District 30 State Assembly race to defeat fundraising frontrunner Robert Rivas. The San Benito County supervisor hopes to succeed Anna Caballero, who is running for state senate this year and represents a district that stretches from Morgan Hill to King City and includes Watsonville and all of San Benito County. The San Rafael law firm Nielsen Merksamer Parrinello
Gross & Leoni, which counts BP, Chevron, Exxon Mobil, Phillips and Valero Energy Corporation among its clients, created the Coalition to Restore California’s Middle Class, Opposing Robert Rivas for Assembly 2018. It’s the first time the industry has targeted a local official seeking higher office. Rivas was at the forefront of San Benito’s Measure J, which banned fracking in 2014
despite a $2 million push funded by large petroleum companies to defeat it. San Benito was California’s first county to enact a ban on fracking and associated oil extraction technologies, including acid well stimulation treatments and cyclic steam injection; a similar effort failed in Santa ➝Big Oil, 8

With signs that read “Keep Good Teachers With Fair Pay,” “You can’t put students FIRST if you put teachers LAST” and “WTF? Where’s the Funding,” more than 300 Gilroy teachers and supporters picketed outside last week’s school board meeting. The Gilroy Teachers Association’s signs and chants in front of the 7810 Arroyo Circle Gilroy Unified district headquarters protested “the lack of a fair contract settlement between the teachers’ union...and the Gilroy Unified School District School Board,” according to organizers. Other slogans by teachers, parents and students who lined the street in a show of solidarity read: “You’ll no longer have the comfort of our silence,” “Please don’t make me move to San Jose,” “My second job pays for my classroom supplies,” “I’m a teacher not a saint. 2 percent isn’t enough,” and “It’s time to use our outside voices.” The teachers union, whose members have worked without a contract since the previous one WALK THIS WAY The Dancers Against Cancer team, from the South County Country Dancers of San Martin, Texas two-step their way round the course during the May 19-20 Relay For Life of South County held at Community Park in Morgan Hill.

Nearly 500 participants helped raise more than $105,000 as they set up camp May 19-20 at Morgan Hill Community Park for the inaugural Relay For Life of South County. The 24-hour walkathon, the biggest annual fundraiser for the American Cancer Society with localized events in cities across the country, is meant to honor those stricken with cancer and help raise money to aid research efforts in finding a cure. “It was awesome. It was a totally seamless event. Everyone came together and
had a lot of fun,” said Relay colead Nikkie Underhill. The event—which included 467 Morgan Hill and Gilroy participants as well as 62 cancer survivors—touched home for Underhill, who was part of two Relay teams created separately in the memory of a long-time friend and her mother-in-law. “It was definitely an emotional weekend,” Underhill said. “It was really a healing event for us to come together as a family.” Relay regulars, Dancers Against Cancer, once again topped the team fundraising efforts by totaling $20,067. “They always raise a lot of money,” said Underhill of the leading team. “It’s really incredible.” Dancers Against Cancer, captained by Nancy Bernal and Diane Berney, raises money before the event through donations from

family and friends. Then, the members make up special baskets that they raffle off during the Relay to generate even more funds, according to Underhill. First-time participant Elizabeth Yoshida of Hu’s Platoon was the top individual earner for the 2018 Relay with a total raised of $6,620. Her participation was sparked after learning her father, Hubert Yoshida, was battling a rare cancer of the small intestine. The retired Marine Corps Captain and Bronze Star Medal recipient also helped the team in his honor raise nearly $9,500. “It’s a brand new team....He’s currently in treatment so she started it for her dad,” Underhill said. “He was out there and the family was out there. They all did a great job.” Donations to the Relay can be accepted through the end of
August by visiting relayforlife. org/SouthCountyCA. After Saturday’s opening ceremonies that included speeches from councilmembers Fred Tovar of Gilroy and Caitlin Robinett Jachimowicz of Morgan Hill, the “Survivors Lap” kicked off the Relay at Community Park. There were activities throughout the day with bounce houses, face painting and live music. Keeping with a Gilroy Relay tradition, a cardboard box-car race took place as part of the special overnight experience. A “Miss Relay” contest, where male participants dressed in women’s clothing and then strutted around collecting donations, was another fun event. “It was a fun time, a fun weekend,” Underhill said. Breakfast, lunch and dinner was served to all participants in the hospitality tent as well.

