A shift from an at-large to a trustee area election system this year will determine three seats on the San Benito High School District Board of Trustees for the first time in November. For the current fivemember board, the change in format was a welcome one. The San Benito County chapter of the national nonprofit organization Birthday Cakes 4 Free started last spring and group members have been bringing cakes, cupcakes and muffins to low-income seniors and children ever since then. Since the group started in June, its members have delivered about five cakes a month to the Emmaus House, Chamberlain's Children Center and the assisted living facility Whispering Pines Inn. Now they're looking to expand to individual homes in the county. A2

Progress on the Nash Road Bypass—a critical component of San Benito High School’s new campus plan— is inching along, according to an update given at February’s intergovernmental committee meeting. The new bypass road will allow the closing of a portion of Nash Road between Monterey and West Streets, right in the middle of the San Benito High School campus, during the school year. The project has a total cost of approximately $1.3 million, with funds coming from Measure G that voters approved in 2014. The goal is to complete construction by August, before the start of the new school year. “We are coordinating with the San Benito High School District and the San Benito County Water District to keep this project moving,” Resource Management Agency Director John Guertin said at the Feb. 1 meeting. “Right now, we are expecting the 90 percent drawings to come in next week for our engineers to review.” In November 2016, the Hollister City Council, San Benito County Board of Supervisors, and San Benito High School District approved an interagency agreement to close the busy portion of Nash Road near high school because of safety concerns.

The bypass road needs to be built and opened before the closure goes into effect, but the county needs to construct it first. Guertin told the intergovernmental committee that the county planned to go out to bid for construction contractors in May, with construction
anticipated to start in late June or early July. San Benito High School District Supt. Shawn Tennenbaum urged the county to move quickly on the bidding process. “Listening to the May timeline, I’m a little bit alarmed,” Tennenbaum said. “The May timeline
means you are going to hit June/ July bidding and construction and that is peak construction time. Right now, everybody is full of work. It is incumbent to move as quick as possible just to secure summer bids.” Guertin said his department was working to get bids out in
April, but that the May timeline offered a buffer. “We don’t want to do anything that’s going to push this off where we have to push it off,” he said. “If we get into the winter months then we have to push it off until next year. We don’t want to do that.”

At the Hollister City Council meeting early this month, council members approved plans for a cannabis testing lab, High Sierra Analytics, that is expected to draw business from cultivators and manufacturers from multiple counties. Owners expect demand for lab services to be high, because the closest testing laboratory in the region is located in Santa Cruz, and nearby cannabis distribution businesses will benefit tremendously from the lab's proximity. “I started looking around a year-and-ahalf ago, and the closest place we could find that was close to the Central Valley was Hollister,” Thomas Gromis, CEO and founder of High Sierra Analytics said. “Hollister is a great little town, and there’s a lot of business

going there. The Bay Area market is strong.” Following the implementation of new cannabis laws on Jan. 1, new regulations to test cannabis products came into effect. The tests, which include testing for potency, for the presence of heavy metals, pesticides, residual chemicals such as alcohol or microbial contamination, testing labs will serve an integral and ultimately, a legal necessity to do business. "It's our job to make sure the product is safe before it's ready for sale," Gromis said. "The tests are pretty intense, and we need to use some very intense machines and chemicals to do it." Intense as the methods are, the logistics surrounding the pickup of samples, which require technicians from certified labs to pick up a distributor’s product, with video evidence to be sent to the state. Then the lab is required to test. “That’s a big reason why we wanted to
find these underserved areas,” Gromis said. “If the closest testing lab is three hours away, collecting the samples are going to be very onerous. We also need to make sure the samples are separated scientifically. If you have a 50-pound batch, you need to make sure it’s separated into 10 different containers. That is all videotaped.” Tax rates in Hollister are also far more agreeable to Gromis than what he sees in Monterey and Santa Cruz Counties, where steep tax rates, of 15 and 20 percent, chisel away at potential profits. Logistically, Hollister by mid-year will have all key components of the cannabis industry: manufacturing, distribution, and testing. Now that manufacturing, cultivation, distribution, and testing of recreational marijuana have been cleared, the city could benefit from up to $500,000 a year in taxes from cannabis businesses, according to Pinnacle Strategy President Victor Gomez.

