It promises to be a busy recruiting season for Gilroy Unified School District, which will have to replace at least 40 teachers who recently gave their resignation notices for June 2018. High teacher turnover has become common for Gilroy schools. The district hired 80 new teachers going into the current year and 70 the previous year, according to a Sept. 2017 Q&A with Supt. Debbie Flores. “As graduation approaches, changes are in the air, and with more than 500 teachers in our district, it’s the time we see changes in staffing as well,” said Paul Winslow, the district’s assistant superintendent of human resources, in an emailed response. “This year’s changes are typical.” Attached to the Gilroy school district’s March 8 school board agenda is the “Personnel Order,” which includes 38 Gilroy Teachers Association resignations effective at the end of the 2017-18 school year. The U.S. Supreme Court justices Tuesday heard arguments in its first abortion-related case under President Trump, and “pregnancy

centers” in Gilroy and Hollister were center stage. In a story that led nearly every major national news report on Tuesday, lawyers for the National Institute of Family and Life Advocates pleaded their case that a 2015 California law violates the First Amendment freespeech rights of their affiliates, which include Informed Choices of Gilroy and the Hollister Pregnancy Center. The highly anticipated case is

being watched closely by more than 300 of these anti-abortion counseling centers in California, which for more than two years have been required to provide positive information about abortions. The centers, which were created to convince expectant mothers not to have abortions, stress adoption alternatives and offer free pregnancy tests. Christine Vatuone, executive director of Informed Choices, was in Washington, DC Tuesday,

and was not available for comment. Brigette Blair, director of the Hollister Pregnancy Center, declined to comment. County takes over Gilroy animal control CATS AND DOGS CAN NOW BE TAKEN TO SAN MARTIN Staff Report

The County of Santa Clara and the City of Gilroy have partnered together to provide animal sheltering for dogs, cats and other domestic pets for Gilroy residents. The County of Santa Clara’s Animal Shelter traditionally serves unincorporated areas of the county. However, this new agreement ensures all Gilroy residents can deliver lost domestic animals to the San Martinbased facility. The county and the City of Morgan Hill also are currently in discussion about the possibility of partnering to offer similar services to Morgan Hill residents. Historically, the Gilroy Police Department has been responsible for sheltering dogs within Gilroy, but did not accept cats or other domesticated pets. With the new shelter agreement, Gilroy residents can deliver stray animals to the County of Santa Clara Animal Shelter and be assured the animals will receive highquality care and veterinary services.

“I am thrilled that Gilroy residents can now fully benefit from county animal shelter services,” said Santa Clara County Supervisor Mike Wasserman. “This mutually-beneficial partnership will also free up Gilroy Police Officers to focus on more pressing public safety concerns.” The County of Santa Clara Animal Shelter takes in approximately 3,000 dogs and cats annually in addition to small animals and barnyard pets. The shelter is the only one in the county with the capability to house horses and large livestock. The shelter accepts stray animals of all conditions and is proud to have a “no-kill” live release rate of over 90 percent since 2013. Caring staff and volunteers provide veterinary services, enrichment and affection to shelter pets while they wait to find families. The shelter is a member of the WeCARE coalition that promotes life-saving and animal welfare in the community. An off-duty Gilroy Police officer was arrested last week in Hollister on suspicion of driving under the influence of alcohol. Geoffrey Guerin, a veteran sergeant with Gilroy Police Department, was arrested by Hollister Police about 12:39am March 15, a spokesman for the Hollister Police Department confirmed. Guerin was arrested after an officer made a traffic stop on the vehicle he was driving on the Highway 25 bypass near San Felipe Road,

Guerin has worked for Gilroy Police Department since at least the 1990s, according to Gilroy Dispatch news archives. He has been assigned to the city’s gang enforcement unit and the GilroyMorgan Hill SWAT Team. In 2010, Guerin was recognized by Gilroy police and the Gilroy Fire Department for saving the life of a 2-monthold infant when he responded to a medical emergency.

