SEVEN HOPEFULS IN INTERVIEWS, ONE APPEALS ITS DISQUALIFICATION By Christian Kallen

Se ven applicants for Healdsburg’s two allowed cannabis business licenses appeared in private interviews with city staff last Thursday, while an eighth appealed their disqualification in the application process. Late last month, the city’s cannabis team announced the results of the application process itself, with scores given reflecting the completeness of the applications. Most of the applicants received 100% scores. These were, with the address of their proposed dispensary location: Flora Terra, 498 Moore Lane; Jane, 44D Mill St.; Kure Wellness, 434 Hudson St.; Off the Charts, 129-133 Healdsburg Ave.; and Thi Wellness, 51 Front St. Two businesses had less-than-perfect scores: Mercy Wellness, of 20 Dry Creek Road, with 95.42%; and Solful, of 465 Healdsburg Ave., with 98.75%. An eighth application was scored “disqualified” by the city process. On Oct. 12, all seven completed applicants were interviewed separately by a city team reviewing their applications. The interviews lasted less than an hour each and were conducted by Community Development Director Scott Duiven, Finance Director Katie Edgar and Police Chief Matt Jenkins. Chamber Spotlights Women in Business ‘BRANDING AND BUBBLES’ DISCUSSION FOLLOWED BY FREE VENDORS MARKET Staff Report

Though a month late for American Business Women’s Day on Sept. 22, the Healdsburg Chamber of Commerce is making up for missed time with a “unique and empowering event” at Coyote Sonoma on Tuesday, Oct. 24. The two-part program begins with a Women in Business panel called Branding and Bubbles, designed to provide ideas and best practices to elevate the Healdsburg brand through local womenowned businesses. The panel consists of Emily Martin, founder of an eponymous communications and events business; Julia Rothberg of Medlock Ames and founder of Odyssey Wine Academy, a women-run wine school based in Healdsburg; Jennifer Chiesa, the public-relations director for

Montage Healdsburg; and Emma K. Morris, a food and lifestyle photographer. They will discuss key business decisions and opportunities for women, covering such topics as personal branding, brand management, pitching a brand to media and Morris’ specialty, “The Art of Branding Through Photography.” A previous womenin-business event by the Healdsburg Chamber of Commerce was held at Little Saint in 2022 on general topics including being a business owner, achieving a work-life balance and being a business leader in Healdsburg. In the 10-or-so years I’ve been doing theater journalism, I’ve probably seen close to one thousand shows, with about onethird of them being productions of Mamma Mia!—though The Addams Family Musical is rapidly approaching that number. Lately, the repetitive nature of theater

I have found it difficult to work up enthusiasm to attend the umpteenth production of a classic Broadway musical or a director’s latest reimagining of Shakespeare. “It’s Romeo and Juliet, but the families run rival cheesesteak shops in Philadelphia!” I suppose it’s a hazard of the trade, but while many of the productions are quite good and serve their audiences well, I still often leave the theater with a feeling of “been there, seen that.” My enthusiasm returns when I get the opportunity to see something I’ve never seen before; even more so when it’s something extraordinary. Which brings me to My Name Is Asher Lev. The 222 is a performing arts center housed in the Paul Mahder Gallery

in Healdsburg, where Bay Area theater-icon Aldo Billingslea has taken on the responsibility of programming live, professional theater. Earlier this year The 222 hosted a production of Chapatti, by the Rogue Theater Company of Ashland, Oregon. For their first in-house production, Billingslea chose My Name Is Asher Lev, a show he has apparently been trying to mount for some time since its last local production in 2009 by the Marin Theater Company. Aaron Posner’s adaptation of Chaim Potok’s 1972 novel is a 90-minute journey through the life of a Hasidic Jew gifted with a talent for art. Asher Lev (Jeremy Kahn) has a talent that is looked down on by his faith, as it seems to serve no purpose in the service of God—so much

cannabis licensing backgrounds. No waivers were received by the City from any applicants. The City made the decision based upon the criteria in the Municipal Code and as laid out in the application process.” Pearson, the founder and CEO of SPARC, was arrested, following a barn fire near Guerneville, for illegal cannabis cultivation in 2011, though he said the charges were later dropped. But it’s unclear if the disqualification stemmed from that arrest or another, or another factor. Pearson would not comment publicly on the possible causes. The first stage of the appeal for SPARC’s disqualification was heard by City Manager Jeff Kay on Wednesday of this week. “My hope is to make a determination quickly, but I’m hesitant to put a precise estimate on that until the hearing takes place,” Kay said on Tuesday. If he supports SPARC’s appeal, the same panel that reviewed the other seven applicants will reconvene to interview SPARC fairly quickly. If Kay supports the disqualification, SPARC can further appeal to the city

