It all began as a way to spend more time together as a family. Ten years ago, Nathan Fort was looking for an activity for his young son, Noah, to get involved in when they came across Ernie Reyes West Coast World Martial Arts, a system that combines traditional martial arts forms with acrobatics and choreography. “It is exciting and fun,”

The San Benito County chapter of the national nonprofit organization Birthday Cakes 4 Free started last spring and group members have been bringing cakes, cupcakes and muffins to low-income seniors and children ever since then. Since the group started in June, its members have delivered about five cakes a month to the Emmaus House, Chamberlain's Children Center and the assisted living facility Whispering Pines Inn. Now they're looking to expand to individual homes in the county. A2

competition roster, each compete in their own age division using props modeled after ancient Japanese weapons. Aiden is a pro at the kamas, a sickle-like weapon while Noah uses the bo or staff. And all the routines, lasting one-and-a-half to two minutes, are all done to music. But it is not just competing that keeps this family close. Through their connection to Ernie Reyes Sr., who developed the martial arts system, the family travels to gigs in Las Vegas, Florida and around the world as part of the Reyes’ demonstration team. San Benito County District Attorney Candice Hooper said she will ask a special forensic accountant to investigate possible fraud or theft by county School Board President Mitchell Dabo, in connection with missing funds from a local charitable trust. But there is a catch. Hooper said she wants the Hollister Police Department to look into it first. “We have just begun to use the pro bono services of a forensic accountant on an unrelated case,” said the district attorney in a written response to an email inquiry from the Free Lance. “Once we get the [Dabo] case file submitted from the Hollister Police Department, we will ask the gentleman to look at it too.” On Tuesday, a 217-page binder containing the evidence gathered by John Clark of Morgan Hill, the foundation’s lawyer, and affirmed by a Superior Court judge at the Nov. 13 civil trial—including bank statements, canceled checks, emails and court documents detailing the systematic draining of funds from the charitable trust by Dabo—was delivered to Hooper’s office by the Free Lance. The binder includes copies of canceled checks from the trust signed by Dabo and evidence of electronic transfers from the trust to a Mitchell Dabo Associates bank account. The canceled checks include: · Numerous checks made out to “Cash” signed by Dabo, including one with “Hair Extensions. com” in the memo. The cash amounts ranged from $2,700 to $21,008. · Three checks, totaling $490,000, to the late Jack Tyler, a friend and former business associate of Dabo · One check, for $3,000, to Barbara Matulich dated three weeks after she died in March 2012. The former Hollister orchard owner set up the charitable trust with her husband, Tony, in 2001. Tony Matulich died in 2003.

The generous holiday spirit was on full display last Thursday during the 29th annual Holte Holiday Dinner in Hollister when more than 300 people were served a hot Thanksgiving meal with all the fixings. About seventy volunteers of all ages prepared the traditional meal, which included smoked turkey, roast potatoes, mixed vegetables, tortillas, cranberry sauce, homemade salsa, pies and Portuguese sweet bread. Volunteers started preparations the night before at Sacred Heart Parish School, clearing the cafeteria, setting up tables and ensuring all was ready to start smoking the two dozen turkeys early Thanksgiving morning. “We started smoking the turkeys at 5am,” said Eduardo Servin, who has been volunteering at the event for the past 20 years. Like many of the volunteers, Servin brought along his children to take part in the charitable endeavor. His son Ulysses helped prepare the food while his other son, Manuel, arrived promptly at 11:15am—15 minutes ahead of schedule—to deliver 64 prepared meals to homebound seniors and the homeless. Servin said the drivers, who are equipped with pizza delivery style pouches to keep the food
warm, take the food to homeless encampments at Dunne Park and along the banks of the San Benito River. “It is a lot of work but it is just a couple times out of the year and the work makes us proud,” said Jose Ramirez, another volunteer. “Sometimes we are here until 6 or 7 o’clock to clean up but at least we have a roof over our head and some of these do not. We need to do this.” An hour before the dinner was to be served, the cafeteria was a buzz with activity, as people started to line up outside the doors. “I’ve been doing this since I was 6 years old,” said volunteer Tiffany Bustos. “I’m 29 now and I bring my daughter, Tiger Lily, who is 6 years old.” Bustos is also in the kitchen with her dad, Russell. “I just like doing it— I’ve grown up doing it,” said Bustos, who along with her dad and daughter will eat their Thanksgiving meal alongside their guests in the school cafeteria. Their own family meal will be held another day. “Just seeing the faces is super rewarding. It makes me feel good inside.” At another table are the “chili chicks,” socalled because the group of ladies and their daughters are busy chopping and dicing the fresh ingredients—tomatoes, onions, tomatillos—that will make up the meal’s fresh salsa. “We are making it an annual tradition to get

I think it is important to give back to the community,” said Sabrina Tobia, who brought her 12-yearold daughter, Marisa to volunteer. The dinner, which was started in 1988 by Marley Holte, a retired educator in the region and one of the founders of the Rotary Club in San Juan Bautista,
has been a mainstay in the community for nearly three decades. But, said current chairman, Ruben Lopez, due to a drop in donations the last couple years and an aging volunteer pool, this year’s Thanksgiving and Christmas meals may the the group’s last. “All good things come to an end sometimes,” said
Lopez. “San Juan Bautista has a Christmas dinner and people there can just walk up to the mission but in Hollister it is a bit different.” While this year’s Thanksgiving dinner had a “pretty good” volunteer turnout, said Lopez, it is a lot of work to fundraise and put on the two events each year. Lopez
and other longtime volunteers expressed their wish that others in the community would feel inspired to pick up the gauntlet and carry on the tradition. Because, Lopez said, the need is still great. “Our delivery list grew. If we opened it up we would probably be delivering two to three hundred meals,” he said.