CA personal tax rates rank low

Newsprint duties could hurt small newspapers

T

he printing press remains the symbol—despite the arrival of online news—of the Fourth Estate, of “Freedom of the Press.” That’s why for centuries one of the first acts of authoritarian rulers was to smash the printing presses of the opposition. In 21st Century democracies, the pressures are more subtle, but with the same potential impact—to silence independent voices: labeling all legitimate, professional media as “fake news,” for example. Now, coming on the heels of the announcement of the Trump administration’s controversial tariffs on imported steel and aluminum, the Department of Commerce this month announced the imposition of a 22 percent “anti-dumping duty” on imported Canadian newsprint, a major source of paper for many community and metro newspapers. The Commerce Department had concluded that Canadian paper manufacturers have been “dumping” newsprint into the U.S. for less than its fair value. The antidumping duties follow duties on newsprint and other uncoated paper products of 4.4 to 9 percent announced in January. Paper producers have already announced significant price increases in an attempt to absorb the duties. Additionally, newsprint manufacturers with low rates are being asked for supply and are raising prices because of higher demand. The California News Publishers Association and other industry groups are asking each member of California's Congressional delegation to oppose Commerce's imposition of the duties. David Chavern, CEO of the Newspaper Marketing Association, predicted dire consequences: “Most newspapers will not be able to absorb these increased costs and will be forced to reduce page counts, reduce days of

distribution, and/or move more information to digital platforms. “Some small-market or rural newspapers, with slim margins, will close.” Ironically, the supposed beneficiary of duties on Canadian newsprint imports— U.S. newsprint mills— will be harmed as tariffs will artificially decrease the demand for their product.” A consequence of the new steel and aluminum tariffs will be increases in manufacturing costs and consumer prices for cars, refrigerators and washing machines.

Our readers, customers and community will pay the price just so one small paper mill can use trade laws to a very temporary advantage. The consequence of the newsprint “duties” (another word for tariff ) could be even more dire for our democracy. South Carolina newspaper publisher Susan Rowell warned, “We are painfully aware that some newspapers will not survive this upheaval. For those who do, it will be at the expense of a diminished news mission. Our readers, customers and community will pay the price, just so one small paper mill in Washington state can use trade laws to a very temporary advantage. Long term, we will all lose.” Although the new duties are in place, the Commerce Department and the U.S. International Trade Commission will be studying their impact this summer on newsprint customers and the newspaper industry. Let’s hope that wiser heads prevail and these new rules are reversed.

One prevailing stereotype of Californians—shared by state residents as well as red-state politicians and the Trump Administration—is that we pay higher taxes than anyone else in the country. A national consumer website, WalletHub, this month has released its 2018 Taxpayer Survey, as well as its yearly Tax Rates by State report. And it shows that when you take into account all kinds of taxes that we pay, Californians pay overall tax rates that are among the lowest in the U.S.—not the highest. The survey features a wide range of facts about people’s opinions on taxes, and the tax rate report compares the cost of the average person’s various obligations in the 50 states and the District of Columbia. The report discovered that states with no income tax aren’t always the cheapest overall, as they tend to have higher sales and property taxes. California ranked 8th lowest among all states for it “Overall Effective State and Local Tax Rate,” according to the survey. Broken down, California had the 11th lowest income tax, and the 17th lowest real estate tax rates. The state ranked less well—around the median—for vehicle property tax, 27th and 30th lowest for sales and excise taxes. The website’s annual taxpayer survey reported that fewer than 4 in 10 people are happy with President Trump’s tax reforms: 69 percent of people think the reforms are better for corporations than consumers, and 67 percent think they benefit the rich more than the middle class. The survey also revealed that: • 90 percent of people think the government currently does not spend their tax dollars wisely • 30 percent of people say making a math mistake is their biggest fear when filling out tax forms • 37 percent of people would move to a different country for a tax-free future • 22 percent would switch political parties.

Sarah’s Vineyard, founded in 1978 by a group of four wine enthusiasts led by Marilyn “Sarah” Otteman,

will celebrate its 40th anniversary this year with a May release of its “Estate Chardonnay,” according to a March 15 announcement. Throughout 2018, Sarah’s Vineyard, on Hecker Pass Road west of Gilroy, will be paying homage to its four decades of exceptional wines and hospitality.

On Thursday, May 10, Sarah’s Vineyard will release the new vintage of its “Estate” Chardonnay, specially designated as the winery's official 40th anniversary bottling. “Sarah’s Vineyard became famous early on for the quality of its Chardonnay; naming the Estate Chardonnay as our

anniversary wine honors both the past and the future of Sarah’s,” said proprietor and winemaker Tim Slater. May 10 will also be recognized as “Sarah’s Vineyard Day,” with tributes from local, state and federal officials, as well as the unveiling of history displays and special

activities at the winery, according to staff. Long before it became known as “Silicon Valley,” the Santa Clara Valley boasted a long history of grape growing and wine production dating back to the 1850s. Tim Slater purchased Sarah’s in 2001. Today, his work as one of the region’s

