Mayor Ignacio Velazquez said the Hollister City Council is violating state law by stalling the certification of a petition to place the 400 block of San Benito Street development before voters. “Once they have verification from the [San Benito County Registrar of Voters], at the next regular scheduled meeting they need to announce that verification was certified,” Velazquez said by phone Monday. On July 11, Velazquez turned in a petition to the city clerk with 2,398 signatures to force a referendum on the city council’s decision to sell the cityowned lot to the Community Foundation for San Benito County and The Del Curto Brothers Group. According to an assessment by the county registrar and certified by Assistant County Clerk Angela Curro July 27, the petition had 1,660 valid signatures, 60 more than the 1,600 required. “The city has to validate or certify the referendum,” continued Velazquez. “They’ve been stalling and trying to get around that. They’re violating state law.” In an August 16 letter to the city council, the mayor’s attorney argues the city has taken more than 30 days to certify the petition and is therefore in violation of state election laws. According to the mayor’s timeline and his attorney’s letter, the city clerk needed to certify the sufficiency of the petition at the regular meeting on August 21. However, city officials think the mayor’s timeline is off. City Attorney Soren Diaz said Monday the elections official actually has 60 days, excluding weekends and holidays, to certify the petition because the amount of valid signatures the mayor collected falls within 95 to 110 percent of the number required. Deputy City Clerk Christine Black said via email that the elections official has until October 4 to certify the petition and cited Elections Code Section 9115(b).

PLACE BETS More than 100 theater patrons attended San Benito Stage Company’s
inaugural casino night fundraiser Saturday at the Granada Theatre in downtown Hollister.
Everyone is a winner at casino night event THEATRE GROUP FUNDRAISER A HIT WITH PATRONS Jenny Arbizu Contributor
The Granada Theatre in Hollister has always been known for entertainment. On Saturday, the venue that once played Hollywood movies was the scene of blackjack tables, a bar at the lobby and dolled-up patrons at the first ever Casino Night fundraiser hosted by the San Benito Stage Company. “I think tonight was a great success,” said Derek Barnes, event organizer and board member of the local theatre group that has been staging plays and musicals at the downtown theatre since 2007. “I think we hit our target. We had over 100 people and our goal was 100.” Barnes said proceeds from the $35-affair will go towards the stage company’s operation costs, equipment upgrades, scholarships and future productions. “We’re going to make plans for next year,” said
Barnes. “We said if this was a success, we would do it again.” For the cost of entry, guests received $350 in chips. The patron with the most chips at the end of the evening won the grand prize, a package consisting of two tickets to the San Benito Stage Company’s upcoming teen show, an annual membership and gift cards valued at $350. In between playing roulette, poker and other casino games at seven tables setup throughout the theatre, guests were entertained by a bevy of stage performers halfway through the evening. Maddison Alipaz, Marlene Hartman, Betsy Molchan and Amy Redmond Waran, who also served as cocktail hostesses throughout the night, enthralled guests with a dance routine choreographed to “Big Spender” from the 1960s Broadway musical “Sweet Charity.” “I hope we are able to get these people to come and be more active members in San Benito Stage Company,” said stage
performer and producer, Adrienne Summers, who was hopeful seeing so many new faces in the theatre. The fundraiser also featured a silent auction and raffle with prizes including a Keurig coffee maker, wine tasting for two at Guerra Cellars, family night at Fisher’s Catering and vouchers for Premiere Cinemas. Anne Hall, theatre company board president, thanked many local businesses and community members for sponsoring the event and donating raffle and silent auction items. Richard and Marilyn Ferreira sponsored the grand prize and Will and Lisa Sutton from the Hollister Rotary volunteered as bartenders, serving wines from DeRose Winery and domestic beer. Adriana Ferry, stage company member and event volunteer, said turnout for the company’s inaugural casino night fundraiser was great and the night fantastic. “I cannot wait for next year,” she said.
Hollister students go to classes downtown GAVILAN COLLEGE PRESIDENT WALKS BRIGGS BUILDING ON FIRST DAY BACK Nicholas Preciado Reporter
Students returned to downtown Hollister as classes resumed at the Briggs Building Monday. Nearly 1,200 students attended Gavilan College classes at the Hollister site. “We serve Tres Pinos, Paicines, San Juan Bautista and Hollister,” said Judy Rodriguez, director of the downtown center. “It’s very important to have this location here for convenience of travel time.” Dr. Kathleen Rose, college president, toured all of the Gavilan College campuses on the first day of school starting with the Briggs Building. “I like to go to Hollister first thing in the morning,” Rose said. “People are eager, it was
fun to see everyone on the first day of school.” Rose introduced herself to classrooms full of students. “We’re offering education where education is needed,” she said. Most classes offered at the Briggs Building are general education courses like math and English, which Rodriguez said have experienced increased enrollment. “Definitely communications and psychology classes,” she said. “Those seem to fill quickly.” And new this year: Administration of Justice. “It introduces the subject of law enforcement to students,” Rodriguez said. “It’s a way for them to see if that is the field they want to be in.” In addition to the Briggs Building, Gavilan College partners with San Benito County
Free Library and local schools and organizations to offer free GED, citizenship and English as a Second Language (ESL) courses. “We also offer ESL in computers,” Rodriguez said. “Now we’re empowering students to learn English and how to use a computer so they’re more marketable when they look for work.” Local ESL class enrollments have increased, which Rose attributes to public outreach and the partnerships for credit and noncredit ESL, GED and literacy courses. “Doing more layering of credit and noncredit ESL courses together really provides two benefits: students are continuing to get to higher literacy levels in the ESL sequence and they’re also coming on the campus and taking more courses on the credit side,” said Rose.

