Friday night’s contest against North Salinas— a 60-30 San Benito High win—was the last regular-season football game at Andy Hardin Stadium—and possibly ever— if the Haybalers don’t end up hosting a playoff game this season. The stadium will still host soccer events this winter, along with track and field events in the spring before construction of the new state-of-the-art athletic facility. “You have essentially three main parts: the aquatic center, the football stadium which has a track with synthetic turf, and then the softball stadium,” San Benito Superintendent Shawn Tennenbaum said. “It may be a bit different on some aspects, but the target goal for the football stadium is to be able to host home football games for the Fall of 2019.” Current San Benito High football coach Bryan Smith, who was a longtime assistant before taking over the head coaching duties before the 2016 season, has a long history with Andy Hardin Stadium. The 1992 San Benito High graduate first stepped onto the field at the age of 8 to play Pop Warner Football. “I have a lot of great memories here playing Pop Warner in 1985, and here we are in 2017,” Smith said. The beloved stadium is named after Andy Hardin, a former high school football coach and teacher from 1923 to 1958. It will be the future site of the school’s aquatic center, featuring one 50-meter pool and one 25-yard pool. As for the concession stand, the school is trying to repurpose it. “The best way to describe it is we’ll repurpose it so we can use it as storage or some other facility within the stadium,” Tennenbaum said. Organizers are busy making preparations for Holte Holiday Dinners on Thanksgiving and Christmas in Hollister. The free meals have been filling bellies and spreading festive cheer for 29 years. Generations of Hollister residents have volunteered over the years, said event organizer Ruben Lopez. Whether they wake up in the wee hours to smoke the turkeys at 5am or help serve and deliver meals to people who cannot make it to the dining hall, volunteers are the heart and soul of the charitable repast. Lopez said some volunteers started helping out when they were in elementary school and have continued all the way to college. “There are too many students to name them all but they are all very faithful in showing up,” he said. Students can also earn school credit for their community service by volunteering. While the dinners could not go on without the support of the San Benito County community, including donations from the Hollister Rotary Club, Hollister Women’s Club and San Juan Windmill Market, Lopez acknowledges the last couple years have been tough and he is making an appeal to locals ahead of the holiday rush to ensure the event runs smoothly. Congressman Jimmy Panetta fielded questions Monday from students at Hollister’s Seventh-Day Adventist Christian School on topics that included education, the death penalty, the legislative process and local agriculture. “I believe that your teachers are fundamental to your education,” Panetta told students. “To me, they are one of the most important aspects of an education, especially at your age and younger. I believe there should be more focus on teachers.” The state’s housing shortage hits schools and teachers especially hard, he said. “It’s very difficult to live around here,” said the first-term Democrat. “Housing is tough. It’s hard to get great teachers in a lot of times. “I think there should be housing trusts for teachers, which give teachers a place to live,” he said. “I believe that we can improve our education by improving what we give those who serve us, especially our teachers.” Students also wanted to know if Panetta had ever traveled with President Donald Trump. “No, unfortunately I don’t
travel with him,” Panetta said. “The President I don’t think would travel on economy flights: a redeye back to Washington in Seat 7F. I take commercial flights.” Col.Terry Schmunk, former chair of the school’s board, gave the congressman a tour of the new school campus, which opened earlier this year. The school currently enrolls about 30 students in grades kindergarten through the eighth grade. “I think it was very informational, uplifting and I think it was educational for the students to be able to actually see their congressman, to be able to ask him questions,” Schmunk said. “I think he sets the right tone for the young people we have. Our school is Christ-centered, community-centered. Supporting the community is very important to us and obviously that’s his position and he educated the kids on that. I was inspired.” When he was about the favorite part of his job, Panetta told the students it’s the people he meets. “People like you,” Panetta said. “People like your parents, who I get to serve if they have any issues, also the people I work with back in Washington D.C.—Democrats and Republicans. There are some really good people back there. Their goal is to serve their districts and our country. It makes my job special that I get to be with other people who all want to give back, not just to their communities, but to their country.”