The eighth applicant, which faced disqualification, was SPARC—a surprise, given that the company has five dispensary locations, two in San Francisco and three in Sonoma County. The first, the San Francisco Patient and Resource Center, opened its doors in 2010. Its most recent dispensary opened in the city of Sonoma on April 20, 2022. Both city officials and representatives of HdL, the consultants hired by Healdsburg to manage the process, were tight-lipped on the reasons for the disqualification. The terms of the application process gave two potential reasons for disqualification: an insufficient or inadequate application form, or applicants “with owners and/or managers who do not meet the criminal history eligibility requirements.” The Application Procedure Guidelines also state that in the case of the latter, disqualification can be overcome by a “written waiver obtained from the Police Chief.” Police Chief Jenkins said, “I was involved in the review process for the

evaluations] expeditiously so that the planned schedule does not change, but nothing is set in stone at this point,” Kay said. “Depending on the timing, that appeal [and its outcome] could both potentially impact the timing of the Council Special Meeting,” Sturmfels said.

The council is currently scheduled to meet on Nov. 13 in a public hearing to evaluate the applicants and make a recommendation. The city of Healdsburg voted last year that two cannabis business licenses could be issued for retail dispensaries, although other business types—such

as manufacturing and distribution—could also apply for licenses. To date only the eight applications have been received, all for retail sales.

Council Passes Amended Climate Mobilization Strategy LAST-MINUTE PETITION DRIVES REVISIONS IN FINAL DOCUMENT By Christian Kallen

But from the outset, questions posed from a recent petition distributed on Nextdoor colored the discussion of the proposed plan. The petition, posted by Monique Verrier on change.org, questioned why the city was going to “rubber stamp tens of millions of dollars for programs that exceed the climate goals set by the State - which are some of

the most far reaching in the country.” The petition also questioned not only the purpose, but the popularity, of the CMS program, accurately pointing out that community feedback from the city’s own survey “indicates a majority of residents do not support the cost and social engineering proposed by the CMS.” The survey shows 57% are not willing to pay additional personal costs to meet climate goals, for example. The petition has gained over 500 signatures, and its popularity prompted Sturmfels to refute most of its claims, point by point, in an email in advance of the meeting. He emphasized the complex governmental requirements behind most of the recommendations, attempting to diffuse the suggestion the city was being needlessly proactive. Many of the 93 action items in the CMS are already mandated by the state or other supervisory agencies, and were in line with rates or policies already in progress. For instance, in response to concerns about freedom of movement resulting from bike, pathway and transit options, he wrote, “Nothing in this plan stops anyone from moving around the way they prefer—however it does incentiv[iz]e and take steps to encourage mode shift. One could argue that increasing multimodal options is increasing freedom.” During the council meeting itself, Sturmfels called the proposed CMS an “action plan, a living document to guide future

direction toward a meaningful reduction of greenhouse gasses in our community.” He added, “This document is a path, it is not a single policy decision.”

Public comment ran against the CMS itself, not unanimously, but strongly. Karen Neuberger expressed an undercurrent opinion, saying, “I agree there is a climate crisis, what I disagree with is Healdsburg trying to lead the parade.”

Healdsburg’s Climate Mobilization Strategy was unanimously adopted by the city council at their Oct. 16 meeting, following several revisions to the plan that were proposed by the city staff after a yearlong development calendar. The revisions were, at least in part, due to the late circulation of an online petition that questioned the value of the city’s CMS initiative. The purpose in developing the strategy was in support of state and regional greenhouse gas (GHG) reduction goals. “The Strategy identifies key measures and actions that will be most impactful in reducing GHG emissions, are equitable, feasible, and community driven,” according to the document presented at the meeting. As noted in its overview, “The City of Healdsburg is unique for a small city, operating its own electric, water, and wastewater systems… These unique community characteristics provide climate action opportunities that may not be possible in other communities.” Andrew Sturmfels, the assistant city manager who oversaw the study, emphasized that maintaining community