GECA ranked 23rd in U.S. for academics ACADEMY IN GILROY IS RATED HIGH BY US NEWS Special to the Dispatch
SIGNS OF THE TIMES Gilroy Teachers Association members and supporters picket
in front of the Gilroy Unified School District headquarters on Arroyo Circle May 17. Gilroy teachers have been working without a contract since June 2017.
State mediator is called in to break deadlock Teachers, 1 expired in June 2017, and district leaders are at an impasse in contract negotiations. They are currently engaged in a fact-finding process through the state’s Public Employee Relations Board, after attempts to reach a settlement through mediation failed. Gilroy teachers, amongst the lowest paid in Santa Clara County, are asking for a 6 percent pay raise and for the district to contribute an additional 5 percent for health benefits. The district’s offer currently on the table is a 2 percent pay increase and no additional contribution to the health care package. Gilroy’s starting salary for a first-year teacher is $50,743, according to edjoin.org, the education recruiter site used by California school districts. Other nearby local school districts with higher
starting salaries include Morgan Hill Unified School ($54,989), San Jose Unified ($54,958) and East Side High School District ($55,349). At both San Jose Unified and East Side, fulltime employees pay no outof-pocket premiums for health benefits. The district, which continues to present its side of the negotiations to the public through its “Negotiations Update” tab on the gusd.k12.ca.us/ website, claims that the teacher demands will zap the district’s reserve fund and “would bankrupt the District in the third year.” Compounding matters is that district revenues are expected to decrease by nearly $1.3 million next year because of declining enrollment, according to a district report. “Our kids take the brunt of it when the district decides to keep extra money in reserves instead of spending
it on what students need— their teachers,” said Gilroy teacher Lindsay Hack at the May 17 school board meeting. “It is hard to understand why other districts manage to prioritize recruiting and retaining teachers in their annual budgets, but year after year, GUSD just can’t seem to manage it.” Gilroy teachers also demonstrated by gathering at the flagpoles of their respective schools 30 minutes prior the start of the school day earlier on May 17 and plan to continue to do so until a new contract is reached. In addition, they plan to picket at the district office again ahead of the May 31 school board meeting, according to organizers. “We really would like to work with our district and get them back to the table,” said Amber Woodward, a Christopher High School teacher and association vice president.

Dr. TJ Owens Gilroy Early College Academy is among the top 25 high schools in California, according to recently released U.S. News & World Report’s 2018 Best High School Rankings. The Gilroy Unified School District school was awarded a gold medal for its accomplishment as the 23rd best in the state out of a pool of 2,100. It was also ranked 172nd among 20,500 public high schools evaluated across the country by the U.S. News & World Report. Gilroy High School got a silver medal, with rankings of 480th in state and 2,451st nationally. Christopher High School was unranked. In Morgan Hill, Ann
Sobrato High School was ranked 99th in the state and 450th in the nation. Live Oak High School went unranked, as did San Benito High School in Hollister. The purpose of the rankings was “to identify schools that best serve all of their students—including historically underserved populations—and assess the degree to which students are prepared for college-level coursework,” according to the report. Schools are awarded gold, silver, or bronze medals based on their performance on state assessments, graduation rates and how well they prepared students for college. The top four high schools in the U.S. News & World Report state rankings were Whitney High School in Cerritos, Oxford Academy in Cypress, Stockton Collegiate International
Secondary and KIPP San Jose Collegiate. “Top-ranked schools succeed in three main areas: exceeding expectations on state proficiency tests, offering challenging coursework and graduating their students,” said Anita Narayan, managing editor of Education at U.S. News. “We encourage parents to use the Best High Schools rankings and data to research which schools in their state and nationwide are ensuring students are well-equipped for the future.” The rankings, which can be viewed on usnews.com, feature data on a number of factors, including enrollment, graduation rates, diversity, participation in free and reducedprice lunch programs and the results of state assessments, as well as Advanced Placement and International Baccalaureate test data.

City, businesses call Tour a success MAY 16 TIME TRIAL EVENT SHOWCASED MORGAN HILL WORLDWIDE Michael Moore Editor
Hill-based Specialized Bicycle Components and new downtown shop Bike Therapy. “They did a lot of the work to help put the logistics together. For visibility, it’s great to have positive news about Morgan Hill. From an advertising and marketing (perspective), it was clearly a win. Some (business owners) say sales were great, some say it was just another Wednesday.” Chamber officials added that the “Bike Week” events in Morgan Hill preceding the May 16 time trial were also popular, and they will encourage a repeat next year even if the TOC does not return to town. The TOC time trial also reinforced Morgan Hill’s image as a den of cycling enthusiasm—an image that was established long ago as Specialized grew into an international industry behemoth. “There’s a lot of bike enthusiasts in Morgan Hill, which was evident by the amount of people here enjoying the event,” said Mayor Pro Tem Rich Constantine. “We’ve gotten a lot of positive feedback.” Constantine noted that the city has received a handful of complaints from residents who live along the May 16 time trial route and were unable to pass freely in and out of their neighborhoods. He also offered thanks to the City of San Jose Sports Authority for partnering with Morgan Hill to host the May 16 time trial. Some downtown businesses on Monterey Road