Macias, a 1994 San Benito High graduate, said one game stands out in the stadium’s storied history: the 1992 game against Live Oak in which the Balers won a thrilling contest to clinch their first Monterey Bay League championship. With an overflow crowd in attendance—Smith estimated it was 3,000 people—the Balers stopped Live Oak on a fourth down play with 1 minute, 30 seconds left to preserve a San Benito victory. Smith had former teammate, Matt Kennedy, who was the MBL’s Offensive Most Valuable Player in 1992, come give a speech to the team before Friday’s game. “Matt went on to play at Gavilan College and the University of Texas El Paso, so he’s been to some great stadiums,” Smith said. “He talked about all of the places he’s played and how much this place meant to him.” What makes Andy Hardin Stadium special is that every boy who has grown up playing football in Hollister for the last halfcentury has dreamed of playing on that particular field to be a part of the Haybalers tradition. Randy Logue, who coached football for 21 years, wrestling for 19 and track and field for 17 years at San Benito, said the saddest part of the stadium’s closing will be the fact that the future generation of players won’t be able to say they’ve played in the stadium. “San Benito High School has been open since the 1800s, and you have a lot of people that are fourth and fifth generation Bayler families,”
Logue said. “The grandpas played football, the dads played, the kids played and their kids played.” What made the stadium unique for such a long time— a grass field and dirt track—are the same factors why it’s severely outdated now. There are only a handful of high schools in the Bay Area that still utilize a grass field for football and a dirt track for track and field. For Logue and Macias, the dirt track has made for several poignant memories. Macias laughed when he talked about hearing comments from opposing track and field teams that have come to compete in Hollister for the last several years. Most high schools have synthetic ovals, which are fast, soft and absorb rain well. The dirt track at Andy Hardin Stadium is pretty level all the way around, but it’s still a shock when opposing teams run on it for the first time. “You always remember people from other schools telling us, ‘I don’t know how you guys run on this,’” Macias said. Logue’s most poignant memories of the stadium revolve around all of the work he put in as the track and field coach, as he was responsible for spray painting lane lines and making metal markers. Even though San Benito High is long overdue for facility upgrades, Logue said there will always be a certain allure to Andy Hardin Stadium, even when it gets torn down. “When something has been there since the 1950s, and all of a sudden it’s gone, things will never quite be the same,” Logue said.
IN HIS HONOR In 1962 the football stadium at San Benito High was named for Andy Hardin, a well-regarded teacher and coach at the school for 35 years. As a young man he served in the U.S. Marines from 1917–1919 in Cuba.

Open enrollment for health care coverage through Covered California starts on Nov. 1. On Capitol Hill there is constant talk of repealing the Affordable Care Act, which could result in millions of people losing their coverage. While in California there is a move towards universal coverage in the state legislature with SB 562. How should health insurance work in the United States?

Healthcare for all will whittle one-third off the cost of present health care by eliminating health insurance premiums. That's what Medicare for all would mean. This program is also known as “single payer” because the government is the single payer who pays for any doctor or any hospital of choice. This would be similar to SB 562 in California. Single payer health care would save money (no insurance to pay) and cover everyone. Beware of the big insurance companies that will fight hard for their big profits. Keith Snow They need to find a plan to keep helping the people. I feel we should not take anything away. The President is out of control. Obamacare is the best plan we ever had. Once they take that away we will definitely be in a crisis. The government does not have a plan. All they care about is money. They don’t care about the people. I have insurance but co-pays
are still expensive. It’s wrong and they need to re-evaluate what they are doing to the people. Nants Foley I think we should move to a single-payer system. Medicare for everyone. But we also need to stop spending so much money at the end of life. Just my opinion.

California must lead the way in helping our country join the rest of the modern industrialized world in adopting universal health care for all citizens by passing SB 562. Universal health care results in coverage for everyone—regardless of age, income, or pre-existing health conditions. And, economic analysis demonstrates that expanded coverage can be done for less than the amount we currently pay for premiums, co-pays, deductibles, drugs and hospital costs. Elimination of these costs more than offsets the taxes required for universal health care. Under the current system, health care is rationed by for-profit insurance companies. Multinational corporations determine the limits of coverage, the amount of out-of-pocket expenses, and they choose which doctors you are allowed to see. When your insurance plan changes— over which you have no control—your doctor changes. The covered treatment also changes. Under universal health care, treatment decisions are made by patients and their doctors based on best medical practice rather than profitability. The resulting continuity of care ensures better health outcomes. Can government run a health care system efficiently? Consider that private insurance administrative costs for CEO salaries, shareholder dividends, marketing, etc. are about 18 percent. By comparison, Medicare and Medicaid’s administrative costs are 3–4 percent. Universal health care is good for business. It eliminates the administrative burden of annually evaluating the complex insurance plans to see which plan companies can afford while providing basic benefits to employees. And by joining the rest of the industrialized world that already has universal health care, this reduction in costs make our companies more competitive in the global economy. Workers are also winners. Negotiations will no longer have to balance wages vs. health insurance. No longer will pay raises be held back or reduced because of the annual hike in the cost of health insurance benefits. Single-payer systems are good for doctors. Not only are decisions based on best practice, but eliminated are costly, confusing and burdensome processes of obtaining treatment authorizations and billing which vary among insurance plans. The rest of the modern industrialized world has long ago discovered the merits of universal healthcare. They know that health care for all citizens decreases costs and results in better health. Supporters of SB 562 and similar plans understand there will be a transition period on the road to implementation. But it can be done—just like the rest of the world. RICHARD “DICK” MANFRE November 10, 1926 - October 27, 2017

