Not since bellbottom jeans and cults were popular has a total solar eclipse been visible across the United States. On Monday, August 21, Americans are in for a treat as the morning sky turns dark when the moon travels in front of the sun, leaving a shadow in its wake. The eclipse will be best viewed along the 70-mile-wide path of totality, which goes from Lincoln Beach, Oregon to Charleston, South Carolina. Excited spectators are already packing out those places, with reports of high accommodation costs and fears of clogged highways. Current Airbnb prices in Lincoln Beach during the eclipse range from $500 to over $1500 for a single night. While we will only get to see a partial eclipse, peak viewing time will begin around 10:16 a.m. and is expected to last around two minutes and 40 seconds. Remember, looking directly at the sun can cause serious eye damage. Star watchers recommend people view the eclipse with a filtering device such as special solar eclipse glasses or a telescope with a solar filter.

An emergency preparedness fair will take place Saturday from 10 a.m. to 1 p.m. at the Kmart parking lot, located at 491 Tres Pinos Road in Hollister. Hosted by the San Benito County Office of Emergency Services the event will share tips on how to properly prepare for and respond to disasters and other emergencies. Representatives from multiple agencies, including the Community Emergency Response Team and San Benito County Public Health will be on hand to provide information and answer questions. The fair is free and open to the public.

The San Benito County chapter of the national nonprofit organization Birthday Cakes 4 Free started last spring and group members have been bringing cakes, cupcakes and muffins to low-income seniors and children ever since then. Since the group started in June, its members have delivered about five cakes a month to the Emmaus House, Chamberlain's Children Center and the assisted living facility Whispering Pines Inn. Now they're looking to expand to individual homes in the county. A2
“Schools are built over time so when we start to touch the campus we have to meet new codes and regulations,” Tennenbaum said. Other campus additions include a new staff lounge, updated special education room and 10 all-gender bathrooms. “That was a big one for us. We want to make sure we’re responding to the current needs of all our populations,” Tennenbaum said. Although summer projects are near completion, more construction is expected over the next three to four years. Tennenbaum said they aim to convert the section of campus south of Nash Road into a new hub with an open flow corridor. “The goal is to create a walkable campus with a central hub so that students can get to all the facilities,” Tennenbaum said.

That was a good sign.” Buildings on campus also received exterior lettering to help students and staff distinguish locations. “We’re a large campus and it does help for emergency situations and emergency services,” Tennenbaum added. Campus upgrades also help the school come into compliance with American Disabilities Act (ADA) regulations. Tennenbaum highlighted some of the ADA improvements in Baler Alley, including the addition of designated handicap parking areas, handrails and wheelchair ramps.
The company vying to build a 247-megawatt solar farm in Panoche submitted a draft supplemental environmental impact report addressing plans to examine impacts under a revised, reduced proposal. PV2 Energy filed the supplemental draft EIR on Dec. 23. The prior company overseeing the project, Solargen Energy, had an initial EIR approved by the county board in late 2010. A5

Incoming freshman are not the only new addition to San Benito High School this fall. Thanks to funding from a school bond measure that passed in 2014 and quick work done by construction crews this summer, the high school campus that enrols up to 3,000 students from throughout the county, is gleaming and includes a brand new building for vocational instruction. Open to students the first day of school last Thursday, the bright red Career Technical Education (CTE) building is a campus standout. Divided into four components agriculture, woodworking, metalworking and
auto shop - each comes with a classroom and fully-stocked workshop. “All our instructors were able to participate in the design of their workspaces,” Superintendent Shawn Tennenbaum said during a campus tour earlier this week. “They shared their feedback and input on design.” The new building is part of series of campus upgrades that was completed this summer by Blach Construction, which has offices in Monterey and San Jose. “The window was very small,” Tennenbaum said. “We had great construction crews and great leadership. They were able to accomplish roughly four months of work in seven weeks.” Numerous classrooms received new paint, whiteboards, tackboards, carpet and upgraded technology like a campuswide PA system. 11 PERMITS APPROVED FOR CANNABIS CULTIVATION, PROCESSING