With all the new cannabis businesses starting up in Hollister, who is in charge of overseeing it all? The City of Hollister’s new Cannabis Affairs Division. “On behalf of the city, we want to inform the community that the rules and regulations that are in place for medical cannabis, and potentially adultuse, are drafted to protect surrounding land uses, safety, and most importantly their wellbeing,” Cannabis Affairs Manager Maria Mendez said, who took on the position last November. The Cannabis Affairs Division, a branch of the city’s Development Services Department, processes cannabis business applications and ensures compliance of
said businesses within city limits. Staff are also responsible for staying updated with state rules and regulations. Cannabis businesses have worked with the city on establishing legal operations since the Hollister City Council adopted a medical cannabis ordinance in December 2016. Since then, numerous businesses have been approved for cultivation, manufacturing, testing, and distributing. Earlier this month, council members amended the ordinance to allow recreational, or adult-use, cannabis businesses to operate, excluding dispensaries. Mendez said that the city has yet to receive a strictly adult-use application. “Operators are held to high standards through thorough in-depth investigations,” Mendez said. “We do that
so cannabis businesses are held to the highest level of business practice and professionalism. I believe the City of Hollister has dedicated staff to make this happen.” As manager of the division, Mendez is main city contact for the blossoming legal cannabis industry. She is currently the only member of the division who spends 100 percent of her time coordinating cannabis efforts. “As more businesses receive their regulatory permits I expect to get some additional help,” she said. The Hollister City Council approved hiring six people in several departments at a Sept. 5 meeting to help with local cannabis regulation. The cannabis affairs division is structured to work with members of various city departments, including building, planning, IT and finance.

Resist the parade
S
o, now he wants a parade? Showy military displays go back millennia, to ancient Egypt and Greece. Yet, the U.S. has no consistent tradition of big military parades, especially since the Second World War. Why is that? Ask any senior officer. She or he will explain that it’s because a confident Pax Americana never felt any need. Strutting and preening is, in fact, the surest sign of an inferiority complex. Americans saw no point in grandiose expense and display—until now. During the Second World War, we were the one nation rich enough to supply each soldier with two uniforms. It wasn’t in order to show off that wealth. Rather, one uniform was for travel and office work and business—okay-looking, but not tailored for show. And even that one was stored away near the front, as each fighting man donned olive drab combat fatigues. Our adversaries— and yes, allies—mocked how ugly the ensemble was, then shut up when they saw how it allowed free, agile movement and easy maintenance. The combat uniform was purely functional and saved many hours of upkeep, as G.I.s seldom had to spit and polish or brush it for inspections. George Marshall—who should have been

OBITUARIES SALVADOR ROBERT INFELISE December 20, 1925 - January 11, 2018
R
obert Infelise, known affectionately to many as Dr. Bob, passed away of natural causes on January 11, 2018. Born and raised in Hollister, CA to Clara Guerra and Frank Infelise, he attended San Benito High School and Junior College. He served as a photographer in the US Army Air Corps during World War II and graduated with a bachelor’s from Santa Clara University. He completed graduate work at San Jose State, Stanford and Santa Clara before getting his doctorate degree in Education at Brigham Young University. A lifelong educator, Dr. Bob started his administrative career in Union City, CA. Later he served as the Superintendent at Gilroy Unified School District for twelve years. After a run for State Assemblyman and working overseas, he returned to the central coast as the Superintendent of Carmel Unified School District. Known as the “Supt de Jour” for his many interim Superintendent positions around the Monterey Peninsula, including MPUSD, Dr. Bob also served on many school boards, councils and as an Administrative Consultant to various school districts in California and in American Schools overseas in Europe, the Middle East and Mexico. He had a deep commitment to the Monterey Peninsula community and served as the Executive Director for Community Health Plan, was a past president of the Monterey Peninsula College Board of Trustees, served on Carmel Valley Chamber of Commerce, and was also a founding member of the International School of Monterey and Gilroy Garlic Festival. He was an avid golfer, loved to travel with his family, and listen to Sinatra while cruising along the ocean. Dr. Bob was a loving husband and father,and is survived by his wife Bobbie and their two children Renee and Monica, as well as son Peter Infelise, daughter BethAnn Chabolla and their children. The family would like to thank Steve Bagby for taking Bob golfing and for trips down the coast as well as the Del Monte staff for their care. Special thanks to Jack Gyves, Vance Baldwin and Marvin Biasotti for their visits and stories that continued to engage Bob and make him smile. A Celebration of Life will be held at 11am Sunday, February 18, 2018 at Carmel Middle School. RUBY LUCILLE HART October 28, 1922 - February 7, 2018