· A $4,000 check to Mitch Dabo Associates Hollister police say they don’t have the resources to handle a proper investigation of last month’s revelations in San Benito County Superior Court that Dabo transferred more than $640,000 from the Matulich Charitable Remainder Trust to his own accounts. The money had been earmarked for non-profits served by the Community Foundation for San Benito County, which only received $82,110 from the trust. Dabo offered the foundation no explanation for the missing funds. Last week Dabo apologized in a signed online statement for what he called “a costly mistake.” “Assigning an investigator to this one case would be at the detriment of all the other cases currently on the detectives’ caseload,” said Capt. Carlos Reynoso last week, speaking for Police Chief David Westrick. Reynoso said Hooper doesn’t need police files to begin her own investigation. “We have not received any new information or records since the recent civil case,” the police captain said in response to questions from the Free Lance. “However, if the foundation has a substantial amount of evidence produced through its own investigation, the case can be reviewed by the DA’s office to determine if there is sufficient evidence to achieve a criminal conviction.” “The evidence does not necessarily have to come to the police department first before charges are filed by the DA’s office,” he said. Hooper last week disagreed: “Our office is lawenforcement-generated, meaning that reports are submitted by the agency. Therefore, any information on potential victims should be referred to the Hollister Police Department.” “We will sort it out,” Westrick told the Free Lance last week. Superior Court Judge Marjorie L. Carter ruled in favor of the foundation in its suit against

Dabo and ordered him to pay the foundation $1.74 million in damages, plus an estimated $85,000 in legal fees. “There’s plenty of evidence that the district attorney can use,” said Clark, “and then she can likely follow up and get Dabo’s banking records to corroborate those with the trust-account records.” “We could only track monies going out and back into the trust account and had no information as to what Dabo was doing with the funds after he transferred them out,” said Clark. Gary Byne, executive director of the Community Foundation, said other individuals have contacted him, saying they also were victims of actions by Dabo. Phil Fortino, president of the foundation board of directors, said last week, “Now that it’s been exposed, there are others who have said they had a similar experience. I think it warrants an investigation.” For more than 15 years after losing his Financial Industry Regulatory Authority certification because of regulatory actions, Dabo offered financial advice and planning to Hollister residents, including the late Tony and Barbara Matulich, who set up the charitable trust. Reynoso said that Hooper did reach out to Hollister police, and told of allegations against Dabo that were later affirmed by a Superior Court judge. “Chief Westrick met with the detective sergeant at the police department and an investigator was tasked
to look into the matter,” said Reynoso, in a written response for the Free Lance. “The investigator spoke with an attorney for the San Benito Foundation and it was apparent very quickly that this type of case required an expert forensic analyst.” Cases involving allegations of embezzlement are routinely referred to a forensic accountant or a private investigator to produce the evidence needed in a criminal and civil case, the Hollister police captain said. “Often a complicated case like this would require hundreds if not thousands of hours of investigation involving search warrants, bank records and interviews of many witnesses and an understanding of what to look for,” he said. “The department only has two detectives available to investigate cases in the City of Hollister.” Meanwhile, county school officials continued this week to refuse to say whether Dabo’s admitted mishandling of the charitable trust should disqualify him from serving as president of the county school board, or as a trustee, or whether the board would undertake its own investigation or public discussion of its president’s handling of the charitable trust. Dabo was first elected to the board in 1996. The only comments from the county office of education to repeated inquiries by the Free Lance were: Supt. Krystal Lomanto, who said, “The County Office of Education has no comment at this time,” and board Vice President Joan CampbellGarcia, who also said, “No comment at this time.”

Every time a new group or singer performed in front of the growing crowd a pair of blondhaired toddlers took to the street and danced. “It’s pretty neat, you see a lot of kids having fun,” said Hollister resident Richard Esparza, who came downtown with his wife, Stella. It was their first time at Lights On. “Watching all the families come together to have fun and the community coming out to support it is great,” said Stella. “It’s a relaxing and good way to start the holidays.” Cast members of the upcoming Elf Jr. musical playing at San Benito High School performed a couple songs. “I thinks its fun and new for everyone,” said Lynn Love, who plays Jovie in the musical that starts Dec. 15.

Leaders silent on Dabo
T
he facts are not in dispute. At the close of a 90-minute trial in San Benito Superior Court on Nov. 13, Judge Marjorie L. Carter ruled in favor of the Community Foundation for San Benito County, affirming the facts as presented: Mitchell Dabo, owner of a Hollister liquor store and president of the San Benito County Board of Education, systematically drained more than $640,000 from a charitable trust for his own purposes, depriving non-profits of money for vital services to county residents in need. Dabo did not show up for the trial. He did not contest the facts. “I made a big mistake,” he said in a statement last week. “I am so sorry for everyone that is affected by this.” Apologies don’t ease the pain of consequences, nor absolve wrongdoers of responsibility. Dabo, who was first elected to a position of public trust as a county school trustee in 1994, claimed he took “full responsibility” for his actions “in not securing the money.” Dabo has thus far failed to take acknowledge any personal, legal responsibility for violating state probate laws. He also has not taken any moral responsibility for denying a pair of old friends, now deceased, of their opportunity to leave a charitable legacy for their home town. It remains to be seen whether he takes financial responsibility for paying the court judgment ordering him to pay approximately $1.8 million to the community foundation. It’s business as usual for Mitchell Dabo. He still has his liquor store business. He still has his home in downtown Hollister. He still has insurance licenses, for life, accident and health policies. He still has businesses—Mitch Dabo Associates and Dabo Financial Group. He is still president of the county board of education. There are other responsibilities related to the issues raised by the civil court judgment against Mitchell Dabo. The Hollister Police Department has the responsibility to enforce the law—state and local criminal statutes. Money was taken from