For seventy-five years Emelda Lugo Rozas occupied the house at 31 Polk Street in San Juan Bautista. There, with husband Ambrosio, she raised 12 children and lived to be 104 years old. The wooden structure, now called Rozas House, is an example of post-adobe construction, and was originally built in 1856 by Chilean Bartolome Samit. At that time the singlelevel structure was used as a boarding house with multiple rooms. When the Rozas took it over in 1891, the house became their primary residence. It was not until nearly 100 years later that the house came under the possession of a non-Rozas family member and on Sunday, that family threw open the doors of the historic house to celebrate the structure’s 161th birthday. “We are the first nonfamily members to own it,” said Shawna Freels, whose parents bought the house in 1977. The building was placed on the National Register of Historic Places in 1982. “The house has always been a residence but there have been other occupants,” said Freels during the Sunday tour. “There was a real estate agency, little shops, artists. We had a hairdresser when I moved here as a kid.” The house is filled with history, from the warped floors to its wood panelled ceilings. “There is no foundation,” said Freels. “The house was built directly on the dirt and without any flooring. There was just packed dirt.” Except for the addition of a bedroom, everything at the house is in its original state. “There used to be a fireplace, which was removed before we bought the place. Everything is original, nothing has been restored yet,” she said. To help fund the restoration of the house in future and to support other historic preservation activities in San Juan Bautista, a nonprofit, Rozas House org., Inc. has been established.

Hollister police injured by explosive device OFFICER RUDY RODRIGUEZ OKAY AFTER TREATMENT Staff Report
A Hollister police officer was injured last week while investigating a chemical explosive device. On August 8, Officer Rudy Rodriguez responded to a call on the 1400 block of El Cerro Drive. There had been reports of what sounded like an M80 or other large explosive. Neighbors said a juvenile that lived nearby had set off a device in the middle of the court. Rodriguez located a 15-year old male juvenile who admitted to making a chemical bomb and exploding it in the court, according to a press release about the incident. The juvenile told the officer he learned how
to make the device from a friend and by watching videos on social media. The juvenile told the officer the remnants of the device had been put in a garbage container at a neighboring home. While investigating, Rodriguez was overcome with chemical vapors emanating from the exploded device and began to experience symptoms of chemical exposure. The symptoms became worse and didn’t subside. The Hollister Fire Department was called to contain the unknown substance and San Benito Environmental Health was called to make sure there was no further danger to neighbors in the area. Rodriguez was taken to Hazel Hawkins Hospital for treatment and decontamination. The officer was treated and released the same day. He returned to work two days later.
The investigation revealed the 15 yearold juvenile had put the explosive device together. He was given a citation and released to his parents. No one else was harmed during the incident. The department warned residents that all explosive devices are dangerous. “There are many recipes available on various social media sites with commonly available cleaning ingredients that are easily available to juveniles,” warned the notice from the local police department. “We ask parents to educate their children about the dangers of creating any explosive device.” Hollister Police want residents to know that creating an explosive device can lead to arrest with either misdemeanor or felony charges.

At the same meeting the San Juan Bautista City Council decided to hire a cannabis consultant, city leaders moved to draft an ordinance that would ban recreational cannabis businesses within city limits before the state is expected to start issuing licenses next year. City attorney Deborah Mall told city council Tuesday the ordinance would be temporary. “The state is going to start issuing licenses, they estimate, in January of 2018,” Mall said. “So you need some kind of band-aid in place or provisional ordinance to ban all these facilities until such time as you can prepare the ordinance which has the vetting process, the nexus studies, look at business taxes, et cetera.” The temporary recreational cannabis ordinance seeks to ban sales, cultivation and delivery within San Juan Bautista city limits. The city
has had a medical cannabis dispensary ban in place since 2011 according to city officials. “I think we’ve made it fairly clear that this is intended as a placeholder until we’re able to work through a more comprehensive ordinance that may or may not allow different types of businesses in town,” Mayor Chris Martorana said. During public comment city resident Jolene Cosio said she had trouble understanding the idea of banning deliveries. “It seems like if someone was really in need of that marijuana, I’d probably rather have it delivered to their home than have them drive out and get it,” Cosio said. “I would not be opposed to deliveries, but I am in agreement with the ordinance of not having a place to sell it or cultivation.” Vice Mayor Jim West addressed the issue of medical need. “I’ve got to get up and drive out of town to get my heart medicine, my cholesterol medicine and all the other medicines I take,” West said. “I don’t see that as a disadvantage. I don’t think we’re
hurting anyone by not allowing that and I think we ought to go with a complete ban at this point. It’s temporary, it’s a placeholder.” West said he looked forward to hearing from recently hired cannabis policy consultant and Pinnacle Strategy President Victor Gomez. Council members approved a nine month contract not to exceed $9,000 with Gomez earlier in the evening. “All I’ve heard is people are adamant on one side or adamant on the other side,” West said. “I’ve never heard anybody who I think is reasonable discuss the issue and I look forward to that.” Gomez said San Juan Bautista needed a local structure before recreational licensing starts next year. He’s currently helping San Benito County draft their cannabis ordinance. “If you don’t have anything, the state could license without any local approval and allow a cannabis business to come into your jurisdiction without you having a say at all,” he said.

