Gavilan will ask voters to pass bonds $248M SOUGHT TO IMPROVE ALL CAMPUSES Scott Forstner Reporter
Barry Holtzclaw
A measure asking the voters for $248 million worth of bonds to upgrade Gavilan College's main campus, as well as its Coyote Valley and San Benito County satellite sites, will appear on the Nov. 6 ballot. The measure will require 55 percent voter approval to pass. Gavilan Joint College District Board President Jonathan Brusco confirmed a unanimous vote among the five trustees in attendance at the July 10 meeting, with two members absent from the proceedings. “If this were to pass, this would line the college up for the next decade,” said Brusco, who stressed that the potential funds would impact all three Gavilan sites. “When you break down the money, it computes to less than $100

Preparations for this weekend’s 40th annual Gilroy Garlic Festival began in earnest on Monday, July 23, as hundreds of volunteers once again begin creating a white-tent city at Christmas Hill Park, days before the tangy fragrances of garlic and associated culinary creations would begin entertaining up to 100,000 visitors to the Garlic City. The festival set-up crews struggled in temperatures in the mid-90s, but forecasters say conditions this weekend should be garlic-perfect, sunny and in the low 80s. The California Water Commission on Tuesday, July 24 approved $484.55 million to dramatically expand the Pacheco Reservoir in southeast Santa Clara County for drinking water
reserves and improved protections for steelhead salmon. The money comes from the state’s Proposition 1 approved by California voters, and represents the full amount sought by the Santa Clara Valley Water District. “We are elated that our proposal to expand Pacheco Reservoir was viewed so favorably by the commission,” said water district board chairman Richard P. Santos. “We are also pleased that the commission has approved our request for early funding of $24.2 million. Given these approvals, we can
proceed with the next steps in completing environmental documents and permit applications without delay.” Completion of the new reservoir project is more than a decade away, according to its own timetable. The Prop. 1 monies will provide half of the estimated $969 million cost of the project, which could be completed in 2029, with construction beginning in 2024 following public hearings on an environmental impact report and a feasibility study.

NOTIFICATION OF PACIFIC GAS AND ELECTRIC COMPANY’S REQUEST TO INCREASE RATES FOR ITS RESIDENTIAL RATE REFORM MEMORANDUM ACCOUNT PROPOSAL (R.12-06-013) SUMMARY On July 11, 2018, Pacific Gas and Electric Company (PG&E) filed its Residential Rate Reform Memorandum Account (RRRMA) proposal with the California Public Utilities Commission (CPUC). The proposal requests approval to increase rates for the following activities related to residential rate reform: • Simplification of rate structure • Offering new Time-of-Use Rate plan options and conducting a pilot • Increase minimum bill amounts in order to reduce bill volatility • Enhanced communications to customers about rate plan changes and options In order to implement these residential rate reforms required by a CPUC decision, PG&E is requesting $20.5 million to be collected from customers in rates starting early in 2019 or shortly thereafter depending on the schedule for this proposal. BACKGROUND In 2015, the CPUC launched its residential rate reform efforts to address concerns about customer bill impacts and volatility caused by the five-tiered rate structure that was put into place after the California Energy Crisis. As part of this effort, the CPUC directed utilities to implement rate design reforms, including Time-of-Use pilots and studies, marketing, education and outreach, IT, data analysis and other reasonable costs required to implement the decision. The CPUC also ordered each utility to create a Residential Rate Reform Memorandum Account to be used for tracking these costs. This proposal requests recovery of the costs included in the RRRMA in 2015 and 2016.
HOW WILL PG&E’S PROPOSAL AFFECT NONBUNDLED CUSTOMERS? Direct Access and Community Choice Aggregation customers only receive electric transmission and distribution services from PG&E. The impact of PG&E’s proposal on these customers is an average increase of 0.2 percent. Another category of nonbundled customers is Departing Load. These customers do not receive electric generation, transmission or distribution services from PG&E. However, these customers are required to pay certain charges by law or CPUC decision. The impact of PG&E’s proposal on these customers is an average increase of 0.07 percent. HOW DO I FIND OUT MORE ABOUT PG&E’S PROPOSALS? If you have questions about PG&E’s filing, please contact PG&E at 1-800-743-5000. For TTY, call 1-800-652-4712. If you would like a copy of PG&E’s filing and exhibits, please write to PG&E at the address below: Pacific Gas and Electric Company RRRMA Proposal (R.12-06-013) P.O. Box 7442 San Francisco, CA 94120 A copy of PG&E’s filing and exhibits is also available for review at the CPUC’s Central Files office by appointment only. For more information, contact aljcentralfilesid@cpuc.ca.gov or 1-415-703-2045. PG&E’s proposal (without exhibits) is available on the CPUC’s website at www.cpuc.ca.gov. CPUC PROCESS This proposal will be assigned to an Administrative Law Judge (Judge) who will determine how to receive evidence and other related documents necessary for the CPUC to establish a record upon which to base its decision. Evidentiary hearings may be held where parties will present their testimony and may be subject to cross-examination by other parties. These evidentiary hearings are open to the public, but only those who are formal parties in the case can participate. After considering all proposals and evidence presented during the hearings, the assigned Judge will issue a proposed decision which may adopt PG&E’s proposal, modify it or deny it. Any of the five CPUC Commissioners may sponsor an alternate decision. The proposed decision, and any alternate decisions, will be discussed and voted upon at a scheduled CPUC Voting Meeting. The Office of Ratepayer Advocates (ORA) may review this proposal. ORA is the independent consumer advocate within the CPUC with a legislative mandate to represent investor-owned utility customers to obtain the lowest possible rate for service consistent with reliable and safe service levels. ORA has a multi-disciplinary staff with expertise in economics, finance, accounting and engineering. For more information about ORA, please call 1-415-703-1584, email ora@cpuc.ca.gov or visit ORA’s website at www.ora.ca.gov. HOW WILL PG&E’S PROPOSAL AFFECT ME? Most customers receive bundled electric service from PG&E, meaning they receive electric generation, transmission and distribution services. Based on rates currently in effect, the bill for a typical residential NonCARE customer using 500 kWh per month would increase from $111.59 to $111.78, or 0.2 percent. Actual impacts will vary depending on energy usage.

