Gilroy High School’s Class of 2018 was the first to receive diplomas this week, at a June 7 commencement ceremony on the 750 W. 10th St. campus, as their crosstown peers at Christopher High School were set to walk June 8, also on campus setting at the 850 Day Road school. Christopher’s newest graduating class, which was scheduled to receive diplomas at 6 p.m. today, has 415 students. This year’s Cougar class valedictorian is Jennie Kim, who will be attending UC Berkeley in the fall, while the CHS 2018 salutatorian is Garrett Ivan. Gilroy’s 250 graduates were to receive their high school diplomas early Thursday evening at the campus’s Centennial Circle. The Mustang class valedictorian is Sloane Pace, while the GHS 2018 salutatorian is Isabel Prieto.

Early returns from the four counties in the sprawling 30th Assembly district left no doubt about the front-runner, San Benito County Supervisor Robert Rivas. He will likely face first-time Republican candidate Neil Kitchens in a November runoff, as fellow Democrat and Gilroy City
Councilman Peter Leroe-Muñoz trailed late Tuesday. With 54 percent of partial returns from mostly rural precincts at 11:15pm, the California Secretary of State reported Rivas leading balloting with 44 percent, with Kitchens at 32 percent and Leroe-Muñoz at just 11 percent. “I’m elated, and I’m grateful to the voters of Assembly District 30,” Rivas said election night. “I’m ready to continue in November, to talk about the issues important to the voters in this district and California.” The Rivas campaign, accompanied by mariachi music, food, drinks and a generally festive mood, exuded confidence in the early results.
With the Democratic vote split, Kitchens, a national delegate for the Republican National Committee, emerged as the likely foe for Rivas on the runoff ballot. Kitchens has listed his jobs as a professional forester, rancher, lawyer, criminologist, real estate investor and residential property manager. District 30 includes San Benito County and parts of Santa Clara, Santa Cruz and Monterey counties, including the cities of Morgan Hill, Gilroy and Hollister, with about a half million residents. The district is currently represented by Anna Caballero, who is running for state senate in the 12th District.
Leroe-Muñoz, is a former San Benito County deputy district attorney who works in San Jose for the tech industry’s Silicon Valley Leadership Group, and ran on a public safety and economic development platform. Two-term Supervisor Rivas was a leader in the successful anti-fracking measure in San Benito County who ran a primary campaign emphasizing diversity and his rural roots, which has been heavy on endorsements, including Caballero, civil rights leader Dolores Huerta, and the political arms of the state teachers, nurses and public employee unions.

Incumbent Sheriff Laurie Smith and retired Undersheriff John Hirokawa said Tuesday night, with about 41 percent of the total expected ballots counted in the June 5 election, they are both prepared for a November runoff battle for Santa Clara County Sheriff. As of 9pm, neither of the two
frontrunners in the five-person sheriff ’s race received more than 50 percent of the ballots cast— the threshold that would prevent a Nov. 6 tiebreaker. At that time, Smith was in the lead with about 45 percent, or about 57,000 of the votes cast. Hirokawa was in second place as of 9pm with 30 percent of the tallied votes, according to the county registrar’s website. Only 6 percent of the county’s voting precincts had reported results by 9pm Tuesday. Smith, who is vying for her sixth term
as sheriff, said “historically” those percentages don’t change much as the ballot counting continues. “If we don’t win tonight, I’m looking forward to the next five months…I think that people appreciate the work done by the sheriff ’s office,” Smith said while watching the election returns at the home of a supporter. Hirokawa, who hosted an election night watch party at Kyoto Palace in Campbell, was also pleased with the results as of 9pm. “Looking at the percentages with the incumbent at (45
percent), there’s a clear message the voters want a change in the county in regards to their elected sheriff,” said Hirokawa, who has never run for political office before the June 5 election. Rounding out the rest of the field in the sheriff ’s race, as of 9pm, were Joe La Jeunesse (12 percent of votes counted), Jose Salcido (8 percent) and Martin Monica (4 percent). The Gilroy Foundation has announced more than $830,000 in scholarships to local students and grants to local nonprofits. Scholarships for local students totaled $525,250, according to the foundation. Youth programs topped this year’s list of foundation grantees, which followed a rigorous examination by foundation staff and its board. The Connell Family Gilroy Unified School District Music Fund received $58,500 for an elementary choral teacher, and the Don Christopher Fund received $102,000 for Christopher High School programs. Child Advocates of Silicon Valley and the Silicon Valley Children’s Fund each received a $5,000 grant. Here is the complete list of Gilroy Foundation grants for 2018:

Sex lawsuit against city advances Michael Moore Reporter

A U.S. District Court judge this week denied a request by the City of Gilroy to toss a lawsuit by a former employee who alleges she was harassed and fired for refusing to engage in sexual promiscuity within the Gilroy Police Department, according to the plaintiff ’s attorney. Attorneys for the city, who represent GPD in the case, and for plaintiff Patricia Harrell, a former senior public safety communicator for the city, appeared May 24 in Northern District of California Judge Lucy Koh’s courtroom in San Jose. The purpose of the hearing was to argue the city’s motion to strike Harrell’s lawsuit. The city filed this motion Feb. 1. Gilroy Human Resources Director LeeAnn McPhillips said in a May 31 email that the judge declined to hear oral presentations on the motion to strike, and instead opted to rule based on written documents submitted to the court. On June 5, Harrell’s attorney Andrea Justo of the Costanzo Law Firm said Koh “denied almost all the requests the city and Gilroy Police Department has made” in their motion to strike the case. The next hearing in the case is scheduled for July,
where Koh is expected to rule on a number of issues related to additional motions, Justo said. The city still has not yet addressed the specific allegations of Harrell’s lawsuit, which alleges an ongoing sex scandal within the Gilroy Police Department, in court filings. The Feb. 1 motion to strike argued that Harrell has flouted the court’s previous instructions and other established legal regulations. McPhillips has previously told the Dispatch that the city and police department expect the court to ultimately rule in their favor, and in favor of the former and current city employees named in Harrell’s lawsuit. Harrell was fired from the Gilroy Police Department in March 2016 after 26 years of employment at the department. Her complaint lists numerous violations by the city, the police department and other defendants that contributed to her termination: age discrimination, gender discrimination, sexual harassment, failure to investigate or take corrective action, retaliation, negligence, assault and others. Harrell, who said she has been “happily married for 29 years,” lists numerous instances illustrating “a culture of sexual activity within the department” in her complaint, which she initially filed in August 2017. She accuses two Gilroy police officers of having sexual intercourse

Harrell also details that Gilroy police officers and staff would participate in “key” parties when off duty, in which a participant would draw a car key from a bowl and have sex with the owner of that key. At other parties, Harrell observed male and female officers groping and fondling each other, her complaint states.
On one occasion, a female colleague of Harrell’s showed attendees at a party a piercing on her genitalia in the presence of children, she said in court papers. Harrell alleged she was fired for warning other dispatchers about the behavior. She said she was threatened, investigated, harassed, called names and subjected to unwanted sexual advances as a result of speaking out against the alleged sexually charged
work environment and off-duty parties. She was fired three years before her full retirement age, according to her complaint. Harrell claims she has suffered lost income and other financial benefits, personal injury, emotional and mental distress, humiliation and anguish. One of the officers named in Harrell’s amended complaint— Royce Heath—was disciplined by his superiors, though the reason
was never revealed. City staff say they cannot talk about the specifics of their case against Heath, which began seven months before Harrell filed her lawsuit. The case was transferred from local Superior Court to the federal court shortly after Harrell filed the complaint. The city hired San Francisco law firm Hirschfeld Kraemer LLP to represent the City of Gilroy and the police department in the lawsuit.