Industrial Drive location stokes concern Cannabis, 1 When the item was discussed at previous meetings, concerned members of the public said the building was too close to where children congregate, including Rovella’s Gym and Crossfit San Benito. And while Higher Level of Care said their proposed site was 1,000 linear feet from sensitive areas, a term regularly used by the council to refer to residences, churches or schools, the item did not move forward for lack of a motion. Velazquez’s actions upset Councilwoman Mickie Luna and Councilman Ray Friend and they were quick to speak out. “I think that people have waited long enough,” Luna said. “We have studied long enough. We have actually gone out to other communities. We visited sites and I feel like we need to move on. We need to make a decision tonight and it’s unfortunate that we only have three people here that can vote.” Vice Mayor Karson Klauer and Councilman Jim Gillio recused themselves from the dispensary vote due to conflicts of interest, leaving Velazquez, Luna and Friend as the only representatives able to vote. A dispensary resolution required a unanimous 3-0 in order to pass. Additionally, City Attorney Soren Diaz recused himself due to ties with local law firm L+G LLP, which represents some of the cannabis applicants.
Friend said it would be stupid for the council not to make a decision on the dispensary applicants. “I don’t understand why you’re not ready to move,” Friend said to Velazquez. “I think you need to explain to the voters of the city why we’re going to spend all this money and not make a move.” Velazquez said it was simple. “We did have a good ordinance in place and it changed from 600 feet to 150 feet away from a residence,” Velazquez said. “That wasn’t alright with me then, it’s not alright with me now. I think it’s a mistake and we can do this right.” After some back and forth discussion on the dais and with City Manager Bill Avera, Velazquez encouraged Luna to bring the ordinance back to council for an amendment. Friend was not in agreement. “You’ve made a joke of this,” Friend told Velazquez. “You look like an idiot sitting up here.” Luna also had enough. “I will not bring this ordinance back,” Luna said. “If you want to turn everyone down tonight, then it’s your vote against us and everybody here. I’m not going to bring it back.” In June, the city council failed to decide on two potential medical cannabis dispensaries due to a lack of votes, which led to the public hearing for cannabis applicants at Monday’s special meeting.
Later in the meeting, Velazquez intimated he would agree with the other two council members and support Purple Cross Rx for a medical cannabis dispensary permit. Friend made the motion and the vote passed unanimously. Scott McPhail, owner of Purple Cross Rx, said he and his wife Kim were humbled and grateful for the opportunity to operate in Hollister. “We want to say thank you to the Hollister City Council for voting unanimously to allow Purple Cross Rx dispensary to re-open in Hollister and we are thankful to our many supporters in San Benito County who spoke at public meetings and wrote letters on our behalf,” McPhail said in an email. “We look forward to working with the city and our community to provide safe access to the highest quality Prop. 215 medical cannabis products. We are committed to providing funds and resources to give back to our community and support many of the nonprofits that serve the poor, the hungry, the homeless and at-risk youth in San Benito County.” The city council also issued 11 permits for cultivation, manufacturing, distribution and lab testing of medical cannabis within city limits. Successful applicants include California Finest, a manufacturing firm owned by McPhail. “These permits will enable
Purple Cross Rx to invest in a new business, create jobs, patronize local construction trades, support local commerce and raise tax revenue in the City of Hollister,” McPhail said. Other approved applicants include Hollister Holistics, LLXP Corporation, Pacific Organic Wellness, Agripharma Nursery and Agripharma Extraction, Lucid Analytics, High Class Distribution, JAM USA LLC and YHL Inc. A number of successful applicants consisted of the same individuals, but under a different name. As Hollister Holistics, Higher Level of Care received two permits for cultivation and manufacturing at two addresses: 1802 Shelton Drive and 1650 Lana Way behind the Shelton property. The applicant stated there would be approximately 60,000 square feet of cultivation at the Shelton Drive address. Lucid Analytics are the same applicants behind High Class Distribution, JAM USA LLC and YHL Inc. “Clearly you guys are going to be the busiest people in San Benito County,” Velazquez said when the group returned to the podium for a third time. While 11 permits were issued, the council chose not to issue permits to three applicants: Playa Breeze, FBT Jordan and Traditional Roots. Playa Breeze and FBT Jordan both applied for
operations at 817 Industrial Drive. Representing the applicants at the controversial address, attorney Todd Winter of Costa Mesa-based law firm Winter LLP told the city council that his clients purchased the building based on the current ordinance and the fact there wasn’t a cap on manufacturing and cultivation permits. “I’m severely disappointed at what I’m seeing happening here at city council,” Winter said. “The purchase of this multimillion dollar building was based solely on your ordinance and the ability to do business in Hollister. The failure of the city council to approve these uses in Hollister at this location could prove to be severe consequences to the city.” Ultimately, the council did not approve any dispensary, cultivation, manufacturing or distribution use at 817 Industrial Drive. City Manager Avera explained that several more permit applications will be considered in the future. “We have several more applications that have come in that are contemplating new development on vacant land and subdivisions of land,” Avera said by phone Tuesday. “That’s the next wave, which is coming hopefully in about a month. It’s more planning oriented, it’s not as simple as going into an existing building.”
Nonprofit to raise funds for historic preservation Rozas House, 1 “The nonprofit is all about historic preservation and early California history. We will have musicians that will be playing early California music here a bit later,” said Freels. “We are trying to increase
preservation in the area.” One of the organization’s first projects is a historic walking tour of San Juan Bautista. “We will have site plaques at each of the historic sites with QR coding linked to web pages that tell the history behind it.”
So far, funding and support have come from a variety of sources, including the City of San Juan Bautista and the Community Foundation for San Benito County. Donations are currently being accepted.
The organization also aims to help other local parties preserve their piece of San Juan Bautista history. “We are hoping to help the Native Daughters of the Golden West get their adobe house on Fourth Street put on the