uby Lucille (Newbery) Hart died early Wednesday morning, February 7, 2018 at her home in Gilroy, California. Ruby was born on October 28, 1922 in Jacksonville, Illinois. Ruby and Bill married on June 21, 1944 at Camp Rucker near Dothan, Alabama where Bill was stationed until deployed to France in December, 1944. Ruby was a full time homemaker, but she was always active in community life and set a quiet example for everyone with volunteer work at church, school events, service clubs and youth organizations. Ruby loved gardening and taking care of her indoor geraniums and African violets for which she had a magic touch. Everyone knew her as a very kind and gentle soul. Ruby is survived by two of her four siblings, Wilhelmina “Dolly” Findley of San Antonio, Texas and Elizabeth Dieckamp of Indianapolis, Indiana. She is also survived by her husband Bill; sons Jeffrey (Beverly) Hart of Valley Springs, David (Joycelyn) Hart of Davis and daughter Patricia Karr of Carpinteria; five grandchildren, two great grandchildren and nine nieces and nephews. A funeral service is at 2:00pm on Sunday, February 25, 2018 at Gilroy Presbyterian Church, 6000 Miller Avenue, Gilroy, CA, 95020. A private family burial will follow. In lieu of flowers, any donations made in Ruby’s honor can be made to Gilroy Presbyterian Church at the address above or in her name to the donor’s charity of choice. He was the most loving, caring, unselfish husband, father, brother and friend you could have. He gave one hundred percent to everything he did. The list includes: hunting, cooking, acting, singing, fashion, and vehicle restoration. His accolades reflect his uncanny ability to be the very best at everything he did. Steve took friends and family on world class hunting trips all over the country, never failing to bring home a trophy. He taught old world Italian cooking classes and was the winner of an episode of The Food Network’s “Cutthroat Kitchen.” Capo even co-starred in the feature film “The Biggest Game in Town.” Steve was always impeccably dressed. He even had his wardrobe insured. Steve loved to sing, and he did it with passion. He collected and restored classic Cadillacs to the point of winning numerous awards, his favorite being the prestigious Grand LaSalle competition. All of these are bigger than hobbies, they are areas of expertise, each one being career worthy in and of themselves. Steve was boisterous and lifted everybody’s spirit no matter the situation. His loss leaves a void in his family and friend’s lives that will never be filled. There will be a memorial in true Capo style. A party that he would truly be proud of. Ladies wear your best open-toed shoes! The viewing will take place Friday February 23, 2018, from 4pm - 9pm at the Neptune Society, 798 South Second St., San Jose CA. If you have ever considered running for local office, now is your chance. Monday Feb. 12 kicked off the nomination period for the June 5, 2018 Statewide Primary Election. The nomination period ends on Friday, March 9, a date that can be extended to Wednesday, March 14 for contests where the eligible incumbent doesn’t file. Local contests up for reelection at the June 2018 Primary include: • California State Senator District 12 (incumbent Anthony Cannella) • California Assembly Member District 30 (incumbent Anna Caballero) • San Benito County Supervisor District 3 (incumbent Robert Rivas)
• San Benito County Supervisor District 4 (incumbent Jerry Muenzer) • San Benito County Assessor (incumbent Tom J. Slavich) • San Benito County Clerk/ Auditor/Recorder (incumbent Joe Paul Gonzalez) • District Attorney (incumbent Candice Hooper Mancino) • Sheriff/Coroner (incumbent Darren Thompson) • Treasurer/Tax Collector/Public Administrator (incumbent Mary Lou Andrade) • San Benito County Superintendent of Schools (incumbent Krystal Lomanto) Regional residents will also vote for California’s 20th District Congressional seat, currently held by one-term Democrat Jimmy Panetta. area maps. “I don’t think any one of us saw a downside to passing it.” That was not the case in many other districts and municipalities across the state, where the threat of litigation, backed by the California Voting Rights Act, prompted boards to reluctantly make the change from the traditional at-large to a trustee-area election system. In November, Delay, along with colleagues Juan Robledo and William Tiffany, if they decide to run for re-election, will be part of the first trustee area elections in San Benito County. Delay and Robledo have already indicated they plan to run for another term. The difference this time is that they will not run against one another in an at-large pool
of candidates. Instead, they will each campaign in their designated trustee area where they reside in as will any challengers to their seats. Furthermore, only those residents who live within the specific trustee area can vote in that corresponding race. The driving force behind the California Voting Rights Act is to provide an election system that allows more opportunity to underrepresented, minority groups to fill spots on governing bodies. “I think it’s going to work eventually,” said Robledo, who is the only Hispanic trustee on the current board. “It’s not guaranteeing a position (on the board) for anyone. It’s just making it possible.” Delay and Robledo said they were aware of the CVRA and “rumblings in other cities” over
its merits prior to hearing directly from local representatives of the League of United Latin American Citizens (LULAC) back in February 2017 about wanting to make the change in Hollister. “They thought it would be nice to go to district elections,” said Delay of the LULAC members who also recommended the trustee area map from a choice of maps drawn by the demographer that was later passed by the school board in a 5-0 vote. “LULAC came back with recommendations for the district boundaries that would allow for more representation for some of the groups in town. We all looked at each other and said, ‘Looks good to me,’” Delay added. The trustee area format also changes the way candidates
will approach their campaigns, according to Robledo and Delay. Instead of trying to get out to voter households throughout the entire county, it allows candidates to focus on a smaller, more concentrated area. “When I ran as an at-large candidate, there were six or seven candidates and the top three got in. That’s a lot of people running against each other,” Robledo said. “There’s some good people who ran and didn’t get elected. That’s why I feel I’m fortunate to get the nod from voters.” Robledo was first elected in 2006. He then lost his reelection bid in 2010. However, two years later, he was appointed by the board to fill in the final two years for a trustee who resigned. Robledo
then won that seat in 2014. Despite a more limited campaign area, Delay said that won’t play much into his decisionmaking process on the board, especially since it is a one high school district. “I think all of us feel that we’re still looking at the entire county. Even though we represent a small group of people, we are still representing the county,” Delay said. “Everybody wants what’s best for the kids and what’s best for the community, and I don’t think this will change that.” One potential issue the board discussed was what happens if nobody decides to run in any one particular trustee area. Robledo said that “puts the burden on the board” to appoint a trustee instead of the voters electing one.