San Benito to vote on tax to widen CA 25 ONE PERCENT TAX VOTE SET FOR NOVEMBER By Jacqueline McCool Reporter
San Benito County voters will be asked to approve an additional 1 percent countywide transportation sales tax on the Nov. 6 ballot, following actions by the county Board of Supervisors on July 24 and the San Benito County Council of Governments on July 19. The San Benito County Board of Supervisors approved a referendum on a sales tax increase in a unanimous vote. Hollister Mayor Ignacio Velazquez, chair of the Council of Governments, did not attend last week’s meeting. The other four representatives of local governments on the council endorsed the new tax. Now voters will decide whether to increase the sales tax on all purchases in Hollister from 8.25 to 9.25 percent, from 8 to 9 percent in San Juan Bautista, and purchases in unincorporated areas from 7.25 to 8.25 percent in 2019. The tax is estimated to produce $16 million annually, according to Mary Gilbert, executive

that with an increased number of commuting residents—especially along the congested twolane Highway 25—traffic and growth were top issues for voters. Hollister resident Warren Buoenbender spoke directly to the council on July 19 and said he feared for his wife’s safety during her daily commute because of the deteriorating condition of Hollister roads. Buoenbender’s major concern is the condition of Highway 25. This concern was echoed by members of the council. Director Jim Gillio, a Hollister city council member and candidate for the Board of Supervisors, said at the meeting, “[Highway] 25 is something that absolutely needs to get done.” Vice Chair Jaime De La Cruz, a county supervisor, said safety was a driving concern for his vote, adding, “Whenever we hear of a new tragedy, the first thing we think of is our kids.” De La Cruz expressed the urgency of putting the measure on the ballot, saying, “If it doesn’t happen this election, we’ll be in deep trouble down the road.” He called the road improvements a “dire need.”

