In Hollister, this upcoming Independence Day will be a mild one compared to those of the past. The Hollister City Council this week voted 3-2 to cancel this year's Hollister Independence Rally after learning that rally promoter Randy Burke would fall short of the $180,000 fee the city was seeking. Mayor Ignacio Velazquez and Councilmember Ray Friend voted in favor of holding the rally, and Vice Mayor Mickie Luna, and Councilmembers Karson Klauer and Jim Gillio voted to reject the event. “I’m extremely disappointed, this rally was an important piece of our town’s history and I don’t understand why there’s always controversy,” Velazquez said. “I think there’s always a way to do it. I think the best way is to have a non-profit run it. Times have changed, but we deserve a chance to keep it going.” Burke, and his company

His 15-year-old nonprofit environmental organization, Coastal Habitat Education and Environmental Restoration, will be hosting a Uvas Creek cleanup on Saturday, March 10, from 9am to 1pm. Interested volunteers are invited to meet at the Uvas Creek entrance to Christmas Hill Park in Gilroy. The volunteers will include high school students who will receive community service credits. The project will focus on cleaning up garbage and trash in the creek from Silva’s Crossing to the Santa Teresa Boulevard bridge.

The San Benito County chapter of the national nonprofit organization Birthday Cakes 4 Free started last spring and group members have been bringing cakes, cupcakes and muffins to low-income seniors and children ever since then. Since the group started in June, its members have delivered about five cakes a month to the Emmaus House, Chamberlain's Children Center and the assisted living facility Whispering Pines Inn. Now they're looking to expand to individual homes in the county. A2

The company vying to build a 247-megawatt solar farm in Panoche submitted a draft supplemental environmental impact report addressing plans to examine impacts under a revised, reduced proposal. the 3-percent rebate to customer bills, MBgreen+ which will allocate the 3-percent rebate to local green energy projects, and MBshare which will allow customers to donate the 3-percent rebate to local non-profit green energy initiatives through the Community Foundation. The new agency Moffers three key benefits, available through all service offerings: reduction in greenhouse gas emissions, lower cost to customers and investment in our local community. MBCP procures electricity from 100 percent carbonfree sources such as solar, wind and hydroelectric. In addition to being carbon-free, the new agency’s power offerings are classified as 30 percent renewable, exceeding state requirements. It will not procure power from nuclear or fossil-based sources. Less than 1 percent of all non-residential customers have opted out of then new agency, according to power agency staff, and a slightly higher percentage of residential customers are expected to do so. Monterey Bay Community Power outreach coordinator Marc Adato said in response to non-residential customers’ concerns about fluctuating power rates, the agency is working on a proposal that would offer those customers a guarantee that their local rates would never exceed PG&E’s no matter how much they fluctuate in addition to a minimum 1.5-percent rebate. The proposal still needs approval from the power agency’s policy board, Adato said.

After five years of work, electricity consumers in San Benito, Monterey and Santa Cruz counties this month began receiving lower cost, “cleaner” electric power. The Monterey Bay Community Power agency began delivering power to business and commercial customers March 1. Residential customers will be connected to agency’s “green” power sources July 1. Residents and businesses are automatically enrolled as customers of Monterey Bay Community Power. All but two local jurisdictions, Del Rey Oaks and King City, signed up to join the joint three-county nonprofit power agency, which offers several “green energy” alternatives to all PG&E customers. All commercial customers beginning March 1 and all residential customers beginning July 1 are automatically enrolled in the alternative, which will provide not only energy from cleaner sources but also a 3 percent cut in electric rates. Some 37,500 commercial, agricultural, industrial and municipal customers representing nearly two-thirds of the region’s total power load started receiving Monterey Bay Community Power service on March 1, while about 235,000 residential customers will come online July 1. In multiple mailings this

spring, customers are given a choice to “opt out” of the automatic enrollment, if they want to continue getting electricity from PG&E. Allowed under state law since the early 2000s, community choice energy agencies like Monterey Bay Community Power have been in operation since 2010. There are now a dozen in California including Santa Clara County, Los Angeles County and Ventura County. Under the community choice model, Monterey Bay Community Power takes over the purchase of power from PG&E, replacing it with purchases from carbon-free hydroelectric, wind and solar sources. In addition to reducing greenhouse gas emissions, the new non-profit, intergovernmental agency offers customers slightly lower rates. PG&E will continue handling power distribution through its existing system, along with maintenance, billing and customer service, and will charge local customers for those services. Residential customers will be offered 3-percent rebates on their annual bills, while non-residential customers will get their 3-percent rebate on a quarterly or bi-annual basis. The new power agency will collect 2 percent of annual power generation revenue projected at $175 million this year and $260 million next year for investment in local green energy projects such as wind and solar. The agency will offer customers an opportunity to sign up for one of three programs, including MBchoice which will credit