The question before the Supreme Court justices on Tuesday was whether a California law’s requirement that these faithbased “crisis pregnancy centers” provide their patients with specific kinds of information – including, for some, the availability of low-cost or free abortions – violates their freespeech rights under the First Amendment. “After roughly an hour of oral argument, the law appeared to be in some jeopardy, not only among the court’s more conservative justices but also perhaps at least with Justice Elena Kagan, one of the more liberal justices,” reported Amy Howe, of SCOTUSBLOG after Tuesday’s hearing in Washington, D.C. The organizations had been unsuccessful at blocking the California law—The California Reproductive Freedom, Accountability, Comprehensive Care, and Transparency Act (FACT)—at the federal district court level, and the state was upheld by a 3-0 vote of the Ninth Circuit Court of Appeals last fall. The federal appeals court at that time determined that the disclosure provision does not “encourage, suggest or imply” that a woman should pursue an abortion. Rather, it is “closely drawn

to achieve California’s interest in safeguarding public health and fully informing Californians of the existence of publicly funded medical services.” Arguing on behalf of the pregnancy centers, Howe reported that attorney Michael Farris quickly ran into questions from several of the court’s more liberal justices that boiled down to what Justice Stephen Breyer dubbed “what is sauce for the goose is sauce for the gander”: If a state that opposes abortion can require a doctor who performs abortions to tell a pregnant woman about the possibility of adoption, why can’t a state that supports abortion rights require a doctor to tell a pregnant woman about the availability of free or low-cost abortions? Justice Sonia Sotomayor appeared to agree. If you decide to talk about pregnancy, she asked Farris, why shouldn’t you be required to tell people that you are not a doctor? Farris and Jeffrey Wall, the deputy U.S. solicitor general who argued on behalf of the federal government, tried to distinguish between the two kinds of disclosures, stressing that requirements to inform pregnant women about alternatives to abortion only come into play when medical procedures are being provided, and that the unlicensed clinics are not providing such procedures. But Sotomayor was skeptical, telling Wall that the clinics sometimes provide ultrasounds and pregnancy tests.

“I don’t know how” pregnancy counseling, she continued, “is not part of medical advice in the same way a doctor gives it when he’s considering an abortion procedure. I don’t understand the difference.” Justice Samuel Alito was concerned that the law unfairly singles out antiabortion facilities like crisis pregnancy centers while providing exemptions for other kinds of health-care providers. “If you have a law that’s neutral on its face” but then contains “a lot of crazy exemptions,” he asked, “isn’t it possible to infer intentional discrimination?” Howe reported that Joshua Klein, the deputy state solicitor general who argued for California, tried to assure Kagan and Alito that the law also applies to a “significant” number of clinics that are not opposed to abortion, but Kagan nonetheless pressed him to explain why and how the state decided to create the exemptions. Justice Neil Gorsuch asked Klein, why can’t the state use other methods to make sure that pregnant women are aware of their options, rather than freeriding “on a limited number of clinics to provide that information”? California Attorney General Xavier Becerra was the named defendant in the lawsuit. “Information is power,” Becerra said in a statement, “and all women should have access to the information they need when making personal health care decisions.”

Teacher recruitment season is getting underway, with the Santa Clara County Office of Education’s Teacher Recruitment Fair scheduled for March 24 in San Jose. “Some active teachers actually have to resign in order to meet credentialing requirements,” Winslow explained. “The district plans to rehire many of the teachers once they secure the necessary requirements for their credentials.” Also on the district’s March 8 personnel order were nine employees set for retirement at the end of the school year in June as well as the resignation of the district’s construction manager.

A look at the March 22 personnel order reveals two more teacher resignations, one at Glen View and another at Gilroy High School, as well as one retirement from Eliot and the principal at Rucker. GUSD Board President Linda Piceno, who confirmed the personnel order was approved by the board at the March 8 meeting, deferred any inquiries to the district office’s human resources department. During the same March 8 meeting in closed session, the board voted 6-0 to release 18 temporary teachers and not re-elect five probationary staff, according to that meeting’s minutes.

Gilroy Self Storage Outlet, a project that will cost $12 million when completed by early in 2019, will provide 793 storage units on 4.5 acres at 9080 San Ysidro Ave. The project was celebrated in a ceremonial groundbreaking on March 16. “We plan to build this and operate it in our family, as an investment we can keep forever,” said Sean Venezia. “We don’t buy and flip or build and sell.” The principal investors—Ted Crocker, President and CEO of Darme Holding Co Inc., George Huff and Venezia, both managing partners at Veneto West, secured a 12-year 5 percent fixed loan for the project from Newmark Realty Capital. Regarding security, Newmark sees the South Valley and self-storage to be a safe investment. Newmark, which manages investments principally for insurance partnerships, has built in an interest reserve on loan, giving Gilroy Self Storage the flexibility to pay only the interest rate during construction, along with

the time it takes to rent the units. “We love good locations,” said Newmark Realty Capital Production Associate Tom Dao. “We love Gilroy and we’ve done some financing in Morgan Hill recently. We are very active in Silicon Valley.” For Dao and Newmark, Gilroy holds several advantages for investors— chiefly, more affordable land along with a growing population. Archery tourney canceled in fee dispute GROUP STOPS MAINTENANCE AT MT. MADONNA By Bryce Stoepfel Reporter

