Mitchell Dabo revealed this week he would not seek election to a third one-year term as president of the San Benito County Board of Education. Dabo’s revelation, in an interview with the Free Lance on Wednesday, occurred one day after Hollister police confirmed they had opened a criminal probe into Dabo’s handling of a $750,000 charitable trust, and received evidence in the case from District Attorney Candice Hooper. “We received a binder from the DA’s office,” said Capt. Carlos Reynoso. “It has been referred to the detective sergeant for review.” Reynoso said no additional complaints about Dabo’s financial planning business have been filed with the Hollister police. “One of the core purposes is to improve overall quality of life for residents.” According to the plan, $1.8 billion is needed over the next 22 years. Projects include highway expansions, local road repair and improving public transit. In particular, widening Union Road and Fairview Road, extending State Routes 25 and 156 and Westside Boulevard in Hollister. “Highway 156 is fully funded and will be going to construction in 2019,” COG Executive Director Mary Gilbert said.

The Council of San Benito County Governments released on December 4 the draft for a 22-year, long-range regional transportation plan and invited the public to provide comments in January. “Essentially it’s our vision for how we not only identify transportation projects, but the funding we’re expected to receive in the San Benito region over the next 20 years and the role that will play in the projects,” said Veronica Lezama, the transportation plan’s project manager.

Gavilan College President Dr. Kathleen Rose talked about new buildings and new programs for the 2017-2018 academic year at Gavilan College. Q: What’s new and exciting this year at Gavilan?
A: We’ve made a lot of upgrades to our facilities in the last couple of years. We’ve made improvements to our student center, the business school and our administration building. To get new students acclimated quickly this year, when students go to the Welcome Center, they were met with an open space with laptops, peer mentors and a welcome committee that was there to answer questions. When they asked a question about school, they were assisted as to where to go for financial aid, classes, counseling and everything else. Instead of just standing in a line, you can be dispatched to where you need to go, or you can go online or access your myGav portal. We didn’t have any lines and that was pretty amazing. Now at the Student Center students can get to where they need to go much quicker. The Student Center also has brand new furniture that was purchased by the Associated Students of Gavilan College. It’s very

contemporary that can be reconfigured in some different ways. There are mobile whiteboards, with good wifi and numerous outlets for charging. It’s a space where students can do work, eat their lunch and hang out with couches that are pretty easy to move around. My office, the vice-president’s office, our assistant’s offices and parts of the Administration Office where students need to go is new. It’s more open, wider and brighter. The public can come in and have meetings with us. My door is always open and the space where my office and the vice-president’s office isn’t a stuffy place but where you can come in, sit down and have a sandwich with me or chat. It’s not a formal area. What are some of the new classes at Gavilan this year?
Our Coyote Valley Facility is all new. We have our Public Safety Training programs out there along with classes including yoga, which was very popular last year. We’re offering more programs, especially in our Administrative Justice department. A lot of our students are interested in going to the fire or police academies so getting an Associated Degree from Gavilan is a great way to get started. The San Martin Gavilan Airport Facility opened this year for the Aviation Technology Department. These programs include classes in Aviation Maintenance for both Airframe and Powerplant. We’ve

One of the first things I had to do as president was to buy an airplane. It had an inaugural flight from Palo Alto to San Martin, then the students took it apart. How do you connect with the community?
During our opening week, I was very happy to have been accompanied by Gilroy Unified School District Superintendent Deborah Flores at our Gilroy campus,” Rose said. “She was particularly excited to go into our Allied Health Building. She has never been in that building before and she was excited to see the beginning of Certified Nurses Assistant classes and our Registered Nurses classes. I’m working this year to engage the public to remind them of the jewel we have here at Gavilan College. I will continue hosting the Coffee and Conversation meetings on Saturdays with the public this year throughout the district this semester. We also offer classes

The main thing we have there is our South Bay Regional Training Consortium, or, The Academy. There are nine colleges that are involved in that, but Gavilan is the host, so we are the main college. They offer fire and police training for the whole region. Gavilan also offers general education classes there like math and some social sciences classes. We are also working to expand our Administrative Justice program. Gavilan offers 10 sections there this semester and so far we have about 150 of our students up there. It’s only our second semester, so we hope to continue growing. Will Gavilan support any new bond issues in the near future?
The Gavilan Board of Trustees has moved forward a disabilities study for a new general obligation bond. That means that we are exploring if the communities that we serve will be willing to support a bond measure in November 2018. What is a general obligation bond?