“smalltown values” through the actions outlined in the CMS was an overriding goal in developing the strategy. Yet the CMS plan, as presented, remained complex and multilayered, with 93 action items in 18 different measures, covering a panoply of climate-related topics. Sturmfels and Terra Sampson, the city’s utility conservation analyst who handled much of the CMS project, outlined the complex structure and efficiency of the proposed CMS, giving particular attention to the opportunities for community input throughout the 10-month-long study. A number of public events were hosted in person, virtually and throughout the year to provide multiple opportunities for community engagement, and a partnership with Corazon Healdsburg helped incorporate the diverse voices of the community. Other city partnerships included the Healdsburg Chamber, Rotary Club and Senior Center, as well as the Climate Action Healdsburg group and others.

so that his father, Arye (David Sinaiko), wonders if it did not come from the sitra achra, “the “other side.” Asher’s mother, Rivke (Danielle Levin), is torn between fostering Asher’s talent and honoring her faith and her husband. In a stunning performance by Kahn, we follow Asher from age six through his young adulthood as he struggles to understand his gift, the conflicts with his faith and the resistance of his parents. His ultimate struggle is to define himself as an

individual and his purpose for being; to find meaning in life beyond being a member of a community. Sinaiko and Levin are equally impressive—in their roles as Asher’s parents—as are multiple other family and community members, from the ancient Rebbe (Sinaiko), the spiritual leader of the Hasidic community, to a New York Gallery owner (Levin), to Jacob Kahn (Sinaiko), a non-observant Jew who has made his name in the art world and who challenges Asher on multiple fronts.

That it’s the Rebbe that brings the two together is just one of this plays’ many fascinatingly contradictory elements. That the people who believe in Asher are not his parents—who do try—is one of its most crushing. Limitations of the venue worked to director Amy Kossow’s advantage as this simply staged show’s focus remains on the performers. Characters were differentiated by quick costume changes, usually carried out behind a large but unobtrusive screen, while scene

changes were indicated by subtle changes in lighting, the movement of a set piece or the actors simply shifting to another area on the minimally decorated stage. To say I found My Name Is Asher Lev to be a profoundly moving experience would be an understatement. For all of the shows I’ve seen in my lifetime, I can only recall being genuinely moved to tears on a handful of occasions. But there’s a moment in this show, where Asher relates an experience witnessing his parents’

reaction to something, that hit me like a ton of bricks. It was a transcendent moment of theatrical truth, at least for me, and it was emotionally devastating. No sooner had I gained my composure than it happened again, with a moment of anguish that I felt deep in my own being. The show does not end on the happiest of notes, but it ends on a note of hard truth, a truth that many have discovered in their search for self-identity. As difficult as those moments were for me, I left the gallery feeling

refreshed and as excited about the theater as I’ve been in a long time. In an age where the art form has become more about spectacle, it’s reassuring to see that so much can be done and communicated with so little—a beautiful script, three actors, a director, a space and some lights. ‘My Name Is Asher Lev’ runs through Oct. 22 at The 222, 222 Healdsburg Ave., Healdsburg. Healdsburg’s cross country team, spearheaded by the Anderson siblings, Kaeden and Sierra, put up increasingly fast times over the last couple of weeks at their home course at Hoot Owl Vineyard in Alexander Valley. Kaeden Anderson, well-recovered from an early season ankle injury, sprinted to a new course record on Oct. 19, narrowly besting his own previous record by 1.3 seconds with a 17.35 time. Just a week earlier the junior ran a full minute slower at 18.34, still winning the boys field over

Cardinal Newman but slowed by the 90-plus degree weather. The improved conditions accounted for several faster times at the Oct. 19 dual, though not across the board. Freshman Lucas Brennan’s 19:56 time on Oct. 11 was not only faster than his 21:38 against Cardinal Newman, but he took over from senior Jack Wilmore for the third-fastest Greyhound in the boys race, finishing in fourth place while Wilmore (20.17) finished fifth. Top Healdsburg girls finisher in both meets was junior Sierra Anderson.

She finished second to Cardinal Newman’s Gwen Brockett (22.49) on Oct. 4, and to Rancho’s Deisey Garcia (24.40) on Oct. 11. But Anderson improved her time by over a minute, from 26.14 to 25.20 a week later, and a dramatic home stretch sprint put her in second place ahead of Rancho Cotate’s Kate Carter (25.19). The temperature difference provided a big boost for young Greyhound girls runners, with both Fia Huebel and Molly Powell shaving more than seven minutes off their time a week earlier. On Wednesday of this week, the Galloping Greyhounds held their last home meet against Ukiah (results too late for press time). An invitational meet in Ukiah is slated for Saturday, Oct. 21, and a final dual against Analy ends the regular season on Oct. 25 in Sebastopol.

