The first pay increase vote had followed board approval of new employment contracts with 3.5-percent raises for county employees. The labor bargaining groups had negotiated with the county for months over wage increases, county health care contributions to help offset increasing costs and continued holiday office closures. Supervisor Robert Rivas was the sole dissenter at the October

He called Tuesday’s vote “democracy at work.” “I did vote against this proposal last time, but even though I voted against it people still called, pissed off at me for some reason,” Rivas said. “I’ve always felt that this issue does have merit, but at the same time, as many have suggested, our policy needs to be driven by data.” All of the county supervisors indicated they’d heard from their constituents within the last two weeks, objecting to the pay hike. “We heard you and got a clear message,” Board Chairman Jaime

De La Cruz said. “While we’re the Board of Supervisors and the buck stops with us, unfortunately on this subject matter when it pertains to salaries, it shouldn’t be at this level. I’d suggest maybe a committee of citizens should come up with the idea and let the recommendation come from them.” Between the end of October when the potential pay raise was first endorsed and the Nov. 7 meeting, supervisors met with the heads of labor bargaining ➝ County Salaries, 14

San Benito High celebrates CTE building AUTO, METAL, WOOD, AGRICULTURE SHOPS OFFER NEW FUTURES FOR MANY STUDENTS

The San Benito High School District on Tuesday, Nov. 7 held a ceremonial grand opening for the new, 38,380-square-foot Career Technical Education (CTE) building on the south side of campus. The event attracted an estimated 200 guests, including local educators, elected officials, the San Benito County Chamber of Commerce and Visitors’ Bureau, the San Benito County Farm Bureau, and other community members. The building, funded by the voter-approved bond Measure U, includes auto, metal, wood and agriculture shops along with an ag science lab, floral classroom, three other classrooms and a computer lab. A ceremonial ribbon-cutting was held at 5:30 p.m. outside the building followed by a tritip barbecue provided by the Ag Boosters. The ribbon was held by AEDIS Architects on one end and Blach Construction on the other, with the SBHS District Board of Trustees and CTE teachers in the middle. Board President Steve Delay held the ceremonial scissors to signify the opening of the building. In his speech at the event, Superintendent Shawn Tennenbaum said, “What started out as a dream of many has become a reality for our students, staff, and greater school community.”

He added that “it is often said that it takes a village to raise a child, but in our case it truly takes a community to see such a magnificent project to fruition.” Tennenbaum praised the school’s CTE teachers by saying that through their guidance, “students have the opportunity to learn highly-technical skills that will provide them a multitude of opportunities after high school.” SBHS metals teacher Mark Krause thanked his fellow CTE teachers and the voters of San Benito County for their support of the project. He also praised current and former administrators and board members for their commitment to education. The building, he said, “truly was a team effort” and noted that the district is “bucking the trend” of districts diminishing or eliminating their career technical education programs. “We can be an example to schools throughout California about what career technical education should look like.” After the ribbon-cutting, guests were invited to mingle in the building and speak with the educators who teach there. Assemblywoman Anna Caballero’s office provided a certificate of recognition from the California State Assembly recognizing the building for “serving youth in an innovative environment of learning and professional development The San Benito County Farm Bureau donated $500 to offset costs of the event and FFA students helped with parking, guiding attendees to the event and providing hors d'oeuvres.

City Council green lights seven cannabis facilities RECUSALS SLOW FINAL APPROVAL FOR ONE MORE POT BUSINESS Nicholas Preciado Reporter

Cannabis was on the Hollister City Council agenda yet again this week, and council members sprinted through the pot-related items faster than in previous marathon cannabis discussions. Seven medical cannabis facilities were approved on the council’s consent agenda, but council members failed to set an appeal hearing date for another, Haven Dispensary, because two recusals left the council with no quorum. Vice Mayor Karson Klauer and Councilman Jim Gillio had recused themselves from the Haven decision, citing potential conflicts of interest, and Councilman Ray Friend was out with an excused absence. With just Mayor Ignacio Velazquez and Councilwoman Mickie Luna up on the dias, the item was pushed to a future meeting on Nov. 20. Haven Dispensary Executive Director Taylor Rodrigues said he felt neutral about the decision. “I think it highlights the issue I’ve brought up several times to the council, that they should have an unbiased attorney look at the recusals,” Rodrigues said, referring to City Attorney Soren Diaz’s relation to local law firm L+G, which has represented other cannabis applicants in the city. Diaz has stated numerous times that he has never represented an applicant himself.