Downtown Hollister business owners might not have a close eye on crime statistics, but one of their representatives said 2017 was a safe, successful year in the neighborhood. “As the economy changed, the activity has changed,” Hollister Downtown Association President Daniel Recht said. He was referring to the opening of new businesses over the last couple years—such as Aroma Cellars and Hollister House Bar & Grill—that have helped

annual part one crime total reported by HPD in the last six years. The highest part one crime total in that time period was 1,115 in 2012. Specifically, the 2017 stats include one homicide, 18 rapes, 282 assaults, 252 incidents of larceny and 73 vehicle thefts in Hollister. HPD Sgt. Don Pershall noted that some of the city’s public safety challenges don’t jump out from the UCR charts. These include what officers have seen as a rise in prescription drug use among high school students, and an increase of minors in possession of marijuana. The stats reported on HPD’s website also include traffic offenses. Total moving violations increased in 2017 (with 1,864 reported), as they have steadily since 2012. Incidents of DUI have also increased since 2012, with 225 reported in 2017 (up from 147 in 2016). Total arrests of adults numbered 1,321 in 2017, with 151 juveniles arrested the same year, according to HPD’s crime statistics. The numbers also show the HPD staffing lags behind the rest of

The latest annual crime tallies for the City of Hollister show that 2017 was less violent and slightly more larcenous than previous years, but the city’s acting police chief says the police department and its staff measure their success by much more than statistics. “We’re not the type to point to statistics. We don’t want to ride that wave,” HPD Capt. Carlos Reynoso said one recent afternoon at the police station on Apollo Way. “We stick to the basics— patrol, visibility on the streets, officer accessibility. We try to reach out (to the residents) as much as we can.” A key measure of these benchmarks is how willing the public is to report suspected crimes or potential emergencies as they see them. By this measure, Reynoso thinks HPD is on the right track.
As a recent example, he pointed to the arrest of three young men Jan. 30 who were allegedly hanging out in the parking lot of Jack in the Box, drinking alcohol and displaying handguns. Multiple witnesses called police to report the public display of handguns, and officers arrived to arrest the three suspects. “Thanks to those people who called, we showed up,” Reynoso said. “You don’t want to live in a community where people don’t call police. If crime is down in a community, it’s thanks to the citizens who call.” HPD “part one” crime statistics are broken down by category on the police department’s section of the city’s website. The disclosure of these annual and monthly stats—known as “uniform crime reporting”—is required by the California Department of Justice, which provides the information to the FBI. Part one crimes include homicide, rape, robbery, assault, burglary, larceny and auto theft. In Hollister, which has a population of about 37,800, authorities reported a total of 730 part one crimes for 2017. That number is the lowest

bring “positive activity” to the downtown. Recht also noted the city’s installation of public surveillance cameras throughout the downtown in recent years has helped with public safety. Authorities quickly solved a commercial burglary and extinguished a structure fire in recent months because of these
cameras, Recht said. “That really discouraged a lot of things,” he said. One remaining challenge downtown is the growing homeless population, Recht noted. That situation has prompted some downtown business owners and employees to be a little more cautious, especially at night.

Police: Hollister teen supplied fentanyl leading to fatal OD DANIEL RAY CADENA ARRESTED ON SUSPICION OF MANSLAUGHTER Michael Moore Reporter
Police arrested an 18-year-old Hollister man on charges that he supplied another teen with a potent opioid that resulted in the victim’s overdose death. In December 2017, Hollister Police officers responded to a reported overdose death at an unspecified location within the city limits. During the investigation, police learned the 18-year-old male victim had ingested several narcotics and controlled substances, according to a press release from the Hollister Police Department. One of the substances consumed by the victim was a counterfeit pharmaceutical medication that is often used as a recreational drug, according to police. The drug unknowingly contained the powerful narcotic, fentanyl. Police later determined the victim had acquired the drugs from Daniel Ray Cadena, 18, according to authorities. Cadena was arrested after police as well as officers from the Unified
Narcotics Enforcement Team executed a search warrant at his home. Cadena was booked at San Benito County Jail on suspicion of involuntary manslaughter and furnishing/sales of narcotics and controlled substances, police said. Hollister Police noted the overdose death illustrates the consequences of the “dangerous opioid epidemic” that law enforcement and public health officials have grappled with nationwide. Hollister Police Sgt. Don Pershall said the problem is growing locally. “(We) have seen an increase in opiate and prescription pill abuse, especially among our high school aged citizens,” Pershall said. According to the U.S. Department of Health and Human Services, 42,249 people died nationwide from opioid-related drug overdoses in 2016. That same year, 11.5 million people were estimated to have misused prescription opioids. Opioids are prescription drugs commonly used to treat moderate to severe pain following surgery or an injury, or for chronic health conditions. The drugs are highly addictive, and