It’s time to make it easier to start a business in Gilroy
I
t is not easy getting through the permits and fee process to start a business in Gilroy compared with other cities. Local architects say it can take from one to three years to start a business with additional fees that may not be known upfront. Many potential investors have gotten discouraged and moved on to our neighboring cities. Based on our discussions with the city, Gilroy is working on a land management and planning system that they hope to deploy in 12-18 months that would make it quicker and easier to start a business in Gilroy. Here is how the city is improving the ambiance and desirability of Gilroy: • Power washing: The downtown sidewalks are cleaner due to more frequent power washing by the city. • Maintaining improvements: The city is maintaining the Paseo and new tree lights. • Marketing: The new visitgilroy.com website created by the Welcome Center pitches Gilroy as a destination one would want to visit. • City parks: Parks are cleaner with the addition of more accessible garbage cans in high traffic areas; more doggie bag stations have been installed; Las Animas tennis courts are locked at night, preventing defecation on the courts; and
blatant drug dealing has diminished. • The Bicycle Commission added classy bicycle racks downtown. The blighted condition of the buildings in downtown Gilroy discourages investment. If progress cannot be made with the current building owners, the City Council should enforce the Historical Vacant Building Ordinance to address some of the current buildings that are not in compliance. No longer should people see sheets, shower curtains and plywood covering the windows, cracked glass, missing tiles, mold through the paint and crumbling butcher paper, etc.
Gilroy is working on a land management and planning system that would make it quicker and easier to start a business. The Public Works Department, after proper noticing, is removing debris and rubbish from illegal encampments. Gilroy Growing Smarter hopes to continue to partner with our City Council to identify pressing needs in our community. However, we need everyone’s help to keep the momentum going. Let your council members know they are headed in the right direction and encourage them to continue to do the work needed to create a better community. EIR lists possible impacts of mosque CORDOBA CENTER PROPOSED IN SAN MARTIN Michael Moore Editor
Local residents and public agencies have until July 30 to comment on the firstdraft environmental impact report (EIR) for the Cordoba Center mosque and community center proposed in San Martin. Singled out in the document summary as a “significant and unavoidable impact” are the proposal’s “project-generated greenhouse gas emissions.” These are associated with both the construction and ongoing operation of the Cordoba Center, according to the EIR. The document proposes a number of “mitigation measures” for this impact, as well as all potential effects of the project on the environment and its surroundings.
A May 30 public notice from the Santa Clara County Department of Planning and Development welcomes “your comments regarding the significant environmental effects of this project and the adequacy of the draft EIR.” Comments can be submitted in writing by mail or email, or by telephone. The county has scheduled a public meeting to receive verbal comment on the EIR draft for July 12 at 7 p.m. at the Morgan Hill Community and Cultural Center, 17000 Monterey Road. The Cordoba Center is proposed by the South Valley Islamic Community on a vacant 15.8-acre parcel at Monterey Road and California Avenue in San Martin. The 230-page draft EIR, commissioned by the county as a required step in the ongoing project approval process, lists all the potential impacts of
the proposal on the local environment and public facilities—including impacts on groundwater, carbon emissions, vehicle traffic, visual surroundings, cultural resources and noise. The Cordoba Center is proposed as a “multi-use religious and cultural center to serve the Muslim community of south Santa Clara County,” according to a letter from county staff introducing the draft EIR. Proposed structures include a two-story mosque (about 9,000 square feet), a two-story community building (about 14,500 square feet), outdoor community plaza (about 15,000 square feet), cemetery located on 3.55 acres on the western side of the property, maintenance building, caretaker’s dwelling, youth camp, playfield/playground, orchard and associated site infrastructure including
a bioretention swale and connected retention pond. After the public comment period on the draft EIR ends July 30 at 5 p.m, county staff will spend the next several weeks responding to each comment submitted by the public and the applicant. After that, the project will be filtered through the San Martin Advisory Committee and the county planning commission before the board of supervisors votes on the center’s site plan. County staff have said the public hearings before these bodies could begin this fall. If the county approves the project, SVIC can begin to seek permits. The applicant estimates it can complete the Cordoba Center’s construction by 2021. The draft EIR includes photos of the current state of the property as well as simulated images of how the Cordoba Center would

look at the San Martin site. It also includes drawings and elevations for the project, as submitted by SVIC. SVIC spokesman Hamdy Abbass said he has “thumbed through” the draft EIR, which was released to the public May 30. He said so far through his reading of the document, nothing stands out as unexpected other than the potential greenhouse gas impact. Overall, he calls the draft
environmental assessment “positive” for the SVIC and the community of San Martin. “We’re not seeking any variance from anybody. We never did and never will. We’ll follow the advice and guidelines of the county, to do what is right for all of us,” Abbass said. The SVIC represents about 400 residents of South County. Members currently pray and worship in a renovated barn in San Martin.
Pride Flag Raising Nearly 100 community members gathered together with the city council at Morgan Hill City Hall June 1 for the city’s second annual Pride flag raising event, kicking off LGBTQ pride month. The Lesbian, Gay, Bisexual, Transgender, Questioning (LGBTQ) Pride Month celebration occurs each June and recalls the brutal 1969 police raids against patrons of Stonewall Inn, a gay bar in west side of Lower Manhattan’s Greenwich Village. Rene Spring, Morgan Hill’s first openly gay council member, was on hand for the festivities. Spring said it feels great to have such a supportive community. “I am very proud to serve such a wonderful community that embraces diversity and inclusiveness as we do in Morgan Hill,” Spring said. “We are a fun and welcoming community.” Robert Eliason
Spring added that Morgan Hill is a cool place to live in and to visit. “The Rainbow Flag is up for the entire month of June at City Hall, the Community and Cultural Center (and) the Centennial Recreation Center in Morgan Hill,” said Spring.