Klauer explained his recusal by phone on Tuesday. “If we go back in time to when the original item was heard for the dispensaries, I had a conflict of interest with one of the sites being considered,” Klauer said. Klauer previously recused himself from voting on a potential cannabis dispensary, manufacturing and cultivation facility at 817 Industrial Drive, which failed to gain council approval in October. The recusal stemmed from the building’s proximity to 807 Industrial Drive, which was then owned by a trust where one of Klauer’s family members was a beneficiary. The property was sold approximately two months ago, Klauer confirmed. He explained why he had to recuse himself from the appeal setting Monday night. “Because their appeal comes from that original consideration of the group,” he said. “I talked with the city attorney a couple months ago when applicants first started appealing. I had to recuse myself because it was still part of the original consideration.” Gillio also recused himself from the Haven Dispensary item because of its relation to other dispensary applicants. “The recusal for dispensaries is because I had applicants that were purchasing items from my store,” Gillio said. “If I were to vote no on every other dispensary application, it would potentially give the existing dispensary an unfair advantage.” The appeal setting was pushed to the council’s Nov. 20

Motorists in downtown Hollister continue to ignore four-way stop signs at the intersection of San Benito and Fifth Streets, even after extra stop signs were placed in the middle of the street. To prevent accidents, SHOULD the city return three-color signals to the intersection, re-install flashing red lights at the stop signs, or leave only the four-way stop signs at this busy intersection? Governor Jerry Brown is no relation to the late Assemblyman Ralph Brown, for whom the Ralph M. Brown Act—which since 1953 as guaranteed the public’s right to attend and participate in meetings of local legislative bodies in California—was named. The governor is increasingly no friend of the Brown Act, despite sharing its name, or of its companion, the California Public Records Act. As the first year of the 2017-2018 legislative session came to a close last month, the governor vetoed two bills that would have aided in the ongoing battle for public transparency. One measure introduced this year was intended to increase the speed of responses to records requests and compliance with the California Public Records Act generally. In rejecting AB 1479 by Assemblymember Rob Bonta (D-Alameda), the governor stated he was unconvinced that the bill would have a measurable impact. By the time the bill reached Gov. Brown’s desk, it would only have required every agency to establish a custodian of record to handle public records inquiries. An earlier version of the bill that would have allowed a court to impose a $5,000 fine on an agency that unreasonably delayed responding to a request, or otherwise acted in bad faith in executing its duties under the public records act.In his veto message the governor did signal his willingness to consider future legislation strengthening the public records act. Also last month, the governor signed a bill that will allow cities, counties and special districts to keep their rationales for granting pay and benefit increases secret—not just during their negotiations with employee bargaining units, but permanently. The new law creates an exemption from disclosure under the California Public Records Act for records of local agencies related to pay and benefits bargaining with employees “that reveal a local agency’s deliberative processes, impressions, evaluations, opinions, recommendations, meeting minutes, research, work products, theories, or strategy, or that provide instruction, advice, or training to employees who do not have full collective bargaining rights.” Oddly, the bill was not requested or supported by local agencies themselves, but rather by the public employee unions. State employers and employee bargaining units already must “sunshine” their negotiations in specific public proceedings. Employee bargaining units must present their initial negotiating proposals to the employing agency at a public meeting, at which point the proposals go on the public record. And the employers must likewise present their proposals or counterproposals to the employee units at a public meeting, on the record as well. At the local level, only school and community college districts are required to “sunshine” their bargaining under similar rules. All too often, public bodies and public servants forget the “public” part of their titles or job descriptions. More transparency, not less, is what’s needed.

JOHN CARDINALLI August 4, 1921 - November 5, 2017

ohn Cardinalli, age 96, from Hollister, California, passed away peacefully, surrounded by family and friends on November 5, 2017. John was born in Pittsburgh, California in 1921 and raised in Monterey, California, where he and his wife, Josephine raised their two children, John and Jennifer.