users can quickly become physically dependent on opioids. Fentanyl is a synthetic opioid pain reliever that is up to 100 times more potent than morphine, according to the HHS website. While fentanyl can be prescribed by a doctor to treat severe pain, most recent cases of fentanyl-related harm or death in the U.S. are linked to illegally made fentanyl. In 2017, Health and Human Services declared a public health emergency related to the opioid epidemic. Reservoir levels dropping with no rainfall in forecast ➝ Drought, 1
has 109 percent of average water storage in reservoirs. But reservoir levels are falling. This week’s latest report from the Santa Clara Valley Water District reports that all reservoirs—which were at or near capacity a year ago—are below 50 percent capacity, except the small Vasona Reservoir at 73 percent. Lexington Reservoir, which overflowed a year ago, was at 31.2 percent of capacity this week. The total reservoir capacity in Santa Clara County was just at 26 percent. The Anderson
Reservoir was at 24.4 percent this week, and the Coyote Reservoir was at 20.7 percent capacity. The Uvas Reservoir was at 30.9 percent and the Chesbro Reservoir was at 29 percent. The wet 2017 water year substantially refilled Northern California’s less depleted aquifers. But only a small part of the additional drought groundwater withdrawals has been recharged for the more depleted aquifers of the southern Central Valley The Santa Clara Valley Water District reports that nearly half of the water used in Santa Clara County is pumped from
groundwater The county’s groundwater subbasins serve several important functions in that they transmit, filter, and store water. Water from the district’s recharge program and from rainfall enters the subbasins through recharge areas and undergoes natural filtration as it is transmitted into deeper aquifers. The groundwater subbasins also have vast storage capacity, which allows the district to store excess water in normal and wet years. This stored water serves as the county’s best protection against droughts or other outages.
Most regional reservoir levels were well below 50 percent capacity.