“We would love to have you come back to Morgan Hill,” Mayor Steve Tate exclaimed to Amgen Tour of California organizers on the finish line stage—at Fourth Street and Monterey Road in the city’s downtown—at the conclusion of the competition’s May 16 individual time trial. “Thank you!” The 21.6-mile time trial loop started and ended in downtown Morgan Hill, which was closed to vehicle traffic for about 24 hours while TOC organizers set up—and then tore down—the course route and installed temporary fencing and other crowd control measures. By the morning of May 16, the downtown was buzzing with the arrival of race officials, last-minute preparations by professional cycling teams and spectators trying to find the best spots to watch 116 professional cyclists start and finish the time trial. The TOC is considered one of the world’s most prestigious pro cycling races, and is broadcast on live television to millions of viewers. Athletes such as Peter Sagan and Mark Cavendish—household names among cycling fans—competed in the seven-stage TOC as it stopped in Morgan Hill. Amid the downtown
Morgan Hill “lifestyle festival” that coincided with the six-hour (including opening and closing pageantry) time trial May 16 were a number of giant screens showing the live coverage of the day. This coverage prominently depicted repeated shots of downtown Morgan Hill and its surroundings— including El Toro mountain and stretches of rural roadways, wineries, vineyards, hillsides and waterways that are well known to commuters, residents and visitors. Spectators lined the fenced-off closing and opening stretches of the time trial route on Monterey Road as individual cyclists embarked from and—typically less than 45 minutes later— made their approach to the downtown. All five of the city’s council members participated in the time trial’s opening and closing ceremonies. A children’s choir from St. Catherine school sang the national anthem. Before the event, city officials and local business organizations anticipated a windfall of both immediate sales at local establishments related to the May 16 event, and a long-term impact from worldwide exposure the race brought to Morgan Hill. Chamber of Commerce Executive Director John Horner said businesses are still trying to gauge the economic impact of the May 16 time trial. “Our local bike-oriented companies were over the moon,” Horner said, referring to Morgan

Rosy Bergin, owner of Rosy’s At The Beach restaurant near the corner of Monterey Road and Third Street, rented a section of bleacher seats, which she placed in the dining area just outside her front door, facing the final stretch of the time trial course. The restaurant developed a
“bleacher menu” containing items that outdoor diners could eat from their laps while they watched the cyclists. Local tourism proponents also expected hotels to rake in the sales for the May 16 time trial, which featured cyclists from all over the world. All 85 rooms at the Holiday Inn Express on Condit Road were booked the night before the time trial, according to owner Ashis Roy. Those rooms were
going for $150-plus per night. On stage at the end of the time trial, after American cyclist Tejay van Garderen was declared the stage winner. Van Garderen—overall TOC leader at the end of the time trial—finished finished with a time of 40 minutes, 47 seconds. Patrick Bevin of New Zealand came in second in Morgan Hill, and Tao Geoghegan Hart of Great Britain came in third.

Ensuring a reliable water supply in South County South County residents get 100 percent of their drinking water from local groundwater sources. The Santa Clara Valley Water District knows how critical it is to keep this key source reliable. A new project under way in Morgan Hill will help do just that. Earlier this year, the water district broke ground on the Main Avenue and Madrone Pipeline Restoration Project. The project will install 2.7 miles of raw (untreated) water pipeline. When completed, the project will allow us to replenish our groundwater basin in South Santa Clara County with water from Anderson Reservoir via the Main Avenue percolation ponds and Madrone Channel. The water district is working to ensure a reliable water supply no matter what extreme weather the changing climate brings. The pipeline portion that will be replaced was originally built in 1955. Over the years, the pipe has deteriorated and overgrown tree roots have made it unusable. Restoring the damaged segment will allow us to improve our groundwater refilling operations. Using water from local water sources helps ensure our water supply meets future needs. The project also improves district green efforts by reducing our carbon footprint. Currently, these ponds are refilled with imported water pumped through the Pacheco Pumping Plant from the San Luis Reservoir, nearly 40 miles away. When completed, the project will save energy and lessen
operating costs by reducing the need to pump water from San Luis. Construction began in February and will happen in three phases to minimize impacts to the community. Approximately 2,200 linear feet of pipeline have been installed as part of the first phase. This consists of pipeline installation along Cochrane Road from the Anderson Reservoir outlet. In addition to restoring the damaged pipelines, the project will improve our capacity to refill ponds by replacing them with larger diameter ones; in some cases, more than double the size. The Main Avenue and Madrone Pipeline Restoration Project is just one of 61 capital projects the water district has in store to maintain and preserve our critical infrastructure. This month we observe National Infrastructure Week during May 14 - May 21. It’s an important time to highlight the significance of investing in our country’s framework. The average age of water pipelines in Santa Clara County is 40 years, with our oldest pipelines installed in the 1950s. Aware that these are quickly approaching their lifespan, the water district is investing in maintaining and restoring these critical pieces of infrastructure. With restoration and modernization projects like this one, the water district is building now for a reliable future. Submitted on behalf of the Santa Clara Valley Water District.

