Despite the few remaining days in February, you still have a chance to catch a performance of the Savannah Sipping Society, the latest production by Limelight Actors Theater at the Gilroy Center for the Arts in downtown Gilroy.

“At the core, the Savannah Sipping Society is about friendship and never being too old to recreate yourself,” says director and Limelight Theater co-owner Kevin Heath. The production follows four women “of a certain age” who have been through life-altering events like being fired from work, getting divorced or experiencing the death of a spouse. “As serious as that sounds, they all find the most humorous adventures to take on and build a strong friendship in the process,” Heath said.

Actresses Roberta Vinkhuyzen, Rachel Perry, Christy Wait and Valerie Vanni are the main cast in the Savannah Sipping Society, written by Jessie Jones, Nicholas Hope, and Jamie Wooten, who Heath said are known for a number of zany southern comedies. The writing trio specializes in writing comedies with strong female roles. Upcoming performances include Feb. 23, Feb. 24, March 2, and March 3 at 8 p.m. There will be an additional matinee

performance on Feb. 25 at 2 p.m. Doors open one hour before the show starts. Several performances have sold out, so purchasing tickets online as soon as possible is recommended, Heath said. The early winter drought has been good news for local builders and the sounds of saws, drills and

hammers are competing with winter songbirds across Gilroy, as several long-awaited housing development are under construction. Leading the way is The Cannery, a 104-unit affordable living apartment complex just across the railroad tracks from downtown, at 111 Lewis Street, formerly the site of the old Gilroy Cannery. Construction crews of

Vaquero, a Gilroy company, are laying foundations for the project, which occupies an entire city block. Also underway on a similar large site a mile to the west is a project of CalWest Homes, called Cambridge Place, will feature single-family connected houses in the $700,000 range. They are being built south of the Armory on Wren Avenue.

Both of these developments, while catering to different customers, are “infill” projects, filling vacant space, rather than expanding at the city’s edges. AMJ Construction Management Inc, out of Los Angeles, broke ground at the Lewis Street site in September, and with Vaquero Construction, expects completion of the apartments by the end of this year. Construction

manager Matthew Wickersham expects landscaping to commence in January 2019, with the move-in date expected in February 2019. “There hasn’t been any difficulties at all,” Wickersham said this week. “The City of Gilroy has been very supportive and the project is moving along smoothly.” ➝ The Cannery, 14

COMMUNITY SOLUTIONS HONORS LA ISLA PACIFICA FOR FORTY YEARS OF SERVICE Scott Forstner Reporter

Forty years ago, Lupe Arellano and Laura Gonzalez-Escoto founded “La Isla Pacifica” (translated to “The Peaceful Island”), a confidential shelter in south Santa Clara County for victims of domestic violence. Today, the location of La Isla Pacifica—which has been under the umbrella of Community Solutions since 1996—remains a secret to protect the victims and their families while they build new lives free of violence from those with whom they were once intimately involved. “One of our goals was to put ourselves out of business, for us not to exist,” explained Arellano, who was the first manager of La Isla Pacifica, a 24-hour, seven-day-a-week safe haven. “We wanted to make ourselves obsolete because society would become advanced to the point where there was no longer domestic violence.” Much to the chagrin of the two women’s rights pioneers, domestic violence remains prevalent. News headlines of sexual assault, misconduct and domestic violence among some of the most powerful figures in the movie industry, government and sports—as well as the #metoo movement on social media sites such as Twitter—have made the issue more front and center now than in the past. Arellano explained when a woman called the police to say they were in danger 40 years ago, an officer would come to the scene and ask if everything was fine. Usually, Arellano continued, the abuser would downplay the violence and let the officer know they worked things out while the victim would be cowering in the corner afraid to speak up. “(Domestic violence) was the only crime where it was left up to the victim to arrest the perpetrator,” said Arellano, who helped develop South County’s first “underground railroad” for women looking to escape domestic violence. In 1978, the shelter provided services for more than 180 women and children. La Isla Pacifica provided services such as counseling, medical attention, legal assistance, home relocation, transportation and advocacy. “There was no crisis line in South County at that

time,” Gonzalez-Escoto recalled. “We began servicing Santa Clara County and San Benito County— mostly Morgan Hill, Gilroy, San Martin and Hollister.”