And, hey, enjoy all the new stuff. Your community voted to Mary pay taxes to support your future. Zanger I am hopeful students who were born after 9/11 and grew up in an American culture of hate, death and destruction will ask, “is there no other way?” In response I am hopeful that teachers will teach about great Americans who lived another way of life, one of compassion and cooperation such as Eleanor Roosevelt, Mark Twain, Dorothy Day, Jane Addams, Linus Pauling, Daniel Berrigan, Henry David Thoreau, Joan Baez, Michael Nadler, Howard Zinn, Maya Angelou, Martin Luther King Jr. and Albert Einstein. Ruth Erickson Hopefully teachers, principals and school districts take complaints of bullying very seriously so students can learn in a friendly environment. I hope students get all the help they need in the subjects they struggle with. Keith Snow: I hope better safety is put
into place on all campuses and there are more programs to help children and their parents. A better outlook and connection with the community, especially after hearing what happened in Greenfield. We need to educate our kids about alcohol, drugs, peer pressure and bullying. Enough is not being done because these things continue to happen. While my school days are well behind me, this time of the year always leaves me with feelings of hope and trepidation. As the Free Lance took a tour of San Benito High School with Superintendent Shawn Tennenbaum earlier this week, I saw students arrive in front of the sprawling campus with eager smiles and wearing brand new clothes that appeared charmingly too tight and uncomfortable. I remember those high school days like they were yesterday. Waking up at the crack of dawn to style my hair and apply my make-up, I would also plan my outfits well in advance. Now it feels like a minor miracle when I use the blow dryer. Students may devote a lot of care and attention to superficial things–it’s their right–and this generation is definitely inundated with more marketing ploys and online skullduggery than ever before, but this is also the time when young people are at their most giving. While the latest YouTube personality and social media craze attempts to steal all their attention, young people are still going out there to make the world they will inherit a better place. Over the years while covering this region, from Santa Cruz and Watsonville to Gilroy and now Hollister, I’ve met young people who want to make a positive mark in their community.
During these impressionable days young people learn their values. I’ve met students who during their downtime are making public art, tutoring even younger kids, cleaning up beaches, producing documentary films, developing mobile applications that will help their community and promoting positive messages through performance art. During these impressionable days young people learn their values. While they may take a wrong turn now and then, it is up to the adults around them to step up and help keep them on track. Counselors, teachers, parents, relatives, administrators, case managers and afterschool program leaders all have their role to play in shaping young minds and instilling in them values that will make them compassionate, critical thinkers. Sadly, we have seen bullying remain a persistent issue at school. Sometimes it seems like adults have given up their moral authority and are too afraid to call out bad behavior. We do our young people a disservice by failing to do so. As the new school year begins, let us raise the bar and reach out to the young people in our midst and teach them positive things. They are the future, after all.