City still waiting on AG ➝ 400 Block, 1
“The election code states that if the petition is found to be sufficient, the elections official shall certify the results to the city council at the next regular board meeting. This means the 400 block petition could go before council at the regular meeting on October 16,” wrote Black. “We pay city attorneys and election attorneys to make sure we do things appropriately,” City Manager Bill Avera said by phone Tuesday. “We’re not going to do something openly wrong for any political reason. It doesn’t matter what the issue is. If the Elections Code says 60 days, we have the ability to do 60 days.” The time difference is important as the city continues to await a legal opinion from the California State Attorney General’s Office on the petition’s validity. City officials have questioned whether the petition could actually force the council
to revisit its decision to sell the 400 block to the developers and community foundation, as there’s a difference of opinion between the mayor and the city as to whether or not the resolution was legislative or administrative. While a legislative act can be undone by a referendum petition, administrative acts cannot, and if the state’s top attorney sides with the city, this could spell the end to the mayor’s latest pursuit to keep the 400 block open space. The mayor’s attorney sent a letter, dated August 16, to the council informing them of the state violation and cited California Elections Code sections 9240 and 9114. “Except as provided in Section 9115, within 30 days from the date of filing of the petition, excluding Saturdays, Sundays, and holidays, the elections official shall examine the petition, and from the records of registration
ascertain whether or not the petition is signed by the requisite number of voters,” California Elections Code 9114 reads. However, the mayor’s timeline appears to be miscalculated. 1,660 verified signatures, more than the 1,600 needed for the petition to be declared valid and force the city council to revisit their decision to sell the vacant lot to the Community Foundation for San Benito County and The Del Curto Brothers Group. Because the amount of verified signatures is The city argues it has 60 days to verify the petition. “We pay city attorneys and election attorneys to make sure we do things appropriately,” City Manager Bill Avera said by phone Tuesday. “We’re not going to do something openly wrong for any political reason. It doesn’t matter what the issue is. If the Elections Code says 60 days, we have the ability to do 60 days.”