Helping victims

Since then, countless domestic violence victims have passed through the doors of La Isla Pacifica. At first, the shelter could accommodate up to 30 people at a time (some would bring multiple children with them in hiding). If there was not a bed available, they would look elsewhere. “The beauty of it all was just life at La Isla. There was so much sharing and caring,” said Arellano, a veteran of the U.S. Women’s Army Corps. “We would have 21 clients at a time, including their children. We would pick them up at the police department or another safe place. Then, we would get them the services they needed. Some we would put on a Greyhound to go somewhere.” Gonzalez-Escoto added: “We were able to get some women into permanent housing.... And we would provide them with clothing, food and furniture. We had a cadre of volunteers helping to lift us up.” The founders took to every source they could think of for funding and began networking with other similar shelters in Northern California to combine resources and not overlap services. In 1993, a more permanent funding source came as the state passed the Presley bill that reserved a portion of marriage license fees to support domestic violence. “We spoke in front of the state assembly. We went to the governor…. We went to anyone who had influence at that time,” Gonzalez-Escoto said. Along with the funding, law enforcement began to “criminalize domestic violence” and Gilroy became one of the first cities in Santa Clara County to give out general orders on how to handle a domestic violence call. Arellano said that she and other members would go to the police departments in Gilroy and Morgan Hill, as well as the sheriff’s office, during shift changes and train the officers on what to look for when on a call. That also allowed La Isla Pacifica to apply for grants from law enforcement agency grants, which they received for the first time in 1976 and five subsequent years. Then in 1996, La Isla Pacifica merged with two other organizations— South County Alternatives and Bridge—to form

Community Solutions, which has offices today in Gilroy, Morgan Hill, Hollister and south San Jose. “That’s when the new name Community Solutions was born,” said Community Solutions Division Director Perla Flores, who explained that the new group is divided into divisions by services provided. In Morgan Hill, they focus on solutions to violence, including domestic violence, sexual assault and human trafficking. The La Isla Pacifica shelter is operational and run by Community Solutions. “The need is still there and awareness is key,” said Flores, who detailed the Community Solutions model of Protection, Prosecution, Prevention and Partnership. “I still think we have a long way to go....Domestic violence continues to affect so many.” Flores added that domestic violence happens whenever one person exerts power and control over another, and it does not have to be physical.

Growing awareness

The awareness and support has grown exponentially, with 94 shelters across the state. Flores ran off the different organizations and consortiums such as the California Partnership to end Domestic Violence (which pushes for policy and advocacy along with funding) as well as the Domestic Violence Advocacy Consortium. Along with Community Solutions, other domestic violence providers involved are Asian American Community Services, Next Door Solution to Domestic Violence, Maitri and the YWCA. Flores noted that the California Office of Emergency Services provides the biggest chunk of funding for domestic violence. Bringing more help and awareness, Community Solutions hosts a weekly South County Family Justice Center, where visitors can seek domestic violence and victim-witness advocacy as well as free, onsite advice from an immigration and family law attorney; and speak with a domestic violence police detective or the supervising district attorney. On Feb. 15, dozens of residents joined Community Solutions in a candlelight vigil held at the Morgan Hill Downtown Amphitheater to honor survivors and those lost to domestic violence. “When we started the shelter, (domestic violence) was not talked about,” Arellano said. “A big change is now people will dialogue about it openly.”

Perdue tours San Benito County IMMIGRATION LOOMS AS BIG ISSUE FOR CALIFORNIA FARMERS By Barry Holtzclaw Managing Editor

Eight days after unveiling his plans for a new Farm Bill in Washington, U.S. Secretary of Agriculture Sonny Perdue headed to California to help sell the plan to farmers in the nation’s biggest agricultural state. His whirlwind visit was to have included stops at farms in both Hollister on Feb. 14 and Gilroy on Feb. 15, but the second day was canceled as Perdue was called back to the White House for a special Cabinet meeting on immigration. California’s farm leaders have expressed support for some aspects of the new Farm Bill, which is up for its five-year renewal in Congress this year, but proposed immigration policies are a big sticking point with many farmers and farm worker organizations California Farm Bureau President Jamie Johansson, who attended a dinner meeting with Perdue in Tres Piños on Feb. 14, said the Administration’s proposed “Guestworker Act” contains a number of features that would harm the current immigrant employees on whom California farms and ranches depend. The private dinner, at the Inn at Tres Piños

restaurant, included agriculture officials from San Benito and Santa Clara counties, as well as selected farmers and growers. Agriculture is big business in San Benito and southern Santa Clara counties, where farm and ag producers are among the biggest employers, and biggest taxpayers. Perdue began his day on Feb. 14 in Porterville near Visalia, visiting Porterville Citrus. Also in Visalia, he visited an almond orchard, then visited an almond packing facility in Hanford, and a dairy in Coalinga. He reportedly met after lunch in Gustine near the San Luis Reservoir with state and regional water officials to discuss water resources. Richard Bianchi of Hollister, of Sabor Farms in Salinas, showed off some of his Hollister facility’s new imaging equipment used in fertilization and thinning of lettuce in the field. The dinner in Tres Piños followed. Perdue had been scheduled to tour Uesugi Farms operations in Gilroy the next day, Feb. 15, but had to return unexpectedly to Washington, D.C. Pete Aiello, Uesugi Farms general manager, said he had been looking forward to the chance to meet with Perdue. Uesugi has operations, in addition to Gilroy on Highway 25, in Bakersfield, St. Martin, Coachella, Holtville, and Piru. The pending Farm