We have not yet determined the valuation of property in the community, so we are not yet sure what we can ask for. There are a lot of different projects we would like to look going forward. We have over 50 acres at Coyote Valley and about 77 acres at Fairview Corners in Hollister. How was the money from the last bond measure spent?
You can go on our website to find our Citizen’s Oversight Committee report. Mainly those dollars went to purchase land in San Benito County and at Coyote Valley. The money also went to a lot of projects at our Gilroy campus which included water towers, electrical work, better wireless internet and other upgrades to our buildings. We have also set up the groundwork for the next phase of projects, which will begin now. We need to be ready to accommodate the growth that is happening in our area and our educational master plan has been designed to meet those demands. There will be a lot more college aged students coming in the next few decades and we want to make sure we can serve that community.
Calling all county artists The San Benito County Arts Council is now accepting applications for the annual Open Studios Art Tour next spring. The self-guided weekend art tour, which takes place April 14-15, is preceded by a month-long preview exhibition at the ARTspace Annex in downtown Hollister.

Trust fund documents will get forensic analysis ➝ Dabo, 1
assembled by John Clark, a Morgan Hill lawyer for the Charitable Foundation for San Benito County— was delivered by the Free Lance to Hooper’s office on Nov. 27. She had told the Free Lance on Nov. 22 that she would assign a forensic accountant to look at Dabo’s handling of finances for the Matulich Trust if she received evidence from the police. Reynoso said this week Hollister police would review the documents and return them back to the district attorney. The documents were presented at the Nov. 13 civil trial in San Benito Superior Court in which the judge ruled that Dabo had violated state probate
laws when he drained more than $640,000 from the Matulich Charitable Trust for his own purposes, and ordered him to pay a $1.74 million judgment, plus more than $80,000 in legal bills. Dabo told the Free Lance this week he could not comment about his role as trustee of the Matulich Trust, fearing that anything he might say could impact the criminal investigation. “I am caught between a rock and a hard place,” he said. Dabo said he cannot afford to hire an attorney. “There’s always two sides.” But he declined an offer to present his side, except to say he is hopeful the district attorney will decide not to prosecute. More than a year ago,
both Hooper and the police declined to pursue any investigation of Dabo’s handling of the charitable trust, despite pleas from the Community Foundation, which had been designated to receive funds in the trust. The trust was established in 2001 by Barbara and Tony Matulich. Tony Matulich died in 2003 and Barbara Matulich died in 2012, when the balance was to go to the community foundation. Instead, according to the court documents, it was transferred into Dabo’s personal accounts. “We have always indicated that a forensic accounting analyst is needed to properly bring an investigation to a point where we could develop probable cause and for the

to pick a new president. Dabo had told the board he would not be attending the Thursday meeting. He also did not attend the last board meeting, on Nov. 30. He said he is not resigning from the board. He is up for reelection in 2018. Dabo has been a county school trustee for 34 years and was elected president by his fellow trustees in December 2015 and December 2016. Board Vice President Joan Campbell-Garcia presided at Thursday’s school board meeting in Hollister. TRANSPORTATION GOALS The Draft 2040 Regional Transportation Plan is a guide for transportation investments and helps set policy to support planned growth. The plan is a collaboration between the Council of San Benito County Governments, the region’s transportation agency, and others including San Benito County, Hollister, San Juan Bautista, Caltrans, resource agencies and community members. The council is accepting public comments on the regional transportation plan from now to Feb. 5. On Jan. 18, 2018 the group’s Board of Directors, which includes local government representatives, is expected to hold a meeting to take public comment on the draft. Final adoption of the regional transportation plan is roughly six months away. The council’s board will consider adopting the 2040 Regional Transportation Plan at a meeting next year on June 21. Senate Bill 1, or SB 1, passed in the California legislature earlier this year and increased state gas taxes and vehicle license fees in order to raise funds for the state highway system and local roads. Though revenue from the tax did not start generating until late in the year, San Benito County has already received more than $650,000. The county estimates it needs $398 million to maintain and repair all roads in the county. It is projected that SB 1 revenues will increase over the years and the county could receive up to $2.68 million in fiscal year 2020/2021.

Then, there are others like San Juan Bautista, which has chosen to temporarily ban all commercial activity to give the city time to draft an ordinance and set of rules that work for them. A cannabis retailer in Oregon, which legalized adult use in 2014, said with regulation, he estimated up to 50 percent of cannabis brands and products had folded. Keeping up with state-mandated rules on packaging, dosing, labeling and accounting was too expensive and cumbersome for many of the people who got into the industry for kicks or for passion. Suddenly, cannabis was a real industry and not everyone could keep up with the changing landscape. So far, the District of Columbia and eight states: Alaska, Maine, Colorado, Massachusetts, Nevada, Washington, Oregon and California have legalized the use of both recreational and medical cannabis. It is not difficult to see that with the full adoption of Proposition 64 in the state, California will be the biggest player in the country by far. Expect to see tour groups from Europe, Asia and every corner of the world flocking to California to experience legal cannabis as they visit the Hollywood sign or the Golden Gate Bridge. The green rush is happening folks and the state may never be the same.