Veteran Gilroy teachers call it a career FREIBERG AND MANKER RETIRE FROM GILROY AFTER THREE DECADES Staff report

gardening and volunteering at her granddaughter’s classroom at Rod Kelley. Manker spent 29 years in the profession, with stints in Aromas-San Juan, San Jose and Oakland Unified school districts before coming to Gilroy High School 17 years ago. Manker has taught biology, advanced placement biology, AP environmental science and marine science. However, “one of his signature subjects and one of the ones he is most proud of is ornithology (the study of birds), which has become wildly popular with our students,” according to Gilroy staff. Some of Manker’s favorite “Mustang moments” include kayaking with marine science students, birdwatching and hanging out with the science department staff. Manker is a published author and sits on several boards related to ornithology. His

With more than 60 years’ combined experience in education, Gilroy schoolteachers Susan Freiberg and Jeff Manker will retire with a litany of accomplishments. Here is some insight into their journeys: Freiberg, who started teaching at Brownell Fundamental in 1979, taught seventh and eighth grade in a combination, self-contained classroom, “which is a code phrase for teaching everything and every subject to a bunch of kiddos. No easy task. But she survived and lived to tell about it,” according to a Gilroy Unified School District report.
Freiberg spent five years in this role before transferring to Gilroy High School in 1984, “where she took on the ominous task of being a traveling teacher, working out of a briefcase and teaching in five different classrooms when the teachers were on their prep.” A department chair, Freiberg was most recently Gilroy High School’s Spanish dual immersion history teacher and “has taught just about every Spanish course there is under the sun.” Among her memorable “Mustang moments” are being named grand marshall for the homecoming parade in the ’90s and being met with thunderous applause when introduced to the crowd in the stadium. (She would be nominated again in 2010.) Her 2015 GUSD teacher of the year nomination also stood out as a memorable moment. Her retirement plans include traveling,

The application proposes to increase rates for the following reasons: • Compliance with new regulatory requirements for the safety of gas transmission and storage facilities • Infrastructure investments to ensure gas transmission pipelines and storage facilities continue to operate safely and reliably • Retirement of two gas storage fields in order to reduce costs to customers in the long term, reduce risk and streamline operations
Rod Kelley Elementary School in Gilroy garnered a pair of honors during the 2017-18 school year, named both a California Distinguished School by State Superintendent of Public Instruction Tom Torlakson and a top Bay Area public school for underserved students by Innovate Public Schools. Rod Kelley was celebrated at the California Distinguished Schools event on May 3 in Anaheim, with Principal Maritza Salcido, Superintendent Deborah Flores, GUSD board members B.C. Doyle and Heather Bass, as well as other Rod Kelley staff members in attendance. In April, it was announced as a California Distinguished School. GT&S Application: Based on rates currently in effect, the bill for a typical residential non-CARE customer averaging 34 therms per month of gas usage would increase from $54.85 to $55.96, or 2.0 percent. Actual impacts will vary depending on energy usage across the months. Any CPUC Commissioner may propose an alternate decision. The proposed decision, and any alternate decision, will be discussed and voted upon at a scheduled public CPUC Voting Meeting. As a party of record, the Office of Ratepayer Advocates (ORA) has reviewed this application. ORA is the independent consumer advocacy group within the CPUC with a legislative mandate to represent investor-owned utility customers to obtain the lowest possible rate for service consistent with reliable and safe service levels. California Honor Roll schools. The other local schools on the list were Dr. T.J. Owens Early College Academy, Christopher High School and Las Animas Elementary School. This achievement recognizes public elementary, middle and high schools that demonstrate high levels of student academic achievement, improvement in achievement over time and reduction in achievement gaps, according to the district. For high schools, honor roll recognition includes measures of college readiness in students. “We are so proud of our school sites, staff members, students and families that make Gilroy Unified School District the best it can be,” Superintendent Deborah Flores said.