Perdue responded with this statement: “I recognize that it is the job of Congress to write the Farm Bill. But we at USDA stand ready to provide whatever counsel Congress may request or require. “Over the past nine months, my team and I have traveled to more than 30 states to talk with the men and women who are at work in the fields on America’s farms and ranches to produce the food and fiber that feeds and clothes every American, and also much of the world.

“Whether we were holding town halls, or listening sessions in fields, machine sheds, community colleges, or front yards, we were gathering good advice. We heard about what works from previous Farm Bills, and what is not working right now. We took what we heard from the field and have developed a set of principles to aid Congress in drafting the next Farm Bill.” In California, the California Farm Bureau, whose leaders joined part of the Perdue tour, are

worried about Trump Administration plans for drastically changing immigration rules at the expense of the state’s farms and farm workers. The Farm Bureau’s Johansson said, “There’s a longstanding need to create a workable temporary-visa program for agriculture that provides greater stability and opportunities for agricultural employees and their families.” He said the Trump plan “would cause too much disruption for our employees and our communities.”

GOP immigration plan hurts farmers

California has key role in agriculture issues

S

onny Perdue is a veterinarian, and a former governor of Georgia. He also is the U.S. Secretary of Agriculture. He spent one day in the nation’s biggest agricultural state last week—California—presumably to show that the Trump Administration cares about and understands our state’s critical role in the U.S farm economy. California has taken it on the chin in the past 15 months, as our tech industry, environmental standards, cannabis industry, immigrant families, alternative energy industry, gun control and national parks— just to name a few—have been in the new Administration’s crosshairs. Perdue tried to put on a friendly face last week, as he rolled out his plans for a new Farm Bill. As if the summer of 2018 didn’t offer enough fodder for political torment, it also is the time when the five-year Farm Bill—a mix of farm subsidies, incentives, price protections, environmental issues, even food stamps—comes up for renewal. Eight days after unveiling his plans for a new Farm Bill in Washington, Perdue headed to California to help sell the plan to farmers in the nation’s biggest agricultural state. His visit was to have included stops at farms in both Hollister and Gilroy, but the second day was canceled as Perdue was called back to the White House for a special Cabinet meeting on immigration. California’s farm leaders have expressed support for some aspects of the new Farm Bill, but proposed immigration policies are a big sticking point with many farmers and farm worker organizations California Farm Bureau President Jamie Johansson has said the Administration’s proposed “Guestworker Act” contains a number of features that would harm the current immigrant employees on whom California farms and ranches depend.

Agriculture is big business in San Benito and southern Santa Clara counties, where farm and ag producers are among the biggest employers, and biggest taxpayers. The pending Farm Bill renewal and revision looms in the context of the national immigration debate. In California, the California Farm Bureau, whose leaders joined part of the Perdue tour, are worried about Trump Administration plans for drastically changing immigration rules at the expense of the state’s farms and farm workers. The Farm Bureau’s Johansson said, “There’s a longstanding need to create a workable temporary-visa program for agriculture that provides greater stability and opportunities for agricultural employees and their families.” He said the Trump plan “would cause too much disruption for our employees and our communities.” A Farm Bureau survey last year said 55 percent of farmers had employee shortages. Of farmers who hire employees on a seasonal basis, 69 percent reported shortages, especially among farmers whose crops require the most intensive hand labor, such as fruits and grapes—key crops in our region. The survey respondents attributed some of this shortage to the “fear and anxiety’ among employees over changes in immigration laws and enforcement policies. Uncertainty and fear don’t combine to create a good climate for employers or employees. While the Trump administration may be in denial about climate change, it is moving forward to create its own manmade changes in the climate for agricultural producers, especially in California. That’s a big cloud on the horizon for this growing season and for this political season. Secretary Perdue should come back to California for more visits, and spend more time listening.

