Nearly 750 guests attended the annual Gilroy FFA Winterfest on Friday and Saturday Dec. 14 and 15. The event, in its second year, spotlights various groups with connections to agriculture. “It’s a little old-school winter carnival that we put on to highlight different organizations,” said Agricultural Educator and FFA advisor Chelsi Faria. “So we had the kettle women, the kettle man. We not only showcase the farm organizations at our high school, but also we showcase

local organizations that are agricultural-related.” With more than 225 students enrolled, Gilroy FFA remains centered around farmers and agriculture. Events on Saturday were held at the Gilroy High School farm off Kern Avenue. “We’ve actually moved toward leadership and career growth—building up the kids’ leadership schools, personal growth and development,” said Faria. “We are focused on students and how they can use the skills they learn in ag and FFA to further their career, whether they go into ag or not.”

Congressional approval of a new five-year Farm Bill on Dec. 12 that is headed to the President’s desk this week needed strong bipartisan support, and agreement from House Republicans to drop proposed food-stamp work requirements. President Donald Trump hinted that he would sign the farm bill this week. Congressman Jimmy Panetta, a leader of a bipartisan efforts in Congress and a member of the House Agriculture Committee played a role in the outcome. Panetta, whose 20th District includes San Benito and Monterey counties and half of the City of Gilroy, is a member of the House Agriculture Committee, where his influence will get a boost when the new Democratic majority of the U.S. House of Representatives is sworn in next month. Panetta said in a statement that “Passage of the 2018 Farm Bill, with strong bipartisan support, fulfills a promise to our farmers, rural communities and neighbors who need assistance putting food on the table.”

After being snubbed by Lime Bike bicycles in June this year, the City of Gilroy is taking off its training wheels to try again for a rideshare alternative. This time, it’s electric scooters. The city’s Bicycle and Pedestrian Committee late last month passed a draft resolution from Bird Scooter to introduce at

least 200 rideshare electric scooters to the city, pending approval by the Gilroy City Council. Bird electric scooters are pay-per-mile, standup devices that can reach speeds of up to 20 miles per hour. Touted as a “first mile and last mile commuter option,” (from home to public transit, then to the final destination,) Bird hopes its scooters will ease street congestion and reduce air pollution. "We want to capitalize on our growth and pursue alternative modes of transportation for residents,

City makes it costly to remove trees PERMITS NOW REQUIRED TO REMOVE BIG CITY TREES Staff Report

GIlroy property owners now need to get a $300 permit, hire an arborist and meet strict city guidelines before removing many varieties of large trees on their property. The Protected Tree Removal Ordinance went into effect on Dec. 5. The new ordinance applies to trees “38 inches in circumference or larger and one of the following species; all species of oaks, California bay, big leaf maple, madrone, California sycamore, California buckeye and alder.” In addition, any type of tree 90 inches in circumference or larger also requires a tree removal permit, according to the ordinance. If the tree doesn’t have any of these characteristics, a permit isn’t necessary.

Applications for tree removal will only be accepted by the city if the tree is dead, diseased or in danger of falling and no tree management techniques can save the tree. The applications can be found at Gilroy City Hall or on the city’s website, www.CityofGilroy.org. Fines for removing a tree without a permit range from $200 to $5,000. According to the city’s press release, application acceptance will hinge on “a report from a certified arborist in addition to explaining the reason for the removal request. Criteria allowing for the removal of a tree protected under the ordinance include disease, threat to life or property, damage to buildings or utilities, or limitation on the use of the property.” The city planning commission will review all applications and make a decision, with the requirement that the tree that is removed is replaced by two trees from the same species.

Gilroy City Council members sworn in Dec. 17 were familiar faces, with re-elected council members Dion Bracco and Peter Leroe-Muñoz and Councilmember Marie Blankley, who was elected in November to her appointed council seat. The new face in the group was Carol Marques, who ousted Daniel Harney in a run for a two-year term. Mayor Roland Velasco applauded the democratic process, the council unanimously voted to certify the election and Velasco thanked Harney for his three years of service on the council. “He was always thoughtful; he was always willing to ask questions and, most importantly, to ask the

follow-up questions,” the mayor said of Harney. “I think what Dan brought to the council was a younger family’s voice,” said Velasco. Harney has four young children, the youngest of which was born while Harney was campaigning earlier this year. In a farewell speech to the council and meeting attendees, Harney thanked friends, family and supporters. “I feel very honored and privileged and also very humbled,” said Harney. “This is the most challenging thing I have ever done.” The new council members and Harney joined the public for a farewell toast and dessert outside the meeting room. The newly elected were all smiles as they prepared for work in the year ahead, which begins when the council is set to meet for the first time in the new year on Jan. 8.