Still seeking their first win in over two years, the Healdsburg High Greyhounds meet Maria Carrillo at Rec Park on Friday, hoping they can ride the home-field advantage to victory. The Hounds allowed 42 points in each of their last two games, the Oct. 6 tie with Fortuna 42-42, and last week’s road loss to league-leading Ukiah, 42-14. Though Alexander Harms and Nova Perrill II, the team’s leading scorers, both got into the end zone, the defense could not keep up with Ukiah’s passing attack. Still, loyal Healdsburg fans are hoping that coach Randy Parmeter’s work ethic and consequences culture will pay off with a

late-season victory to prevent another winless season. Their best chance might be this Friday night, when Healdsburg meets league rival Maria Carrillo. The Pumas, of Maria Carrillo, have a mixed record this year, 3-4 overall and 1-1 in league play. But last week they made a statement with a 49-19 win over Piner, and may have high hopes to repeat the win in Healdsburg. They were behind by a touchdown at the end of the first half, 19-14, but rallied for 35 points— seven touchdowns—in the second. After this Friday’s game, two more chances remain to pull out a victory before the season ends: Oct. 17 against St. Vincent de Paul—currently 6-1 overall—at home, and the season finale on Nov. 3 against Piner (3-4) in Santa Rosa. Fire which broke out shortly after 7 o’clock Sunday night totally destroyed the Miller & Sons’ dehydrator, in the rear of the Miller Packing plant on west Grant street. Outside the city limits where the fire apparatus is not permitted to go, and only with the packing plant equipment to fight the conflagration, the big dryer was quickly seen to be doomed, and efforts to extinguish the flames, though heroic, were in vain. The blaze, apparently, had its origin near the top of the tall ventilator shaft. Rene Revel, one of the first to see the fire and to arrive at the scene, secured a hose line from inside the burning structure and attempted to bring a stream of water to play upon the flames, but was unable to handle the hose

Kids had a great time at the theater last Saturday as they thrilled to a program packed full of entertainment featuring a pie-eating contest and the awarding of one of ten Hobby Horses to be given away each Saturday morning, and finally seeing the film “Adventures of Rusty.” Popular master of ceremonies was Bob Jones from radio station KDAL at Fort Bragg. Jones and theater manager Ken Dennis took the kids through a round of events without a jinks and tossed more bubble gum and candy over the stage lights than one child could eat in two lifetimes. A jumping race down the theater aisles kept the youngsters busy until the cartoons and feature attraction began.

The Halloween window art contest is open to children from the fourth through eighth grades. POLICE LOG A PARTIAL LIST OF INCIDENTS REPORTED TO HEALDSBURG POLICE Monday, Oct. 2 • 1:39pm. Public intoxication reported at West Plaza Park on North Street. The reporting party (RP) stated that a man on a bench said to her, “Nice boobs—you should show them more.” Officers responded and advised the man of the complaint.

Tuesday, Oct. 3 • 2:16am. An officer stopped a vehicle near Quail & Condor on Healdsburg Avenue for crossing double yellow lines and violating license plate rules. A 30 YO man was arrested and transported to county jail for driving under the influence of alcohol (DUI) and possessing an open container of alcohol in a vehicle. • 11:03am. A computer crime occurred on Pine Circle. The RP received a letter ostensibly from Transamerica Retirement Solutions that advised that the RP was entitled to retirement benefits. When she called the number provided, the company asked her for her SSN. The police took down the information. • 10:39pm. The RP indicated

Wednesday, Oct. 4 • 6:21am. The RP stated that she received a message from a neighbor indicating her vehicle was hit around 10:05pm on Reed Court. The neighbor heard a crash, but did not see the event. An officer responded and took a report. • 5:59pm. A man reported that he was beaten up on the river frontage north of the railroad bridge on Healdsburg Avenue. Officers attempted to locate the suspect but were unsuccessful. The victim was transported to Healdsburg District Hospital.