an elderly woman’s trust account while she was still alive. There currently is no investigation whether crimes were committed. The district attorney has the responsibility to prosecute lawbreakers, and is the chief law enforcement officer of the county. District Attorney Candice Hooper says she won’t initiate any investigation whether Dabo committed any crimes unless the police first bring her some evidence. The Free Lance delivered evidence from the civil court case to her office this week. Both the district attorney and the police department say they don’t have the resources to even investigate, let alone prosecute, Mitchell Dabo. If the possible theft of $640,000 doesn’t justify spending money to investigate, what does? How big or bad does a possible crime have to be to warrant an investigation, especially when facts are obtainable and the suspect has admitted to some of them? The Hollister City Council and the county Board of Supervisors have the responsibility to provide adequate resources to law enforcement. At this point, there is no indication they have received any requests for special funding to investigate Mitchell Dabo. The county Board of Education has a responsibility to set policies and oversee the spending of tax dollars for the education of the children in San Benito County. They are entrusted with this responsibility by voters who assume that their school trustees are honest, law-abiding individuals of high integrity and personal ethics, with strong commitments to the communities they serve. At present, they see no need to discuss, inquire or investigate whether one of their own has violated this public trust. The Free Lance, as your community newspaper, has a responsibility to report and write about all this. We have a responsibility to ask questions, and seek answers, especially when it comes to the actions of our public servants. Because we take this responsibility seriously, we will continue to remind the entities and individuals here of their responsibilities.

County leader opposes $248 million bond GAVILAN COLLEGE WANTS MONEY TO DEVELOP FAIRVIEW CORNERS PLOT IN HOLLISTER Staff report
San Benito County Board of Supervisors Chairman Jamie De La Cruz announced on Tuesday his opposition to a potential $248 million bond measure for Gavilan College. The Gavilan Joint Community College District Board of Trustees is considering placing a potential bond measure on the November 2018 ballot after a recent survey
found district residents from Hollister to south San Jose were in support of the measure. Of those surveyed, 65 percent were in support and 27 percent against. If approved, the bond measure would fund facility upgrades at the main Gilroy campus and build a new satellite center in San Benito County. According to Chairman De La Cruz, the location of the county campus, known as Fairview Corners, is not congruent with the county General Plan or the best interests of a majority of county taxpayers, business community or student population.
“I was elected to serve on the Gavilan College Board of Trustees when the original 2004 Measure E bond was proposed,” De La Cruz said. “At that time, I was assured by staff and fellow trustees that the proposed campus would be centrally located to the hub of San Benito County, conform with General Plan guidance and best urban planning management practices. None of that materialized when Gavilan College chose to purchase property for a campus at its present location and I cannot condone taxpayers and my constituents being obligated to support a poorly planned community
college campus at a location that will be difficult for students to travel to, further degrade county roads and discourage business interests from providing goods, services and hospitality support to our community.” Gavilan College, in partnership with Morgan Hill-based developer Dividend Homes, purchased Fairview Corners for $8 million over a decade ago, but no construction has taken place. Gavilan officials previously stated the delay related to environmental mitigation and bureaucratic red tape at the state level. Groundbreaking for Fairview
Corners could be expected at the end of 2018. “Gavilan College must make a better effort to earn the support of San Benito County government officials and the community at-large,” De La Cruz said. “I would encourage its management and Board of Trustees to listen to the needs of our community and make future plans accordingly. Under my watch, San Benito County will not be stuck with a substandard community college location that doesn’t conform to the General Plan or serve the best interests of students, taxpayers or the local business community.”

irdie Dean Stevens passed away peacefully in her sleep on October 27, 2017. Her parents chose the perfect name for her because she was beautiful, happy and tiny. However, her small size belied her inner strength. She always told her children nobody could hurt them because “you can’t hurt steel”. She was most proud of her large family and will be greatly missed. She was raised in Seaside, California and loved walking to Lover’s Point as a child with her younger sisters. She was extremely intelligent and could have chosen a college degree, but decided to become a mother instead and never looked back. She was the most fun mother ever and never knew an empty house. Not only did she raise her five children, she also raised her two grandsons, Zack and Cody. She was the first woman to run for Board of Supervisors in San Benito County back when women weren’t into politics. It was a close race and although she didn’t win, it taught her daughter’s how strong women could be. She was the president of the PTA and Boosters club and a Girl Scout Leader and was involved in all her children’s and grandchildren’s activities. She rode a motorcycle for many years and loved going to Yosemite and Big Sur to camp. She loved sports, especially the SF Giants, 49ers and Warriors. She was employed by the Hollister Freelance and Western Farms. She is survived by her wonderful husband of 53 years, Ken Stevens and her five children, Teri (Steve), Cindi (Jon), Guy, Keith (Laura) and Phil (Cindy). She is also survived by her two sisters Diane Robinson and Maxeen Reynolds as well as seventeen grandchildren, six great grandchildren and several cousins and nieces and nephews. She was predeceased by her parents Dean and Phyllis Gruenwald. She knew how much her family loved her and we had a family reunion in her honor that was filmed by her grandson Conner. There was a celebration of her life on November 11, 2017 that was attended by many family and friends and we danced and sang as was her wish. She will be be forever cherished, loved and missed.