he tables were filled with cannabis-infused edibles, from granola chunks to dark chocolate bites. A nearby booth had flavored cannabis milk dished out in small plastic cups, the enthusiastic pitchman warning of the potency of the blackberry-scented drink. Then there were the topicals—thick lotions that smelled like lemongrass and lavender—and serums, tinctures and salves. But, this would not be the Emerald Cup, Northern California’s premier cannabis conference without plenty of the holy green. Exhibitors displayed the crystalladen flower, its buds cured and trimmed until they were like nuggets. Growers displayed them in glass jars, propped on sticks so attendees could get a 360-degree view or in curio boxes normally used to store cherished mementos. Still others had bags of the stuff and without much fanfare hoisted them onto the table so attendees could catch a whiff of its pungent, heady smell. The last medical cannabis cup until California transitions to recreation next year, the fulfillment of Proposition 64, passed by voters in 2016, the atmosphere at the event was electric but bittersweet. A lone sign read, “RIP Prop 215,” a nod to the landmark medical cannabis legislation passed by voters in 1996. Over the years, cannabis growers, formed into nonprofit collectives, provided the medicinal plant to patients to treat any number of ills, from stress, anxiety and PTSD to seizures, glaucoma and chronic pain. Some of these pioneers lamented the loss of the old medical scene and looked into the future when investors and corporations only seeing dollar signs would take over the industry, buying out or overtaking the mom and pop collectives and growers who saw cannabis as a healing way of life. It is estimated that sales of cannabis in California could reach $5 billion. Since Proposition 64 passed last year local jurisdictions across the state have had to make the important decision on whether to allow cannabis suppliers, retailers, processors, etc., to operate within their boundaries. Some, like Hollister have embraced the new industry, while enacting specific guidelines in relation

Granite Rock gets Clean Water Act fines AROMAS FACILITY CITED FOR LACK OF OIL-SPILL PREVENTION MEASURES Staff report
The U.S. Environmental Protection Agency is requiring Granite Rock to control stormwater runoff and improve oil spill prevention at California facilities. The federal agency has reached a settlement with Granite Rock Company over Clean Water Act violations at three of its road materials manufacturing and recycling facilities in Northern California.
The agreement requires the company to pay a $102,051 penalty to address stormwater discharge violations at two of its Redwood City facilities and oil pollution prevention violations at a facility in Aromas. Granite Rock will also complete a watershed cleanup project as part of the settlement. “The waterways of San Francisco Bay and the Monterey Peninsula are important to the region’s unique ecology and economy,” said Alexis Strauss, Acting Regional Administrator
for the EPA’s Pacific Southwest Region. “It is critical for industrial facilities to control stormwater runoff and prevent oil spills, given the potential to harm precious water resources and wildlife.” As part of the agreement, Granite Rock will also complete a Supplemental Environmental Project, removing 800 cubic yards of trash and debris from the Coyote Creek and Pajaro River watersheds. The project, which will be completed by October 2019 and cost almost $78,000, will
remove contaminants and improve habitat for anadromous fish, including endangered steelhead trout. An EPA inspection, conducted in partnership with the San Francisco Bay Regional Water Quality Control Board, found that Granite Rock’s Peninsula Road Materials and Peninsula Recycling Services facilities failed to use best management practices—such as routinely sweeping paved surfaces and using covered storage areas for potential pollutants— to reduce or eliminate
pollutants in stormwater runoff. In addition to the settlement, EPA previously ordered Granite Rock to improve stormwater controls at the Redwood City facilities and to redirect stormwater flows to an active treatment system that will remove pollutants prior to discharge. These changes will be in place by July 1, 2018. The settlement also resolves Granite Rock’s violations of the Oil Pollution Act’s Spill Prevention, Control, and Countermeasure requirements at its A.R. Wilson Road Materials facility
in Aromas. In response to EPA’s inspection, the company has cleaned up all petroleum product leaks and spills at the facility, installed additional secondary containment around petroleum product storage tanks, and conducted tank integrity testing. r. Daniel W. Gregg, a veterinarian in Morgan Hill since 1976, passed away on November 30, 2017. Daniel was born June 7, 1947, to Warren and Irma Gregg. He grew up in Storm Lake, Iowa where he met his future wife, Jeanne Saathoff. They married in 1970, and the following year Dan graduated from Iowa State University College of Veterinary Medicine.
Dan first worked as a veterinarian in suburban Chicago, then moved to the East Bay where he was the surgeon in a busy small animal practice in San Pablo, California. He opened the Morgan Hill Animal Hospital on Monterey Road in early 1976. During his 32 years in business Dan employed several associate veterinarians, and in his final years of practice, his brother, Dr. Stephen Gregg often worked with him. He was voted The Times Best Veterinarian every year the award was given, including in 2009, the year he retired. Until the 101 freeway was completed to San Jose, local veterinarians took all their own emergency calls, working nights, weekends, and holidays. Dan organized the small animal veterinarians in Morgan Hill, San Martin and Gilroy into a rotational shared emergency coverage, which freed up their “off ” hours -- especially in the days before cell phones. Dan was an active member of the community, serving on a variety of non-profit boards and committees. He held many positions in Rotary, including president. Dan began scouting as a den leader and continued, becoming an assistant scout master in Troop 799. He was the finance chairman of the Magic Ship of Christmas for many years, and continued his work in scouting long after his son had moved on to college. Dan is survived by his wife, Jeanne, son David, daughter Andrea and husband Sergio Guajardo, and three grandchildren. He is also survived by brother Dr. Richard Gregg and wife, Sarah, brother Dr. Stephen Gregg, sister Patricia Barr and husband Dr. David Barr, as well as many other relatives and friends. A Celebration of Life honoring Dan will be held January 13, 2018 at 11:00am in the Hiram Morgan Hill room of the Community and Cultural Center in Morgan Hill. In lieu of flowers the family requests donations be made to the Morgan Hill Rotary Foundation, PO Box 283, Morgan Hill, CA 95038.