of hope, of people coming together,” she said. OPINION QUESTION OF THE WEEK
ROSEANN HERNANDEZ CATTANI
Hollister City Council recently approved an ABC liquor license for a new wine room downtown. What other types of businesses would you like to see open in the downtown district?
Our land
Charlene Hernandez: I think approving this type of establishment is a great idea! We need to fill out downtown with businesses like this. It is hard to say what other places we could use but I think this is a great start. Nants Foley: Downtowns are vibrant when there are businesses that draw people. We need food, entertainment and things to do. We have got some really good restaurants. I hope the trend continues. Ruth Erickson: I would love to see businesses open downtown. Unfortunately online shopping and big-box stores have taken over neighborhood shopping in bedroom communities. We used to have a good variety of stores downtown over the years but they have gone and many people moving here from more metropolitan areas continue to shop in their former communities or near where they work out of town. Keith Snow: I would first like to see speed bumps. Maybe a Starbucks with an outdoor patio and an old fashioned ice cream parlor. A good home cooked burger place, affordable clothing shops and Hollister souvenir shop. When tourists come with the new hotel they can have a place to get knowledge and information about our history. Brenda Slater: I would love to have a fondue restaurant. The only
Editor
decent one is all the way in Saratoga. How about a Dylan's Candy Bar? They offer kids parties, corporate gifts and more. Frankie Martinez: We need more entertainment and healthy food choices. With all the booming housing projects in Hollister there will be a huge population of youth. If you want to have a bigger town you’re going to have bigger problems with gangs and drug flow, which already exist in Hollister. Something to keep kids off the streets like when we had that arcade or the bowling alley. Holly Cornetto: Aqui restaurant and a Trader Joe's. No more fast food. We need places that offer quality and healthy food for reasonable prices. Wendy Shepherd: A bookstore. I'd love a bookstore downtown like the one in Morgan Hill.
The Question of the Week was delivered in an email and posted on the Hollister Free Lance Facebook page Friday, August 25. Thank you to all who contributed comments.

Like the rising floods ravaging parts of Texas and Louisiana, this week ended in a deluge of breaking news. San Juan Bautista City Manager Roger Grimsley who also doubled as the small town’s city engineer abruptly resigned Tuesday during the city council meeting after a rising tide of public complaints over his handling of the 99unit housing development currently under construction by Meritage Homes made his position at the city untenable. Neighbors to the Rancho Vista development accused the former city engineer of approving substantive amendments to a segment of the project’s design. Over the years I’ve heard residents in different places voice their concerns and opinions over what to do with land in their communities within a system that seems designed to confuse, obfuscate and frustrate. During the San Juan City Council meeting, one of the neighbors impacted by the Rancho Vista development brought, at his own expense, an attorney to help relate his talking points. With the change in staffing at city hall, the neighbor is heartened the city council appears to be listening, but worries there is little that can be done to change the trajectory of the housing development near his property. Everyone can agree the region needs more housing and well-paying jobs. What people cannot agree on is the approach to residential and economic development. More housing leads to more traffic and an increased burden on schools and infrastructure, some argue, but where are people supposed to live? Last year, California Governor Jerry Brown attempted to spur multifamily residential development that included affordable housing by relaxing environmental review laws and allowing eligible projects to move forward by right if they conform to local general plan and zoning standards. The proposal was supported by smart-growth advocates however it ran into opposition from local governments, unions and environmental groups and died. So for now, we are stuck with the system we have. A development review process that can be too lengthy, expensive and cumbersome for innovative developers that want to build small or do something creative. A process that can only be navigated by large companies with deep pockets, an agenda and a legal team. In this landscape, it is important that city leaders do all they can to make the process clear to the community, reach out to impacted residents and take the long view. In San Juan Bautista it is not crazy for people to ask, “How can we build more housing when we cannot even drink the water some days?” In Hollister, it is not bonkers for people to ask, “How does putting offices that close at 5 or 6 p.m. on weekdays going to draw people to downtown?” It is easy for people who have to commute hours each day to work to miss a planning commission meeting or public hearing. It is difficult for individuals to understand their rights when it comes to development happening in their community. I hope elected officials make it easier for people to know what is going on and how they can contribute to the community dialogue, without having to bring an attorney.

