He reportedly met after lunch in Gustine near the San Luis Reservoir with state and regional water officials to discuss water resources. In the months ahead, supervisors said they also will consider additional tax measures to place on the ballot in the Nov.6 General Election, including a 1 percent general sales tax and a potential transportation sales tax for road repair. Options for a potential cannabis tax will be up for board consideration at a March 6 meeting, just a few days before the June primary election filing deadline on March 9. According to county staff, the cannabis tax would apply to any pot businesses in the unincorporated area of San Benito County. Compare this to the City of Hollister, who negotiates taxes and fees in individual development agreements with each cannabis operation in city limits. The county cannabis tax would be across the board, but numbers have yet to be defined. The Resource Management Agency is currently working on a draft cannabis business ordinance that is expected to go before the board in April. The California Department of Public Health (CDPH) and the California Department of Pesticide Regulation (DPR) today warned people not to eat cactus pads, or nopales, imported from Mexico sold at specific retail and wholesale locations around the state due to the presence of unapproved pesticides. Routine surveillance samples collected by pesticide regulation inspectors found various pesticides, including dimethoate, omethoate, monocrotophos, and methidathion, at levels that pose a health risk to humans. Both monocrotophos and methidathion have been banned for food use in the United States for several years. “Anyone feeling ill after consuming cactus products should consult their health care provider,” CDPH Director and State Health Officer Dr. Karen Smith said. “The
symptoms of acute poisoning may include sweating, headache, weakness, nausea, vomiting, hypersalivation, abdominal cramps, and diarrhea. Consumption of monocrotophos can lead to neurotoxicity and permanent nerve damage.” According to a Feb. 16 public health services press release, DPR sampled contaminated cactus pads that were offered for sale to consumers and wholesale consumers between January 23-29 at the following locations: • Rancho San Miguel Markets, Madera • La Monarca Market, Lower Lake • FreshPoint Central California, Turlock • Arteaga’s Food Center, Sacramento • Stater Bros. Distribution Center, San Bernardino • S&L Wholesale Produce, San Francisco DPR immediately removed the cactus pads it could locate from store shelves and distribution centers. The items were quarantined or destroyed so that they do not pose a threat to consumers. However, DPR believes it is possible that some of
the cactus pads may have been sold to other stores in California, Nevada, and Oregon. The tainted produce was packaged with the brand names “Mexpogroup Fresh Produce,” “Aramburo,” or “Los Tres Huastecos,” the press release stated. “Many Californians eat cactus as part of their diet, but the pesticide levels we have found at some specific locations are concerning,” DPR Director Brian Leahy said. “We are not aware of any illnesses that have been reported to date, but we suggest that anyone who bought this product from these locations recently, return it to the place of purchase or dispose of it in the garbage.” Washing or peeling the cactus is not effective and people should not try to salvage any of this contaminated produce. CDPH and CDPR have alerted the U.S. Food and Drug Administration about the issue. Consumers that observe the product being offered for sale are encouraged to report the activity to the CDPH toll free complaint line at (800) 495-3232 or at www.cdph.ca.gov.