onna Lee Benz at the age of 82 went to be with the Lord Jesus and her beloved husband John Mark Benz on Thursday, November 16, 2017. She is dancing on the streets of gold and with the love of her life. Donna Benz, a longtime resident of Morgan Hill, was born and raised in Dinuba, CA.
She is survived by her daughter Markly Benz Machado and husband Manny Machado. Grandchildren Master Sergeant Tristan Ross AkinoBenz, Rachelle Akino and Ruby Machado. Great Grandchildren David Akino, Julian Machado and Jaxson Machado. She leaves behind her sister Betty Pipkin. The two sisters were nearly inseparable and where one was the other was there too. Donna will be forever remembered by her numerous nieces, nephews and extended family and dear friends. Donna enjoyed road trips and camping with her husband and sister Betty as well as attending many family reunions. She took pride in her home and loved to sit on the porch and enjoyed the beauty of her country life and all the natural creatures that roamed her property. She also loved and was so proud of her grandchildren. Donna was the true Proverbs 31 Woman of Noble Character. A woman of exterior and interior beauty, dignity, faithful, helpful, noble, provider and strong wife, mother, grandmother, greatgrandmother, sister, auntie and friend to many. obbie Lorraine Reyes, age 71, passed away surrounded by her loved ones on November 22, 2017. She was born October 14, 1946 in Dallas, Texas to Arthur and Mary Terry. She lived there until the age of six, when her parents decided to move to East Wenatchee, WA. Soon after the passing of her father, when she was twelve, the family moved to Anaheim, CA. Bobbie continued to live in Southern CA until 1981, when she and her husband Simon moved their family to Morgan Hill, CA. Bobbie began her remarkable career with the State of California in 1968 as a Secretary with the Department of Consumer Affairs. Throughout her career she worked in a variety of different departments and positions and after 35 years of service for the State of California, she retired as a Hearing Officer for the Labor Commissioners Office. Bobbie was an active member of Southridge Church in San Jose. She lead women’s bible studies, loved to sing in the choir, and up until she could helped in the nursery. Bobbie was a very loving, kind, compassionate person who will be missed greatly by many friends and family. Preceded in death by her husband Simon D. Reyes. She is survived by her sons Kevin Reyes and Eric Reyes and daughter Christina Reiman, her grandchildren Kodi Reyes and Mateo Reiman, her sister Mary Alice Miller and her brothers Lee Terry and Gene Terry and her godchildren Alexis Rossette and Carmelo Rossette. Local leaders updated on Nash Road bypass BUSY STRETCH IN MIDDLE OF SAN BENITO HIGH SCHOOL TO BE RECONSTRUCTED NEXT YEAR Nicholas Preciado Reporter
Local leaders got an update on a new traffic channel that will make it easier, and safer, for pedestrians and motorists to drive through a busy stretch of road at the sprawling San Benito High School campus in Hollister. Located on Nash Road, between Monterey and West Streets, the new bypass is still in the design phase. Construction is set to being next year. Officials from Hollister, San Juan Bautista and San Benito County received an update on the Nash Road bypass during last week’s intergovernmental committee meeting. On Thursday December 7, the group learned that 60 percent of the bypass design documents from the engineering firm were back with the county, ready for review. “The information that I have from the Resource Management Agency is that the consultant and the RMA department have been coordinating with the school’s architects and staff regularly as well as the water district’s engineers on the project,” County Management Analyst Louie Valdez said. “Sixty percent of the design documents are on the desk of [Capital Program Manager] Adam Goldstone for review. They’re working on providing comments to those consultants and getting those back to them as quickly as possible.”