As the U.S. House of Representatives continues discussion on proposed immigration legislation, the California Farm Bureau Federation cannot support a part of the bill that addresses agricultural employees. Now before Congress, H.R. 4760, the Securing America’s Future Act, would fund a border wall and address internal immigration enforcement and the Deferred Action for Childhood Arrivals program. It also includes an Agricultural Guestworker Act, which would create a new agricultural visa program. The Guestworker Act, in its current form, contains a number of features that would harm the current immigrant employees on whom California farms and ranches depend. In addition, it would mandate use of the E-Verify electronic workplace-eligibility system, which could affect a large proportion of current agricultural employees. As now written, the Agricultural Guestworker Act just wouldn’t work for California farms and ranches. There’s a longstanding need to create a workable temporary-visa program for agriculture that provides greater stability and opportunities for agricultural employees and their families. The act would cause too much disruption for our employees and our communities. The Farm Bureau and other organizations have offered a number of recommendations for creating a more practical and flexible program to allow people from other countries to enter the U.S. to work on farms and ranches. We know the American Farm Bureau and other national agricultural organizations have decided to support the AG Act, and they have every right to do so. But as the largest agricultural organization in the largest agricultural state, we must advocate for a solution that works for our members and their employees.” We certainly respect the need to maintain and enhance border security, and we think that can be done while providing farmers, ranchers and their employees with a better immigration system. Our California congressional representatives need to work for a system that allows agricultural employees to earn legal status without being required to leave their homes and families, and which features visas that provide sufficient flexibility to allow the new program to function like the current labor market. We also recommend creation of a program to accommodate future agricultural employees from other countries. For California farmers and ranchers, the combination of the AG Act and E-Verify would actually worsen chronic agricultural employee shortages. We need to press for a better solution. The pilot of a single-engine aircraft whose engine began to fail above San Jose made a “split second” decision to make an emergency landing on the median of US 101 in Morgan Hill Sunday, according to authorities. That decision by Aptos resident Wayne Wright, 62, resulted in a safe

landing for the pilot and motorists on the ground. Wright departed from Davis airfield about 10:35am Feb. 18 in a Piper PA46-310P airplane. He was on his way to the Watsonville airport when, at about 11:10am, Wright reported his aircraft lost engine power for an unknown reason, according to a press release from the California Highway Patrol. The plane was at about 6,500 feet altitude and about eight miles north of the San Martin

airport when the engine began to fail. Wright, the only occupant of the aircraft, activated his GPS in an effort to locate the nearest airport. He contacted San Jose Air Traffic Control on the radio, and informed them of his situation, according to the CHP. The pilot advised the air authorities that his view of the ground was obstructed by heavy cloud patches. San Jose Air Traffic Control guided Wright to the San Martin airport to make an emergency

landing, according to authorities. Wright continued to attempt to restart his engine while contacting air traffic control, but was unsuccessful. His airplane was gliding with no power just below the clouds when he saw US 101 below him, according to the press release. The pilot thought he might not make it to San Martin, and advised authorities that he was going to attempt an emergency landing on the freeway. As he descended the plane, Wright noticed southbound

vehicle traffic on US 101 stopping in a cascading effect toward him, according to CHP. That’s when he decided at the last second to land his aircraft in the center median divider on US 101, just south of Tennant Avenue. The plane landed about 11:17am with a wing extended into the left lane of northbound US 101, facing in a southbound direction, according to CHP. No injuries or collisions resulted from the incident, according to authorities. The plane was towed to

the San Martin airport, where it will be inspected. The Federal Aviation Administration is investigating the incident, according to FAA spokesman Ian Gregor. Photos of the odd sight of an aircraft in the middle of US 101, and later being towed off the freeway onto Tennant Avenue in south Morgan Hill, spread throughout the internet in the hours after the landing. The registered owner of the aircraft is G&M Leasing LLC, based in Watsonville.

The Gilroy Garlic Festival Association is currently seeking artists for a poster contest and a new queen to reign over this year’s 40th annual celebration. More than 100,000 people attended the Gilroy Garlic Festival in 2017, up 20,000 people from 2016. The three-day event serves up delicious food and drink, cooking contests, celebrity chefs, and live entertainment. Artists across the country are invited to submit their original artwork for the chance to win cash prizes in the 2018 Gilroy Garlic Festival Art Poster Contest. The first-place winning entry will be reproduced as a high-quality, limited-edition poster to be sold at the 40th annual Gilroy Garlic Festival on July 27, 28, and 29. The 2017 contest winner was Diane Grosman of Winter Haven, Florida. Cash prizes of $500 for first place, $250 for second place, and $100 for third place will be awarded.