fees, or $18,690 per single-family homes, and $11,437 for multi-unit homes. Robert’s Ranch will also build a traffic signal at the intersection of Highway 25 and Enterprise Road. The price tag on the traffic light will come close to $400,000. “We have a lot of elected officials and community members who complain about traffic, but we have developers who have contributed millions of dollars of traffic impact fees; where is that money?” said Roberts Ranch Consultant Victor Gomez. Roberts Ranch will include almost 2.53 acres, specifically dedicated to the expansion of Valley View Park, an additional .79 acre for a pedestrian connection between future developments. Pending a review of plans by the Hollister

It took some time, but the Roberts Ranch Subdivision, a project that will include 192-single family homes and 14 multipleunit family homes was approved on Feb. 21 by the Hollister City Council. After four years of developmental wrangling with the city, the final obstacle that may stand in the way of the 206-unit development is the approval from the Local Agency Formation Commission, which will approve the subdivision's formal inclusion into the city. “It’s been a challenging and lengthy process, and it’s so far taken us

more than four years to get where we are today,” said Roberts Ranch Managing Partner Peter Hellman. “Now we just need to get LAFCO approval, and while there are no guarantees in this business, but other projects have been approved, so there is a precedence.” Roberts Ranch, roughly two-and-a-half miles east from downtown, will join a significant push in new home construction along Fairview Road, which will ultimately include over 2000 new homes, counting developments like Santana Ranch and the Cielo Vista Neighborhood. The new developments have raised concerns over an increase in traffic congestion. So far, Roberts Ranch has paid close to $4 million in traffic impact

Startup Challenge Monterey Bay is regional new business competition organized by a team of local community volunteers and the Institute for Innovation

and Economic Development California State University Monterey Bay. The competition, according to startupmontereybay.com is, "a competitive acceleration process that teaches, coaches, mentors, networks, and connects entrepreneurs to the knowledge and resources they need." The contest offers substantial cash prizes, “Startup Challenge Monterey Bay is an amazing opportunity for local entrepreneurs, especially in San Benito County,” said Kristina Chavez Wyatt, Executive Director of the San Benito County Business Council. “The program is provided free of

charge, is of exceptional quality and provides the unique opportunity for anyone to pitch ideas, network, and learn what it takes to start, improve and commercialize a business in the Monterey Bay Area." The competition is broken into three divisions. The Venture division, open to businesses that will provide venture-investor returns, will have a $20,000 first place price and $5,000 for both runner-ups. In the Main Street division, open to small sole proprietorships and non-profits, first place will get $10,000 with $2,500 going to the runner-ups. In the Student

division, open to high school, college and graduate students, the winner earns $1,500. Startup Challenge Monterey Bay was organized nine years ago by local business and community leaders to help promote entrepreneurialism. With about 40 judges each year, which includes many prominent local business owners, along with investors, Startup Monterey Bay hopes to build its number of 90 entrants last year and break through to over 100 contestants. Before contestants can move on to the Final Round and Venture Showcase on May 12, which will feature an opportunity to

showcase their pitches on ‘The Otter Tank,’ A CSUMB version of ‘Shark Tank,’ they’ll need to get through the qualifying round on Apr. 7. Both rounds will be at the CSUMB Salinas City Center, formerly, the National Steinbeck Center. Finalists will also have an opportunity to set up a table to network and pitch their ideas at a public venture showcase, which attracts city leaders along with interested investors. To qualify contestants will need to apply by midnight Mar. 12 at startupmontereybay.com. The qualifying round is on Apr. 7 and the finals are on May 12.

adly, events in distant cities mean that our students and teachers have had to add another set of tools for school safety that we all hope they never have to use. Preparations for a broad list of calamities— earthquake, fire, bomb threats, gunfire— are now a fact of every day life at schools and all grade levels. As if there aren’t already enough distractions in our local learning environments—clubs, sports, holidays, bullies, cell phones, social media, ICE raids, drugs, family and economic turmoil. But it’s good to hear that local school administrators and law enforcement officials continue to take possible threats very seriously. “We’ve been taking this serious for a long time and do everything we can possibly do to prepare for the unlikely event of a school shooting,” said Gilroy Supt. Debbie Flores. She has taken the additional step of opening up her school campuses to Gilroy police officers to carry out their own live-training drills when school is not in session. “This is a tough topic, but we have to talk about it,” said Mike Elerick, who leads “school violence and active shooter” training sessions around the state, most recently in Gilroy this week. His classroom workshop discusses best practices, identifying behaviors, reporting procedures and security systems. Elerick says the most important thing for schools is “to make sure they have a single point of contact for parents, students and staff—from janitors to teachers.” At local high schools, that single point of contact could turn out to be lone security professional on campus, the “School Resource Officer”—a local police officer assigned to a school or group of schools, who salary is often paid or share by the school district. The actions of one such resource officer came under a microscope after last month’s Florida school shooting. In addition to being center stage in local school security efforts, the local resource officers are committed to building bridges between law enforcement and young people