Rachael Cornaggia, a seventh grade math teacher at South Valley Middle School, was named the Gilroy Unified School District Teacher of the Year, according to a May 23 announcement. Each year, the Santa Clara County Office of Education recognizes a
teacher from each of the 31 school districts in the county. Cornaggia will be honored at an Oct. 22 awards banquet.

Glen View Elementary School Principal Christine Vasquez-Pereira was recently named a Superstar First-Year Administrator by the Association of California School Administrators and was honored at the May 11 ACSA Region 8 Awards Night, according to GUSD. Meanwhile, Gilroy High School Athletic Director Jami Reynolds received the Norm MacKenzie “Rookie of the Year” award from the California State Athletic Directors Association back on April 19. “Jami is one of the best athletic directors in the Central Coast Section, if not the state, and deserves this recognition and more,” said GHS Principal Marco Sanchez.

Three dead in Panoche fire WOMAN, TWO CHILDREN FOUND DEAD IN CAMPER Staff report
Three people, including a toddler and an infant, died June 4 in a camping trailer that burned in the midst of an ongoing wildfire in Panoche Valley, according to authorities. At about 10:30 p.m., the San Benito County Sheriff ’s Office was dispatched to assist with the CalFire incident known as the Panoche fire, according to a press release from the sheriff. During the fire suppression operation, firefighters found what appeared to be a dead adult inside the remains of a camping trailer on the burned property, located off Panoche Road north of San Benito, according to authorities. The fire department called sheriff ’s
investigators and coroner’s officials to the scene. Upon further investigation, detectives found the remains of what appeared to be a woman, toddler and infant, according to investigators. Sheriff ’s detectives processed the scene and took custody of the three fire victims at about 4:30 a.m. on June 5, authorities said. The sheriff ’s office, which also acts as the county’s coroner’s office, was still in the process of identifying the victims and notifying their families of the deaths as of noon on June 5. CalFire is investigating the origin and cause of the Panoche fire. Any questions about the fire can be directed to the CalFire BEU San BenitoMonterey Unit. The Panoche fire burned about 64 acres and was 75 percent contained as of the morning of June 5, according to a CalFire incident report. There are two other unrelated fires

When Haley Romero signed her letter of intent to compete for the Fresno Pacific University track and field team, a flood of emotions encompassed her. “I knew I had made the right choice on where I would spend my next two years in college,” said Romero, the former Christopher High standout who recently completed her sophomore season at Hartnell College. “I was ready to make that next step and take that jump.” Jumping is something Romero does well. At last month’s California Community College State Championships, Romero finished in fifth place— the only NorCal finisher in the top five—in the long jump with a mark of
18 feet, 4 ½ inches. Romero took eighth in the triple jump with a mark of 35-10 ¼, which was also the best finish from a NorCal competitor. Romero also led off Hartnell’s 4x100 relay team that finished seventh. By earning a scholarship to Fresno Pacific, the previous doubts Romero had on whether she was good enough to receive a scholarship offer from a four-year school were vanquished. Romero grew both athletically and emotionally in a sophomore season that saw her develop added confidence and physicality. In the NorCal California Championships, Romero placed fourth in the 100meter hurdles. Romero’s versatility helped the Panthers to their second NorCal championship in program history. After two strong years at Hartnell, Romero leaves with a tremendous amount of satisfaction, knowing she had reached her goals upon entering the community college in Salinas. “Coming in I had real high expectations,” she said. “With the coaching staff here, they take you to a higher level.” Romero credited coach Chris Zepeda and her jumps coach, Wendell
Sells, for lifting her to new heights. Romero wanted to make Sells proud, and that’s exactly what happened. Romero established a personal-record (PR) of 18-9 ¼ in the long jump at the Coast Conference Championships, which was one of the top highlights of her season.

She followed that up with a mark of 18-5 at NorCals and 18-4 ½ at state, a testament to her consistency. “It was definitely a huge breakthrough both mentally and physically,” she said. “I know my coaches were super proud of me, and they had a lot to do with my success at Hartnell.” Although Romero’s accomplishment in the long jump was stellar, her results in the triple jump might have been more impressive. That’s because Romero only took up the event with eight weeks left in the season. Romero competed in the triple event only three or four times before the state meet. “My jumps coach said let’s try something new, and that maybe my body would respond well to it,” she said. “The triple