orn in the District of Columbia, and raised in Ruther Glen, Virginia. Father to two daughters, and beloved grandfather of three grandchildren. He served in the Air Force as an airplane mechanic, which put him on the path to becoming a pilot.

ee James “Jim” Strohn, 74, of Salinas, CA passed away on Friday, August 4, 2017. Jim was born on November 5, 1942 in Hollister, CA to Henry and Henrietta Strohn.
Flying airplanes is what Charlie loved the most, and what he always wanted to share with anyone he talked with. He was hired by TransWorld Airlines (TWA) and enjoyed a career as a commercial pilot until he retired as a Captain at the young age of 48 to pursue many other interests. He continued his passion for aviation by teaching ground school and private pilot instruction in Santa Clara and San Benito Counties. He has had many students over the years that would always stay in touch with “Captain Jackson”. He served his community as a volunteer firefighter and eventually was appointed a Fire Commissioner for the South Santa Clara County Fire District, also known as Cal Fire. The local firefighting community held a special place in his heart. Many lifelong friendships were made through the fire department. Charlie had many various hobbies and talents. He reported and wrote for The Gilroy Dispatch newspaper and aviation magazines for many years. He earned his Bachelor’s and Master’s degrees from Embry Riddle Aeronautical University in the late 1990’s. Charlie was a regular at the local gym in Gilroy, formerly known as Parkside Athletic Club, and then more recently a member at Gold’s Gym. Charlie inspired many aviation enthusiasts, young and old alike. He was always generous with his time, his knowledge, and a good story. Charlie is survived by daughter Kelly Jackson Smith and son-in-law Spencer Smith of Granite Bay, California, and his three grandchildren, Tanner, Payton, and Cassidy Smith. He is also survived by his daughter Tammy Renee Blanchette, and son-inlaw Robert Blanchette of Aptos, California. He attended Tres Pinos Elementary and graduated from Hollister High School in 1960. Afterwards, he served in the National Guard. Jim was a devoted cattle rancher his entire life. As a young man, Jim worked side by side with his father and brother on the various properties of local cattleman, John Baumgartner. In later years, he worked with his father who was the foreman on the KT Ranch in Tres Pinos, CA owned by the Dean A. Eyre Family. After he married his wife Jean, they both worked the Agostini Ranch in Salinas, CA, where they made their home. Jim and Jean also worked on the Strohn Ranch in New Idra, CA and still helped on the KT Ranch. Jim worked until the day he died. Throughout his years, Jim enjoyed hunting, BBQing, spending time with family, riding, roping in the branding corral, but most importantly, helping friends and neighbors brand. Jim’s second passion was animals. He not only enjoyed being with cattle everyday, but enjoyed taking care of and being with other animals daily. He was preceded in death by his parents, Henry and Henrietta Strohn, as well as, numerous uncles, aunts, and cousins. Mr. Strohn is survived by his wife of 38 years, Jean Agostini Strohn; his daughter, Sally Strohn; his brother, Charles (Carol) Strohn and three nieces: Denise Pence (JR), Tracy Snyder (Chopper) and Erin Strohn; his great nephew, Brian Snyder; his great niece, Tara Randall. June loved camping in their R.V. but especially loved joining clubs and organizations and meeting people! She joined the Newcomer’s Club, the Sophisticats, PEO, Women in Touch, Elks Club, the Sunday morning breakfast club at the Bowling Alley and every single bridge club in Hollister, Gilroy and Morgan Hill. She was the ultimate party planner, from preparing delicious homemade pies and cakes to all the flower arrangements and décor including many, many weddings. Her working years were always spent helping others at Alexian Brothers Hospital and later at Wheeler Hospital working in the ER Admittance office. Her hobbies were loving people, working in her garden, trips to the casino with her best buddies and enjoying all her family. June’s energy, her faith and positive attitude were boundless. She made this world a much more beautiful place. She brought light and joy everywhere she went. Our devastating loss is Heaven’s joyous gain. New $30 million water treatment plant for city SOME HOLLISTER RESIDENTS TO GET IMPROVED DRINKING WATER THIS MONTH Nicholas Preciado Reporter