director for the council of governments. The 1 percent sales tax would be in place for 30 years and would help fund the widening of state Highway 25, upgrading of county roads and enhancing bus and paratransit services. f San Benito’s paved roads are rated “poor” with an estimated $350 million needed for pavement repairs. San Benito County Council of Governments is a regional transportation planning agency responsible for developing the plan for allocation of state transportation funds and coordinates social service transportation services. Two members representing the City of Hollister, one member representing the City of San Juan Bautista, and two members representing the San Benito County Board of Supervisors comprise the council’s board of directors. The council of governments had commissioned a survey by EMC Research to gauge public support for the sales tax and found that a majority of San Benito residents would support it if it meant updating county roads. The survey also found
One man died and three others suffered major injuries July 18 when the vehicle in which they were traveling crashed on Bolsa Road southeast of Gilroy, according to authorities. California Highway Patrol authorities said alcohol might have
played a role in the single-car accident. About 2:57pm, a 2005 Chevrolet driven by a 23-year-old man from Mecca, Calif., was traveling northbound on Bolsa Road just north of Bloomfield Avenue at an unknown rate of speed, according to a press release from the CHP. The Chevrolet ran off the east side of the roadway and collided with a concrete pillar at 615 Bolsa Road, police said. Guillermo Cruz, 31, of Coachella, who was riding in the right front passenger’s seat, suffered
fatal injuries. He was pronounced dead at the scene, according to police. The driver and two other passengers—a 22-year-old Coachella man and a 55-year-old Sinaloa, Mexico man— suffered major injuries due to the collision, police said. Emergency personnel on the scene extricated the three survivors from the vehicle. They were transported to San Jose Regional Hospital by Cal-Star helicopter. Bolsa Road was closed between Carnadero and Bloomfield avenues for about 2-½ hours.

Water district earns national award The Santa Clara Valley Water District received a first-place award for Excellence in Communications from the National Association of Flood and Stormwater Management Agencies, according to a July 17 announcement. Under the category of “individual item,” the water district’s annual floodplain mailer was recognized as an exemplary communication piece for flood awareness, according to staff. Following a winter of record-setting rainfall, which resulted in historic flooding along Coyote Creek that impacted
The annual floodplain mailer is an educational brochure mailed to all homes and businesses located in FEMA Special Flood Hazard Areas, or high-risk flood zones. For nearly 20 years, this item has been a key component of the district’s annual flood awareness campaign. “Communication and outreach is essential to our flood protection efforts,” said water district Board Chairman Richard P. Santos. “We work hard to make sure the folks who need this information the most receive it in the best format.” To read the floodplain mailer and the district’s campaign resources, visit bit.ly/SCVWDfloodready.

various neighborhoods in San Jose, the water district decided to spruce up the annual floodplain mailer and increase accessibility of the publication in a variety of ways. The 2017-18 mailer was designed as a magazine style brochure, available in four languages (English, Chinese, Vietnamese and Spanish) with content highlights and a language directory on the cover. “While not always present in the minds of residents, flood risks are everpresent. Our annual mailer is a critical reminder and a great resource for our most vulnerable residents,” said Board Director John Varela, who represents South County and the hills east of San Jose and Milpitas.

