfect 6-of-7 shooting, including 4-of-4 from 3-point range. “The highlight of the season so far was beating Hollister,” he said. “It was a revenge game for us because we blew a lead and lost to them earlier in the year. It was good to get back at them. The difference was the bench (players) came in and did a good job. They

allowed us to rest, so by the time the starters got back in the fourth quarter, our legs were fresh and we were ready to get after it.” Tognetti scored 30 points in a season-opening win over Trinity Christian, a career-high 33 in a victory over Gonzales and 32 in a 75-48 triumph over Sobrato. Tognetti came into his own last year, earning a starting role and displaying flashes of brilliance that has carried over in lengthier ways this season. The huge scoring outputs

aside, Tognetti has been more consistent in every phase of the game, a goal that he set out before the season started. “I worked in the off-season on everything,” he said. “I didn’t want to focus on just one skill aspect. I try to be an all-around player, where I’m good at driving to the basket, playing defense, rebounding and making good decisions on the court.” Tognetti woke up at 5:30 a.m. two to three times a week during the summer to strength train

and work on his game, a testament to his focus and dedication. “Dean has been our leader since the summer,” Cougars coach Derek Jensen said in an email to the Dispatch. “He has a tireless work ethic.” Tognetti credits working with his personal trainer, Robert Otis out of Fact Fitness, for helping him get more explosive and stronger. Gilroy High Barnes is no average Joe ➝ Joe Barnes, 19

Barnes has excelled in both freestyle and Greco-Roman wrestling, and the wealth of experience he’s accumulated over the years helps him immensely in close matches. Against three of his closest competitors in the Monterey Bay League last season, Barnes went 3-0, winning each match by a 1-0 decision. Barnes’ two greatest highlights of his career came in his first CCS title victory in March 2016, when he defeated top seed David San Miguel of Bellarmine, 8-1, and in the state championships last year when he beat No. 3 seed Mark Cardwell, 2-1. In both instances, Barnes came through in the clutch. Against San Miguel, Barnes led 3-1 with time winding down when he scored five quick points to seal the win. Against Cardwell, Barnes executed a takedown with 12 seconds left to pull out the victory. The wins were emotional for different reasons, and in both cases Gilroy High coach

Barnes, who has won CCS titles in each of his first two seasons and placed 12th in the state championships as a freshman at 145 pounds and eighth last season at 160 pounds, entered the week ranked fourth in the state in his division, meaning the bullseye is squarely on him now every time he enters a match or tournament. “I’m definitely looking to place in the top three in state this season,” he said. “Anything better is a bonus.” Barnes likes to start a match with controlled aggression, taking down his opponents with tactical shots. He has also developed a steely resolve once a match starts. “I’ve learned how to block out people in the stands and just focus,” he said. “I like getting the first takedown, limiting their scoring opportunities and fighting for every point.”

NOTICE IS HEREBY GIVEN that the City Council of the City of Gilroy, on the 4th day of December, 2017, adopted the following ordinance: AN EMERGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GILROY ADDING SECTION 24.44 (b)(5) TO ARTICLE III OF CHAPTER 24 OF THE GILROY CITY CODE PERTAINING TO THE REAUTHORIZATION OF THE PUBLIC, EDUCATIONAL, AND GOVERNMENT ACCESS CHANNEL SUPPORT AND DECLARING THE EMERGENCY THEREOF WHEREAS, Section 5870(n) of the Public Utilities Code, which was enacted as part of the Digital Infrastructure and Video Competition Act of 2006 (“DIVCA”), authorized the City of Gilroy to adopt an ordinance establishing a fee on state-franchised video and cable service providers to support public, educational, and governmental access channel facilities (“PEG”); and, WHEREAS, The City of Gilroy had previously established a PEG support fee from Charter Communications (“Charter”) to be used for supporting the PEG channel facilities; and, WHEREAS, on December 7, 2009, Emergency Ordinance No. 200906 and on January 11, 2010 Ordinance No. 2010-01 were adopted implementing the provisions of DIVCA by adding sections 24.38 through 24.45 to the Gilroy City Code, continuing the practice of charging our franchisee a fee to support the PEG channel facilities; and, WHEREAS, Section 5870(n) of the Public Utilities Code states that such an ordinance shall expire, and may be reauthorized, upon the expiration of the state franchise; and, WHEREAS, the City of Gilroy desires to ensure that there is no gap in the payment of PEG fees due to the future expiration of any existing or future video and cable franchise certificate franchise(s) held by any state franchise holder operating within the City of Gilroy; and, WHERAS, due to the short timeframe of notice from Charter of their successful state-wide franchise renewal and the expiration of the current franchise, a regular ordinance would become effective after the expiration of the franchise certificate, preventing the collection of PEG fees until such time an ordinance reauthorizing the fee becomes effective, thereby necessitating an emergency ordinance to protect the stability of the PEG fee collection; and, WHEREAS, this Ordinance is exempt from environmental review pursuant toSection 15061(b)(3) of the State Guidelines implementing the California Environmental Quality Act of 1970, as amended. The fee on state franchise holders to support public, educational, and governmental channel facilities in Gilroy City Code Sections 24.44(b)(1) through 24.44(b)(4) above is reauthorized and shall remain unchanged and in full effect as to all state franchise holders. ii. The PEG fee in Gilroy City Code Sections 24.44(b)(1) through 24.44(b)(4) shall automatically be reauthorized upon the expiration of any existing or future franchise certificate(s) held by any state franchise holder operating within the City of Gilroy. iii. This chapter shall automatically be reauthorized upon the expiration of any existing or future franchise certificate franchise(s) held by any state franchise holder operating within the City of Gilroy.