A dispute over parking fees with the Santa Clara County Parks and Recreation Department has forced cancellation of the annual 'Bug Shoot' sponsored by the Mt. Madonna Bowmen at the Mt. Madonna public archery range. In response, the club said it intends to stop performing maintenance chores at the popular mountain top archery range. “They want us to build and maintain the range for free, but still pay the parking fee,” said Mt. Madonna Bowmen Club President Curtis Campisi. “We’re volunteering to maintain the range but it’s going to cost us $6 every time we go to work. When you take the parking away, there is no benefit.” Of the three events the Mt. Madonna Bowmen host each year, the Bug Shoot is the largest and most financially important event of the year. The event, which attracts 350 to 400 archers from around the state, brings in between $3,000 and $5,000 every year — roughly what it costs to maintain the range.

Because of the parking fees, the Mt. Madonna Bowmen stopped performing maintenance on the range in August. The loss of the range is a blow to the club as membership decreases. “Our club membership has dwindled and it’s hard to get help out there,” Campisi said. “We saw the writing on the wall. So members didn’t want to do anything.” Other than for special events like the Bug Shoot, which requires a permit from the parks department, the range is free and open to the public, Except for the parking fee. How much longer it will remain open is unclear to Campisi. “They have no way of doing the maintenance and they don’t have the knowledge as to how to do it,” Campisi said. “They don’t understand archery.” For the Santa Clara County Parks and Recreation Department, withdrawing free parking at Mt. Madonna was a way to be consistent with the other archery ranges within county parks, which do not provide free parking. “I understand that this has been a change for them, but for us to be consistent with all our permit holders, we can’t allow free parking to use the range,” said Santa Clara County Parks and Recreation Public

Aside from the revenue, the club expects to receive from tournaments, Campisi, owner of Predator's Archery in Gilroy, believes that his shop, along with other

local businesses, will suffer financially. “The loss of the range will have an impact on businesses that sell equipment, but archers who come to the event stay at

local hotels and eat at local restaurants,” Campisi said. “The ranges are also used by local boy scout and girl scout groups, and we also do work with local veterans groups.”

in Flores’ development. “Daniel has been spending a lot of 1 on 1 time with me and changing my technique a little to allow me to reach these higher marks,” Flores said. At the Garlic Classic, Flores knew a big mark was coming. In his first meet of the season at the Wildcat Relays on March 10, Flores went 15 feet even. When Flores bettered that mark by an inch at the Garlic Classic, he did it with a new, longer and thicker pole made of different material. Like any change, Flores felt uncomfortable holding the new pole at first. But after practicing with it for a week, he nailed his PR on his first attempt in the Garlic Classic. Flores easily cleared the bar, and said everything felt great. “My reaction was it was a pretty easy jump,” he said. “It gave me relief and instant gratification because I had practiced all summer and hadn’t been able to get 15 feet at the All-Comers meets. It felt good to hit it, and I can’t wait to move up from here.” The same goes for Sylva, who has made a meteoric rise to be one of the section’s best. For Christopher High’s Keola Sylva and Gilroy High’s Logan Flores, the 2018 track and field season has been one to remember. And the season is only a month old. Sylva, a sophomore, and Flores, a senior, have the top marks in the Central Coast Section in the triple jump and pole vault, respectively. Flores went 15 feet, 1 inch in the pole vault in last Saturday’s Garlic Classic to establish himself as the person to beat in the CCS. Christopher High hosted the Garlic Classic, and Cougars coach Jeff Myers said 50 schools participated, with 1,700 male entrants and 1,368 female competitors—an all-time high. Sylva nailed a huge personalrecord (PR) of 43-9 ¼ in the triple jump in the Wildcat Relays

on March 10, the top mark in the section. Even though Flores and Sylva hit PRs early in the season, they both feel their recent performances might be a hint of even bigger things to come. “I think I’m very close to clearing 16 feet in the near future,” said Flores, whose 15-1 mark ranks among the top 6 marks in the state. Said Sylva: “(Christopher) coach Myers was saying I could go 44, 45 feet this year, and that is what I am aiming to do.” It’s no surprise Flores and Sylva are excelling in all of their events—Flores also does the long jump and Flores the long jump, triple jump, 110 and 300-meter hurdles. They have compiled the best marks in their best events through talent and sheer, hard work. Flores also played on Gilroy’s water polo team last fall, making last summer a particularly busy one. Somehow, Flores managed to balance everything out. During the summer, Flores had water polo conditioning/practice from 6 to 8 a.m., classes at Gavilan College from 10 to noon and pole vaulting practice at Soquel High from 1 to 5 p.m. Flores worked with renowned vault coaches Joe Miyoshi and Daniel Gutierrez, the latter having a huge impact