Thousands of Hollister residents can look forward to receiving better quality drinking water when the West Hills Water Treatment Plant goes into operation at the end of the month. Located off Union Road by the San Justo Reservoir, the plant will treat surface water from the reservoir before it is mixed with local groundwater and distributed to approximately 4,000 households in the west and central regions of the city. Water to other parts of Hollister is treated by the Lessalt Water Treatment Plant. The new blend of drinking water will contain less groundwater, which is more salty than surface water. “The local groundwater is salty because of marine sediment in the region,” said Jeff Cattaneo, district manager for the San Benito County Water District, during a recent tour of the new $30 million plant. “If you go all the way back to [Hernandez Reservoir] you can find marine fossils up in the rocks there,” Cattaneo said. “It just naturally picks up the calcium and magnesium as it moves through that system.” The West Hills Water Treatment Plant features innovative technology that utilizes power activated carbon and sand to quickly remove particles from water. “There’s a recycle process so you’re reusing the sand and the carbon,” said Don Ridenhour, general manager for the Sunnyslope County Water District. “It’s supposed to be a really effective way to remove impurities.” While the local water
districts aren’t the first to use this method, Ridenhour said it’s not the norm. “We went and toured another plant and I know of a few other plants that use this similar process, but it’s not the normal process used by every agency,” he said. Bringing in high quality water will allow residents to get rid of their water softeners. “Residents won’t need to use water softeners if they have higher quality water coming into the front end of their home,” Cattaneo said. Because higher quality water is going into homes, higher quality wastewater is also coming out of homes. This water can then be treated and used as recycled water for agricultural uses. “What this does is for every acre-foot of water we bring in from San Luis Reservoir that we deliver to Hollister residents and Sunnyslope customers, we get to use it twice,” Cattaneo said. “We use it once for the residents and then it goes out and gets reused again by agriculture,” said Shawn Novack, water conservation manager for the Water Resources Association of San Benito County, which operates all water conservation and resource protection programs for Hollister, San Juan Bautista, the county water district and Sunnyslope. The treated water will also help recharge and preserve the groundwater basin. “We’re replacing the groundwater we’ve all been using with more surface water that’s imported from down south,” said Ridenhour. The new water treatment plant is expected to treat 4.5 million gallons of water per day, compared to the Lessalt Treatment Plant, which treats 2.5 million gallons of water per day. That’s a total peak capacity of 7 million gallons of water per

We also import from Tijuana a lot of the seafood we serve, including fresh oysters, clams and stingray.” Popular dishes include the carne asada fries, chile relleno burrito and California burrito, which has fries inside the wrapped tortilla. “The California burrito was invented in San Diego and customers here were asking for it, so we added it to the menu,” he said. For Rivera, cooking is a passion that has developed over time. “I love being in the kitchen. I’m always making stuff up and trying different things. My boys are my guinea pigs,” he said.

The large sign adorns the top of El Burrito, a taqueria that serves dishes inspired by the Baja California region. “Baja California has cuisine that is a lot different than the rest of the Mexico. It is a blend of all the people that live and go there,” said Ruben Rivera, proprietor and chef at El Burrito. Located at 696 Fourth Street, the former site of two breakfast nooks, the Ding-a-ling café and
Country Rose, the restaurant is breezy and welcoming. “We mostly kept everything the way it was, and just made some upgrades,” said Rivera. “The layout is the same. We wanted to keep it nice, cool and fresh.” Rivera has worked at various restaurants before, but this is his first business. “My dad has businesses in Tijuana, which is the inspiration for my cooking,” he said. The restaurant features a variety of seafood dishes, from cocktails to a combination plate of shrimp, scallops and octopus. “We have a pretty full menu of seafood – plates, appetizers, ceviche – a little bit of everything,” he said. “Puerto Nuevo is very popular for lobster, which is where I got my