GOP immigration plan hurts farmers

onny Perdue is a veterinarian, and a former governor of Georgia. He also is the U.S. Secretary of Agriculture. He spent one day in the nation’s biggest agricultural state last week—California—presumably to show that the Trump Administration cares about and understands our state’s critical role in the U.S farm economy. California has taken it on the chin in the past 15 months, as our tech industry, environmental standards, cannabis industry, immigrant families, alternative energy industry, gun control and national parks— just to name a few—have been in the new Administration’s crosshairs. Perdue tried to put on a friendly face last week, as he rolled out his plans for a new Farm Bill. As if the summer of 2018 didn’t offer enough fodder for political torment, it also is the time when the five-year Farm Bill—a mix of farm subsidies, incentives, price protections, environmental issues, even food stamps—comes up for renewal. Eight days after unveiling his plans for a new Farm Bill in Washington, Perdue headed to California to help sell the plan to farmers in the nation’s biggest agricultural state. California’s farm leaders have expressed support for some aspects of the new Farm Bill, but proposed immigration policies are a big sticking point with many farmers and farm worker organizations California Farm Bureau President Jamie Johansson has said the Administration’s proposed “Guestworker Act” contains a number of features that would harm the current immigrant employees on whom California farms and ranches depend.
Agriculture is big business in San Benito and southern Santa Clara counties, where farm and ag producers are among the biggest employers, and biggest taxpayers. The pending Farm Bill renewal and revision looms in the context of the national immigration debate. In California, the California Farm Bureau, whose leaders joined part of the Perdue tour, are worried about Trump Administration plans for drastically changing immigration rules at the expense of the state’s farms and farm workers. The Farm Bureau’s Johansson said, “There’s a longstanding need to create a workable temporary-visa program for agriculture that provides greater stability and opportunities for agricultural employees and their families.” He said the Trump plan “would cause too much disruption for our employees and our communities.” A Farm Bureau survey last year said 55 percent of farmers had employee shortages. Of farmers who hire employees on a seasonal basis, 69 percent reported shortages, especially among farmers whose crops require the most intensive hand labor, such as fruits and grapes—key crops in our region. The survey respondents attributed some of this shortage to the “fear and anxiety’ among employees over changes in immigration laws and enforcement policies. Uncertainty and fear don’t combine to create a good climate for employers or employees. While the Trump administration may be in denial about climate change, it is moving forward to create its own manmade changes in the climate for agricultural producers, especially in California. That’s a big cloud on the horizon for this growing season and for this political season. Secretary Perdue should come back to California for more visits, and spend more time listening.

As the U.S. House of Representatives continues discussion on proposed immigration legislation, the California Farm Bureau Federation cannot support a part of the bill that addresses agricultural employees. Now before Congress, H.R. 4760, the Securing America’s Future Act, would fund a border wall and address internal immigration enforcement and the Deferred Action for Childhood Arrivals program. It also includes an Agricultural Guestworker Act, which would create a new agricultural visa program. The Guestworker Act, in its current form, contains a number of features that would harm the current immigrant employees on whom California farms and ranches depend. In addition, it would mandate use of the E-Verify electronic workplace-eligibility system, which could affect a large proportion of current agricultural employees. As now written, the Agricultural Guestworker Act just wouldn’t work for California farms and ranches. There’s a longstanding need to create a workable temporary-visa program for agriculture that provides greater stability and opportunities for agricultural employees and their families. The act would cause too much disruption for our employees and our communities. The Farm Bureau and other organizations have offered a number of recommendations for creating a more practical and flexible program to allow people from other countries to enter the U.S. to work on farms and ranches. We know the American Farm Bureau and other national agricultural organizations have decided to support the AG Act, and they have every right to do so. But as the largest agricultural organization in the largest agricultural state, we must advocate for a solution that works for our members and their employees.” We certainly respect the need to maintain and enhance border security, and we think that can be done while providing farmers, ranchers and their employees with a better immigration system. Our California congressional representatives need to work for a system that allows agricultural employees to earn legal status without being required to leave their homes and families, and which features visas that provide sufficient flexibility to allow the new program to function like the current labor market. We also recommend creation of a program to accommodate future agricultural employees from other countries. For California farmers and ranchers, the combination of the AG Act and E-Verify would actually worsen chronic agricultural employee shortages. We need to press for a better solution. Gifted Soccer game held at SBHS BALER SOCCER TEAM ASSISTS LIFE SKILLS STUDENTS IN INCLUSIVE EVENT Staff report