SAFETY MEASURE A bypass on Nash Road between
Monterey and West Streets aims to make the busy stretch of road at San Benito High School safer for pedestrians and motorists. Construction is set to begin in 2018, with a total project cost of $1.3 million.
The San Benito County Board of Supervisors approved a $153,140 contract in September with Santa Cruz-based Mesiti-Miller Engineering for design services. The contract covers work from September to December 31, 2018. Construction of the Nash Road bypass is expected to begin early next summer. Hollister Vice Mayor Karson Klauer wondered if the timeline was realistic. “Does anyone actually think that it can be done in that timeframe?” Klauer asked. “It was at 30 percent design like eight months ago, now we’re at 60 percent design. We’ve still got to get to 100 percent, then go out to bid, then choose a bid, then you’ve got to have time for those people to come out and actually do it. It’s taken us a year and a half to get to 60 percent design from just having talks. I don’t know how you actually build a road in eight months.” Valdez informed Klauer that he’s been working closely with RMA Director John Guertin to push the project through.
“We’re going to try,” Valdez said. “How it ends up at the beginning of the summer or getting close to that, we’ll provide the intergovernmental committee with reports. We’re going to push as hard as we can.” Klauer said it wouldn’t be the worst thing in the world if the project took longer. “It would just be good to have everybody under a reasonable expectation of when it’s going to happen,” Klauer said. In November 2016, the Hollister City Council, San Benito County Board of Supervisors and the San Benito High School District approved an interagency agreement to close a busy portion of Nash Road near the high school due to safety concerns. The bypass road needs to be constructed and opened before the closure goes into effect. The project has a total cost of around $1.3 million. Funds are from voter-approved Measure G passed in 2014. The goal is to complete construction by August 2018.

The recusal stemmed from one of Klauer’s real estate clients who expressed interest in submitting a development proposal under the growth management plan. Pinnacle Strategy President Victor Gomez echoed Richman’s point. “Marty made an excellent point, we’re not doing our fair share when it comes to housing development here in Hollister,” Gomez said. “I understand public sentiment and concern about growth, but our numbers show we’re not doing our part to contribute to the short housing stock in California.” The state needs to add 180,000 new homes annually just to keep up with population growth, according to the California Department of Housing and Community Development. Currently, the state adds less than half of that—80,000.

As the Hollister skyline changes with the construction of new housing, city leaders are looking at an annual cap on new singlefamily homes as part of a residential growth management plan. At a special city council meeting Monday, local policymakers fielded comments from a crowd that was largely in favor of continual growth as a way to spur economic development and continue the city’s recovery from a devastating yearslong building moratorium and economic recession. The council expects to adopt its growth management plan early next year. “If we start talking slow growth, that will affect business in our community,” said San Benito County Chamber of Commerce
President and CEO Juli Vieira. “If there’s no housing for employees, why would a business want to come to San Benito County?” Because of a massive sewage spill that sent 15 million gallons of wastewater into the San Benito Riverbed, Hollister was unable to undertake any new construction until a moratorium was lifted in 2008, as the Great Recession and related housing crisis. Since 2008, 560 homes have been built within Hollister city limits, including 144 units constructed last year alone. “This has got to be 200 to 300 units minimum,” resident Marty Richman said in response to a council suggestion that the number of single-family homes be capped at 165 per year. “One-hundred and sixty-five units means don’t come here, we’re not going to be building anything for anyone,” Ultimately the council settled on an annual allotment of 244 units of
BUILD IT The number of new single-family homes like these currently under construction on South Street in Hollister may be limited to fewer than 250 per year as part of the city’s residential growth management plan set to be adopted in January. Mayor Ignacio Velazquez advocated having mixed types of units in new neighborhoods. “The mix is important to me so we’re providing communities within neighborhoods,” Velazquez said. “It works well and is being done all over. I think we really have to be pushing toward that goal so we’re not isolating
one neighborhood only for affordable housing.” There was no talk of limiting affordable housing, senior housing, secondary units, special needs housing, and rentals. The council directed staff to look into having the program sunset at the completion of the next general plan update, which is currently underway and
serves as a guide for the city to map out its growth over the next two decades. The council also wanted staff to look at making minor changes to a scoring system that is used to rate potential development projects. The growth management program is expected back before the council for adoption in January.

the downtown area. “Regardless of what we do on a local level, this is a state exclusion zone and we’re comfortable with that,” Mayor Chris Martorana said. “It covers the downtown, the schools, the church. It’s pretty broad.” Planning Commissioner Darlene Boyd said she was concerned about land use restrictions and is open to cultivation in agriculture areas. “I think they are too restrictive,” Boyd said. “I think we ought to look at expanding those outside sensitive areas. If we have an agriculture buffer and we’re talking about cultivation, that is ag behavior.” Resident Mandisa Snodey said the city doesn’t have to worry about converting black market cannabis operations into regulated ones. “We can start from scratch,” Snodey said. “I