Hollister police have lowest wages in four-county region UNION SAYS LOW COMPENSATION RESULTS IN TURNOVER Nicholas Preciado Reporter
Hollister police are the lowest paid in the region, according to a new report. Police officers working in the county seat earn less than their counterparts in Capitola, Gilroy, Marina, Salinas, Seaside, Soledad and Watsonville. Out of those agencies, Hollister ranked lowest for maximum monthly salary at $6,435. “I wasn’t surprised,” said Staci Esqueda, president of the Police Officers Association, which commissioned the report. “We’re looking at a 25 percent deficit just to be at average and I don’t feel
like what myself and my team provides is average service. We’re going out to provide the best service we can.” Esqueda, a nine-year officer with the Hollister police force, said the survey was conducted because the association had an idea that local wages for officers were low, but they did not have the hard data until now. According to the report, Salinas police officers brought in the highest monthly salary at $8,944. In terms of total compensation including benefits, Hollister was second to last at $9,414 with Soledad taking the last spot at $8,581. Salinas ranked highest for total compensation at $12,024. Esqueda said nearby law enforcement agencies pay around $1,000
to $2,000 more in wages and benefits than the Hollister Police Department. The wage discrepancy, Esqueda argues, makes it difficult to keep officers in Hollister. She said the department has lost eight officers to other agencies in the last five years. Two of those officers left last year. “Hollister has its benefits as an agency. You can be a well-rounded officer and receive a lot of hands-on training,” said Esqueda. “The community is supportive unlike any other, especially given the current dynamics of the law enforcement profession.” However, the low wages combined with a high cost of living in the region creates a dire situation, she said. “It’s a double-edged sword. The cost of living
has gone up over the last few years and we’re trying to compensate with overtime,” said Esqueda. “It’s a necessity for the department who needs staffing, but there’s a necessity for the officer to be able to provide food and care to their family and children.” This is a negotiation year for the Hollister Police Officers Association and the group plans to work on getting their officers better compensation. The group already shared the study’s findings with the city council. “We’re trying to have a conversation with the negotiation committees of both parties so we can come to some kind of resolution to be able to compensate officers in a way that better suits the services they provide,” Esqueda said.
Supes pause enforcement on Panoche Valley Solar Farm DECISION MADE AFTER FOUR-HOUR CLOSED SESSION MEETING TUESDAY Nicholas Preciado Reporter
After spending hours in a closed door meeting Tuesday, the San Benito County Board of Supervisors decided to delay enforcement action against the operator of the Panoche Valley Solar Farm. Officials met with representatives from ConEdison Development for nearly four hours during closed session at Tuesday’s special
meeting. The item was then pulled from the agenda when the supervisors returned to open session. It is unclear what was discussed or offered to make the county supervisors do an about-face. At last week’s meeting, tensions flared over unpaid tax revenue and lack of local workers at the solar farm. After heated exchanges between the supervisors and a ConEdison Development representative, supervisors threatened to stop work at the site and began the process to enact a cease
and desist work order. The supervisors believe ConEdison Development is in breach of the development agreement because the company didn’t set up a business location in the unincorporated area of the county, resulting in a loss of both sales and property tax revenue. San Benito County leaders have been upset for months over the solar project when it was announced earlier this summer that the solar farm would be cut from 247 megawatts to a current projected
size of 127 megawatts. The difference in estimated tax revenue fell from a high of $25.6 million to $8.9 million. Additionally, a court settlement agreement between the energy company and environmental groups including the Sierra Club reduced the size of the project to around 1,300 acres. Over 26,000 acres will be preserved. The decision to delay enforcement action on the Panoche Valley Solar Farm came at a unanimous 4-0 vote. Supervisor Robert Rivas was absent.

California Highway Patrol out in force over Labor Day weekend INCREASED PATROLS AIM TO CURB IMPAIRED AND DRUNK DRIVING Staff Report
The California Highway Patrol will provide increased enforcement during the upcoming Labor Day weekend, one of the busiest weekends on the road. All available CHP officers will be on duty during the Labor Day Maximum Enforcement Period from 6:01 p.m. Friday, September 1 to 11:59 p.m. Monday, September 4, according to an August 29 press
release from the agency. CHP officers and drug recognition experts will be on patrol looking for impaired drivers and assisting motorists in need. “Our officers will be out finding dangerous drivers during the holiday period, showing zero tolerance for anyone driving drunk or impaired by drugs,” CHP Acting Commissioner Warren Stanley said. “Anyone who chooses to drive impaired puts not only themselves and their passengers at risk but they also endanger pedestrians, bicyclists and others on the road.” During the Maximum
Enforcement Period last year, 308 people were killed in traffic collisions across the state. That is an increase of nearly 19 percent from 2015, according to CHP data. CHP made over 1,000 arrests for driving under the influence of drugs or alcohol over Labor Day weekend last year. According to the National Highway Traffic Safety Administration, impaired driving tends to peak during holidays and Labor Day is considered one of the most dangerous periods. During the Labor Day holiday in 2015, 460 people were killed in collisions across the country. Nearly
one-third of the fatal collisions involved drunk drivers. “The Labor Day holiday should be a special time for friends and families at the end of summer, not a time of tragedy,” Stanley said. “Impaired driving, whether as a result of drugs or alcohol, is 100 percent preventable and there is no excuse for it.” Anyone who is going to drink is urged to plan a sober ride home in advance. Anyone who sees an impaired driver is encouraged to call 9-1-1. The mission of the CHP is to provide the highest level of safety, service and security.