His family called him Hisashi or Sashi but most of his friends knew him as Bob. Sashi was born in Gilroy on July 8, 1935, and passed away at home on November 26, 2017 at 82 years. He is survived by his wife of 50 years, Jean; son, Casey; sisters Mineko (Lawson) Sakai of Morgan Hill and Aiko Nakamura of San Francisco; and many nieces and nephews. He was preceded in death by his parents, Kiyoshi and Haruye Hirasaki; brothers Manabi Hirasaki and Shinobu Hirasaki; sisters Fumiko Maruko, Michiko Sakamoto, and Midori Oki. Sashi lived in Gilroy almost all his life and graduated from Gilroy High School in 1954. He loved the outdoors and worked in agriculture, most recently at Del Monte Seed Farm in Gilroy. His great love was his family, followed by fishing, cooking, vacationing in Hawaii and Japan, trips to Las Vegas and Reno, and cheering for the Warriors. eo Joseph Garbini, 90, passed away on November 17, 2017 in Colorado. Leo was born and raised in Gilroy, the son of Leo and Gemma Garbini.
Leo inherited his father’s love of flying. He enjoyed flying, and also building different types of aircraft, such as Gyro-Copters. He was proud to have served in the U.S. Army. A lifelong interest in science led him to a career as a senior scientist at Varians where he was in the second wave of vacuum tube scientists. Later he was at C.P.I. Communications and Power Industries. He held several patents and retired at age 85. Leo was a loving husband, father, fatherin-law, grandfather, brother, and uncle. He will be remembered for his kindness, gentleness, and intelligence. He will be greatly missed by all. He is interred in Half Moon Bay overlooking his beloved ocean. The world was a better place with Leo in it. Now his journey in completed, and he is home.

Green hype forces out Green Tripe plant HOLLISTER DOG FOOD BUILDING MAY BE SITE OF CANNABIS BUSINESS By Brad Kava Gilroy Dispatch Editor

Gilroy is about to get a new dog food company thanks to Hollister’s looser cannabis business laws and the run up on building prices they are bringing about. Green Tripe, which sells millions of dollars a year of raw dog food around the world, is leaving Hollister after more than a decade because its landlord sold his 9,000-square-foot building for hundreds of thousands of dollars over the asking price—in cash. With legalized marijuana in the city, cannabis growers have been speculating on buildings in the industrial district. A neighboring building valued at $900,000 sold for $2.1 million in cash. The building at 817 Industrial Drive was the location for three potential cannabis businesses but all were denied permits by the Hollister City Council after members of the public raised concern over the site’s proximity to Rovella’s Gym. Green Tripe, which is owned by husband and wife Mary and Peter Voss and has five full-time and three part-time employees, is moving to Alexander Street in Gilroy, even though owner Mary Voss said they offered the Hollister landlord the same $1.24 million price for a building that was listed for $600,000, but the competitors paid in cash. Their former location at 807 Industrial Drive is going before the Hollister City Council in December as a potential site for a medical cannabis manufacturing and cultivation business called Euphoric Life, Inc. The item was pushed to December 18 after previously being agendized for a November 20 meeting.
Vice Mayor Karson Klauer recused himself from the item on November 20. One of Klauer’s family members was a beneficiary of a trust that sold the 807 Industrial Drive property in August. “I don’t think I can vote on it anyways, but I definitely don’t want to,” Klauer said by phone Tuesday. According to city staff, the new owner of 807 Industrial Drive is ARR Compadre Housing LLC and isn’t the same as the applicant, Euphoric Life, Inc. The potential cannabis cultivator and manufacturer could face challenges from the public due to the location. Despite being in a zoned industrial area, a cannabis applicant at 817 Industrial Drive failed to get approval from city council to operate manufacturing, cultivation and dispensing businesses after public outcry that the location was too close to places where youth gather like Rovella’s Gym and San Benito Crossfit. The Vosses ended up paying $1.45 million for their new 8,387 square foot Gilroy location at 7238 Alexander St., behind the Caltrain station, which was last occupied by Mission Powder Coating. Gilroy wasn’t their first choice because the move will be expensive, but the prices of Hollister industrial buildings has gone up too much because of cannabis speculation and buyers who are paying in cash for them to have stayed there. “Every place in San Benito was gone,” said Mary Voss, who owns the company with her husband, Peter. “Everything in Gilroy was gone too. It was really stressful to find a place. But this one will be better for us. It’s smaller, but the layout is better.” The Voss’s started the company in 1998, as just a domain