Mr. Cardinalli served in the U.S. Army, stationed in Germany with the OSS (now CIA) from 1942 to 1945. At age 92, he documented his military service in a book called “65 Years of Secrecy” which is now part of the collection of the Library of Congress. In 2016, Mr. Cardinalli was honored in Washington, D.C. on an Honor Flight and in 2017 was to receive a Congressional Gold Medal, which was delayed until 2018; however, Congressman Jimmy Panetta learned from a family member that Mr. Cardinalli was close to death and arranged for a Congressional Resolution in his honor to be read and entered into the official record of the House of Representatives in Washington, D.C. and then presented to him in the hospital by his aid, Anthony Musa. His accomplishments are many: fisherman, painting contractor, land developer, owner of a clothing store, Italian Bakery, author, husband, father, grandfather and great grandfather. His wife of 59 years, Josephine, passed away in 2011. He is survived by his son, John (Rosie) Cardinalli and daughter Jennifer (Bob) Fernandes; grandchildren John (Grace) Cardinalli and Kara (Steve) Loupe, Christopher (Starr) Fernandes and Bob Fernandes; great grandchildren John W. Cardinalli, Madeline and Oliva Loupe, Gianna and Isabella Fernandes, Dominic, Dean and Mya Fernandez. Visitation will be held at Grunnagle-AmentNelson Funeral Home on Sunday, November 12, 2017 from 1:00pm to 7:00pm with the recitation of the Rosary at 3:00pm. eanore May Vlastelica, known to most of us as Lea (pronounced Lee), passed on October 26, 2017 in San Jose, California. Lea passed, as she lived, in accordance with her wishes and without prolonged illness or pain. Lea has lived in Gilroy, CA for the past four years, though she spent over 50 years in San Jose, CA, as well as ten years in San Luis Obispo, CA.

Lea, the widow of Ronald Vlastelica for 44 years and life partner of Stan Zafaran for 19 years, was the loving mother of five children, ten grandchildren, eleven great grandchildren, and three great-great grandchildren. Lea was born as Leanore May Russell in Goodyear, Arizona as the eldest of two daughters of Darce and Nellie (Brown) Russell. She spent her first 13 years between Arizona and the greater Salinas area. She attended both San Jose High School as well as San Jose State University (College) Lea was a committed citizen of the world and was very active in a wealth of efforts and charities. These commitments ranged from building St John Vianney’s school and parish, to driving the creation of Happy Hollow Park, the education and awareness program for the Happy Hollow Zoo, and her many years in running the San Jose State Foreign Student House. She gave of herself to all those she knew. Lea was also an avid life-long learner. Lea never stopped loving to read, discussing those books, and traveling the world to learn, experience and understand new things. Lea was a firm believer in making the world a better place, through both actions and funding (time and/or money) of those organizations that improved the quality of life for both people and animals. Her insights, passion for all living animals, protection of our environment and world, generosity to countless charities to improve Native Americans, disadvantaged women and children will be sorely missed. Adored and admired by his entire family, Frank leaves behind fifteen nieces and six nephews and a countless number of great nieces and great nephews. Frank was loved by all and will be deeply missed. For Hollister residents and veterans, Richard Castro and Dolly DeVasier, contributing their time for their country has been at the forefront of their lives. Castro, a retired 18-year Marine Corps lieutenant colonel, is a veteran of both Korea and Vietnam. DeVasier, who served as in the Air Force during the Korean War, has been the auxiliary president of the Hollister Veterans of Foreign War Post 9242 for 29 years. Castro and DeVasier will be contributing to their country once more this weekend: they have both been titled the grand marshals for the 16th Annual San Benito County Veteran’s Day Parade. And there’s little question that they were the best candidates for the job. Castro, who was born and raised in San Jose, joined the Marines in 1951. “I went to Korea in ’52, then got out in ’55 as a buck sergeant,” Castro said. “I got married and joined the Sheriff ’s Department in Santa Clara County, but only lasted about a year and a half.” Castro remained in the Marine Corps reserves until 1960, and thereafter became a truck driver. He said that it was a divorce from his first wife in 1972 that had him re-enter the Marine Corps reserves. “The judge said I needed to make more money,” he said. “I said I couldn’t pay child support, wife support, and all the bills with the money I made, so the judge said to get a job. So I joined the reserves.” Castro was sent to Quantico to become an officer, and it’s there where he became a second lieutenant. “While I was there, at this officer’s club I had seen this general and I talked to him. I said, I know you from Korea, you were a colonel,” Castro said. This colonel was looking for an aid and

offered Castro the position. Castro stayed in the reserves until 1982, while working his way up to lieutenant colonel. DeVasier’s own story with the military also began during the Korean War. Born and raised in Paicines as Francis Rose Vargas, DeVasier attended Hollister schools. She went to nursing school in Oakland after high school, but didn’t stay for long. “I dropped out at the end of the first year when I heard that the Air Force was looking for 10,000 women to replace men,” DeVasier said. Her basic training was done at Lackland Air Force base in Texas and she was then stationed at Randolph Field in Texas in 1952 and 1953. “I was placed in what I already knew—the medical field.” It was there where she met her husband. Although his death was service-related (she is now a Gold Star widow), she said she doesn’t regret her time serving her country. “It was the best thing I could have done,” she said. Both Castro and DeVasier now dedicate their time volunteering for veteran services. Castro belongs to the Hollister VFW Post 9242, the Hollister American Legion Post 69 and the Italian Men’s Club (IMC) in San Jose. DeVasier joined the VFW Post 9242 in 1980, and has been its