With nearly 5,600 students and more than 560 members of staff, the Hollister School District is no shrinking violet and neither is its top administrator, Superintendent Lisa Andrews. In this interview, Andrews looks back at the district’s major achievements including a series of facility upgrades funded by Measure M and an increase in students’ math scores and offers the community a glimpse of what to look forward to in the coming school year.
What are some of the district’s accomplishments over the past year? Andrews: We added five additional transitional kindergarten classes, which are now available at six out of seven elementary school sites. Twenty-three percent more students meet or exceed standards on the state test in mathematics and the Accelerated Achievement Academy was named a California Honor Roll School for science, technology, engineering, and mathematics (STEM). Staff that have daily contact with students have been trained in Capturing Kids
Hearts, a process where student connectedness to others is strengthened by enhancing healthy bonds with teachers while more than 50 percent of staff have been trained in the Google suite of applications. We have also balanced our budget and are no longer deficit spending.
What can parents and families look forward to in the new school year? Andrews: Implementation of Capturing Kids Hearts, which leads to fewer discipline referrals, improved attendance and higher student achievement. New materials in reading, writing and language arts that engage students and provide support no matter their proficiency level. Free access to Footsteps to Brilliance, a mobile application that provides phonics, vocabulary, reading and writing activities to students from birth to 3rd grade. Parent and family nights at school sites.
What campus improvements have been made? Andrews: Rancho San Justo Middle School received a new administration building, restrooms and staff room. There were also upgrades to the fire and alarm system, plumbing, electrical system and landscaping. Sunnyslope Elementary upgrades included new plumbing, blacktop and
electrical wiring, new classrooms and an administration building. Gabilan Hills and Hollister Dual Language Academy received new blacktop and RO Hardin received new carpet and paint for the older portable buildings.
What are your hopes for the new school year? Andrews: I hope we continue our journey to inspire extraordinary achievement in staff and students by providing all staff members with the training they need to support increased student achievement and connectedness to school. The district will increase collaboration with San Benito High School to ensure students are prepared for high school and transition successfully and continue to work with the community to explore implementing STEM (science, technology, engineering, and mathematics) and art at schools. We hope to work with organizations to find ways to provide before and after school programs to families that commute to Silicon Valley every day. We will begin building a new school for more than 900 students at Santana Ranch, northeast of the Fairview Road and Sunnyslope Road intersection. The school will serve students from transitional kindergarten to 8th grade.

City leaders discuss Hollister growth LOCALS CONCERNED OVER NEW HOUSING, TRAFFIC, LACK OF WELL-PAID JOBS
Reporter
Residents crowded Hollister City Hall during a special meeting Monday to express their concerns about the city’s growth. City leaders were discussing housing allocations for next year when the council decided to push the topic to a future meeting because of the amount of community interest. More than twenty people spoke during public comment. Most were skeptical over the flurry of new housing that is popping up in the city and were concerned about increases in traffic congestion and the lack of local jobs. However, no one suggested a no-growth policy. Former Hazel Hawkins Hospital Board Director Gordon Machado said he didn’t want to see another moratorium. “That’s the worst thing that could happen to a community,” Machado said. What I can’t stand is unplanned growth.” While some residents spoke about the congestion on Highways 25 and 156, resident Marty Richman talked about traffic problems within city limits. “What’s the sense in arguing about the highway if you can’t get to the highway because we don’t do anything about the roads that go around the schools?” Richman asked. “At 2:20 p.m. there’s a massive traffic jam in the entire city. It has nothing to do with the commuters.” San Benito County Chamber of Commerce President Juli Vieira advocated for more local jobs. “More jobs here will mean a more robust local economy and in the long term forecast, fewer commuters,” Vieira said. “Fewer commuters means more dollars spent locally to support both businesses and the city. was hit with a building moratorium from the Regional Water Resources Control Board after 15 million gallons of wastewater spilled into the San Benito River bed. The local economy was hurt by the moratorium, which affected housing, commercial development and job growth for more than half a decade. Since the moratorium was lifted in 2008, 560 homes have been built, including 143 homes that were completed in 2016, according to a presentation on the history of growth in Hollister by City Manager Bill Avera. On Monday, city council were considering limiting housing allocations in 2018 to 244 units or 165 units when they decided to continue the discussion. Pinnacle Strategy President Victor Gomez, who owned a pizza franchise, said he was forced to lay people off during the moratorium. “That moratorium completely halted housing and took money out of small businesses,” Gomez said. “I encourage you as you move forward to please consider conducting an economic study on any of these options. Growth may be a bad word to some in the audience. career opportunities and the growth of existing businesses and attracting new employers,” she said. Councilman Jim Gillio asked for more community involvement in putting together a growth management plan for the city, as well as the general plan update in 18 to 20 months. “We need to be involved in the general plan update,” he said. “It’s our guide to the future of our community. If we’re not involved and engaged in that process, then I don’t think we have anybody to blame but ourselves for not being involved in that process.”