It was a sight to see during lunch break Feb. 8 at San Benito High School as the inaugural Gifted Soccer game matched teams of Life Skills students. The friendly yet competitive game received an assist from student-athletes from the San Benito High School girls varsity soccer team. Senior Mariana Magana, a soccer player and peer teacher, spearheaded the lunchtime activity, which came about a few months back after she engaged several Life Skills students in a pickup soccer game. From there, Magana got her teammates involved and they formulated an organized game.
“It’s so much more than starting something new,” Magana said. “It’s about the awareness and inclusion they all deserve.” Matched up as the Red Team vs. the White Team, the players competed on a grassy area on the north side of campus, attracting a large crowd of student spectators who were on their lunch break. With a DJ playing music, a number of Baler soccer players directed participants during the fast-paced game. In the inaugural game, the Red edged the White 3-2, with both squads celebrating each goal as the crowd cheered them on. “Our students, although they are developmentally delayed, have typical wants and needs like any teenager,” said Paulette Cobb, Gilroy director of special education. “They couldn’t play on the soccer team because they are medically fragile or lack the ability, so this allows them to interact with their

spring semester, according to high school staff. Other inclusive programs at the high school include a Gifted Cheer
team, the Baler Buckaroo Rodeo for Life Skills students, the annual Gifted Games Olympic-style competition that alternates
between SBHS and Gilroy High School, and the Life Skills Prom and Circle of Friends, in which 250 students participate.

Michael Conaway framed it like this: “We are writing this farm bill under dramatically different circumstances than we were four years ago, when prices were high and rural America was thriving. Today, a host of factors—including natural disasters and high foreign subsidies, tariff and non-tariff barriers—have all contributed to chronically depressed prices.” Perdue responded with this statement: “I recognize that it is the job of Congress to write the Farm Bill. But we at USDA stand ready to provide whatever counsel Congress may request or require.
“Over the past nine months, my team and I have traveled to more than 30 states to talk with the men and women who are at work in the fields on America’s farms and ranches to produce the food and fiber that feeds and clothes every American, and also much of the world. “Whether we were holding town halls, or listening sessions in fields, machine sheds, community colleges, or front yards, we were gathering good advice. We heard about what works from previous Farm Bills, and what is not working right now. We took what we heard from the field and have developed a set of principles to aid Congress

Early this month, Mike and Mary Howard were busy making their usual plans for Valentine’s Day: preparing special menu items for more than 150 neighbors and friends at their Inn at Tres Piño restaurant. It may not seem romantic, but the Howards like spreading their own brand of pasta love on that special day. This year, however, would be a night to remember. On one week’s notice, they would be asked to open their special-event guest house for a buffet dinner for U.S. Secretary of Agriculture Sonny Perdue and an entourage of more than 30. Perdue was in California for a whirlwind day of meetings and farm tours, and needed a place to eat and meet some farm leaders. “It was magical, how it all happened,” Mike Howard recalled last week. It unfolded at San Benito High School, where Mike’s son Brandon works. The husband of one of Brandon’s co-workers is a farmer, and had heard through a California Farm Bureau contact that Perdue would be visiting Central California and might need a place to eat—on Valentine’s Day. Brandon said he would check it out with his dad, and the plan was set. “We had been sold out for two weeks,” Mike said. “I heard that some
dignitaries were looking for a place to eat, so I said O.K, they could use our guest house,” which the Howards had remodeled for special events. He said he got the first call on Feb. 7, but really didn’t get confirmation until Feb. 12, when an advance security team asked to stop by for a walkthrough. There would be another security check the morning of Feb. 14. “They even had to check out the bathroom,” he said. The Howards were expecting 160 dinner guests, and had already lined up a full staff of 27 to handle the evening, one of their busiest nights of the year Mary, Brandon, daughter Morgan, who lives in Hollister, and son Garrett, all pitched in. Garret just finished four years as a Marine, where he served in the Middle East and Europe. Their other daughter, Samantha, is a nursing student. “We were seated for 24 dignitaries and guests and eight-member security detail,” Mike said. “We set up a strolling dinner buffet, and set up a conference table for a group discussion.” The menu? Skirt steak in Teriyaki marinade, the Inn’s special chicken picata and “Pinnacle pasta.” “We also really focused on the local San Benito County wines,” he said. Mike is in his 28th year running this country restaurant off Highway 25 in Tres Piños. He and his family live outside Tres Piños, with a residence in Ridgemark.