While these results do not exceed the nitrate standard, or maximum contaminant level (MCL), of 10 milligrams per liter, Nitrate monitoring results from June through November 2017 showed concentrations above the nitrate MCL. The City of San Juan Bautista is issuing this notice as a precaution because the water provided by the water system cannot be assured to reliably meet the nitrate MCL at all times. Nitrate in drinking water is a serious health concern for infants less than six months old. What should I do?• DO NOT GIVE THE WATER TO INFANTS. Infants below the age of six months who drink water containing nitrate in excess of the MCL may quickly become seriously ill and, if untreated, may die because high nitrate levels can interfere with the capacity of the infant’s blood to carry oxygen. Symptoms include shortness of breath and blueness of the skin. Symptoms in infants can develop rapidly, with health deteriorating over a period of days. If symptoms occur, seek medical attention immediately. • PREGNANT WOMEN SHOULD NOT CONSUME THE WATER. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HOLLISTER AMENDING TITLE 17 “ZONING CODE” OF THE HOLLISTER MUNICIPAL CODETHE CITY COUNCIL OF THE CITY OF HOLLISTER HEREBY ORDAINS AS FOLLOWS: Section 1. Section 1. Section 17.24.070 amended. Section 17.24.070 is hereby amended as follows: a. Section 17.24.070 is hereby amended to add subsection “D” to indicate as follows: “D. Notice of Proposed Project Sign. For all projects that require review of a Conditional Use Permit, Site & Architectural Review, Minor Subdivision, Tentative Map, Planned Unit Development, Pre-zone, Annexation, Variance, General Plan Amendment, or Re-zoning, the applicant shall install a sign or signs on each site of the proposed project in accordance with this section. 1. Deadline for Placement. Any sign required by this chapter shall be placed no later than seven calendar days after the applicant for an approval for which a sign is required has been informed of project application completeness/incompleteness under the provisions of Chapter 4.5, Section 65943 of the Planning and Zoning Law of the State of California. The number of signs, size, and locations shall be approved in advance by the Development Services Director. Sign specifications shall be provided by the Planning Department to the manufacturer of the sign for the applicant who will then install the sign. Verification shall occur when the City receives from the applicant a completed certificate attesting that the sign has been installed as required (including photographs). 2. Location. Any sign required by this chapter shall be placed on the subject property so as to be clearly seen and readily readable from each street frontage of the property to which it refers. The sign shall be no further than ten (10) feet within the property line and not less than six (6) feet inside the property line. On corner lots, signs shall not be installed in the traffic sight area which is a 10-foot by 10-foot, 45º triangle area on the corner. Additional signs may be required at the discretion of the Development Services Director. Signs shall be located so as to not interfere with vehicular line of sight distance. Where the project sign posting is determined by City staff to be difficult to post on a project site (i.e., visibility of the sign, etc.) the notice in accordance with the sign standards in this section shall still be followed. However, an alternative building material may be used with the approval of the Development Services Director prior to construction and erection of the sign. 3. Size, Material and Height Above Grade. Each sign shall be a maximum of four feet (vertical) by eight feet (horizontal) containing information in both English and Spanish or four feet vertical by four feet horizontal containing information in English next to another four feet vertical by four feet horizontal sign containing information in Spanish. Signs shall be constructed of ½ inch recyclable coroplast (corrugated vinyl) material or ¼ inch Medium Density Overlay (MDO) plywood. Other material may be used with the approval of the Development Services Director. The information required shall be painted, laminated, or otherwise rendered weatherproof and shall be legible at all times. No sign required by this chapter shall exceed seven feet above grade, except where necessary to be clearly seen and readily readable from each right-of-way providing primary vehicular access to the subject property. 4”x4” wood posts buried at minimum two feet deep with appropriate diagonal bracing shall be used on the MDO plywood signs and 2”x4” wood posts with 1”x3” stringers buried at minimum two feet deep and with appropriate diagonal bracing to support the signboard on the coroplast signs. All information shall be in English and Spanish. The sign(s) shall not be illuminated. Lettering shall be as follows: a. Letter style: Times New Roman, Arial, or similar standard typeface; b. “Vanessa was slow, timid and kind of afraid in the beginning, and then over time she got really good.” Preciado, a senior right fullback, is also another member of the team who plays tough while also helping with ball distribution and movement. Dizon, a sophomore defender, has been an impact player along with Telford, who is the team’s leading goal scorer and skilled. Telford’s speed has given Anzar’s opponents fits all season. Sahagun, a senior goalkeeper, has missed part of the season due to injury, but she has been an impact player whenever she has stepped onto the field. Guardado has been a stalwart in the midfield, allowing the Hawks to control the possession with her ability to receive a pass, hold it and make passes that put her teammates in an advantageous position. Guardado overcame a serious injury to have a stellar senior season. Last
year, Guardado suffered a broken collarbone early in the second week of nonleague play, forcing her to miss the rest of the 2016-2017 campaign. This wasn’t just an ordinary collarbone break, which usually requires no surgery. Due to the seriousness of the situation—the bone closest to Guardado’s shoulder was pointing
down—she underwent surgery on Dec. 15 of that year. What followed was one of the most depressing times in Guardado’s life, as she had little to no use of her left arm for the months that followed. That meant she needed help from her mom, Yolanda, and sister Cynthia, with doing things that most people take for
granted: changing clothes, packing materials and picking things up. “It really opened my eyes in how we take for granted the simple things in life and how good we have it when we have our limbs working and healthy,” she said. Go to sanbenito.com for the full version of this story.

The Anzar High girls soccer team finds itself in a place it hasn’t been in a long time— in prime position to earn a Central Coast Section playoff berth. A victory Wednesday against Marina—this edition went to press before the completion of the match—would’ve locked up the Mission Coastal League championship and put the Hawks in a match against a team from the Mission Trail League for an automatic spot in the CCS postseason. Led by Wendy Guardado, Isabelle Preciado, Vanessa Bravo, Maya Dizon, Ebony Telford and Carmen Sahagun, Anzar has had resurgence under first-year coach Sam Vasquez. Guardado,
a senior center midfielder, credits the 70-year-old Vasquez for bringing in a positive mindset to the program. “He always has us relaxed mentally,” she said. “He’s been really helpful with the game of soccer and how to play it, but also by inspiring us a lot. So the dynamic has changed drastically because I’ve never had a coach who has been so supportive. He tells us what we need to do, and that allows us to play well on the field.” Vasquez, a Morgan Hill resident, said he’s thrilled to have inherited a solid group of players who are willing to work and have fun. “I’m glad I took this job,” he said. “I’ve had a really great time, and the girls are a good group who want to do well.” Bravo, a senior sweeper, has a lot of speed and plays tough. “She is probably the player that has learned and improved the most since we started,” Vasquez said.