Driven to win title BALERS LOOK TO FINISH THE DEAL AFTER 2ND-PLACE MARK LAST YEAR emanuel lee Sports Editor
Despite going 1-2 in the Homestead Tournament last weekend, the San Benito High boys water polo team is far from worried. In fact, the Haybalers are more confident than ever. “We’re looking a lot stronger this year for sure,” senior Oliver Garcia said. “I expect us to win each league game by five goals and completely dominate this season. Everything is coming together. I feel we will go undefeated in league this year. If we don’t win league, I think our season will be a waste because we’re really good.” Returning senior Zander Bonnet echoed Garcia’s thoughts.
“We have very high expectations this year,” Bonnet said. “It’s championship or bust. We’ve had a chance to win league the past four years, and I think this is the team that can finally put it together.” San Benito returns all but one starter from a team that finished 11-3 in the Monterey Bay League’s Pacific Division last season, a game behind division champion Monterey. The Balers have reason for optimism; with 16 players on the roster, this is the most numbers they’ve had in recent memory. Even more important, a number of players—including Bonnet, Ceily Hepner, Casey Matsui, Ben Smith and Connor Murphy—played club water polo in the spring and summer, bolstering their respective games. Hepner, who is the only girl on the team for the second straight season—San Benito doesn’t have a girls varsity squad—will play an important role, both offensively and defensively.
“Ceily is very knowledgeable about the game and a good allaround player,” Bonnet said. “She knows everything about the game there is to know, and is a real benefit to our team because she can put a shot away.” With a little prodding, Hepner acknowledged she has a good understanding of the game and sees plays develop earlier than most. That’s why Hepner is seriously taking her role as one of the main communicators on defense. “Whether it’s calling a switch on a drive or telling others to back to the (hole) set, I want to make sure we’re always communicating,” she said. “Other things such as calling for help defense and making sure the goalie is aware we’re dropping and having the set covered is also important.” Hepner possesses a strong left-handed shot, to go along with solid passing skills. The senior played club water polo with a
Santa Clara Swim Club that competed in the Junior Olympics in Los Angeles earlier this summer. With a year of playing on the boys team under her belt, Hepner has never felt better about her game. “Last year definitely boosted my confidence,” she said. “I’m more comfortable now in how I can help the team. I want to shoot and get more involved in the offense this year, and facilitate where the ball needs to go.” Judging by the team’s first couple of matches, scoring won’t be a problem. San Benito scored 26 goals in its first three games; however, they allowed 32 over the three contests. “We have to learn to communicate defensively as a team rather than as individuals,” Hepner said. Garcia is confident the team will do just that. Garcia, who had a breakout season as a junior in scoring over 30 goals, said the ➝ Water polo, page 18