Up to ten non-winning entries, excluding the firstplace winner, will be eligible for the “Association’s Choice” award, decided by the festival’s committee chairs and board members. City moves to dismiss sex scandal lawsuit ➝ GDP Lawsuit, P1 Harrell, a former senior public safety communicator for the Gilroy Police Department, names five current and former officers and other police department staff for fostering, encouraging or turning a blind eye to the discrimination and unfair treatment that Harrell alleges in the lawsuit. One of those named by Harrell in her amended complaint is former Gilroy Police Chief Denise Sellers (formerly Turner), who retired in 2016. The lawsuit was transferred to the U.S. District Court, Northern District of California shortly after Harrell filed her initial complaint in the local superior court in August 2017. A hearing on the city’s motion to dismiss the case will take place May 31 at the federal courthouse in San Jose. “We are confident that when this lengthy legal process is concluded, the judge will rule in favor of the City of Gilroy and in particular, in favor of those who serve the city as members of our highly professional police department,” said LeeAnn McPhillips, Gilroy’s Human Resources Director and Risk Manager. “While legal cases often take a long time to resolve, we fully respect the process and know the judge will fairly evaluate all the facts before rendering a decision.”

The city requested the lawsuit’s transfer to federal court, said McPhillips, who is also one of the defendants named in Harrell’s amended complaint. One of Harrell’s 15 “causes of action” alleges that the city and its police department violated her civil rights by denying her due process in an investigative review of her employment while she was working for Gilroy police. “Given that a federal question was included in the complaint, defendants can remove the entire case to federal court,” McPhillips said. The city hired San Francisco law firm Hirschfeld Kraemer LLP to represent the City of Gilroy and the police department in the lawsuit. On Feb. 1, the firm filed arguments urging the federal court to dismiss the lawsuit altogether, “with prejudice.” The filing does not specifically address most of the lurid allegations in Harrell’s 189point, 68-page complaint, but argues that she and her attorneys have flouted the court’s previous instructions and other established legal regulations. “(Harrell) has demonstrated a repeated pattern of playing ‘fast and loose’ with the Court’s rules and procedures,” reads the city’s Feb. 1 filing. “This pattern is again evident in (Harrell’s) decision to give herself free rein to rework and

expand (her previous complaints) way beyond the leave to amend granted by the Court…”

‘Culture of sex’

Harrell was fired from the Gilroy Police Department in March 2016 after 26 years of employment at the department. Her complaint lists numerous violations by the city, the police department and other defendants that contributed to her termination: age discrimination, gender discrimination, sexual harassment, failure to investigate or take corrective action, retaliation, negligence, assault and others. Harrell names her former union—American Federation of State, County and Municipal Employees—as well as her union representative for failing to adequately represent her as she appealed disciplinary actions and employment reviews that concluded with her firing. Harrell, who has been “happily married for 29 years,” lists numerous instances illustrating “a culture of sexual activity within the department” in her complaint, which was filed on her behalf by the San Jose based Costanzo Law Firm. She accuses two Gilroy police officers of having sexual intercourse with members of the Gilroy Police Explorers, a youth public safety program that admits children as young as 14.

Harrell also details that Gilroy police officers and staff would participate in “key” parties when off duty, in which a participant would draw a car key from a bowl and have sex with the owner of that key. At other parties, Harrell observed male and female officers groping and fondling each other, her complaint states. On one occasion, a female colleague of Harrell’s showed attendees at a party a piercing on her genitalia in the presence of children, she said in court papers. Harrell alleged she was fired for warning other dispatchers about the behavior. She said she was threatened, investigated, harassed, called names and subjected to unwanted sexual advances as a result of speaking out against the alleged sexually charged work environment and off-duty parties. She was fired three years before her full retirement age, according to her complaint. Harrell claims she has suffered lost income and other financial benefits, personal injury, emotional and mental distress, humiliation and anguish. Her complaint does not specify what dollar amount she is seeking in damages. Sellers did not reply to a phone call requesting comment. In August, she denied allegations and told the Dispatch that Harrell was “a disgruntled employee making accusations that aren’t true.”

Disciplined officer named in suit

One of the officers named in Harrell’s amended complaint— Royce Heath—was disciplined by his superiors, though the reason was never revealed. City staff say they cannot talk about the specifics of their case against Heath, which began seven months before Harrell filed her lawsuit. Heath was demoted from the rank of captain to officer in 2017, based on an alleged violation of departmental policy or city rules that happened years prior, according to his attorney Dennis Balsamo. Heath and Balsamo are fighting the disciplinary action, and Balsamo said he is waiting on the city to respond to his latest offer. Balsamo argued the police department’s effort to demote Heath, who remains out on leave from the department, was past the statute of limitations from when his alleged violation occurred. “He should be fully reinstated to where he was at the time the city brought the charges and attempted to discipline him,” Balsamo said. Balsamo is not representing Heath in defense of Harrell’s lawsuit. He said the city’s attorney is representing Heath and “all the main defendants” in the Harrell lawsuit.

property and obey “any stay-away order” until the conclusion of the court proceedings. After hearing these arguments, Duong agreed to set bail at $500,000 and impose the GPS and search conditions. She also is prohibiting Stubblefield from possessing any weapons. Stubblefield’s next hearing is scheduled for April 12 at the Morgan Hill Courthouse.