Auxiliary President for 29 years. They assist their groups in making donations, also. The club donates money to Catholic charities, battered women’s services, Catholic services, and the San Juan Bautista mission for the building of its roof. DeVasier’s Post 9242 Auxiliary donates to the Emmaus House, the homeless task force, and the Senior Community Center. DeVasier said that the VFW 9242 Auxiliary has now changed from what it used to be; it currently accepts men as members, and is seeking more people to join them. “We’re not the ladies auxiliary anymore; now we’re just the auxiliary,” said DeVasier. “All of the members are getting fairly old now and going away, so we do need more people to join us.” For Castro, he embraces the changes he’s experienced. Having moved to Hollister in 2010 to be closer to his family after the passing of his wife, and is now remarried. Since moving to Hollister, he meets his fellow veterans every morning. “Every Tuesday morning we meet at 9 at Country Rose, and every morning at Jack in the Box—we call it the Jack in the Box Society,” he said. “My time in the military, I enjoyed it. I met a lot of nice, good people in the military, a lot of good friends. A lot of them are passed now, but when I came here to Hollister I made a bunch of new friends here.”

County seeks city aid for homeless shelter OPENING SET FOR DEC. 1 WITH ROOM FOR 50 BEDS Nicholas Preciado Reporter

San Benito County officials approached the Hollister City Council Monday night to ask for $200,000 annually to help maintain the new HOME (Homeless Opportunities Meals and Empowerment) Resource Center. The following day at the San Benito County Board of Supervisors meeting, supervisors approved a one-year contract with Monterey County-based nonprofit Community Homeless Services to operate and manage the HOME Resource Center, which has a grand opening date of December 1. Supervisors approved paying $100,000 upfront at the request of the nonprofit, with some reservation. The total cost to operate and maintain the year-round homeless shelter is estimated at $615,710 annually. County Health and Human Services Director James Rydingsword reported on a threephase construction project for a year-round homeless shelter at 1161 San Felipe Road during Monday night’s council meeting. The first phase of the homeless shelter—which includes sleeping areas with a total of 50 beds, bathrooms, an office, lobby and dining space— is near completion. The second phase, which will provide a kitchen, training, and services, is estimated to be finished by next summer. An additional third phase would add transitional housing.

Some council members were taken aback by the request. “I’ve been on the council for almost three years,” Vice Mayor Karson Klauer said. “This idea started before I came on and this is the first time I’ve heard the idea that the city would fund any part of it.” He explained he had to weigh all the options the city could spend that money on. “It’s surprising to me that three weeks before it opens that now we’re talking about how to pay for it,” Klauer said. City Manager Bill Avera explained that any funding for the homeless shelter would come from the general fund until the city could apply for funding sources. Mayor Ignacio Velazquez said that taking care of the homeless problem in the city would cost money. “Until we have a full-time facility we’re going to have problems,” Velazquez said. “Even then, that won’t solve everything. But it’s a start. If we ignore this problem, it will grow on us.” He thanked Rydingsword and the county for partnering with the city on the project, which has come to fruition after nearly four years of work. “A lot of communities are still trying to figure out what to do,” Velazquez said. “It’s not free. It’s going to cost us money, but the cost of doing nothing is much more than $200,000. If we can do that, we’ll save the city quite a bit of money. It’s part of what we need to do as a community.” County supervisors also had some questions at their Tuesday meeting. “Is this kind of an industry-wide type of

thing that we anticipated?” Supervisor Anthony Botelho asked. “Usually I like paying after the work is performed rather than give a lot of money up front.” Rydingsword said he’d experienced that on other contracts. “This is something I’ve had experience with on other contracts, particularly when you’re dealing with community-based organizations, who often can be faced with a cash flow issue, to help them get started,” Rydingsword said. “It’s recouped over the first year so everything is evened out. We’re trying to work with Community Homeless Solutions so they’ll hit the ground running as soon as the doors are open.” The one-year contract with Community Homeless Services, the sole responder in a competitive request for proposal process, will give the county a chance to look at how the nonprofit performs. Rydingsword calmed the county board’s fears of a chance of the contract not working out. “I think it will pan out because this is an organization with 20 years of experience in the business,” Rydingsword said. “I feel very comfortable that they’ll be good and we’re going to want to keep working with them. “However, if something were to happen we would go out for another request for proposal,” he said. “If that were not to occur we would come back to the board and present a proposal to make this shelter run with county staff. We’d prefer not to do that for a number of reasons, but those are the options we’d be looking at if that were the case.”