erhaps it’s only appropriate former Haybalers standout Davonte Butler has earned a scholarship to play baseball at Cal State University Bakersfield—their nickname is the Roadrunners. And as Baler fans have witnessed the last couple of years, Butler is swift on the basepaths. On Aug. 7, Butler verbally committed to play for Cal State Bakersfield, a Division I program that competes in the Western Athletic Conference. It’s been a wild turn of events for Butler, who as of three weeks ago was set to play for Cabrillo College. Earlier in the summer, Cal State Bakersfield offered Butler a walk-on position. However, Butler was going to stay home unless a program put him on scholarship. And that’s exactly what the Roadrunners did after coach Jeremy Beard watched Butler, first in Bakersfield on June 24 and 25 and then at the Phil Singer showcase

tournament in San Diego from July 28 to Aug. 4. “It’s been a roller coaster with a lot of ups and downs,” said Butler, who earned Monterey Bay League Gabilan Division First Team honors playing outfield and pitching. “I wasn’t’ expecting this to come so soon. I knew he (Beard) was going to offer, but I didn’t know how much they would offer. It was a pretty good scholarship.” For a pretty good player. Those around the area were surprised it took a program this long to offer Butler a scholarship. However, because Butler had played in only two showcases prior to this year’s summer season with the Watsonville Aggies, he hadn’t received much attention. All it took was one showcase in Bakersfield for Butler to make an impression on the Roadrunners’ coaching staff. After Butler’s second showcase this summer in San Diego, multiple coaches started talking with Butler, who impressed coaches with his speed—both on the basepaths and with his arm. In one game, Butler beat out a dribbler to the shortstop, and in another hit 89 mph on the radar gun for the first time ever. Butler impressed even himself

by hitting 89 on the gun. “I think the fastest I’ve ever thrown before that was 87 mph,” he said. “I was pretty impressed.” For Butler, the scholarship offer couldn’t have worked out any better. For one, he loves playing in hot weather. And being that Bakersfield annually has the hottest microclimates in the state, Butler will feel right at home.
“I’d rather be sweating than freezing,” he said. “I play better in the heat compared to cold weather.” Butler will be a 2 hour, 20 minute drive away from his girlfriend, Marisa Villegas, who is entering her freshman year at UCLA. Butler said he’s leaving for Bakersfield on Aug. 19, and Villegas departs for UCLA a day later. “Everything is moving so fast,” he said. In talks with Beard, Butler got the sense that he would probably see more time in the outfield than on the mound initially. However, it wouldn’t be a surprise to see Butler develop into a standout pitcher at the Division I level. That’s Butler’s
preference—to be on the mound, where he would be involved in the action on every pitch. “When you’re pitching, all eyes are on you,” he said. “When you’re in the outfield, sometimes you might get four plays per game. But starting off, I’ll be happy wherever they put me.” Balers coach Billy Aviles said Butler was nothing short of outstanding as a player and person, and that he’ll excel at the next level. “His best baseball is ahead of him,” Aviles said. “Davonte has everything it takes to be a strong Division I player. He was nothing but great for us. Once he gets in the weight room, he’ll be a beast for sure.”

terrific person that she has evolved into while being at Gavilan. She has an unbelievably exciting future in front of her.” Rams coach Kevin Kramer has been effusive in his praise for Chapa for the last several years, noting Chapa’s talent, work ethic, character and
competitiveness. Kramer knew Chapa was a fouryear caliber type player, and yet many of the Division II programs in the same conference Cal State Monterey Bay competes in—the California Collegiate Athletic Association—didn’t even so much give her a lookover. “You know it was their
loss and our gain, and now it’s Cal State Monterey Bay’s gain for sure,” said Kramer, who added that Chapa’s greatest attribute is her maniacal competitiveness. “Erica loves to compete, and it doesn’t matter what it is. She’ll engage you in a conversation and an argument, and she
might not even believe in that argument but will argue just to engage you. I could put her on any team in any sport—male or female—and she would come out as one of the most competitive players on the field. She lives to compete and it doesn’t matter what it is.” Kramer said his kids,
Kierra and Colton, absolutely adore Chapa. In fact, as Kramer was talking on the phone to this reporter, Kierra yelled out, “I love Erica!” “She’s been an inspiration to my kids,” Kramer said. “My daughter even wears a ponytail to her sides like Erica does when she’s playing.”
Chapa has come a long way, and she’s not done yet. She’s expected to make an immediate impact for the Otters, who are trying to rebound from last year’s 15-23 record. Cal State Monterey Bay brought in a strong recruiting class, with Chapa bringing savvy, experience and a competitiveness second to none.