name. They had lived in the Netherlands for a decade, both working as engineers for Phillips, and they saw dogs there eating raw food–specifically, tripe, the stomachs of ruminating animals. When they returned to the States, they couldn’t find any of it here. They found some for their own dogs and Mary started a website about the health benefits of tripe– which is actually brown, but has a tinge of green from the grass the animals eat. The Afghan Hounds she raised on the raw meat were strong competition dogs that lived healthily for more than 18 years. She wrote articles about it, including one called “No Guts, No Glory,” and spent a year finding local small slaughterhouses to buy the less desirable parts of slaughtered animals for humans
and built a plant to grind them up, package them and freeze them for dogs. In 2003, they began manufacturing in a small building and moved to a bigger location in 2007 at 807 Industrial Drive, in Hollister. The business took off as breeders, owners of competitive dogs and police departments began spreading its praise. “Initially when I started the website, I just wanted people to know about green tripe,” said Mary. “I had so much success with it. We know it does wonders for the dogs and they thrive on it. I didn’t intend on making it a business. I was a software engineer.” The food brings domesticated dogs back to their evolutionary diet when they were wild wolves.
Voss said her dogs never needed dental work from the diet. “So how can something so disgusting, be so good?” she writes on her website, greentripe.com. “These same gastric juices and enzymes not only aid the animal in digestion, but also aid the dog in digesting and efficiently utilizing his food. The amino acids are necessary for muscular development and, the other gastric juices, I believe, are the best cleaner for their teeth!” The tripe is made from animals that are fed organic grass and lived near Hollister or in the Central Valley. The animals all pass standards for human consumption. Green Tripe was featured on a 2008 episode of the Discovery Channel show Dirty Jobs along with a business that traps leeches.

Student robot makers get ready to compete SAN BENITO STUDENTS PUT TOGETHER AN INDUSTRIAL-SIZED ROBOT AND LEARN PROGRAMMING Nicholas Preciado Reporter

The San Benito High School Robotics Club is gearing up to compete in an international competition where students will build an industrial-sized robot to tackle specific challenges. The robotics competition involves teams of students who in six weeks have to raise funds, design a team brand, build and program industrial-sized robots to compete in a difficult field game against other teams. The competition involves having the robots complete three tasks. “We don’t know what the tasks are until Jan. 6,” SBHS Robotics Club coach and chemistry teacher Thien Vu-Nguyen said. “From there we design and built a competing robot from scratch. Right now is the off-season. We use it to practice and learn the programs, think about what went well and what didn’t go well from the previous year.” Eleven students in the robotics club will learn and utilize marketing
skills, financing and fundraising, programming skills (Java), as well as circuitry, electronics, pneumatics and manufacturing. Last year’s competition featured a steampunk theme, while this year’s is somewhere along the line of arcade games. “I got involved because my cousin was in robotics at another school, so when I found out there was a club here on campus I was interested,” said Giovanny Arenas, a sophomore at San Benito High School. The local robotics club formed two years ago at the high school, but competed in a different league which mixed in middle school and high school students. The current league is comprised of high school students only. Competitions are expected to begin in March in various regions, including Silicon Valley, San Francisco and Sacramento. “This year we’re signed up for Silicon Valley and Fresno, but that all depends on funding,” VuNguyen said. “There’s costs to transport, manpower, food, volunteers and things like that.” The program is the only type of engineering field currently offered at San Benito High School
GEAR UP The San Benito High School Robotics Club prepares for an international competition next spring. Over the coming months the two-year old club has to raise funds and put their team together before heading to the competition in Silicon Valley and Fresno. “We don’t have a career science program, we don’t have an engineering class,” Vu-Nguyen said.
“This is the only place you can get that experience.” The school has plans to make the robotics club
an actual robotics course for juniors and seniors, and the club is looking for sponsors and mentors.

What is the Hollister Urban Area Water Project?
What is its’ purpose?
The primary goal of the HUAWP is to improve the quality and reliability of our drinking water to ensure a better economy and ensure a better quality of life for the residents of our community. How will the HUAWP improve my water quality?
The Project improves the quality of our drinking water supply by maximizing the use of surface water from a variety of sources, including Central Valley Project (CVP) water. Surface water has less minerals and salts than groundwater because groundwater is in contact with geologic formations for a longer period of time than surface water. Will I still need to use a water softener?

The HUAWP will have these direct benefits for residents: — High-quality water with less salt — Eliminates the need for water softeners — Longer life for appliances — Less need to buy bottled water because taste will be improved due to lower salt content Will reduced deliveries of CVP water (surface water) affect the surface water treatment plants?
During drought periods surface water allocations from the CVP, determined by the Bureau of Reclamation, are often reduced. However, Municipal and industrial (M&I) allocations have a higher reliability than agriculture during drought. The SBCWD has a plan to prepare for potential reductions in supply by banking water in commercial water banks and cooperating with water agencies to purchase water from irrigation districts that traditionally sell water during a drought. How will improved water quality help with wastewater discharge compliance?

The Hollister Urban Area Water Project (HUAWP) is a water project that improves the Hollister area’s water quality and supply. The Lessalt Water Treatment Plant (WTP) was a first step more than 10 years ago. The next step was to increase the use of high-quality surface water by constructing the new West Hills WTP and upgrading the Lessalt WTP.
softeners that empty into a public sewer system have been banned in the City of Hollister and Sunnsylope County Water District service areas. This includes the entire Hollister Urban Area. If you already own a selfregenerating water softener that uses salt and/or potassium you do not need to remove it. However, when your current self-regenerating water softener stops functioning you cannot replace it with a self-regenerating water softener that uses salt and/or potassium. You are allowed to use an offsite exchange service where a fresh container is delivered to your home at set intervals and the salty brine is hauled away to be processed at a commercial facility outside of our county. You are also allowed to install salt-free alternatives to condition the water. Now that the HUAWP is completed our water supply has much lower mineral content. In most areas a water softener will not be needed. However, individual preferences vary dramatically. Using a water softener is a highly subjective decision. The Water Resources Association of San Benito County (WRASBC) offers a rebate for those that are demolishing their old, selfregulating water softeners. If you demolish your old water softener or buy a salt-free alternative to take its place, a $300 rebate is offered. If you transition over to an offsite service, a minimum 1-year service contract is required and a $250 rebate is issued. Call the WRASBC if you would like to participate in the demolishing program or