that extend beyond school hallways. They are a friendly, caring protective presence for students as well as a resource for teachers and administrators. Hollister Police Officer Juan Guevara has been the resource officer for San Benito High School for more than two years. Guevara is one of three Hollister police officers (the other two are assigned to middle and elementary schools) working in partnership with San Benito schools to help ensure a safe school environment. Morgan Hill has one resource officer, while Gilroy employs two resource officers at each of its high schools who are also in charge of their respective feeder schools. “The responsibility of the resource officer is to be on campus, assist the schools, evaluate

He has a badge and service weapon, but is not in uniform. He often chats casually with students, talking about sports, student government and other topics. Officer Jeff Brandon, in his fourth year as the resource officer in Morgan Hill, said he’s built invaluable relationships with both staff and students. “A lot of students seek me out to discuss problems they may be having. They know they can report things to me and come to me if they have any personal issues that they don’t want to follow them later on in life,” Brandon said. So there may be bright spots after all in the midst of all of this heightened security at local schools.

that we speak in terms of the city making money,” Velazquez said. “We shouldn’t lose money, but the city is not losing money on this.” Roadshows Inc. was the only promoter to submit a bid for the 2016 Independence Rally, one year after Las Vegasbased promoter, ConvExx left the city holding a $92,000 bill after a dispute with the city. The memory of being left holding the bag has angered some on the council, and the issue of potentially enormous worker’s compensation rates, were among the reasons for the vote to cancel the event. “We’ve had promoters come and go, but we had a particularly bad experience when a promoter left the city with a $92,000 bill,” said Luna. “The city

has tried to get its money back, but so far, it hasn’t happened yet. People need to understand, that if we’re already in the hole, and a promoter asks for a reduction in the cost of law enforcement, that is further dipping into the city’s pockets.” Of the costs to operate the event, the expense of hiring police officers to work the event is high. Police officers hired to work the event must be under the city’s worker compensation liability. “That is a huge cost,” Luna said. “We didn’t make this decision because we didn’t want the rally. We welcome events like this in our city. But, when it’s going to cost the city so much money, people need to understand that. The picture is much larger than what people see on Facebook.”

CALLERS ASK FOR PAYMENT OF FINES FOR BOGUS CASES

The San Benito County Sheriff ’s Office has received reports of a prior scam that has resurfaced. In the scam phone call, the callers identify themselves as a deputy with the San Benito County Sheriff ’s Office. The callers then claim the victim is supposed to report to federal court

for a grand jury hearing. The callers explain the victim has a “failure to appear and contempt of court citation” and say the “victim” needs to pay a fine over the phone. A threat is then made that if payment is not received, a sheriff ’s deputy will respond to make an arrest. The San Benito County Sheriff ’s Office said it does not take payments over the phone for any services. The agency does not act on behalf of any federal court. Any

correspondence of this nature will come in the form of formal documentation from the U.S. federal court system and should be followed up on by contacting the court directly. Phone numbers can be found online. Deputies advise to not return a call to a number provided over the phone. Roadshows Inc., was to have rented the event from the city and after paying fees for police and fire, among other expenses, had hoped to see a profit. “We’re not in a position as a city to operate as a promoter,” said Klauer. “In the past, we needed to know by February, and if we had someone come in last night, we might have been able to work something out. Given how much time it takes to organize law enforcement for the event, it just didn’t seem realistic.” For Burke, the cancellation of the event came down to dollars and cents, and after one of his major sponsors dropped out, he couldn’t make a proposal that the city would accept. “It’s very disappointing for my vendors and sponsors. This is an excellent revenue stream for them,” Burke said. “We built a Cadillac of an event, with the beverages, food and entertainment, but we had to make a business decision, and I can’t afford to take a loss.” Roadshows Inc., a Reno, Nev.-based motorcycle events promoter, entered into a $164,000 three-day contract last year with the City of Hollister to manage the event. that could not possibly happen on their campus is being naive,” Ramirez added. Immediately after the Parkland tragedy, State Schools Supt. Tom Torlakson sent “thoughts and prayers to the families of those killed and wounded in this horrible mass shooting at Marjory Stoneman Douglas High School” and also reminded school districts to update their school safety plans. In Morgan Hill, one day after the Florida shooting, Supt. Steve Betando, along with Morgan Hill Unified principals, met with School Resource Officer Jeff Brandon of the Morgan HIll Police Department to debrief on the latest mass shooting. “We discussed the circumstances about the Parkland incident known to us at that time,” said Betando, who sent out a letter to Morgan Hill families notifying them of the extensive measures taken to assure student safety at local schools. “The group discussed our safety protocols, the site plans and the intruder response training that was put in place in 2014.” San Benito High School District Supt. Shawn Tennenbaum described the high school’s safety plan as a “work in progress” since they are “continually making upgrades and incorporating best practices.” “Unfortunately, the most recent tragedy in Florida, it heightens the alarm bell. [School