Questions about mosque project
Congress slights California
W
hen national media or Washington politicians refer to “the farm states,” they rarely mention California, continually ignoring the fact that we are nation’s top “farm state” in nearly every category. The numbers speak for themselves. California’s total agricultural receipts of nearly $47 billion in 2015 were biggest in the nation and $20 billion more than the secondhighest ranked state. California’s cash receipts in 2015 were more than these other 10 states combined. The cash value of California’s farm products is nearly 13 percent of the U.S. total, more than any other state. This is a week that chefs and food writers and culinary social media take notice of Gilroy as the garlic capital of the U.S. Our region and state also produce, to name a few, the country’s biggest lettuce, almond and artichoke crops. California also accounts for more than 7 percent of total U.S. livestock cash receipts, leads the nation in milk production—with dairies from California producing more than 40 billion pounds of milk annually—as well as butter and dry milk and is second in U.S. cheese production. California accounts for more than 60 percent of U.S. vegetable exports, and all California agriculture and livestock exports exceed $14 billion. This also is a week that Senate leaders are expected to name some of their members to a conference committee, hoping to iron out differences with their House of Representative counterparts on the new Farm Bill. The Farm Bill only comes up for renewal every five years, and is the primary agricultural and food policy tool of the federal government, including commodity programs and subsidies, trade, rural development, farm credit, conservation, agricultural research, and food and nutrition programs. The current law will expire at the end of the federal fiscal year, Sept. 30. It might be logical to assume that because of our huge role as the nation’s leading agricultural state—not to mention our position as the nation’s most populous state—that our
influence would be correspondingly huge in the crafting of a new Farm Bill. Sadly, that is not the case. The “farm states” are disproportionately represented in the House conference committee, and likely also will be in the Senate’s conferees. These farm states are also Republican-dominated, which adds to the anti-California bias. Even within the Democratic Party, seniority, rather than common sense, works against appropriate representation for consumers and farmers in our state.
So-called ‘farm states’ are Republican strongholds. It is expected that the Senate’s 12 members of the conference committee will be named this week. For the House, which only passed its version of the Farm Bill on a 213-211 vote, just four of the 47 conference committee representatives are from California, two from each party. They include GOP Rep. Ed Royce, the Foreign Affairs Committee chair from Los Angeles who is not seeking reelection; GOP Rep. Jeff Denham of Modesto, of the Agriculture Committee; and Democrat Reps. Jim Costa of Fresno and the Agriculture Committee and Maxine Waters of Los Angeles, a member of the Financial Services Committee. Freshman Congressman Jimmy Panetta, a Democrat and member of the Agriculture Committee whose district includes San Benito County and half of Gilroy, is low on the seniority pecking order, and will be watching from the sidelines. The whole bill could stall, because the House version includes new work requirements for food stamp recipients, and the Senate version does not. Meanwhile, California ranches and farms continue their work, feeding most of the nation. It would be nice to get some recognition—and influence—in Washington, beyond cooking shows and supermarket labels.

Santa Clara County hosted a special meeting on July 12 for public comment on the Cordoba Center Draft Environmental Impact Report. Many in the crowded room ignored the purpose of the meeting and voiced “feelings” about the applicant or project. South Valley Islamic Center project manager Sal Akhter earlier had assured residents of the project’s regulations and safety compliance. He said the Cordoba cemetery would be “green,” or natural. One opponent of the project questioned him about the cemetery and the use of cement vaults over each grave, saying she got the information from the project’s website. Akhter assured the group that there were no cement vaults being used and that he was unaware of that information on any website. On July 18, Advent Lutheran Church pastor Anita Warner welcomed the community to another discussion of the project. In the applicant’s own project description on the county’s website, it states “Each grave will have a 7.5-foot by 3-foot submerged vault.” A copy of the project description was passed around in an attempt to clear up the discrepancy. Akhter stated at the meeting, “We need to correct that.” Transparency? Full disclosure? Discrepancies? Can an applicant in this county apply for a building permit, provide county planning with a project description, then change it whenever they feel like it? Why wasn’t the public notified? Why wasn’t the applicant forthcoming about the change? Is this a county error or an applicant error? Are we supposed to believe the applicant wasn’t aware of the cement vaults in the project description? It’s discrepancies like these that foster distrust in the community regarding new projects. What else aren’t they telling the public? I also expect Santa Clara County to do due diligence with respect to transparency and compliance by submitting a complete environmental document to the state clearinghouse that would notify all agencies having a stake in this project. As a last point, this correction needs to be made to the article in the July 20 local papers. 1) The article says Islamic community member Hambdy Abass believed the majority of comments were in support. Not true!! I counted each speaker and there was equal representation: 28 spoke in favor, 29 opposed. 2) Stating many of the comments reflected the continuing culture clash rather than the EIR is not true, except by those supporting the project. This comment is supported in the article where it states “concerns regarding the cemetery’s effect on San Martin residents’ water supplies were echoed by many attendees.” This is not about race, religion or bigotry. This is about the location not being right for this large project. Previously, other applicants, including religious institutions, have had projects denied based on an Environmental Impact Report. If this paper had printed the full statement from Trina Hineser, San Martin Neighborhood Alliance, this would be apparent.