The Hollister Wastewater Reclamation Plant has improved wastewater discharges and allows us to produce recycled water for agricultural use, stretch local water supplies and protect the groundwater basin. The completed upgrades to the Ridgemark Wastewater Treatment Plant will allow the Sunnyslope County Water District to meet its discharge requirements and also protect the groundwater basin. Will the project include recycled water for agriculture?
Yes, currently the City’s Reclamation Plant is producing recycled water. However, due to high mineral
content in our water supply (groundwater) before improvements were made, many people own water softeners in the Hollister Urban Area. The salty brine created after a water softener regenerates soft water enters our sewer system and we end up with poor quality recycled water. By using more surface water for our drinking water supply water softeners will not be needed. The combination of surface water and fewer water softeners help us produce highquality recycled water that can be used to irrigate highvalue crops. How will the project enhance the local groundwater basin?
By
using
surface
water with fewer minerals, wastewater discharge from the reclamation plant will also have a lower mineral content. This will reduce the amount of additional minerals percolating into our groundwater supply and help protect our groundwater basin. What if we did nothing?
If we did nothing to improve our local water quality, we most likely would have faced fines and penalties and be forced to provide water supply improvements under orders from state regulators. This could be more costly for ratepayers and harm the local economy. Taking no action was not considered a viable option.

Grand jury barks at shelter euthanasia rate NEARLY HALF OF IMPOUNDED ANIMALS ARE PUT DOWN Staff Report

The Hollister Animal Control Bureau euthanized 1,411 animals last year, nearly half of what it impounded, according to a report by the San Benito County Civil Grand Jury. Last week, the Hollister City Council approved the city’s response to the annual report, which also included findings on the county jail and juvenile hall. The grand jury is made up of 19 citizens interested in improving the effectiveness of county agencies, special districts and public individuals. Each grand jury serves for one year. The animal shelter, which serves both the City of Hollister and San Benito County, took in 2,945 animals in 2016. Of that, only 274 animals were adopted by the public. However, 519 animals were taken in by rescue groups. The 1,411 euthanizations averaged 118 animals a month with five officers able to conduct the procedure. Feral cats that were captured or brought in by the public accounted for nearly 1,132 of the animals euthanized. The grand jury outlined a number of concerns: the emotional toll euthanization takes on the officers who have to perform the procedure, the lack of a veterinarian to euthanize the animals and an animal behaviorist on staff, the low number of adoptions compared to the number of animals received into the shelter and the amount of drugs administered during euthanization. All officers employed at the shelter must perform euthanasia and must complete training and receive certification. The grand jury recommended a veterinarian perform
the procedure, however, the city responded that the cost—$100 to $150 per animal, depending on weight—would be an added financial burden to an agency that is already under pressure by the county to reduce costs. Having a veterinarian perform all the procedures last year would have increased the cost of euthanasia from $1,565.87—the cost of the drugs—to $141,100 to $211,650. The euthanasia drug, called Fatal Plus Solution, is purchased from a licensed county veterinarian. Animal control bought enough of the drug last year to euthanize 65,000 pounds of animals. Of the 1,411 euthanized animals—462 were euthanized for behavior—184 cats, 138 kittens, 139 dogs and one puppy. The animals either failed a behavior test or were euthanized for their behavior history. The grand jury found that officers without certification were conducting behavior tests and recommended the shelter employ a certified behaviorist. The city agreed with this finding, however, certified behaviorists require a PhD and extensive training and “no training is required to conduct a behavioral assessment on shelter animals.” The grand jury asked for records of behavior tests but none were given because they were not being kept. The city agreed with this finding and stated staff has since worked on creating a standard behavioral checklist and records are now being kept. The shelter keeps animals for a mandatory five days, not including the day they are first taken in at the shelter. If cats are determined to be feral, they can be euthanized immediately. However, according to the city’s response, the shelter holds animals longer than 10 days or more if there is room and if animals are

Some animals have stayed at the shelter for several weeks while staff worked to find them forever homes. The shelter also has an adoption trailer that staff can take out to community events. The city stated because of limited staffing, the trailer was not used as much “as we would like in 2016” but have used it several times this year and there are plans to make it a regular part of community events.
Resident Elia Salinas spoke during public comment and advocated for the city to work with a nonprofit that would establish a no-kill facility. She encouraged city staff and animal control to reach out for grants to fund such a facility. Councilwoman Mickie Luna agreed with the need to look for grants and suggested it would be wise to conduct a public walkthrough of the shelter.
The grand jury report also suggested the city recruit more volunteers. Vice Mayor Karson Klauer said it was sad that the grand jury expects volunteers to do a lot of the work. “We are expecting volunteers to do this out of the goodness of their hearts,” Klauer said. “We probably should not be leaning so much on volunteers that are an important part in what we’re trying to do.”