Big pay raise plan generated big reaction County Salaries, 1 meeting, supervisors met with the heads of labor bargaining groups, including the Service Employees International Union Local 521, which represents 270 county employees, not including 50 vacancies that the county has struggled to fill. “The leaders of our groups came together and were able to work with you over the last couple weeks,” said Suzy Caston, child support specialist and SEIU chapter president. “I really appreciate your open ears. I really appreciate your attention to this matter. I appreciate you listening to our concerns and we really look forward to working with you in the future to address all these issues that we have facing us with employment retention, salaries, compensation studies, et cetera.” Some residents told the supervisors Tuesday that they deserved the raise. “I want to thank you all for taking the job and doing them, however I believe the compensation should be fair,” resident Robert Gibson said. “The county is growing and there’s a lot of issues coming up. It’s become a fulltime position.”

Like all other county employees, the supervisors will still receive a 3.5 percent cost-of-living adjustment that would increase their salaries from $48,194 to $49,645. “I think we have to take the salaries we’re able to afford and that would be what we gave everyone else in the county,” Supervisor Anthony Botelho said. Supervisor Jerry Muenzer was in agreement. “A number had to be thrown out and then we needed to hear from the community, and we did,” Muenzer said. “That number seems to be wrong.” The supervisor salary of $48,194 is less than 25 percent of the salary of a superior court judge, which county staff had claimed was a good baseline, on which to determine supervisors’ pay. The current superior court judge salary in California is $200,042. Supervisor Mark Medina thanked the public for their input and explained how feedback and input are the basis of his decisions. “Once again, my phone is always on, email is always available and the feedback is what I need from everyone,” Medina said.

A large contingent of conservationists kicked off a campaign Nov. 2 to permanently preserve Coyote Valley—which serves as a buffer of open space between Morgan Hill and San Jose— from the threat of future development. Backed by an environmental conservation grant from the Gordon and Betty Moore Foundation, a coalition led by the Committee for Green Foothills and Greenbelt Alliance has set out to defend Coyote Valley’s natural resources, including flood control, wildlife habitat and rich farmland. “We are on a mission to save Coyote Valley from sprawling development,” said Megan Medeiros, executive director of CGF. “We know San Jose and Silicon Valley residents are with us. We’re very

The purpose is “to permanently protect Coyote through a three-fold strategy of advocacy, research and community mobilization.” According to the new website, protectcoyotevalley.org, Coyote Valley is considered an inclusive wildlife corridor for the region, a secure source of drinking water and natural flood protection and a proud heritage of local agriculture. It is home to more than 215 species of birds, 1,000 acres of wetlands and 4,000 acres of farmland in production. “I am encouraged to see this kind of proactive engagement that conserves our important open spaces,” said Sergio Jimenez, city council member for San Jose’s District 2, which encompasses Coyote Valley. “There is a new vision for Coyote Valley that bolsters resilience to climate change and protects San Jose residents from flooding while caring for the Valley’s natural resources rather than old ideas such as sprawling development.”

And Leon—a former Anzar High product—played a vital role in Esqueda enrolling at Hartnell four years after the former Haybalers standout earned an academic scholarship to Northwestern University straight out of high school. “Diego is one of my biggest role models,” Esqueda said. “He’s an inspiration for what he achieved at Hartnell, which was amazing and something no one thought possible coming out of high school. But he willed himself to be one of the best runners out there, and it shows what hard work and determination gets you. It’s something I try to embody as well.” At San Benito High, Esqueda was the No. 2 runner behind Steven Velarde in his junior and senior years. As Esqueda noted, he was solid but not great; as a senior, he took 25th in the Division I race of the Central Coast Section Cross Country

Championships. Although Esqueda loved running, he couldn’t pass up a hefty academic scholarship to Northwestern, which is one of the more prestigious academic universities in the Midwest. Esqueda had a weighted 4.64 GPA in high school, good for third in the class of 2013. It was a huge honor to receive an academic

scholarship to Northwestern, and something Esqueda couldn’t pass up. Esqueda’s love for running continued at Northwestern, where he ran for its club team. While not as competitive as the Division I program, Esqueda still managed to get in some decent miles and complete tough workouts. However, Esqueda’s life

was forever altered during his sophomore year, in February 2015. On the drive home from an indoor club track meet, Esqueda was involved in a serious car accident that left him with a severe concussion. “That accident pretty much started a series of events that set me back in my academic career,” he ➝ Esqueda, page 21