Police determine school threat was false SOCIAL MEDIA POSTS WERE WARNING OF POSSIBLE SCHOOL SHOOTING Staff report

A late-night social media threat last week caught the attention of Gilroy police,

who determined by the next morning that fears of a potential school shooting were unfounded. Late in the evening of Dec. 12, an unknown person posted photos of rifles on Snapchat and made threats suggesting a school shooting would occur, according to a press release from Gilroy Police Department. Gilroy police received

several calls from concerned parents and students regarding the social media posts. Officers “diligently investigated the threats,” which included making contact with Snapchat and AT&T, police said. Local police determined the IP address used to post the threatening messages originated from an address in Florida. Gilroy detectives

notified local authorities in Florida so they could take appropriate action. “Given this information, we have determined this is not a local threat,” Gilroy police said in a statement. “GPD takes any threat of school violence seriously, and we encourage our community to report any suspicious social media posts or concerning behavior.”

Despite start of rainy season, be fire safe Recent rains and cooler temperatures across the region have lowered the threat of wildfires, allowing CAL FIRE to transition out of peak fire season effective Monday Dec.10. The transition does not lessen all our responsibility to continue to be fire safe. Please take the time to service your home heating system, clean your chimney, stove pipes and to test your smoke alarms and carbon monoxide detector. Continue to maintain and or create a defensible space around your home before the 2019 peak wildfire season is upon us. CAL FIRE will continue to maintain staffing to meet any potential threat, as well as maintaining the ability to strategically move resources to areas that remain at a higher threat level. CAL FIRE will also continue to monitor weather conditions closely and still has the ability to increase staffing should weather conditions change or if there is a need to support wildfires or other emergencies in other areas of the state. The 2018 fire season has been an extremely active year, even more so than in 2017. This year we have seen the deadliest, the most destructive, the largest wildfire and most acres burned throughout the state in California’s recorded history. Statewide, CAL FIRE and firefighters from many local and state agencies responded to more than 6,228 wildfires that burned 876,124 acres. During the cooler winter months, CAL FIRE will continue to actively focus efforts on fire prevention and fuels treatment activities as guided by the state’s Strategic Fire Plan and localized fire plans. These will be done through public education, prescribed burns and various types of fuel reduction. “As the proud representative of the Salad Bowl of the World, I have worked to create a Farm Bill that promotes the specialty crop and organic sectors, expands opportunities for beginning farmers, invests in agricultural research, and increases access to nutritious fresh fruits and vegetables,” he said. Panetta said the final version of the bill did not include “harmful provisions that would impact over 74,000 Central Coast recipients depending on nutrition assistance programs,” which had been sought by Trump and House GOP leaders. As an Agriculture Committee member, Panetta had been involved in negotiations for a new five-year Farm Bill since his first weeks in office in 2017. When Republicans on the committee voted to make cuts and add work requirements to the Supplemental Nutrition Assistance Program (food stamps), he and his fellow Democratic committee members jointly demanded that Republican chair Mike

In a meeting of firsts and lasts, Gilroy Unified School District ushered in new trustees and honored departing members last week. First-term Board of Education trustees Enrique Diaz, Anisha Munshi and Tuyen Fiack, as well as incumbent Linda Piceno, all unopposed victors in the November election, were sworn in on Dec. 12. “I’m looking forward to working on the board and helping out in any way possible. Really that’s just my goal,” said Diaz. “Having a child that just recently graduated through GUSD and also having a child that’s currently going through GUSD, I’m very

excited to give back in any way I can. That helps and motivated me.” Superintendent Debbie Flores led the recognition of outgoing trustees Heather Bass, Patricia Midtgaard and Jaime Rosso. Midtgaard served 11 years on the board, while Rosso—who was joined by immediate and extended family members at the board meeting—finished up 16 years on the board. Rosso, CEO of Rosso’s Furniture in Gilroy and Morgan Hill, had planned to run for re-election but bowed out of the race, saying he was happy with the four candidates. The new trustees unanimously elected James Pace as board president and Mark Good as vice president. Flores was reappointed as secretary to the board. The terms of Pace, Good and trustee B.C. Doyle expire in 2020.