OBITUARIES FRANCINE ANN RAGONA May 5, 1945 - May 28, 2018
F
rancine Cefalu Ragona was born in San Jose on May 5, 1945 to Peter Cefalu Jr. and Frances Cefalu. She grew up in San Jose and graduated High School in 1963. She soon after met the love of her life Bob Ragona. They were married on April 24, 1965. They started their family in their first home in San Jose. Soon after they purchased their first property in Lake Tahoe with plans of vacationing and retiring there. They moved to Gilroy to raise their kids in the country in 1980. After their retirement in 2000 they moved to their Tahoe house to finally call it home. Francine was Franny to most of her family and friends. She was full of life and thrived on helping everybody. She was passionate about all of her sports especially NASCAR. Her and Bob started camping yearly at the Phoenix Raceway in 1994. She loved to sew, knit, crochet and quilt. She loved camping and wine tasting with family and friends. Besides being a wife, Fran’s favorite thing was being a Grandma and Nana to the great grandkids.
She passed away peacefully surrounded by family May 28, 2018. She was 73. Born Francine Ann Cefalu, she is survived by her husband Bob Ragona of 53 years. She is also survived by her children Robin (James), Bobby (Cyndi), and grandchildren Travis, Tonya, Koral and Kira. Great grandchildren Jamie, Sophie and Brody. Brother Peter and numerous nieces and nephews. Francine was preceded in death by her parents Frances and Peter Cefalu.
ALICE JOSEPHINE AGUILAR May 24, 1932 - May 25, 2018

lice Josephine Aguilar died peacefully at home, May 25, 2018 in Gilroy CA, after a brief struggle with cancer.Born in 1932, she moved from Wisconsin Rapids to California where she married Gale R. Aguilar in 1951. Over 36 years of their 66 year marriage, Gale’s military service and career with IBM would take the family from California to Oklahoma, Arizona, Connecticut, Massachusetts and back. During this time Alice raised three children and volunteered with the Girl Scouts, serving in leadership positions, including as President of the Southwest Connecticut G.S. Council and as a Council member in Santa Clara County, where she lived for the last 30 years. Alice is survived by her husband, Gale; daughters Karen, of Wash DC; and Barbara, of Gilroy, CA; son Robert, and grandchildren Alyssa and Jason, all of orange County CA. She is also survived by a sister, Janice Schell, of Las Vegas, and a brother, Richard Jackan. onald R. Casillas, Sr. passed away peacefully surrounded by his family on June 2, 2018. He was 91. Don was born in Madrone, CA on May 24, 1927, to Christobal and Margarita (Saldivia) Casillas. He was the eighth of nine sons.
He was born during the Great Depression Era. The family lived a simple life and worked hard in the fields and orchards of Madrone and Morgan Hill. His father and brothers taught him how to live off the land through fishing and hunting. In their past times they loved to ride the bulls and broncs in the Madrone Rodeo. Don married his forever sweetheart, Helen Marez on June 3, 1950 in Santa Clara. The couple raised five kids off of Live Oak Avenue. He provided for his family by driving tractor for various ranches in Morgan Hill until he became a mason, to which he stayed with the craft until retirement. But most of all he loved his family and friends. He was kind and funny. He loved family barbecues, holiday tamale making, casino excursions and catching up with his old buddies from the ranch days. He could fix anything and would teach you how to as well. When he bid you goodbye he’d tell you, “call if you need anything”, and he meant it. Don was preceded in death by his wife Helen Mary (Marez) Casillas in 2005. He was the last surviving sibling of the Butron/Casillas brothers. Don is survived by his children, Margaret Yardley, Carol Nuñez, Don Casillas, Jr., Monica Casillas, and Sandy Hernandez (Victor). He had fourteen grandchildren, nineteen great- grandchildren, and three great-great grandchildren. Also, survived by many nephews and nieces. Visitation will be held on Sunday, June 10, 2018 beginning at 2:00pm with the Vigil Service starting at 4:00pm at Habing Family Funeral Home in Gilroy, CA. Graveside Service will be held on Monday, June 11, 2018 at 10:00am at St. Mary’s Catholic Cemetery in Gilroy, CA. The family would prefer Donations to the Kidney or the Diabetes Foundations. Nephew of Rudy and Irma Trujillo of Gilroy and the late Charlie Trujillo. Brother-in-law of Wendy and Brenda. Also survived by many cousins, nieces and nephews. A native of Gilroy.Gilroy High School Graduate, Attended Gavilan College and graduated from Grand Canyon College, Phoenix. AZ. Graduated from Seminary College and was a Pastor for ten years. lfred Henry Rader was born in Hoven, South Dakota on January 11, 1932, the son of William M. Rader and Katherine (Braus) Rader. He graduated from Northern State Teachers College at Aberdeen, South Dakota in 1956 with a Bachelor Degree in Business and Physical Education. He returned to Northern for three summers and earned a Master’s Degree in School Administration. From 1952-54 he served his country during the Korean War where he was stationed on the front lines for eleven months. He was honorably discharged from the Army in the summer of 1954. In 1955 he married Irene Buechler of Bowdle, S.D. on February 14th. They made their first home in Aberdeen but in 1956 moved to Bristol, S.D. where he coached football, basketball and track for six years as well as teaching history and business courses in high school. In the 1962-63 School year he was the Asst. Administrator at Notre Dame High School in Mitchell, S.D. After one of the coldest winters there, the family moved to Gilroy, CA. and taught in the Business Department at Gilroy H.S. from 1963 until he retired in 1988. He also worked part time at the Comstock Club in Santa Clara and at Sutter’s Card Room after he retired. He and Irene lived in Gilroy the first fourteen years in California and all three children graduated from Gilroy High School; Thomas (wife Deborah) lives in Salem, OR., Father John Scott lives in Canton, SD. where he has one parish and another in Lennox, SD. Joan Bueche (husband Albert) lives in Atascadero, CA. He has one grand-daughter, Audrey (spouse Andrew) who lives in New Jersey. In 1975 the family moved to Morgan Hill. After retirement Al and Irene moved to the Villages in San Jose in 1989. He was a member of St. Francis of Assisi Catholic Church in San Jose where he ushered for many years at the 5 o’clock Mass. On his 80th birthday he was presented with a plaque by the Korean-American Senior Citizen’s League of Santa Clara, CA. in appreciation and recognition for his excellent dedication to the Korean People and Korea during the Korean War. He was a lifelong sports fan, especially the Forty-Niners and the Giants. He enjoyed watching the birds and the flowers he planted in his patio area. Preceded in death by his father and mother, brothers Raymond, Urban, Father Norbert and Robert as well as sisters Louise Martin and Anna Marie Edrich, but is survived by a sister Dorothy Bertha of Denver, CO., brother-in-law LeRoy Buechler, sisters-in-law Eleonora Brewton and Renata Swanson and many nieces, nephews and friends, especially those who were members of the H.S. class of 1949. A memorial Mass will be held at St. Francis of Assisi Catholic Church on 5111 San Felipe Rd., San Jose on Friday, June 8, 2018 at 12 o’clock with a reception to follow in the Gathering Space. Memorial gifts may be made to the Villages Medical Auxiliary, American Cancer Society, Northern University Athletic Scholarship Fund or the St. Francis of Assisi Building Fund.