As he broke the tape—signifying a decisive victory in last Friday’s California Community College Athletic Association (CCCAA) Northern California Cross Country Championships at Toro Park in Salinas, Hartnell College standout Ricky Esqueda had flashbacks of all the peaks and valleys he’s had to endure to get to this point. “It was a really amazing moment,” said Esqueda, a 2013 San Benito High graduate. “I yelled out at the end after everything I’ve been through. To get to where I’m at now, I definitely had tears there as I went up

to (Hartnell) coach (Chris Zepeda) and thanked him for everything and giving me this opportunity.” After years of heartbreak and struggle off the course, the 22-year-old Esqueda has once again found a haven on the dirt paths, a place that has brought him utter joy. This isn’t just a story of redemption; it’s a story of the human spirit and how a resilient young man has rebounded to become a record-breaker at Hartnell—and he’s just getting started. Esqueda’s time of 20 minutes, 15 seconds not only was 20 seconds faster than the secondplace finisher over the 4.1mile course at Toro, but it established the school record by one second over former Panthers standout Diego Leon, who is now running on scholarship at Montana State University. It just so happens that Esqueda and Leon are close friends, having met each other six years ago at

Among his other highlights, Navarro also had a 26-yard rushing TD against Palma. Despite showing some great vision and skill, Navarro said it’s his battering ram attitude that sets all of his big runs up. “When you take people head on and keep hitting them, they don’t want to go at you (later in the game),” he said. “That’s what I did against Palma—I came out with a punch and kind of went off. Every guy that came my way, I was trying to de-cleat.” Few players in the entire CCS have come on stronger late in the year than Navarro, who used his fourth-string position on the depth chart at the beginning of the season as motivation to better himself. “I was down in the depth chart, and I didn’t like being there,” he said. “It wasn’t a great feeling. I knew I had to work hard everyday in practice, but especially outside of practice.” ➝ Navarro, page 20

Stevan Navarro started the season as a fourth-string running back. But the San Benito High junior now finds himself in a starring role in the backfield alongside Jonny Gonzalez. The 5-foot-10, 180-pound Navarro is coming off two huge games: a 16-carry, 146-yard, two touchdown performance in last week’s 29-27 loss to Palma, and an 11-carry, 194-yard, three-touchdown effort in a 60-30 win over North Salinas two weeks ago. Navarro is second on the team in rushing, with 456 yards on just 42 carries, a team-best 10.9 yards per carry average. As the Haybalers (6-4) await their playoff matchup after the Central Coast Section seeding meeting Sunday, one thing is for certain: Navarro can be counted upon to bring toughness, intensity and a willingness to push past his limits.

“My strength is to run the ball hard every time,” he said. “The hole collapses very quickly, and whoever is in my way, I just want to say to get out of the way. I love contact, and I love the feeling and adrenaline you get after hitting somebody. That’s what smashmouth football is all about.” What makes Navarro so effective is he combines brawn with breakaway ability. “When I get in the open field, I have the power and speed to get away,” he said. Against North Salinas, Navarro returned a kickoff 75 yards for a TD and rushed for a 61 yard score. Out of his six TDs, Navarro said his most memorable moment came in the aftermath of the kickoff return for a TD. “I was so excited and worked up that when I got to the sideline, I felt like passing out,” he said. “I jumped up with Jonny, and when I came back down I got real dizzy. It took a while to get my breath back.”

The Balers can make NorCals if they beat Los Gatos, which will pose a huge challenge. San Benito, which is the higher seed, received the short end of the straw as it has to play in Los Gatos’ home gym. Neutral site locations are set a year prior to the playoffs, and it just so happens that Los Gatos would host a Division I semifinal contest. No matter. Tonascia knows if the Balers focus on themselves and play at the level they’re capable of, they’ll be comfortable with the outcome.