ichard (Dick) Manfre passed away in the early morning of Friday, October 27, 2017, at his home in Hollister at the age of 90. Dick was surrounded by his loving family in the days prior to his death. The family doted on him as his sisters, nieces and nephews visited to share in the laughter and storytelling of each ones unique relationship with him. This is a man who knew without question, he was truly loved. Dick was born in Medford, Mass. on November 10, 1926 to Irene and Hugo Manfre. He shared his birth with his identical twin, Robert (Bob). He enjoyed being the eldest by seven minutes. As WWII was underway, Dick enlisted in the Navy, leaving Medford High School in his senior year, 1944. His military service ended in the Philippines aboard LST 749 when it was attacked and sunk. After recuperating from extensive injuries, Dick returned home to Medford where he married Barbara Quinlan. Together, they had three children, Loretta, Richard and Charlene. Dick was a proud veteran and graduate of his beloved Boston College. In 1949, the family of four relocated to Watsonville where Charlene was born. Family life and a career in the banking industry took them to San Jose. Ultimately, Dick began a career as a self-employed Real Estate Appraiser. Appraising became his life’s work. It was through this career that he was able to make and sustain life long friendships within the industry. At the age of 85, Dick made the decision to hang up his tape measure and retire. Dick was blessed with his life partner Teresa, whom he met through his association with the British American Club. Married on November 10, 1975, on Maui, they enjoyed 42 years of marriage, traveling, dancing, laughing and living life to the fullest. Dick is survived by his wife, Teresa, his three children, Loretta, Richard and Charlene. Four grandchildren, Ty Moran, Aaron Moran, Ryan Manfre, Sierra Manfre, eight great-grandchildren, sisters Beverly Van Sant, Jeri Hawsey and sisters-in law Shirley Manfre and Donna Manfre and numerous nieces and nephews. Taught at Clyde Fisher Jr. High, East San Jose, CA 1963-1967 and taught and coached at Gilroy High School 1967-1996. Jim also took over coaching the girls Basketball team at Notre Dame High School, Salinas, when Coach Hagen died midseason. Jim was lucky enough to take that team to the State Championship games at the Oakland Coliseum. He had a total of Educating Students for 36 years, an abundant life. Survived by wife of 61 years, Carolyn, son Tucker, daughters Shannon, Amber and Shelby. Grandchildren Tayler Hofrichter, Anthony Avalos, Nico Avalos and Cade Oliver-Ange. Greatgranddaughter Kaydence Hofrichter and brother, Bill (Sandy) Oliver of San Jose, also many nieces and nephews. Loved by many. Missed by all. arbara Hawkins Fetsch died unexpectedly October 9, 2017 during an extended visit to her family’s home at the Hawkins Ranch near Hollister, California. Barbara was born February 12, 1947 in Alameda, California to Elizabeth H. Hawkins and Thomas W. Hawkins of Hollister. She grew up on the family ranch near Hollister, attending Ausaymas School and Hollister High, graduating in 1964. She then attended University of the Pacific in Stockton, California, and University of Oregon, before marrying Ernie Fetsch of Lakeview, Oregon on May 2, 1970 at her family’s home on the Hawkins Ranch near Hollister. During the 1970’s Barbara worked as a seamstress and tailor at Fetsch’s Men Wear in Lakeview. After they divorced, Barbara moved to Ashland, Oregon, where she continued in business as a seamstress and tailor. During the next few years she finished her college degree at Southern Oregon University in Ashland. In 1999 she moved to Klamath Falls, Oregon, where she resided until her death, with extended stays at the family ranch at Fort Klamath, Oregon and at Hollister. Barbara is survived by brother Gerald Hawkins (Carol) of Hollister and Fort Klamath, nephews Lee Hawkins (Anna) of Bakersfield, California and their daughter Allyson, Mark Hawkins (Sarah) of San Jose, California and their children Joshua and Evangeline; by cousin/special friend Lynne Cabral of Sprague River, Oregon; close friend Ladena Wells of Lakeview and her grown children Eli, Megan and Sarah; and by many other friends and relatives. She was an active member of her church – teaching Sunday school until last year – and also involved in the philanthropic group, P.E.O. International. Local veteran helps honor departed loved ones REMEMBRANCE TILES IN DOWNTOWN HOLLISTER Jenny Arbizu Contributor