‘Less than significant’ with mitigation
I refer to the Times article “Opposition To Islamic Center Continues,” on July 20. Your reporter did not cite the pertinent paragraph in full when she quoted the Draft Environmental Impact Report on the proposed Cordoba Project in San Martin as, “The potential effect on groundwater is not because of any specific toxicity [human remains] possess, but rather because of the potential for increasing the concentration of naturally occurring organic or inorganic substances to levels that would render the ground water unfit for potable supplies or other uses.” Had she read further in the report, or even its much shorter summary, she would have noted the mitigations to remedy that potential issue. The pertinent paragraph in the full report states (Page 4.4-28): “Significance After Mitigation: . . . With implementation of mitigation measures 4.4-4, . . . that operation [meaning, the proposed burial] does not affect groundwater quality, this impact would be less than significant.” The highlighting (bold fonts) of the phrase “less than significant” is in the Draft EIR. The Cordoba Project would be less controversial if facts are clearly and fully stated. The media should not contribute to misinformation. Omitting key phrases has the same effect and perhaps the same intent as to mislead. Karen Musa President, South Valley Islamic Center

As part of the effort, companies and trade unions have committed to funding nearly four million slots for apprenticeships, retraining and continuing education programs over the next five years. Job training has emerged as one of the few coordinated policy initiatives generated in the West Wing with broad appeal across income and party lines. In part, that is because many labor and corporate leaders are struggling to expand their work force, and several top White House officials, including Kevin Hassett, the chairman of Mr. Trump’s Council of Economic Advisers, have made the issue a top priority.

ployment Development Department, the unemployment rate in Gilroy is currently 3.4 percent (Dec. 2017). This is the lowest rate Gilroy has seen in the past 10 years. At the height of the recession in 2010, our unemployment rate exceeded 16 percent. The vacancy rate for industrial properties has also reached an all-time low at 1.5 percent. In fact, as the economy continues to drive business expansions and relocations we have very little existing space to attract new business. We continue to represent sites for industrial development, however, that supply is also diminishing. And our median household income has continued to climb and now exceeds $84,000. t is not uncommon for companies considering a business location to view site selection as solely a function of real estate. Everyone has heard the adage “location, location, location”. While other factors typically weigh more heavily in the decision process (labor, transportation, incentives, taxes, etc.), the importance of real estate has become a more critical component when choosing a location, particularly in the current economic climate. Within our region, a glut of properties became available as businesses closed or consolidated during the economic recession. In 2011, Silicon Valley had a combined vacancy rate for R&D, industrial and warehouse of 14.7%. In the first quarter of 2018, combined vacancy has dropped to 7.4%.

total built inventory of nearly six million square feet of warehouse, industrial and R&D space. As expected, lack of availability has led to increases in lease rates. The lack of existing facilities to market to prospective new businesses limits our ability to grow the Gilroy economy. Gilroy has a limited number of key opportunity sites for future development. With that in mind, the Gilroy Economic Development Corporation (GEDC) is working with an outside consultant to complete an analysis of these sites that will include an evaluation of any obstacles for development. The city council has identified economic development as a high priority. The creation of jobs that pay livable wages and revenue generating opportunities for the city are the goals of the GEDC and city council members. For more information on this topic or help in locating a suitable property for new or growing businesses, contact the GEDC at (408) 847-7611 or email president@gilroyedc.org