Down two games to one to Monta Vista-Cupertino in a Central Coast Section Division I playoff opener last Saturday, the San Benito High girls volleyball team’s season was in serious danger of ending prematurely. “Before the fourth game, I asked the girls if they were ready to be done,” Haybalers coach Emily Tonascia said. “Because I didn’t think we were ready for our season to be over.” The No. 2 seed Balers (30-7) responded by taking the final two sets—game scores were 27-25, 21-25, 18-25, 25-11, 15-10—to propel itself to a Wednesday semifinal matchup with No. 6 Los Gatos (this edition went to press before the start of the match). “After the third game, it finally clicked that they needed to come together because we can’t do this

playing like individuals.” San Benito will have to play at a higher level if it expects to beat Los Gatos, which finished 6-6 in the powerful Santa Clara Valley De Anza Division this season. For perspective, Monta Vista— which plays in the same division—was 4-8 and lost both of its matches against Los Gatos, in five games and three games, respectively. The Balers certainly weren’t expecting to get as tested as they did in their playoff opener after winning a third consecutive Monterey Bay League Gabilan Division championship, going 12-0 in the process. However, Monta Vista gave the Balers all they could handle. “We were having a difficult time defending against their middles,” Tonascia said. “But that fourth game our defense kind of figured it out, and all of our defensive specialists started digging up balls from Monta Vista’s middle attack. Before that game, balls were flying past us, but we started to do a good job of

Stevan Navarro resilient in life and on football field Page 19 Navarro used every bit of his free time to pore over the playbook and watch video of the team’s upcoming opponent. “I had to be ready mentally and show what I was capable of doing on the field,” he said. “I really took responsibility to work hard, step up and do the things I was supposed to do. Everyday was a chance to prove myself.”

Navarro received tremendous support from Gonzalez, who versed Navarro on footwork while learning to get mentally tougher. The two would do pushups at the end of each practice, which Navarro said has gotten him stronger. “When the body is tired, the spirit is still alive,” he said. “And the spirit is something a football player has to have.”

It’s that inner fire that allows Navarro to wake up at 5:10 a.m. on school days so he can get to the San Benito High weight room by 7:15. Navarro, who is currently living in San Jose with his mom and uncle, has a much longer commute than his teammates. But the love he has for Haybaler football and his teammates and coaches superseded everything else. A

family situation led Navarro moving to his uncle’s residence in San Jose last March. He attended Lincoln High for a few months before transferring back to San Benito for the start of his junior year. “I had to make the commitment to drive an hour all the way to San Benito everyday to play football because they’re my brothers,” he said. “We have a

true brotherhood that a lot of teams don’t have.” Navarro credited his mom, Diana Sanchez, and his uncles, Danny and Ben Sanchez, for helping him stay strong amid a tumultuous living situation. Navarro estimates he has moved “about 10 times,” the last of which took him from Hollister to San Jose last year. “It was a tough year,”

he said. “But I’m grateful that I have my mom and uncles to lead the way. It’s been hectic moving house to house, but I knew we would find somewhere to settle down and hopefully get comfortable enough so I could enjoy the rest of my high school years.” Go to sanbenito.com to see the full version of this story.

Esqueda aims to transcend his running career three jobs, two of which included being a CASA program leader at the Hollister Youth Alliance and a power school program leader at the YMCA. While Esqueda was working, he still made it a point to run. Last December, Esqueda won the Christmas Double 8K race in San Juan Bautista. Five weeks later, Esqueda entered the Mission 10 Race, finishing in second place in a time of 55 minutes, 51 seconds—that’s a 5:35-minute mile pace— and just four seconds behind race winner Jorge Sanchez, another former Hartnell College standout who this past spring won a championship in the 5,000-meter run. Zepeda saw Esqueda stay with Sanchez the entire race, and came away impressed—but hardly surprised. After all, Zepeda had recruited Esqueda out of high school, and in the world of community college sports, many of the success stories are storybook in nature because it’s never a straight path to glory or success. Esqueda and Zepeda eventually started talking about the possibility of running at Hartnell, but Esqueda was busy with work and not sure if he was ready to go back to school. It was only in the spring during the track season

when Esqueda looked at the times of the Hartnell runners who were in the Mission 10 field when it really whetted his appetite to be a part of a competitive running team again. “I had this feeling that I needed to get better, and I needed to be a part of this team,” he said. “I had a real, strong intuitive sense of this and where I was going to go. When I saw the Hartnell team and how close they were, I had a feeling of, ‘Hey, I wish I could be a part of something like that.’ At a certain point, it became clear to me that academics was always going to be there, but running is something I really wanted to pursue in life.” However, Esqueda said the decision was far from an easy one. “Coming back to Hartnell, my family didn’t quite see where I was coming from,” he said. “They wondered why I had to choose this other path compared to the path that had been given to me already. They didn’t understand the approach I was taking, and it made me doubt a little bit on the decision I was going to make. But ultimately I had to decide what I wanted out of my future, and this is something I needed to do for myself—to pave my own path and find myself again.”