Upon entering the Veterans Memorial Building courtyard on San Benito Street in Hollister, visitors and passersby may notice two sets of bricks that border the walkway into the building. At one time they may have blended in with the pavement, but now they are blocked off behind rod-iron fences. “People were walking all over them or dropping gum,” said Mike Pulido, former commander of Hollister Veterans of Foreign Wars Post 9242. “We put up a little black fence around it because it’s supposed to be hallowed ground.” What makes these bricks special are the names that are engraved on them—the names of deceased United States veterans who served their country in combat and during times of peace. The VFW Post 9242 calls these bricks Remembrance Tiles and considers their placement to be a memorial monument. Pulido said the local VFW Post began placing these tiles in the courtyard soon after Operation Iraqi Freedom began. Now, nearly 15 years later, there are approximately 300 bricks that memorialize veterans. As Veteran’s Day approaches, Pulido, who volunteers as the initiative’s coordinator, wants local military families to know
they can purchase a remembrance tile to honor a loved one who has passed away. Pulido encourages residents to contact him or assistant coordinator, Paul Arballo. “I’ll mail out the applications or they can swing by the Veteran’s Building and we can hand it out to them,” he said. Along with documents that need to be filled out, families have to provide proof of the deceased veteran’s record of service. There is a website listed on the application to assist families in obtaining the proper records. The VFW Post 9242 is also more than happy to assist, as well, said Pulido. There also is a fee of $150 per brick, but Pulido encourages all families to still apply. “If the veteran’s family cannot come up with the $150, the Veterans of Foreign Wars or the Legion will pitch in and pay for the brick,” he said. Pulido, himself, has been a veteran since being honorably discharged from the Air Force in 1988. He served for 27 years and was stationed in such countries as Guam, Philippines, Japan, Thailand, Hawaii, and Alaska. He served in Vietnam from 1964 to 1969. After serving as commander at the VFW Post from 2011 to 2013, he took over the job as tile coordinator. He is now in charge of placing the newly engraved tiles. Pulido holds a ceremony twice a year for the newly engraved tiles, on Veteran’s Day and Memorial Day. “I contact the families prior

“There’s a bunch of us laying on our stomachs with little, tiny art brushes going over them with black paint. It’s time consuming, but we enjoy it,” he said. The next tile memorial ceremony will be at 11am on Saturday, Nov. 11, Veteran’s Day. There will be three veterans honored, and