OPINION
Rivas for Assembly F ive candidates are running for California Assembly District 30, and two have emerged as serious contenders to represent the region’s half million residents. The district includes south Santa Clara County and San Benito County and is currently represented by Anna Caballero, who is running for state senate. Gilroy Councilman Peter Leroe-Muñoz, a former San Benito County deputy district attorney who works in San Jose for the tech industry’s Silicon Valley Leadership Group, is running on a public safety and economic development platform. The Harvard-educated attorney has attracted contributions from the housing development industry, which is not surprising given his past role as a leading champion of one of the worst development schemes ever hatched for Gilroy: a 721-acre, 4000-unit plan that sparked a 2016 LAFCO lawsuit against the city and prompted voters to boot Mayor Perry Woodward out of office and overwhelmingly pass an urban growth boundary. Leroe-Muñoz admits “we could have done a better job with the community” by getting information out earlier. He made the motion for the project’s approval after backroom deals had been cut by former mayors Woodward and Don Gage. Leroe-Muñoz also believes there is “no problem between the Gilroy Police Department and the Latino community,” though tensions flared after a Feb. 25 death that remains under investigation.
San Benito County Supervisor Robert Rivas, on the other hand, seems to be in close touch with his constituents. When business leaders opposed a 2014 initiative to restrict oil drilling in San Benito County, Rivas went out on a limb. He took early leadership in the anti-fracking movement, which despite $2 million in spending by Big Oil, carried 59 percent of the votes and inspired similar initiatives in other California counties. Petrol purveyors have targeted Rivas with $320,000 in independent expenditures to portray him as soft on crime. While Leroe-Muñoz doesn’t appear to mind them raising the public safety issue, he says he doesn’t support fracking or other enhanced extraction techniques because of water supply contamination concerns. Rivas has run a campaign of diversity and inclusion, while Leroe-Muñoz has aligned himself with business interests. Rivas, who has raised more than twice the funding as his leading opponent, is endorsed by political arms of the state’s teachers, nurses and public employee unions; Leroe-Muñoz sounds alarms about CalPERS’ unfunded pension liabilities. A political science college instructor, Rivas believes the vibrancy of downtowns is important and sees Morgan Hill-style revitalization and high density housing as preferable to sprawl. While both have local roots and either candidate could competently represent this region’s residents in Sacramento, Rivas is

Barbara after the San Rafael law firm led a $7.6 million campaign funded by large petroleum producers. Monterey and Santa Clara counties both passed anti-fracking laws in the wake of the San Benito win. This year, there’s a push in San Luis Obispo County to enact a similar ban. Rivas is a Hollister resident who has been on the board of supervisors since 2010. His campaign decries the ads against him as misleading, negative and personal. Among other things, the ads criticize Rivas on public safety. Rivas is running against a fellow Democrat, former prosecutor and lawyer Peter LeroeMuñoz, as well as Bill Lipe, whose campaign is funded by agricultural interests in the Greenfield, San Ardo and Salinas areas. The primary is on June 5. Rivas opponent LeroeMuñoz, a Gilroy councilman, is on the same page when it comes to the contentious extraction process. “I do not support fracking,” he says. Nielsen Merksamer attorney Steven S. Lucas is listed as the attorney of record for the political committee. He did not respond to phone calls and an email seeking comment. The Nielsen Merksamer firm was instrumental in helping defeat Santa Barbara’s Measure P, and the firm opposed the 2006 California Global Warming Solutions Act (AB 32), which aimed to reduce the state’s greenhouse-gas emissions. “We advise our ballot