long-established, statemandated, comprehensive school safety plans that are revisited on an annual basis with assistance from local police, sheriff, fire and other emergency response agencies. “Anytime we have an incident, whether it be local or a national type like in Florida, we have a sit-down to take a look at what the initial findings were and look at our procedures to see are there any gaps based on that,” said San Benito High School Principal Adrian Ramirez, who conducts an active shooter drill each semester on his campus so staff and students are equipped to handle such a situation. “Unfortunately, each of these incidents gives you some sort of insight into different behavior and tactics being used. We always have to make sure we’re on top of everything,” he said. On Feb. 14 in Parkland, Fla., a singleshooter entered Marjory Stoneman Douglas High School and killed 17 students, injuring many more, in one of the nation’s deadliest mass shootings. Shortly after, police officers arrested 19-year-old Nikolas Cruz, a former student who had been expelled from the high school. Cruz, who is alleged to have used a semiautomatic AR-15 rifle, has since been charged with multiple counts of murder. “For any school to think that something like

shootings] are more frequent now than ever in our country, more devastating,” Tennenbaum said. “Our utmost charge as a school district is to ensure a safe environment for not only our students but our staff as well.” School resource officers and juvenile detectives joined teachers, administrators and counselors at a four-hour workshop on “School Violence and the Active Shooter” at the Gilroy Police Department this week. The March 5 training session for 60 people from throughout the Bay Area was presented by the Public Safety Training Institute and paid for by the U.S. Department of

Homeland Security. The attendees included representatives from Gilroy Unified School District, San Benito High School, San Juan Bautista Unified School District, Morgan Hill Unified School District, and the Gilroy, Hollister and Morgan Hill police departments. “This is a tough topic, but we have to talk about it,” said Mike Elerick, who led the session. The classroom workshop discussed best practices, identifying behaviors, reporting procedures and security systems. The most important thing for schools is “they need a plan in place to make sure they have a single point of contact for parents, students and

staff—from janitors to teachers,” said Elerick. He said he has conducted about 40 “active shooter” workshops in California since the program began three years ago. Many school districts, like those in Morgan Hill, Gilroy and Hollister, employ school resource officers who are assigned to one or more campuses and are another line of defense in the case of emergency. “We have a great collaboration with the Hollister Police Department,” Tennenbaum said. “Our school resource officer is invaluable.” Officer Juan Guevara, with the Hollister Police Department, has

Baler Hall of Fame inductees to be honored TICKETS ON SALE NOW FOR BANQUET Staff report

The 14th annual Baler Education Foundation Fame Fest will take place from 11am to 3pm March 17 at San Juan Oaks Golf Club. The 2018 inductee class to be honored at the luncheon buffet are: Therese Anne Burke, Michael Sullens, Bill Johnson, Kip Allen Ward, Jennifer Logue, Becky Doty and the San Benito High School football team from 1956-57. Tickets are $55 for adults, which includes 20 raffle tickets, and $30 for students/children. They can be purchased at the

San Benito High Student Payment Center, located at 1220 Monterey Street or by calling (831) 637-5831 xt. 140. The Baler Education Foundation’s mission is to provide resources to support and enhance educational programs at SBHS by providing funds in the form of annual mini-grants for individual teachers or departments. The foundation raises money by selling Baler Bricks with a vision to sell 1,000 Baler Bricks for $1,000 each that would establish an endowment fund of $1 million. This would allow the foundation to provide $50,000 in mini-grants every year in perpetuity, according to members. The Baler Bricks

are displayed in the foyer of the main building. Each March the annual Baler Hall of Fame Fest inducts individuals into The Baler Hall of Fame based on community nominations. This luncheon is both celebration and fundraiser. Individuals are inducted by the decade of either their graduation class year or year of service or impact to our community. The luncheon includes a silent auction and a chance to win raffle prizes donated by the community.