Haybalers hang on for victory ADAM MENDOZA IS EVERYWHERE IN SEASON-OPENING WIN OVER GATORS emanuel lee Sports Editor
Before the season started, San Benito High football coach Bryan Smith said Adam Mendoza’s name will be called early and often. It only took the first game of the 2017 campaign to see why. The versatile senior did it all last Friday in the Haybalers’ 28-21 home win over Sacred Heart Prep-Atherton. Mendoza returned a fumble 15 yards for a touchdown, returned a kickoff 71 yards and for good measure, swatted away the Gators’ lastditch effort pass for the potential game-tying
score with 2 minutes left in the game. “Adam Mendoza’s name is going to keep coming up,” Smith said. “He’s very talented. You look at the difference in the game with Adam scooping and scoring, well, there’s the seven points.” That particular play transpired midway through the first quarter, on SHP’s second possession in a scoreless game. Gators quarterback Brad Yaffe’s lateral attempt to the right side never reached one of his receivers, and Mendoza alertly picked up the ball around the 10-yard line before racing his way into the end zone uncontested. “I had zone in the deep third, but I ran up because it was a screen,” Mendoza said. “It was my ➝ Football, page 18

With its biggest turnout in several years, the San Benito High girls tennis team expects nothing less than a 180-degree turnaround from a 2016 season that saw it finish in last place in the Monterey Bay League’s Gabilan Division. Demoted to the Pacific Division this season, the Haybalers are fortified for a division title run, aided by the return of their entire singles lineup. In No. 1 singles player Julia Pearson, No. 2 Jessica Parga, No. 3 Vivian Hernandez and No. 4 Zoe Martinez, the Balers have a strong singles lineup.

he’ll look to set up often. Of course, Garcia’s good friend, Bonnet, is the sniper on the team, able to score at will at times. Bonnet worked on being stronger in the pool, a necessity in a sport where burly athletes are pushing and pulling on each other throughout. “I wanted to come back stronger, and I think I’ve made some path toward that,” Bonnet said. “But I still have some work to do. I’m not a big boy by any means, but it was good to go out and become stronger.” Hepner said Bonnet’s offensive arsenal will open up scoring opportunities for everyone else. “Zander’s speed is incredible,” she said. “He’s always moving on the offensive, and teams pay attention to him, so we can use that to our advantage. If we put him in the set, everyone else will drop
and it’ll open up a shot from the outside.” To his credit, Bonnet said he’ll have to maintain more of an even temperament to maximize the team’s chance of winning. “I’ll try to trust my teammates with things and try not to do too much,” he said. “I think I’ve gotten a little better at that, but we’ll see as the season goes on.” Balers coach Brendan Sigourney has reason for optimism: A deep and talented roster of players who are motivated to win their first league title. “We have a big group of seniors who have a lot of game experience,” Sigourney said in an email to the Free Lance. “So it’s a matter of putting it all together and playing as a team in the water and not like seven individuals. It’s up to them to show up for games and

talent level from last year to this season is noticeable. “Everyone has improved,” he said. “(Goalie) Casey, I can tell his game got way better. He knows the angles to guard from, and he’s going to be very important for us.” Garcia had several goals late in contests a year ago, a testament to his ability to play his best when it matters the most. Even though Garcia has a strong offensive game, he said one of his goals is to set up his teammates more often this season. “I want to feed the guys and get them goals, because if everyone is scoring, the team gets better,” he said. “I’m looking to get more assists, and my confidence is higher because my shooting and passing is better.” Garcia said teammate Josh Corrigan has a strong shot and is a player

Coach Brendan Sigourney said Hepner is one of the team’s standout players. prove they want it (league championship).” Sigourney said Ryan Okubo, Corrigan and Smith have made dramatic improvement and have a “ton of potential.”
San Benito also has depth at goalie, with Parker Oelrich playing well in the Homestead Tournament. However, the Balers know they’ll need to improve their communication on
defense to become a championship-caliber squad. That’s where the senior trio of Bonnet, Garcia and Hepner play an important role, as they are the team leaders and driven to perform.
Offensive line play, Mendoza key Balers season-opening victory over SHP Page 17 job to tackle the player if they caught the ball. I saw them drop it, and I just picked it up.” Mendoza’s highlight-reel tape included an electrifying 71-yard return on the second half kickoff. Catching the ball near the left sideline at his own 14-yard line, Mendoza made his way up the field diagonally, eventually getting tackled at the SHP 15. The Balers ran it three straight times—Jonny
Gonzalez went for 8 yards and Matt Ramon 6—before fullback Eric Green plowed his way over center for a 1-yard touchdown to give San Benito a 21-7 lead with 10:32 left in the third quarter. On a previous kickoff return, Mendoza wanted to make his way to the right side but ended up staying on the left. This time, Mendoza made sure to trust his instincts. “The field was pretty