The projected cost of the project, including construction costs, land costs architectural designs, fees, and other expenses, is expected to total approximately $43.4 million, or $417,004 per unit. The California Tax Credit Allocation Report calculated that The Cannery will produce $55.3 million in rental income over the lifetime of the project. Of the project’s 104 units, there will be five one-bedroom units, 71 two-bedroom units, 28 three-bedroom units, one of which to be a manager's unit. Like Alexander Station on 10th Street, rates at The Cannery will be adjusted to affordable levels based on the area's median income. The document listed the rent for a two-bedroom apartment, based on a rate of 60 percent of the area's median income, as $1,507 a month. Plans for The Cannery date back to 2004, when

the site's original owner, South County Housing, presented a master plan that included a mixed-use residential and commercial project. The city council at the time approved a tentative map of the first phase of the project in June 2006. The plans at that time, which were never approved, appeared to be more extensive than what is being built at this time. The plan including 39 single market rate singlefamily lots, 32 attached townhome lots, four parcels of land intended for mixed-use purposes, and an open space within Miller Slough which was to be owned and maintained by a homeowner's association. The original plan would have included 139 units along with approximately 53,000 square feet of land meant for commercial use. These permits have since expired, and in November 2015 Meta Housing Corporation presented a plan for the current 104unit apartment project.

The 104-unit “Cannery” building, to be built in a U-shape, will have a large public courtyard, with a playground, a dog park, and a public area, replete with televisions and a kitchen, among other amenities. The parking lot, which will have 204 spaces, will run along the west and north of the building. The west end, buffered by the railroad tracks, and the north, along Miller Slough, will be fenced off. Additionally, on the side facing Lewis Street, four two-story townhome style units are also under construction. The units are designed to allow workspaces on the ground floor, and a living space on the upper level for tenants. According to documents filed by parent companies Meta Housing Corporation and Western Community Housing, filed with the California Tax Credit Allocation Committee, the project hopes to qualify for a $1.6

fast food; I want to put a different product on the table. You don't need to be a foodie to love what we do. Some people look at our prices and say it’s too expensive. If you go to McDonalds and Wendy’s, they’re not cheap either. But, my quality is better.” Restaurant failure certainly is common, but the generally accepted assertion that 80 to 90 percent of restaurants fail in their first year appears to be overblown. In 2014 researchers Phillip P. Stark and Tian Lau, based on 20 years of data from 81,000 restaurants, only 17 percent of restaurants fail in their first years. Still, as cited by Haller, surviving in the restaurant business is a constant struggle and getting off the ground takes a lot of money. “It’s a very capital-driven business, and you need a lot to get started,” Haller said. “The average restaurant takes up to $250,000 just to open the door, and it takes a few years just to break even. That’s why you see a lot of restaurants fail in the first couple of years. Chain restaurants can deal with that because they have deep pockets.” For Haller, survival for restaurateurs depends on frugality. “You need to be smart with how you build a restaurant,” Haller said. “It

It’s tempting to want everything to be sparkling and new, but the profit margin in this industry is thin and most often in the single digits.” For Haller, the decision to locate Cafe 152 Bread Company in downtown Gilroy was partly based on the physical location on the corner of 4th Street and Eigleberry, but also the belief that the downtown needed more variety in its restaurant offerings. “We built that because

we wanted to help build the downtown but also to bring good food downtown,” Haller said. “For both restaurants, we’re going to start offering wine and beer. That way we’ll be able to keep both open later. We needed to make a change downtown and places like Golden State Brew and Grill pull in young people to the downtown, but we need to get people over from the west side of town as well.” When asked what advice he'd give to budding restaurateurs his answer was simple, “know your expenses.” “Know your costs and

get a good bookkeeper,” Haller said. “Lots of small businesses don’t know their costs, and they don’t know what their prices should be. Lots of new businesses don’t even put together a business plan. They get by on family money and credit cards.” Cafe 152 Burger Company, at 8401 Church St, is open seven days a week, 10am to 8pm. Bruce Haller, the wellknown owner of Cafe 152 Burger Company and Cafe 152 Bread Company, does not like to talk about himself. But, when the topic of his business, the restaurant business in general, and the challenges of doing business in California are on the table, he's eager to dig in. “I should have got out of this business a long time ago; there’s no money in it,” Haller said. “It’s become more difficult to do business. The State of California says they open doors for entrepreneurs, but they don’t. We all want to follow the rules, but how many regulations do we need?” Yes, the work is hard, the profit margins are razor thin and the hours that a restaurant owner works can be hazardous to one's health. Recently Haller had triple bypass heart surgery, which motivated him to sell his Der Wienerschnitzel franchise last year. Cafe 152 Burger Company and Bread