Barring food poisoning or some mid-race injuries, it was a foregone conclusion the San Benito High girls cross country team was going to win another league title at last Saturday’s Monterey Bay League Championships at Toro Park in Salinas. The Haybalers’ superiority showed as they ran away with the league championships with 72 points (lower point total wins). North Monterey County was a distant runner-up with 112 points. Having won the MBL Gabilan Division for as long as it has existed—six years—and two Tri County League titles before the formation of the MBL, San Benito has captured
eight—count ‘em, eight—consecutive league championships. A league dynasty indeed. “It felt great,” said Mariah Changco, whose time of 20 minutes, 22 seconds was good enough for second on the team behind Elli Kliewer’s 19:46. Kliewer took fourth overall. “It was a great confidence booster for CCS, and hopefully another step for us going to state.” San Benito’s quest for a berth in the CIF State Championships will be determined on Nov. 11 in the CCS Championships at Toro Park. The Balers must finish among the top two teams in the Division I race to qualify for state. The Balers are currently ranked fourth among all Division I teams in the section, so almost every scoring runner will most likely need to nail personal-records (PRs) to punch their ticket to state. A daunting task? Yes. Impossible? Hardly. The Balers are
seemingly peaking at the perfect time, meaning all of the runners are capable of posting lower times. A year ago, the Balers were worn down entering the CCS Championships at Crystal Springs in Belmont, and they left with disappointment. This time, they’re more confident in their fitness as a result of last year’s experience, knowing they’ll be on fresher legs for CCS. San Benito co-coaches Ryan Shorey and Leanna Morgan will make sure of that. The squad’s latest league title means no sports team at the school has had as much sustained excellence in terms of winning championships for the last decade. “For the girls team, Saturday wasn’t so much about winning league,” Shorey said. “We were expected to win league, but what we needed to do was beat ourselves in a sense. We needed to know we could compete at a higher level as a whole team. It
was a day to build more confidence in regards to state.” The San Benito boys also performed well in taking second at the league championships and third overall for the season. Just as he’s done all season, standout junior Joseph Loredo led the Balers with a sixthplace overall placing—combining the Gabilan and Pacific Division runners—in 16 minutes, 47 seconds. Luis Mendoza (17:01) took 10th, Elliot Ruiz (17:08) finished 13th, Gerald Maresh (17:21) was 17th and sophomore Isaac Gutierrez (17:24) rounded out the team’s scoring with a 19th-place showing. Other team members included Christian Chavez (17:39) and Emiliano Quintero (18:26). Shorey said he was proud of the boys’ performance, as all but one of the runners established season-best times at Toro Park. On the girls side, the three ➝ Balers, page 18

O-line solid as usual for Balers The Haybalers’ tradition includes having strong offensive line play every year. This season is no different. In Daniel Pasillas, Blaze McShane, Aidan Pung, Jesus Toscano, Diego Ramirez, Nathan Sanchez and tight ends Gio Giannotta and Matt Hernandez, San Benito has maintained strength up front. The Balers put up a season-high 60 points in last week’s win over North Salinas, doubling the Vikings’ total. The Balers (6-3 overall, 4-2 league) play Palma on Friday in a game that will determine the Gabilan Division’s third-place team.

Some football players can play both ways, but it’s rare to find a two-way player who is a threat to score both offensively and defensively. And yet that is the luxury the Anzar High football team has in Greg Arispe, a junior running back/cornerback who has combined for double-digit touchdowns this season. The 5-foot-8, 150-pounder has over a half-dozen rushing TDs to go along with returning three interceptions for TDs. Arispe’s instincts and uncanny vision has helped him produce some memorable performances throughout the season, starting with the Hawks’ season-opening win over King Christian, in which he rushed for 186 yards and four touchdowns. “As a runner, he has a quick burst after the first cut, a crafty shiftiness with his ability to juke defenders, and is the fastest guy on the team once he hits the open field,” Anzar coach Kollin Kosmicki said in an email to the Free Lance. The Hawks play their final game of the season Thursday at home against Trinity Christian. “He’s one of the top two or three playmakers in our league and will be a force to contend with as a senior.” Arispe said his favorite moment offensively came in a win over East Palo Alto Phoenix Academy, in which he made a couple of nifty cuts in the open field before breaking a tackle and sending the East Palo Alto player tumbling. “I saw a guy on the right side of me coming in,” Arispe said. “He was going to hit me straight on with his helmet, so I got down a little lower and straight trucked him. He went flying ahead of me 4 yards, and I remember the reaction from everyone around me. It was great.” Defensively, Arispe’s athleticism and knack for being around the ball has produced some highlightreel moments. Against Kings Christian, Arispe had an interception before running out of bounds, prompting the Kings Christian quarterback to mutter some smack talk toward Arispe’s way. So what did Arispe do? He gave the best response possible. “I said, ‘Look at the scoreboard, and look what I’m doing to your team,’” he said. Kosmicki said it’s no coincidence that Arispe has returned three interceptions for TDs. In fact, the first-year Anzar coach commented that Arispe came close to having a fourth pick-6 this season.