As California gets ready to issue business licenses for cannabis in the coming months, San Juan Bautista takes its first step towards allowing the new industry within city limits. The city council and planning commission held a joint meeting last week to discuss and take public comment on a cannabis ordinance that would be the first step in regulating commercial activity. There is currently a ban on all cannabis sales, cultivation and delivery in the historic town. “The ordinance lays the foundation for allowing cannabis operations, both medical and recreational or one, moving forward,” said Victor Gomez, president of
Pinnacle Strategy, a consulting firm that is helping the city and San Benito County on their cannabis policy. “There is a second layer that comes after the ordinance.” That second layer will include the rules, regulations, operating procedures and security measures for any potential cannabis businesses. “When it comes to the rules and regulations, these operations will need surveillance accessible by the city and police,” Gomez said. Discussions include keeping cannabis operations within zoned industrial areas outside of the downtown. Any cannabis cultivations would need to be inside a greenhouse or warehouse. There would also be a 600-foot setback from youth facilities, which is also a state rule. Because of the city’s small size, this would prohibit a majority of cannabis commercial activity in

businesses in the city, some residents cautioned officials not to get caught up in the gold rush. “It’s time for you all to be cautious, careful and to make sure the city can oversee the complex issues in lifting the marijuana ban,”
resident Rachel Ponce said. “The city’s limitations in staff and law enforcement have to be taken into consideration very carefully. Don’t rush into lifting the ban because of potential revenue. Mismanagement can ruin this community.”

Jobs, jobs, jobs. That is what county leaders heard Tuesday as they adopted an economic development strategy that aims to create more local employment, fill industrial parks, attract new business to the region and train local workers to get well-paid jobs. “I really do believe that this is just what we need,” Supervisor Anthony Botelho said after Economic Development Corporation Project Manager Kristina Chavez Wyatt presented the comprehensive
plan. “It brings all the agencies into focus and what we need to do to enhance opportunities within our own county.” Currently, there are approximately 16,000 workers in the region. According to the plan, that number is expected to top nearly 20,000 by 2035. “It’s anticipated to grow by 25 percent by 2035,” Chavez Wyatt said. “Our farm employment is 11 percent, which is much higher than the state average of 2 percent.” According to the plan, major job clusters in the region include agriculture and agriculture services, food processing, distribution and chemicals. The influx of new homebuyers from
Silicon Valley has grown San Benito County’s median income from $65,000 to $71,000 from 2006 to 2015. Chavez Wyatt said median income is anticipated to rise to $96,000 by 2020. Median income in the region for a family of four is $81,000, which Chavez Wyatt said is too high for the county to qualify for numerous state and federal programs. “One of the issues we’re dealing with is we have a living wage of $47,000 here in our county for a family of four,” she said. “This is an issue because our housing prices are inflated by the incomes in Silicon Valley. We have two economies: people that live here and those that work
here, but may not be able to afford to live here based on our median wage.” The plan, which was unanimously adopted by the board of supervisors and supported by the cities of San Juan Bautista and Hollister, laid out eight goals for the next five years. “First and foremost, we need to act collaboratively,” Chavez Wyatt said. “We need to make the most and leverage all of our resources, our interests and our passions. Between the three local jurisdictions, the cities and the county, and many economic development entities throughout the county, we all need to recognize the important role we all take in our

thriving local economy.” Chavez Wyatt explained the process, which started in the spring, was long overdue and kept local jurisdictions from qualifying for critical federal and state funding that could be used to spur economic development in the region. “This community hasn’t had a community economic development strategy since 2008,” Chavez Wyatt said. “Therefore, we’ve been ineligible to go to the Economic Development Corporation for funding. What we saw with approval and adoption of the county general plan in 2015, it had an economic development element. The strategy will also fulfill requirements for us to receive grant funding.”
Other goals outlined in the plan, include investing in local business development and attraction, investing in talent development, retention and education, improving business climate and competitiveness, investing in infrastructure maintenance and growth, supporting an entrepreneurial culture, ensuring community safety and health and creating economic resiliency. “We’d like to communicate that San Benito County is open for business,” Chavez Wyatt said. Robert Fabing spends up to three hours a day walking around Hollister to keep in shape—and that’s just during the morning and early afternoon hours. In the evening, the 60-year-old Fabing spends his time indoors running up and down a court refereeing high school basketball games. Fabing has a great reason for being active, as he is on the long road back to recovery after undergoing brain cancer surgery in May 2016. “I can’t stand sitting at home watching TV, so my goal everyday is to get the hell out of the house since I can’t work yet,” he said. “I want to get in shape and stay in shape. My doctors are happy.” They’re not the only ones who are joyful this Christmas
season. A longtime coach and sports official, Fabing has affected countless lives in the greater South Valley area, especially youth baseball players. As one way to show their appreciation for Fabing, the San Benito High baseball and softball programs will host a benefit clinic at the high school on Dec. 22 and 23, with proceeds going to the Fabing family and the Baler baseball and softball teams. A slew of former San Benito High standouts will be there as special instructors, headlined by Darin Gillies, who recently completed his initial foray into the Arizona Fall League after a solid season with the Arkansas Travelers, the Double-A affiliate of the Seattle Mariners. Other guest instructors include Daniel Barone, who had a stint pitching for the Florida Marlins, Connor