Agency seeks regional public transit ideas SAN BENITO COUNCIL OF GOVERNMENTS EXAMINES ROAD NEEDS Nicholas Preciado Reporter

Do you have something to say about regional public transportation? You have until March 1 to share comments with the Council of San Benito County Governments. The county’s regional transportation agency held a series of meetings earlier this month to take public comment on unmet needs in the public transportation system. There are two main transit programs that the government council oversees: County Express, a local bus service with a route that travels around Hollister and the surrounding area, and Specialized Transit Services, which offers options like dial-a-ride or bus service to Gavilan College and the CalTrain station in Gilroy. There are additional paratransit services for seniors and those with disabilities. “It is a small system, but it is serving a lot of people who have a real need for transit,” said agency Executive Director Mary Gilbert. “For the most part, our transit users may not have another option for a ride.”
According to Transportation Planner Veronica Lezama, 129,695 passengers used County Express and Specialized Transportation Services in 2017. Service is not perfect, however. During the public meetings, typical comments included requesting extended hours and asking for more seating at popular bus stops. In addition to that, County Express currently has a gap in service from 11am to 2pm. due to a funding cut several years ago, Lezama said. “Over the last few years we’ve seen a steady stream of funding,” she said. “During the Great Recession of 2008, we did see some funding cut and had to make some changes during that time. The good thing with Senate Bill 1 is we are looking at receiving some additional funding for public transit.” In 2017, the California legislature passed SB 1 to increase state gas taxes and vehicle license fees in order to raise funds for the state highway system and local roads. San Benito County received over $650,000 from the state bill this fiscal year, and it is projected that revenues will increase over the years to $2.68 million by fiscal year 2020/2021. Gilbert said some services could possibly be extended with money
TRAFFIC JAM A widening of Highway 25 north of Hollister is one option being considered. from SB 1 and the California Cap and Trade Program, an effort by the state to lower greenhouse gas emissions. “Cap and trade dollars right now are funding services going to Gilroy,” Gilbert said. Other potential improvements to the system include working on enhancements to the fleet, purchasing new
buses to replace highmileage vehicles, and looking at a systemwide round of improvements to bus stops. “Once we receive all public comment for these public transit meetings, we bring recommendations to the transportation and social services advisory council that is composed of public transit riders, people with
disabilities, of a lower income, minorities, and providers of health and human services,” Lezama said. “We bring the recommendations to them, evaluate the comments received and provide a recommendation to the board.” A draft will be presented to the board in April, where they can make changes and include
their input. Potential adoption of changes could come as soon as May. “I felt like I had to do something for the team,” he said. “I had to step up my game. I’m just in the moment enjoying this win. This is good for us.” Indarose was effusive in his praise for Ward—and that means a lot considering the third-year Anzar coach doesn’t heap praise upon someone just for the sake of doing it. Ward deserved the plaudits after his performance. “Rex is tireless, super aggressive and it’s really good to have a player like him because you can always reference to the other guys on how to be competitive no matter what the situation is,” Indarose said. “The biggest competitors show up all the time, and he does that. When guys are fading away, you can always look to him.” Ward wasn’t the only Anzar player to hit big shots. The Hawks trailed 10-6 after the first quarter before unleashing a 15-6 second-quarter spurt. At different points