More housing planned for Hecker Pass SITE EAST OF GOLF COURSE CONSIDERED FOR 72 HOMES Bryce Stoepfel Reporter
Bryce Stoepfel
Housing along the Hecker Pass Corridor will likely continue to expand. The Gilroy Planning Commision next month is to consider an additional 72 single-family housing units immediately east of the Gilroy Municipal Golf Course. The expected go-ahead from the Gilroy Planning Commision was put off until the next meeting on June 7. The North Hecker Pass Residential Cluster will consist of 72 single-family residential lots, seven open-space parcels, two private and two public streets on 22.44 acres of land. The lots will range from 3,710 to 13,630 square feet. The North Cluster is the third phase of residential growth in the land governed by the Hecker Pass Specific Plan. The East Cluster initially allowed
259 units and the West Cluster, 205. The North Cluster was initially allocated 52 units, but developers plan to use every unit allowed them. The East Cluster, which has developed 243 housing units, had its remaining 16 units redistributed to the North Cluster. To mitigate increased traffic, a traffic circle, or roundabout, will be built on Hecker Pass Highway where the road intersects with Third Street and the future Autumn Drive, the entrance for the North Cluster. The area is bordered on the east by the golf course, vacant hillsides and homes to the north, the Barn at Hoey Ranch to the south, and vacant land to the east. The property was formerly used as pasture land. The development is another expansion of the Hecker Pass Specific plan, which was passed in 2005 to plan for the development of the Hecker Pass Corridor. Of the 425 acres included in the plan, 163 acres are for residential use, 115 acres for commercial and agricultural,