Through Tuesday’s action, Abraham Arevalo had picked up just one yellow card in six games. Last season, Arevalo came close to earning a yellow card in almost every match. The San Benito High senior midfielder will be counted upon by his teammates and coach to stay poised even during the most tense situations. Arevalo might be the Draymond Green of the Haybalers, the glue that holds the team together. Simply put, just like the Golden State Warriors need Green on the floor to be at their
best, so do the Balers need Arevalo to be on the pitch for them to be successful. Arevalo, for his part, knows how valuable he is to the team and can’t make excuses this season if he lets his emotions get the best of him. Arevalo credits Balers coach Marco Orozco for helping him in the mental aspect of the game. “Coach Orozco has done a lot for me since last year,” Arevalo said. “He talks to me whenever I’m losing my cool or if I get nervous before a game. He always knows what to say to calm me down and makes sure I don’t lose my composure.”
San Benito is off to a 3-0-3 start, having recorded an impressive 3-0 win over Homestead and a 1-1 draw with Los Altos, two traditionally strong teams. Although Arevalo hasn’t lit up the score sheet yet—he’s been nicked up in the early going—he’s confident in due time he’ll either be assisting or scoring just like he did last season. A playmaking midfielder, Arevalo possesses a quick initial burst when he gets possession. Arevalo plays fast, a perfect complement to the Balers’ free-flowing, possession-type ground game. “We have to control the play by sticking to the game plan,
which is a lot of passing and touches,” he said. Depending on where he is on the field, Arevalo will look to either distribute the ball to a wing player or look to score from in close or far, as he is armed with a lethal leg that allows him to put potent shots on goal from up to 35 yards away. Arevalo can run hot at times, but it’s that same passion that fuels his play. “He is a true leader and is always willing to sacrifice for the team,” Orozco said. The Balers are potentially on the cusp of a special season. They’re off to their best start in recent memory,
and play in the Homestead Tournament gold division championship match against Alvarez on Saturday. If San Benito ends up finishing among the top two teams in the Monterey Bay League’s Gabilan Division—arguably the best league in the Central Coast Section along with the West Catholic League— then it will be a legitimate force to win its first-ever section title. “I believe the team this year can be special,” Arevalo said. “We’ve definitely picked up our ball movement and communication. back,” San Benito High baseball coach Billy Aviles said. “Robert has helped so many kids in the community and has had a positive impact on so many kids’ lives as a coach and umpire.” But Fabing’s impact goes beyond San Benito County. As a Gilroy High graduate and part of Peninsula Sports, Inc.—one of the officials’ association the Central Coast Section uses—people from the South Valley and Monterey area know Fabing as well. “We’re getting people calling from Gilroy and Monterey wanting to help because Robert knows so many people,” Aviles said. Fabing is humbled to know that dozens of former athletes, coaches and friends will be at the clinic, which goes from 9 a.m. to noon for 8 to 12-year-olds and 1 to 4 p.m. for the 13 to 16-year-old age group for both days. The price of admission is $100, and checks can be made to Baler Backers, with all of the proceeds going to the San Benito baseball and softball programs, along to the Fabing family. “It’s heartwarming to know I
was able to make an impact in kids’ lives,” Fabing said. “It’s all about heart. If they see you care about them and love the game, they’ll remember that for the rest of their lives.” Fabing was diagnosed with high stage two brain cancer on March 26, 2016, a moment that not surprisingly left him in tears. After the initial shock, however, Fabing approached cancer as he did every part of his life: in attack mode, ready to take on a challenge. “After two to three days of being diagnosed, I said, ‘Let’s go, crack my head open and cut the cancer out,’” Fabing said. “My attitude was to get after it and continue to work.” And that’s exactly what Fabing did. In May 2016, Fabing underwent a successful yet harrowing 11-hour surgery. Two months later, Fabing started an eightweek program of daily radiation treatments, along with nine total months of chemotherapy. The treatments worked, as Fabing’s cancer is in remission. Fabing was back at UCSF Tuesday for his bi-monthly
checkup in which he undergoes a battery of tests. “I passed all my tests big time,” he said. “I’m way ahead of the game.” It goes without saying that the Baler baseball community has already received the best Christmas gift possible—Fabing is alive and well, and itching to return to a “normal” life. “My goal and dream is to go back to work again, hopefully some time in 2018,” said Fabing, who worked for a termite company in San Jose before his cancer diagnosis in March 2016. Make no mistake: Fabing is happy to be alive. But he’s not going to sugarcoat his current state, as he still has trouble recalling certain names or facts that he would otherwise would come up with pre-surgery. On New Year’s Day, Fabing will start a new round of medicine in the hopes that it will basically “get my brain going back so I can pass all my tests and get cleared to work.” Fabing has received tremendous support from Mary, his wife of 32 years; his two sons, Trevor