Bird says its scooters are safer than bicycles ➝ Scooters, 1

to take cars off the road to reduce traffic congestion and carbon emissions. According to Bird spokesperson Martin Fatooh, in its first year of business, Bird riders have traveled 14.3 million miles on their electric scooters, removing 12.7 million pounds of carbon emissions from the air. A nearby example of Bird's environmental potential is in Oakland.

"We've only been operating Oakland for four months, and I can tell you that over 74,000 pounds of carbon emissions have been reduced," Fatooh said. Instances of scooter riders sowing panic on the city sidewalks have dotted the news throughout the year. In San Francisco, havoc wrought by scooter riders forced the city to ban electric scooters. The

ban was lifted in October after safety and parking concerns were resolved. A draft resolution passed by GIlroy’s Bicycle and Pedestrian Committee on Nov. 27 stated that scooter riders must use the streets and bike lanes when possible. Parking regulations, which became a major issue in San Francisco, require riders to park their scooters upright near bike racks,

designated Bird parking spots or next to an unmarked curb. Scooters cannot block entrances, bus stops, benches, fire hydrants, call boxes, utility poles or areas designated for pedestrians. Addressing safety concerns, Fatooh said statistics from the Austin, Texas, Department of Emergency Services showed fewer scooter

injuries compared with bicycles. "Despite traveling nearly 13 times as many miles than bicycles in Austin, there were half as many accidents from scooters than bicycles," Fathooh, who said Bird also has over 4,000 bikes in Austin. Bird has an alert system where riders can report scooter-related safety issues directly to the company.

To get started Bird, riders are required to download an app on their smartphones, which describes safety procedures, how to ride the scooter according to the rules of the road, and parking. Hilton said he expects the resolution to be taken up by the city council in January or February.

Pet adoptions are $20 for the rest of 2018 SAN MARTIN ANIMAL SHELTER OFFERS HOLIDAY DEAL Staff report

The Santa Clara County Animal Shelter in San Martin wants to provide a forever home for all pets this season through its Home for the Holidays promotion. Through Dec. 31,

adoption fees for all animals have been lowered to $20 to reach the goal. The adoption fee covers spay/ neuter surgery, microchip ID implantation and registration, age-appropriate vaccinations, de-fleaing and deworming, and FIV/ FeLV testing for cats. To view animals ready to adopt, the public can visit bit.ly/2wLHvXd. “Our family opened our home to a shelter dog who brought us much joy for 12 years,” said

District 1 Supervisor Mike Wasserman. “We encourage our residents to take advantage of the Home for the Holidays campaign to adopt an animal companion who will bring many years of happiness to their lives.” The animal shelter is located at 12370 Murphy Ave. in San Martin and can be reached at (408) 686-3900 or sccountypets. org. Operating hours are Monday through Friday from noon-6pm and

Saturday and Sunday from noon-5pm. “We have many wonderful dogs, cats and rabbits at the shelter waiting to find their forever homes,” said Lisa Jenkins, County Animal Care and Control Program Manager. “There are animals arriving every day and they will make the perfect addition to any family this holiday season.” The county shelter takes in about 3,000 dogs and cats annually, in addition to small animals and barnyard pets.

The shelter is the only facility in the county with the capability to house horses and large livestock. It accepts stray animals of all conditions and is proud of its “nokill” live release rate of almost 93.7 percent, one of the best rates in the Bay Area. Caring staff and volunteers provide veterinary services, enrichment and affection to shelter pets while they wait to find their forever homes. San Benito Co. still part of FDA probe PRODUCE FARM IN SANTA BARBARA RECALLS ITS RED LEAF LETTUCE Barry Holtzclaw Managing Editor