And so the comeback was on. Once Esqueda enrolled for classes at Hartnell, he started upping his mileage and worked out with the team during the summer on the weekends. Before the team started summer workouts, Zepeda never saw this coming. “Ricky wasn’t in my equation (in terms of being a NorCal champ),” Zepeda said. “I had good returners coming back and had recruited good local kids to come in. Ricky was one of those pieces you didn’t take into account.”’ However, as Zepeda has done with many athletes over the years, he believed in Esqueda’s character and talent. As the season went along, Esqueda’s times continued to drop, and now a state championship is not entirely out of the equation. If Esqueda can nail another personalrecord at the Nov. 18 State Championships at Fresno’s Woodward Park, he’ll be right in the mix for an individual title. Whatever happens, Esqueda’s future has plenty of promise. He’s going to take running as far as he can, but sees teaching as a potential career later on down the line. In the NorCal race, Esqueda made his move at the halfway point, climbing one of Toro’s hills

Page 19 said. “I had to drop out of the last three weeks of that winter quarter, and when the spring quarter started, I had to teach myself how to concentrate for long periods of time. It was a high stress time for me.” With things seemingly spiraling out of control— Esqueda suffered from at times debilitating post-concussion effects—he started seeing a psychiatrist once every two weeks for a fivemonth period. By the start of the fall quarter of his junior year, Esqueda still wasn’t right. By January 2016, Esqueda stopped taking classes and returned back home to Hollister later that summer, having made the decision to put academics on hold. “I needed to take time away from academics in order to work on myself as a person and know what I wanted out of life,” he said. “I had mental health issues, and it helped that I was able to talk about life, what went on and understanding where my emotions and feelings were coming from. Just being able to learn how to handle one’s own anxieties and emotions—that is something I needed to grasp.” Esqueda used his time away from school wisely, writing and working

He’ll never forget that February 2015 day, an accident that left him scarred, emotionally and physically. Yet Esqueda has risen out of the ashes, a testament to his determination and toughness. Those who have experienced a severe concussion know the post effects are brutal. However, Esqueda hasn’t let that accident deter him from realizing his potential. “I wouldn’t be the person I am today without that

experience,” he said. “I run now using all that is behind me as motivation to continue to push and get better. I’ll go to state with the possibility of winning the whole thing.” If Esqueda can produce another spectacular performance at state, he’ll surely reflect on all of the highs and lows he’s endured in the last couple of years. He’ll think back to that dreadful day in which his future was altered forever, and the year or two that followed where his life was seemingly in utter shambles. Then he’ll think about all of the hard work and sacrifices he’s made to turn his life around—one day at a time—leading to a moment of beauty and greatness.

NOVEMBER 21, 2017, at 9:00 AM County of San Benito Board of Supervisors Chambers County Administration Building 481 4th Street Hollister, California NOTICE IS HEREBY GIVEN that the San Benito County Board of Supervisors (“Board”) will hold a public hearing to consider entering into a Controlled Access Highway Agreement with the State of California Department of Transportation (Caltrans), for State Route (SR) 25 between San Felipe Road and the Santa Clara County Line/Pajaro River. The State of California Department of Transportation is planning to widen State Route (SR) 25 to a four- lane expressway between San Felipe Road to the Santa Clara County Line, starting at Post Mile 51.5 to Post Mile 60.1. The route was adopted by the California Transportation Commission on October 19, 2016 (Resolution HRA 16-02). The proposed project involves building a new four- lane expressway, nearly parallel to the existing SR 25 weaving to the north and south sides of the existing two-lane highway. Separate portions of the old two-lane highway will be relinquished to the County of San Benito as a frontage road upon completion of the four-lane facility. Two County roads, Hudner Lane and Grant Line, which currently intersect with SR 25, will not be extended beyond the new frontage road and will not have direct access to SR 25. A new interchange will be constructed at SR 25 and 156. As part of the project development process, the State of California Department of Transportation is required to adopt a Controlled Access Highway Agreement with San Benito County whose roads are affected by the project. The adoption of the Controlled Access Highway Agreement by the Board requires a public hearing for public comments in accordance with CA Streets and Highway Code Section 100.22. The Board hearing on the above-referenced matter will be held at the Board Chambers, County Administration Building, 481 4th Street, Hollister, California on November 21, 2017 at 9:00 a.m. (or as soon thereafter as the matter may be heard).