Thursday, Oct. 5 • 12:34am. Threats occurred on Canyon Run. The RP stated the same subject from another criminal report escalated their conflict tonight by threatening the RP and putting cigarette butts on the RP’s doorstep. An officer responded and gave advice. • 7:50pm. A physical disturbance occurred at Badger Park on Heron Drive. A woman was struck and needed medical attention. Officers responded and took a report. The person who hit the RP was not at the scene when officers responded. Medical attention was provided to the RP. • 7:58pm. The RP called to report a man was attempting to lure two juvenile girls into his vehicle at Giorgi Park on University Street. When officers arrived on the scene, the suspect fled

in his vehicle. The suspect’s vehicle hit a pedestrian and crashed into a house. At that point, the suspect fled on foot, but was apprehended. A 24 YO man was arrested for attempted murder, kidnapping, driving under the influence of alcohol, causing injury while driving under the influence of alcohol, felony hit-and-run with injury and evading police. • 11:55pm. The RP stated that a man vandalized the outside of John & Zeke’s Bar & Grill with markers after he was asked to put his dog on a leash. Officers responded and contacted the suspect and victim. The victim was able to get the marks off the building and asked that the suspect not return.

• 5:36pm. Public intoxication reported at Safeway on Vine Street when the RP stated that the RP believed the subject was drunk. The subject was asked to leave, but refused. Officers responded and arrested a 45 year-old (YO) man and transported him to county jail for disturbing the peace by using offensive words and violating probation.

Friday, Oct. 6 • 11:26am. Petty theft occurred the previous day (Oct. 5) at Big John’s Market on Healdsburg Avenue. A juvenile came in and walked out without paying for hot food and a burrito. An officer responded and took a report.

SHINE A LIGHT Healdsburg’s Police Station is located at 238 Center St.

• 3:30pm. Petty theft by the same juvenile earlier reported occurred again at Big John’s Market on Healdsburg Avenue. The thief returned and stole sushi and water. He sat in the patio area with a friend. Officers responded, gave a citation to the juvenile and released him to his parents.

• 3:36am. A 22 YO man was arrested for DUl on Grove Street in Healdsburg.

• 4:22pm. A disturbance reported at Shelton’s Natural Food Market on Center Street. The RP stated a “crazy lady” pulling a wagon was yelling loudly “I’m going to kill you” and “You are dead.” The woman did not appear to be directing her yelling at anyone in particular. An officer responded and discussed the complaint with the woman.

• 7:39am. A burglary occurred at the Healdsburg Lumber Overflow Lot on Healdsburg Avenue. A person was seen on surveillance stealing 2x4 redwood con heart. Officers responded and took a report.

• 6:58am. The RP indicated she heard two people in a dispute on Canary Court, including a woman yelling for help and to stop and not to kill her. Police responded and contacted and counseled the woman.

• 12:57pm. A disturbance occurred at Badger Park on Heron Drive. Near the trail, a woman was loud and swearing about getting her money back. She also was yelling “Die, die.” The porta potty was trashed, and the

RP indicated that it might be related to the woman. Officers responded. The woman was gone on arrival.

a RP who may have been drinking called because a male subject/friend would not get out of her vehicle. Male could be heard in the background advising he did not want her to drive. Officers responded, RP was assisted in getting an Uber, the male subject left the area.

• 7:21pm. The RP stated a driver was swerving all over Front Street. Officers located the subject and arrested a 44 YO man for DUI and transported him to county jail.

• 4:06pm. Occurred at Susan Graf Ltd. on Matheson Street; a mannequin dog was reported stolen from outside the business sometime today. RP requested a report, valued the mannequin at over $1,000. Officer responded, report taken. Later the RP called to advise she found the mannequin dog.

• 10:01pm. A multi-vehicle accident was reported near River Belle Inn on Front Street. Officers responded and a 58 YO woman was arrested, given a citation and released for DUI. A juvenile was arrested and transported to juvenile hall for DUI and driving without a license.

long enough to notice. Fun facts: There were four eclipses in 2023; two lunar and two solar. The eclipse on Oct. 14 was an annular solar eclipse— annular meaning “ringshaped,” not annual. There are four kinds of solar eclipses: total, annular, partial and hybrid. Eclipse types depend on the moon’s shadow being umbra, penumbra or antumbra. Annular eclipses occur when the moon is farthest away, smaller in appearance and only able to block out a portion of the sun, leaving a ring of fire around the moon. The darkest eclipse is a total eclipse, next to be seen in the Americas on April 8, 2024.