The U.S. Food and Drug Administration announced Dec. 13 that it had identified “a positive sample result for the outbreak strain

in the sediment of a local irrigation reservoir used by a single farm owned and operated by Adam Bros. Farms in Santa Barbara County.” Federal and state investigators on Dec. 17 narrowed their nationwide search for the source of romaine lettuce contamination from six to just three California counties—San Benito, Monterey and Santa Barbara counties. Monterey County, the nation’s largest lettuce producer, and San Benito County were still on the

list as the search continued into its fourth week because federal officials still contended that “the outbreak cannot be explained by a single farm, grower, harvester or distributor.” Also on Dec. 17, Adam Bros. Farming of Santa Maria announced it was recalling red leaf lettuce, green leaf lettuce and cauliflower harvested at its farm in late November “out of an abundance of caution.” The farm said none of these products have tested positive

for E. coli so far, and no illnesses have been reported. The FDA said it will be sending investigators back to this farm for further sampling. “It’s important to note that although this is an important piece of information, the finding on this farm doesn’t explain all illnesses and our traceback investigation will continue as we narrow down what commonalities this farm may have with other farms that are part of our investigation,” the agency said in a statement.

“While the analysis of the strain found in the people who got ill and the sediment in one of this farm’s water sources is a genetic match, our traceback work suggests that additional romaine lettuce shipped from other farms could also likely be implicated in the outbreak.” “Therefore, the water from the reservoir on this single farm doesn’t fully explain what the common source of the contamination. We are continuing to investigate what

commonalities there could be from multiple farms in the region that could explain this finding in the water, and potentially the ultimate source of the outbreak.” In a statement, the Food and Drug Administration said, “Traceback information from five restaurants in four different states so far has implicated 11 different distributors, 9 different growers and 8 different farms as potential sources of the contaminated lettuce.”

With new wildfires threatening our local communities, PG&E is partnering with our customers in high fire-threat areas to accelerate and expand our vegetation management work. We will be examining and addressing critical vegetation across 7,100 miles of power lines. The 2018 wildfire season is already one of the worst on record — with more than 1.5 million acres burned and more than 1,000 homes lost. And it’s not over yet. With the wildfire risk increasing at an alarming pace, the 2018 wildfire activity is on track to exceed the 2017 wildfire season, which was the most destructive on record. In order to keep our neighborhoods safe, PG&E may need to trim or remove vegetation on or near properties in high firethreat areas. PG&E’s action plan includes the following steps: ■ Step 1: Our safety inspectors will be in your neighborhood to determine what vegetation may need to be trimmed or removed. ■ Step 2: If needed, we will mark trees that need to be addressed and contact you to discuss the results of the safety inspection. ■ Step 3: We will perform safety work shortly after the inspection. ■ Step 4: We will plan to begin wood debris removal within a few weeks after completion of the safety work (unless you would like to keep it).

The application was originally filed with the CPUC on December 20, 2017, and is focused on residential customers. These hearings have been scheduled as part of Phase 2B of the proceeding primarily to review PG&E and Southern California Edison’s proposals to transition to Time-of-Use rate plans and menu of rate options. The scope of the hearings will also include operational and marketing plans for implementation. The full list of topics that will be covered include the following: • Plan to transition many residential customers to a Time-of-Use rate plan, meaning the cost of electricity depends on the time of day it is used. • Options of three core rate plans for customers to choose from, designed to meet a variety of customer needs. • Alignment of the SmartRate™ program’s peak hours with Time-of-Use rate plans to match the current highest cost and demand hours. The Commission will not consider residential fixed charges in this phase of the proceeding. That topic will be discussed in Phase 3 of the proceeding later in 2019. BACKGROUND In 2015, the CPUC initiated its residential rate reform efforts to address concerns about customer bill impacts and volatility caused by the five-tiered rate structure that was put into place after the California Energy Crisis. This application complied with CPUC’s requirement that all three major gas and electric utilities in California (PG&E, Southern California Edison and San Diego Gas & Electric) propose a plan for transitioning to Time-of-Use rate plans. HOW WILL PG&E’S APPLICATION AFFECT ME? The transition to residential Time-of-Use rate plans is being piloted statewide to learn important lessons before a full transition. PG&E’s application proposes to start the full transition on October 1, 2020. This application does not include a direct request to increase revenues, however the costs of the proposed implementation plan will eventually impact rates as rate design changes are implemented. Requests to increase revenues will be made in future rate increase applications and information about rate impacts will be provided at that time. The majority of residential customers will either see a reduction in their total bill amount or see a small annual increase, depending on how much energy they are able to shift to off-peak hours when prices are lower. EVIDENTIARY HEARING At this hearing, the assigned Administrative Law Judges (Judges) will receive testimony from PG&E, SCE, consumer advocacy groups and other parties to this proceeding. These hearings are open to the public, but only those who are parties to the proceeding may present evidence or testimony and be subject to cross-examination. The hearings and documents submitted during this proceeding will become part of the formal record the Judges will rely upon in writing a proposed decision to present to the Commissioners for their consideration. After considering all proposals and evidence presented during the formal hearing process, the assigned Judges will issue a proposed decision which may adopt, modify or deny PG&E’s proposal. In the immediate aftermath of a 2-0 defeat to Lincoln High last year in the opening round of the Central Coast Section Division I playoffs, Gilroy High boys soccer coach Armando Padilla had a look of peace and contentment. Sure, the Mustangs had just saw their season end, but in the bigger picture of things, the 20172018 season was a huge success. Not only did Gilroy post its first winning seasons in four years—it finished 10-7-4—but Padilla knew the team was only graduating a couple of starters and would have the core nucleus of the squad returning this season. “The loss was a little disappointing, but at the same time, we had eight juniors on the field and two sophomores. We knew this year could be better,” said Padilla, who is in his 16th year as the Gilroy High coach and 19th overall as he spent three years as the junior varsity coach prior to taking over the varsity program. “One of our