However, Tamez said she was still willing to stay the course to attend Cal State Dominguez Hills if it wasn’t for the fact that she couldn’t get in contact with the new coaches or anyone surrounding the soccer program until the same day she committed to Fresno State, on Jan. 22. The Fresno State coaches saw Tamez at the second Surf Cup tournament, which is one of the biggest club tournaments on the West Coast. Tamez will likely play center back for Fresno State. Tamez maintained in contact with Bulldogs coach Brian Zwaschka, who was initially recruiting another player Tamez’s team was going against until she caught his eye. Just as Tamez planned, the signing ceremony was short and sweet. Tamez held everything together until she thanked her

Growing up, Shantay Tamez’s parents—Rachel and A.J.—forced her to skip her friends’ birthday parties or other social outings in favor of playing in a club soccer tournament. At the time, it didn’t sit well with Tamez, a senior standout on the San Benito High girls soccer team. “I had this animosity built up with my parents in my early teenage years, because I didn’t have a social life outside of soccer,” she said. As tough as it was to miss those special events, Tamez realizes and is appreciative now why her parents did it—to help her realize her goal of earning a Division 1 scholarship. In front of family, friends and teammates Thursday in the San Benito High Superintendent’s Office, Tamez signed
her letter of intent to play at Fresno State University. “My goal since I was little was to be a professional soccer player, a superstar I guess you can say,” she said. “With that comes hard work, dedication, tears and sacrifices. They were telling me that if I didn’t put in the extra work, someone else would, and they would beat me from reaching my goal to play D-1 soccer. I’m here now because of their tough love, which made me work for what I ultimately love.” It’s been quite a journey for Tamez, who initially made a verbal commitment to play for Cal State Dominguez Hills last August. However, the coaches who recruited Tamez were not retained, leaving Tamez in a fluid situation. Usually in these situations recruits turn elsewhere immediately.
DREAM REALIZED Shantay Tamez signed her letter of intent to play soccer at Fresno State University on Feb. 7. The senior is flanked by her mom, sister and grandparents. parents. After all, it was her parents’ love that shaped the person Tamez is today. “I had a couple of tears rolling because they made me into the person I am
today,” she said. “They made me a tough, independent lady. They always told me to pursue my dream, and then made sure I would put in the necessary work to achieve it.”
Tamez emphasized that when she first started playing soccer, she wasn’t exactly a polished product. It took years of focus and hard work to develop into a Division 1 talent.

For San Benito High, wrestling has become far more than just a sport; it’s a way of life. This year, the Haybalers enjoyed a strong season, highlighted by an impressive win over Alvarez High earlier in the season. The team entered the first post-season tournament of the season with a burning desire to win. But when that desire to win is consistently tamped down by an archrival that also happens to be a dynasty, well, athletes need to dig that much deeper. The Haybalers dug deep at the Monterey Bay League Championships last Friday, finishing in second place to host Gilroy High. Although San Benito didn’t win the tournament, a number of impressive performances would make even the most cynical of onlookers call their second-place showing anything but a loss. “My goal (for the finals match) was not to get pinned,” said senior Matt Ramon (152 pounds), who has been down this difficult road three times before. He made the finals in his weight class, and took a respectable second. He wasn’t alone. With the team’s goal to qualify as many athletes to the Central Coast Section Championships as it could, coach Steve Salcedo felt
good going into the MBL Finals. But he was also realistic. “Last week we had a really tight duel with Alvarez and I think we won 37-34, so we kind of took a little bit of that momentum into the league tournament,” he said. “I told the guys, ‘Go out there, do what you’re supposed to do. Compete.’” The Balers notched an impressive 220.5 points. But they were up against the buzzsaw of Gilroy, which took the MBL Finals with a massive 360 points, the Mustangs’ 16th straight victory in this meet. San Benito walked away proud, however, with seven grapplers breaking into the top three in their respective weight classes, including five who made it to the finals. One of those athletes was Ramon, who had to go up against Gilroy’s John Fox, who, at 33-8, is finishing up a particularly impressive season. STRONG RUN Michael Guzman finished in third place in the 145-pound weight division in last Friday’s Monterey Bay
League Gabilan Division Championships at Gilroy High. Guzman was one of several Balers who had a strong tourney. call out the sheer toughness of the MBL when he said, “We do have one of the toughest leagues in the whole section, so you know obviously we’re shooting for first place. But with Gilroy being in our league, the CCS champions, we know we did pretty well with a second place finish.” Pretty well doesn’t begin to cover it though, with the team beating wrestling juggernauts like Alvarez and Alisal, even without their star Bryce Mattson (160
pounds), who could have racked up even more points for the team. Though Salcedo was disappointed to be without his star athlete for the league tournament, he remains positive that Mattson can still make waves in CCS, which begins on Feb. 23. “Bryce Mattson didn’t wrestle, he had a concussion,” Salcedo said. “He suffered a concussion earlier in the year at the Overfelt tournament. He has just recently
been cleared, but he’s not ready yet for competition. Luckily, in his weight class there were only six guys, so the top six qualify for CCS. He qualifies for CCS, he should be back and ready to go by then.” San Benito will field an impressive array of wrestlers at the CCS Championships, with the goal to perform strongly, make a statement, make it to state---and get out healthy. “Our league is tough, but if we can make it out of the league, we should
do fairly well at CCS,” Salcedo said. “We’re looking to hit the top three at CCS. I think our guys are ready to go. We have two weeks until CCS, so these next two weeks will be focused on staying healthy, getting in shape, and just giving ourselves the best opportunity to make the state tournament and do well in the section.” If their MBL performance was any indication, the Balers have the talent—and the fortitude—to do just that.