Completion date for new reservoir: 2029 Pacheco Reservoir, 1 consideration this week. Another $1.12 billion was approved for four other projects. The project would establish a new dam and expanded reservoir on the North Fork of Pacheco Creek that could hold 141,000 acrefeet of water, a substantial increase from the 6,000-acre-foot capacity of the existing reservoir. Constructed in 1939 and used for groundwater recharge, the reservoir is located about 13 miles southwest of San Luis Reservoir, off Highway 152, near Casa de Fruta. The Santa Clara Valley Water District would also have to find the remaining 50 percent of the project cost, from federal sources and from the district’s own resources and ratepayers. “Santa Clara Valley Water District and our project partners, San Benito County Water District and Pacheco Pass Water District, will pursue federal funds,” Santos said in a statement. The remainder would be paid through local water rates “over several decades,” he said. The water district said the project would expand Pacheco Reservoir's storage capacity to provide for increased emergency water supplies, improved water quality and ecosystem benefits throughout the region and the Sacramento-San Joaquin Delta.
“This reservoir would serve as an insurance investment to support a secure water supply for our future,” said Santos in the statement. “Today’s good news portends well for Pacheco’s delivery of investment value to the public and environment.” The water district describes the project’s potential benefits as “vast,” including the following: • Increase suitable habitat in Pacheco Creek for the federally threatened South Central California Coast steelhead • Develop water supplies for the environmental needs of wildlife refuges to support habitat management in the delta watershed • Reduce flood risks for communities along Pacheco Creek and the Pajaro River as it flows through Watsonville • Improve water quality, reducing taste and odor problems that result from seasonal algae blooms in San Luis Reservoir and cause Santa Clara Valley Water District operators to curtail deliveries from this source • Provide an emergency water supply to Santa Clara and San Benito counties • Increase reliability of imported water supplies to Santa Clara and San Benito counties • Provide additional water for groundwater recharge,
benefiting agricultural water users downstream of the new dam • Increase operational flexibility of water supplies at San Luis Reservoir and throughout Santa Clara County • Improve opportunities for water transfers through San Luis Reservoir The Santa Clara Valley Water District manages an integrated water resources system that includes the supply of clean, safe water, flood protection and stewardship of streams on behalf of Santa Clara County's more than 1.9 million residents. The district effectively manages 10 dams and surface water reservoirs, three water treatment plants, an advanced recycled water purification center, a state-of-the-art water quality laboratory, nearly 400 acres of groundwater recharge ponds and more than 275 miles of streams. It provides wholesale water and groundwater management services to local municipalities and private water retailers that deliver drinking water directly to homes and businesses in Santa Clara County. $248 million for all Gavilan campuses Gavilan Bond, 1

per year for the average property owner. For me, that’s well worth it for all the things we can do to improve student success.” If approved, the $248 million debt would be paid off over the next 28 years through property taxes on the assessed value of homes in San Benito County and southern Santa Clara County. Brusco said the timing is right, with the population growth in Santa Clara and San Benito counties nurturing an increase in demand for programs at the community college level, along with the availability of state matching funds for school construction projects. “The school is really reaching a new stride in the South Valley,” Brusco said. Possible targets for the bond monies, outlined in Gavilan’s master facilities plan, include a new library and technology center and new performing arts theater at the main Gilroy campus; the first phase of construction for the proposed San Benito satellite campus; and expansion of classroom facilities at the Coyote Valley satellite campus. “This is the biggest decision the school has ever made other than to move to the (current) Gavilan site. This is $248 million and this will take us far into the future,” said Trustee Laura Perry, who has been on the Gavilan board for more

Technology has run ahead of us. This is huge for our students and our community.” The deadline to submit the bond measure and file all documents with the Santa Clara County Registrar’s Office is Aug. 10. From there, a Political Action Committee, independent from Gavilan,
will begin the fundraising and campaigning efforts leading into the Nov. 6 election. This is the second bond measure in the history of Gavilan, according to Perry. The first, Measure E, “did everything we said it was going to do and did it on time and didn’t go over budget,” Perry said. Projects for the $104 million Measure E, approved in 2004,

included modernization of the Gilroy campus, land purchases for the Coyote Valley and San Benito County campuses, new tennis courts, swimming pool, gymnasium, beach volleyball courts and softball/baseball athletic complex. Trustee Lois BandeiraLocci was absent from the July 10 meeting and did not take part in the vote to approve the latest
bond measure, but said she supports it. “A California community college is an economic gift that sustains over time, stimulating local commerce and reducing the cost of higher education for 2.1 million students statewide,” said Bandeira-Locci. She estimated a savings of $100,000 (based on tuition and housing) for a student who begins at a community college and then
transfers to a University of California campus. “Most ardently, I trust voters will not want to punish the (Gavilan) district for past actions, both real and imagined, and rather support the future of our young people and our communities in South San Jose, Morgan Hill, Gilroy, Aromas, San Martin and San Benito County,” Bandeira-Locci concluded.