SBHS students visit college campuses

Forty-five San Benito High School sophomores and juniors recently went with district staff members on a four-day, three-night trip to Southern California,

where they visited eight colleges as part of the annual SoCal College Tour during the recent mid-winter break. This year, the group visited the campuses of Cal Poly, UC Santa Barbara, CSU Channel Island, Pepperdine, UCLA, Long Beach State, San Diego State and UC San Diego “Each day, we visited one college in the morning and another in the afternoon,” said SBHS math teacher Ben Pang, who chaperoned for the fourth time. “Everything went really smooth due to the students being so respectful on the tours, bus rides and hotels. I got to know a lot of students and learn about them as well.”

Congressional Art Competition accepting entries

Congressman Jimmy Panetta announced the 2018 Congressional Art Competition for high school students throughout California’s 20th Congressional District. The U.S. House of Representatives sponsors this competition each spring to recognize and honor talented young artists from each congressional district across the country. The winning entry will be displayed in the corridors of our nation’s Capitol in Washington, D.C. for one year. The winner and a family member will also be invited to attend a special ceremony with other young artists from around

the country in Washington, D.C. at the end of June Each school can submit up to five pieces of original student artwork. Students are allowed to submit various styles and types of art, ranging from paintings and drawings to photography and mixed media pieces. The winner will be determined using criteria based on originality, skill of execution, excellence in use of materials, and conceptual strength of the project. All submissions are due by April 25. Chamber of commerce to host Ireland trip CHAMBER WILL OFFER IRELAND TRIP AT SPECIAL DISCOUNTS Staff Report

If you ever wanted to kiss the Blarney Stone or stand overlooking the Atlantic Ocean on the 700-foot-high Cliffs of Moher, the San Benito County Chamber of Commerce will present that chance later this year. The local chamber of commerce is hosting the Shades of Ireland trip from Sept. 3-12, which kicks off with an overnight flight to Dublin and ends in an overnight stay in a 16th century castle. The trip is offered in a partnership with Collette, a global tour and travel company. The chamber partnered with the company last year for a trip to China. Rates for the Ireland trip are $4,249 for a single booking, $3,749 per person for two, and $3,719 per person for three. Price includes roundtrip airfare from San Jose International Airport, taxes, and hotel transfers. “They get a discounted

rate, so it’s more economical for people to go through a chamber of commerce than it is to try to go on their own with booking their flights, hotels, and tours,” said Chamber CEO and President Juli Vieira. While the chamber is hosting the trip, membership is not required to be eligible to book the trip to the Emerald Isle. Individuals pay their own way and can choose from various activities during the trip. “It gives people a chance to travel somewhere that they might not feel comfortable traveling on their own,” Vieira said. “It also gives them a chance to see how businesses work in other countries and give them ideas to use in their businesses here.” The itinerary for the Ireland trip is ripe with regional cuisine and traditional Irish entertainment. Participants can travel to see the deep religious roots of Kilkenny on the River Nore and take a walking tour of Waterford, Ireland’s oldest city. The trip also offers the chance to ride on the Ring of Kerry, a famous coastal road.

DUBLIN Dublin will be one of featured stops for Chamber of Commerce travelers. If drinking is more your thing, take a guided tour of a medieval museum and have a glass of wine in a 15th century wine vault. There’s also a planned whiskey tasting in Tullamore and

Kilbeggan, known for their stiff drinks. Other activities include taking a ride through Killarney National Park, viewing King John’s Castle, and watching sheepdogs in action during a

demonstration at a family-run farm. The trip ends with an overnight stay at Cabra Castle, a 16th century structure with modern facilities that stands on 100 acres.

Whether it was going to his left to scoop up slow rollers and choppers or going to his right and backhanding a ball in the hole and having the balance and strength to throw a runner out at first, Marquez was dynamite. On two occasions, Marquez’s defensive prowess prevented Christopher from advancing a baserunner or building up an offensive threat. Right fielder Matt Campo also produced some fine glovework, as he made a spectacular diving catch for the second out in the bottom of the eighth inning that pretty much shut the door on Christopher’s attempt on avoiding the shutout. “As long as we play defense, we’re going to be fine,” Aviles said. Although San Benito committed three errors, none of them proved costly.