NOTICE OF EVIDENTIARY HEARING REGARDING PACIFIC GAS AND ELECTRIC COMPANY’S REQUEST TO CHANGE RATES FOR THE RATE DESIGN WINDOW APPLICATION (A.17-12-011) Scheduled June 18–22 and June 25–29 at 10 a.m. at the address below: California Public Utilities Commission Courtroom State Office Building 505 Van Ness Avenue San Francisco, CA 94102 SUMMARY On December 20, 2017, Pacific Gas and Electric Company (PG&E) filed its 2018 Rate Design Window (RDW) application with the California Public Utilities Commission (CPUC). This application complies with CPUC’s requirement that all three major gas and electric utilities in California (PG&E, Southern California Edison and San Diego Gas & Electric) propose a plan for transitioning to Time-of-Use rate plans. Additionally, this application included several residential rate options designed to promote energy efficiency that has less impact on the environment. The Evidentiary Hearing (EH) has been scheduled by the CPUC for Phase 2A primarily to review SDG&E’s RDW application. However, the CPUC will also consider both PG&E’s and SCE’s proposals to simplify the California Alternate Rates for Energy (CARE) low-income subsidy as a simple percentage discount from the total bill amount. (Note: for most CARE customers, this change won’t reduce the discount amount. It will just become easier to understand.) BACKGROUND In 2015, the CPUC launched its residential rate reform efforts to address concerns about customer bill impacts and volatility caused by the five-tiered rate structure that was put into place after the California Energy Crisis. This 2018 RDW proceeding is the next step in the CPUC’s process of residential electric rate reform for all of California’s major utilities. The state of California is taking steps to create a cleaner, more reliable energy grid by transitioning most residential customers to Time-of-Use rates that encourage energy usage when demand and costs are lower and renewable energy is more plentiful. Other types of customers, such as industrial, commercial and agricultural have already been moved to mandatory Time-of-Use rates. Residential customers will always have a choice of rate plans, meaning the residential Time-of-Use rate is not mandatory1. An individualized rate comparison under available rates will be provided to all customers. During the first year, customers transitioned to the new Time-of-Use rate plan will be trying it risk-free, with bill protection that ensures they won’t pay more on TOU than under the prior tiered rate.2 HOW WILL PG&E’S APPLICATION AFFECT ME? The transition to residential Time-of-Use rate plans is being piloted statewide to learn important lessons before full transition. PG&E’s application proposes to start this transition on October 1, 2020, after all pilots are complete and lessons learned from pilot programs are reflected in implementation plans. There is no direct request to increase revenues in this application. However, the costs of the proposed implementation plan will eventually impact rates as rate design changes are implemented. Specific impacts to rates have not been determined at this time. Requests to increase revenues will be made in future rate increase applications and information about rate impacts will be provided at that time. This application is intended to give customers more control over their bill amounts. The majority of residential customers will either see a reduction in their total bill amount or see a small annual increase, depending on how much energy they are able to shift to off-peak hours when prices are lower. EVIDENTIARY HEARING At this EH, the assigned Administrative Law Judge (Judge) will receive testimonies from PG&E, consumer advocacy groups and other parties to this proceeding. These hearings are open to the public, but only those who are parties to the proceeding may present evidence or testimony and will be subject to cross-examination. The hearings and documents submitted during this proceeding will become part of the formal record that the Judge will rely upon in writing a proposed decision to present to the Commissioners for their consideration. After considering all proposals and evidence presented during the formal hearing process, the assigned Judge will issue a proposed decision which may adopt, modify or deny PG&E’s proposal. Any of the five CPUC Commissioners may also sponsor an alternate decision. The proposed decision and any alternate decisions will be discussed and voted upon by the Commissioners at a scheduled CPUC Voting Meeting. Please note: The CPUC’s Courtroom is wheelchair accessible. If you wish to attend and need specialized accommodations, please contact the Public Advisor’s Office (PAO) at least five business days prior to the hearing date. Any changes to the dates, times and locations of the hearings will be posted to the CPUC’s Daily Calendar. TO OBTAIN COPIES If you would like a copy of PG&E’s application filing and exhibits, please write to: PG&E, Rate Design Window Application (A.17-12-011), P.O. Box 7442, San Francisco, CA 94120. NOTICE OF PACIFIC GAS AND ELECTRIC COMPANY’S REQUEST TO INCREASE RATES FOR THE GREENHOUSE GAS FINANCING COSTS APPLICATION (A.18-05-014) SUMMARY On May 15, 2018, Pacific Gas and Electric Company (PG&E) filed its Greenhouse Gas (GHG) Financing Cost Application with the California Public Utilities Commission (CPUC). The application seeks recovery of $7.4 million related to the costs of holding greenhouse gas credits for compliance with Assembly Bill 32, the California Global Warming Solutions Act of 2006 in 2018 and 2019. If the CPUC approves this application, PG&E will recover costs in rates beginning in January 2019. BACKGROUND Assembly Bill 32 is a California law with the goal of reducing greenhouse gas emissions from all sources throughout the state. As part of this bill, the state of California requires PG&E and other California companies with GHG-emitting sources to have enough compliance credits to cover emissions with the goal of offsetting emissions. One compliance credit is required for each ton of greenhouse gas emissions. There are financing costs related to holding these credits for future compliance. The application seeks recovery of those costs. HOW WILL PG&E’S APPLICATION AFFECT ME? Many customers receive bundled electric service from PG&E, meaning they receive electric generation, transmission and distribution services. Based on rates currently in effect, the bill for a typical residential Bundled Non-CARE customer using 500 kWh per month would increase from $111.59 to $111.67, or 0.1 percent. Actual impacts will vary depending on energy usage. HOW WILL PG&E’S APPLICATION AFFECT CUSTOMERS WHO BUY ELECTRICITY FROM A THIRD PARTY? Direct Access (DA) and Community Choice Aggregation (CCA) customers only receive electric transmission and distribution services from PG&E. These customers will not see a rate change as a result of this application. Departing Load customers do not receive electric generation, transmission or distribution services from PG&E. However, they are required to pay certain charges as required by law or CPUC decision. These customers will not see a rate change as a result of this application. HOW DO I FIND OUT MORE ABOUT PG&E’S PROPOSALS? If you have questions about PG&E’s filing, please contact PG&E at 1-800-743-5000. For TTY (Deaf or Hard of Hearing), call 1-800-652-4712. If you would like a copy of PG&E’s filing and exhibits, please write to PG&E at the address below: Pacific Gas and Electric Company GHG Financing Costs Application (A.18-05-014) P.O. CPUC PROCESS This application will be assigned to an Administrative Law Judge (Judge) who will determine how to receive evidence and other related documents necessary for the CPUC to establish a record upon which to base its decision. Evidentiary hearings may be held where parties will present their testimony and may be subject to cross-examination by other parties. These evidentiary hearings are open to the public, but only those who are formal parties in the case can participate. After considering all proposals and evidence presented during the hearings, the assigned Judge will issue a proposed decision which may adopt PG&E’s proposal, modify it or deny it. Any of the five CPUC Commissioners may sponsor an alternate decision. The proposed decision, and any alternate decisions, will be discussed and voted upon at a scheduled CPUC Voting Meeting. issue that many residents have raised with me in the district.” The petroleum industry committee paid for a recent mailer which “addressed that issue in particular around Robert and public safety and cuts that he made while he was on the board of supervisors,” says Leroe Muñoz. The Gilroy councilman has raised $80,898 in contributions, according to the contribution database on the California Secretary of State’s website, though Leroe Muñoz estimated his raise at $140,000 in a Tuesday interview. Supervisor Rivas has brought in $451,432, according to state filings. Lipe has collected $93,537 and contributed $55,000 of his own money to his campaign.
Leroe Muñoz, who supported a failed 2016 effort to develop 721 acres of North Gilroy farmland into a 4,000home development, has received contributions from Gilroy development services firm Ruggeri-Jensen-Azar & Associates, Summerhill Homes CEO Joe Head, Gilroy concrete firm owner Don Alvarez, Gilroy residential developer The James Group and Peninsula developer Skip Spiering. Rivas draws much of his support from public employee unions, including teachers, nurses and municipal employees. Other contributors include state trial lawyers’ groups, Yelp CEO Jeremy Stoppelman and former Palm Inc. CEO Donna Dubinsky.