San Benito High hasn’t won a league championship since the 2013-2014 season—coach Becky Bonner’s second season at the helm. Bonner isn’t one to heap false praise, so take it seriously when she says this year’s team has what it takes to win the Monterey Bay League’s Gabildan Division championship—and perhaps make a deep run in the Central Coast Section playoffs. “If the girls keep on working
hard and stay motivated, I don’t think anything can stop them from having the chance to win league and go beyond,” Bonner said. The Haybalers, who are coming off a runner-up finish in league last year, open up the season on Saturday against Menlo-Atherton in the Firebird Tournament at Fremont High in Sunnyvale. San Benito has a deep roster, with talent at every position. Shantay Tamez, a senior who has made a verbal commitment to play at Cal State Dominguez Hills, will lead the way as the center defensive midfielder. A pure playmaker who is strong on the ball and able to launch accurate shots on goal from 40 yards away, Tamez brings veteran experience to a team that has only two seniors.
Normally, that would be a cause for concern. However, the Balers are stacked with players who play club ball, meaning they have plenty of experience. “Shantay is just a powerhouse,” Bonner said. “I can put her anywhere and she will do well. But we’re switching formations this year, and we need someone in that position to drop on defense and be able to push up and be an offensive threat.” San Benito returns junior forward Carli Lowi, who led the team in assists last season. Lowi also has been one of the team’s top goal scorers ever since her freshman year, and this season should be no different. Lowi possesses tremendous speed and understands how to move the ball, and she’ll be joined up top by the combination of
sophomore Maya Peterson and junior Katelyn Teerman. Whether it’s Peterson or Teerman playing up top with Lowi, Bonner is confident both players will thrive. “Katelyn knows how to put herself in the right position, and having someone strong like Carli to play off of will make for positive things,” Bonner said. “And the same goes with Maya, who really has a strong leg and should be pretty dynamic playing with Carli.” Goalkeeper Mariana Magana Ruiz is the team’s only other senior. Magana, who was the co-starter with Hailey Blackburn during her sophomore season, elected not to play last season. But Magana apparently isn’t showing any rust from not ➝ Soccer, page 20

This season should be no different, as they have talent at every position. Tamez can score from 40 yards out, and Lowi has the ability to dribble by defenders on a moment’s notice.

In the last couple of years, San Benito High has had trouble handling full-court pressure. It’s been the most glaring factor that has separated the Haybalers from winning another Monterey Bay League Gabilan Division championship, especially three years ago when they finished second to North Salinas in the league standings. This season, however, the Balers are more confident they’re better equipped to handle the pressure. If that turns out to be true, San Benito could well be on its way toward winning its first league championship since the 2008-2009 season.
“It seems like they’re handling the ball a little better for whatever reason,” Balers coach Mitch Burley said. “They’ve gotten more mature or they’ve gotten better. I’m looking forward to see how they do against those pressure teams.” San Benito opened the season Tuesday with a 44-41 win over Evergreen Valley. Jay Trejo and McKinzie Lothrop scored 10 points each. Junior point guard Alyssa Ito, who had nine points, is optimistic that the team will be able to handle the pressure more effectively. “We have a lot of girls who can see and make the passes without having to handle the ball for a long
period of time,” Ito said. Ito has been a source of consistency ever since earning a starting role her freshman year. The Balers have another precocious freshman this season in Kaiya Dickens, who is expected to provide a strong inside presence. “Kaiya is super strong, pretty tall and mentally tough,” Ito said. “She doesn’t get nervous and is going to be a big part of the team.” Berenice Martinez, a senior off guard, is one of the team’s top shooters and will be counted upon to score points either from beyond the arc or with crafty drives to the basket. “Berenice is a 3-point
threat for sure, but she can also drive and has a lot of flip shots,” Burley said. “She can under scoop it and has an effective left hand. She does a little step and gets around her defender a lot. It’s fun to watch.” Kasey Hoyte, a senior small forward, has made tremendous improvement in every facet of the game since last season. “This year Kasey is really coming into her own,” Burley said. “She’s shooting better than ever, she’s better against pressure and has really learned to distribute the ball. Senior Mikey Esparza started at small forward in the team’s Sportsmanship Game against Soquel, and his versatility on defense—Esparza can guard multiple positions on the floor—will allow Butler to play a variety of defenses. “Mikey also crashes the boards really hard and leaves all of his emotions on the floor,” Butler said. “That is what I like about him—he shows you everything.” Junior power forward Hunter Fu has impressed onlookers with his sheer athleticism and ability to make plays on both ends of the floor. “Hunter is lightning quick and fun to watch,” Butler said. “He’s really aggressive and can get into small spaces and score. His speed offensively and defensively is definitely

Coach Anthony Butler and his players all repeated the same theme when asked about their expectations for the 2017-2018 season: they want to make the program competitive again. In the last three years, the Haybalers have gone a combined 6-30 in the Monterey Bay League’s Gabilan Division, one of their worst stretches in league play in school history. Mired in a three-year slump, it’s no wonder there seems to be a renewed sense of optimism with first-year coach Anthony Butler at the helm. Butler, the former Balers’ standout who coached the junior varsity team for the last six years, has built relationships with several of the players as they have made their way up to the varsity level. “He’s a really good coach,” senior shooting guard
Oliver Garcia said. “Practices are more focused, and I’ve already noticed players are trying harder. Overall, we’re going to hustle a lot more than we did last year, and that’s a big part of winning games.” The Balers, who won just one game in league a year ago, open the season on Thursday against Christopher in the Alisal Tournament. Garcia figures to play a key role in the Balers’ potential turnaround, as he is capable of scoring from 3-point range or getting to the basket off dribble penetration. But it’s the former where Garcia hopes to best make his impact. “Making 3-point shots is my job,” Garcia said. “I think my shot is better this year. I’m stronger and more confident, and shooting is all about confidence. You have to shoot it like you want it.” However, Garcia also helps the team in other ways. “He’ll get a lot of points in transition and the fast break,” Butler said. “He’s really quick and smart with his hands, and is like Isaiah (Bueno) in that he