and Connor; and Taylor, who graduated from Arizona Christian University last Friday. The latter was anything but a foregone conclusion, since Fabing’s diagnosis came in Taylor’s junior year. “It was very emotional to see Taylor graduate,” Fabing said. “It wasn’t an easy thing for her to be in Arizona while this was happening. She flew back often, and if I hadn’t pushed her it would’ve been hard for her to graduate because I was in the hospital for so long. I’m so proud of all of my kids.” Fabing’s life forever changed on March 23, 2016, when he was watching San Benito play at Valley Christian in San Jose. During the middle innings, Fabing collapsed, his head banging against the concrete. As he lay in a pool of blood momentarily unconscious, Fabing awoke in a haze. “I was looking up at the sky and thought I was looking at God,” he said. “I thought I was gone. Finally I was able to see and feel a lady from the stands, whose son was playing shortstop. She was the one who jumped in and rescued me.”
Fabing got assessed before being taken to the hospital, where doctors feared the worst. Three days later, Fabing was diagnosed with high stage 2 brain cancer. To this day, Fabing counts his blessings that he didn’t black out while driving, as it could’ve led to horrific injuries not just to him but to others. To get some insight into his competitive personality, Fabing seemed a bit embarrassed that the game was momentarily stopped because of him. The Balers ended up defeating Valley Christian, 3-2. “I can’t believe I missed a Balers victory,” he said. On Dec. 22 and 23, the San Benito High baseball and softball programs in conjunction with Gillies, will be hosting more than just a clinic—it’ll be an event symbolizing how tight-knit the Baler sports community is, paying tribute to a person who has left a lasting impact and will continue to leave a legacy going forward. junior who is playing his first year on the varsity squad. Agredano has done a marvelous job of creating scoring chances for his teammates and himself. “Jose has tremendous speed, and his ball work is amazing,” Arevalo said. “He knows what to do under pressure.” Forward Manny Ceja has also been lethal, finishing most of his scoring chances this season. Ceja has a goal scorer’s instinct, knowing when and where to shoot. “Manny is always putting
himself in the best position to score,” Arevalo said. “He is finishing every ball he gets.” Arevalo said he wants to improve his speed and ball control skills so that he’ll be better equipped to play at the college level. Possessing excellent vision, Arevalo credited Orozco, former Balers coach Johnny Regalado and Ramiero Ramos—Arevalo’s club coach a couple of years ago—for helping him develop into a solid allaround player. Despite not lacking for confidence, Arevalo
admitted that he didn’t always play with the mentality that he could be a difference-maker. “All of those coaches helped me with my confidence,” he said. “Early in my career, sometimes I would get scared with the ball and just kick it or launch it away. But as I got older, I listened to the coaches around me. They helped me to keep my cool and not get nervous, to shield the ball, look up everytime, maintain composure and to not get freaked out.”

It shall be mandatory for any Contractor to whom a Contract is awarded to pay not less than the applicable prevailing wage rate to all workers employed for the execution of the Contract and employ apprentices pursuant to Section 1777.5 of the California Labor Code. The general prevailing rate of wages, as determined by the Secretary of Labor are included herein-after as a part of the Contract Documents; provided, that if there is any difference between the State or Federal wage rates for any given craft or mechanic needed to execute the work, it shall be mandatory up-on the Contractor and any subcontractor to pay the higher of the two rates. Any classification omitted herein shall be paid not less than the minimum basic rate per hour plus employer payments as set forth in the collective bargaining agreement then applicable to the class or clas-sification of workmen or mechanics employed as defined in Section 1773.1 of the Labor Code of the State of California. If the contractor performs construction work in a geographical area located outside of the covered area, it shall apply the goals established for such geographical area where the work is actually performed. With regard to this second area, the contractor also is subject to the goals for both its federally involved and non-federally involved construction. The Contractor’s compliance with the Executive Order and the regulations in 41 CFR Part 60-4 shall be based on its implementation of the Equal Opportunity Clause, specific affirmative action obligations required by the specifications set forth in 41 CFR 60-4.3(a), and its efforts to meet the goals.