The restrictions contained herein are neither overbroad nor vague and are narrowly tailored to serve a substantial governmental interest. The goal is to protect the general public from fear and intimidation accompanying certain kinds of solicitation that have become an unwelcome and significant presence in the City. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF HOLLISTER DOES HEREBY ORDAIN, AS FOLLOWS:Section 1. Hollister Municipal Code title 9 is amended to add Chapter 9.10, as follows: AGGRESSIVE SOLICITATION Sections: 9.10.010 Definitions. 9.10.020 Time of solicitation. 9.10.030 Place of solicitation. 9.10.040 Manner of solicitation. 9.10.050 False or misleading solicitation. 9.10.060 Misdemeanor. 9.10.010 DEFINITIONS. For the purposes of this Chapter: (a) “Solicitation” means any verbal request, or any non-verbal request made with a written sign, by a person seeking an immediate donation of money, food, cigarettes or items of value. Purchase of an item for an amount far exceeding its value, under circumstances where a reasonable person would understand that the purchase is in substance a donation, is a donation for purposes of this chapter. A person is not soliciting for purposes of this chapter when he or she passively displays a written sign or places a collection container on the sidewalk pursuant to which he or she receives monetary offerings in appreciation for his or her original artwork or for entertainment or a street performance he or she provides. This chapter does not apply to peddling and soliciting activity governed by Chapter 5.24. (b) “Person” means any individual person, group of persons or organizations. 9.10.020 TIME OF SOLICITATION.Any person who solicits after sunset or before sunrise is guilty of an infraction. 9.10.030 PLACE OF SOLICITATION. Any person who solicits in any of the following places, or any person who solicits when the person solicited is in any of the following places, is guilty of an infraction: (a) At any bus stop; (b) In any public transportation vehicle or facility; (c) In any vehicle on the street; (d) On private property, unless the solicitor has permission from the owner or tenant; (e) Within fourteen feet of any building other than those buildings referenced in subsection (f). Where any portion of a building is recessed from the public sidewalk, the fourteen feet shall be measured from the point at which the building abuts the sidewalk; (f) Within fifty feet of any bank building or other financial institution buildings, including their outdoor automatic teller machines; (g) In the parking lot of any bank, savings and loan, or other financial institution; (h) Within fifty feet of any ATM machine or cash disbursal machine, or any other outdoor machine or device which disburses or accepts coins or paper currency except parking meters and newspaper vending machines; (i) Within fourteen feet of any fence that abuts a public sidewalk; (j) Within fourteen feet of any drinking fountain, public telephone, public bench, public trash compactor, information or directory/map sign, sculpture or artwork displayed on public property, or vending cart; (k) Within fourteen feet of any street corner or intersection; (l) Within fourteen feet of any open air dining area or cafe extension; or (m) Within fourteen feet of any kiosk. 9.10.040 MANNER OF SOLICITATION. A person aggressively solicits in any of the following manners and is guilty of an infraction: (a) By coming within less than three feet of the person being solicited, until that person has indicated that he or she wishes to make a donation; (b) By blocking the path of the person being solicited, or other pedestrians, along a sidewalk, alley, street or any public property (c) By following a person who walks away after being solicited by the solicitor; (d) By using abusive, foul or threatening language as part of the solicitation or after a refusal by the individual(s) that is directed at the specific individual(s) that were being solicited; (e) By soliciting in a group of two or more persons; (f) By soliciting while under the influence of alcohol or any illegal narcotic or controlled substance; or (g) By soliciting while in the immediate possession or control of a dog, by leash or otherwise.9.10.050 FALSE OR MISLEADING SOLICITATION. (a) Any person who knowingly makes any false or misleading representation in the course of soliciting a donation is guilty of an infraction. False or misleading representations include, but are not limited to, the following: (1) Stating that the donation is needed to meet a specific need, when the solicitor already has sufficient funds to meet that need and does not disclose that fact; (2) Stating that the donation is needed to meet a need which does not exist; (3) Stating that the solicitor is from out of town and stranded, when that is not true; (4) Stating that the solicitor is homeless, when he or she is not; (5) Stating that the solicitor is soliciting on behalf of an organization which does not exist or which has not authorized the solicitor to seek donations on its behalf. (b) Any person who knowingly solicits a donation stating that the funds are needed for a specific purpose and then spends the funds received for a different purpose is guilty of an infraction. 9.10.060 MISDEMEANOR. Any person who violates one or more of the sections of this chapter twice within a six-month period is guilty of a misdemeanor. Section 2. Severability. If any section, subsection, sentence, clause, or phrase of this ordinance is for any reason held to be invalid or unconstitutional, such decision shall not affect the validity of the remaining portions of this ordinance. Section 3. Effective Date. This ordinance shall take effect and be in force thirty (30) days from and after its adoption. Section 4. Publication.