Sam Sauer, adult transition special education teacher at Gilroy High School, said approximately 225 athletes registered from Gilroy, including 25 Gilroy High School students. Citing his law enforcement background, he says, “I can’t speak to what their thoughts or motivations are, but I think that what is important is that they are raising an issue around public safety. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. CRAFTY LEFTY Christopher High’s Sean Straub delivers a pitch in the Cougars’ 11-2 win over Gilroy High in last Saturday’s Central Coast Section Division II playoff quarterfinal at Wilcox High in Santa Clara. Straub allowed just two runs and struck out six in six solid innings.
COUGARS KNOCK OFF GILROY IN SECTION PLAYOFFS emanuel lee Sports Editor

After getting swept by crosstown rival Gilroy High during the regular season, Christopher High was ready for payback. The Cougars got it in a big way, routing the Mustangs 11-2 last Saturday in a Central Coast Section Division II playoff quarterfinal at Wilcox High in Santa Clara. “We were definitely ready for this,” Christopher starter Sean Straub said. “After those three times we played them, we knew this was our time. We came prepared and ready to go, as you saw with six runs coming out of the gate.” The No. 12 seed Cougars (1413-1) play top-seed Soledad (235) in a 4 p.m. semifinal matchup on Wednesday at San Jose Municipal Stadium. Against No. 4 Gilroy (17-10-1), Christopher used a six-run uprising in the top of the first inning to set the tone early and for all intents an purposes effectively put the game out of reach. The Cougars added three more runs in the second for good measure. With the 1-2 pitching combo of Jonathan Newman and Straub, Christopher is primed for a title run. Newman started and was the pitcher of record in a 6-2 win over No. 5 Hillsdale in the opening round. Straub was
equally strong against Gilroy, allowing two runs and striking out six over six innings. The left-hander’s off-speed pitches had plenty of bite and movement on them, and although he allowed nine hits, he consistently got crucial outs to get out of jams. With Gilroy’s Sergio Sanchez starting Saturday, this was the exact pitching matchup from the last time the two teams played, a 7-2 Gilroy victory in the regular-season finale for both teams May 10. Unfortunately for the Mustangs, the Christopher bats weren’t about to be stifled this time. John Gonzales, who made a couple of nifty plays defensively at third base, led off with a walk and was sacrificed to second by Travis Romero. JoJo Aguilera followed with a walk before Jack Tomlinson smacked a two-run double. After Newman was hit by a pitch, Andrew Kachel delivered a run-scoring single to make it 3-0. Christopher’s final three runs were a result of two Gilroy errors and a passed ball. Just like that, the Mustangs were in a 6-0 hole before they came up to bat. Gilroy committed five errors total, leading to three Christopher runs. The Cougars, meanwhile, were pretty flawless in the field, committing one error late in the contest. Newman had a two-run single in the second, and Romero finished with two RBIs and two hits. Aguilera and Kachel also had two hits apiece. It was an unenviable task for Gilroy, which had already beaten Christopher three times during the league season, including a pair of one-run victories April 19 and 20. But given the fact both teams are pretty equally
PRODUCTIVE Christopher’s Andrew Kachel had two hits in an 11-2 win over Gilroy last Saturday. matched, it was asking a lot for the Mustangs to knock off the Cougars 4 out of 4 times in the same season. “We told our guys they were not going to let up because they’re a great ballclub,” Cougars coach Ryan Dequin said. “But we felt prepared and had a lot of energy to start the game strong. In that sense, we had everything going for us.” When asked if he had ever seen the team more ready to play and pumped up, Dequin said, “Never.” Straub was the winning pitcher of record, unlike the first time he pitched against Gilroy when he was hooked for the loss. “This time I stayed within myself, made sure to get my pitches across and let the defense back me up,” Straub said. “I was
riding the highs and making sure the lows didn’t shake us. I was able to get ahead in the count, and my off-speed pitches were working a lot.” Gilroy leadoff hitter Diego Hsu went 3 for 4, while Alex Benavides and Richard Perez had two hits apiece. The Mustangs scored their lone runs in the bottom of the first inning, the first coming on Perez’s fielder’s choice and the second on a Max Pierce single. Although the Mustangs had a sour end to their season, they have plenty to be proud of. Gilroy finished in sole possession of second place in the tough Monterey Bay League Gabilan Division with an 11-7 division record. The Mustangs had a complete bounce back
season following a year in which they finished 3-15 in league play. Sanchez and Benavides produced stellar performances throughout the season. For Christopher, its quest for a CCS title goes on. The Cougars finally got the breakthrough win over their crosstown rivals they desperately wanted. The competitive rivalry between the teams is on par—when it comes to intensity and quality play— with perhaps any in the section. “At the beginning of the year, I told our guys it would stink if we got swept by Gilroy and still won a CCS championship,” Dequin said. “But now it was, ‘Hey, we get the opportunity to still win CCS and not get swept by Gilroy, and the team did a good job of coming through.”