Despite returning only a couple of starters off last year’s squad, the San Benito High baseball team can never be counted out to win a league championship and make a deep run in the playoffs. True, outside of Ryan Jameson and Mason Marquez, San Benito lacks the star power the program has been accustomed to every season. But that only means it’s time for the next generation of Balers to make a name for themselves this season. Tuesday, a handful of players did just that in a 2-0, eight-inning win over host Christopher in the Monterey Bay League Gabilan Division opener for both teams. Jacob Walter drove in the only two runs of the game with two outs in the top of the eighth. Had Walter not delivered in the clutch, the

teams might still be playing, as pitchers from both teams had their way. Walter finished with two hits, and he also made two tremendous plays at first base, including one in which he did the splits to dig up a low throw to record a groundball out. “I expect Jacob to have quality at-bats in key situations, and that’s exactly what he did today,” Balers coach Billy Aviles said. “Maybe he doesn’t have the power to hit it out of the park any time, but he’s good enough to hit it in the gaps. We’ll take that.” Aviles was pleased with how the team won a nail-biting game where hits were at a premium. The Balers had six hits and the Cougars finished with just two, as Jameson and Christopher starter Jonathan Newman were flatout dominant. Jameson allowed just one hit and struck out four over six innings, while Newman had nine strikeouts and yielded just three hits— two on infield singles—over seven innings. “Jameson was great for us and Newman was very

championship—something they’ve done in 13 of the last 16 years—they’ll need solid pitching after Jameson, who has signed to play at Cal Poly. Platero pitched well last year and showed good stuff once again Tuesday, pitching two scoreless innings of relief. Aviles said the team is also looking at Campo, Jordan Yeager and Moises Salazar as players who have the potential to pitch effectively.

I can get up so early and maintain that schedule, but I can’t really answer that question completely.” O’Dougherty, who was a former pro skater, was effusive in his praise for Ortiz on many levels, starting with her preparation. “Alex’s biggest strength is how systematic and how well organized she is,” said O’Dougherty who has been working with Ortiz since 2012. “If I tell Alex to do something, she’ll write down notes and go over them to learn. As a result of the extra diligence, her learning curve and progression have been fantastic. … This is my 21st year of coaching, and I’m working with her

because of her approach. With her dedication combined with her work ethic to training, you’ve got a winning formula.” Ortiz’s discipline is rather amazing, as she aims to get in bed by 7 p.m. Of course, that isn’t always possible given Ortiz spends plenty of time studying as well. In her first semester at San Benito High, Ortiz managed to go 6 for 6—as in six A’s in six classes. On top of that, Ortiz managed to earn a spot on the school’s cheer team this year. “Her schedule, advanced classes and grades are what really make this all amazing,” said Tami Ortiz, who ➝ Ortiz, page 22

Before Alexandra Ortiz starts a performance, her coach, Jonathon O’Dougherty, usually says these words to her: “Be perfect like you usually are.” O’Dougherty, who is a renowned ice skating coach, admits, “The pep talk is not necessary with that kid.” That’s because Ortiz is no ordinary teen. The San Benito High freshman is trying to qualify for the national championships in four different categories: solo, solo combined, shadow dance and ice dance couples. To achieve at such a high level, Ortiz wakes up at 3:30 a.m. everyday—no,

that’s not a typo—leaves home from Hollister at 3:50 for the Solar4America Ice Rink in San Jose, where she practices for two hours. Ortiz heads back home to Hollister by 7 so she can get ready for school, which starts at 8:30. By the time most people leave for work, Ortiz will have already been up for 3 ½ to 4 hours and gotten in two hours of diligent, focused practice. If that sounds crazy to you, well, Ortiz gets it. When people learn about Ortiz’s schedule for the first time, she often gets similar comments. “They’ll say I’m crazy, but that I’m also really passionate,” she said. “They always ask me how

competing with a broken toe. Ortiz had suffered the broken toe a week before the competition in a freak accident at home. Still, she would not be denied. “I was kind of determined to do the competition because the year before I had a broken arm and missed out on nationals,” she said. Ortiz also pointed to the Pacific Coast Sectional Championships last November in Spokane, Wash. This was the first major competition with her partner, Clayton Ramsey, who is a junior at Woodside High. Ortiz had competed exclusively as a solo figure skater until she started partnering with Ramsey exactly a year ago. Ortiz wasn’t looking to compete in dance pairs until O’Dougherty asked her and a couple of other skaters to try out to be Ramsey’s partner. Ortiz and Ramsey clicked immediately, and the duo finished fifth in the Pacific Coast Sectional Championships, just one position away from earning a berth to the national championships. “We had fallen on one of the dance (routines), and was just one place off to making it to nationals,” she said. “It was emotional. That kind of opened my eyes to how much I really wanted it. I’m kind of using that this season to motivate and push me.” Ortiz competes in both the solo and pairs categories, as