Two Gavilan trustees seek to return GLINES, PERRY TO SEEK RE-ELECTION; CHILD, BANDEIRALOCCI STEP AWAY Scott Forstner Reporter
Two of the four members who sit on the Gavilan Joint Community College District Board of Trustees and whose districts run through San Benito County will not seek reelection in November. Trustees Lois BandeiraLocci, whose Trustee Area 7 covers much of rural San Benito County, and Kent Child, whose Trustee Area 5 seat covers the city of Hollister, do not plan to run for another term. The Gavilan district covers a 2,700-square-mile area from South San Jose through most of San Benito County. “I will not run in 2018,

Morgan Hill tackles housing issue ORDINANCE REQUIRES DEVELOPERS TO BUILD HOMES FOR LOWER INCOMES Bryce Stoepfel Reporter
As rent and property values continue to soar, the city of Morgan Hill proposes to do something about it. The Morgan Hill City Council voted unanimously July 18 to approve an “inclusionary housing policy” that would require developers to devote 15 percent of new housing
units for low- and moderate-income renters and homebuyers. Developers of downtown projects must earmark 10 percent of units for such belowmarket-rate buyers. In recent years, the city has excelled in meeting its affordable housing responsibilities for marketrate units, exceeding production estimates by 200 percent, according to staff. However, Morgan Hill has still struggled to provide enough housing for renters and homebuyers who fall in the lowest income brackets. For Morgan Hill to meet this goal, the city would have to add 193 additional housing units at the very-low-income rates.
Call us for this weekend's specials
The lowest income category comprises Individuals who earn between 30 percent and 50 percent of the area median income in Santa Clara County, which is $125,200 for a family of four. The ordinance has set forth four proposed requirement criteria for developers. • For-sale projects in downtown, with two or more units, must set aside at least 10 percent of units at affordable sales prices to moderate-income households. • For downtown rental projects with two or more units, developers must restrict 10 percent of units to low-income and
very low-income households. At least half of the required affordable units must be offered at the very low-income rate threshold. • For-sale projects outside of downtown Morgan Hill with two or more units are required to restrict 15 percent of units at affordable sales prices for moderate-income households. Moderate income renters or homebuyers make up 80 percent up to 20 percent above the area median income of Santa Clara County's area median income. • For rental properties outside of downtown Morgan Hill, with two or more units, 15 percent of
units must be restricted for low-income and very low-income households; half of the required inclusionary units offered at affordable rates are exclusive for very lowincome families. Small developments that are unable to set aside a physical unit at affordable rates will pay fees instead of providing the unit. The city manager or the community development director may grant exceptions to the inclusionary housing ordinance. Affordable housing units must also conform to neighborhood design standards and must be reasonably dispersed. Renters and home

buyers must meet income eligibility requirements. The city will also grant developers alternatives to complying with the inclusionary housing ordinance. Developers may pay a fee, include rental units in for-sale projects, off-site construction or land dedication. Morgan Hill city staff will work to implement guidelines for the ordinance, including new in-lieu fees for developers who do not wish to set aside 15 or 10 percent of housing units. Currently, the in-lieu housing fee of $12.92 per square foot of livable space, which presently stands at 8 percent, will be adjusted to accommodate the new policy.