open,” he said. “I made a couple of cuts and had some great blocks. The kickoff return was my highlight because it helps the team get better field position to score.” Green had a pair of TD runs, including an 11-yarder that accounted for the game-winning score with 9 minutes, 8 seconds left. Gonzalez had a 5-yard TD run, and led the team with 65 yards rushing on 12 carries.
Quarterback Slade Wilson looked solid in his first varsity start, completing 5 of 10 passes for 52 yards. “I thought Slade Wilson played really well,” Smith said. “It was fun to watch and exciting.” Smith praised the play of the offensive line, especially when it lost right tackle Aidan Pung to injury early in the third quarter. However, left guard Daniel Pasillas and center Blaze McShane did
an excellent job of picking up the SHP blitzes. Nate Sanchez and Jesus Toscano played a pivotal role at right guard, and Adrian Martinez also had a strong showing. “I think he did a lot of right things,” Smith said. “I was kind of concerned as (offensive line) coach (Chris) Cameron and I were talking about, and thinking if he was going to be able to do it. But when I watch the film, I think I’m
going to see Adrian showing up really well.” This was one of the few times in recent memory when the Balers had nearly 100 yards less of total offense than their opponent. The Gators outgained the Balers 324-228; however, San Benito produced the most impactful plays throughout the contest. The Balers have a bye week before playing at Los Gatos on Sept. 8.

DRINKING WATER WARNING The City of San Juan Bautista Water System has high levels of nitrate DO NOT GIVE THE WATER TOINFANTS UNDER 6 MONTHS OLD OR PREGNANT WOMENOR USE IT TO MAKE INFANT FORMULA Water sample results received from 6/22/2017 to 7/31/2017 showed nitrate levels ranging from 12.29 to 14.85 milligrams per liter. This is above the nitrate standard, or maximum contaminant level (MCL), of 10 milligrams per liter. Nitrate in drinking water is a serious health concern for infants less than six months old. What should I do? • DO NOT GIVE THE WATER TO INFANTS. Infants below the age of six months who drink water containing nitrate in excess of the MCL may quickly become seriously ill and, if untreated, may die because high nitrate levels can interfere with the capacity of the infant’s blood to carry oxygen. Symptoms include shortness of breath and blueness of the skin. Symptoms in infants can develop rapidly, with health deteriorating over a period of days. If symptoms occur, seek medical attention immediately. • PREGNANT WOMEN SHOULD NOT CONSUME THE WATER. High nitrate levels may also affect the oxygencarrying ability of the blood of pregnant women. • Water, juice, and formula for children under six months of age should not be prepared with tap water. Bottled water or other water low in nitrates should be used for infants until further notice. • DO NOT BOIL THE WATER. Boiling, freezing, filtering, or letting water stand does not reduce the nitrate level. Excessive boiling can make the nitrates more concentrated, because nitrates remain behind when the water evaporates. • If you have other health issues concerning the consumption of this water, you may wish to consult your doctor. What happened? What is being done? Nitrate in drinking water can come from natural, industrial, or agricultural sources (including septic systems, storm water run-off, and fertilizers). Levels of nitrate in drinking water can vary throughout the year. We will let you know when the amount of nitrate is again below the limit. The City is working to bring two new wells into the water system so that Well #2 (high nitrates) can be taken off-line. The goal is to have the system back in compliance by October. For more information, please contact The City of San Juan Bautista at 831-623-4661 or 311 Second Street (P.O. Box 1420), San Juan Bautista, C.A. 95045. Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this public notice in a public place or distributing copies by hand or mail. Secondary Notification Requirements Upon receipt of notification from a person operating a public water system, the following notification must be given within 10 days [Health and Safety Code Section 116450(g)]: • SCHOOLS: Must notify school employees, students, and parents (if the students are minors). • RESIDENTIAL RENTAL PROPERTY OWNERS OR MANAGERS (including nursing homes and care facilities): Must notify tenants. • BUSINESS PROPERTY OWNERS, MANAGERS, OR OPERATORS: Must notify employees of businesses located on the property.