Company are going strong, however, and only getting stronger according to Haller. “One of the great things about my work is that everyone likes to eat,” Haller said. “To do what you love, you overlook the roadblocks.” Haller believes that restaurants in the Bay Area are hindered by a lack of disposable income, driven by high housing costs and the general high cost of living in the area. “In the Central Valley you’ll notice that restaurants are packed,” Haller said. “People there have disposable money to spend; they're not house poor. When you struggle just to pay rent, there isn’t much money to spend going out.” There's a story behind everything Haller does at his restaurants, from the Angus beef, to the buns, to the decorations on the walls. He gets his buns from El Nopal Bakery in Hollister, and uses bread from Sumano's Bakery, which announced plans to move from Watsonville to Gilroy. A quick survey of the decor in his restaurants include bits and pieces of the region's agricultural roots. “Stop in and taste the difference,” Haller said. “I don’t compete against

Inn at Tres Piños hosts Ag Secretary VALENTINE’S DAY VISIT BY PERDUE WAS SHOWCASE FOR LOCAL FARE By Barry Holtzclaw Managing Editor

Early this month, Mike and Mary Howard were busy making their usual plans for Valentine’s Day: preparing special menu items for more than 150 neighbors and friends at their Inn at Tres Piño restaurant. It may not seem romantic, but the Howards like spreading their own brand of pasta love on that special day. This year, however, would be a night to remember. On one week’s notice, they would be asked to open their special-event guest house for a buffet dinner for U.S. Secretary of Agriculture Sonny Perdue and an entourage of more than 30. Perdue was in California for a whirlwind day of meetings and farm tours, and needed a place to eat and meet some farm leaders. “It was magical, how it all happened,” Mike Howard recalled last week. It unfolded at San Benito High School, where Mike’s son Brandon works. The husband of one of Brandon’s co-workers is a farmer, and had heard through a California Farm Bureau contact that Perdue would be visiting Central California and might need a place to eat—on Valentine’s Day. Brandon said he would check it out with his dad, and the plan was set. “We had been sold out for two weeks,” Mike said.

“I heard that some dignitaries were looking for a place to eat, so I said O.K, they could use our guest house,” which the Howards had remodeled for special events. He said he got the first call on Feb. 7, but really didn’t get confirmation until Feb. 12, when an advance security team asked to stop by for a walkthrough. There would be another security check the morning of Feb. 14. “They even had to check out the bathroom,” he said. especially in the 20162017 school year in which Bowers chose not to play to focus on off the court matters including recovering from an injury. “Coach has connected with all of us and our personal lives,” said Bowers, a 6-foot-7, 205-pound forward. “He’s more of a relationship-type coach. He focuses on basketball, but he takes things outside the game. Things like how we’re doing with our families, and just making sure everything is good with us.” King was simply unstoppable against Hartnell, shooting 13 of 19 from the field. He also shot a perfect 7 for 7 from 3-point range in the first half against San Jose City. Athletic, strong and quick, King has a simple method of attacking defenses. “I try to get to the basket, but if they leave me open, I’ll pull up for a 3-pointer,” he said. “I also try to get to the free throw line a lot.”

King said the chemistry and feel of being on this year’s team is noticeable from some of the past places he’s been at. “It’s different on and off the court,” he said. “It feels like a family here, where everyone gets along.” For Bowers, playing this season is literally a family affair. His older brother of three years, Takoda, is one of the team’s key reserves. This is actually the first time the two have played on the same organized team together, as Takoda missed his senior season at Christopher—when Xander was a freshman— due to injury. “Everything has lined up, and it’s been a lot of fun playing together because he is someone I have played against my whole life,” Xander said. Xander knows there is a special element to the Gavilan team this season. “It’s the best team I’ve ever been on, and the most I’ve ever gotten along with