Since Monterey High doesn’t have a home pool, both of the teams’ regular-season matches were played at San Benito High. “Our team really benefits from playing in a bigger pool because we can use it to work our counter attacks and speed,” Bonnet said. “And Monterey’s offense works well when everything is clustered together, which confused us the last time we played them.” Bonnet scored all three of his goals in the first quarter, staking the Balers to a 4-1 lead entering the second period. Oliver Garcia also had three goals, Ben Smith had two and Gordan Rianda, Josh Corrigan and Eduardo Villanueva had one tally apiece. Sigourney has been preaching defense all season, and the team produced its best performance yet. “We talked a lot about taking them (two Monterey players) out of the game and running a defensive scheme that would make the other players on Monterey step up,” Sigourney said. “The fact that we allowed only three goals is a testament to the excellent defensive effort (of all the players) and job by Casey Matsui in cage for us.” Having finished in

What was setting up to be a monumental showdown turned into a long-awaited coronation for the San Benito High boys water polo team. Playing Monterey High in the championship match of the Monterey Bay League Pacific Division playoffs last Saturday at Aptos High, the Haybalers left no doubt of their superiority in a convincing 11-3 victory. The win earned the Balers an automatic berth into the Central Coast Section playoffs, something the program has accomplished just a handful of times in its history. San Benito (16-10), which earned the No. 8 seed in the Division I playoffs, plays No. 1 Gunn (1611) on Saturday at MenloAtherton High. “It was really exciting, especially for a couple of us who have been on the varsity the last four years,” Balers senior Zander Bonnet said. “The last three years we’ve had some
heartbreaking losses, and it’s really special that we were able to pull it all together this time. There were a lot of tears, fist bumps and hugs, and we got to throw coach (Brendan Sigourney) in the pool. That was fun.” Surprisingly, too much fun. Monterey went 1-1 with San Benito during the regular season including a win in the teams’ last match two weeks ago. However, the Balers made some great adjustments and used the regulation-sized pool to their advantage in whipping Monterey. In the teams’ previous match, two Monterey players were responsible for scoring nine of the Toreadores’ 11 goals. Several of those scores came on the backdoor drive, which the Balers shut down completely this time around. San Benito’s game plan was to take those two Monterey players out of the game, and they did just that. The larger pool also played a factor in the outcome. The Balers have a host of fast swimmers, but that speed gets negated at their home pool, which is less than half the size of a regulation-sized pool typical at most high schools.

Led by a senior-dominated roster, the Balers knew it was now or perhaps never. Bonnet set the tone by scoring on the second possession of the game, and San Benito pulled away rather easily. “Those goals (by Zander) are even more impressive when you look at the fact that every coach looks to double or triple team Zander whenever he gets the ball,” Sigourney said. “Even when he doesn’t score the lion’s share of
goals, most teams end up doubling him. This opens up scoring opportunities for others as a result.” Sigourney said Garcia scored clutch goals throughout the season, including a couple of tallies when it looked for a brief moment that Monterey was threatening to make things interesting in the second quarter. Corrigan also has been strong in important moments, and Rianda, Smith and Villanueva have made dramatic improvements in helping the team. One player who didn’t score—Ceily Hepner— happens to be one of the
most impactful players on the squad. “Ceily has been largely responsible for our successes this season,” Sigourney said. “She is one of the smartest and most fundamentally sound players on our team. She knows when to crash on set, when to make the pass, and reads the pool extremely well.” In addition, Sigourney said Dawson Garcia and Ryan Okubo have been the team’s defensive specialists as the primary and secondary hole guards. In the end, it was a balanced team effort that propelled the Balers to a coveted division championship.

The State of California Department of Transportation is planning to widen State Route (SR) 25 to a four- lane expressway between San Felipe Road to the Santa Clara County Line, starting at Post Mile 51.5 to Post Mile 60.1. The route was adopted by the California Transportation Commission on October 19, 2016 (Resolution HRA 16-02). The proposed project involves building a new four- lane expressway, nearly parallel to the existing SR 25 weaving to the north and south sides of the existing two-lane highway. Separate portions of the old two-lane highway will be relinquished to the County of San Benito as a frontage road upon completion of the four-lane facility. Two County roads, Hudner Lane and Grant Line, which currently intersect with SR 25, will not be extended beyond the new frontage road and will not have direct access to SR 25. A new interchange will be constructed at SR 25 and 156. As part of the project development process, the State of California Department of Transportation is required to adopt a Controlled Access Highway Agreement with San Benito County whose roads are affected by the project. The adoption of the Controlled Access Highway Agreement by the Board requires a public hearing for public comments in accordance with CA Streets and Highway Code Section 100.22. The Board hearing on the above-referenced matter will be held at the Board Chambers, County Administration Building, 481 4th Street, Hollister, California on November 21, 2017 at 9:00 a.m. (or as soon thereafter as the matter may be heard).