Mustangs roll into CCS semifinals GILROY SOFTBALL TEAM SEEMINGLY HAS EVERYTHING WORKING DURING PLAYOFF SURGE emanuel lee Sports Editor
Energizing battery
Led by a potent battery combination of catcher Makenna Weiler—the only senior on the team— and junior pitcher Gianna Vanni, Gilroy enters the CCS semifinals having won six of its last seven games. Vanni is pitching for her hometown high school after attending Monte Vista Christian in Watsonville for her freshman and sophomore years. The transition to Gilroy was a rather smooth one, as Vanni already knew several of the players, having grown up with some of them and either playing with them or seeing them on the travel ball circuit. Vanni throws her pitches with plenty of movement, utilizing a curveball, riseball and changeup. Vanni can throw any of those three pitches for strikes on a given count; however, Vanni realizes a lot of times she has to adjust her pitching to the given umpire’s strike zone that day. Yes, umpires are supposed to have a universal strike zone; however, Vanni has seen a wide
range of zones, and it’s up to her to adjust and take advantage of whatever the umpire’s preferred zone is. “I usually work with whatever the umpire is giving me,” she said. “Whether it’s the outside, inside or up and down the zone, I’m going to try to take advantage of the situation.” Vanni said she appreciates Weiler, who is hitting a robust .523 for the season. “That’s just insane for someone who plays in one of if not the best league in the section,” DeLorenzo said. “She’s led the charge all year, and she hasn’t slumped, which tells you everything you need to know about Makenna.” Although Weiler’s offensive production has been spectacular, Vanni said it’s the other areas of the game—defense, communication and leader— that makes Weiler an impact player. “Makenna knows what kind of pitcher I am and how to get me through games,” Vanni said. “She’s good at pumping me up and very good at encouraging me and getting me mentally prepared for and during the game.”
Experience matters
Vanni started playing softball when she was 8, and she has plenty of experience. Over the years, Vanni has maintained a routine in tight situations. “When I feel pressure, I try to relax myself mentally and focus on the next pitch,” she said. “Even when the game gets really intense, sometimes I pray before a pitch and hope I’ll make the pitch to get
Dave Clark
There is no magic formula when it comes to a team playing its best at the most important time of the season—the playoffs. If there were, every coach would bottle that formula up and follow it the letter. Fortunately for the Gilroy High softball team, it seemingly has the blueprint for postseason success. The top-seed Mustangs (17-9-1) enter Tuesday’s Central Coast Section Division II playoff semifinal against No. 13 North Salinas (17-7) in prime position to reach their first section championship game since they last won the title in 2013. Gilroy has blasted both of its opponents in the playoffs, mercy-ruling Independence 10-0 in the first round before hammering Los Altos 10-2 in the quarterfinals. “The team is definitely looking and feeling good right now,” said junior Gianna Vanni, who has been the team’s No. 1 pitcher since the beginning of the season. “With each game, we’re getting more excited and anxious in a good way. We’re more focused and ready for anything.” Despite finishing third in the Monterey Bay League’s Gabilan Division and having co-Gabilan champion San Benito in the Division I field, Gilroy earned the No. 1 seed by
virtue of a strength of schedule that included playing five league champions outside of league. “We scheduled those teams with the purpose to prepare us for these moments right now for CCS,” Mustangs coach Bria DeLorenzo said. “I’m definitely proud of the way the girls have played so far. We’re definitely peaking right now, and it’s the right time to do it. We just need to keep it going for a couple of more games.”
ON THE ACE Gilroy High junior Gianna Vanni has been sensational in the Central Coast Section Division I playoffs, allowing just two runs in two games. us out of the inning for our team. We want to share more amazing moments together.” Against Los Altos, Gilroy produced 14 hits, including three hits apiece from Abby Clark and Christina Chavez, who
had two of the Mustangs’ six doubles. Freshmen Lauren Yslava and Kaitlyn Martinez led the team with two RBIs each. For Gilroy to beat North Salinas, the plan is rather simple. “We really need to stick with what we’ve been
doing,” DeLorenzo said. “There is no need to stress or press right now. If we take care of the ball offensively and defensively, we should hopefully be playing in that final game. We just need to keep playing and not overthink things.”