In recent years, the Department has undertaken to develop a comprehensive plan for the effective delivery of Project water across the SacramentoSan Joaquin Delta in conjunction with the conservation and rehabilitation of the environment and species in and around the Delta. Currently, Project water is conveyed across the Delta through the channels of the river delta formed by the confluence of the Sacramento and San Joaquin Rivers, as those channels have been modified over 150 years by the construction of levees, ship and other canals, flood protection channels, salinity gates and other facilities. The Department has approved the financing of the planning and design and, if and when appropriate, the acquisition and construction of conveyance facilities known as the “California WaterFix.” Broadly described, the California WaterFix would transport water from new intake points on the Sacramento River across the Delta by two underground tunnels running below the natural waterways of the Delta to export facilities at the southern edge of the Delta. The Department is authorized to carry out its various duties and functions in relation to the Project by the Central Valley Project Act (Cal. Water Code §§ 11100 et seq.) (the “CVP Act”) and the Burns-Porter Act (Cal. Water Code §§ 12930 et seq.), among other authorities. The Department is authorized to construct units of the “project” as that term is defined by the CVP Act, and to issue revenue bonds to pay the capital costs of those units. Among its authorities, Section 11260 of the CVP Act authorizes the Department to include the California WaterFix as one or more of the units “provided for in this chapter[;]” Section 11454 of the CVP Act authorizes the Department to “do any and all things which in its judgment are necessary, convenient, or expedient for the accomplishment of the purposes and objects of this part[;]” and Section 11700 of the CVP Act authorizes the Department to issue revenue bonds “[f]or the purpose of providing money and funds to pay the cost and expense of carrying out any of the objects and purposes of this part.” /// On July 21, 2017, the Department adopted resolutions authorizing, among other matters, the issuance of revenue bonds, in multiple series, the proceeds of which would be used to pay the costs of the planning, design, acquisition, and construction of the California WaterFix. 942 HOL - Public Notice Notice of Public Hearing for Discussion of Possible State CDBG Application NOTICE IS HEREBY GIVEN that the City of Hollister will conduct a public hearing on August 28, 2017 at 6:00 pm, at City of Hollister City Council Chambers located at 375 Fifth Street, Hollister, CA in order to discuss possible applications for funding under 2017/2018 funding cycle of the State Community Development Block Grant (CDBG) Program and to solicit citizen input on possible activities to be included in the application. The Community Development and Economic Development Allocations of the State CDBG program will publish a combined “Notice of Funding Availability” (NOFA) each program year. Eligible cities and counties may submit applications for CDBG funds under the NOFA. It is estimated that up to $5,000,000 will be available in total for the City to apply. The Economic Development “Over-the-Counter” (OTC) Allocation requires a separate application with a maximum limit of $3,000,000 per year. The NOFA also includes the Native American and Colonia’s Allocations. The Native American Allocation is only for areas with high concentrations of low-income Native American residents, who are not part of a federally recognized Native American Indian tribe or Rancheria. The Colonia’s funding is only for designated communities within 150 miles of the Mexican-American border. Two eligible activities and one planning application may be submitted. Eligible activities under the above allocations in the NOFA consist of: homeownership assistance and housing rehabilitation programs; public facility and public improvements projects (including public improvements in support of new housing construction); public service programs, planning studies, economic development business assistance and microenterprise activities. Eligible activities paid for with State CDBG funds must meet one or more of the three national objectives listed in CDBG federal statutes as follows: benefit to low income households or persons; elimination of slums and blight; or meeting urgent community development need.The County of Nevada anticipates submitting an application under the NOFA published during the program year.