Carmen Patane for helping him hone in on the myriad technical aspects of the triple jump. “I didn’t even know how to do (the) double arm (technique) before the season started,” Sylva said. “Coach Patane helped me with a lot of technical form, and it’s helped me a lot.”

Sylva can give Patane a little ribbing since Patane told Sylva to have a goal of around 43 feet before the season started. Sylva can’t wait to see what the future holds. He started triple jumping last year after Patane saw him jump in practice, and Sylva has taken off ever since.

Corinne Lombardo lasted all of a minute until she started welling up with tears. It was understandable, as the Gilroy High senior talked about her best friend, Celeste Perales, at the beginning of her signing ceremony to play field hockey at Kean University. In front of family, friends, teammates and coaches, Lombardo experienced a tidal wave of emotions as she reflected her thoughts on March 14 in the school library. While Lombardo might have gotten a bit unhinged during the event, she was often poised playing midfielder for the Gilroy High field hockey team. Keeping focused is one of the many positives the coaches of Kean University—a Division III program in New

Jersey—saw in Lombardo. “She (Kean University coach Leslie LaFronz) liked my vision and how I could see the field, especially because I play midfield,” Lombardo said. “She was looking to rebuild the team and thought I would be a good aspect of that. I’m more of a passer and sets plays up, and I like to be more of a distributer to make sure I get the ball where it needs to go.” Even though Lombardo played for a travel ball lacrosse team, she didn’t receive any attention from colleges until she sent out her highlight tape video to 10 different schools last summer. For prospective college players, it pays to be proactive. Once the Kean University coaches pored over the video, Lombardo had gotten their attention. After some communication, the Kean coaches watched Lombardo at a tournament. When Lombardo took a trip to the East Coast to visit prospective schools, Kean wasn’t at the top of her list in the beginning of her search.

uth A. Klinke, 73, passed away on March 12, 2018 in Morgan Hill, CA. Beloved wife of John H. Klinke Jr., they were married for over 55 years. Ruth worked as a telephone operator for Continental in Gilroy until they welcomed their daughter Heidi in 1974. She then joined her husband working in Coyote until 1984. Afterwards, she then worked for Pacific Bell (AT&T) in San Jose as an operator until 1997. Ruth was a devoted church member for many years. She had a “green thumb” spending countless hours growing flowers and gardening. She also loved to travel, and went on many cruises and trips over the years. Ruth was predeceased by her daughter; Heidi, her parents; Ernest and Josephine Carlton and siblings; Albert, Emily, Wilfred and Darrell. She is survived by her husband John, siblings Marilyn, Wesley, Arleigh, Dean and many nieces, nephews and cousins. Family and Friends are invited to attend a Graveside Service on Saturday, March 31, 2018 at 10:00am at Gavilan Hills Memorial Park, Gilroy. lsie was born December 16, 1922 in Gilroy to Pierina and Alfred Luchessa of Soledad. She graduated from Gonzales High School in 1940 and attended Hartnell College in Salinas. Elsie began her professional career in February 1942 as a clerk at Fort Ord in charge of the Transportation Request Section where she worked continuously through May 3, 1946. She was in charge of moving military personal worldwide by commercial carriers and received a meritorious award in recognition of her service. June 30, 1946, Elsie married John Alciati of Morgan Hill, CA where they enjoyed 63 years of marriage until his death in 2009.

Her interests included family, crossword puzzles, music, gardening, and love of animals. Elsie is survived by her sisters Mary Borzini of Greenfield and Jane Soares of Watsonville; her children Donald Alciati (Sandy) of Mt. Vernon, WA, Alfred Alciati (Sharon) of Morgan Hill, CA and Rita Nyulassy (Sean) of Hollister, CA and her five grandchildren and five great-grandchildren. Elsie is preceded in death by her husband John Alciati, her sister Lena Borzini of Greenfield and her brothers Herman Luchessa and Jimmy Luchessa of Soledad.