she enjoys the different aspects of both disciplines. Ortiz competes in the intermediate level, which is three levels below the senior level. For each level, skaters must pass a series of tests. It’s already quite an accomplishment that Ortiz has achieved the intermediate level, as it requires a high level of skating acumen and execution. As Ortiz moves up every level, the length of her programs and required elements increases, and more challenging and intricate skills are layered on. However, Ortiz has proven she has the ambition, talent and drive to go far. “I’m at least three years away (from reaching that level), but most likely it will take me a little longer,” she said. O’Dougherty has no qualms that Ortiz will land on that stage. “She is the real deal, absolutely,” he said. “If you put a check mark on all the boxes on what you want in a perfect ice skater, she checks them all. She’s great.” Having such a disciplined routine is not easy. Sacrifices have to be made. Ortiz is always the first one at the rink. It’s in those moments when she’s all alone on the ice when she is truly free, pursuing her passion and excelling in it. When Ortiz’s skating career is done, she can look back and know she gave everything she had. In the end, she will be at peace.

is Alexandra’s mom. “She is so focused and such a hard worker.” That might be the understatement of the year. Ortiz’s first experience on the ice was eight years ago at San Jose’s Downtown Ice, a seasonal outdoor ice rink that is placed in San Jose’s downtown every year for approximately two months. While Downtown Ice is usually teeming with kids— often resulting in a crowded ice rink—Ortiz came on a day when the crowd was unusually sparse. It was love at first skate. “I remember how quiet it was, and no one was really there except my family and I,” she said. “So it was really nice, quiet and calm. The whole experience was really fun.” Ortiz didn’t even fall in her first foray on the ice, perhaps a sign of her prowess in skates. “I don’t remember falling at all,” she said. “My mom used to skate, and she was able to show me how to stay on my feet.” Did she ever. After that experience at Downtown Ice, Ortiz began asking her parents for lessons. This is where Ortiz’s persistence paid off. “She drove my husband and I nuts because she wanted lessons so bad,” Tami said. Ortiz’s determination is evident today. One of the highlights in her burgeoning career came in the 2015 Solo Ice Dance Nationals, where she finished 10th despite

AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE SAN BENITO COUNTY WATER DISTRICT REVISING/ ESTABLISHING CUSTOMER SERVICE FEES BE IT ORDAINED by the Board of Directors of the San Benito County Water District (District) as follows: SECTION 1: SERVICE FEES The District shall charge the following service fees for the activities listed below: a. Non-Sufficient Fund Fee (per occurrence) $35 b. Closing and Valve-Shut-off (per occurrence) $89 c.Re-Open Valve /New Customer Account (per occurrence) $89 d. lbert Silva, 73, of Gilroy, passed away on February 28, 2018 after a valiant battle to Multiple System Atrophy (MSA). Funeral services will be held at 10am, Monday, March 5, 2018 at St. Mary’s Church in Gilroy with Fr. Randy officiating. Burial will follow at Gavilan Hills Memorial Park. Arrangements are by Habing Family Funeral Home. Albert was born in San Jose, CA to Tony and Isabel Silva on January 10, 1945. He graduated from Andrew Hill High School in 1962. He served in the California National Guard during 1965 ñ 1971. He married his wife, Mary Jacinta, on January 23, 1971 in Santa Clara. He grew up on the family dairy and began his own farming business, Silva Farms, in 1976. He is preceded in death by his parents, Tony and Isabel Silva. Albert is survived by his loving wife of 47 years Mary Jacinta; two daughters Bernice (Gerard) Garcia and Sandie Silva; brothers Arthur (Maria) and David (Mary Humphrey); grandchildren Savannah Garcia, Sydney Garcia, Olivia Millard and Cole Millard and numerous nieces and nephews. Pallbearers will be Gerard Garcia, Victor Avila, Joshua Silva, Kenny Alger, Francisco Fernandez, Joey Santos. Memorials may be given to The Multiple System Atrophy Coalition. ur Mother, Shirley Brem, passed away peacefully on January 12, 2018 at Brandel Manor in Turlock surrounded by her family. She was born in Salinas to Charles Phillips and Delmira Monteiro. In 1953, she married Richard Brem and they were married for over 62 year until he passed away in September 2017.