Ward had a handful of solid games last season in which he made an impact in the paint, and he should be
stronger this season. Butler said senior Ryan Jameson can play any of the three front court positions, and fellow senior guard Mason Marquez—both players have baseball scholarships to Cal Poly San Luis Obispo and the University of Seattle, respectively—will add to the team after not playing last season. “Ryan has put on some muscle and Mason pushes
the ball and is super aggressive on the defensive end,” Butler said. Garcia said junior Jordan Yeager and Sean Slavich have the potential to be knockdown shooters from the perimeter, which would open things up for the team’s penetrators to get to the basket. Displaying an ability to rebound and defend effectively, Lothrop worked hard over the off-season to take her game to another level.
“She played some AAU ball at Gavilan College,” Burley said. “She’s a very physical player for sure, and that will help us a lot.” Jay Trejo, a sophomore center, has shown a strong skill set particularly with post moves. Burley said Trejo has a sky hook type shot, and now it’s about getting the 5-foot-10 post more playing time and confidence. “She’s better than she
knows,” Burley said. “We need her to be effective and use her length to get a lot of rebounds and blocked shots.” Senior guard Karina Collins is another player who should prove instrumental in the team being able to break full-court pressure from opposing teams. Junior guard Chloe Heen, senior post Madison Greco and junior post
Trinity Burger all figure to make potential impacts. Greco, a Leland Hightransfer, has a great feel for the game, especially on defensive rotations. Heen has the capability to drain shots from the outside, and Burger has displayed flashes of strong post moves. Chelsea Cameron, Mackenzie Honeycutt and Lorin Lopes round out a solid
roster that figures to be deeper and more talented than a year ago. “We’re starting to play defense really hard,” Ito said. “We’re getting into our offense pretty well and working as a team more so than last year.” San Benito beat Soquel in the teams’ annual Sportsmanship Game on Nov. 20. Even though it was a scrimmage, the game
had referees and score was taken. Of note was the fact that this was just the second time the Balers beat Soquel since they started playing the game four or five years ago. “They beat us pretty bad the last two years, and we weren’t really ready for the game,” Ito said. “This year we played better offensively, and for the most part we played well.”

possesses tremendous vision and is always moving to keep the Balers in possession of the ball. Fausto is downright consistent offensively and defensively, and is one of the more well-conditioned players on the team. Fausto will be situated on the right side, and possesses speed and the ability to place the ball well. Castillo, a center mid, has a vast array of ball skills, so much so that Bonner’s jaw drops at times. “She’s got amazing footwork. She’ll pull out moves that make you think, ‘How did she do that,’” Bonner said. “She’s amazing with the ball and is probably the most composed player on the team. She pushes the girls to the next level.” Jada Taylor returns to patrol the backline, a year after she played forward. Bonner put Taylor back
at defender because she needed a player who was vocal and could direct the defense and keep everyone composed under duress. “Jada knows when to pressure and when to give space,” Bonner said. “She’ll do a great job this year supporting the defensive line while working with the midfield and making things flow smoothly.” Taylor said the biggest difference in this year’s team lies in its cohesiveness, one of the factors that could make the Balers into a bona-fide CCS playoff championship contender. “We have better chemistry than last year’s team,” she said. “The soccer should flow better because everyone gets along.” Junior Hailey Cross will join Taylor on the backline, and her stamina allows her to close out on the opposition, especially late in
games. Cross will flank the right side, while Lupita Gonzalez and Iana Arreola Padilla are vying for the left side position. Bonner said both players are savvy soccer players. Precocious freshman Lauren Okamoto, sophomore Lily Sanchez and junior Juliza Mejia are potential impact newcomers who have made strong impressions early in practice. In Vanessa Garcia and Sam Bloom, the Balers have a couple of key players who are currently injured but could be playing soon. Aileen Ceja, who missed last season due to a torn ACL, also looks strong. Taylor, who plays for Santa Clara Sporting during the club season, has been impressed with the play of several of her teammates. One thing is for certain: San Benito has speed at every
position, one of the many strengths on a team seemingly loaded with them. “The expectations are high,” Taylor said.

For cross country, the Balers will be in the Gabilan, the top division of the PCAL. There will be up to four divisions in each sport: Gabilan,
Mission, Cypress and Santa Lucia. The number of divisions in each sport depends on the number of PCAL schools that field a team in that sport. The guiding principle for division assignment is to make each of the divisions as competitive as possible, with the most competitive teams in the Gabilan, the next
most competitive in the Mission, and so on to the Cypress and Santa Lucia divisions. San Benito’s field hockey team will play in the Gabilan, with Christopher and Gilroy, among others. The Balers football team will stay in the Gabilan along with Christopher, Aptos, Alvarez, Gilroy, Palma, Seaside and Salinas. The
San Benito girls golf team will play in the Gabilan, the girls tennis team in the Mission, the girls volleyball team in the Gabilan, the boys water polo team in the Mission and the girls water polo team in the Mission. The volleyball team is in a stacked division, with reigning CCS Division V champion Santa

The speedy Molina will be slotted on the left side and should be a dangerous threat with her ability to fly by opposing players.