LITTLE LEAGUE ALL STARS
Robert Eliason

LOT TO BE PROUD OF Tyson Shaw, a member of the Gilroy Majors Little League 11-and-under All Star team, makes a nice catch in the Section 5 Tournament winner-take-all contest last Thursday. Both the 11 and 12-year-old teams had exciting seasons, featuring riveting comeback victories.
GILROY’S 11, 12 YEAR OLD MAJORS ALL STAR TEAMS FINISH UP STRONG emanuel lee Sports editor
Robert Eliason
It would’ve taken a herculean effort for the Gilroy 11- and 12-year-old Majors All Star teams to win their respective Section 5 Tournaments. Both squads had to go through the bottom bracket, and they advanced all the way to the championship round. The 11-and-under squad forced a winner-take-all contest before losing to a superior Scotts Valley team, 8-0. The 12-and-under team reached the championship round and was trying to force a winner-takeall game only to fall to Almaden 10-2 last Wednesday. “It has been a good ride,” Gilroy 12s manager Ed Lujan said. A good ride indeed. The 11s team went 3-0 to win the District 59 Tournament before hitting Sectionals, where it won three straight elimination games to reach last Thursday’s final. Gilroy proved resilient until the end, when Scotts Valley erupted for six runs in the fifth inning to win going away, 8-0. Despite the loss, nothing could take away from Gilroy’s terrific season. The team had several memorable moments, most notably in a couple of walkoff victories. The roster includes Erik Carbajal, Jesus Castro Jr., Abrahm Cid, Diego Enriquez, Eric Hernandez, Reece McKeever, Tyson Shaw, Isaiah Valdez, Nick Valentine, Aaron Van Kerkwyk, Jaden Vasquez, Quin Zanger and Angel Zapien. McKeever’s solo blast leading
off the bottom of the seventh inning propelled Gilroy to an 11-10 win over Mountain View in Sectionals. Gilroy actually trailed 10-6 entering the sixth inning—meaning they were down to its final three outs with its season on the line. “Reece just crushed the ball,” Gilroy 11s manager Jesse Castro said. “It was kind of cool because the two teams that were waiting to play after us were in the stands watching, and they just erupted.” Trailing by four runs entering the bottom of the sixth, Shaw, Van Kerkwyk and Zanger all singled to load the bases. Vasquez and Valentine followed with run-scoring singles to make it 10-8, and Hernandez’s two-run double made it 10-10. “It was unbelievable,” Castro said. Valentine was the team’s de facto ace, a left-handed power pitcher who mixed speeds well and often dominated teams. Valentine threw a no-hitter in the district championship game, and Castro Jr. scored and drove in the most runs in district play. In addition to Valentine, the team also received strong pitching from Hernandez, Zanger and Shaw. Zanger went four solid innings against Mountain View, and Shaw went three strong innings against Union City. Hernandez started against Scotts Valley and allowed two runs in four innings before being lifted in the fifth inning. Hernandez pitched well against a potent Scotts Valley lineup that possessed plenty of power throughout the lineup. The 12-and-under team also had a fantastic season. In the loss to Almaden, Wyatt Mattocks hit a two-run home run. The team’s season started with an undefeated run in the District 59 Tournament followed by some thrilling moments in the Section 5 Tournament. The roster includes Edward

Lujan, Peyton Nellis, Aiden Simeon, Sam Guerrero, Paris Ledesma, Ricky Wilkerson, Mason Dubenko, Wyatt Mattocks, Miguel Flores, Andrew Lujan, Andrew Ceballos, Brayden Martinez, Kyle Recotta and Christian Gutierrez. Gilroy’s run through Sectionals was nothing short of thrilling, as it earned three comeback victories. In an elimination game against Hollister on July 16, Gilroy trailed by two runs entering the bottom of the seventh inning when Simeon hit a leadoff home run. After consecutive groundouts, Gilroy was down to its last out. However, singles from Nellis and Ceballos set the stage for Mattocks, who promptly hit a towering home run that manager Ed Lujan estimated at 300 feet for a walk-off victory. “He crushed it,” Lujan said.
“He came to home plate and all of his teammates were smacking him in the helmet. The fans were going crazy, and it was fun to see.” Lujan credited Ceballos for thriving in a six-pitch at-bat, a microcosm of the team doing the little things necessary to advance far in a tournament. Things got no less interesting a night later, as Gilroy edged Santa Clara Westside, 3-2. Down by two runs entering the bottom of the sixth inning, Gilroy had some additional late-inning heroics. Ceballos led off with a double off the fence, advanced to third base on a Simeon single and scored on a Gutierrez single. Nellis walked to load the bases, and moments later pinch runner Ledesma scored on a passed ball
to make it 2-2. Flores followed with a run-scoring single to seal Gilroy’s second walk-off win in as many games. Last Wednesday, Gilroy needed to beat Almaden— the tourney’s lone undefeated team—to force a winner-takeall contest the following night. However, Almaden proved to be too tough, posting a runaway victory. Entering the Almaden game, Lujan had a robust .526 batting average and three home runs. Simeon was hitting .381 with three home runs, and Nellis and Mattocks also had round-trippers. Mattocks, Simeon and Lujan formed a powerful threeman starting rotation, and No. 4 starter Nellis came up huge against Westside.