For the first time in 49 years, the Gavilan College men’s basketball team can call itself champions. The Rams defeated San Jose City College 75-57 last Friday, clinching just their second conference title in program history (the only other title came in 1969). The Rams finished the regular-season at 23-4 overall and 9-3 in the Coast Conference South Division, earning the No. 7 seed in the California Community College Northern California playoffs. Gavilan plays host to No. 10 seed Modesto (208) on Friday. How has first-year Rams coach Dallas Jensen been able to lead the team

to more wins this season (23) than in the previous 10 years combined? By recruiting talented players and creating an environment that fosters closeness and accountability. Take it from players like Brian King Jr., who played a season at San Jose City College and spent half a semester at Fresno City College before finding his way to Gavilan. “This really is a much different place to play than everywhere else,” said King Jr., who pumped in a season-high 34 points in a 96-89 win over Hartnell on Feb. 14 and followed that up with 21 points against San Jose City. “Dallas helps you out— he’s making sure we take school seriously so we can transfer and basketball is just a part of it. He focuses on mentoring and helping us in life.” Xander Bowers, a 2016 Christopher High graduate, has had plenty of long talks with Jensen,

flat-out coach, knowing when to push the right buttons, motivating the players to play for each other and making adjustments on the fly. Bowers has matured since enrolling at Gavilan, and he credits the talks with Jensen for guiding him in the right direction.

The Cougars’ only loss in league came to Salinas on Jan. 5, a 4-0 drubbing. However, the teams finished in a 0-0 draw in the rematch three weeks later, and Christopher went a combined 10-0 against the rest of the squads in the division. The Cougars did it with an exciting brand of soccer that featured a possession-type game, crisp passing and dynamic players at nearly every position, spearheaded by Martin and freshman goalkeeper Jordan Anaya. “Our goalie has found a place on this team and has put together some pretty

special performances, especially against Hollister,” Christopher coach Matt Oetinger said. “She has really been phenomenal, and having someone like that in goal clearly helps in the team’s success.” Echauri said one of the defining moments of the season was the scoreless draw with Salinas, a team that has given the Cougars fits over the years. “When we lost to them the first time we played them, we lost a little bit of confidence,” she said. “In between the time of that loss and the next time we played them, we had to figure some things out, and once we did, we started to really believe in ourselves.” Echauri plays a key ➝ Cougars, page 20

The Christopher High girls soccer team made history on Feb. 14, clinching an outright Monterey Bay League Gabilan Division championship for the first time in program history. A tough and gritty 2-1 win over Alvarez in the regular-season finale gave the Cougars a 10-1-1 league record—and memories that will last a lifetime. For players like junior Alessandra Echauri, the title represents the program’s potential. “I think we have six juniors on the team, and our main goal was to show the freshmen and sophomores that a small team from Gilroy has the possibilities to do great things,” she said.

“We wanted to set a standard for the young ones, and leave a legacy for the incoming classes and teams.” Christopher hopes to add to its already impressive season with a couple of wins in the Central Coast Section playoffs. The No. 6 seed Cougars (12-4-2) opened the Division I playoffs at home against No. 11 Leland (5-67) Wednesday (this edition went to press before the start of the match). “We’re really excited and believe we can go far in this tournament,” Echauri said. “We’ve come this far already, and why not go a little farther.” Against a game Alvarez team, Christopher junior striker Aurea Martin scored both of the team goals—her

opponents couldn’t come close to scoring, let alone putting a shot on goal. “Jackie has been one of our most dependable and strongest defenders,” Oetinger said. “Jackie is one of those glue girls, and a player who really does her talking through her stellar play. The whole back four has done a good job.” Even though the players knew they had clinched the title after beating Alvarez, the celebration was rather subdued. Some of that had to do with the way the team played—“It wasn’t our best game of the season,” Oetinger said—and some of it had to do with winning with class and not celebrating wildly on another team’s home field. The team gathered for

its usual postgame huddle, and Oetinger handed each player a long stem pink rose—it was Valentine’s Day, after all—but the gesture was more symbolic of the team playing for the love of the game. “All of a sudden it hit them that we just did something no other team at Christopher has ever done,” Oetinger said. In addition to excelling on the field, Christopher has achieved at a high level in the classroom as well. Echauri said the team’s GPA is 3.8, and individually she has a 4.2 GPA that includes three Advanced Placement classes. One thing is for certain: The Cougars are set up to be even better next season, with several players returning including a freshmen class that will continue to mature and progress.

J

oan Sturm Lorge went home to Jesus on February 14, 2018. She was born Joan Bernadette Harris to Barney and Helen Harris in Gilroy, California July 21, 1944.

Over the years, Joan resided in Indiana, Florida, and Iowa. She graduated with honors from Indiana State University and was an accomplished interior architect specializing in commercial space planning. She earned a Master Gardener certificate, was an active member in Coralville United Methodist Church, and was a food pantry volunteer. She is loved by and will be missed by many. She was a graduate of San Benito High School, a member of the Catholic Church and a resident of San Juan Bautista her entire life. Jeanette is survived by her niece Laura Jensen, nephew Richard Ottoboni, nephew Ken Ottoboni, niece Lynn Fiori, nephew Jeff Ottoboni, as well as many, many, great and great-great nieces and nephews.