What many high school sports teams take for granted—being able to use a bus for transportation—isn’t always afforded to the Hawks. If you’re looking for a truly remarkable underdog story, look no further than the San Juan Bautista school. Unseeded Anzar proved to be superior against the No. 10 seed Knights, using a second-half surge to pull away for a 56-41 victory. The Hawks (12-7) play their old league rival, No. 7 seed Oakwood (14-7), on Thursday in a secondround game. “I’m so happy for the seniors because we did not think we were going to make CCS,” Anzar coach Tavo Indarose said. “To get on the road and beat a team at their place feels really good. I know the guys are happy, and I’m happy for them. But we have to forget about this at midnight, because we have another game Thursday.” Indarose has brought a certain toughness, swagger and quality of play to
his alma mater. A 2008 Anzar graduate, Indarose has instilled in his players a belief that they can achieve at a high level, despite not having the resources of most other schools. Rex Ward certainly played with that belief and confidence. The senior forward scored 18 of his game-high 22 points in the second half, allowing the Hawks to pull away. The 6-foot-1 Ward scored 13 points in the third quarter, hitting four times from 3-point range and connecting on a number of running floaters in the lane to fluster St. Thomas More.
TEAMWORK Anzar players Rex Ward and Diego Bracho played pivotal roles in the Hawks’ 56-41 win over St. Thomas More Tuesday in the opening round of the Central Coast Section Division V playoffs. Ward had 22 points and Bracho eight in the win. in the game, Bo Canepa (13 points), Carlos Bracho (8 points) and Hector Jimenez (7 points) made some clutch shots whenever the team needed it. The Hawks used the Knights’ overaggressive defense to their advantage, often dribbling by the defenders to score a number of baskets off runners in the lane or down the baseline. The dribble penetration also led to open 3-point shots, with Ward being the beneficiary as he finished 4 for 7 from beyond the arc. The Hawks have done nothing but overcome obstacles to achieve one of their finest moments in program history. For instance, Indarose has
had to be creative when it comes to running practices, as the team cannot run a 5-on-5 scrimmage.

“We play games twice a week, and that’s the only 5 on 5 we get,” he said. “In practices, I have the guys do a lot of skill work to try to simulate a 5 on 5 as best as I can. It comes down to me yelling a lot and making them get every detail as close as we can to the actual game. These guys have never batted an eye on any weird drill I had them do to make up for us having less than 10 players. I’m just amazed on how they show up and play games.” Make no mistake: Although Anzar’s players
are scrappy, they have some talent as well. Diego Bracho has incredible dribbling skills, while Elijah Rosa and Jacob Lindholm have made strong contributions as well. Ward said it’s fun playing for a coach who is invested in his players, has deep knowledge for the game and inspires on a daily basis. “He likes to get us pumped up,” Ward said. “He’s just a really good coach for us. He takes things seriously, and we all have a drive individually and as a team to do our best.” Anzar went from being a bubble team to earning a victory in the CCS tournament.
“I thought our season was over, and then you learn (on Sunday night) you get a chance to practice again,” Indarose said. “We’re super excited and happy to get a chance to extend our season.” Anzar shot 19 for 36 from the field, or 52.8 percent. That is an incredible number considering most high school teams shoot below 50 percent on the average. Unlike a lot of other teams, Anzar literally uses everyone on its roster to the max—it has to. A bench that goes only two deep means Indarose needs to unearth the maximum potential out of all of his players. On Tuesday, he did just that.