goals is to be a league champion and we have CCS (Central Coast Section playoff ) goals as well, but I don’t want to get to far ahead of myself.” Translation: Padilla believes in the talent and makeup of his players; however, he knows the team will only achieve its vast potential if it sticks to the present and works hard everyday. To that end, Padilla said the players have all bought in and are making a conscious effort to go hard and take the trusted game-bygame approach. “It’s easy for the kids to get excited, but we have to stay grounded and remind ourselves to keep working hard and not letting up,” Padilla said. “I would say we have a little more talent than last year, but the difference for us is last year’s team had a chemistry on the field and was a cohesive group. That is what we’re working toward for this year’s team. If we can build that cohesiveness on the field, then we can talk about getting farther in the playoffs.” The Mustangs have talent at every position, including the backline, where senior sweeper Carlos Guerrero provides the last line of defense for goalkeepers Joshua Moya and Daniel Jimenez. A pair of seniors, Joel Trujillo and Juan Orozco, join Guerrero to form one of the greatest strengths of the team. Through the team’s first four matches in which it

POSSESSION Gilroy High junior midfielder Elias Chavez Hernandez looks upfield in earlier action this season. went 3-0-1, opposing coaches have complemented Padilla on the Mustangs’ back line. “Some coaches have said our team is very disciplined in the back and it is very fast transitioning to defense and going forward transitioning into offense,” Padilla said. “The Pajaro (Valley) coach said he liked the way we possessed the ball and that we were playing the right way.” Meaning Gilroy aims to play

a possession-type game featuring quick touches and passes all over the field as opposed to playing a kick ball type of game. Junior Edward Aparicio makes the team go as a dynamic defensive midfielder. Every successful team needs a safety net, and Aparicio provides that for the Mustangs in that he can hold the possession and has the ability to shift on a moment’s notice. Another junior midfielder,

Brahel Morales, didn’t play for the team last year after making the squad as a freshman. Two years ago, Padilla said Morales had yet to hit his growth spurt and got pushed around by the opposition, resulting in injuries early in the season. However, Morales has come back bigger, stronger and with added talent. “He’s not only come back taller, but he has a little more ➝ Gilroy, page 19