Mom is survived by three children, Mike (Tina), Nancy (Nick) and Jim (Pam). She has five grandchildren, Jason, Jeff, Ryan, Kyle and Tyson. She also had five great grandchildren, Cali, Jack, Layne, Everett and Clark. She is also survived by her sister, Patricia Bettencourt. Mom was the most dedicated wife, mother, grandmother and great grandmother a person could have. She took great care of Dad until the end and her family was her biggest priority. Mom was a great cook and loved to bake. We will miss her Christmas cakes and cookies. She also loved to sew and many have one of her quilts. In keeping with Mom’s wishes, there were no services. We suspect she is already tending to Dad who has been waiting impatiently for her.

AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE SAN BENITO COUNTY WATER DISTRICT REVISING FILING FEES FOR WELL PERMIT/WELL ABANDONMENT APPLICATIONS WHEREAS, the County of San Benito (County) adopted Ordinance No. 779 titled “An Ordinance of the San Benito County Board of Supervisors, Chapter 17C of the San Benito County Code Well Standards,” governing well standards in San Benito County; and WHEREAS, in section 17C-29 of said Ordinance the County appointed the San Benito County Water District (District) as the enforcing agency and delegated to the District the full authority of the County in administering said Ordinance; and WHEREAS, section 17C-5 authorizes the District to set filing fees from time to time as necessary to cover the costs of administration of Ordinance 779; and WHEREAS, the District’s current filing fee for well permits does not cover the District’s actual costs of administering Ordinance 779; and WHEREAS, the District is in need of increasing the filing fee for well permits in an amount not to exceed the reasonable costs to the District of providing the service authorized under Ordinance 779. NOW, BE IT ORDAINED by the Board of Directors of the San Benito County Water District that: SECTION 1: STANDARD OR MONITORING WELL PERMIT FEE/WELL ABANDONMENT FEE/RE-INSPECTION FEE: (a) A fee of $ 840 shall be paid by an applicant upon filing an application with the District for a standard well permit (domestic well for the purpose of producing potable water or agricultural well) or for a monitoring well permit. In addition, the applicant shall submit to the District a refundable deposit in the amount of $500.00. This deposit shall be refunded to the applicant upon receipt by the District of the following information: i) a copy of the well completion report; ii) a signed Registration of Water Producing Facility form (to be provided by the District) which form shall confirm that the well is registered with the District and that the well is active (connected to power and able to produce water). (b) The fee of $508 shall be paid by an applicant upon filing an application with the District for a well abandonment permit. (c) In the event the District travels to the well site for a scheduled appointment to inspect the well seal, and the District is required to return to the site for re-inspection because the seal failed inspection, or the well-driller was not present at the initial appointment time, or the well driller was not ready for the inspection, the District shall charge an additional fee of $149 for each such re-inspection. The re-inspection fee shall be paid prior to the District’s inspection approval. (d) Seal inspections that are scheduled to begin at 3PM or later on a business day will be charged an additional $149. This fee shall be paid prior to the District’s inspection approval. SECTION 2: ANNUAL FEE INCREASE/REDUCTION: (a) The well permit/well abandonment fees, re-inspection fees and after-hours fees established pursuant to this Ordinance are based upon the time incurred by District employees in performing the steps involved in the permitting process, at hourly rates derived from staff billing rates in effect as of the date of this Ordinance, all as set forth in the Well Permit Fee Study provided to and approved by the Board of Directors of the District at the public hearing on this Ordinance. (b) If the staff billing rates of the employees referred to in the said Study are adjusted after the effective date of this Ordinance, the District staff is hereby authorized to compute the well permit/well abandonment fee, re-inspection fees and after-hours fees based upon the adjusted staff billing rates. SECTION 3:PRIOR ORDINANCES REPEALED All ordinance(s) and parts of ordinances inconsistent herewith are hereby repealed. SECTION 4: SEVERABILITY In the event that any portion or provision of this ordinance shall be deemed by a court of law or other tribunal to be invalid or unconstitutional, such finding(s) of invalidity or unconstitutionality shall not affect the validity of the remaining provisions of this ordinance, which shall remain in full force and effect.

The Board hereby finds that the fees charged to an applicant as provided in this Ordinance are imposed for a specific government service to the applicant that is not provided to those not charged, and such charge does not exceed the reasonable costs to the District of providing the service, as shown in the Well Permit Fee Study referred to in Section 2(a). SECTION 6: EFFECTIVE DATE This ordinance shall be in full force and effect as of 12:01 a.m. on the 30th day following its passage and shall be published once in a newspaper of general circulation, published and printed in the County of San Benito, State of California, together with the names of the members of the board of directors voting for and against same, prior to fifteen days from its passage.