Magana is using her love for her fellow students to make a difference. Since her sophomore year, Magana has served as a peer teacher, interacting with special education students. However, Magana’s love for special-needs kids began as a child, when she met twins Chloe and Vanessa Chavarria, whom she has known since they were 7 years old. For Magana, soccer isn’t just a sport she plays to better herself. It’s also a platform she uses to make sure special education students
have the same opportunities that are afforded general education students. There are seven more Gifted soccer games on the schedule, with the next game scheduled for March 1. “Hopefully by the next school year, we’ll find a way to involve other sports, too,” Magana said. Magana knows she has made a positive impact in the lives of the special education students at the school; however, she wants to make a point that they have equally blessed her, too. In particular, Magana said Adam Bell has made a huge difference in her life, as the two connected almost instantly. Bell is a student at the school, but not enrolled in the gifted soccer program. “He has changed my life completely with his kindness and incredible personality,” she said. After Magana’s twopage proposal passed with the special education staff, a meeting was set up with San Benito Principal Adrian Ramirez. “He seemed really excited about the game,” Magana said. For the last couple of months, San Benito High senior Mariana Magana’s favorite time during school was her lunch period. A couple of months ago, Magana, the Haybalers’ starting goalkeeper, started playing soccer with several of the school’s Life Skills/special education students, developing relationships in the process. In early November, Magana took a break during a lunch period to survey the scene with Claire Grissom, who is San Benito High’s assistant principal. “I started talking with her and she said it would be really cool if there was a team (for the Life Skills students),” Magana said. “Then she asked me, ‘Why don’t you start one?’ That stuck in my head all day, and from there I started doing research on schools that has sports teams with kids with disabilities.” The ball got rolling from there, and two months later Magana and many others were overjoyed when approximately 15 general education students were mixed in with 18 to 20 special education students for the first-ever Gifted Soccer Game on Feb. 8. “It went really well,” said Magana, the Gifted Soccer organizer. “I didn’t expect that many people to show up, and I was really proud and happy. I was really excited to see all of the students’ facial expressions, and it really got to me. A couple of them hugged me afterward and I cried a little. Magana also recruited a half-dozen of her Baler teammates along with a couple of players from the boys team to participate in the event. Magana, who wrote a two-page proposal to her teachers to get the project started, was driven to make this happen. Alex Mendoza, Maya Peterson and Shantay Tamez are standouts on the girls soccer team, and in interviews with Magana they expressed a wide range of positive emotions. Junior Ramon Delgado, who plays on the boys team, also relayed some comments to Magana. They all knew they were a part of something special. “I have never been a part of something more amazing, the joy that soccer brings to these young men and young women warms my heart,” Delgado said to Magana. “The smiles on each and everyone of their faces while kicking the ball is unforgettable. Gifted might just be the greatest start to more inclusion at this school and a wake-up call to the community of how important it is to include.” Tamez told Magana: “For myself to be able to enjoy and share my love for soccer with other students who are a part of the special ed program at our school, I felt honored. … Soccer, like many other sports is something that brings a lot of people together, and I’m glad

On Dec. 13, Ahmadian visited San Benito High to talk with
Magana and other staff at the school. “He explained to us how unified sports work with the Special Olympics,” she said. “They offered us equipment and told us ways we could fundraise to get everyone uniforms. … Going through this process has shown me that you should never quit in all things, whether it’s school, sports or anything else. That as long as you try your best, that is success.”

mma passed away in Lawton, Oklahoma on January 17, 2018 at the age of 89. She had been living with her daughter there since August 2016. Emma was a longtime resident of Hollister having lived there since 1945.

As a Jehovah’s Witness for more than 72 years she had made it her life’s goal to spend as much time as possible helping others to learn of God’s promises recorded in the Bible. eanette Ottoboni passed away at her San Juan Bautista residence on Wednesday, February 14, 2018 at the age of 95 years. She was a graduate of San Benito High School, a member of the Catholic Church and a resident of San Juan Bautista her entire life. Jeanette is survived by her niece Laura Jensen, nephew Richard Ottoboni, nephew Ken Ottoboni, niece Lynn Fiori, nephew Jeff Ottoboni, as well as many, many, great and great-great nieces and nephews.
She was preceded in death by her parents Lawrence and Margaret (Barbee) Ottoboni; brothers: Robert Ottoboni, Roy Ottoboni, Clarence Ottoboni, and Larry Ottoboni; sister Florence Ottoboni, and nephew Mark Ottoboni. Services have been held. Donations are preferred to Mission San Juan Bautista c/o Grunnagle Ament Nelson Funeral Home.