PUBLIC NOTICE NOTICE OF PUBLIC HEARING – ADOPT CERTAIN FINDINGS AND APPROVE ENERGY SERVICE CONTRACT FOR ENERGY RELATED IMPROVEMENTS TO SAN BENITO COUNTY FACILITIES WITH ENGIE SERVICES U.S. AND A FINANCING CONTRACT WITH A FINANCING COMPANY FOR FUNDING THE ASSOCIATED ENERGY RELATED IMPROVEMENTS San Benito County (County) Board of Supervisors shall hold a public hearing on June 26, 2018 at 10:00 a.m. for the purpose of taking public comments and adopting a resolution making certain findings, and approving an Energy Service Contract with ENGIE Services U.S. and a financing contract with a financing company for the implementation of certain energy related improvements to County facilities in accordance with California Government Code Section 4217.10 to 4217.18. The meeting will be held at the Board of Supervisors Chambers, 481 Fourth Street, Hollister, CA 95023. The Board shall adopt findings that provide, and the Energy Service Contract shall require, that the cost to the County to implement the energy related improvements per this contract will be less than the anticipated marginal cost to the County of thermal, electrical, or other energy that would have been consumed by the County in absence of purchasing the energy improvements. Furthermore, the County shall adopt findings relative to the financing contract that provide the funds for the repayment of the financing or the cost of design, construction, and operation of the energy conservation facility, or both, as required by the contract, are projected to be available from revenues resulting from sales of electricity or thermal energy from the facility or from funding that otherwise would have been used for purchase of electrical, thermal, or other energy required by the public agency in the absence of the energy conservation facility, or both.