goals, and maybe four to five guys getting past the doubledigit mark.” Gerardo Pina has the ability to reach double-digit goals, as he puts himself in the right spots on the field to maximize his scoring chances. Pina blends a hardnosed attitude with a strong soccer acumen. “Gerardo is not the flashiest or the fastest, but he knows when to take the shot and when to pass it,” Padilla said. “Against Pajaro he got the ball around the 18 and two defenders collapsed on him. He passed it to Ciro, who blasted the shot over the crossbar. We didn’t score but that play showed the type of awareness Gerardo has. If we get more opportunities like that, we’ll be in good shape.” When the Mustangs are involved in a tight match, it’s players like Aparicio who make a difference. Padilla said Aparicio will find ways to get up in the attack and has an uncanny sense near the goal. Alberto Hernandez, a senior midfielder/ forward, also has been putting a number of shots on goal. “He’s had several shots and once he gets one in, it’s going to rain goals for him,” Padilla said. “He finds a way to get around players and get to the goal. Now it’s all about working on his finishing ability.” Gilroy has the luxury of having two quality goalkeepers in Moya and Jimenez. Most high school teams are fortunate to have one solid keeper, and that is actually what the Mustangs will be reduced to once Moya joins rejoins his Academy team around Jan. 12. Padilla said Moya has been a standout figure in that he has mentored Jimenez on the nuances of playing goalkeeper. “I’m very happy to know that Daniel has Josh to guide him for the rest of the year and

meat on his bones,” Padilla said. “And he came back with a little more skill with his feet, so he’s been a nice surprise for us after he didn’t play last year.” Davi Prado, another junior midfielder, has been consistent in his play, which has impacted the team in a positive way. Senior Henrii Reyes, despite being a first-year player in the program, has boosted the team with a flair for the dramatic. “Henrii brings excitement to the game because you never know what he’s going to do in a 1 versus 1 situation,” Padilla said. “He has the skill to attack players and attack space, and against Pajaro he and the midfield were kind of the highlight in that he drew the penalty kick for us after he went at the defender and challenged him to draw the foul. We put the PK away for the only goal of the game.” In junior forward Ciro Badillo, Gilroy has a player who can flatout blow by defenders and unleash shots in rapid-fire fashion. “Ciro has a lot of raw power, and you’re not going to get anything too fancy out of him, which is fine because he’s coming at you,” Padilla said. “If he has 10, 15 yards ahead of him, more than likely he will out-run or out-physical the defender and at least put a shot on goal if he doesn’t score.” The Mustangs have several players who are capable of scoring, making them a dangerous team because opponents won’t be able to key in on one particular player. “This year is different in that we have five to six guys with a knack and nose for the goal,” Padilla said. “In (the first) four games, we’ve had seven different players score a goal. That kind of tells you we’re dangerous on all sides. I foresee a lot of players getting close to double-digit

He’s a raw kid who has loads of talent. The one thing he brings is he’s fearless in the back, but obviously the other parts of the game comes with maturity and experience in terms of being a general on the field from the backline going forward.” When it comes to boys soccer, Gilroy High has one of the tradition-rich programs in the CCS. In the last several years, losing top players to Academy programs have hurt it from a won-loss standpoint. However, this season Padilla said the team will lose only one player to an Academy whereas in the last

several years that number ranges from three to five players opting to play for an Academy and not the high school. Gilroy last won a CCS playoff championship five years ago, and only time will tell if this year’s team has what it takes to get back on the summit. Whatever happens, Padilla said the season will be successful if the players continue to work hard, stay disciplined and play unselfish soccer. The results, of course, will take care of themselves. Players are held accountable through a buddy system, where each player has his own personal cheerleader/coach to remind him of the daily process and staying motivated when things are not going well. Like any solid

buddy system, the buddy should be able to rebuke the player if he is not giving a maximum effort, either in practice or in a match. “The players should check each other and motivate each other on the field,” Padilla said. “That is where you want to be as a team because as coaches we’re stuck on the sideline, so they’re ultimately the problem-solvers on the field.” Through the first couple of matches, Padilla said he was pleased with the team meeting its short-term goals, which are building blocks for the bigger goals. “I know if the kids put the goals together and work hard, we could put together a special year,” he said.

velyn Littlefield, former long time resident of Morgan Hill, passed away on December 7, 2018 at the age of 95. Evelyn moved to a care home in Carmichael, California in 2017 to be near her niece and nephew and their families. Evelyn was retired from the Morgan Hill Unified School District Office where she was a secretary. She was active In a number of local organizations, including The Flower Lovers Club and greatly enjoyed the

rank Paul Blundo, age 86, passed away at his home on Friday, December 14, 2018. He is survived by his loving wife of 60 years, Betty. Son of the late Francisco and Antoinette Blundo. Brother of Joe Blundo and the late Philip (Tootsie) Blundo, Louise Fortino, and Mary Besson. Frank is also survived by several nieces, nephews, and countless friends.
